Later this summer, the U.S. Coast Guard will be able to fine cargo ships that don’t
comply with ballast water reporting regulations. The Great Lakes Radio Consortium’s
Lester Graham reports on this new effort to stop invasive species from being introduced
into the Great Lakes:


Ocean-going vessels have transported aquatic nuisances to the Great Lakes such as the
zebra mussel and the round goby in the ships’ ballast water. Those ships are now
supposed to take measures to prevent bringing in more problems. Beginning in mid-
August, the Coast Guard will have the authority to fine ships up to 27,500 dollars if they
don’t submit a report on the measures taken. Bivan Patnaik is with the Coast Guard’s
Environmental Standards Division…


“The movement of non-indigenous species from one area to another is a very important
environmental issue and we’re all working as hard and as fast as we possibly can.”


Critics say the government has not worked hard and fast enough. Patnaik says the Coast
Guard’s new penalties and other efforts to better manage ballast water are steps in the
right direction.

. Dave Dempsey is a policy advisor with the Michigan Environmental
Council, which published the report:


Dave Dempsey: “Well, we have sick Great Lakes in part because we have a sick governance
system. We have an array of 21st century problems facing the lakes from climate change to
continued degradation of some of our waters with toxic chemicals, but we have a 19th century
system of government that’s trying to protect them and failing.”


Lester Graham: “Now, the International Joint Commission, which is a body made up of
appointees by the Canadian government and the U.S. government, is to watch over the water
quality agreement and the treaty between the U.S. and Canada as to how we treat the Great Lakes.
And the Great Lakes Commission is another group that’s made up of representatives from the
eight Great Lakes states and the two provinces in Canada that surround the Great Lakes. And
these are all 21st century people, I know some of them, and they’re bright folks, they’re doing an
earnest and fairly decent job. What’s holding them back? They’re not 19th century people.”


DD: “No, but the structures and the systems they use are 19th century. There’s two problems: with
several of the commissions, they’ve become very politicized. The International Joint Commission
used to have a tradition of independence from political pressures and looking at the long-term
health of the Great Lakes. That’s been compromised since the ’90’s. But maybe more
importantly, with all these institutions, they’re relying on the old fashioned way of dealing with
public input. We think, in the environmental community, that the way to restore healthy Great
Lakes is to make sure the citizen voice is heard. These institutions cover a Great Lakes basin
that’s hundreds of thousands of square miles, and they’re expecting people to show up at public
hearings, perhaps traveling hundreds of miles to get there. Today, what we need to do is take
advantage in governance of the Internet, and other ways of involving people that don’t require
that kind of commitment or sacrifice because people frankly don’t have the time.”


LG: “How would increased participation of the public help the health of the Great Lakes?”


DD: “Well, looking at the history of the Great Lakes, every time the public voice is heard
strongly in the halls of government, the Great Lakes recover. Every time the voices of special
interests are drowning out the public voice, the lakes begin to deteriorate and that’s what we see
happening now.”


LG: “The Great Lakes Commission has had some success recently in getting more money from
the government for the Great Lakes recovery, the IJC has done a good job recently of working
with the media to bring public awareness to invasive species because of the Asian black carp. So,
are those moves the kind of thing you’d like to see to solve this problem?”


DD: “I think it’s helpful. Both of these commissions can use their bully pulpit to publicize
problems and call attention. But if you took a poll of the average Great Lakes residents, very few
of them would ever have heard of these commissions. We need bodies that look out for the Great
Lakes that are really plugged into individual communities, and that doesn’t exist right now. The
Great Lakes Commission specifically was set up to promote commercial navigation in the Great
Lakes, and while it has broadened its agenda to look at ecosystem issues, it has been an advocate,
for example, for the Great Lakes review of navigation that could result in more invasive species
coming into the Great Lakes by allowing more ocean-going vessels. We need an institution that’s
looking at the health of the Lakes first, not at the health of the industries that sometimes exploit
them.”


LG: “Bottom line, what would you like to see done?”


DD: “I’d like to see a Great Lakes citizens’ commission building on the existing institutions that
plugs into the individual states and provinces around the Great Lakes and brings people and their
voices together so that their vision of healthy Great Lakes can be carried out by government.”

fifty years ago, the snake-like fish accounted for half of the biomass of Lake Ontario.
Today, it has all but disappeared. Researchers and fishermen see the decline as a shrill
warning about changes in climate and the environment. And they say now is the time to
do something about it. The Great Lakes Radio Consortium’s David Sommerstein reports:


Before you say, who cares about a slimy critter like an eel, hear me out. Eels are
amazing.


They spawn in the Sargasso Sea – the Bermuda Triangle. But no one’s ever caught them
in the act.


“There is a mystery that we haven’t solved. We have never seen them spawn.”


