Congress is considering legislation that would create national standards for fighting invasive species. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Two Republican house members and a Democratic Senator are sponsoring the legislation. If the bill passes, it would create nationwide standards designed to keep foreign species from overrunning native plants and animals.


The legislation would extend the ballast water exchange standards currently in effect in the Great Lakes to the entire country. It would also improve screening protocols for importing plants and animals.


The bill also includes some funding to test new technologies. They include using chlorine, filters, and ultraviolet lights to kill off foreign species at some entry points to U.S. waterways.


A staff member for Michigan Senator Carl Levin says the bill is intended to be a first step toward developing international rules to stop the spread of invasive species. The lawmakers plan to introduce the bill when they return from their August recess.

Bikers turn their heads when they hear a pair of exhaust pipes cackling
by. The sound catches their attention as much as the style and chrome on
the motorcycle. Bikers such as Neil Toepfer say making changes such as
with exhaust pipes are a part of the culture of motorcycle enthusiasts.


“That’s how we express ourselves, making changes on the bike that make
it even more fuel efficient or perform the way that we the rider want it to perform.”


And the sound of the bike is a big part of identity for many riders.

But motorcycle riders such as Toepfer say they’re concerned about an
Environmental Protection Agency proposal that would crack down on
motorcycle exhaust systems. Toepfer and others have gone so far as to
ride their bikes to Washington to let Congress know they oppose the
EPA messing around with their freedom to modify their bike pipes.


“The thing with the EPA… and I’m probably going to get
somebody’s nose out of joint when I say this… but the EPA is just a
government agency. They don’t answer to the people. They don’t listen to
the people. They’re bureaucrats that have their own agenda.”


Toepfer is being mild compared to what some other bikers are saying
about the EPA. There seems to be a bit of a culture clash. A poster on
the internet by one motorcycle riders association depicts a mock-up of
an assault rifle toting EPA official in riot gear. The caption reads “He’s
from the Government, but he’s not here to help.” It goes on to read “He’s
here to take your heritage. He’s here to take your freedom. He’s here to
take your motorcycle.”

Mike Hayworth is the owner of Watson’s Wheels of Madness, a custom
motorcycle shop in Alton, Illinois. He suspects the problem is either the
government bureaucrats don’t have enough to do… or do-gooders who
can’t mind their own business…


“These environmentalist people, they want to rule our lives
and they’re going to take and do whatever they can to say ‘We got to stop
this and we got to stop that.’ What kind of pollution does a motorcycle –
there’s not enough motorcycles in the United States to pollute anything.”


That same argument is being made in Washington, D.C. Thomas Wyld is
a lobbyist with Motorcycle Riders Foundation. He says a study by the
California Air Resources Board found that street bikes were only
responsible for six one-thousandth of a percent of all motor vehicle
emissions.


“And if you took that pollution inventory of motor vehicles and
made it equivalent of a 100-yard football field, street motorcycles would
occupy a quarter of an inch on that field.”


Wyld adds that motorcycles are fuel efficient, reduce traffic congestion,
and take up less parking space. Wyld says those are things the EPA
should be encouraging instead of pestering bikers with exhaust
emissions restrictions.

The EPA is a little baffled by all the noise about the emissions proposal.
Don Zinger is with the EPA’s Office of Transportation and Air Quality.
He says the bikers don’t understand the proposal…


“These new requirements will have absolutely no effect on
existing motorcycles.”


Zinger says any new restrictions on exhaust systems would only affect
new motorcycles that come off the assembly line after the restrictions are
implemented… probably four years from now.


And Zinger notes… motorcycles pollute a lot more than most people
realize.


“A typical motorcycle built today produces about 20 times as
much air pollution as a new car today over every mile that’s driven. 20
times. That’s pretty significant.”


So, the EPA says street motorcycles should be made to pollute less, as
the EPA has required many other types of vehicles to do.


Many bikers believe the EPA is targeting street motorcycle riders
because they’re a small segment of society with a reputation of being on
the wild side. EPA officials say bikers won’t notice a difference in the
sound or performance of the bikes under the proposed emissions
restrictions… but it will mean they’ll pollute less.

