What’s Behind the Organic Milk Label?

Products labeled “organic” used to be associated with
hippie culture. Ever since the National Organic Standards
went into effect five years ago, organic has become big
business. Sales of organic products now total about 20-billion dollars a year in the U.S. But that quick growth
spurt is coming with some growing pains. Julie Grant
reports:

Kara Skora is a part-time college professor, and her family
doesn’t make a lot of money. She’s wearing a hand-me-down
sweater. She’s been eyeing some bracelets at this Target
store, but she quickly walks away. She isn’t going to
spend her money on something so frivolous. Instead, Skora
goes to the dairy case and pulls out a carton of organic
milk. At $3.50, it’s nearly double the price of a regular
half gallon. But Skora thinks the higher cost is worth it
for her two sons:


“Because it’s the one thing. I mean, we don’t go out to
dinner, we don’t waste money on things. We don’t have much
money to spend. But I figured, this is becoming their
bodies. This is becoming their bones and their flesh, and what
little they have, they’re both skinny little boys. So I’m
willing to go into debt to get organic milk.


Julie Grant: “You really go into debt?”


“Oh yeah, we’re in credit card debt. I think a couple
thousand dollars of that every year is organic milk. It’s
the one thing we splurge on.”


Skora used to have to go to a health food store to find
organic milk. These days, she can buy it a lot of places.
And whether she’s buying it at Target or somewhere else,
she trusts that the government’s organic label means the milk
meets certain standards.


It used to be, a label that said “organic” could mean all
kinds of things. Different state agencies and private
organizations each had their own organic standards. Each
trained their own people to inspect farms – to make sure
farmers were meeting their organization’s rules.


Then, five years ago, the US Department of Agriculture
launched the National Organic Program. Now, the people who
inspect organic farms are all looking at the same set of
rules: the USDA’s national standards.


A national standard means farmers know what they need to do
to sell milk as organic in every state. So now big dairy
farms are churning out organic milk to be shipped out
across the nation.


Leslie Zuck is director of Pennsylvania Certified Organic,
one of the certifiers for the USDA. Zuck says the national
program has some problems. The standards aren’t always
specific, so it can be difficult for certifiers and farmers
to know if they’re doing the right things. For instance,
one big concern is how long dairy cows get to be out on grass:


“You go out there and you say, we don’t think enough
pasture, and they say how much is enough and we say, well, we don’t really know but we don’t think you have
enough.”


Since some rules are a little fuzzy, some certifiers are more
lenient than others:


“Some certifiers have interpreted that part of the regulation as
not really requiring that cows have pasture all the time, and that they don’t
really have to have a lot of grass to eat, they just have to be out there walking around few hours a day.”


Zuck says some dairy producers find out which agencies will
interpret the standards the way the farmers want, and hire
those certifiers:


Barbara Robinson: “Well, that shouldn’t be the case.”


Barbara Robinson is USDA administrator of the National
Organic Program.


“Certifying agents should all be applying rules in the same
way.”


Robinson concedes many issues, such as the required amount
of pasture, need to be clarified in the national rules.
Some environmentalists were appalled that a large dairy
producer in Colorado was certified organic. Aurora Farms
confined its cows indoors for nine months out of the year.
Robinson says the USDA considered revoking the company’s
certification, but instead signed an agreement – and she says Aurora
Farms has been improving its practices:


“I don’t have any problems telling consumers who go into
retail market and purchase organic milk at Wal-Mart that
they are purchasing properly labeled certified organic
milk. They can feel comfortable with that.”


And Wal-Mart and Target are exactly the kinds of retailers
that Aurora Farms supplies with its organic milk.


Meantime, the people who buy that milk say they expect the
government to make sure the dairies are living up to the
national standards. Especially since customers like Kara
Skora have to sacrifice so much to pay the higher prices of
milk with an organic label.

Ethanol Puts Strain on Immigrant Farming

Demand for corn-based ethanol is growing and that’s made farmland more valuable. This
year, American farmers planted 14 million acres more corn than they did last year. Some
small immigrant farmers believe that’s why they’re having a hard time finding land to rent
to grow fresh fruits and vegetables. Joel Grostephan reports:

Jenny Chang doesn’t want to change the government’s policy on ethanol subsidies. She
just wants some good land to raise her vegetables that she sells at the farmer’s market.
When planting time came around this year, she was still looking for a plot to rent. Chang is
Hmong and she came from Laos more than 20 years ago with few job skills. For
the last 7 years, she’s made part of her income from farming on land she rents. In the
past, finding land to rent wasn’t that hard. But, Chang says through her daughter who
interprets for her, this year was different:


“She said that this year, we couldn’t find land, that’s why we got stuck with this bad area.
She’s really sad.”


