The Environmental Protection Agency says the phase-out of a widely used pesticide is
working. They say the amount of methyl bromide companies have in stock has been
dropping since 2003. Christina Shockley has more:


Methyl bromide is a colorless, odorless gas used by crop growers to kill unwanted bugs.
Scientists say when the chemical gets into the atmosphere, it depletes the ozone layer.


Drusilla Hufford is with the Environmental Protection Agency. She says methyl bromide
is the fourth most widely-used pesticide in the United States:


“It’s used in soils where people are growing crops, it’s used to make sure that houses and
structures are free of pests, and it’s used to make sure that commodities that are shipped
abroad or brought into the United States are also free of pests.”


Methyl bromide was phased out of production in the US in 2005, except for limited
cases. So, for the most part, what’s used now was produced before then.


Hufford says many growers, especially in California, are increasing their use of safer
alternatives to methyl bromide.

What have wetlands, like fens and bogs, got to do with global warming? John Pastor says,
plenty.


Pastor is a professor and researcher with the Natural Resources Research Institute of the
University of Minnesota-Duluth. When Pastor straps on his hip waders, he goes where
almost no one else dares to go: into northern Minnesota’s fens, where water can be
several feet deep, and onto the bogs, where the mass of plant material is so thick it floats
on standing water.


A seven year-long study has revealed that fens and bogs can either help slow global
warming, or accelerate it. Pastor says all cards are off the table if temperatures keep
rising:


“The one problem in science that has the most ramifications throughout all of science – it’s
global warming.”


We’re in a swamp north of Duluth, Minnesota. Actually, it’s a fen, and it borders some
higher landscape nearby that’s a bog. What fens and bogs have in common is water and
peat, the not quite decomposed stuff left over when plants die. Pastor says peat lands are
one of the world’s significant bank accounts for carbon. They keep carbon out of the
atmosphere.


“Peat lands cover only 3% of the earth’s surface, but they contain 30% of all the carbon
that’s in all the soil in the world, locked in that partially decomposed organic matter, that
peat.”


Minnesota has vast peat lands that have been storing carbon for 10,000 years, but even
the size of Minnesota’s peat lands pales compared to those further north – around
Canada’s Hudson Bay, or in the Russian republics – all regions Pastor says that are facing
higher temperatures.


“All of the global climate models, one thing they all agree on, is that the greatest amount
of warming will occur in areas from Minnesota northward, and then inland – mid-
continent areas. So here we are. We’re sitting right now, right in the bullseye of the
greatest amount of warming that will happen on the face of the earth.”


This is the question: Will higher temperatures help trap more carbon in bogs, or force
more carbon into the atmosphere?


In this bog, Pastor’s been trying to figure out how warmer weather will affect bogs and
fens, and, in turn, what role the wetlands will play in global change. One thing he’s
found: the results depend largely on the water table, and that’s going to depend on
rainfall.


In some combinations, say with additional heat and additional rainfall, bogs could thrive,
trapping more carbon. That would be good. In other conditions, say with more heat but
less rainfall, bogs and fens could die and decompose, releasing even more carbon into the
atmosphere. That, Pastor says, would be bad:


“Now we have kind of a double whammy. Not only are we putting carbon dioxide from
fossil fuel into the atmosphere, the warning from that could cause the carbon from the
peat land also to go into the atmosphere and accelerate the warming.”


Predicting an outcome becomes mind numbing. Pastor’s working with new mathematical
theory to try to determine at what point global warming has gone too far.


“And so what seems to be happening is the temperatures of the earth have crossed some
kind of a threshold, where all the sudden, before that they crossed that threshold, the old
earth that we grew up with was stable. Now, it’s becoming very unstable, and ice sheets
are collapsing, birds and plants are migrating – everything’s happening very, very
quickly. And we’re going to enter into a new kind of earth that has a different kind of
stability – a different stable endpoint.”