The EPA’s proposal would require new motorcycles to substantially
reduce exhaust emissions. The EPA says the average new motorcycle
pollutes 20 times more than the average new car. Don Zinger is with the
agency’s Office of Transportation and Air Quality.


“The motorcycle standards have been in place since 1980. In
other words, they have not been changed in 22 years now. So, we think it’s
appropriate to consider more stringent standards for motorcycles.”


Bikers are concerned that the emissions restrictions will affect the
performance of motorcycles. They also say the EPA is trying to take
away their right to change how their bikes sound. Many bikers feel the
rumble of their motorcycle is a statement of their individuality. EPA
officials say they just want the motorcycles to pollute less.

Environmentalists have long decried big business influence in energy policy; and while Enron illustrates the worst kind of backroom decision-making, it isn’t an isolated case. More and more Americans have been taking recycling seriously over the last two decades. So much so that today, the EPA says about 30% of the trash Americans produce in their homes is recycled. And the recycling rate for most Midwest states is near that average, but while the agency expects that number to continue to rise, not everyone thinks more recycling is better for the environment. The Great Lakes Radio Consortium’s Mark Brodie takes a look at the economics of recycling:

More and more Americans have been taking recycling seriously over the last two decades. So much so that today, the EPA says about 30 percent of the trash Americans produce in their homes is recycled. And the recycling rate for most Great Lakes states is near that average. But while the agency expects that number to continue to rise, not everyone thinks more recycling is better for the environment. The Great Lakes Radio Consortium’s Mark Brodie takes a look at the economics of recycling.

A small bulldozer collects materials that have sprawled out across the floor of this recycling center…. it then pushes the mound up against a wall. The glass and plastic pile up almost to the ceiling of the building … some ten feet in the air. Welcome to the tipping floor, where workers collect and sort recyclables from the Albany, New York area. Joe Gieblehaus is the solid waste manager for the city. He says Albany officials hope to recycle between 30 and 35 percent of the city’s waste…

“The 30 to 35 gives us I guess the best bang for our buck, basically, recycling is a situation of declining marginal returns. If we try to go after another product in the waste stream, it just costs us more money, and more money, and more money and more money. 30 to 35 seems to give us an economic benefit, the best economic benefit available.”


Albany’s recycling target is similar to that put out by the EPA… and is about the limit that one former EPA assistant administrator says is necessary. Doctor J. Winston Porter was instrumental in starting curbside recycling in the United States in the 1980’s…. but now he says people are taking a good thing too far.

“The last few years, I’ve been somewhat concerned that people are, if anything, aiming too high. You know, I set a 25% goal and there’s nothing wrong with going to 30 or 35 or 40% if you can. But I think many states have set goals of like 50% and I think what we’re doing, we’re getting into an area that’s very non-cost effective and may even hurt the environment because you’re in effect trying to use too much energy and too much processing to recycle too much trash.”


One of those states that’s right about at porter’s limit is Wisconsin. Greg Swanson of the state’s department of natural resources says Wisconsin recycles about 40 percent of its waste. He says the state’s laws call for beneficial re-use. That means the state does not want to spend more energy recycling something than it took to make it in the first place. Swanson says that makes decisions about what to recycle and what not to recycle a little easier.

“You’d like to be able to recycle everything that’s recyclable, but you have to keep in mind the political and economic realities of being able to actually do something with it once you collect it.”


Swanson says that end result is crucial for recycling programs to survive. He says Wisconsin has budgeted more than 24 million dollars for recycling programs this year. That money goes to pay for trucks, drivers, and people who sort the recyclables, among other things. If a state or city recycles something, it has to be able to sell it. If the costs of recycling are higher than the profits from selling the materials, the city or state loses money on the deal. But not everybody believes more recycling hurts the economy. Will Ferrety is the executive director of the national recycling coalition. He says the more Americans recycle, the better it is for both the environment…. and the economy.

“At its fundamental basis, recycling is helping us eliminate the notion of waste because if we can turn what would otherwise be a discarded product into a useful product, we’re making for a more efficient system.”


