Controlling Feral Cat Colonies

Cats are the nation’s most popular household pets. But despite this, millions of cats are abandoned each year. These free-roaming cats grow up without much human contact. They live in cat colonies near apartment buildings, strip malls, or anyplace else where food scraps get tossed into dumpsters or trash cans. And they have an impact on the environment as they compete with other wildlife for food and shelter. The Great Lakes Radio Consortium’s Rick Pluta has this report:

It’s late at night and Donna Dunn and a couple of friends are sitting in a parked car in a suburban Detroit cemetery.


They’re smoking, eating fast food, and waiting for cats.


“There’s the pregnant female, right there under the truck…”


They’re hoping the cats wander into one of the dozens of live traps they’ve set up. The prize catch is a pregnant female.


“What’d you get? Is it a girl? Yeah, it’s a girl… a pregnant female. Yes! Alright!….”


Donna Dunn is a veterinary technician, who learned about feral cats through her job. She hooked up with a sprawling network of thousands of feline lovers who take care of feral cats living in cat colonies.


Dunn figures there are about 75 wild or abandoned cats wandering the grounds of this cemetery. Some of the cats live in tunnels burrowed in the dirt, or in buildings on the cemetery grounds. Wild cats can also live in vacant buildings or abandoned vehicles. And, Dunn figures, there would soon be a lot more cats if something wasn’t done about it.


“One female will have a minimum of two litters a summer, average litter is five kittens per litter. So you’re looking at 10 kittens average per female in here. The first nine females we took out of here, eight were pregnant. That would’ve produced 40 kittens.”

The trapped cats will spend the night in cages stacked side-by-side in a volunteer’s garage. They’ll go the vet’s in the morning, before they are returned to their feral cat colony. Donna Dunn says the neutered cats are more content, and less likely to fight with other cats and wild animals.


She says “trap, neuter, and release” is a humane alternative to turning strays over to a shelter, where most of the cats would be killed.


But “trap, neuter, and release” is also controversial idea. Critics say it doesn’t really address the problem of feral cats roaming the streets. They say it’s simply not possible to sterilize millions of these cats.


Eileen Liska is with the Michigan Humane Society. She says wild cats have a profound effect on the environment. They can upset the ecological balance of a field or a neighborhood by killing off birds and other wildlife. They can also carry feline leukemia and other diseases. Liska says euthanizing un-adoptable felines is the most compassionate approach.


“Cats living out in the streets equals suffering. I mean, they are suffering. They don’t have proper food sources. They’re exposed to the weather and they’ve got the danger of being attacked, injured or killed by other wildlife, especially when they’re fighting for the same ecological niches. The cats absolutely are in competition with possums, skunks, and raccoons, and raccoons can grow quite large and be quite aggressive and we know that they kill cats that come, that get in their way.”


But Liska also says the growing number of wild cats shows the current approach isn’t working. She wants to raise more money to fund new animal control programs. But she’s not finding a lot of support for a tax to do that among Michigan’s politicians.


Michigan, like most states, requires dogs to be on a leash or fenced in when they’re outside. Farmers demanded the laws at the beginning of the twentieth Century because wild canines were attacking livestock.


There’s no similar cry yet to do something about feral cats, and no one seems to think that licensing cats would begin to get at the problem. Wisconsin proposed allowing hunters to shoot strays. That idea was tabled after animal rights groups protested.


“Right there. See it? Right out here. That’s a little one. Judy, is there food in there? Should I check it?”


Donna Dunn and her friends would like to see every state to adopt trap-neuter-and-release for dealing with stray cats. Until then, she says, her cohorts will try and deal with the problem one cat colony at a time.

Piercing blue autumn skies and billowing white clouds drift across the chimneys of this modest,
but perfectly manicured suburb. There aren’t even many leaves crunching under foot. Town workers
have already come and vacuumed them all away. But there’s a nasty little secret scurrying under
the porches and behind the garden sheds in this Western New York town. County Sanitation Chief
Peter Tripi takes us for a peek.


“Can you see the teeth marks here? That’s actually rat gnaw marks. And there’s the garbage bag.
And that’s what we found when we went to this property.”


