New Weapon for Tree-Killing Bug

ash borer has killed more than 30 million ash trees in
eight states and Ontario:

No one’s been able to stop the tiny green beetle from killing trees. But
officials are hoping a new insecticide will help.

Researchers at Michigan State University ran trials for one year with a
chemical called Tree-age. In those tests, the insecticide killed all of the
beetles. The state of Michigan has approved the insecticide for use on ash
trees. Indiana, Ohio and West Virginia are also considering it.

Jim Bowes is with the Michigan Department of Agriculture. He says the
emerald ash borer probably can’t be stopped, but the insecticide might
slow the beetle’s spread.

“Nobody here and I don’t think anybody in the federal government at this
point is talking about eradication. I think everybody is talking about how
are we going to coexist?”

Bowes says the insecticide might be able to save trees in your yard, if
the infestation is caught early enough.

Big Deal in Solar Power

With oil going for more than 100 bucks a barrel, the country’s seeing its
first major investment in solar.

The utility company Pacific Gas and Electric has signed a multi- billion
dollar deal. It’s planning to build five solar power plants in the Mojave
Desert.

The US has been mostly reliant on coal, nuclear and hydropower. But more
renewable sources such as wind and solar are coming online.

Jack Jenkins-Stark is the CFO of BrightSource Energy. It’s the company that
will build the plants.

“The energy mix of the U.S. or the world is always going to be a combination
of many, many technologies and solar is clearly going to be one of those
technologies.”

He says three things are driving solar’s rise: worries about global
warming, soaring energy prices, and better technology.

Peter Annin: “Michigan has been a laggard in monitoring and regulating its own domestic water
use. And so it’s seen by some other states as being somewhat hypocritical in the water debate.
For example, Minnesota, which is the most progressive domestically, if you’re going to withdraw
water from the Great Lakes at 10,000 gallons a day or more, you have to get a permit. In the state
of Michigan you can go up to 5 million gallons of water withdrawn from Lake Michigan per day
before you have to get a permit. 10,000 gallons in Minnesota, 5 million gallons in Michigan, and
this is what is causing tension between Michigan and some of the other Great Lakes states.”

Lester Graham: “Lets assume that all 8 Great Lakes states do pass this within the next year or
two, Congress then has to pass it – and many of the members of Congress are in those thirsty
Southwestern states. What happens then?”

Annin: “Yeah, that’s a really good point. We have to remember that the compact is just a piece of
paper until it passes all 8 Great Lakes legislatures and then is adopted by Congress. And there
are a lot of concerns among the general public, given that we have these dry-land states that have
a lot of problems with water perhaps opposing the Great Lakes compact. I’m not so certain that
that’s going to be an issue, because those states also have a lot federal water projects that come
up for renewal all the time that require the Great Lakes Congressmen to sign off on. And I’m not
sure they’re in a position, given how precious and important water is for them to survive on a daily
basis down there, that they’re really that interested in getting into a water fight with the Senators
and Congressmen in the Great Lakes basin. But, we’ll see.”

Graham: “I’ve looked at different models for getting Great Lakes water down to the Southwest,
and economically, they just don’t seem feasible. It would be incredibly expensive to try to get
Great Lakes water to the Southwest states, yet, State Legislators say again and again ‘oh no,
they have a plan, they know how it will happen.’ And as water becomes more valuable, they could
make it happen. How likely is it that there would be a canal or pipe and pumping stations built to
divert Great Lakes water, if this compact doesn’t pass?”

Annin: “It looks highly unlikely today, for the reasons that you just mentioned. It takes an
extraordinary amount of money to send water uphill, which is what would be to the West, and we’d
certainly have to cross mountain ranges if you’re even going to send it a shorter distance, to the
Southeast. To the point where it would be cheaper for many of these places to, even though it’s
expensive, to desalinate water from the ocean and then send it to inland places. But, you know, a
lot of water experts in the United States say ‘never say never’, because the value of fresh, potable
water is probably going to skyrocket in this century. We’re leaving the century of oil; we’re entering
the century of water. But, for right now, you’re absolutely right, it is extraordinary cost-prohibitive.
But let me say one other footnote here, it’s hard to find a federal water project in this country that
actually made economic sense.”

form of pollution, and can affect the way we feel. Kyle
Norris has this story:

form of pollution, and can affect the way we feel. Kyle
Norris has this story:

The engineers at Chrysler are hard-core about noise.

Right now they’re inside a high-tech studio.
And there’s a car on rollers.
The engineers are trying to pinpoint the noises that a driver would hear.

Inside the cabin it’s pretty quiet (quiet sound inside cabin).
But outside, well… Engineer Taner Onsay explains.

