Coal: Dirty Past, Hazy Future (Part 4)

President Obama wants the U.S. to reduce the greenhouse gases like carbon dioxide that contribute to global warming. Congress is considering a carbon cap-and-trade program. Lester Graham reports on what that will mean to coal-burning industries and your power bill:

President Obama wants the U.S. to reduce the greenhouse gases like carbon dioxide that contribute to global warming. Congress is considering a carbon cap-and-trade program. Lester Graham reports on what that will mean to coal-burning industries and your power bill:

For all the talk about carbon cap-and-trade, few people really understand what it is. And no one really knows what it will end up costing you on your electric bill – at least not yet.

The President wants carbon dioxide polluters such as coal-burning power plants to cut how much carbon dioxide they spew from the smokestacks.

So, the government is now designing a plan to cap the total amount of carbon dioxide pollution nation-wide. Once that amount is set, each polluter is allotted a limited amount of allowances to release carbon dioxide. Go over that allowance and the polluter has to pay per ton of CO2 released. Don’t use all of the allowances, and a company is free to trade them -–for a price—to others who need the allowances.

Over time that nation-wide cap will keep get lower, making carbon pollution more and more expensive.

How much of that cost ends up on your electricity bill is the big question.

There are some wildly different predictions. Some lobby groups indicate cap-and-trade could nearly double electric rates. But politics really plays into many of those predictions.

We went to analysts at Point Carbon. It’s a respected world-wide carbon market consultant. Veronique Bugnion says Point Carbon made some estimates based on President Obama’s carbon cap-and-trade plan in his proposed budget.

“Now, in terms of the U.S. average, what we calculated is that it would represent a roughly seven% increase over current electricity rates.”

That’s the average.

But, if your power company uses mostly coal instead of hydro-power or nuclear or wind or solar, Bugnion says it could cost more.

“At the extreme, in the regions that are essentially entirely coal dependent, the impact would be closer to anywhere between ten and 15-percent.”

President Obama says says a carbon cap-and-trade scheme can be designed so that it smooths out the effect on consumers who live in a coal-dependent area.

“The way it’s structured has to take into account regional differences. It has to protect consumers from huge spikes in electricity prices. So, there are a lot of technical issues that are going to have to be sorted through.”

And Congress is just beginning to sort through them. But coal and power companies as well as big oil and industries that use a lot of energy are lobbying hard to kill carbon cap-and-trade or make sure doesn’t cost them, or their shareholders, more than they want.

That leaves most of us wondering what reducing the greenhouse gases will end up costing us after Congress gets finished.

Sandy Kline runs a small house-cleaning business called “More Grime than Time” out of her home in suburban Detroit. Because of the economy she’s lost some business lately. Times are a little tighter.

She says she’s concerned about climate change, but she’s worried what the President’s carbon cap-and-trade plan might do to her power bill and her family budget.

“What he’s proposing sounds like a good idea –big picture– as far as the greenhouse emissions and that, but, you know, on an individual basis it can really hurt people like me.”

She wonders if consumer pressure isn’t enough to get those power companies using coal-burning plants to change. But, that could take decades. Climate scientists say we don’t have that kind of time. We have to do something to reduce greenhouse gases now.

So, experts say you should get ready. Since we don’t know exactly what cap-and-trade will do to electricity rates, it might be a good idea to reduce your power usage. Take advantage of the current tax incentives to get more energy efficient appliances and tighten up your home.

They say, even if rates do go up because of carbon cap-and-trade, if you’re using less power, it could be you won’t see a much of a difference when you get your electric bill.

The House Republicans recently issued a press release that claimed the carbon cap-and-trade program would cost every American houseold more than $3,100 a year. They based it on that report. Problem is, the author of the report –an economist– says that’s just wrong. John Reilly says when a House Republican staffer called Reilly the economist made it clear the Republicans’ number was wrong by a factor of ten.

“To the extent they knowingly took wrong numbers, they’re really kind of just misinforming the debate and trying to scare people with numbers that really aren’t accurate. If they’re just confused, I’ve sent a letter now. In principle they could put out a press release that said that they had made an error and the right number is actually 340 not 3,100 or something.”

The discrepency was first noted by PolitiFact, a truth squad project at the St. Petersburg Times.

A regional carbon cap-and-trade program was supposed to be a model for the nation. Lester Graham reports now environmentalists are hoping it doesn’t set a bad example for the federal government:

Ten northeastern states have been working for years on an agreement to reduce the emissions that cause global warming.