Now, you might be thinking that we trudged through derelict grass and scattered debris to find
these rat clues. Nope. This is a gorgeous, manicured yard – with not a blade of grass out of
place. But Tripi says rats aren’t choosy.


“You would never think by looking side to side that there would be a rat problem in this yard.
Doesn’t matter what neighborhood you live in, or how much money you’ve got. There’s no difference.
They just like your food.”


And you’d be surprised where rats can find food. A garbage can left even briefly uncovered, a
neglected bird feeder, uhhh… dog feces… and even a compost pile.


“Absolutely. This is a rat condo. It’s a grass-clipping compost pile that basically housed rats
to go a hundred yard radius all the way around to the different houses.”


Tripi says rats had to get creative with their housing. A summer of extremely heavy rains drove
the out of the sewers and into some previously rat-free neighborhoods. And with the West Nile
virus killing off millions of birds, the rats have less competition for the food they’re finding
above ground. The consequence is a virtual rat infestation all the way from New York and Illinois
to Virginia, Michigan and L.A. In Kenmore, there have been four thousand rat complaints – nearly
double last year.

Of course, none of this is news to the garbage collectors. They see the problem up close and
personal. Twenty-year veteran Louie Tadaro says this past summer is the worst he’s ever seen.


“Across the street there’s an alleyway and there had to be like ten of them in there, And we
started chasing them with garbage cans trying to kill them, but we couldn’t. By the time we
got there they just split.”


The problem is, they don’t split for long. Vector Control Chief Tripi says now that the rats
have relocated from the sewers to upscale accommodations, they kind of like it.


“And what that means is that they want to live with us. They want to be near our garbage and
our bird feeders. The problem with that is that rats carry diseases.”


We all know about stuff like typhus and the bubonic plague. But there are emerging diseases,
such as a pet-killer called Leptospiroris. It’s killing dogs all across the country. Tripi
says they need to get rid of the rats before the disease starts spreading to humans. So, his
team is taking the rats on, one yard at a time.


Tripi and his Vector control team set rat traps, they fill bait boxes with poison, and – when
they have to – they issue citations to residents who don’t heed the town’s new “rat control rules.” Covered garbage cans only. Clear away all brush. Clean up scattered bird seed and dog feces. Slowly, the rules seem to be working.

Still Tripi says it’s mostly educational warfare. And he says now – heading into winter – is the
best time to nip the problem. If the rats get cozy, not only will they stay, they will multiply.
Fully nourished, one adult rat can breed up to sixty baby rats a year.


“The adult rat can live on a little bit of food, but he can’t procreate unless he has a lot of
food source. And they can’t live through the winter unless they’re warm and fattened up.”


So now is the time to – quite literally – put a lid on it. Keep those garbage cans covered, unless
you want some uninvited furry guests this winter, and many, many more come spring.

Rift Valley fever used to be confined to sub-Saharan Africa, but in
2000, there were outbreaks in Saudi Arabia and Yemen. Sonja Gerrard is
an epidemiologist at the University of Michigan. She says there’s no
reason Rift Valley fever couldn’t show up here. The disease is
transmitted by mosquitoes, just like West Nile; but unlike West Nile,
many different species of mosquitoes can carry it.


“Most people that get the disease will recover but it does in certain
instances cause encephalitis, which in cases of hemorrhagic fever can
lead to death”


Gerrard says the most devastating effect of Rift Valley fever is on
livestock. Up to 30% of a flock of sheep or cattle can be killed
during outbreaks. Because it’s considered likely the disease will
reach the U.S. sooner or later, she says research on developing a
vaccine should begin now. For the Great Lakes Radio Consortium, I’m

Marge Gibson is crunching through the snow on the grounds of the Raptor Education Group
Incorporated. Several big brown buildings stand stark against the gray Wisconsin winter. They
make up a hospital campus for injured or sick raptors.

Gibson approaches a screened in gazebo.


Inside is a very talkative young female bald eagle who’s hopping around on a perch and giving
Gibson a knowing look.


“She’s very vocal and she likes to chat…She’s doing her rendition of ‘poor me, get over here and
pay attention to me’ in bald eagle.”