Pastor says there’s no more complicated problem in all of science than global warming,
and no more important problem. Global warming, he says, changes everything, from the
forests to the wetlands. Pastor’s hoping the new mathematical models will provide more
definitive answers in time to do something about the outcome.

change the makeup of what survives in a future forest. An open air experiment called the
Aspen FACE project has been testing trees in elevated levels of ozone and carbon dioxide
for ten years. But they don’t know whether the forest can change as quickly as the
climate does. The GLRC’s Bob Kelleher reports:


We’re standing inside a circle of trees: paper birch, aspen, and sugar maples, maybe 15
feet high. And they’re surrounded by a ring of large white pipes spraying the trees with
gasses – that’s the high pitched noise.


Among 12 different circles of trees, some get carbon dioxide, or ozone, or a
combination. These are the very gasses believed responsible for changing the climate –
they hold in the earth’s warmth, forcing surface temperatures higher.


Dave Karnosky, with Michigan Technological University, heads the Aspen FACE project,
near Rhinelander, Wisconsin. Karnosky’s trying to predict how these gasses will affect
the northern forest:


“Those species, with aspen and aspen mixed with birch and maple make up a huge
portion of our northern forests, and there was a lot of interest by industry as well as to
what’s going to happen in the future as these greenhouse gasses continue to build up in
the atmosphere.”


Even ten years ago, when this project started, it was clear that carbon dioxide and ozone
levels were on the increase.


Ozone is destructive. It’s bad for people and for plants. Carbon dioxide, on the other
hand, is what we exhale, and what green plants need to grow. Both gasses have been on
the increase, largely due to burning fossil fuels such as in coal-fired power plants and in
cars and trucks. Karnosky says he knew aspen were quite responsive to both CO2 and
ozone:


“We weren’t sure much about the interaction, but we were sure interested in what would
happen with that, because those two pollutants are both increasing at about the same rate
in the atmosphere.”


The Aspen FACE project has shown that most trees grow well when exposed to carbon
dioxide, and most do poorly in ozone. With the gasses combined, bad effects tend to
offset the good ones, but results vary greatly between the different kinds of trees, and
even within a single species of trees, like aspen.


Karnosky has found there’s a tremendous range of genetic variation even among the
relatively few trees they’ve tested. That variation makes clear predictions difficult:


“It’s very tough to make a single prediction for species or individuals within species,
there’s so much genetic variation. So that’s been one of the, I think, kind of the highlights
from what I see in terms of a bit of a surprise for us.”


That genetic variation could be the forest’s salvation. Karnosky thinks that if some
aspens, for example, die off from ozone, maybe others will do okay, and fill the forest
back in. Sugar maples, which seem more tolerant of ozone, could replace some aspen
and birch. Then, the mix of trees in the forest would change, but the forest would
survive.


But, there could be problems if the air changes the forest too quickly. Neil Nelson is a
plant physiologist with the US Forest Service. Nelson says the region’s paper and pulp
industries rely heavily on aspen trees. He’s uncertain how quickly the forest, and forest
industry, can respond if aspen begins to die off – and how long it might take for other
trees to grow in.


“One of my colleagues has said, you know, the key issue may be whether things change
too fast for our society and economy to adjust to, and I think that’s an open question.
There seems to be great plasticity, and we aren’t quite there in terms of predicting from a
forest management standpoint what these results mean.”


It takes time to grow trees, maybe too much time if the climate suddenly shifts. The
Aspen FACE project has already provided regulators preliminary data on ozone. It could
become the basis for future pollution law. But, even ten years into the Aspen Face
project, there’s still a lot more data to harvest among the aspen and hardwoods.

power plant that would capture emissions – if it can find the right site.
The GLRC’s Julie Grant reports:


The U.S Department of Energy is chipping in 750-million dollars to the
build what’s called the FutureGen coal-burning power plant, and a
consortium of power companies is contributing an additional 250-
million. That’s a billion dollars of investment.


Craig Stevens is a spokesman with the Department of Energy. He says
there are 250 years worth of coal reserves and this project would burn
that coal without polluting the air…


“If we can find a way to use coal that has zero emissions into the
atmosphere through geologic storage – actually pumping the carbon
dioxide into geologic formations – we can go a long way toward using
this coal but also saving our environment.


Stevens says the DOE is looking for a site that is safe to store carbon
dioxide deep underground.