Ferrety says states should try and recycle as much as possible. He says it’s preferable to many of the alternatives.

“When you look at that entire system, and compare that to what I would call a one-way system where we extract resources, make a new product, use them up, and simply throw them away in a landfill, hands down, there’s less energy used, there’s fewer air pollutants, there’s fewer water pollutants that result from that recycling system when compared to that one way system.”


Among Great Lakes states, Minnesota and New York have the highest recycling rates…at more than 40 percent each of their total waste. The EPA says other Great Lakes states recycle between 20 and 29 percent. Albany, New York’s Joe Gieblehaus says even though many officials on the state and local level would like to recycle more…. the green of the environment sometimes has to take a back seat to the green in the wallet. He says the market drives decisions about whether or not to recycle something. He says the city can only recycle materials that can then be sold to offset the cost of collecting them in the first place.

“There are so few end uses to close the loop; it’s hard for us at the beginning of the loop to find a market for this material…a sustainable market for this material.”


Gieblehaus says his trucks collect about 13 thousand tons of recycled materials a year. He says that’s just enough to help keep the environment green…. without putting the city into the red. For the Great Lakes Radio Consortium, I’m Mark Brodie.

FORGING ALLIANCES IN ‘STEEL DUMPING’ DEBATE

Steel has once again become a big issue in U.S. trade policy. Many steel companies around the Midwest are worried about ‘steel dumping’ and are urging President Bush to support new tariffs and quotas on imported steel. But some steel users say the Bush Administration should back off. How the President handles the issue could affect both jobs and the environment in the region. The Great Lakes Radio Consortium’s Chuck Quirmbach reports:

Steel has once again become a big issue in United States trade policy. Many steel companies around the Midwest are worried about steel dumping and are urging President Bush to support new tariffs and quotas on imported steel. But some steel users say the Bush administration should back off. How the president handles the issue could affect both jobs and the environment in the Great Lakes region. The Great Lakes Radio Consortium’s Chuck Quirmbach reports.


The amount of commonly used types of foreign steel coming into the United States has risen about a third over the last five years, and a federal trade panel ruled recently that much of that imported steel is being sold here at a price lower than what it cost to make it and ship it here. That’s a practice called dumping. The trade panel found that such dumping poses a serious threat to domestic steel makers. So the panel says President Bush should slap tariffs on many product lines of foreign-made steel to raise the prices of the imports. But that’s not such a hot idea to some other industries, which use plenty of foreign steel.

Here at the Engel Tool and Forge Company in Milwaukee…this second-generation family business now uses about 600 tons a year of steel imported from countries like Brazil and Sweden. In the warm and grimy forging area, workers use a robot to move five foot long steel bars that have been heated to 2100 degrees Fahrenheit. Owner chuck Engel watches the orange and white-hot bars enter a machine


“That’s a preforming press …a hydraulic press that preforms the metal. It’s removed from there and moved into a finished form that we gain our finished desired shape.” (WHAM noise)


The bars are scrunched into wheel axles that’ll be shipped to heavy equipment makers in the mining or construction industries. Engel says his company is doing all right during the recession. So he’s says he strongly opposed to the president possibly tinkering with that success by slapping higher tariffs on imported steel.


“I am sure there is a certain amount of unfairness on both sides of the fence but I believe that competition should be what sorts this problem out rather than the government.”


Engel contends domestic steel makers got quote- fat and sassy — over the last twenty years…and he says mergers, downsizing and other changes now taking place among domestic manufacturers will help them compete in the world steel market. Engel says if steel tariffs do go up…he’d have to pass along the price hikes. But other players are urging President Bush to approve higher steel tariffs. The United Steelworkers of America hopes the president even goes beyond what the trade panel recommends. Some environmentalists are also quietly supporting the domestic steel industry. That’s even though green groups have a track record of battling steel manufacturers. Cameron Davis of the Chicago-based lake Michigan federation acknowledges big steel has a dirty history in the area.