West Nile Virus began showing up in birds here about two years ago. It’s not known if a bird can
ever fully be cured of it. But in January the sanctuary released three bald eagles that had
sufficiently recovered.


Gibson says it would have been irresponsible to let them go without first observing the lingering
effects of the disease. She’s studying West Nile Virus in eagles with the help of Nick Derene.
He’s a graduate student from the University of Wisconsin, Stevens Point.


Derene logs onto a special website and tracks down one recently released bald eagle that’s been
tagged with a satellite transmitter.


A topographical map shows the region where the bird has settled. A red “x” marks the spot
within 100 yards of where the bird is at that moment.


“And he’s found a nice place on a bluff alongside a stream outside of Black earth About 3 miles
off the highway that runs from Madison to Blackearth.


“Very nice secluded spot atop a hill.”


The satellite transmitters are more accurate than traditional radio monitoring. And they’re a lot
more expensive. Since the Raptor Education Group doesn’t get state or federal funding, Marge
Gibson foots most of the bills herself. The monitoring project could cost as much as 60-thousand
dollars.


Just getting birds to the sanctuary is an involved process. Volunteers pick up birds they think
need help and drive them here. Then Nick Derene keeps an eye on the birds to see if they exhibit
any tell-tale signs of West Nile Virus.


“They’re usually convulsing, they have poor balance, head tremors. Usually
eye problems, sometimes they can’t fly-usually they can’t fly.”


West Nile Virus can also affect an eagle’s voice. That’s a problem because its mate might not
recognize its call.


When the sanctuary staff suspects a bald eagle has West Nile Virus they draw
a blood sample and send it to a local clinic for testing. Once the virus is confirmed, the only way
to treat it is with some tender loving care.


“Hi…lookit”


The birds are kept in cardboard boxes so they don’t expend energy flapping around. And they’re
fed baby food so they don’t waste energy in digestion. When the birds feel up to it they’re put in
an indoor flight room.


It looks like a warehouse-150 feet long and almost three stories high. It’s essentially a rehab ward
for birds who need to test their wings. An immature eagle flies overhead, but he hasn’t perfected
flight yet. He misses his perch, hits the wall and falls to the gravelly floor.


“Flapping, hits wall….is he okay?”


He’s okay but almost looks a little embarrassed.


On the floor of this flight room is a pile of fish, a deer carcass, and the ribcage of an animal that
became eagle chow.


Marge Gibson says she wants the eagles to stick to their wild diet. That’s why the satellite
monitoring program is so important because the birds’ behavior in the wild will indicate the
lasting effects of West Nile Virus.


“We can judge certain things in captivity, in a flight building. Whether the bird is flying well.
But one of the things we can’t judge is his visual acuity, his mental acuity and those things we
have to rely on once they’re released. And the satellite transmitter can follow them to see how
they’re reacting with their own species and other species once they’re in the
wild.”


So far, West Nile Virus is fairly rare in wild bald eagles. In Wisconsin, more bald eagles die
from being hit by cars than they do from West Nile virus.


Nationwide the birds have made a remarkable recovery since being nearly wiped in the 1970’s by
the pesticide DDT. It’s now banned.


It doesn’t look as though West Nile virus will reverse that upward trend.


Marge Gibson hopes to keep tabs on just a few of the eagles infected by the virus to help shed
light on a still mysterious disease.

Government to Be Sued Over West Nile Virus?

Dozens of Canadians afflicted with the West Nile virus will be meeting this month to decide whether or not to launch a class action lawsuit against the Ontario government. A Toronto lawyer says he has as many as 100 clients who want to sue the Ontario government for not presenting all the facts about the risk of the disease. They alleged that public health officials didn’t do enough to protect them from the disease. The Great Lakes Radio Consortium’s Dan Karpenchuk reports from Toronto:

lawyer says he has as many as one hundred clients who want to sue the Ontario government for
not presenting all the facts about the risk of the disease. They alleged that public health officials
didn’t do enough to protect them from the disease. Dan Karpenchuk reports from Toronto:


Official Ontario government statistics show there were 374 West Nile cases in the province last
year. But health experts say the number was closer to one thousand. And many of those experts
say the Ontario government played down the threat, keeping critical information out of the public
domain.


