Cities Cope With Pesticide Pollution

Today, we continue our series on pollution in the heartland. Farm pollution is one of the biggest contamination problems in the country. But unlike other industries, there are very few pollution restrictions on agriculture. In the second story of our week-long series, the GLRC’s Lester Graham reports when cities clean up pollution from pesticides, the cost ends up on their citizens’ water bills:

restrictions on agriculture. In the second story of our week-long series, the GLRC’s Lester
Graham reports when cities clean up pollution from pesticides the cost ends up on their citizens’
water bills:


Every city in the Corn Belt that gets its water from surface supplies such as lakes and rivers has to
deal with pesticide contamination. For the most part, the pesticide levels are below federal
standards for safe drinking water. But water treatment plants have to test for the chemicals and
other pollutants that wash in from farm fields.


Some cities have had to build artificial wetlands or take other more expensive measures to help
reduce pollution such as nitrogen, phosphorous and pesticides.


Craig Cummings is the Water Director for the City of Bloomington, Illinois.


“Well, you know, it is an expense that, you know, we would rather not bear, obviously. We
don’t, you know, particularly like to pass that on to our customers. But, again, it’s understood
that we’re not going to have crystal clear, pristine waters here in the Midwest. But, that’s not to
say that we should stick our head in the sand and not work with the producers. At least here in
our little neck of the woods we think we have a great working relationship with the producers.”


Part of that working relationship is a liaison with the farmers.


Jim Rutheford has worked with farmers in the area on soil conservation issues for decades. He’s
showing me the artificial wetlands that the City of Bloomington is monitoring to see if it can help
reduce some of the contaminants that end up in the city’s water supply. The wetlands reduce
nitrogen runoff and filter out some of the pesticides such as atrazine that otherwise would end up
in Bloomington’s lake.


“The atrazine was used back several years ago in high concentrated amounts. Its effects were if
you get a flush of rain after your atrazine is put on, it comes into the lake.”


Rutherford says for a very long time atrazine has been popular with corn farmers.


“It’s the cheapest, but it’s also gives more problems as far as water quality is concerned.”


Because atrazine has been so popular, a lot of farmers use it and it’s polluted some lakes to the
point they exceeded safe drinking water standards.


In one test during spring applications of atrazine, National Oceanic and Atmospherica
Administration scientists found so much of the chemical had evaporated from Midwest farm
fields that rain in some parts of the East Coast had atrazine levels that exceeded safe drinking
water levels.


But atrazine levels have been going down. It’s not so much because of artificial wetlands or
because farmers are concerned about pesticide pollution, although some of them have expressed
concern. Atrazine has not been as much of a problem because more and more farmers are
switching to genetically modified crops such as Round-Up Ready soybeans and more recently
Round-Up Ready corn. The Monsanto seed is genetically altered so that the Monsanto pesticide,
Round-Up, can be applied to the fields and not hurt the crops. And Round-Up doesn’t cause the
kind of water pollution that atrazine does.


Mike Kelly is a farmer who’s concerned about reducing storm water runoff from farm fields.


“A lot of the herbicides that we’re using attack the plant, not the soil. For example, Round-Up
does not hang around in the soil. Now, I do still use atrazine. It does attach to soil particles. But
there’s where the advantage of no-till–the soil staying put in the field–as you said, we’re not
getting as much erosion, so it stays put and breaks down the way it’s supposed to.”


Kelly use a conservation tillage method that doesn’t plow up the soil the way traditional methods
do. That means less soil erosion so pesticides aren’t as likely to end up in waterways. And Kelly says low-till and no-till methods are beginning to get a hand from nature:


“Definitely conservation tillage and no-till is going to help keep herbicides in the field. Again, he
do see increased infiltration through better soil structure and also through earthworms coming
back, creating holes about the size of a pencil three to four feet deep in our soils. That is a nice
avenue for water to infiltrate rather than run off.”


And if more of the water percolates down into the soil, less of it is going to end up polluting
water supplies such as the City of Bloomington’s lake.


Water Director Craig Cummings says they city encourages voluntary efforts like Mike Kelly’s.
Cummings says the city depends on the farming community too much to point a finger, accusing
farmers of pollution.


“We recognize that we’re in the breadbasket of the world here. And we’re going to see with the
kind of agricultural practices that we have here in the Midwest or United States, we’re going to
see some of these contaminants.”


Cummings says it’s not a matter of eliminating pesticide contamination at the source, but
rather a matter of the city keeping levels low enough that the water is safe to drink.