“Well traditionally, the steel industry especially in northwest Indiana has been responsible for a fair amount of pollution in the Great Lakes…and that’s air-based pollution, water based pollution, land based pollution across the board.”


But lately environmentalists have been trying to forge alliances with unions like the steelworkers. And Davis notes that environmental lawsuits and other changes have gotten domestic steel makers to start cleaning up their act in recent years. He says if nothing is done to slow the rise in steel imports that could make the United States environment worse. Davis cites the aquatic nuisance species that tag along in the ballast water of foreign ships…including presumably, the ships that bring in foreign steel.


“Without some help in protecting the GL steel industry, we’ll see more and more foreign steel coming into the country. And with that foreign steel probably more aquatic nuisance species that will do more damage not only to the Great Lakes but to rest of country.”


United States flagged Great Lakes shipping companies that haul iron ore from Minnesota and northern Michigan are also siding with the domestic steel makers. George Ryan is president of the Lake Carriers Association. He says if the domestic steel industry keeps getting hurt by foreign imports…there might be some local improvements like less air pollution emitted over Gary or Cleveland, but Ryan says, what about the rest of the globe.


“For anyone who has seen photographs from outer space, we have one world that moves the air around to all parts of the world we can’t really say we condone dirty air in Brazil and in China and okay to do it there cause we’re protecting our air in the United States.”


Ryan is a member of the Great Lakes Commission…which is urging the president and congress to boost steel exports and reduce unfair competition from abroad. Commissioners do the bidding of eight Great Lakes governors…most of whom are republicans like George W. Bush. If the president does not do more to protect United States steel makers and jobs that could be an issue in the gubernatorial and congressional elections next November. Mr. Bush has to announce his plans on steel tariffs and quotas by mid-February. For the Great Lakes Radio Consortium this is Chuck Quirmbach in Milwaukee.

Rush Limbaugh calls me an “environmental whacko.” I’m one of those people who believe in saving energy, preserving wild areas, and treating the earth as a finite resource that should be handled with care. I get alarmed when I hear about air pollution, food contamination, and oil drilling under the Great Lakes.


Rush seems to hate this. He likens me to a nazi extremist. He says I don’t understand the world’s bounty, or the simple principle of supply and demand. Worse yet, he’s convinced I’m one of those “whining liberals” who use environmental scare-tactics to push big government.


The funny thing is, when it comes to most social issues, I’m a fairly conservative guy. There are few so-called “liberal” ideas that I support. Yet, I often find myself walking hand-in-hand with left-leaning Democrats in battles to protect our natural heritage.


I wonder why that is. Shouldn’t Republicans join the fight? After all, there are few things more “conservative” than trying to conserve our resources for future generations.


I know there are some members of the so-called “political right wing” – whatever that is – who feel as I do. REP-America, for example, is a national grassroots organization that claims to be “the environmental conscience of the Grand Old Party.” Members believe we can preserve our environment – and boost our economy at the same time.


But many Republican leaders don’t seem to be listening. They want to scrap laws that have cleaned up air and water, preserved natural areas, and prevented the extinction of native species. What’s that all about?


Anybody with the smarts to get elected ought to be able to see that more – not less – needs to be done. While significant environmental progress has been made during the past few decades, we can still benefit from cleaner air, water, soil and food supplies. And reducing wasteful consumption today will bring greater benefits tomorrow, including greater economic performance?


You’d think more conservatives would be leading the way to safeguard these natural resources – rather than fighting against the liberals who are. If ever there was a bipartisan issue, this is it. Few modern social concerns are as vital to our health, recreation and economic prosperity.


Human progress should not be measured solely on the basis of dollars and development, but also on what we have preserved and protected.


Republican Theodore Roosevelt called conservation “a great moral issue, for it involves the patriotic duty of ensuring safety and continuance of the nation.”


Roosevelt, of course, may have been the first “environmental whacko” to be elected President of the United States. Maybe it’s time for another one – along with several others at all levels of government.


And there’s no good reason they couldn’t be conservatives.

Congress has passed a measure banning drilling for oil or natural gas in the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham reports.