The agency is currently reviewing proposals and plans to choose a spot
by late next year.

their public school science curricula, but at least one state is specifically
looking at keeping creationism away from the classroom. The Great
Lakes Radio Consortium’s Chuck Quirmbach reports:


When biochemist Michael Cox hears about attempts to bring the
religious-based idea called, intelligent design, into the k-12 classrooms,
he worries about an atmosphere less conducive to research. Cox says he
also worries about today’s students.


“If you are confusing students about what science is and what constitutes
science in grade school and high school, those students are less likely to
become scientists… and if they choose to become scientists they’re gonna
have a great deal of difficulty with science college programs.”


Cox is a professor at the University of Wisconsin-Madison. He supports
a bill in the Wisconsin Legislature that would clarify what could be
taught in public school science classes. The measure would require that
material be testable as a scientific hypothesis and be consistent with
definitions of science developed by the National Academy of Sciences, but
critics say the bill is an attempt to block the teaching of creationism.

Warren Dick is a soil scientist at Ohio State University. He’s been
studying synthetic gypsum, which comes from coal-fired power plants that
use scrubbers to reduce sulfur dioxide emissions. While nobody wants sulfur
in the air we breathe, Dick says it is often needed by farmers for some of
their crops.


“Sulfur is one of five or six major plant nutrients that are required for good
plant growth, and our soils are becoming deficient in sulfur. We’re not
getting it out of the atmosphere as much anymore.”


Dick’s research shows crops do better using synthetic gypsum as a sulfur
fertilizer. Coal is burned to generate more than half of the electricity in
the U.S., but it results in approximately 120 million tons of waste
each year, and Dick says the tonnage is likely to increase as
additional clean air measures are imposed.

Canadian environmental groups fear political opposition may kill the Liberal government’s plan to reduce greenhouse gas emissions. The Great Lakes Radio Consortium’s Karen Kelly reports:


Canada’s opposition parties have created an uproar over an amendment to the government’s latest budget bill. The amendment would change Canada’s environmental protection act. It would allow nontoxic gases which heat up the atmosphere, such as carbon dioxide, to be regulated.


It’s the first step in Canada’s plan to comply with the Kyoto Protocol on climate change. But it’s hit a major roadblock. The Conservatives say they’ll vote against the bill unless that proposal is removed. And if they vote against the budget, the Liberal government may fall.


The Sierra Club’s John Bennett says their aggressive tactics may make it difficult for Canada to make any changes to environmental laws.


“I’m very concerned that because of this, we may actually lose the ability to regulate greenhouse gases in Canada for a long time to come. And that’s the real danger here.”


Canada has committed to reducing its greenhouse gas emissions by 20 percent over the next seven years. But Bennett says it won’t happen without new regulations.

Officials from the National Football League plan to plant acres of trees in Detroit. They’re hoping to offset extra greenhouse gases that will be emitted into the local atmosphere during the upcoming Super Bowl. The Great Lakes Radio Consortium’s Celeste Headlee reports:


The U.S. Department of Energy estimated an extra 260 tons of carbon dioxide were released into the atmosphere during the last Super Bowl in Jacksonville, Florida. A team of scientists from Princeton University determined three and a half to four acres of trees were required to absorb the extra greenhouse gases. Similar computations are now being done to determine how many trees to plant in Detroit.


Deborah Gangloff is the executive director of American Forests, a group that helps companies design what are called carbon neutral programs.


“We can address a great deal of the excess carbon dioxide issue with trees. Trees are going to sequester lots of carbon dioxide. What matters most is not the type of tree you plant, but whether that tree is well suited to the site, whether it s a healthy tree and whether it’s in its growing climate.”


She says these programs can t solve the problem of excess greenhouse gases unless they re paired with conservation and reduced consumption.

Now, a report from the National Environmental Trust says that decision
is hurting American businesses. The Great Lakes Radio Consortium’s
Stephanie Hemphill reports:

work out the next steps in dealing with climate change. Seven years
ago, many nations agreed to reduce fossil fuel emissions and
greenhouse gases. The U.S. didn’t agree to reduce its emissions.
Now a report from the National Environmental Trust says that
decision is hurting American businesses. The Great Lakes Radio
Consortium’s Stephanie Hemphill reports:


Mike LeBeau installs wind generators and photovoltaic solar
collectors. His business, Conservation Technologies, is in Duluth,
Minnesota. In the U.S., there are not a lot of contractors doing this
kind of work.


