from foreign ports. They stow away in the ballast
water of cargo ships. Once in US waters, some of
the foreign species become invaders, damaging the
ecosystem. The federal government has done little
to stop these invasive species. Rick Pluta reports now some states have decided to take
things into their own hands:

dock workers say Michigan’s new rules are jeopardizing jobs
without actually stopping the introduction of new species into
the Great Lakes.

In Michigan, the Great Lakes shipping industry is trying to delay
the new Michigan rules. Shipping companies, port owners, and
dock workers say Michigan’s new rules are jeopardizing jobs
without actually stopping the introduction of new species into
the Great Lakes.


People in the shipping business say the problem is Michigan is
the only state in the Great Lakes region that is requiring ocean-
going freighters to install expensive technology as a condition
of using one of its ports.


John Jamian is the president of the Seaway Great Lakes Trade
Association. He says requiring ocean-going freighters to install
expensive technology before they can dock in Michigan ports won’t
solve the problem. The ships will just go to other Great Lakes
ports.


If a ship goes to Windsor or Toledo that doesn’t have these rules
and regulations, they will discharge their cargo. If there were
any critters on those ships they could still swim or crawl into
Michigan waters, so you still haven’t solved anything.


Jamian represents the owners of ships that travel from the
Atlantic Ocean to the Great Lakes via the Saint Lawrence Seaway.
He says ship owners will very likely avoid Michigan ports, and
choose to unload at ports in other states and Canada:


“The fact of the matter is that they’re not going to put an
expensive piece of equipment just because Michigan calls for it
on their ship when in fact it may not be acceptable anywhere else
in the world and it might just be easier to take that cargo
across the river and unload it where they don’t have these
regulations.”


And for Michigan ports that are near other competing ports,
that’s a concern. Patrick Sutka is the treasurer for Nicholson
Terminal and Dock Company at the Port of Detroit:


“We fear these ships may be going to other ports, such as Windsor
right across the waterway, or other competitors of ours such as
Toledo or Cleveland.”


At the height of the shipping season, there might be three
freighters at a time moored to the docks, offloading steel and
other cargo. A hundred trucks a day will move in and out of the
docking area to get those commodities to factories.


On the dock right now are dozens of stacks of 20-ton slabs of
steel from France and Russia. That Russian steel was most likely
shipped from a port in the Caspian Sea or the Black Sea. The
freighters take on ballast water from those seas for the voyage
to the Great Lakes. That ballast water helps keep the ships low
and steady in the water.


The ships are required to exchange the water in deep ocean mid-
journey. The salt water is supposed to kill the fresh water
organisms. But, some organisms can survive the trip. That’s how
zebra mussels, quagga mussels and the round goby fish made their
way from the Balkans to the Great Lakes.


Those invasive species and others combine to cost the economy an
estimated 5 billion dollars a year. For example, zebra
mussels cost taxpayers and utility customers. It shows up in
your power bill because the utilities have to pay divers to
scrape the crustaceans off pipes carrying cooling water to power
plants.


Shipping companies, port owners, and dock workers’ unions are all
pressuring Michigan to hold off on enforcing its new law. What
they’d really like is for the federal government to step in,
negotiate with Canada, and create a regional set of rules for
combating aquatic invaders:


“…But the federal government has not had the guts or the
gumption to step up to the plate and get this done.”


Patti Birkholz chairs the Michigan Senate Environmental Affairs
Committee. She sponsored the law:


“So we’re going to do it on a state-by-state basis. Our eco-
system within the Great Lakes is what many scientists have termed
‘on the tipping point.’ We cannot deal with any more invasive
species in this system, and we know the majority of the invasive
species come through the ocean-going vessels. They know they’re
the cause. We know they’re the cause. We’ve got to deal with this
situation.”


Michigan’s new law is as much a political statement as anything
else and other states are starting to follow Michigan’s lead.
Birkholz says Wisconsin and New York could pass ballast standards
this year.