The legislation includes a two-year moratorium on new oil and gas drilling in or under the Great Lakes. US Senators Debbie Stabenow, a Democrat from Michigan and Peter Fitzgerald, a Republican from Illinois came up with the plan. They say the measure was needed in order to protect the waters of the Great Lakes from environmental damage. In Michigan, Governor John Engler denounced the measure. Engler is a long-standing supporter of drilling under the lakes for new energy sources. Susan Shafer is the governor’s press secretary.


“We’re concerned about the federal government coming in and telling us that Michigan and other Great Lakes states: ‘This is what you will do; you don’t have a choice on this.’ And, in the past there have been no federal statutes that have governed control over oil or natural gas in the bottomlands of the Great Lakes. And, so, that’s always been governed by state statute.”


Michigan was preparing to issue new drilling permits. Because of term limits, Engler leaves office at the end of next year. The candidates running for governor in Michigan all oppose new drilling permits. For the Great Lakes Radio Consortium, this is Lester Graham.

Too Much Success for Canada Geese?

Canada Geese are about as common as the green lawns they like to hang out on. But at one time they’d almost disappeared from the region. Thanks to successful wildlife management efforts, the goose is back, and now the question is how best to manage a success story that some say has been too successful. The Great Lakes Radio Consortium’s Dan Gunderson has more:

Thanks to successful wildlife management efforts, the goose is back, and now the question is how best to manage a success story that some say has been too successful. The Great Lakes Radio Consortium’s Dan Gunderson has more.


In 30 years, the giant Canada goose was on the verge of extinction, but the species has made a comeback that amazes biologists. There were just about enough for a gaggle when humans stepped in to help in the late 1960’s, now numbering in the millions today, the goose is a wildlife management success story that won’t stop.


“We’ve spent millions and millions of dollars to bring the population back.
Now it’s high and it’s eating everything in sight.”


Standing on the edge of a waist high soybean field on his Minnesota farm, Chad Jetvig points to a slough about a quarter mile away. It’s obvious where geese feasted on tender young soybean plants early this summer, leaving large bare spots in the field.


Jetvig says he’s always accepted some crop loss from geese as a part of farming among the prairie potholes of western Minnesota, but he says the amount damage is no longer acceptable.


“I would say in the past two years in particular, but it’s been getting worse each year, we’ve started to see huge areas. Just on this one single farm at two hundred acres that’s over 40 thousand dollars right just out of our pocket. That’s a lot of money.”


And thousands of farmers in the Midwest and Northeast U.S. have similar stories.


This year and last, Chad Jetvig has gotten a permit to shoot geese eating his crops, but he says it’s an exercise in futility.


“We came out here and shot one time and the next time you even drive by they’re gone. They’d even know the color of the pickup. If this one blue pickup we’re using came around, they seen that thing, whoosh, they’re gone.”


Only to return as soon as the coast is clear. Those keen survival instincts are one reason for the goose population explosion. There’s also plentiful food provided by farmers like Chad Jetvig, and lots of wetland nesting sites.


There are an estimated 2 million giant Canada geese in the upper Midwest and Northeast that’s far more than biologists like Minnesota Department of Natural Resources, goose expert, Steve Maxson think is ideal.


“I think a lot of biologists are wondering just how high this population can go. It’s already exceeded their wildest dreams I think and it seems even in the face of intense hunting pressure to be increasing in most areas. I guess the bottom line is we just don’t know how high this population can get.”


Biologists rely on hunting to keep many wildlife populations in check, and the Canada goose harvest has steadily increased along with the population. But Maxson says simply allowing hunters to shoot more birds is not the answer. The birds quickly learn how to avoid hunters. Then there’s the eastern prairie goose that nests in northern Canada and migrates through many states in the region. The eastern prairie goose population is much smaller and less robust than the giant Canada, and biologists fear expanded hunting could destroy the species.


The U-S Fish and Wildlife Service draft environmental impact statement due out this fall will offer several population control alternatives. They range from no action, to targeted hunting in areas where geese are in conflict with humans, to extreme measures such as, destroying nests and eggs. Steve Wilds is the Fish and Wildlife Service regional migratory bird and Chief. He says it’s critical a workable plan come out of this process. If not, he fears future management decisions will be political, not biological.


