Government Expands Farm Preservation Program

For almost 20 years, the federal government has paid farmers to convert some of their land to natural habitat for plants and animals. The Conservation Reserve Program is designed to protect the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is expanding the program to take on an additional two million acres, including 132,000 acres in Illinois. natural habitat for plants and animals. The Conservation Reserve Program is designed to protect
the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is
expanding the program to take on an additional 2 million acres, including 132,000 acres in
Illinois. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Ted Gilles farms about a thousand acres along the Spoon River in Central Illinois. But the land
closest to the river doesn’t look much like a farm at all. This land was once planted with rows of
corn and soybeans and contained an area for his cattle to graze. Now it has rolling hills with
trees, and an assortment of prairie grasses.


“This here is probably, it’s not in flower now, but this is what they call the grey-headed
coneflower, which is a yellow one. There’s some blooming up there if you see that yellow one
there.”


Gilles is proud to show off the 300 acres of his land that is in the Conservation Reserve
Program. Before it was converted to a natural prairie, the soil, herbicides, and fertilizer from
Gilles’ farm would flow nearly uninhibited into the Spoon River, down to the Illinois, and
eventually to the Mississippi River. Now this land acts as a buffer and a filter. Gilles says he sets
aside time every day to visit his natural preserve.


“Like yesterday morning, I probably saw twenty pheasants in this half a mile, out along the edges,
catching grasshoppers. It’s really nice. It makes you think it’s really worth for it for doing all
this.”


It’s situations like Gilles’ that led to the U.S. Department of Agriculture adding to the
Conservation Reserve Program this year. Paul Gutierrez is the Assistant Deputy Administrator
for Farm Programs at the USDA. He says the CRP is meeting the goals of finding a voluntary
way to get farmers to protect land that is at risk. Guiterrez says the biggest obstacle to getting
farmers to act in a more environmentally friendly manner is finances. He says that’s why CRP
works.


“They still have their mortgage payments out there. They still have operating costs, property
taxes, and if they can look at a way to look at these lands that may not be as well-suited for
farming, and a way to partner up and save the environment, then they are definitely going to look
to help the environment out while still being able to feed their families.”


Environmental groups are generally supportive of the program, but they caution it might not
always be the right way to help rivers and streams. Ken Midkiff is the Director of the Clean
Water Campaign for the Sierra Club. He says while the Sierra Club supports the CRP, they
would like to see something that lasts longer. Midkiff says the program’s biggest weakness is
that farmers only have to protect the land for ten years.


“There’s nothing that prevents a farmer from resigning. But basically the Conservation Reserve
Program is for a set period of time. These are marginal lands, lands that aren’t very productive
for typical corn and soybeans. So we would like to see those set aside for longer periods of time.”


Midkiff says in terms of protecting bodies of water, ten years is barely enough time to undo the
damage that can happen in just one or two years. He also worries that if crop prices go up,
farmers will be quick to pull up native prairie grasses and replant crops.

Ted Gilles says low crop prices did get him into the program, and may be why he stays. He is
also a fan of seeing more acres brought into the CRP.


“I think that’s great. I really think that’s the way it should be. I think we have an abundance of
grain and the prices is low. So why not helping everybody by doing it this way, you know?”


Gilles also says he has come to love this portion of his farm, and crop prices would have to be
very high for him to give up on his flowers and pheasants.

The Conservation Reserve Program is designed to protect rivers and streams by paying farmers to
create buffers between farm fields and the bodies of water. The U.S. Department of Agriculture
is adding two million acres to the project this year.

Fred Guttierez is with the USDA. He says the program works because it’s voluntary.


“We look at it as a way to partner up with the private land owners to take those marginal lands
out of production and to really benefit the environment by doing that.”


Environmental groups are generally supportive of the program, but say it doesn’t go far enough.
Farmers can convert conservation areas back to farming after ten years in the program.

