The ‘dead zone’ in the Gulf of Mexico varies in size from year to year, sometimes getting larger
than the state of New Jersey. Scientists say excess nitrogen and other nutrients used to grow
crops and lawns in the Midwest are drained from the Mississippi, Missouri, and Ohio river basins
and into the Gulf. Nancy Rabalais is a researcher with the Louisiana Universities Marine
Consortium. She says the result is a huge algae bloom in the Gulf…


“The nutrients stimulate the growth of these algae and they’re either eaten by zooplankton or fish
and become part of the marine food web or they die and sink to the bottom. It’s the cells that sink
to the bottom that eventually lead to the consumption of oxygen by bacteria.”


Fish and shrimp can’t live in the oxygen-starved area. The researchers say the only thing that can
reduce the size of the ‘dead zone’ is to reduce the amount of nitrogen from the Midwest that drains
into the Gulf of Mexico.

Oil companies and environmental groups are working together to press the Canadian government
to support renewable energy. The Great Lakes Radio Consortium’s Karen Kelly has more:


It’s not often that an environmental group like Pollution Probe finds itself in the same camp as
companies like Shell Canada and Suncor Energy. But they agree on one thing: Canada is lagging
behind other developed countries in its financial support for renewable energy projects.


Diane Humphries is with the oil company Suncorp.
The company’s investing in wind power.


But electricity is so cheap in Canada, Humphries says such projects need government help to
make them affordable.


“Canadians are enjoying least cost electricity… We need additional incentives to be put in place to
match, or become more competitive with the current price of electricity.”


Humphries believes the combined voices of environmentalists and business people will convince
the federal government to increase its investment.

Mayors from around the eight Great Lakes states met in Chicago this month and delivered a
unified message: They want a voice in the future of the Great Lakes. The Great Lakes Radio
Consortium’s Mike Simonson reports:


The winter meeting of the Great Lakes Cities Initiative was hosted by Chicago Mayor Richard
Daly. Thirty-five Great Lakes mayors voted to push Congress to pass a 4-billion dollar clean-up
bill pending in the House. Superior Mayor Dave Ross says only the federal government has the
resources to do the job right.


“It’s a great burden on local governments and municipalities to take on the burden of water
quality because in any small cities such as Superior, that would be an enormous financial burden.
We certainly need financial help from outside sources, and of course the federal government
would be the prime source.”


Ross says mayors will lobby their members of Congress to support similar legislation in the
Senate.


“We can’t do it ourselves. We can’t do it alone. One new invasive species is being found in the
Great Lakes system each year. If this continues at the rate it is, we’re going to destroy the Great
Lakes.”


The mayors say until now local governments have been bypassed in Great Lakes decisions. Now
the mayors say they want to be part of the federal Great Lakes Advisory Board.

The Fox River, which flows into Green
Bay, is the biggest source of PCBs
emptied into Lake Michigan.


Tom Skinner is with the EPA’s Great
Lakes National Program Office. He
says the Fox cleanup will be one of
the most ambitious ever.


“There’s a lot of talk about the
Hudson River project. This project has
the Hudson beat in a number of different ways.”


Such as: the cleanup may cost
400-million dollars, and Skinner says
the amount of contaminants to be
removed is also significant.


“The analogy we’ve used previously is that a
cubic yard is equivalent to a very
compact refrigerator. We’re
going to take probably over 7 million
of those out of the river.”


Seven paper companies that
dumped the PCBs in the river will
pay the cost of the project.

Major legislation to fund the Army Corps of Engineers is making its way
through
Congress. A House committee has added a provision that would require
an independent
review of the Corp’s big projects. Erick Eckl is with the
environmental
group, American Rivers. His organization applauds the amendment…


“The independent peer review provision that is now moving through
Congress would
help ensure that members of Congress have more reliable and more
accurate information
available to them about these projects before they vote to give them
the green light and
the greenbacks to be built.”


The Corps of Engineers has been criticized after a whistle-blower
revealed that the Corps
inflated the economic benefits of some of its projects in order to
improve the odds of
getting funding from Congress.

federal legislation to help restore the Great Lakes. A bill introduced in the
Senate recently proposes EPA monitoring of the Great Lakes water quality.
Now, a bill being introduced in the House proposes a four billion dollar
Great Lakes Restoration Fund. And it has strong political support.
The Great Lakes Radio Consortium’s Joyce Kryszak reports:


A critical report by the General Accounting Office prompted
Congress to start a coordinated recovery plan. The bipartisan
bill on the Senate side would pay for more reliable monitoring of
water quality. And the House bill now being introduced – also bipartisan –
would supply four billion dollars to help restore the environmental health of the lakes.


