Environmental groups say phosphorus pollution is causing the growth of
blue-green algae, which can kill fish and plants in the lakes. Phosphorus gets in the lakes
when lawn or farm fertilizers run off into waterways and because dishwashing detergent
still contains phosphates.


Hugh McDiarmid is with the Michigan Environmental Council, which released
the report. He says invasive species, such as zebra mussels, also promote
the growth of the toxic algae:


“They filter the water and make it clearer, which would seem on the surface
to be a good thing, but allows sunlight to reach deeper into the water
column and allows algae, therefore, to grow much deeper in the water than it
had before the mussels arrived.”


McDiarmid says shallow lakes such as Lakes Erie and St. Clair are especially
vulnerable because the algae on the bottom of the lakes is closer to sunlight.

A foreign invasive species is spreading to new areas. It’s a snail that could
spread in huge numbers and compete with fish for food. The GLRC’s Mike
Simonson reports:


The New Zealand Mudsnail has made its way to Lake Superior. It had already
been identified in Lake Ontario. These snails become dense on a river or lake
bottom. Minnesota Seagrant Aquatic Species expert Doug Jensen says it’s like
having half a million in the space of a bathtub. They can squeeze out bottom
dwelling organisms that fish eat. Jensen says native fish eat New Zealand
Mudsnails, but the fish don’t digest them:


“They can pass through the guts of fish and potentially waterfowl and then
survive that situation and then breed in a new location, where ever they’re
deposited. They reproduce asexually. They produce clones of themselves; they
don’t need a male to establish a new colony.”


The snails are the latest on a long list of invasive species that have likely been
carried in by foreign ships.

Officials say a disease might be killing an invasive species of fish in Lake
Ontario and the St. Lawrence River. The GLRC’s David Sommerstein
reports.

Where the lake and the river meet, people have been finding dead round
gobies.

“Dozens in some cases, hundreds of dead gobies that have been washing up on shores.”

Steve Litwiler is with New York’s Department of Environmental
Conservation. He says a change in water temperature or a poison could
cause the die-off, but initial sampling suggests some kind of disease.

“Is it a disease that could potentially affect other fish? Fortunately right
now the only fish that are dying appear to be the round gobies.”

If only the round gobies die, this could be a good news story. Round gobies
hitched a ride from Europe in the ballast of foreign freighters. They’ve
displaced native species across the Great Lakes by breeding faster and eating
other fishes’ eggs and young.

In the next decade, communities will be deciding whether to keep operating tens of thousands of hydroelectric dams on rivers across the country. This project is significant because it involves several dams being taken out of production along the same stretch of river. The GLRC’s Bob Allen reports:

The Army Corps of Engineers is tackling a dam removal project that
could affect how the Corps approaches future dam removals. In the next
decade, communities will be deciding whether to keep operating tens of
thousands of hydroelectric dams on rivers across the country. This
project is significant because it involves several dams being taken out of
production along the same stretch of river. The GLRC’s Bob Allen
reports:

The Boardman River is beautiful. It winds and turns and tumbles
through forested hillsides and passes along northern cedar swamps.
Sections of the upper river qualify as a blue ribbon trout stream, but a
series of dams along the lower half of the river changed some of the best
river water.


Steve Largent has worked on repairing damaged banks along the
Boardman for the last fifteen years. He says removing the dams will
restore faster flowing sections of the river, and clearing out the sand and
silt built up behind the dams will be good for trout and other critters.


“The sediment that is building up in the back of Brown Bridge pond
continues to move upstream as it fills in the upper end of the pond it’s
aggregrating upstream. It’s moving upstream further and further destroying
habitat further upstream.”


So a free running river will help wash away that sediment, but these days
it’s not just anglers who are interested in the Boardman River. Recently
river engineers have been drawn to the Boardman like trout to a fly
fisherman’s lure. They’re interested in landing the job of studying the
Boardman River and its dams. The million dollar study will look at
whether to keep or tear down three hydroelectric dams along a 17 mile stretch of river in northern Michigan just before it flows into Lake
Michigan.


Craig Fischenich is a research engineer with the Army Corps of
Engineers. He says the potential to remove three dams along the same
stretch of river is not something you’re going to find anywhere else.


“Whereas in many parts of the country they’re removing individual dams, they’re on systems that have other dams on them, and so this is an
opportunity here to actually try to restore an entire watershed.”