Wilds says the future of the giant Canada goose is at stake.


“So that they’ll continue to be recognized as a tremendous, beautiful part of our natural landscape and yet not something that’s going to be doing so much damage people start thinking of them as vermin rather than really neat critters.”


The Fish and Wildlife plans to take a public input on its goose management plan early next year. Steve Wild says it will be at least a year before any final decision is made on how the Canada goose populations will be managed in the future. For the Great Lakes Radio Consortium, I’m Dan Gunderson.

Sprawl affects urban and rural residents of every Great Lakes state. Rapid development continues to swallow farmland and leave impoverished urban cores in its wake. But one Great Lakes mayor believes there’s still time to preserve land and revive cities. Mayor John Logie shares this commentary:

Sprawl affects urban and rural residents of every Great Lakes state. Rapid development continues to swallow farmland and leave impoverished urban cores in its wake. But one Great Lakes mayor believes there’s still time to preserve land and revive cities. Mayor John Logie shares this commentary.


Urban sprawl is alive and well in Grand Rapids, my hometown. The term refers to the insidious way that webs of suburbs, manufacturing plants, etc., are expanding in unplanned, ever-widening circles around our city. Such sprawl results in longer commutes, pollution, and the loss of undeveloped land. The American Farmland Trust reports that 70% of the country’s prime farmland is now in the path of rapid development. On the list of 30 of the most sprawling cities in the entire United States, Grand Rapids, which has experienced a 48% increase in its urban area between 1990 and 1996, ranks right in the middle, behind such hyper-growth communities as Las Vegas, Austin, and Tucson, but well ahead of Cleveland, Chicago, and Portland in our rate of sprawl increase.


This Land-use change has rarely been done in a responsible fashion. Some sprawl apologists say what we’ve ended up with is that’s the American Dream, and any problems are easy to fix. They say there’s plenty of land left in America. They say congestion would go away if we just build more roads. But sprawl matters. Pollsters say it’s the most important issue in the Country.


Distress about urban sprawl arises from many factors: loss of open space, traffic congestion, economic segregation, a lack of affordable housing, and a lost sense of community. According to Harvard University political scientist Robert Putnam, the longer people spend in traffic, the less likely they are to be involved in their community and family.


To solve these problems, it takes a combination of land conservation and real free market economics, which can actually provide smaller lots for those who want them. However, many communities try to maintain what they believe are high property values by allowing only large-lot homes to be built. This effectively excludes several types of households, including singles, some empty nesters, single-parents, and the elderly, along with lower-income people. And the favored “middle-class family” with kids, today represents just 25% of new homebuyers. Only 11% of U.S. households are “traditional” families with children and just one wage earner. One size no longer fits us all.


Here’s what we need now.


We need smaller houses in walkable clusters, town homes in real “towns,” lofts in vital urban neighborhoods, and affordable housing just about anywhere. The development of compact communities that offer urban amenities and street life will show that the market actually supports more density and more housing diversity—not less. But we’re not building communities like those; communities that can help reduce many symptoms of sprawl, including traffic. Instead, we’re just building new roads. But for every 10% increase in new freeway miles, a 9% increase in traffic is generated within 5 years as sprawl continues. You just can’t build your way out of gridlock. More importantly, today we can no longer afford to keep building new freeways. The key is building more walkable communities. All this depends on promoting different land-use patterns, and not just building new roads.


Property rights advocates argue against regional planning, or any planning for that matter. They say that people should have a right to develop their properties as they please. As a historic preservationist, I have heard that for years. But what if one person’s development decision adversely impacts another’s property, or the whole neighborhood, or the whole region? What if certain choices require more public tax dollars to pay for infrastructure and services than others? At the regional level, it is public dollars that enable development on private property. Without highways, roads, sewers, water systems, and public services, development cannot occur. Therefore, we must use the tool of government spending appropriately – and seek out and implement the most cost-effective public investments which creatively and positively support growth, but discourage sprawl.