Dr. Colin D’Cunha is Ontario’s medical officer of health. D’Cunha has said that the growing
alarm has been driven by hype rather than by facts:


“And I have to remind people that the serious signs and symptoms are seen in less than one per
cent of people who come down with West Nile Virus infection. And to put it in context,
remember that the flu kills about nineteen hundred Canadians each year.”


The lawyer who may bring the suit, says most people were led to believe that the virus would
affect only the sick and the elderly, which has not been the case.


National health officials are now warning that the virus will hit earlier and harder than last year,
and spread across the entire country.

More Disease With Climate Change?

A recent report looked at the potential health effects of climate change on people in the Niagara region. The report predicts increased exposure to malaria, dengue fever and yellow fever in coming years. The report was released by the environmental group Pollution Probe, and was done in partnership with the health and environment departments of the Canadian government. The Great Lakes Radio Consortium’s Dan Karpenchuk reports:

A recent report says people in the Niagara region expect increased exposure to malaria, dengue fever and yellow fever in coming years because of climate change. The warning is contained in a new report by the environmental group, Pollution Probe. The report was done in partnership with the health and environment departments of the Canadian government. The Great Lakes Radio Consortium’s Dan Karpenchuk reports from Toronto:


The report says the diseases are projected to spread because climate change favors the northward movement of disease carrying birds, insects and rodents. Quentin Chiotti of Pollution Probe says the sudden spread of the West Nile Virus is an example of what to expect.


“Now though, there’s some uncertainty about predicting just when that will happen, without a
doubt the conditions are going to be ripe for these kinds of disease outbreaks.”


Chiotti says there are already twenty confirmed cases of the West Nile Virus in Canada, compared
to none last year. And more than three thousand in the U.S.


Chiotti also says the number of excessive heat days could double to thirty each summer by the
year 2030. He says that could lead to more deaths – as many as four hundred people each
summer in the region.


Pollution Probe says the predictions show the need to tackle greenhouse gas emissions as soon as
possible.

Feds Fall Short on Animal Disease Warnings

A recent report finds that the U.S. Department of Agriculture needs to work more closely with Customs inspectors in order to stop foreign animal diseases from hurting livestock in the U.S. The Great Lakes Radio Consortium’s Lester Graham reports:

A recent report finds that the U.S. Department of Agriculture needs to work more closely
with Customs inspectors in order to stop foreign animal diseases from hurting livestock
in the U.S. The Great Lakes Radio Consortium’s Lester Graham has this report.


When foot and mouth disease hit livestock in Britain, the U.S. Department of
Agriculture quickly notified its various agencies, state and local governments and even
veterinarians. They received notices and guidance on prevention of outbreaks of foot
and mouth disease in case the disease found its way to U.S. shores.


But the USDA did not notify Customs inspectors. In fact, according to a report by the
General Accounting Office, Customs received the information only after formally
requesting it, more than a month after the British outbreak. The GAO reports that many
Customs inspectors said they felt ill equipped to adequately process international cargo
and passengers at U.S. ports of entry. The GAO report noted that the Department of
Agriculture has taken steps to improve notification to Customs, but the USDA still needs
to establish clear procedures and find a more permanent solution.

WHAT IS CHRONIC WASTING DISEASE? (Part 1)

Wildlife officials in the Midwest are battling the appearance of a deadly illness found in elk and deer. Called chronic wasting disease, or CWD, this ailment attacks an animal’s brain, slowly eating away healthy tissue. Several captive elk herds in the western U.S. and Canada have been infected with chronic wasting disease. Those herds have now been quarantined, but not before other animals from those herds were sold to farmers in 21 states nationwide, including several in the Midwest. The Great Lakes Radio Consortium’s Todd Melby has this first report of a two-part series:

Wildlife officials in the Midwest are battling the appearance of a deadly illness found in elk and deer. Called chronic wasting disease, or CWD, this ailment attacks an animal’s brain, slowly eating away healthy tissue. Several captive elk herds in the western U.S. and Canada have been infected with chronic wasting disease. Those herds have now been quarantined, but not before other animals from those herds were sold to farmers in 21 states nationwide, including several in the Great Lakes region. The Great Lakes Radio Consortium’s Todd Melby reports.