With corn selling for double what it did last year, land values are going up. That means
rent is going up. And the 300 Hmong farmers in this area are having a hard time finding
land they can afford.


Kent Olson is an economics professor at the University of Minnesota. He says he thinks
land scarcity is due to higher demand for ethanol:


“Your ethanol may have started the ball rolling, and created higher prices for corn, which
pushed corn onto other land from other crops but that’s pushed soybean prices up. So we
are seeing higher rent from a couple different directions.”


In theory, ethanol from corn is supposed to be good for the environment. It burns cleaner
and means less reliance on foreign oil.


But… conventional corn farmers rely on fossil fuel-based fertilizers and chemical
pesticides. By the time their diesel-powered tractors plant the corn, combines harvest it,
trucks transport it and ethanol distillery plants cook it, the energy gain from corn ethanol
is marginal.


The Hmong farm differently. Most don’t use fossil fuel-based fertilizers or pesticides.
Instead, they do a lot of hand weeding, and put in long days. Jenny Chang fertilizes her
tomatoes with chicken manure. Chang’s daughter, who is also named Jenny Chang, says
many older Hmong farmers are suspicious of chemicals:


“They like gardening the way they used to back in old Laos. They don’t really know what
insecticides and pesticides are, or how to use it so that’s why they just don’t use it. And a lot of
people are afraid of cancer, so they just like to grow things organically because they eat it
themselves.”


And researchers say growing food this way seems more environmentally friendly than
growing corn for ethanol.


Bill Moseley is a professor at Macalester College in St. Paul. He studies the
environmental effects of agriculture:


“Conventional corn production is displacing, in this particular case, a form of
agriculture that is more environmentally sound in terms of it’s using fewer fossil
fuel imports, and it’s producing crops for the local market, it’s particularly ironic in
this instance.”


Government officials don’t think increased corn production for ethanol is the problem.
Perry Aasness works with the U.S. Department of Agriculture’s Farm Service Agency. When he learned the Hmong farmers were having a hard time finding land to rent, his
agency helped them. But Aasness believes corn production for ethanol is NOT the cause
of the land shortage:


“Well, at least in Minnesota I think it’s very, very minimal. I think the real issue that I
have seen in Minnesota is that the Hmong farmers, the Hmong community is primarily
based in the Twin Cities metro area. They have to go further out to get land — a lot
of it I think is just due to urban sprawl.”


For many people in the Minneapolis-St. Paul area, the Hmong are the face of agriculture
at farmers markets. But since no government agency keeps track of their numbers, it’s
hard to know if their tradition of raising crops on small plots of rented land is going well,
or if ethanol and high corn prices are actually putting their small businesses in danger of.

Super Weeds on the Rise

Farmers across the country are increasingly using genetically
modified crops that are resistant to an herbicide commonly known as
“Roundup.” But as Tracy Samilton reports, weeds are starting to

Glyphosate, known by the brand name Roundup, kills all kinds of plants –
except for crops engineered to resist it. Unfortunately, weeds are
beginning to develop Roundup resistance, too.


Steve Duke is a researcher with the US Department of Agriculture. Duke
says there are ways to slow the evolution of Roundup-resistant weeds,
such as rotating crops, rotating herbicides and using more than one
herbicide.


But many farmers aren’t using the techniques, because they’re more
trouble and more expensive:


Farmers tend to think, oh there will be another silver bullet coming
down the pike in the near future, so they want to maximize their
profits this year.


Duke says farmers could use glyphosate for a lot longer if they follow
the recommended practices. Duke says that’s good, because Roundup is considered
less harmful to the environment than other herbicides.

The emerald ash borer has already killed 20 million ash trees.
Scientists think the ash borer got into North America in cargo from
China. It came over without any of the parasites that normally keep it
in check.


Researchers want to bring in some of those parasitic wasps from China
to try to kill the ash borer beetles.


Juli Gould is with the US Department of Agriculture. She’s been
studying the parasitic wasps. She says the ash borer can’t be
eradicated, but the parasites might slow the beetle’s spread:


“The population is very widespread right now and we need another tool
in the toolbox to help control it.”


Gould says they’ve been running tests to make sure the parasitic wasps
won’t kill insects other than the ash borer. She says in her lab
tests, the parasites appear to much prefer ash borers over the other
insects they tested.

A lot of times, farmers don’t spread manure for fertilizer in the spring because
it can get in the way of opportunities to plant. So, a lot of farmers
spread manure in the winter. But spreading liquid manure on the frozen
ground means it doesn’t get plowed into the soil. Snow and rain can
wash the manure over the frozen dirt and into waterways.


