Giving the Electric Grid Some Smarts

Remember that huge blackout in the summer of 2003? Forty-five million people in the Midwest and Northeast US – as well as 10 million in Canada lost power. Julie Grant reports that the federal government and utilities are spending billions of dollars on what’s called a “Smart Grid” – in part, so we don’t have more large scale blackouts.

Right now, electric power in the U.S. is generated by a relatively small number of very big power plants. That power is transmitted all over the place.

But this set up is increasingly running into problems. The demand for power is skyrocketing: from big American houses and TVs, air conditioners and computers. The grid is struggling to keep up. And it’s not always succeeding.

There have been more – and more massive – blackouts in recent years than in previous decades.

Universities, private laboratories, and utility companies are all looking at different aspects of making the electric grid smarter.

Chris Eck is spokesman for First Energy, which provides power in Ohio, Pennsylvania and New Jersey. He says there are so many ideas on how to improve the nation’s electrical system.

“Part of the challenge is defining the smart grid. I think there are different opinions out there about what it will and won’t include.”

The Department of Energy says the smart grid will change the electric industry’s entire business model. Instead of being a centralized, producer-controlled network – it will transform to become decentralized and consumer-interactive.

Ken Laparo works on these kinds of issues at Case Western Reserve University in Ohio. He says a smart grid will get consumers more involved in planning their energy use.

“Right now, you have no idea what a killowatt hour is costing you in Cleveland on March 10 at 8:30 in the evening.”

Laparo says most of us just look at those little bars on our electric bills that show how much energy we used that month. But he says it doesn’t really mean much to us.

But companies are developing all kinds of products: smart plugs, smart thermostats, smart appliances, that tell you how much energy is being used – so customers can decide the best ways to reduce energy use – and to reduce their bills.

Utility companies might start charging more at peak energy times of day – and they will communicate those shifting prices to “smart” consumer devices in real time.

Laparo says these small slices of energy savings might not seem like a lot:

“But it’s the cummulative effect of what everybody is doing, no matter how small it is. When you add it up over millions of customers over days and weeks and months and years that the overall opportunity is huge.”

But there’s still a lot to be done. A decentralized system is going to need better communication. If every programmed refrigerator is constantly trying to optimize its energy usage based on the power’s moment-to-moment price — the electricity system will also have to be an information system. Each smart appliance and home meter, will have to be able to communicate with the energy companies.

If it works, this type of communication could help utility companies predict an overload on the power system – like the one that started the black out in 2003. Utilities today just predict when usage will be high. But a smart grid, they will actually know how high it is in real time.

Utilities will also have a better ability to fix problems in the system before they get out of control.
This is what some researchers call the Holy Grail of the Smart Grid. In the short term, they see consumers learning more about saving energy, and communicating that to the power companies. But in the long term, they want to be able to sense and manage the grid, to avoid those debilitating blackouts.

The 2003 blackout started because there was a high demand for power in one Ohio town. When that one generating plant went off line – it tried to get power from another plant, and overloaded the next plant, setting off a cascade of outages. More than 100 power plants shutdown that day.

First Energy spokesman Chris Eck says a smart grid could help prevent blackouts.

“As it is now, you might know you have circuits out and you have to send crews out to physically for a problem with these lines. With a smart grid, with enough sensors and feedback communication, you might be able to pinpoint before they get to the site. And they can isolate the problem and fix it quicker.”

It’s not easy to send California’s solar power eastward. Same goes for sending Texan wind power westward.

A proposed transmission project called Tres Amigas hopes to change that.

It would let utilities send power across three electricity networks.

Michael Giberson researches utility economics at Texas Tech University. He says the Tres Amigas project could go in just the right spot.

“The area where it’s locating in Eastern New Mexico close to the Texas borderr, is an area where there’s great renewable energy potential and this is gonna make it much easier for the grid to accomodate that.”

The Tres Amigas power project would need federal approval. It would also require Texas to link its grid with its neighbors’.

That’s something the Lone Star state might not do.

The Smart Grid will mean changes. Electric companies we’ll be able to monitor power use better and deliver electricity more efficiently. That should help avoid brown outs and black outs.

But it’ll also be tell you in real time how much power you’re using.