After they’re born, they’re like tiny glassy leaves. They float thousands of miles north
and west on ocean currents. Then they wiggle up rivers and streams from Florida to
Quebec.


“The eel is a fish that we should be looking at very closely.”


They live up to 20 years in freshwater before they start the long journey to the Sargasso
to spawn.


The problem is their offspring are not coming back.


“A very important native species of the Great Lakes, that we’re at serious risk of losing.”


As you can hear, a lot of people are worried about the eel, and not just in the Great Lakes.
European eel young are down 99% from the 1970’s. The Japanese eel is down 80%. In
Lake Ontario, the fish is all but gone. And the people who rely on it feel like they’re
disappearing too.

Just ask fisherman John Rorabeck. He grew up here by the lighthouse on Point Traverse,
a peninsula that juts out into northeastern Lake Ontario.


Rorabeck’s been fishing these waters for more than thirty years. Eels were his prime
catch. He points past the lighthouse.


“I remember when I started fishing there were nights on that south shore, the most fish
that was in there would be eels at certain times and there was literally tons of them on
that south shore. Now you could go back and you’ll find nothing.”


He stopped fishing eels three years ago because it just wasn’t worth it.


“That eel is telling man we better smarten up because this is happening all over the
world.”


Now Rorabeck dedicates his fishing time to science. He catches specimens for leading
eel expert John Casselman, who examines them in his lab.


“It is truly a crisis. A crisis of concern.”


Casselman’s a scientist at the Glenora Fisheries Station, run by the Ontario Ministry of
Natural Resources. In 1980, at a point on the St. Lawrence River in mid-summer, he
counted more than 25,000 eels a day. Last year, there were scarcely 20 a day.


Casselman ticks off a host of possible causes – overfishing, dammed-up rivers, erosion,
pollution, invasive species, and perhaps most troubling, a climactic change of cooling
ocean currents.


“There is an interrelationship between what’s going on in the ocean and the recruitment of
eels.”


And he says we’re mostly to blame. The problem is, Casselman and other researchers
don’t know exactly how all the factors relate or which is worse. And they say there’s no
time to find out. Last summer eel experts from 18 countries made an unusual statement.
In what’s now called the Quebec Declaration of Concern, they urged more action, not
more science.


“I’m a research scientist and of course, I love data. At this stage, you don’t want me.
Don’t ask me to explain what’s going on here because by the time I get it figured out, it
may be too late.”


The Great Lakes Fishery Commission has issued an emergency declaration of its own. It
represents commercial fishermen and anglers in the region. Spokesman Mark Gaden
says it’s calling on the U.S. and Canada to do everything they can to reduce eel deaths in
the Great Lakes.


“We’re committing ourselves, our resources to working to make the recovery of the
species a reality.”


Last month, the province of Ontario halted commercial eel fishing for the foreseeable
future.

Fisherman John Rorabeck supports that plan. He stares out across the waters he’s trawled
for decades. He says he’s behind anything to bring the eel back to Lake Ontario for
future generations.


“And hopefully we can. But…I don’t expect to see it in my time. When I… (crying)
…when I think of all the times that we’ve had out in the lake and my forefathers and see
what’s happening here, it breaks you down.”


Rorabeck says when he thinks of the eel nearing extinction, he feels like he and his way
of life are becoming extinct too.

International Treaty to Combat Invasive Species?

Ships need ballast water to keep them upright when sailing open waters. But often that ballast
water contains foreign species.


The international plan aims to implement guidelines that would clean up the ballast water. The
delegates will now try to get their countries to sign onto the plan.


It will be ratified when 30 countries representing 35% of the cargo shipped sign onto it.


Dennis Schornack is the U.S. Chair of the International Joint Commission. The Commission
monitors the health of the Great Lakes. He says the U.S. can’t wait for ratification and needs to
pass it’s own law now.


“I mean we’re having a new species discovered on the average of one every eight months. And if
the convention goes along an ordinary schedule of ratification it could be up to ten years to fifteen
years before it’s effective worldwide. So, we can’t wait that long.”


Schornack is hoping the international plan will give Congress the framework it needs to pass its
own law this year.

Ocean-going ships from foreign ports are supposed to swap out ballast
water while at sea. The ocean’s salt water flushes out or kills many
of the tiny invertebrate animals called zooplankton. But Derrick Gray
at the University of Windsor’s Great Lakes Institute for Environmental
Research says the higher salinity does not kill many zooplankton
species’
eggs…


“This is important because although ships exchange their tanks in
mid-ocean, if this doesn’t have an effect on the eggs, that means there
could be live organisms introduced into the Great Lakes.”


Gray says the concern is that more exotic zooplankton will out-compete
native zooplankton… a major
source of food for fish. That could hurt Great Lakes fish populations.