(yelling over whirr of tires) “This is how it sounds outside. See, I cannot
communicate with you, with this sound. Inside this would be totally unacceptable.”

Cars that are quiet are the inside are a huge selling point in the auto biz.
But what about the sounds that a vehicle puts into the world?

Like road noise.
What are people doing about that?

Not a whole lot.

Story goes, there used to be a federal office that dealt with noise.
It was the EPA’s Office of Noise Abatement and Control.

But President Reagan shut that baby down in 1982.
Basically to save on cash.
The idea was that state and local governments could deal with noise.

The noise office did a lot of good things just to help protect our ears.
It had noise standards and regulations – on the books.
And the office was just a really good resource for state and local organizations, and also for people who were just having problems with road noise.

But since it’s been gone…

“Well a lot of the local noise-control programs at the city and county level just dried up
and blew away. It’s hurt the noise program tremendously throughout country.”

That’s Bill Bowlby.
He’s president of an engineering company that consults about road noise.
He’s also worked for state departments of transportation and for the Federal Highway
Administration.

He says that state departments of transportation are concerned about road noise.
And that they’re thinking about things like quieter tires and quieter pavements.
And about not building residential areas near highways.

But states are only required to do so much about road noise.

For example, when states are widening or building highways and using federal money –
which they almost always are – they’re required to study road noise and obey certain
standards.

But when it comes to road noise coming from an existing highway, it’s totally voluntary if
a state wants to deal with it.

So you get a range of how different states deal with it, which they call retrofitting.

Bill Bowlby that says although some states take the issue very seriously…

“…other states have had little interest in idea of retrofits usually because they’re looking
to spend their limited amount of money on highway related projects.”

And the kicker about road noise is that it can seriously, seriously affect people.
For people who live near noisy roads, it can make their lives miserable.
Plus it can make it hard to concentrate as a driver.
And to hear the vehicles around you, like motorcycles and other sounds, like sirens.

Dennis Weidemann is a guy who’s thought a lot about all this.
He wrote his thesis about road-noise.

He says that road noise isn’t dramatic or flashy.
So it doesn’t grab our attention.
And road noise does not have a villain, so we’re all responsible.

Weidemann says it can seem hopeless to people.

“They know they don’t like it but they don’t know how it effects them. And if you don’t
know that, you just get the impression, well, it just bothers me, I’m weird, I’ll let it go.”

Noise experts say we need to re-open the federal noise office.
Or something like it.
And we’ve got to figure-out how to make things quieter.

This is starting to become a hot topic in the pavement industry, where different
businesses are trying to one-up their competitors by making the quietest pavement.

But for car companies there’s really no incentive to make cars that are quieter on the outside.
And right now there are no regulations of how quiet a car needs to be when it comes off
the assembly line.

Although that’s not the case in Europe,
where vehicle noise regulations are much more strict.
And where the whole subject of road noise is taken a lot more seriously.

Instead they’re changing when they use power. Samara
Freemark reports:

It’s Saturday morning, and Ellen and Peter Funk are doing laundry.

The Funks used to do chores when most people do – they would get home from work and
switch on their dishwasher, dryer, and computer. They never really paid attention to
what that meant for their electricity bill.

“I never thought about electricity before. Never, never, never. Except when I got the bill.
But, you didn’t have any control. Because you paid the same price whether you used it at 2 in
the morning or 2 in the afternoon.”

But a couple of years ago the Funks started paying for their electricity differently than the
rest of us. They live in one of only a handful of buildings in New York City that
participate in a Real Time Pricing program.

Real Time Pricing charges consumers a different rate depending on when they use power.

The Funks know that running their dishwasher or turning on a light will cost more at 5
pm than at 10 pm. That’s because they get a color-coded chart every month that breaks
down their energy prices by time block.

“The green here is low. And the green starts at 10 o’clock at night and goes through 1
o’clock the following afternoon. The yellow is medium from 2 to 5 every day. And then
Monday to Friday there’s a high period from 5 to 9. That means stop. I think that’s why
they used red.”

It’s the same concept that makes cell phone minutes cost more during the day. Power
costs more when more people want to use it.

Real Time Pricing can save consumers a lot of money. Peter Funk says his family saves
hundreds of dollars a year by just shifting when they use energy.

“It’s an ongoing savings. We do these things because they make sense economically. We
don’t do it because we’re virtuous, we don’t do it because we’re better than our neighbor.
We just, this is the way we buy electricity because it makes sense.”

Real Time Pricing programs shift around power demand, so fewer people use energy
during peak hours. A Department of Energy study earlier this year estimated that Real
Time Pricing programs could cut peak energy use by about 15%.