Steve Jann is involved in a study by the Environmental Protection
Agency and the U.S. Department of Ag:


“When that runoff occurs it can carry manure pollutants with it. And
those pollutants when they enter surface waters can kill fish or allow
pathogens to enter surface water.”


And if that river or lake supplies drinking water, it can make people
sick. The study will compare pollution levels in waterways from
manure-spreading in the winter and the spring to see if pollution
from farm fields can be reduced.

to the highest price it’s been in 10 years. In the
first of our two-part series on ethanol, Rebecca Williams
reports that economists say the push for more ethanol will
mean higher prices at the supermarket:

Everything in your classic American meal has one thing in common.


(Sound of soda can opening and fizzing)


The burger, chips, soda, even the ketchup. They all depend on corn.


Cows eat corn. Chips have corn oil in them. And your soda and ketchup
have high fructose corn syrup as a main ingredient. Supermarkets are
loaded with food that has something to do with corn.


And lately, corn’s been near its highest price in ten years. The price
has nearly doubled. Everyone from livestock producers to beverage
companies has been feeling the squeeze of more expensive corn. And
that’s been starting to show up at the grocery store.


The US Department of Agriculture predicts our food is going to get more
expensive this year, and maybe for many years to come.


Ephraim Leibtag is a USDA economist. He says we’ll probably be paying
between two and a half and three and a half percent more this year at
the store:


“That’s on average for your food bill. So if you’re buying an average
basket of products and you spend $100 when you go to the store, now
you’ll be spending $103. But you’ll see it first in products most
related to corn. In addition you’ll see some after-effects because if
more corn is produced that may drive up the price of other commodities
if the tradeoff in land is between, let’s say, corn and other potential farm
products.”


So if farmers plant more corn for ethanol instead of soybeans, that
will drive up the price of soybeans, and in turn, the food that’s made
from them.


It turns out that’s exactly what farmers are planning to do this year.
A recent USDA report says farmers will be planting 12 million more
acres of corn than last year… and less soybeans, and rice.


Leibtag says high corn prices have been great for corn farmers, but he
says it’s been rough on a lot of other people:


“If you use corn as a main ingredient you’ve already noticed your costs
go up quite a bit. Some companies have explored the possibility of
substituting or using other products. But certainly producers of livestock and
poultry have higher feed costs. They have to think about exactly how they’re
going to produce their product when one of their inputs goes up 20, 30,
50, 80 percent in price.”


Ethanol backers say it’s just a matter of time before the market will
adjust to more expensive corn. Bob Dinneen is the president of the
Renewable Fuels Association:


“Corn prices are indeed going up… Our own industry is paying more for feedstock for ethanol today. But
at the end of the day, as the marketplace adjusts, we’ll be able to grow
more than sufficient grain to satisfy the country’s demand for food,
fuel and fiber and rural America will be better for it.”


But others argue it won’t be possible to have it all forever. Lester
Brown is the president of the Earth Policy Institute:


“Usually in the past, rises in food prices come when we have a poor
harvest somewhere in the world as a result of weather and therefore is temporary. It usually
lasts a year or so and weather comes back to normal and we get a good
harvest again. What we’re looking at now is continuous pressure on
prices as far as we can comfortably see in the future, simply because in
agricultural terms, the demand for automotive fuel is insatiable.”


Brown says we’re at risk of trading food for ethanol fuel. And he says
it’s not just going to impact food prices in the US. It’s also going
to affect food supplies worldwide, especially in developing countries.


“The biggest effects are hitting people in other countries who consume
corn more directly, like Mexico for example, which has a corn-based diet and there
the price of tortillas has gone up about 60 percent.”


Brown says many US politicians have what he calls “ethanol euphoria.”
He’s called for a moratorium on licensing new ethanol plants. He wants
the government to think about whether it makes sense to keep
subsidizing ethanol made from corn.


Many people, even some in the ethanol industry, say ethanol from corn
is a limited solution. So researchers are looking for ways to make
ethanol from other sources, such as woody plants like switchgrass.