Warmer weather might sound like a welcome reprieve to a lot of people spending early spring in the Midwest. But a team of researchers is warning that in years to come, warming trends in the Great Lakes region could be bad news for business, and for people’s health. The Great Lakes Radio Consortium’s Sarah Hulett reports:

Warmer weather might sound like a welcome reprieve to a lot of people spending early spring in the
Midwest. But a team of researchers is warning that in years to come, warming trends in the Great
Lakes region could be bad news for business, and for people’s health. The Great Lakes Radio
Consortium’s Sarah Hulett reports:


Climate change is not a phenomenon that’s unique to the Great Lakes
region. But University of Michigan biologist George Kling says there’s
good reason to look to the Midwestern U.S. for early clues about global warming
elsewhere.


“The middle part of North America, including the Great Lakes region, warms, or has warmed in the
past, at a slightly higher rate than the globe overall. Because we’re right in the center of a continent,
and there’s less buffering impact from the oceans. So coastal areas tend to warm a little bit less, at
a slower rate, continental areas warm at a little bit faster rate.”


Kling and other researchers from the Union of Concerned Scientists, and
the Ecological Society of America, spent the last two years looking at
some of the changes that can already be seen in the region: shorter winters,
higher temperatures, and less ice on the Great Lakes during the winter
months. And Kling warns that extrapolating these trends out over the coming
decades paints an ugly picture:


“These climate changes that we project in our new report will magnify
existing health and environmental problems, and may stress our economy.”


Asthma that’s aggravated every time a heat wave hits, increased competition
for groundwater as dry weather saps wells, and financial losses in communities that once relied on
winter tourism are all distinct possibilities. And the report warns that more visible changes to the
landscape might also
be on the way.


Donald Zak teaches ecology at the University of Michigan. He says during
past periods of warming, trees actually moved north to survive. But Zak
says that kind of tree migration may no longer be possible.


“Ten thousand years ago, when species migrated across the region, there
were very few barriers to migration that we have now placed in the landscape –
like large areas of agriculture, large areas of urban development. Those
will become barriers to migration that didn’t exist following the close of the
last ice age.”


Theories about causes of the warmer weather are well known: heat-trapping
gasses – mostly carbon monoxide – are spewed from coal-fired power plants
and gasoline engines. And continued deforestation and urban sprawl help
ensure mother nature never catches up with processing it all. But the researchers who worked on
the project say solutions are available to slow the effects of global warming. The report makes the
case for raising fuel economy standards for cars and trucks. David Friedman with
the Union of Concerned Scientists says right now, there are more than 30 models of cars on the
market that get more than 30 miles per gallon. The problem, Friedman says, is that those are
mostly compact cars that don’t meet the needs of people who are shopping for pickups, minivans,
and SUVs. Friedman says for those customers, there’s no way for them to use their
wallets to show their desire for more fuel-efficient vehicles.


“When your choice is between 17 and 18 miles per gallon, that’s not a
choice. You’re probably going to choose the vehicle based on the color
and the cup holders, not the fuel economy, when the difference is only one
mile per gallon.”


Some critics say the incremental changes that would result from raising
fuel economy standards would have almost no impact on global warming.
But researchers on the Great Lakes study say resistance from policy makers
and corporate leaders doesn’t have to hamper efforts to slow the effects
of climate change. They say even choices at the household level – like
carpooling and conserving energy can help lessen the damage.

two-year study conducted by a team of Midwest and Canadian scientists.

The study was conducted by the Union of Concerned Scientists and the
Ecological Society of America. Researchers looked into trends that have
already shown up in the region – including shorter winters, higher
annual average temperatures, and declines in winter ice on the Great
Lakes. The study projects potential problems for the region. Anglers
might find certain fish no longer thrive in warmer waters, and
communities that rely on winter tourism might find themselves hard hit.


University of Michigan biologist George Kling is the lead author of the
report. He says the findings point to a warming trend unlike anything
the planet’s seen.


“In the next 100 years, we will have the same amount of warming that has
occurred since the last Ice Age – 10-thousand years ago.”


The report outlines approaches for slowing the effects of global
warming. They include reducing greenhouse emissions and investing in
renewable energy.

Chefs Serve Up Fish Conservation

Some restaurateurs are looking at the effect they’re having on the world’s ecology. And as a result their chefs are changing their menus and their recipes so that there’s less pressure on some kinds of fish species. The Great Lakes Radio Consortium’s Lester Graham reports:

It’s the middle of the week and there’s already more than an hour wait to get a table at this trendy Chicago restaurant. The Frontera Grill is the domain of executive chef and owner Rick Bayless. Bayless is known for several things: a television show on public TV, redefining Mexican cuisine, and co-founding a group that’s concerned about the impact chefs’ decisions have on the environment. The group Chefs Collaborative is especially concerned about what it calls “ecologically responsible seafood procurement.” It’s calling on chefs to learn about which fish species are over-fished, to ask questions of fish providers about the size and quantity of the catch, and to think about what they can do about taking pressure off of depleted fish supplies. The problem is that many of the world’s more popular fish species have been in such high demand; they’re being fished nearly out of existence.