In the mean time, Michigan environmental officials say they
intend to enforce the state’s requirements when the Great Lakes
shipping season resumes in the spring. But, so far, no ocean
freighters have applied for a permit to dock at a Michigan Port.

Farewell Tour of Historic Icebreaker

The historic Coast Guard icebreaker Mackinaw has docked for the final time. The vessel is scheduled to be decommissioned at the beginning of June, after more than six decades of service on the Great Lakes. The GLRC’s Sarah Hulett visited the ship on its farewell tour of the lakes, and has this report:

GLRC’s Sarah Hulett visited the ship on its farewell tour of the lakes, and
has this report:


I’m on the bridge of the 290-foot icebreaker, and I’m just in time for the
daily test of the vessel’s alarms and whistles.

After 62 years, they’re still working.

The Mackinaw was built in Toledo, during World War Two – when
demand for raw materials from the Great Lakes region exploded.


The icebreaker extended the shipping season through the winter, and
helped make sure iron ore and other cargo could get to the industrial
cities at the center of the war effort.


Today, Pat Pietrolungo and his 80 fellow crewmembers are still keeping
the shipping lanes cleared for commercial transport. They can spend up
to two weeks at a time on the ship, cutting ice during the winter months.


But cruising Lake Superior in the dead of winter can get spooky on those
long, cold winter nights.


Pietrolungo says there are some crew members who think there’s a ghost
on board the Mackinaw.


“Certain little weird things happen. Lights will flicker that shouldn’t,
doors will shut, some of the wheels on the scuttle will turn. I guess it
was a former crew member that died on board.”


But that ghost will have a lot less company soon, when the crew moves
to the Mackinaw’s smaller, more efficient replacement this summer.


The old ship isn’t flexible enough to serve other purposes for the Coast
Guard. And Pietrolungo – the Mackinaw’s machinery technician – says
finding parts for the vessel’s huge diesel engines is getting more difficult
by the year.


“It’s more or less along the lines of a locomotive engine. So you’ve got
to go start searching train museums, more or less, to find the big parts if
we needed them.”


A non-profit group based in Cheboygan, Michigan wants to make the
Mackinaw itself a museum.


Hugh O’Connor and his two young children were the first in line to
board the vessel when it docked in Detroit during its farewell tour. He
says he’ll be sad to see the Mackinaw decommissioned, but he says he
would visit the ship as a museum. Like a lot of boys who grew up along
the lakes, O’Connor says he and his friends knew the names of all the
freighters, and looked forward to catching a glimpse of the Mackinaw.


“We always used to ice fish in the winter, and I remember from our ice
shanty you’d get out and see it going by, breaking ice on Lake Saint
Clair for the freighters. That was when they were trying to run the boats
year-round. I don’t think they do that much anymore though. That was
pretty cool. Back then it was all white, though. Painted all white.”


The Mackinaw’s hull – painted red since 1998 – powered through thick
sheets of Great Lakes ice for the last time this past winter.

Ten Threats: Sewage in the Lakes

single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining
pollution isn’t that easy:

We’re continuing our look at Ten Threats to the Great Lakes. Lester Graham
is our guide through the series. He says the next report is part of coverage
of a threat called point source pollution.


Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining
pollution isn’t that easy:

We’re on the banks of the Maumee River near Toledo, Ohio. Sandy Binh
brought us here to describe what she saw in the river several years ago when
she was out boating with some friends.


“When there was a heavy rain maybe five years or so ago this is where we saw
a sea of raw sewage in this whole area. It was like, I mean it was like chunks
everywhere. It was just disgusting.”


Binh reported it and found that the city couldn’t do anything about it. That’s
because Toledo’s sewage treatment plant is at the end of what’s called a combined
sewer system. These systems carry both storm water from city streets, and raw
sewage from homes and businesses. If too much water comes into the plant, a
switch is flipped, and the sewage goes straight into the river.

Steve Hallett manages engineering at the wastewater treatment plant for the
city of Toledo. He says a rainstorm can bring twice as much water as the
plant can handle.