Certain breeds of common barnyard creatures are no longer considered commercially viable, and are being allowed to die off. But as the GLRC’s Chris Lehman reports, there’s an effort to preserve some rare varieties of
livestock:

When you think of endangered species, farm animals might not top the list. But some
types of farm animals are in danger of going extinct. Certain breeds of common barnyard
creatures are no longer considered commercially viable, and are being allowed to die off.
But as the GLRC’s Chris Lehman reports, there’s an effort to preserve some rare varieties
of livestock:


When you buy a pound of ground beef or a pack of chicken legs, you probably don’t
think about what kind of cow or chicken the meat came from. And in most stores,
you don’t have a choice. Beef is beef and chicken is chicken.


Of course, there’s many different kinds of cows and chickens, but most farmers stick with
just a handful of types. They prefer animals that are specially bred to produce more meat
in less time.


That’s all well and good if your motive is profit.


But some people think the move towards designer farm animals is risky.
Jerome Johnson is executive director of Garfield Farm Museum.

Johnson says breeds like these Narragansett turkeys carry genetic traits that could be
desirable in the future. They don’t require as much food, for instance. That could be an
attractive feature as costs continue to rise:


“Some of the high-producing, high-yielding animals today, they may require a lot of
input. In other words, a lot of feed, more expense since so many things are derived from
petroleum, from the diesel fuel that powers the tractors to the production of fertilizer
and the like, and chemicals for herbicides and all… that as the cost of that goes up, it may
actually be cheaper to raise a different type of animal, that doesn’t require that much.”


Johnson also says some common poultry breeds get sick more easily. That’s part of the
risk farmers take when they choose meatier birds. Normally that might not be a problem,
but if Avian flu spreads to the US, some of the older breeds might carry genes that could
resist the disease. If those breeds disappear, that genetic information would be lost.


But some farmers choose rare livestock breeds for completely different reasons.

Scott Lehr and his family raise several varieties of pure-bred poultry, sheep, and goats on
their northern Illinois farm. These chicks are just a few weeks old…

“These are all pure-bred birds. These are birds that have been around a long time. Some
of the breeds that are in there, there’s Bantam Brown Leghorns, Bantam White Leghorns.”


Some of the poultry breeds are so rare and exotic they’re practically collector’s items.
Lehr’s son enters them in competitions. But the animals on their farm aren’t just for
showing off. Scott says they use the wool from their herd of Border Cheviot sheep for a
craft studio they opened in a nearby town:


“There’s quite a bit of demand growing for handspun wool and the rising interest in the
hand arts, if you will… knitting and spinning and weaving and those kinds of things… are
really beginning to come into, I guess, the consciousness of the American public in many
ways. It’s evolving beyond a cottage industry.”


And the wool of rare breeds like the Border Cheviot sheep is popular among people who want handspun wool.

Back at the Garfield Farm Museum, Jerome Johnson offers a handful of grass to a 700
pound Berkshire hog. This Berkshire is different from the variety of pig with the same
name that’s relatively common today. Johnson says these old-style Berkshires have a
different nose and more white hair than the modern Berkshire. They also tend to be fatter,
which used to be a more desirable trait.


The museum’s pair of old-style Berkshires are literally a dying breed. Johnson says the
boar isn’t fertile anymore:


“They were the last breeding pair that we knew of. These were once quite common but
now are quite rare. And we maybe have found a boar that is fertile that is up in
Wisconsin that was brought in from England here a couple years ago that we could try
crossing with our sow to see if we can preserve some of these genetics.”

Advocates of rare livestock breeds say the animals can be healthier and sometimes tastier
than the kinds raised on large commercial farms. And although you won’t find many
farm animals on the endangered species list, they could have important benefits for future
farmers.

A new report indicates a commonly used pesticide is linked to public
health problems. The GLRC’s Lester Graham reports the findings
contradict government assessments in the U.S and Canada:


The herbicide 2,4-D is found in hundreds of pesticide mixes for lawns
and crops. For 60 years it’s been the most widely used herbicide in the
world. It’s cheap and it’s effective.


Its impact on human health has been studied again and again. While
there have been suspicions about its affects on health, the US and
Canadian governments have maintained that 2,4-D can be used safely on
lawns and crops if the label directions are followed. But a report in the
journal, Pediatrics and Child Health, contradicts the governments’
assessments.


The Canadian authors of the report say 2,4-D is “persuasively linked” to
cancer, neurological damage and reproductive problems. The report
specifically points at Canadian government studies on animals. They say
those animal studies miss the problems that physicians are finding among
children who play on lawns and other people exposed to 2,4-D.

from water supplies. The Great Lakes Radio Consortium’s Jonathan Ahl

Atrazine is a herbicide widely used in the Midwest. The chemical makes its
way into waterways and kills plants and animals. It also makes water unsafe to
drink. Scientists at the University of Illinois have found a new way to
remove Atrazine from water supplies. They say a new chemical coating
applied to carbon fibers attracts the herbicide so well that it will make
the water safe to drink. Researcher Jim Economy says the new process is
also much cheaper:


“The original activated carbon fibers that we developed thirty years ago
cost a hundred dollars a pound. These should be, as you scale up, should
be down around several dollars a pound, if not less.”