Chronic wasting disease is a neurological disorder. That means it affects the nervous system of elk and deer. It’s related to a number of other conditions, including scrapies in sheep and mad cow disease. Humans can also contract something similar — it’s called Creutzfeldt-Jakob disease.


All these conditions are related — and that’s making some health officials nervous. That’s because at least one, mad cow, can be transferred to humans. Dennis Stauffer is a spokesman for the Minnesota Department of Natural Resources. He says now more and more people are also keeping an eye on CWD.


“It’s been called the mad cow disease of deer. It is certainly similar biologically. There are also some important differences. Unlike mad cow disease, or CWD as we call it, we don’t yet have any evidence it is transmittable to humans. So that particular health risk is not confirmed.”


But that doesn’t stop people from worrying.


In the 1990s, mad cow disease in Great Britain triggered a similar ailment in humans, eventually killing dozens of people. But public health officials downplayed that possibility, leading to less vigilance in eliminating mad cow. Some people now say the same thing is happening here with CWD. Sheldon Rampton is the author of “Mad Cow U.S.A.”


“You are getting the same pattern of reassurances. The same pattern of government authorities and government scientists coming forward and not quite saying there is no danger, but saying they don’t see any evidence of danger. And then saying that in such a way that the public is led to believe that absence of evidence is evidence of absence.”


One of the problems is, little is known about the disease. Kris Petrini is a veterinarian with the Minnesota Board of Animal Health.


“We don’t know exactly what the incubation period is. We don’t know the youngest possible time an animal can get infected. The testing itself, right now, the only test we have that we can do is the animal has to be sacrificed and the brain tested.”


The outward signs of CWD aren’t exhibited until death is near. Again, Dennis Stauffer of the Minnesota DNR.


“Well, if you were to see a picture of one of these animals, they would be stumbling around, they would look wasted away. In advance stages, they would look disoriented, they would tend not to fear humans. They would look very, very sick and it would be very obvious that they are sick animals.”


Since learning that 36 elk from CWD-infected herds in Colorado and Canada were imported to Minnesota, state officials have set up a voluntary CWD surveillance program. All herds with exposed animals are participating in the program. Of the elk tested for CWD so far, none have had CWD.

In neighboring Wisconsin, state officials are aggressively testing for CWD. On the opening weekend of deer hunting season, veterinarians took hundreds of brain samples from dead animals at locations throughout the state. In previous years, such efforts turned up no cases of CWD in the wild deer population, just like Minnesota. Ken Jonas is a wildlife biologist with the Wisconsin Department of Natural Resources.


“Right now, I’m not too concerned. If I were in Colorado or perhaps Wyoming or a state that was near to a chronic infection, I would be very concerned.”


While Kris Petrini, the Minnesota veterinarian, understands CWD hasn’t made it into the wild deer population, she says she wouldn’t be surprised to find it among the captive elk population in the state.


“No, not completely. Not with the number of elk we have and the amount of trading that goes on in the industry, I think it is highly possible that we will find chronic wasting disease.”


Six western states are home to elk herds with CWD infections. Elk farmers in another 15 states — including Minnesota, Wisconsin, Illinois, Indiana, Michigan, Ohio and Pennsylvania — own animals from the original infected herds. So far, tests haven’t turned up any traces of CWD in herds with exposed animals in those states.

KEEPING AN EYE ON CHRONIC WASTING DISEASE (Part 2)

Several captive elk in Colorado have tested positive for chronic wasting disease. This fatal neurological ailment attacks an animal’s brain, slowly eating away healthy tissue. Chronic wasting disease, or CWD, has also spread to the wild deer population near the Colorado and Wyoming border. That’s prompted wildlife officials in the Midwest to begin looking for CWD in their wild deer herds. In the second of a two-part series, the Great Lakes Radio Consortium’s Todd Melby visited one such testing site in rural Wisconsin and filed this report:

The opening of the deer-hunting season in Wisconsin is a big day for Pauline Nol. But it’s not because she’s a hunter. Nol is a veterinarian. Instead of wearing a blaze orange vest, Nol sports a blue Dickie jumpsuit. She’ll need it to keep the blood of dead deer from staining her clothes.