“And when hydraulically you can only take about 200 million of it – where’s
the other 200 hundred million go?”


“Where does it go?”


“Uh, it’s by-passed. Limited treatment possibly and then it would be
by-passed to the Maumee River”


Toledo is not alone. More than seven hundred cities across the country have
combined sewer systems that often overflow, cities such as Milwaukee,
Detroit, Buffalo, Chicago, and Cleveland. Every year billions of gallons of
raw sewage are dumped into the Lakes from cities with these old combined systems.


The sewage can cause problems for the environment, but the biggest concern
is that people might get sick. Some of the bugs found in sewage can cause
liver problems, heart disease, and can even cause death.


Dr. Joan Rose is a microbiologist with Michigan State University. She’s
been studying sewage in water for more than 20 years. She says sewage
contains viruses and other nasty microorganisms that can hang around in the
environment.


“Up here in the Great Lakes region with the cool temperatures we have –
these organisms can survive for months, and also these organisms
accumulate.”


Rose says what’s unique about the microorganisms in sewage is that it only
takes a few of them to cause diseases in humans, and once contracted they
can be contagious.


The Ohio EPA sued the city of Toledo. It wanted the city to clean up its
act. After a long battle, the city and the state reached a settlement, and
officials agreed to spend more than 450 million dollars to try to do
something about the problem.

Back at the wastewater treatment plant we’re standing on the edge of a deep
pit. Down at the bottom sparks are flying as welders climb over towers of
green rebar. They’re building a new system that’s designed to treat water
quickly when there’s a heavy rainstorm. The water won’t be fully treated,
but the solids will be settled out and the water will be chlorinated before it’s
released into the river. It’s a compromise the city and the state EPA agreed
upon.


Steve Hallett says to fully treat every drop of water that comes to the
treatment plant in a big storm would require a project four times this size.


“You’d need massive amounts of storage to hold every drop here. You know, that’s
extremely costly and I think, uh, is deemed not feasible.”


Toledo’s project will mostly be paid for by a steady hike in water and sewer
rates over the next fifteen years. The increase was approved by voters
three years agom, and officials plan to go after federal grants and loans
to help defray the costs, but federal dollars are getting scarce. Big cuts
have been made to the federal low interest loan program many cities use to
finance these projects.


The demand for financing is likely to increase. The cost of upgrading the
nation’s combined sewer systems will cost hundreds of billions of dollars.
The question is, who will pay to stop one of the biggest sources of water
pollution left in the country?

That’s because only five percent of the world’s cargo fleet can fit through its locks and
channels. For decades, the shipping industry has wanted to make them bigger. David

That’s because only five percent of the world’s cargo fleet can fit through its locks and
channels. For decades, the shipping industry has wanted to make them bigger. David
Sommerstein reports:

The port of Ogdensburg sits on the St. Lawrence River in northern New York State.
When the Seaway was built, local residents were promised an economic boom. Today
what Ogdensburg mostly gets is road salt.

Road salt and a white mineral called Wallastonite – the Dutch use it to make ceramic tile.
Front-loaders push around mountains of the stuff. In all, the port of Ogdensburg
welcomes six freighters a year and employs just six people.


Other Great Lakes ports are much bigger, but the story is similar. They handle low-value
bulk goods – grain, ore, coal – plus higher value steel. But few sexy electronic goods
from Japan come through the Seaway, or the gijillion of knick-knacks from China or
South Korea.


James Oberstar is a Congressman from Duluth. He says there’s a reason why. A
dastardly coincidence doomed the Seaway.


“Just as the Seaway was under construction, Malcolm McLean, a shipping genius, hit on
the idea of moving goods in containers.”


Containers that fit right on trains and trucks. The problem was the ships that carry those
containers were already too big for the Seaway’s locks and channels.


“That idea of container shipping gave a huge boost of energy to the East Coast, Gulf
Coast, and West Coast ports, and to the railroads.”


Leaving Great Lakes ports behind ever since the regional shipping industry has wanted to
make the Seaway bigger.