Economy says the technology still needs to be tested on a large scale, but
he says he expects it to be in wide use in the next two years.

A study last year found that men living in rural areas have lower sperm counts than their urban counterparts. Now, researchers say they’ve found a possible reason for the difference. The Great Lakes Radio Consortium’s Chris Lehman has more:

Researchers compared urine samples of men with high and low sperm
counts.
They found that men with low sperm counts were far more likely to have
high
levels of three common pesticides in their urine. Many farmers use the
pesticides to kill weeds and insects on corn, soybeans, and other crops.


Doctor Shanna Swan is a researcher at the University of Missouri. She
says
the study showed that men from all walks of life in the rural areas are
affected, not just those who work directly with the chemicals…


“This is not a study of farmers, it’s not a study of men who work in
industry producing these chemicals. This is the general population.”


Swan says it’s unclear how the pesticides reach the men. She says it’s
likely that men are ingesting the chemicals through their drinking
water.

Farm Buffer Strips a Lasting Solution?

Each spring, the seasonal rains and melting snow lead to millions of gallons of water entering rivers and streams around the Midwest. While that water is important for the rivers’ health, it brings with it soil, herbicides, and insecticides from farms. Programs designed to help keep soil and chemicals on the farm and out of the watershed are growing in popularity around the region. The Great Lakes Radio Consortium’s Jonathan Ahl has more:

Each spring, the seasonal rains and melting snow lead to millions of gallons of water entering
rivers and streams around the Midwest. While that water is important for the rivers’ health, it
brings with it soil, herbicides, and insecticides from farms. Programs designed to help keep soil
and chemicals on the farm and out of the watershed are growing in popularity around region. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


It’s a cold Spring day on Tom Springer’s Farm. But the strong winds and light rain do not
dampen the spirit of Springer. He’s showing off strips of land that contain tall grasses that would
normally be farmland waiting for the Spring planting:


“What we’re doing, we’re trying to create shelter belts up against these food plots for the birds
and the wildlife to have shelter in the winter.”


Springer is referring to buffer strips. The long, narrow pieces of land that take up about one acre for
every 30 acres of this farm in Central Illinois. The strips provide food and habitat for wildlife
such as quail and pheasants. They also provide a “catch” for some of the soil and chemicals that
would otherwise end up in the nearby Mackinaw River. That’s why some groups call them filter
strips. Springer is taking part in several state and federal programs that pay him to take the land
out of production and convert it to these buffer strips. Springer says he likes having the wildlife
around and wants to help the environment. But he says the financial incentives are the essential
ingredient that makes his buffer strips a reality:


“It was getting to the point that us small-time farmers we’re going to get pushed out because of
the economics of it. So I went ahead and did this, and it’s really worked out good. It’s a different
way of farming. It really is. What I’m doing, I’m farming the wildlife. I’m farming the
conservation program.”


Depressed crop prices and growing expenses are making the buffers strips a more popular
alternative for farmers. Adding to the financial advantage are not for profit groups such as Trees
Forever and Pheasants Forever. They make contributions of time, materials, and expertise to
farmers like Springer. That makes it easier to build the strips that comply with the state and
federal subsidy programs.


Tom Miller is with Trees Forever. He says the government payments get farmers to consider the
program. But he says they stay in because they know what they’re doing is right for the
environment. Miller says farmers are learning the dangers of plowing their land right up to the
banks of rivers and streams:


“Typically in the past, it’s been whatever farmland was there they would farm up to the edge.
But I think increased awareness and education over the last ten years from local and state
agencies and non-profits helped farmers realize you can’t do that.”


Miller says his group’s Buffer Initiative and others around the Midwest are gaining momentum
and making a difference in cutting down on pollution in waterways. But not everyone believes
these buffer strips are the magic bullet to fight erosion and chemicals in the watershed:


“I would say they are necessary but they’re not sufficient.”


Terry Kohlbuss is the director of the Tri-County Regional Planning Commission, a central Illinois
governmental group that has pushed for numerous water clean-up programs. He says buffer
initiatives are good programs. But he says it is only a drop in the bucket in the fight to help
bodies of water:


“But the other important source of that accelerated flow of water through the natural drainage
system is from developed areas. The solution set here is that there are probably 15 to 20 or 30
different types of programs that need to be in place to really get after this problem successfully.”


Kohlbuss says land management plans that cover all types of land will be necessary if there is
ever going to be meaningful progress in keeping soil and chemicals out of the rivers. Other
critics of the Buffer Strip program say there’s no guarantee the program will last because farmers
are reacting to the subsidies. Tom Springer says he has heard the criticism that if crop prices go
up or the payments run out, farmers will give up on conservation programs:


“I think a lot of them, if the program burns out in fifteen years, they’re talking about tearing a lot
of these out. We’ll I’m not, I’m going to leave mine in. They are on sand hills that were always
burnt up in the fall, you know. Most of the time it wouldn’t make much of a crop anyway, so we
are going to use it for conservation measures.”