Brian Seal is with the non-profit Electric Power Research Institute. He says, eventually, you’ll be charged different rates at different times of the day.

“Consumers would be aware of that so that they can program their appliances and other equipment to consume energy when the price is low rather than when it’s high.”

But you’ll need Smart Appliances to work with a Smart Grid. GE is the first to announce a product line – right as the government released $3.4 billion in grants to power companies for the Smart Grid.

A lot of electric power plants in the U.S. sit idle between 9 p.m. and noon
each day.

Ed Kjear is head of Electric Transportation for Southern
California Edison. He says, as long as people plug in their electric cars
during those off-peak hours.

“160, 170 million cars could connect
to the grid tomorrow
and we wouldn’t have to build new power plants to meet that load.”

At first, just a few thousand people will own plug-in electric cars at
first. Utilities will work with these customers to hook up to new “smart
grid” technology that can program when each car starts recharging.

“The customer will say, ‘look I need
the car fueled by
6 or 7 tomorrow morning. You know, have at it.'”

Kjear says the technology will be easy to install and use by the time most
of us shift from gasoline to electricity to fuel our cars.

Right now – power just goes from point A to point B.

But with a smart
grid system, your house can talk back to you and the power station.

The
meter could tell you how much it costs to heat your water, for instance.

And the power company will be able to talk to you if they’re having a
problem.

So, if they’re headed for a blackout, they can text message you
or e-mail you and ask you to shut off your A/C.

Jesse Berst is the founding editor of Smart Grid News dot com. It’s a trade publication.

He says, if electric grids are updated across the country, it would cut
down on pollution and save money.

“And that means there’s billions, tens of billions of dollars of power
plants and lines that we wouldn’t have to build over the next couple of
decades.”

Upgrading the system won’t be easy.

Each state has regulatory agencies that oversee thousands of electric
suppliers.

So there will have to be a lot of coordination.

There’s 11-billion dollars in the new economic stimulus plan for upgrades to the electric grid and so-called smart meters. These smart meters hook up to your home and give the utility company real-time feedback on how much energy you’re using. Rebecca Williams reports Google is working on a way to let you see that information:

Google’s system is called PowerMeter. It’s in beta testing right now but the idea is: if you get a smart meter, you’ll be able to see exactly how much energy your TV, fridge and computer use.

The system will hook into the info utility companies draw from your home. Then, you can log into your secure i-Google website, for free. And get real-time feedback so you can figure out how to spend less on your power bill.

Kirsten Cahill is a program manager at Google. She says they’ve been testing the PowerMeter around the office:

“I think people are surprised about things like their oven; how much the oven uses or the microwave. Things that you using every day that are actually, you know, pretty huge energy users.”

It’ll probably be a year or more before the Google system is open to everybody.

People who tried to stay at home are running out of supplies and now heading for shelters. Rachel Harper and her three children are staying in a shelter in a church basement staffed by Red Cross volunteers from around Bowling Green, Kentucky.

“We’re doing okay. They’ve been watching movies, playing games. Just trying to be together as a family.”

Others are trying to stick it out at home. Mike Jarvis was stocking up at a Wal-Mart.

“I’ve got a wood heater and we’re cooking on the grill, so we’re doing okay.”

In the hardest hit areas, power crews say it will be two more weeks before they find all the downed lines.

The stimulus package includes money for automatic meter readers that could help find downed power lines faster.

Patrick Levine is with the National Rural Electric Cooperative Association. He says that technology could help.

“There is probably an opportunity to more quickly identify which consumers are without power.”

The ice storm revealed just one of the weaknesses in the grid that’ll have to be upgraded if we’re going to start using electricity to power our cars.

Dozens of companies are popping up, making these smaller wind generators.
Southwest Windpower is one of the older manufacturers.

Andy Kruse is a Vice President there.

He says these smaller wind turbines can supply power for houses on the grid; maybe
even enough to sell some electricity back to the power company. But some states
haven’t passed the laws necessary to require power companies to allow the turbines to
be hooked up to the grid.

“States that have yet to do that, you know, they have to question it. I mean, some of
them have never even heard something like this either for solar or for wind, so it’s a
learning curve for them.”

Kruse says home-grown wind power is starting to catch on, with thousands of people
asking about getting their own small wind turbine put up in their backyard.