The latest effort came in 2002, when the U.S. Army Corps of Engineers studied the
economic benefits of expansion. The study said squeezing container ships through the
Seaway would bring a billion and a half dollars a year to ports like Chicago, Toledo, and
Duluth. But if you build it, would they come?


“Highly doubtful that container ships would come in. Highly doubtful.”


John Taylor is a transportation expert at Grand Valley State University in Michigan.
He’s studied Seaway traffic patterns extensively. He says there would have to be “a sea
change” in global commerce.


“Rail is too competitive, too strong moving containers from the coast in and out say from
Montreal and Halifax and into Chicago and Detroit and so on, too cost-effective for it to
make sense for a ship to bring those same containers all the way to Chicago.”


The expansion study sparked a flurry of opposition across the Great Lakes. It failed to
mention the cost of replumbing the Seaway — an estimated 10 to 15 billion dollars. It
didn’t factor in invasive species that show up in foreign ships’ ballasts. Invasives already
cost the economy 5 billion dollars a year, and environmentalists said it glossed over the
ecological devastation of dredging and blasting a deeper channel.


Even the shipping industry has begun to distance itself from expansion. Steve Fisher
directs the American Great Lakes Ports Association.


“There was quite a bit of opposition expressed through the region, and in light of that
opposition we took stock of just how much and how strongly we felt on the issue and
quite frankly there just wasn’t a strong enough interest.”


Most experts now believe expansion won’t happen for at least another generation.
Environmentalists and other critics hope it won’t happen at all.


So instead, the Seaway is changing its tactics. Richard Corfe runs Canada’s side of the
waterway. He says the vast majority of Seaway traffic is actually between Great Lakes
ports, not overseas. So, the Seaway’s focus now is to lure more North American shippers
to use the locks and channels.


“Our efforts have to be towards maximizing the use of what we have now for the benefit
of both countries, the economic, environmental, and social benefit.”


Today, trucks and trains haul most goods from coastal ports to Great Lakes cities.
Shippers want to steal some of that cargo, take it off the roads and rails, and put it on
seaway ships headed for Great Lakes ports.

More Trees Lost in Ash Borer Battle

Now, a team of scientists in Ohio has endorsed a new plan to counter the ash borer’s attack. The Great Lakes Radio Consortium’s Bill Cohen reports:

Now, a team of scientists in Ohio has endorsed a new plan to counter the ash borer’s attack. The
Great Lakes Radio Consortium’s Bill Cohen reports:


Some ash trees in northwest Ohio have been infected with the ash borers… so the scientists are
supporting a plan by agriculture officials to order that ALL ash trees within a half mile radius of
the stricken trees be chopped down. Ohio insect expert Dan Herms is on the scientific panel
that’s urging quick action…


“12 million ash trees have already died in southeast Michigan, and so all these ash trees in Toledo
are inevitably doomed anyway. So the key is to try to get in front of this to prevent it from
spreading into the rest of Ohio and ultimately the rest of North America.”


Herms expects Ohio’s cut-down project to begin this winter. He notes ash trees are valuable as
timber… with Ohio’s crop having an estimated worth of one billion dollars.

Region Battles Emerald Ash Borer

At stake across the Great Lakes region: millions of dollars of wood that’s used for furniture,
cabinets, flooring, and baseball bats. That’s why Ohio agriculture officials have quarantined an
area around Toledo, banning residents from transporting ash wood out of the area. They’ve also
sprayed pesticide on nearby un-infected trees and taken even more drastic action among the 4,000
trees the beetles had already struck.


David Shlike works for the Ohio Agriculture Department.


“At ground zero, out a quarter of a mile, we cut everything, took it down. And had to chip it. We
hauled these chips to Michigan, and they were incinerated. It’s just a devastating pest and that
pest is going to be hatching out here anytime now between the 1st of May and the 15th of May,
and we were trying to take away its food source.”


It will be a few more months before it’s clear whether or not Ohio’s action has stopped the bugs’
advance.