In the meantime, ethanol from corn is still the most viable option.
Economists say if corn gets diverted into ethanol on a large scale,
that might mean we’ll all be paying higher food prices for the next
several years.

that some of that conservation is being stalled:

conservation on farmland have done a lot to
improve the environment over the past twenty
years. The federal government has paid farmers
to take some cropland and set it aside to protect
waterways and wildlife habitat. In the second of
our two-part series on ethanol, Julie Grant reports
that some of that conservation is being stalled:


A good hard rain can wash a lot of valuable soil off a farm field.
John Wallbrown grows corn and soybeans on his farm. He says losing
soil is just like losing money. The soil carries with it all the
nutrients he’s put in the fields to help the crops grow, things such as
nitrogen and phosphorous. Wallbrown says he’s put in a good number of
grass waterways through the fields to help filter the water and hold on
to that soil:


“And so when you put in a grass waterway, it dramatically reduces the
amount of erosion. And it is just better for the water supply, better
for our crop. We’re keeping our soil in our field as opposed to it
getting put away.”


What Wallbrown calls nutrients in the field are considered pollution
once they wash into rivers and lakes. So Wallbrown says planting grass
near waterways is good for everyone. Except it means he’s got to use
land that otherwise could be growing crops, and that’s a loss of
income.


Wallbrown has gotten various government assistance to offset those
losses. The largest program, is called the Conservation Reserve Program, known as the
CRP for short.


John Johnson is with the US Department of Agriculture. He says when
you add up all the farms like John Wallbrown’s around the country, the
CRP is making a huge difference in reducing agricultural runoff into
waterways:


“Over 450 million tons of topsoil annually are prevented from eroding
because of CRP. We’ve got lots of really good benchmarks and measurements of
success of CRP, in both water quality, soil erosion and wildlife
habitat.”


But that set-aside land is in demand these days. There’s been a huge
call for bio-fuels to help reduce American dependence on foreign oil.
Bio-fuels are made from crops such as soybeans and corn, especially
corn. So Johnson says the government has decided to stop enrolling
new farmland into the conservation program:


“The overriding concern was that there is a need for a larger supply of
corn and soybeans and wheat production right now, so given the need for
that production, let’s just take a pause right now from enrolling large
acreage of additional farmland into the CRP.”


Corn is used to make ethanol, a fuel that’s now commonly blended with
gasoline. That’s caused corn prices to nearly double so farmers say
they’re planting 12 million acres more corn this year than last year.
That’s the most corn grown in the US in more than 50 years.


Ralph Grossi, director of the American Farmland Trust, says corn needs a
lot more nitrogen fertilizer than other crops. And when it rains,
nitrogen moves quickly from the fields to the waterways. That’s
especially true when grass strips don’t filter the runoff.


Grossi says that nitrogen drains into creeks and rivers from 36 states
into the Mississippi River and eventually to the Gulf of Mexico. There
it causes huge algae blooms that then die, sink, and the decaying
matter causes low oxygen in the water called hypoxia. That’s why the
Corn Belt has been blamed for creating a huge dead zone in the Gulf of
Mexico each year:


“If you increase corn production and don’t add the conservation practices
it will add nutrients and exacerbate problems in the gulf with hypoxia.
But it’s not just in the gulf, it’s problems for every local water
district that has to purify water for drinking and other urban
purposes. As they have to contend with more nutrients, that increases
their costs of cleaning the water.”


Grossi says the best place to clean the water is at the source. He
says that’s why the government must continue to help farmers pay for
grass waterways and buffer strips – those things prevent farm nutrients
from getting into the water in the first place. He says the need for
grass waters is even greater now that so much farmland is being planted
in corn to meet the demand for more ethanol.

Seed Bank Hopes to Save Trees in Peril

People have been saving seeds for thousands of years. Gardeners save
seeds of their favorite plants. Governments save seeds to protect
their food crops. Now, some people are freezing the seeds from trees.
That’s because the trees are being destroyed by an insect pest.
Rebecca Williams reports they’re hoping a gene bank will protect the
trees’ DNA and some day help bring the trees back:

People have been saving seeds for thousands of years. Gardeners save
seeds of their favorite plants. Governments save seeds to protect
their food crops. Now, some people are freezing the seeds from trees.
That’s because the trees are being destroyed by an insect pest.
Rebecca Williams reports they’re hoping a gene bank will protect the
trees’ DNA and some day help bring the trees back:


Seeds are a pretty amazing little package. They might be small, but
they’re tough. They can live through very dry and very cold
conditions.

These seeds are from ash trees. In some parts of the Upper Midwest and
Ontario, ash trees have been wiped out. The seeds are all that’s left.
That’s because of the emerald ash borer. It’s a tiny green beetle that
got into the US in cargo shipped from China. So far, the beetles have
killed 20 million ash trees. No one’s been able to stop the beetles
from spreading.


David Burgdorf works for a lab with the US Department of Agriculture.
He says people might not even know they had ash trees until the trees
got attacked:


“If your lawn was filled with the ash tree and you had all this great
shade and your energy bills were low, but now the ash tree’s gone, you
only miss it when it’s gone.”