That could actually help regions improve air quality and conserve resources by
decommissioning old, polluting power plants. Here’s how.

Most areas have a network of power plants. Usually only a few of those plants – the
newest, cleanest ones – are in use. But when energy demand peaks, the older, less
efficient plants kick in. And those plants spew a lot of carbon dioxide and other
pollutants into the air.

“It’s really not the number of power of power plants, but the ones you have to turn on at
critical times.”

Jim Genarro is a New York City councilman. He also chairs the council’s Committee on
Environmental Protection.

He says the plants that kick in when demand peaks are the worst in the system.

“We have a lot of reserve capacity in the city, but these are the older, dirtier plants, and
when you run those at peak capacity, it really means a lot of pollution.”

And Genarro says those plants cost even when they’re not producing energy. The city
has to maintain them all the time so they can switch on when needed. That wastes energy
and resources. It also means there are power plants that are only used a few weeks, or
even days, a year.

If power companies could cut peak energy demand, rarely-used, polluting plants could
become totally unnecessary. And many could be shut down.

Jim Hilker is an agricultural economist at Michigan State University. He says the
demand for corn is high right now.

“Ethanol’s probably the biggest driver of it, but there’s also been very strong corn
exports.”

Hilker says those exports are going to countries where the wheat crop has
come in lower than expected.

But with all the demand for corn, the U.S. Department of Agriculture says
farmers across the country are planning to plant about 8% less
corn this year, compared to last year. Last year farmers did plant more corn
than they had in more than 50 years. This year, corn production should still
be high, but it might not keep pace with demand.

Hilker says that could mean higher prices for food.

But he says there are a lot of other factors to consider when it comes to
food prices. He says gas is a big one, since food has to be transported.

Environmentalists say they don’t like a new

Developers must try to build around wetlands, but if they can’t,
they can build new wetlands somewhere else.

Federal agencies say the new rule helps clarify what developers must do to
make sure the nation doesn’t lose more of its wetlands.

Jim Murphy is with
the National Wildlife Federation. He doesn’t like the rule.

“If you’re losing a high quality marsh or fen and getting a
golf pond even if you’re counting up acreage, and you’re getting more acreage,
you’re getting a much less valuable resource in return.”

Murphy says some studies show that up to 80% of these man-made
wetlands eventually fail. The new rule also allows developers to create a
new stream if they have to destroy one.

Murphy says there’s very little
evidence that a stream can ever be replaced.

individuals should take more precautions as global
warming continues. Chuck Quirmbach has more:

Most scientists say a warmer climate will bring some good things for public health, like
longer food growing seasons in parts of the world. But Dr. Georges Benjamin also
believes the forecasts of what bad things might happen.

“We know that climate change certainly could increase air pollution, leading to increases
in things like asthma, allergy and chronic obstructive pulmonary disease”

Benjamin heads the American Public Health Association. The group is issuing a
blueprint for health professionals and the public to combat climate change.

The effort includes calls for government to provide more shelter and health monitoring
during heatwaves, and recommendations for people to be more careful during high
temperatures and heavy rainfalls. The group will also urge Congress to consider health
issues when it debates legislation to curb global warming.

Using Dams to Make Hydrogen

cheaper power. Now, one community wants to use its

We’re standing beside an old dam next to a public area still known as Power Station Park.

“Back in the 1800s, where we’re standing now was a sawmill.”

Mayor Jamie Rogers is the mayor of Lake Placid, New York.

Two dams on this river create Mill Pond.

“As you look to your left, that was the old turbine house. It was one of two
turbines in the community that generated power for the village.”

After the massive hydro development in the late 1950s, Lake Placid’s hydro-electric turbines were
removed in favor of cheaper imported power.

Now the village is working on a project to again harness this local energy source. But this time it won’t
be for conventional electricity.

“We’d be generating power to start electrolyzing water to create hydrogen.”

Electricity from the dam would be used to extract hydrogen from the water. The hydrogen would then
be stored in high pressure tanks. The fuel could be used to operate vehicles without emitting any
greenhouse gases.

The researcher behind the Lake Placid proposal is Richard Greeley. He’s a former professor who’s
worked on other cutting edge energy projects.

“You use air from the atmosphere on one side and hydrogen on the other and they combine on the
electrode and it forms water and electricity.”

Greeley’s founded a company called Aqua Green Electric Energy. He hopes to develop local sources
for powering hydrogen fuel cells.

“This turbine set up I have could fit on any dam. Why you can renew it and generate electric power again from any number of dams, big, small,
little – any size. So, I’m thinking this whole feature can be duplicated once we show everyone that this thing works.”