The Regional Greenhouse Gas Initiative limits the amount of carbon dioxide power plants will be allowed to emit and puts a price on carbon allowances.

But, the Governor of New York, David Paterson, is changing the rules for his state.

The New York power generators complained existing contracts don’t include all the costs of the allowances. So, Governor Paterson plans to give those power generators some free allowances. That puts the other nine states’ power companies at a disadvantage.

Luis Martinez is with the environmental group the Natural Resources Defence Council.

“You know, I’m wishing, I’m hoping that he changes his mind once he realizes how important this is not only for the people of New York, but as a precedent for federal policy-making.”

Martinez hopes the other governors in the Northeast don’t follow Paterson’s example.

This is an old argument with a new twist.

It goes like this. The economy is a mess. We need jobs. So right now we should worry less about the environment and more about jobs.

Putting a price on carbon emissions will gradually make fossil fuels like coal more expensive to burn.

That will cost big corporations that use a lot of energy. Opponents of cap-and-trade say it’s a job-killer.

But at the same time, carbon-cap-and-trade will make solar and wind more attractive. And that could create green collar jobs.

Environmental activists such as the Environmental Defense Fund’s Tony Kreindler say that won’t stop the critics.

“You’re always going to have defenders of the status quo claiming that it’s going to be economic ruin.”

But, a growing number of business leaders see carbon-cap-and-trade as a way to invest in an energy future that pollutes less and makes the U.S. more energy independent.

those helping these days have fat wallets as well. Multinational corporations are helping
the people who grow raw materials for those companies. They’re protecting the
environment, building schools, trying to improve living conditions – just like charities.
Nancy Greenleese reports there’s controversy over the businesses’ motives. But there’s
no denying they’re changing how help is given in poor countries:

Nancy Greenleese reports there’s controversy over the businesses’ motives. But there’s

At a Starbucks in Germany, customers are clamoring for their daily fix of caffeine.

“My name is Ellen Sycorder and I’m from Bonn. And I’m drinking a black coffee.”

What she doesn’t realize is that it’s coffee with a conscience.

Starbucks buys the bulk of its coffee from farmers in its program called Coffee And
Farmer Equity or CAFÉ. The farmers agree to grow quality coffee without jeopardizing
the environment. They pledge to take care of their workers and pay them fairly. Ellen
can drink to that.

“I think the idea is positive and I think I would drink more coffee here than somewhere
else.”

That’s exactly what Starbucks ordered a decade ago when it teamed up with the
environmental group Conservation International. They started by helping farmers in
Chiapas Mexico grow premium beans while protecting the region’s famous cloud forest.
CAFÉ practices grew from there. Starbucks and its non-profit partners are working with
farmers now from Costa Rica to East Timor.

Dennis Macray of Starbucks says the environmental advice is paying off.

“We’ve had farmers come to us and say these practices helped me weather a hurricane
for example, where neighboring farms had mudslides.”

Starbucks’ director of global responsibility says the company sometimes even
discourages farmers from growing beans. That might seem like a grande step backwards.
But Macray says keeping the farmers in business is the goal and sometimes that means
diversifying.

He recently found out how well it was working when he visited the mud hut of a Kenyan
farmer .

“In this case, the farmer was really proud of all the fruit and other vegetables that he had
on his farm. So he walked around and showed us how interspersed in-between the coffee
and providing shade for the coffee which is very important were a number of other crops
and fruits and things that he could either sell or his family could feed itself.”

Starbucks is among a growing list of multinational companies that are pouring money
into the developing world. Veteran international aid worker Carl Hammerdorfer says
working with big corporations made him pause at first.

“I’m a pretty skeptical, maybe even cynical, person about the motives of business. I
would have said 5 years ago that these Fortune 500 companies are only talking about
environmental and social concerns for marketing purposes, so they would improve their
image and sell more product.”

But he says global climate change prompted the companies to take their mission more
seriously. Any changes to the climate that shrink the rain forest, parch or flood land
would drastically affect their supplies of raw materials.

The former Peace Corps country director says his views have changed as he’s watched
companies such as McDonalds help farmers build more stable businesses.

“The evolution of their consciousness about social and environmental bottom lines is all
good. It’s a net gain for all of us who care about these enduring gaps.”

But there are concerns that the collapse of the economy will make the companies’
generosity shrivel up. There’s not a lot of evidence of that so far. While Starbucks is
closing 900 stores, the CAFÉ program is expanding. The company says it’s vital to its
long-term success to keep grinding on.