Burgdorf says a lot of people love ash trees for their gold and purple
fall colors. They grow fast and hold up well under ice storms. Native
American tribes depend on black ash for making baskets and medicine.


David Burgdorf is trying to make sure ash trees won’t disappear completely
if the beetle spreads across the country. He’s gathering ash seeds
sent in by volunteers. He’s hoping to build a collection that
represents the entire ash tree gene pool:


“We want to try not to have to bring something back. We don’t want it
to be extinct. It’s important we at least save the seed so we can maybe cross
it, or do something, breed in resistance to the tree and have it
available to come back.”


Burgdorf says he thinks of the seeds as an investment for the future.
The seeds are definitely being treated like a precious commodity.
They’re sorted and they’re X-rayed to make sure the living embryos in
the seeds haven’t been damaged.


Then, the very best seeds in the bunch are off to a high security
government vault:


“We kind of joke that it’s the Fort Knox for seeds.”


Dave Ellis is the seed curator at the National Center for Genetic
Resources Preservation. It’s a giant seed bank. Ellis says the ash
seeds are dehydrated and frozen at 0 degrees Fahrenheit. These steps
put the seeds into a deep sleep:


“In a dehydrated state, degradation of DNA happens much more slowly,
over a course of tens of years or hundreds of years.”


Ellis says the ash seeds should be viable for at least 25 years, if not
longer. He says researchers might be able to use the stored genetic
material to breed new pest-resistant ash trees in the future. Ellis
sees gene banks as a safeguard against a world that’s changing fast.


Scientists say wild plants and crops we depend on will face many new
threats. Climate change might bring more drought.
Escalating global trade could mean importing more pests.


Deb McCullough studies insect pests at Michigan State University. She
says any time you import cargo, you’re running the risk of also
importing pests that can run up huge bills. She says in North America,
one of the big concerns is imports from China:


“If you look at the latitude where China occurs, if you look at the
northern and southern latitude and you overlay that on top of the US and
Canada, it matches up almost perfectly. So you can figure that pretty
much any kind of climate or habitat you find in China, there’s going to
be something similar in the US.”


McCullough says not everything that gets in will turn out to be a pest,
but she says as China’s huge trade surplus with the US grows, there’s a
greater risk more pests will come in.


She says there are some new regulations in place, but restricting
international shipping is a tricky proposition. McCullough says seed
collecting might be one way to preserve plants we rely on:


“People who are molecular biologists, the gene jockeys, have gotten
very good at enhancing or producing resistant varieties of different
kinds of plants. So, that may be something that becomes an option in the
future, maybe not the too distant future.”


McCullough points out there will be serious debate about introducing a
genetically modified tree into the wild. Some people don’t like the
idea of manipulating the genetic makeup of plants or animals.


There are a lot of questions about what might be done with the frozen
seeds, but the seed collectors say regardless, they need to bank up the
DNA of plants that we’re in danger of losing.

A new report from the US Department of Agriculture’s Inspector General shows the US Forest Service is spending too much money fighting fires. It suggests the feds get some help paying the bills from state governments. Mark Brodie reports:


The Inspector General report says the Forest Service went over budget four times in the last six years, spending more than a billion dollars in each of those years.


The service blames the cost increase in part on housing developments. They say more homes are being built farther into the forest.


Tom Harbour is the Forest Service’s Fire Chief.


“All of us treat protection of life as our certain first priority, and then treat the protection of communities and values on public lands as our second, and you bet it does make things more difficult.”


But some state foresters say the real difficulty comes from issues like changes in the weather and too much fire fuel on federal land. They say downed trees and excess brush make it difficult for the forest service to contain fires.


Both sides say they’ll bargain hard when it comes time to pay the bill for fighting fires.

The US government is testing wild migratory birds for a deadly strain of
avian flu. The GLRC’s Rebecca Williams reports, so far, no wild birds have
tested positive:


Researchers have tested 13,000 wild birds in Alaska. They’re worried
that wild birds could carry the deadly H5N1 strain of avian flu as they
migrate from Asia to North America and infect other birds in Alaska. The
virus has killed more than 140 people in Asia, Europe and Africa.


Gale Kern is with the US Department of Agriculture’s Wildlife Services
Program:


“We still don’t know how effective wild birds are at carrying the virus long
distances. I think we need to remain diligent and really keep up our
surveillance efforts because we just really don’t know a lot about this
particular strain yet.”


Kern says biologists will now focus on testing birds in the lower 48 states
as fall migration south begins.


Agencies also consider poultry imports and smuggled pet birds ways the virus
could get into the States.