Fischenich says taking out the dams would mean improvements for
native fish. But there are risks too. If the dams go, invasive species
such as the parasitic sea lamprey could get upriver, and introduced
species such as steelhead and salmon could swim into the river and
compete with the native fish.


That prospect doesn’t exactly thrill John Wyrus, who lives on the
Boardman. He’d rather see some kind of obstacle down near the mouth
of the river to prevent introduced species from entering.


“So that these steelhead and salmon can’t get up the river. I would just
like to see it a brown trout and brook trout fishery.”


That’s the kind of scenario the study of the Boardman River would
consider.

Recently a lot of the engineers vying to do the study gathered at a
conference put together by the Corps of Engineers.


Gordon Ferguson works for ENSER Corporation. His company
is one of a dozen that submitted bids to land the study.


“This is a particularly interesting project because it involves a lot of
complex issues both from an engineering standpoint and also local
community issues. Property rights issues of homeowners along the
watershed.”


What they learn from the Boardman could be important to communities
near rivers across the nation.


Many of the tens of thousands of dams across the country are aging, and
in coming years, just like on the Boardman River, those with hydroelectric generating stations will need to be upgraded to keep their operating license.


The local utility says the dams on the Boardman don’t generate
enough power to make it worth fixing them. So they’re giving up the
licenses to generate electricity. Ownership of the dams reverts to the
local governments, and local officials are asking the Army Corps of
Engineers to pay for the study of the Boardman. The federal agency is
eager to be involved in this project.


The Boardman River study offers a chance for researchers to figure out
how to count less tangible values. Like how removing dams will affect
other wildlife such as eagles and osprey along the river.


Jock Coyngham is an ecologist for the Army Corps of Engineers.
Typically, he says, wildlife and recreation get discounted in this kind of
study because it’s easier to quantify things like hydropower, but it’s
important to figure out what value they have.


“If you make all your resource decisions as a state and as a country over
a long period of time pretty soon there won’t be any substantial fish
populations, any wild reproduction. Just because traditional cost-benefit
analysis tends to underestimate those ecosystem services and values, let
alone aesthetics.”


The Army Corps is waiting final approval for funding. Once given the
OK, the study of the Boardman River and its dams… could very well lay
the groundwork for other dam removals around the country.

Some members of Congress are trying again to get more money and
protections for the Great Lakes. The GLRC’s Chuck Quirmbach reports:


The sponsors of the bill are calling it the Great Lakes Collaboration
Implementation Act. It aims to pay for recommendations from a
coalition put together by the White House two years ago. The measure
would target problems like invasive species, contaminated sediment and
sewage dumping.


A bi-partisan group of lawmakers has introduced the bill…and
environmental groups are giving their thumbs-up.


Jennifer Nalbone of Great Lakes United says the rapid increase in non-
native species is a particular concern.


“The most recent research shows that a new invader is discovered in the
Great Lakes every 28 weeks. This is the highest rate recorded for a
freshwater ecosystem.”


But some lawmakers from outside the Great Lakes region say there’s
little in the way of new money available for cleaning up the Lakes. The
Collaboration bill calls for billions more in additional spending.

A popular fish might be making a comeback in the upper Great Lakes.
Yellow Perch were once a favorite catch for sport and commercial
fishermen, but their populations crashed in the 1990’s. Biologists say
new surveys in Lakes Huron and Michigan have found huge numbers of
young perch. The GLRC’s Peter Payette reports:


A survey of Lake Michigan found more perch were born last year than in
the best years on record. Two or three times as many.


Recent studies of perch in Lake Huron’s Saginaw Bay have shown
similar results. It’s not clear why fish numbers would suddenly
skyrocket. Weather is believed to be one factor.


Dave Fielder is a biologist with the Michigan DNR. He says perch in
Lake Huron have also benefited from the decline of alewives, which are
an invasive species.


“We’ve known for a long time that alewives are formidable predators and
competitors on newly hatched yellow perch fry.”


Fielder says most of the newborn perch are not surviving so the adult
population in Saginaw Bay has not grown. He says it may be too many
perch have been born and there’s not enough food for them all.

Big, public aquariums spend a lot of money to make fish look like
they’re at home in the wild, but lately some aquariums are showing fish
that are out of place. The GLRC’s Shawn Allee looks at one aquarium’s
effort to give them the spotlight, too:


The federal government’s spending millions to keep Asian Carp out of
the Great Lakes. Biologists worry Asian Carp could devastate the lakes’
ecosystem. Recently, though, several carp were brought within sight of
the Great Lakes, and biologists are happy about it.