The Environment Report’s Lester Graham asked him

why the companies in US CAP would want Congress

to come up with a cap-and-trade program now?

Dan Lashoff: The opportunity that we have, right now, is to, first of all, invest
billions of dollars in the economic stimulus package – which the Congress will be
taking up in the next couple of weeks, that President Obama has made clear he
wants to see a substantial portion of that investment go into clean energy
technologies: insulating homes, building a smart grid to carry renewable energy
around the country. So, there’s an immediate step that needs to take place to
get investment flowing, to jump-start the green energy economy that we need.
That should be quickly followed with the type of comprehensive climate policy
that US CAP has called for, because that will guide longer-term investments, it
will mobilize private capital that is needed to build the clean energy future that we
need to have. And that will put people to work installing wind turbines, installing
solar systems, insulating homes, insulating schools. And keep the investment
flowing, and actually create an export opportunity for companies that are making
clean and efficient energy systems that the world is going to increasingly
demand.

Lester Graham: President Obama has talked a lot about the green economy and
green-collar jobs that you just mentioned, but will those jobs actually offset the
economic pain that a cap-and-trade program is expected to cause?

Lashoff: Well, first of all, you have to realize, if we passed a cap-and-trade bill
tomorrow, the actual limits would not kick in until 2012 at the earliest, and, by that
time, hopefully, the economy is really moving forward. So, what the value of
passing the legislation now is that it sets the long-term agenda, it sets the
strategic agenda that’s going to reduce our emissions, and it mobilizes
investment flows. The actual price signal that is needed to discourage global
warming pollution actually wouldn’t kick in for a couple of years, and that actually
works quite well with the timing, that is appropriate given the current economic
crisis.

Graham: The 80% emissions reduction below 2005 levels by 2050 is exactly
what President Obama has suggested we do, but there still are enough
Republicans who hold enough seats in the Senate to block cap-and-trade if they
wanted to. What are the chances of having legislation like this passed?

Lashoff: Well, I’m very optimistic that with the momentum that the US CAP
proposal delivers, the strong business support from at least a significant portion
of the business community, certainly not universal, that we can move forward. It
certainly will require a bi-partisan effort. There will need to be Republicans
joining the Democratic majority in the Senate as well as in the House to enact
legislation. I think we can do that. I think that this proposal provides a lot of
insight into the types of provisions, in addition to the cap itself. Things like
energy efficiency investments that will hold down the costs for consumers,
approaches to dealing with concerns of the economic impact – that chose a
pathway to get legislation enacted, hopefully in 2009.

In a surprise video statement that opened the Governors’ Global Climate Summit in Los
Angeles, Obama said there’ll be no more denial or delay. As soon as he’s president,
America will help lead toward global cooperation on climate change, starting with a
federal carbon cap-and-trade program and making investments in clean energy.

Bill Kovacs with the U.S. Chamber of Commerce likes the investments idea, but
cautions restrictions on greenhouse gas emissions could hurt business.

“You need to be very sensitive, especially in a stressed-out economy that you could end
up imposing very huge costs on virtually everybody who participates in the economy.”

President-elect Obama said in the video statement he’ll work with business.

“Any company that’s willing to invest in clean energy will have an ally in Washington.”

Environmentalists applauded the statement. It’s the first on climate change since
Barack Obama won the presidency.

these kinds of skills to survive. And many of
them took centuries to learn. Some people are
working to keep these skills alive. Lucy Martin
followed a man who works in a historic flour mill.
He’s taken the time to learn old skills that he
says still matter today:

Bill Schaubs volunteers his time at Watson’s Mill in Ottawa, Ontario.

The old mill is powered by water. The water turns two huge millstones that cut grain into
flour. A few years ago, Schaubs learned how to maintain the millstones. He’s about to put
those lessons to the test – on one-ton wheels that are nearly 5 feet in diameter:

Lucy Martin: “Well, here are your beauties!”

Bill Schaubs: “They are. Absolutely! 1860’s beauties, if you will.”

Martin: “These date all the way back to then?”

Schaubs: “Yes, ma’am. They do.”

Millstones have something in common with car tires – their “tread” eventually wears down.
These wheels need to be dressed. Someone has to grind off encrusted flour
and re-chip the many grooves and surfaces, using hammer-sized picks.

It’s not a trade you
find in the yellow pages.