The Great Lakes Trust Fund is modeled after a multi-billion dollar
federal plan to rehabilitate Florida’s Everglades. Congressman Thomas Reynolds of New York
is one of the bill’s co-sponsors.


“We’ve seen, from increased levels of toxins and bacteria that are
killing wildlife and closing beaches, to invasive species that are
attacking an ecosystem. The Great Lakes need more than help – they need funding.”


Reynolds says he believes the backing is there to pass the legislation –
and that federal help is long overdue.

Elected officials say politics and mismanagement have led to the decay of forest preserves around one of the Great Lakes region’s largest cities. They say a shift in control of the forest preserves and 100-million dollars will correct the problems. The Great Lakes Radio Consortium’s Jenny Lawton reports:

forest preserves around one of the Great Lakes region’s largest cities. They
say a shift in control of the forest preserves and 100-million dollars will

Cook County’s Forest Preserve District manages 68-thousand acres of
forest preserves in and around Chicago. Commissioner Forrest Claypool
says something needs to be done soon because years of mismanagement
have left the land and its facilities in horrible condition.


“How can you possibly serve in the summertime these thousands of
families who come into the forest preserves and not provide decent
restrooms – not to mention bridges that are about to fall apart, not
to mention picnic shelters that are burned and falling down, and so
covered with gang graffiti that they’re intimidating and create an
impression of this unsafe place to be.”


Claypool says the Cook County Forest Preserve has been a dumping
ground for political patronage… including a recent financial scandal
which cost the agency almost 20-million dollars.


Three county commissioners say they have a 100-million dollar plan to
fix the dilapidated facilities and clean up the forest preserves… all
without raising taxes. The plan calls for borrowing the money by issuing
bonds. But that means they’ll need the Illinois governor’s approval.


County officials say they would save money by gutting that “bloated”
administration of the Forest Preserve District and turning over many
of its responsibilities to the county.


But nature advocates are wary that the shift in control might compromise the forest
preserve’s mission of holding and acquiring natural land.

Governments Grapple With Regional Transport

Many large cities throughout the Midwest have been struggling with issues such as urban sprawl. Getting workers from one area to the jobs in another has become a transportation challenge. Building multi-lane highways only seems to encourage more sprawl, so many cities have worked with surrounding suburbs to build mass transit systems for the entire metropolitan region. For one major city, political leaders are just now getting around to making that happen and as the Great Lakes Radio Consortium’s Jerome Vaughn reports… even now it’s not going to be easy:

Many large cities throughout the Midwest have been struggling with
issues such as urban sprawl. Getting workers from one area to the jobs
in another has become a transportation challenge. Building multi-lane
highways only seems to encourage more sprawl. So many cities have worked
with surrounding suburbs to build mass transit systems for the entire
metropolitan region. For one major city, political leaders are just now
getting around to making that happen. And as the Great Lakes Radio
Consortium’s Jerome Vaughn reports… even now it’s not
going to be easy:


Detroit is the 10th largest city in the country…and it’s had more than
its share of struggles over issues such as chronic unemployment, poverty,
and pollution.


Finding solutions to those intractable problems has long been a goal of
government leaders in the area. But over the past three decades…they’ve lacked
one tool… used by most other metropolitan areas
around the country…that can make a difference. A regional transportation
system.


But that’s about to change.


Michigan Governor Jennifer Granholm has joined Detroit Mayor Kwame
Kilpatrick…and the heads of the three largest counties in Metro
Detroit…to announce the formation of the Detroit Area Regional
Transportation Authority…otherwise known as DARTA.


The new regional transportation authority is backed by local governments,
business interests ..and mass transit proponents. The government leaders have
signed an agreement to work towards the regional transportation
system. Detroit Mayor Kwame Kilpatrick says the new deal will benefit the
city AND suburbs.


“This is a real people thing today. It’s also an economic thing…and it’s
rare when these two things come together. This will drive the economic
engine of the state. To move people to jobs…leads to economic
independence.”


The agreement is the first step towards ending decades of debate over how
best to get workers from their homes to their jobs. With many Detroiters
living below the poverty level…owning a car is impossible. But that can
mean taking several buses over a span of three hours just to get to work
each day.


That type of commute is what DARTA proponents, like such as Attorney Richard
Bernstein hope to end. As a blind man…he’s unable to drive to get
where he needs to go. He says Detroit’s lack of coordinated mass
transportation pushed him to become a transit activist a couple of years
ago.


