Great Lakes Record Lows

The Great Lakes are hitting new record low water levels. The water is so low that
big 1000-foot cargo ships are running aground. There’s debate about
whether this is just part of the historic ups and downs of the Great Lakes, or if it’s the
effects of global warming. Lester Graham reports from Lake Michigan’s Muskegon
River, a trouble spot for some of the big ships:

effects of global warming. Lester Graham reports from Lake Michigan’s Muskegon
River, a trouble spot for some of the big ships:


Here at the end of the pier next to the lighthouse, it’s cold, it’s icy and it’s windy. And
it’s hard to imagine a ship navigating its way into this channel, but ships do on a
regular basis to bring coal to a power plant. This year, however, some of the ships
have ended up aground here simply because of lower lake levels and more sediment
in the channel:


“There’s been three this summer here in Muskegon. They go hard up on the sand.”


Dennis Donahue is the marine superintendent for the National Oceanic and
Atmospheric Administration’s Lake Michigan field station at Muskegon, Michigan. He
says this year’s groundings of cargo ships just hasn’t happened that often in the
past:


“Well, we haven’t had a grounding here, certainly in the last 15 years due to water
levels.”


Lester Graham: “So what’s happening here? What’s going on?”


Donahue: “Well, there’s a couple of things, we’ve got the water levels dropping and
then we’ve got some weather patterns that are carrying sediment to the mouth of the
Muskegon River. So, those two compound and create shoal areas.”


So lower water and a rising bottom mean channels are more shallow. That means
ships have to carry less cargo, and that costs the shippers reportedly a million
dollars per ship per year.


Scientists have been monitoring the dropping lake levels for close to a decade now.
At NOAA’s Great Lakes Environmental Research Lab, Deputy Director Cynthia
Sellinger says she’s been seeing a trend in the weather that’s causing the problem:


“We’re having a lot less precipitation and a lot more evaporation. And that’s
impacting the water levels on the lake.”


Less snow pack and rain mean less water filling the lakes, and with warmer winters
Sellinger says there’s less ice cover to protect the lakes from massive evaporation.
Historically, about 50% of the lakes’ surfaces have been covered by ice. These
days, it’s more like ten to 20%. Cold air hits the warmer water and
carries it away. For Lake Superior alone, a one-inch drop is more than 500 billion
gallons. During the past decade, Superior has lost nearly 13 trillion gallons.


“The upper lakes, Superior, Michigan and Huron, are very close to their record low.
So, it’s approaching an extreme. Superior reached its record low in 1926 and just
this year it broke the record low for September. So, 2007 now is a new record low
for Lake Superior. Lakes Michigan and Huron are approaching their record low.”


Sellinger and her colleagues are not ready to say global warming is causing the
lower lake levels. It might just be a part of a long cycle of ups and downs of the lakes.
But the lower water levels do fit some of the computer model predictions about
global warming.


Lower lake levels causing problems for big cargo ships and marinas catering to
recreational boaters are problems enough. But, some environmentalists say if lower
water levels are caused by global warming, the pressures on the water in the Great
Lakes likely are going to get a lot worse. Andy Buchsbaum heads up the National
Wildlife Federation’s Great Lakes office:


“The hidden threat of global warming is that not only does it affect Great Lakes water
levels simply because of increased evaporation or increased temperatures changes
precipitation, but the threat it makes to Great Lakes water levels is even greater.
Because global warming, global climate change, is having massive effects already
and is likely to have even greater effects on water supplies in the Southwest, the
Southeast and all over the country. And as those pressures increase, the pressure
to divert Great Lakes water will increase exponentially.”


We don’t know whether new diversions to dry areas of the country could cause as
much of a problem as less precipitation and more evaporation of the Great Lakes
already do. But, it would certainly aggravate the problem. The effects of water
levels dropping further mean more economic hardship for shipping and tourism. And
environmentalists say ecological damage to coastal habitat that fish and other
wildlife need to survive could be on a scale that’s not been seen on the Great Lakes
in recorded history.

on the ecosystem of the park. As Kinna Ohman reports, top predators such as wolves might be

Yellowstone National Park holds many wonders, but few things capture a visitor’s imagination
like the wolf:


“Whoa, I can see their eyes.”