Computer grids allow users in one group to tap into another group’s
computer data. Several Midwest universities have been working with
federal agencies on a grid for physicists, biologists, and others to be
used in scientific applications.


The hope is that the Open Science Grid will help different fields of science connect. Dane Skow is with the Fermi National Laboratory near Chicago. He says researchers might combine satellite images of crops with data on water quality.


“You may be able to track algae plumes so that you can see fertilizer runoff patterns from fields. There’s a whole bunch of things people are doing, looking at, and tying this kind of data together.”


Skow says creators of the Open Science Grid have put in controls to try to limit who has access to the system. He estimates the grid costs about ten million dollars to build.

As the hot weather settles in, air conditioners are being wedged into windows everywhere. The Great Lakes Radio Consortium’s Karen Kelly usually tries not to use one. But she finds as the temperatures rise, her concerns for the environment evaporate:

Every year – late spring – I start my annual denial of the fact that I need air conditioning.
The problem is, I really relate to the people who wave it away and say, all you need is a ceiling fan and nice cold glass of water.


Like my friend Ross, who has no air conditioning on the job as a home renovator, and no air conditioner at home, either.


“Well, it’s not really anything ethical. I just find that recycled air, it sort of smells bad. And I would prefer breathing steamy but clean air to cooled but stale air.”


Ross is one of those people who thinks it’s silly to use air conditioning where we live, which is in Ottawa, Canada. I mean, come on, we might only have a couple of weeks of hot weather. And in the beginning, I try to do without.


I have fans. I drink iced lattes. I take cool baths.


But the truth is, I can’t take it. My brain just stops functioning properly. Like the time my husband came home to find me trying to work at the computer in tears, because I was so hot. Meanwhile, the air conditioner is in the window, but I was refusing to turn it on.


Part of it is that I’m worried about the impact on the environment. I talked to Corey Diamond at the Clean Air Foundation in Toronto and asked him how bad is air conditioning really?
He agreed it uses a lot of electricity, but even worse, he says we’re all using it at the same time.


“Everybody sort of comes home at five o’clock, turns on their air conditioning, and we get to a point where the electricity grid is at the peak demand that it can access. What ends up happening is when people are demanding more power, they have to use as much coal as they can to meet that demand.”


And that means more pollution, which leads to smog, health problems and maybe even climate change.
Despite that, I recently decided I had to have air conditioning in my car – both for my own comfort and the safety of other drivers.


I tend to get disoriented in the heat. I usually relied on a bottle of ice water between my knees and the windows wide open. About an hour later, I’d be taking the wrong exit off the highway.


So, I recently took my 1990 Honda Accord into the shop to find out if they could fix it. I was prepared to spend a few hundred dollars, maybe more. Then they call back with a quote of one thousand eight hundred dollars.


That’s probably more than my car is worth. The guy on the phone says at that price, he won’t let me get it fixed, even if I want to. So the car is out of the question. But at home, the heat creeps into my living room, and the temptation becomes too great.


Third day of plus 85 temperatures… What more do I have to say?

My 18 month old daughter stands in front of the air conditioner. She reaches her arms towards it. She basks in its coolness.


“How does that feel? Good… good…good!”


I’ve given in to my weaker self. But I’m still determined to use the air conditioner sparingly.
Corey Diamond at the Clean Air Foundation gave me a bunch of ideas on how to do that.


“Keep the blinds drawn during the day. You want to install some ceiling fans if you have some. And lastly, you can add a timer to your air conditioner. You sort of set it to come on at four o’clock and if you get home at five o’clock from work, your house is cool, but it hasn’t been cooled all day.”


At first, Diamond’s group tried to get people to stop using air conditioning. That didn’t work. So they switched gears. They started a program in Toronto where you can trade in your old, inefficient air conditioner for a rebate on a new one. Diamond says the newer ones use as much as 70 percent less electricity.


So as I sit here, telling you this story, I have a new air conditioner with an Energy Star sticker on it.
Which means either the Canadian or American government deemed it more efficient. I do kind of feel like I’m working in a wind tunnel. And I miss the sounds of the birds and squirrels outside my window. But yet, I feel comfortable.


Now I’m reluctant to turn the air conditioner off.