Bill Schaubs grew up on a farm. He still keeps some of his family’s land in production. But he
spent a lot of his career helping to build things for NASA. He thinks it’s important to know
many skills, old or new.

“Yes, keep the technology! It’s great; I love it too, OK? But we need to still keep our feet on
the ground and be realistic about everything.”

Schaubs says one reason to keep these traditional mills running is because of the kind of
bread you can make from them. These days, flour is typically milled in modern factories,
using high-speed metal rollers. A place like Watson’s Mill can’t possibly match those for
volume, or price.

But stone-ground flour is a specialty product. It isn’t always found at your nearby supermarket.
The high-fiber whole grain is cut, not crushed, by the stone’s sharp grooves. The process
preserves wheat’s natural oils and nutrients.

Larry Ellis is a big fan of bread made from this flour.

“I get at least one loaf, every week. It looks like it came out of your mother’s oven, sort of
thing, you know? (chuckles)”

Besides promoting things like flavor and nutrition, Bill Schaubs says there’s also a sort of
insurance factor.

“This grist mill here, is completely water-powered. So, if all else fails, we can always mill
flour.”

To keep the millstones in good shape, Schaubs had to learn from the experts. He came here,
to Upper Canada Village, an 1860’s era Heritage Park with its own grist mill.

Liam Carson works at the park. He says maintaining many different skills is important
because society doesn’t always know when they might be needed.

“If you can find a way of doing things that’s better, it doesn’t matter if it’s high tech or low tech,
it doesn’t matter if it’s now or then – better is better. And the more of these parallel paths you
have, that still exist, that’s a wealth of possibilities that can be accessed.”

Back inside Watson’s Mill, the freshly-dressed millstones are ready to go. This is the test run.

Bill Schaubs watches the gold-brown wheat trickle down while checking on the flour as it
comes out.

“There’s still a little bit of tweaking to do, but other than that, I’m happy! Good learning
experience, that’s for sure!”

Sometimes Schaubs worries that too many skills are getting lost. He’d like to see more
people taking the time to pick them up and pass them on. Old or new, he thinks we need
them all.

Beetle Threatens Anishinabe’s Ash Trees

American Indians have been making baskets from the wood

The emerald ash borer has killed millions of ash trees in Lower Michigan over the past few years, and Indian basket makers are preparing for the day when their grandchildren may no longer find black ash. The Great Lakes Radio Consortium’s Bob Allen

American Indians have been making baskets from the wood of black ash trees
for hundreds of years. Now, they see that tradition threatened by a beetle. The
emerald ash borer has killed millions of ash trees in Lower Michigan over the
past few years, and Indian basket makers are preparing for the day when their
grandchildren may no longer find black ash. The Great Lakes Radio
Consortium’s Bob Allen reports:

The Anishinabe believe the black ash tree is a gift to their people, and they say
its carried them through many hard times. The story of the baskets is part of a
display in the Ziibiwing Center at the Saginaw Chippewa Reservation in
central Michigan.


Judy Pamp is assistant director of the Center, and she remembers how
important baskets were when she was growing up.


“If we ate it was because there were baskets to sell or trade, and it went from
that being the thing that sustained us to where now it’s more of a an art and a rare art,
and that you do in limited quantities.”


Pamp comes from a long line of basket makers, and she’d like to pass on the
skills to her granddaughter, but she says the baskets aren’t the most
important thing… rather it’s a sense of connection among the generations.


“You know the whole family pulling together, the whole community pulling
together to help one another out… that everybody was important and
everybody had their role.”


Some family members may be good at one part of the basket making, and
there’s plenty of work to divvy up. First, there’s going into a swamp to find a
black ash tree, cut it down and haul it out.

Then, there’s peeling off the bark, and pounding the wood into strips, called
splints, for baskets. All that can take 25 hours of hand labor. Then, it’s
another 6 or 8 hours to weave a basket. Without the trees, basket makers worry
they may lose that closeness of working together.


The emerald ash borer isn’t on tribal lands yet, but it’s in
two neighboring counties. Scientists say it’s only a matter of time before the
beetle invades the reservation and wipes out the ash tree. The invasive pest got
to the U.S. in cargo shipped from Asia. Despite quarantines the bug continues to
spread because people move infested firewood, timber or landscape trees.


Deb McCullough is an entomologist at Michigan State University. She
concedes ash trees in Lower Michigan are goners.