Marlene Foard lets me peek through her scope and see members of the Slough Creek wolf pack
tearing into a recent kill. As we watch, we hear another group of wolves howling in the distance:


“Did you hear ’em? Yeah, did you hear that? Oh my God…”

Visitors are not the only ones fascinated by the wolves. Lately, scientists have been caught up in
the excitement too. Not just by the wolves, but how the wolves are changing Yellowstone.

It’s a cold yet sunny day in the park. I’ve met up with Doug Smith, the project leader of
the park’s wolf recovery program. But we’re not going to look for wolves today. We’re about to
see how wolves are changing the landscape:

“This is Blacktail Deer Creek that we’re walking up on. And it’s surrounded by willows.
And these willows about ten years ago were not growing as luxuriantly as they are right
now.”


This new willow growth happened after the wolves’ reintroduction to Yellowstone, and many
scientists are making a connection. Willow can be a food for elk especially in the winter, but
since the wolves have returned, elk would rather be on hillsides and open areas where they can
see wolves coming. And once they leave the river valleys behind, plants like the willow are
recovering.


The willow’s recovery is important because it helps other wildlife. Beaver eat willow and use it
for building dams. And ponds created by beavers are great habitat for endangered birds, like the
warbler. Doug Smith says the fact this could be caused by wolves caught everyone by surprise:


“Nobody thought of this. I was around at the beginning. There were many studies done
looking at what the impacts of wolves would be. And I can’t remember reading about this
at all.”


And it goes beyond the willow. Bill Ripple is a professor of Ecology at Oregon State University.
He came to Yellowstone in 1997 to study why aspen trees were declining. Ripple wasn’t thinking
wolves, but one day, when studying tree ring data, he saw the aspens’ problems began just when
the last wolves were killed off in Yellowstone. He was equally surprised:


“I didn’t see anything in the record. It wasn’t on my radar to see how wolves may be
affecting aspen trees. That was not even considered at all. And all of a sudden, it appears
that this one animal can have this profound effect on the entire ecosystem.”


And this got Ripple thinking about the top predators a little differently. He says these effects
might even extend to other animals:


“I think that this effect of predators would probably go well beyond just cougars or wolves.
You know everything from black bears to grizzly bears to lynx to wolverines. They may all
play important roles that we don’t even know about at this point.”


Not everyone thinks predators are needed for ecosystems to thrive. There are hunters who
consider wolves unnecessary and even competition for animals such as deer and elk, but Doug
Smith says it’s important to realize the contribution of wolves goes beyond what hunters can do.
Willow and aspen re-growth depends on wolves changing elk behavior. And this has to happen
year round:


“Human hunters, well known this fact, and I’m a hunter and I know this, prey behavior
changes during the hunting season, and before and after they go back to doing what they
want. Having a carnivore on the landscape changes prey behavior year round. A totally
different presence than human hunting.”


But there’s a caveat. Smith says there has to be a certain number of wolves on the landscape for
these changes to occur. And the number might be more than humans are willing to tolerate:


“You know, just having wolves on the landscape does not do it. And that’s a very, very
important point because some people are using wolves to argue that we’re going to get this
ecosystem restoration, this ecosystem recovery. But they need to be at a certain minimum
density. And that might be in some places at densities that are too high for humans to
socially tolerate.”


So, ultimately, ecological recovery could depend on humans, not the wolves. Human tolerance
needs to be high enough to allow top predators like the wolf to return to ecosystems, otherwise,
full recovery might never happen.

reports, this could be bad news for the services people depend on from
nature:


Plants work overtime for us. They produce oxygen and food, among a lot
of other things. But many plant species are going extinct.


A study in the Proceedings of the National Academy of Sciences says as
we lose plant species, ecosystems could become half as productive as
they are now.


Brad Cardinale is the study’s lead author. He says preserving habitats
could slow the loss of species:


“For every place we build, every place we put a house, every place we
put a mall, we set aside another tract of equal size for the other 10 million
species on the planet to persist.”


Cardinale says we should start setting aside more land soon. Some
estimates suggest as much as half of all known species on Earth could
be extinct by the end of this century.