Chicago’s Shedd Aquarium is on the shore of Lake Michigan. It’s
holding an exhibit of Asian Carp and other alien invasive species.


Curator Kurt Hettinger captured the aquarium’s carp during a trip on an
Illinois river.


“They’re literally jumping, sometimes over the bow of the boat,
sometimes smacking into the side of the boat. I just looked behind me
and was amazed to see all these fish jumping in the wake of the boat, and
to this day, I’m still stunned by this.”


And Hettinger’s more than just stunned. He’s worried.


Asian Carp are an invasive species, basically … pests that crowd out
native fish, and that river where he caught them hooks up to Lake
Michigan.


Again, Asian carp haven’t made it to the Great Lakes, but more than one
hundred and sixty other invasive species have arrived and are breeding
quickly.


One example’s the zebra mussel. At first, scientists worried about how
much money it could cost us. Zebra mussels multiply so fast they can
block pipes that carry cooling water to power plants. But now, we know
the zebra mussel’s disrupting the lakes’ natural food chain.


In other words, invasive species are a huge economic and ecological
nuisance. That’s why the Shedd Aquarium started the exhibit.


“The public I think has seen enough stories about the damages and the
spread and the harmfulness, but those stories are not very often coupled
with solutions.”


That’s ecologist David Lodge. He says the exhibit tries to show how
people spread these species around. Lodge points to one exhibit tank. It
looks like a typical backyard water garden. It’s decked out with a small
fishpond, water lilies, even a little fountain shaped like an angel. It looks
pretty innocent, but Lodge says plants and fish you buy for your own
water garden could be invasive species.


“All those plants and animals that are put outside, then have an
opportunity to spread. Now, it doesn’t happen very often, but with the
number of water gardens, it happens enough so that they are a serious
threat to the spread of species.”


Birds or even a quick flood could move seeds or minnows from your
garden to a nearby lake or river.


The Shedd Aquarium’s not alone in spotlighting invasive species.
Several aquariums and science museums are also getting on board. For example one in
Florida shows how invasive species have infested the Everglades.


Shedd curator George Parsons went far and wide for inspiration.


“I was in Japan last year when we were planning this, and I just
happened to stumble across one of their aquariums and they had an
invasive species exhibit, except that they were talking about large mouth
bass and blue gill. You know, something that is our natives. So, it was
kind of ironic to see that out there. It was kind of neat.”


Like us, the Japanese take invasive species seriously. Back in 1999 the
humble Midwestern Blue Gill created a national uproar. Turns out, they
had taken over ponds throughout the Emperor’s palace, and how did the
bluegill get to Japan?


Probably as a gift from a former Chicago mayor. Apparently, the mayor
thought blue gill might make nice sport fishing in Japan. It was an
innocent mistake, but it’s just the kind of mishap biologists want all of us
to avoid from now on.

Proponents hope to keep creatures like zebra mussels from getting
established in the Great Lakes. The non-native plants and animals arrive
in ship ballast water, carried from overseas ports.


Adolf Ojard is the Duluth Seaway Port Director. He says a state-by-state
approach to regulate ballast water is the wrong approach.


“We’re not the only area that is dealing with invasive species. Every
harbor and estuary around the world has a similar concern. It needs to be
dealt with on an international and world level, so that it can be a level
playing field for everybody out there that is involved in transportation.”


Michigan has passed new rules with stiff fines for ships with untreated
ballast water. Wisconsin and Indiana are expected to consider similar
rules; and Minnesota’s Attorney General says he’ll propose the
regulations this spring.

We’ve been bringing you reports from the series, ‘Ten Threats to the Great Lakes’ which is now looking at the threat to beaches. Our guide through the series is Lester Graham. He reports that scientists are beginning to understand what’s killing thousands of Great Lakes shorebirds. It might be part of a larger problem indirectly caused by humans.


Researchers are beginning to understand what’s killing thousands of
Great Lakes shorebirds. It might be part of a larger problem indirectly
caused by humans. The Great Lakes Radio Consortium’s Lester Graham
reports:


Along parts of Lake Erie, Lake Ontario, and Lake Huron, large numbers
of dead birds and fish are washing up on shore. If they’re left there, the
disease that killed them can be passed on to other wildlife. That’s why
park officials such as Mike Mumau at Presque Isle State Park at Erie,
Pennsylvania ask their staff to watch out for the dead carcasses.