“Took me a while to get my mind around that. You know we’re going to see
somewhere probably in the neighborhood of four hundred million ash trees in the forests
of lower Michigan that eventually are going to succumb to emerald ash borer
unless something really amazing happens in the next few years.”


McCullough says they’re looking for a way to help trees resist the insect, or a
predator to keep it in check, but it might be years before a solution is found.
So, the tribes are looking at their own ways to deal with the ash borer.

One idea is to harvest a whole bunch of black ash splints for baskets and freeze
them to use later. That would keep basket making going for a while.

Another plan is to collect and save seeds from black ash trees.


Basket maker Renee Dillard says someday maybe trees can be replanted from
seed, but she says that means forty or fifty years before any wood is
harvestable, and she doesn’t think she’ll be around then to teach her
grandchildren how to choose the right tree and pound out the splints.

“As a people, we’re pretty resilient and we can adapt to change. It’s just that we’re
losing an important part of that whole black ash process, and I don’t want my great
grandchildren to just make baskets. They need to understand the whole process because
it’s done carefully and prayerfully.”


Dillard follows the old ways. She lays down tobacco as an offering of thanks for the tree,
and she believes this calls her ancestors to witness her use of the gift.


The Anishinabe don’t know why the emerald ash borer is taking their trees at
this time, but their tradition teaches for every hardship there will be an answer
and something to balance the loss.

Jack Donlan is taking me behind the fish counter at Donlan’s Fish House. In the
backroom he’s scaling and filleting some whitefish.


“Of the fishes caught in the Great Lakes, whitefish is one of the big volume fishes. Lake
perch, walleye bring more money per pound, but I would think from a tonnage-wise,
whitefish, it’s an extremely popular fish.”


This is a popular place to get Great Lakes fish, but Donlan’s suppliers, the commercial
fishers, are worried about the catch. At some places in the Great Lakes whitefish aren’t
doing too well.

Tom Nalepa is trying to figure out why whitefish are struggling. He’s onboard the U.S.
Environmental Protection Agency research ship, the Lake Guardian. Nalepa is a
biologist with the National Oceanic and Atmospheric Administration’s Great Lakes
Environmental Research Lab. He’s been studying Lakes Michigan and Huron, and on
this day he’s getting ready to study the bottom of Lake Erie.


He’s not studying whitefish. He’s actually looking for a tiny shrimp-like crustacean, only an
eighth to a quarter inch long, called diporeia. Eighty-percent of the whitefish diet is
made up of diporeia.


“And what we’re seeing is a dramatic drop in populations, and not only drops, but there are
large areas now in all the lakes, except Lake Superior, that no longer have diporeia. This
is real concern because diporeia is a very important fish food.”


Researchers used to find eight to 10-thousand diporeia or more in a square meter of sediment just
a few years ago. Now, there are only a dozen or so, or none at all. Diporeia is one of the
mainstays of the bottom of the food chain, and Nalepa says whitefish aren’t the only ones
that eat the tiny critters in the sediment at the bottom of the lakes.


“Just about every type of species found in the Great Lakes will feed on diporeia at some
stage in its life-cycle. Diporeia is high in calories and has a high-energy content. It’s a
very good food, nutritious food source for fish.”


Without it, fish are not getting enough to eat. Marc Gaden is with the Great Lakes
Fishery Commission. He says when diporeia disappears, commercial fishers can’t help
but notice.


“Right now we’re seeing skinnier whitefish. Whitefish that are somewhat emaciated in
some areas because they just don’t have as much of these low-end of the food web organisms
to eat, and we think it’s related to an invasive species that came in.”


That invasive species is the zebra mussel, and more recently another invader that was
likely carried to the lakes in the ballasts of ocean-going cargo ships, the quagga mussels.


Back on the Lake Guardian, Tom Nalepa says he’s seen the connection again and again.


“There’s no question that it’s related to zebra mussels and quagga mussels. In every area
that we’ve studied, regardless of the lake area, declines were happening a couple of years
after the quagga mussel or zebra mussel were first found, but that connection remains
elusive.”


Biologists thought the invasive mussels might have been filtering out all of the food the
diporeia eat, but when they find diporeia, they don’t appear to be starving. They appear
healthy. Now, scientists are wondering if there’s some kind of disease or toxin spread
by the mussels that’s wiping out the diporeia.


Even if researchers learn why the diporeia are disappearing, there might be nothing that
can be done to help. Some scientists worry that the decline of diporeia and other
organisms at the base of the food chain might ultimately lead to a massive collapse of fish
stocks in the Great Lakes.