Nol and another veterinarian are arranging medical instruments on a folding table. It’s the kind of portable table you might find in a school cafeteria or church basement. Only today, the table is set up outside, in the parking lot of a Department of Natural Resources building just outside Spooner, a small town in northwestern Wisconsin.


In about a half hour, hunters will be pulling up in their pickup trucks to register deer they’ve shot just this morning. When they do, Nol, who works at the Department of Interior’s National Wildlife Health Center, will ask hunters if she might take a few samples from the carcass. The purpose: To check for chronic wasting disease.


Chronic wasting disease is a fatal neurological illness that is part of the same family of diseases as scrapies in sheep, mad cow disease in cattle and Creutzfeldt-Jakob disease in humans. CWD destroys a deer’s brain and is always fatal. Before death, the infected animal seems listless, confused and often stumbles around aimlessly.


There is concern among some people that CWD may be transmittable to humans. Yet many states in the Great Lakes region, such as nearby Minnesota, have just begun testing for CWD in wild deer herds. While it still seems limited to captive herds, officials are worried the disease could spread. Dennis Stauffer is a spokesman for the Minnesota DNR.


“The greatest problem, we think, in terms of not just the animals but in terms of human health is if this gets into the wild population. That would be, I think, very problematic. Because then once it’s no longer just limited to captive animals, then you have a real issue of how in the world do you get to it and eradicate it.”


In Wisconsin, veterinarians like Nol, have been testing dead deer since 1999. So far, the news has been good. No cases of CWD have been detected in the state’s wild deer herds.

Back at the parking lot, employees are now ready to tag incoming deer. And that’s got Nol busy too. She strolls over to a couple standing next to a dead buck resting its head on the tailgate of a red pickup.


“Who got the deer this morning? That would be you? Congratulations. That’s great, that’s really great. So, we’re doing some sampling for looking at different diseases in the deer herd. So we’re wondering if we could take some samples from your deer?”


The pair agrees and Nol gets busy. The first thing she does is pull the deer’s head beyond the edge of the tailgate. And then she begins slicing through the fur and into the neck.


“What I’m doing is I’m making a cut in the neck just behind the jaw line. And that exposes the base of the brain, the brain stem and those lymph nodes we’re looking for.”


The lymph nodes are tested for bovine tuberculosis, or TB, a disease that’s been found in Michigan’s free-ranging deer herd since 1994. Wisconsin began testing deer for TB in 1996 and has yet to find an incidence of the disease.


The man who shot the deer is Tom Hack of Hartford, Wisconsin. Once the brain stem, lymph nodes and blood samples are analyzed back at Nol’s lab, Hack will be notified of the results.


There’s been no evidence linking CWD to humans. However, the state is testing deer for diseases and I ask Hack if that gives him pause.


“Well, sure. If I’m going to be eating the meat. Yeah, yeah it would worry me.”


“So, are you going to wait until you get the postcard back before you eat the meat?”


“No, I don’t think so.”


A little later, I catch up with Ken Jonas. He’s a wildlife biologist with the state DNR. This morning, he shot a deer himself. And now he’s tagging animals nabbed by other hunters. I ask him if hunters should wait until they receive their postcards back in the mail before eating the meat.


“No. Again, we consider all the deer currently to be safe in the state of Wisconsin. The monitoring is being done to determine if there is a problem at this point in time. We have no detects of either of those diseases in the wild herd.”


The reason for the testing, Jonas says, isn’t to let individual hunters know of a personal health risk, but to see if CWD has found its way into the state’s wild deer herds. For the Great Lake Radio Consortium, I’m Todd Melby in Minneapolis.

“What we’re going to see in the forest is gonna be something like Dutch Elm disease, the biggest, oldest beech trees are most vulnerable to this insect and to the disease, and as beech bark disease moves through the state, those are the ones that are going to die out first.”


McCullough says researchers have had some limited success with injecting pesticides into infected trees. And scrubbing the trees with soapy water seems to work too. But she says such methods simply aren’t practical when you’re dealing with the millions of beech trees that inhabit the region’s forests. For the Great Lakes Radio Consortium, I’m Matt Shafer Powell.