The Asian carp is threatening to invade the Great Lakes. Right now there’s an
electric barrier in the Chicago canal to stop the fish from getting into Lake
Michigan, but a new study shows it’s not 100% effective. As the Great Lakes
Radio Consortium’s Annie Macdowell reports, scientists are working on a second
line of defense – bubbles.


In a recent experiment by the Illinois Natural History Survey, a startled Asian
carp swam straight through an electric field like the one in the Chicago Canal.


The International Joint Commission is bringing specialists from Britain to build
an experimental acoustic bubble barrier and test it on the Asian carp. It works
like this: a pump filled with air and sound expels bubbles with sound trapped
inside.


Bill Moy of the Wisconsin Sea Grant says the process creates a nearly seamless
barrier.


“If you just project sound into the water, it’s not like a wall of sound. But by
entraining the sound in this bubble, you can actually create a wall of sound in
the water that’s much more uniform.”

Moy says the infrasound inside the bubbles is like an idling truck – you can feel it
more than you hear it.


The fish can’t find a break in the sound, so they turn around.


The International Joint Commission says if they decide to install the bubble
barrier, it won’t be until the spring.

Small Water Plants Step Up Security

It’s been almost a year since terrorists attacked the United States. But the repercussions of that morning continue to ripple across the country. The Great Lakes Radio Consortium’s Ann Murray looks at how security concerns are impacting the country’s 50,000 small drinking water systems. These utilities now find themselves scrambling for money, security training and equipment to keep their facilities and water supplies safe:

It’s been almost a year since terrorists attacked the United States. But the repercussions of that morning continue to ripple across the country. The Great Lakes Radio Consortium’s Ann Murray looks at how security concerns are impacting the country’s 50,000 small drinking water systems. These utilities now find themselves scrambling
for money, security training and equipment to keep their facilities and
water supplies safe:


The federal government started thinking seriously about domestic
security well before last September. Four years ago, the Clinton
administration examined the country’s infrastructure. And the results were
sobering. Water and wastewater systems were found to be vulnerable to
physical damage, computer hacking, chemical spills and radiological
contamination.


Recent CIA reports place large metropolitan water systems on alert as
potential targets for terrorist attacks. But some small system operators
think their plants are vulnerable, too.

“I feel that they could make an example out of a small system that says,
‘Look here, we could do that to a small one. We could do it to a larger
one.'”


Barry Clemmer has run public water systems in western Pennsylvania for the
past 25 years. Before September 11th, he says his main concern was
vandalism – still the most likely scenario for a security breach. He walks
the fenced perimeter of his facility and points out new security devices.


“We have a camera on the side of one of our buildings that focuses
on the entrance gate. We monitor 24 hours a day. It’s hard to keep someone
out but it’s a deterrent and might slow them down from getting in.”

Although the front of the plant is now more secure, Clemmer continues
to worry about the intake system. That’s where raw river water is piped
into the treatment plant.


Clemmer: “Excuse me, I’ll open the gate.”


The river flows about 30 feet below the gated back of the facility. Clemmer walks down a wooden stairway to the unguarded riverbank. He shakes his head and says that terrorists could attack his plant from here.


“They could come up the river on a boat and hop out and go right
there and drop something in. It’d only take five minutes and our water
could be contaminated.”


Plans are in the works to secure the area where raw water is
taken into the plant. But Clemmer says that he still needs a security camera to
keep a close eye on the river. That will require additional grant dollars
because there isn’t money in the budget for security equipment and the
local community says it can’t afford the extra expense.


John Mori is director of the National Environmental Services Center, a federally funded technical assistance group. He says budget constraints are nothing new to small communities. It’s just that financial limitations have taken on an added dimension in this past year.


“Small systems historically have never gotten a share… an appropriate
share of federal dollars under the various loan programs. The point is there
are hundreds of thousands of Americans in small communities, medium size
communities and they need equal assurance that their water is safe and protected.”