The project is expected to cost $1.5 million dollars. The Village of Lake Placid won’t spend local tax money,
but plans to try to get state and federal dollars to pay for the project.

It’s expected to take at least 18 months to build. If it is built, it’s believed to be the first of its kind in the
country.

This project won’t be a money maker. The amount of hydrogen that could be produced would be at
most, about 25 kilograms a day – the equivelant of about 25 gallons of gasoline.

Eventually, local production facilities could spring up all over the country. Daniel Sperling is director
of the Institute of Transportation Studies at the University of California, Davis. He says as the sun sets
on the era of cheap oil, the nation and the world will have to start making other arrangements.

“It’s becoming increasingly urgent to reduce the amount of oil we use and to reduce the amount of
greenhouse uses. And in both cases hydrogen has great potential. Many people think that in 30 or 40
years it will be the dominant fuel source for vehicles, and for other uses as well.”

A 1998 survey by the U.S. Department of Energy found 212 untapped sites with significant hydro-
electric potential. That’s in the state of New York alone.

Lake Placid Mayor Jamie Rogers says all that unused power could eventually add up, cutting total
greenhouse emissions.

“If you look at small dams like this across the Northeast, across this state and probably across this
country, there’s a lot of potential to generate hydrogen fuel on sites from existing dams that are already in place.”

And he hopes his town is the first to show that it can be done.

Four decades ago, one event changed how much
of the nation viewed environmental issues. The Cuyahoga River caught fire. Now a filmmaker is
releasing a documentary on the burning river and how it
became a catalyst for change. Julie Grant reports:

Four decades ago, one event changed how much
of the nation viewed environmental issues. The Cuyahoga River caught fire. Now a filmmaker is
releasing a documentary on the burning river and how it
became a catalyst for change. Julie Grant reports:

People viewed things much differently in the middle of the
20th century than they do today. Pollution was an obscure
term, and smokestacks were a sign of prosperity.

“And like a good sign in the heavens, is the smoke from
these mills. A sign of the forgings and castings and sheets
and wire products to come.”

That old film sets the scene for a documentary called The
Return of the Cuyahoga River
.

It wasn’t just smokestacks, but sewer pipes the spewed out
gunk.

As mills manufactured paints, varnishes and oils, the color of
the river changed daily.

In the documentary, longtime river-man Wayne Bratton says
it could turn orange, red, blue or green – depending on the
color paint mills were making.

“Fifty years ago, the river boiled like a cauldron. This was all
very black, high petroleum content. Anoxic. And just
constantly bubbling like a stew on a stove.”

And prime for catching fire. But, 1969 was not the first time
the Cuyahoga caught on fire, and it wasn’t the only river to
burn.

Jonathon Adler is a professor at Case Western Reserve Law
School in Cleveland. In the film, he says that, at that time,
It wasn’t even surprising for a river to catch fire.

“It wasn’t just in Cleveland where we had industrial river
fires. This occurred on the Rouge River in Michigan, the
Chicago river, the Schuykill river in Philadelphia. The
Baltimore harbor. All of these areas caught fire due to the
collection of industrial waste and debris that at the time
wasn’t being cleaned up.”

The film-maker who’s responsible for the documentary on
the Cuyahoga, Larry Hott, says at the time it barely made
the news. It wasn’t until six weeks later when Time
Magazine ran an article about the fire in its new “Environment”
section.

“This was just after the moon shot, the first landing, and it
was also just after Ted Kennedy’s incident at Chapaquitic.
And this turned out to be the best selling magazine in time
magazine’s history. So millions of people saw this story.
And then people started talking about it – ‘what do you
mean, a river caught on fire?’”

After the Time Magazine article, the Cuyahoga became the
poster child of the environmental movement. In the
documentary, Professor Jonathon Adler says people were
astonished.

“One consequence of the Cuyahoga fire was greater political
pressure for additional federal legislation. And one of the
things that led to was the Clean Water Act of 1972, when the
federal government really increased dramatically its role in
helping to maintain water quality.”

The Clean Water Act and other federal regulations stopped
factories from dumping waste directly into rivers.

Many of the nation’s rivers are still being cleaned up. The
Cuyahoga still has problems, but it’s much cleaner than it
was a few decades ago. The documentary producer, Larry
Hott, says he recently took a boat into the river and was
surprised by the beauty of the Cuyahoga.

“You can save a river. It’s a symbol of hope. It gives us
hope – that after everything has gone wrong, after the cities
have burned and the river has burned, it can come back, and
we can be hopeful about the environment.