“Our interns do a great job. They’re the eyes of the staff that are out. So,
there’s probably three to four days a week that they’re out on the
beaches, checking to see if they have anything.”


Since 1998, untold numbers of fish and sometimes hundreds of dead
birds a year have washed up on just these eight miles of Lake Erie beach.


Eventually, researchers figured out the problem: type “E” botulism. It
slowly paralyzes the birds until the respiratory system shuts down. Most
of them don’t make it that long. They get so weak they can’t hold their
heads up out of the water and they drown.

Leslie Jones and her fellow interns are headed out to an area to pick up
some dead seagulls on the beach.


“When we’re out here doing migratory bird studies, we might see some
and then we pick them up as soon as possible. A lot of times, we get
radioed from different people like lifeguards and they have us come out
and pick them up so that the disease doesn’t spread throughout the rest of
the ecosystem.”


They find five dead birds rotting on the beach. They bury the maggots
because they could carry the botulism toxin and other birds might eat the
maggots. They shovel the bird carcass into a black plastic garbage bag.


“If they’re very fresh, this one, obviously not very fresh, but, if we get a
fresh one, we actually freeze them and they’re sent off to be tested
botulism, but, something like this we’ll just bag up until we can get them
incinerated to get rid of all the disease.”


The fresh carcasses are shipped to the National Wildlife Health Center in
Madison, Wisconsin.


There, Grace McLaughlin is among the researchers who are beginning to
put the puzzle together.

Here’s what they think is happening. The invasive species zebra mussels
and quagga mussels create huge mussel beds that begin a complicated
biological phenomenon. Organic matter collects there, and then decays. It
lowers the oxygen level in the immediate area of the mussel beds. Type
“E” botulism spores occur naturally, but when the oxygen level goes
down, they begin reproducing like crazy. The waste they produce is the
toxin.


“That toxin will accumulate in the organic matter as well as in the water
in the immediate vicinity of the mussel beds. As the mussels do their
filter feeding, they will accumulate the toxin in their tissue. They are not
susceptible to the toxin. However, when the fish start coming down
there and eating the mussels, they become intoxicated, lose their ability
to swim properly and become easy prey for the birds that come in.”


The fish that feeds on the mussels the most is another invasive species,
the round goby. Researchers made the connection when they noticed the
botulism started being a problem shortly after round gobies arrived in big
numbers.


The type “E” botulism toxin has killed tens-of-thousands of birds such as
cormorants, terns, loons, ducks, and seagulls.


Back at Presque Isle State Park, Mike Mumau says it’s terrible to see so
many birds die.


“We just do our best on our end to stop the botulism cycle. When we
can, provide samples, and also, keep it a positive recreational experience
for all our visitors. They don’t want to see birds decomposing and
rotting out on the beaches, so we’re pretty diligent with that.”


Researchers say that’s about the best that can be done. Since ocean-
going vessels brought zebra mussels, quagga mussels, and round gobies
to the Great Lakes, all three of the invasive species have flourished. It
will likely be a long time before we’ll ever begin to understand the full
extent of the damage to the native wildlife of the lakes.

But opponents call the industry a vital part of the economy. A new study paid for by the Joyce Foundation questions how vital that industry really is. For years, many environmentalists have wanted to stop ocean-going ship
traffic on the Great Lakes. That’s because vessels traveling from the
ocean to the Lakes sometimes carry invasive species, but opponents call
the industry a vital part of the economy. A new study paid for by the
Joyce Foundation questions how vital that industry really is. The Great
Lakes Radio Consortium’s Shawn Allee reports:


The study tackled this question:


How much would it hurt the economy if we end ocean shipping on the
Great Lakes?


The report suggests transportation prices would rise about fifty-five
million dollars per year.


Co-author James Roach says ending ocean ship traffic will cost money,
but keeping it could cost more.


“One has to look at that in terms of, for example, the costs of invasives.
You know, and if that’s 3, 4, or 5 hundred million dollars a year, then
policy makers are gonna have to take that into consideration.”


Independent transportation experts who’ve read the study question some
of its methodology.


For example, it assumes prices for alternatives, such as rail, would
remain constant, but some experts say it’s possible those costs would rise,
making the transition away from ocean shipping more expensive.