“This is a two and a half kilowatt photovoltaic system.”


Two panels about the size of a dining room table stand on the top
floor of a downtown garage. The only other equipment is an inverter
– a metal box the size of a shoebox – that transforms the direct
current from the solar panels to the alternating current we use in our
homes.


“The electricity is produced here by the sun, fed into the wiring in the
building here, and any excess is distributed out onto the utility grid.”


The solar panels were made in Japan. And the inverter is from
Germany.


LeBeau has been installing systems like this for ten years. Demand
was slow until a year ago, when Minnesota started a rebate program.
LeBeau has put in more generators this year than in the last ten
years combined.


With another rebate offered by the local utility, LeBeau says the cost
of installing a typical system can be cut nearly in half.


And he says the increased activity has persuaded some of the
naysayers to help rather than hinder renewable energy projects.


“Now the electrical inspectors don’t have any choice – it’s being
supported by the utilities, and by the state of Minnesota, so it’s really
changed the atmosphere and the climate that we work in.”


But LeBeau says the state rebate program is a drop in the bucket
compared to what’s being done in other countries.


Christopher Reed agrees. He’s an engineer who advises individuals
and businesses on renewable energy projects. He says U.S. policy
has been piecemeal and erratic. For instance, there’s a federal tax
credit for renewable energy production. But it’s only in place for a
year or two at a time.


“When the incentive is out there, everybody ramps up as fast as they
can, and we slam projects in to meet the deadline before the credit
expires, and then everybody sits until the credit gets reintroduced
again. This has happened three times now.”


Reed says that discourages long-term investment.


Reed’s business is one of several American firms studied for the
report from the National Environmental Trust. The report says Japan
and most countries in Europe are providing major and consistent
incentives to encourage production of renewable energy. The report
says this approach is saving money, creating jobs, and putting
businesses in a position to export their new technologies and
expertise.


Reed says he’s frustrated to see European and Japanese companies
thrive, using American inventions such as photovoltaic, or PV,
technology, while American manufacturers fail.


“It’s almost embarrassing. The PV technology, that came out of Bell
Labs in the U.S. We should be the world leaders.”


But some observers say the worry is overblown. Darren McKinney is
a spokesman for the National Association of Manufacturers. He says
the U.S. has nothing to fear from German or Japanese businesses.
He says fossil fuels are doing a good job of stoking the American
economy.


“The fact of the matter is that wind and solar and biomass and
geothermal simply aren’t ready for prime time. If someone wants to
make an argument ‘well, they could be ready for prime time if they
received x-amount of tax cuts,’ I won’t necessarily argue against that
because I don’t know enough about the technologies. What I do
know is it would be cutting off our nose to spite our energy face if we
turn our backs on fossil fuels.”


Right now, oil and natural gas get the lion’s share of federal subsidies
in the U.S. Subsidies for renewable energy sources are very small in
comparison. As other countries shift to new technologies, American
companies could be left behind.

Here’s a last-minute gift idea for a green-thinking loved one. A New York-
based environmental group will retire a pollution credit in someone’s honor.
The Great Lakes Radio Consortium’s David Sommerstein explains:


The Environmental Protection Agency issues pollution credits to power
plants. Each one allows them to emit one ton of sulfur dioxide from their
smokestack.


Several years ago, one power company donated 10,000 of the credits to the
Adirondack Council. The group’s a non-profit working to reduce acid rain.
Instead of trading them on the open market, where they can fetch up to 800
dollars apiece, the Council decided to retire the credits. Spokesman John
Sheehan says for 50 bucks, the group will send someone a gift certificate.


“That certificate will show that that person has removed essentially one ton
of sulfur dioxide from the atmosphere permanently and that that pollution
will never go up a smokestack anywhere in the country, and it will help
clean up the Adirondacks and the rest of the United States at the same time.”


Sheehan says the Adirondack Council has about 3,000 credits left. His staff
will be around until Thursday to help people give the gift of cleaner air this
Christmas.