Organizers of the buffer strip programs hope all of their participants will have the same point of
view as Tom Springer. Meanwhile, they continue working on finding more farmers to sign up for
the program.

herbicide this spring. “Balance Pro” is used in 17 states, including several in the Great Lakes
region (Indiana, Illinois, Ohio). But it’s not used in Minnesota, Michigan, or Wisconsin. Critics say
Balance Pro gets into rivers and lakes too easily, and it could harm wildlife or even people. The
Great Lakes Radio Consortium’s Stephanie Hemphill reports:


Four years ago, the U.S. Environmental Protection Agency gave conditional approval for a new
weed-killer called Balance Pro. It’s made by a division of Bayer, the same company that makes
aspirin. But the EPA still had some worries.


EPA researchers thought the ingredients in Balance might accumulate in irrigation water. Some
people say, if it turns up in irrigation water, it could turn up in drinking water.


“Missouri has had drinking water reservoirs contaminated with this, and contaminated within the
first year of its use.”


Jannette Brimmer is with Minnesota Citizens for Environmental Advocacy. She worries that
Balance could turn into another environmental problem like atrazine. Atrazine is a commonly
used herbicide. It shows up in drinking water in many parts of the country, at very low levels.
Some studies show, even at those low levels, it’s causing deformities in the sexual organs of
frogs, which might be responsible for reductions in frog populations. And Brimmer wonders if
it might be affecting people too.


“In other words, small dosages at the wrong time in fetal development, pregnancy, in a kid, can
have significant impacts. So we have an opportunity to do the right thing before it gets into our
water, before it poses a health threat, before it’s a problem.”


The EPA doesn’t do any tests to find out whether herbicides affect the hormones of frogs or
people. The agency did conduct tests on the reproduction rates of aquatic animals, and found no
effects.


But the EPA does have one major concern — the effect Balance might have on other crops.
Officials worry if farmers use water polluted with Balance to irrigate crops like cabbage or
lettuce, the herbicide could hurt crop yields.


Both Michigan and Minnesota are trying to figure out how big a threat that might be. Dan
Stoddard, at the Minnesota Department of Agriculture, has been watching the field studies from
other states. He says the results are mixed.


Some of the studies looked at how much Balance got into water supplies. They found lower
concentrations than scientists originally predicted.


But some regions are more vulnerable than others, depending on the type of soil. Dan Stoddard
says areas with coarse or sandy soil, or shallow bedrock, are especially vulnerable.


“What has been considered is some requirements that would restrict use of the product in those
areas. But nonetheless it does have the potential to get into groundwater. What we would
require is additional monitoring to see whether that is in fact happening.”


Stoddard says he’s weighing the risk of polluted water against the benefits Balance might offer.
He’s hearing from companies that have been applying Balance in other states. They say, by
adding the new product to their arsenal, they can cut down on their use of other herbicides.


“If somebody uses the same type of pesticide or herbicide over a few years, weeds can become
resistant and what they wind up having to do is increase the concentration of that product. So
having a new chemistry allows lower application rates of the product.”


Wisconsin recently approved the use of Balance. But the Wisconsin Agriculture Department
there imposed so many restrictions, the company decided not to market it in the state. Bob
Olson is a farmer, active in the Wisconsin Corn Growers Association. He says his state is
putting him at a disadvantage compared to other farmers.


“It’s been registered in 17 other corn states. It’s just not been able to be registered here in
Wisconsin because of what we think are undue concerns. And the fact that we can find it in
increasingly smaller quantities. Simply because you can find something, doesn’t mean that level
is ever going to affect anyone.”


Michigan and Minnesota are planning to decide in time for spring planting whether to let
farmers use Balance in their states.

some common weed killers may threaten human fetuses. The Great Lakes
Radio Consortium’s Chuck Quirmbach reports:


Warren Porter is an environmental toxicologist at the University of
Wisconsin – Madison. He says he went to the hardware store and bought
common herbicides containing the chemical compounds 2-4-d, dicamba, and
mecoprop. Porter diluted the mixture with water and fed it many times
to hundreds of lab mice. Porter says the mice experienced a 20 percent
increase in failed pregnancies and he contends exposure to the
combination of chemicals is to blame. He says government regulators
often test only individual chemicals and don’t realize how chemical
mixes might affect a living cell.


“It’s like a molecular bull in a china shop. It’s almost impossible to
predict in advance all the possible things they might do.”


Porter says exposure to the mix of weed killer chemicals can also
threaten human pregnancies. But other researchers say the risk to most
people is very low.

Farmers Protest Atrazine Study