Chef Bayless says restaurants and their chefs play a major role in fish consumption. By making a particular type of fish popular to eat, chefs also help decide what people eat at home or demand from other restaurants. So a chef can make a difference. Bayless says instead of using a popular fish that’s seen its numbers decline due to over-fishing, the chef can substitute another kind of fish, or if necessary take it off the menu.

“I would say that we have taken off – we used to do Chilean sea bass; we no longer do it. We used to do a lot of blue fin tuna; we don’t do hardly any of that anymore. We rarely serve snapper because that’s become a pretty heavily fished species. There’s a lot of things we don’t do that we used to because we realize that diversity is going to be the answer to not over-fishing.”

But the effort to get chefs to think about the ecological consequences of their decisions isn’t embraced by everyone. Many chefs take pride in serving only the very best regardless of the financial or environmental cost. So, some chefs are not willing to take a popular fish off the menu. Bayless says they’ll keep using an over-fished species even though they know the fish’s population is being depleted.

“There’s some great chefs in this country that have more or less made their reputations on dishes that involve Chilean sea bass. And they’re going to be the last ones to change because they think of these dishes as their signatures, so a lot of those guys will shy away from these kinds of discussions.”

And if the chefs demand a fish at any price, there will always be some commercial fishers who will provide it if they can.

Peter Jarvis operates Triar Seafood in Hollywood, Florida. He supplies fish to chefs across the nation. Jarvis says some of his chefs are concerned about over-fishing. They know that certain ocean fish have dropped in numbers and have dropped in size in the past. But sometimes their information is out-dated. Back in the 1980s the Reagan administration pushed the international boundary waters out to 200 miles off the coast.
Then federal agencies closed or restricted fishing for certain species. Some of those populations have rebounded. So, Jarvis says it’s important that chefs talk to their providers rather than make decisions on old information. But Jarvis says it’s a different story farther out in international waters, and along the coasts of other nations. There, he says, little is done to check over-harvesting.

“We don’t seem to have a very good handle on the over-fishing situation outside of our own borders. You know, you go two-hundred miles off into international waters and it’s all renegades out there with very large vessels that are just pillaging the waters.”

And some chefs resort to buying fish from those sources or from countries with weak conservation laws. Even more bothersome to Jarvis are huge trawlers taking tons of fish for fish sticks and fast food fish sandwiches. But Jarvis says the more sophisticated consumer, the kind who frequents upscale restaurants, seems to be willing to put up with some changes on the menu. Chefs tell him that many of their patrons are willing to be flexible.

At the Frontera Grill, the patrons we talked to seemed to agree. We asked Lyn Schroth how she would feel if her favorite restaurant dropped a dish from the menu because that fish was being over-harvested.

“I’d be very happy with them because I wouldn’t want to eat anything that – you know, I’m a big animal lover, okay? And, most the time I don’t know what’s endangered and what’s not. And, the restaurant takes it off the menu, I’m proud of them.”

While restaurant patrons might be willing to make changes for the sake of the environment, getting the message to chefs is harder. Chef Rick Bayless says the culinary schools aren’t talking about the source of foods or the pressure on stocks in the ocean or on the ground with their student chefs.

“I think that’s the biggest disservice this country is making to the next generation of chefs. They’re teaching young chefs mostly to say ‘I’m demanding the best quality,’ but they should be demanding the products that are going to ensure that we have a future. And, they’re not doing that. They’re not teaching them that kind of stuff, about how to be responsible.”

But, Bayless says that some of the young chefs are learning that responsibility on their own through professional organizations such as the Chefs Collaborative and talking with fellow-chefs who are concerned about the environment. And Bayless adds they’re also learning from consumers who put pressure on the restaurants to think about the ecological impact of what they put on the menu.

Some celebrity chefs from across the nation are working together to stress the importance of conserving fish species. Several fish have been over-harvested and the chefs are calling on their colleagues and consumers to be more ecologically responsible. Rick Bayless is a chef in Chicago and has a television show on public TV. He says his restaurants and chefs have tried to keep informed about the fish they use.

“And then as we hear that certain things are stressed populations or if, for instance, tuna is not coming in as big as it used to be or marlin from Florida is getting smaller and smaller. And we can see that. And then we’ll all sort of get together and go ‘I think we should really not do this anymore because this doesn’t look very good.”

Bayless and other chefs involved in conservation programs are urging people to use fish in a way that doesn’t continue to cause pressure on the fish populations that are disappearing due to over-harvesting.