“As a disabled person who can’t drive…I struggle for my independence and I
struggle for my freedom. And DARTA is the only hope that someone like me
has in order to lead a quality of life here in Southeast Michigan.”


Bernstein says he’d like to have that extra measure of independence. But he
says…right now…it’s impossible for him to get around town on his
own…given the current state of mass transit in Metro Detroit.


“For me right now …it isn’t that regional transit is difficult to
use…it’s that it’s non existent …that is the issue. Ultimately, if I want
to get from my house …or my apartment to my office. There is no bus I can
take. There is no bus I can take from my office to court.”


But Bernstein’s passion for regional transportation isn’t uniformly shared.
The original measure creating DARTA was vetoed by former Governor John
Engler last year as one of his final acts in office. The state legislature
tried to resurrect the bill in January…but it has subsequently
stalled…pushing the new governor, Jennifer Granholm and Detroit Mayor Kwame
Kilpatrick and others to find alternate ways routes to create a working agreement.


The opponents say the regional transportation system is not fair. State
Representative Leon Drolet opposes DARTA because he says his more rural
constituents shouldn’t be taxed for a bus system they’ll never use. He wants a
provision that would let communities “opt-out” of the DARTA if they choose. The
Republican legislator says he also concerned because there’s no plan to pay for
DARTA yet. And he says no one’s convinced him that such a system is really
needed in Metro Detroit…home of the Big Three automakers..


“Macomb, Oakland suburban Wayne communities…those are built around the
car. Everywhere there’s a parking lot. Boston, Washington DC, New
York…those communities…mass transit is very viable in the inner areas
because it costs 30 bucks a day or 50 bucks a day to park your car. And
that’s what drives people to mass transit…the inconvenience of driving
your car.”


But automakers say they want the regional mass transit system. The
Southeastern Michigan Council of Government’s Transportation
Expert…Carmine Palombo…says many of the region’s businesses are having a
hard time getting workers from their homes to their jobs. And that includes
the Big Three automakers…who have come out in favor of DARTA.


“The auto company themselves employ people who need to have good transit in
order to get to their jobs…and so they’re feeling the pinch…just like
every other employer is who wants to get…make sure they get to the jobs
they have to offer in a stable environment. So the car companies aren’t the
problem.”

While the Detroit Area Regional Transportation Authority agreement has been
signed….the work is just beginning for transit activists in
Metro-Detroit. The current agreement only provides for planning a
regional transportation system. There’s currently no money for
implementation of ANY plan.


And DARTA opponents such as Leon Drolet are still on the job, too. He’s
charging that the chairman of his county…had no authority to sign
the DARTA agreement…and is asking the State’s Attorney
General to investigate.

With 50 nations using the St. Lawrence Seaway,
sending
hundreds of ships, dropping off and picking up
goods, Great Lakes ports have a lot
to make secure.
The Marine Transportation
Security Act makes sure all ports big and small assess risks and come up
with a plan to make things safe from terrorism.


Duluth-Superior Port Security Official Captain Ray Skelton has been working
with Washington on these new regulations. He doesn’t expect any surprises.


“The final regs, if they came out that we have to have armed guards
at piles of limestone, I’d go back to Washington and start a fight. But if
everything stays reasonable, we’ll just go ahead and comply.”


Tighter security may mean some guards, surveillance cameras, fences and alarms.
Skelton says these things are costing ports money without much financial
help from those making up the new rules. Skelton won’t say how much
Duluth-Superior has spent, but he says so far they’ve had to foot the bill.
Ports will have one year to comply with the Marine Transportation Security
Act.

The results of a survey released this week by the Joyce Foundation show people in the Great
Lakes region have strong feelings about the importance of the lakes and the need to protect them.

In it’s opinion polls over the past year, the Joyce Foundation found people have deep concerns
about the Great Lakes, including lower water levels and talk of exporting water to other regions.
Most people who were polled assumed the lakes were polluted, but were unsure of the causes of
that pollution. Spokesperson Mary O’Connell says the foundation will give out 16-million
dollars over the next three years to groups working to protect the lakes. She says the money will
also be used to improve policies on land use, agriculture and transportation, all of which affect
water quality.


“There is very strong popular support for preserving the lakes and we would hope that through
our funding we could translate some of that support to our public policies that will protect the
lakes for future generations.”


The Joyce Foundation, which also contributes funding to the Great Lakes Radio Consortium, is
based in Chicago and has financed many efforts to clean up the lakes.