Unlike metropolitan areas, Mori says smaller communities just don’t
have a big pool of qualified water personnel. So already overburdened
operators must now take on the responsibility of keeping their facilities
safe from terrorism.


“These are hardworking men and women who may have two or three or four
jobs in a community trying to do everything at once and make sure their
customers get good, safe water. So I think they’re determined about this. I
just think they need some help.”


Since September 11th, most help – in the form of new federal dollars
and security training – has gone to large water utilities. Metropolitan
water plants serve about 80 percent of the U.S. population. But Andy
Bielanski, with EPA’s newly formed Water Protection Task Force, says that the
U.S. Environmental Protection Agency is moving slowly but deliberately to also
help small water systems.


“What we’re doing is taking input and feedback from states, other
technical assistance organizations and agencies, on how best to approach
this problem. And we’ve been taking this all into consideration in trying
to provide security assistance to small systems.”


EPA and other agencies now face the daunting task of reaching more than
50,000 small water utilities. These utilities vary in size, customer base
and technical sophistication.


This past May, Congress mandated water utilities with more than 3,300
customers to conduct vulnerability assessments. Operators must then create
emergency response plans to address not only terrorism but vandalism or
natural disasters. Before September 11th, many small systems didn’t have
workable emergency plans in place.

At a pilot seminar for small system security, Tom Sherman with Michigan’s
Rural Community Assistance Program says Michigan’s systems are just like
many other small water utilities: they’re beginning from scratch.


“It’s kind of like ground zero. We’re just starting out. It’s something we knew we
had to address and you just need the input to know you’re going in the right direction.”


To make sure that small water operations are heading in the right direction, the federal government is trying to improve its outreach to small and medium size communities. Some funds have already been distributed to help these communities evaluate the safety of their water systems and upgrade their security. More than $70 million additional dollars await the approval of Congress and the President.

In his first report three months ago, the head of the Walkerton inquiry, Associate Chief Justice Dennis O’Connor, outlined what went
wrong and who was to blame. In his final report, O’Connor makes 93 recommendations aimed at preventing another tragedy like Walkerton. He provides a blue print for fixing the province’s water systems. That includes having the province spend 800-million dollars immediately to upgrade water systems, and beef up programs and policies designed for water protection. He says there should be a safe drinking water act, a separate drinking water branch as well as a watershed management branch both to be created within the environment ministry. And there must be tougher enforcement of water regulations for farms and municipalities.
Without that, O’Connor says the threats to safe water in the Great Lakes region will grow. If the recommendations are implemented, many people will be able to rest easier knowing that Ontario could be working on improved watershed protection. But that may be wishful thinking. Already the Ontario government is taking a “go slow” approach, mainly because of the money it might have to spend… almost four times as much as the environment ministry’s current budget. The next step, it says, is consultations with communities across the province.

Drilling Ban for Great Lakes

Congress has passed a measure banning drilling for oil or natural gas in the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham has the details:

Congress has passed a measure banning drilling for oil or natural gas in the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham reports.


The legislation includes a two-year moratorium on new oil and gas drilling in or under the Great Lakes. US Senators Debbie Stabenow, a Democrat from Michigan and Peter Fitzgerald, a Republican from Illinois came up with the plan. They say the measure was needed in order to protect the waters of the Great Lakes from environmental damage. In Michigan, Governor John Engler denounced the measure. Engler is a long-standing supporter of drilling under the lakes for new energy sources. Susan Shafer is the governor’s press secretary.


“We’re concerned about the federal government coming in and telling us that Michigan and other Great Lakes states: ‘This is what you will do; you don’t have a choice on this.’ And, in the past there have been no federal statutes that have governed control over oil or natural gas in the bottomlands of the Great Lakes. And, so, that’s always been governed by state statute.”


Michigan was preparing to issue new drilling permits. Because of term limits, Engler leaves office at the end of next year. The candidates running for governor in Michigan all oppose new drilling permits. For the Great Lakes Radio Consortium, this is Lester Graham.