Burnham-Snyder who’s with the environmental group Natural Resources Defense Council about the new green trend in sports:


EB: Well, I think for a lot of these sports teams, it’s come down to just
good business practices. You know, a good examples is when we approach
the Phildelphia Eagles in 2004 and said, ‘Hey guys, you’re getting a
lot of your paper from a forest that is a main habitat for the American
eagle. That started a dialogue.


They’re now buying 25% of their electricity from renewable sources,
they’re using recycled paper, and they’re even recycling cooking fat
from the chicken tenders and fries during the game day to run the
stadium’s vehicles on bio-fuels. So, there’s an understanding that you
can still have a good, robust business, a good robust sports business,
and do good for the environment at the same time.”


LG: So how are the big greens, the big environmental groups such as the
Natural Resource Defense Council, working with the sports industry?


EB: Well, we’ve been working a lot recently with major league baseball and
the National Basketball Association. It’s something you’re going to
hear a lot about over the next couple months. We try to work with teams
to try and find out what are some of the best practices they’ve been
using already, with recycling and energy efficiency, and we’re trying
to help all of these sports teams understand… here are the different
steps that you can take to both lessen your environmental footprint and
cut costs.


I think for fans ultimately, that’s a chance for them to yet again
pressure their teams and take that money that they’ve saved and put it
maybe into some free agents.


LG: You know, it seems with teams jetting back and forth across the
nation for games and burning a lot of fuel, we see these huge parking
lots of concrete or asphalt that are sometimes only used once a week
for a season. We’ve got some older stadiums, such as Wrigley Field in
Chicago, using restroom facilities that are basically troughs with
constantly running water, and NASCAR burning lots of fuel, even if it’s
using bio-fuels, it seems there’s little actually being done to make a
real difference for the environment. So how is this movement in sports
anything more than just tinkering around the edges?


EB: Well, you know, listen, there’s only so much that they can do within the current
structure.


But when you have industries, like the ski industry, going 100%
renewable at mountains, when you have places like the Philadelphia
Eagles and their field buying 25% of their energy from renewable
sources, those are actually large steps for industries to be taking,
especially when they’re really aren’t any standards for them right now.
They’re really isn’t any program out there right now to guide them.


So, this is a case where business is really trying to lead government
and let them know that we can do this but we need your help, too. We
need you to set limits on pollution to make it easier for us.


LG: Course there’s an incredible fan base for sports of all kinds and
we’re starting to see some attention drawn to these environmental
issues. For example,Sports Illustrated‘s cover is talking about
global warming, we’re hearing teams talk about this. What will this do
for awareness for the typical sports fan?


EB: Well, I think, as with a lot of the coverage we’ve seen on global
warming over the past couple years, it’s an indication that something
that a lot of people have had sort of a common sense reaction to for
the past few years.


For example, this past winter was the warmest winter ever on record.
People are coming to the realization that things are changing. But
sometimes it’s hard to connect those dots and so when you have
something like Sports Illustrated putting global warming on the
cover, what that does is it helps people who already said, you know
what, I haven’t been able to play pond hockey for the past couple of
years with any sort of consistency. I haven’t been able to go skiing.
You know, there are things that seem to be changing, what’s up?


And then they make that connection. And you know, the more evidence,
the more knowledge that comes out about global warming, I think the
more people you’ll see make those connections in their daily lives and
how global warming and other environmental challenges we face really do
affect them.

Making Room for Wildlife in the City

its natural areas. Rebecca Williams reports it’s mapping out the hidden
little places that get overlooked:

You might forget you’re in Chicago as you walk up the path to the Magic
Hedge. It’s a big honeysuckle hedge planted as screening for a missile base
on this land that juts out into Lake Michigan like a crooked finger. When
the Army left in the 70’s, the hedge grew wilder. Migrating birds have been
going nuts over this little area ever since.


“It’s kind of like a bird motel, where on their trips they can stop and rest
and re-energize before they take off again. So it’s just a wonderful
natural oasis within this very dense urban city.”


Jerry Adelmann’s been a fan of green space in the city for decades. He’s
the chair of Mayor Richard Daley’s Nature and Wildlife Committee. Two years
back, Adelmann suggested making a comprehensive inventory of Chicago’s last
remaining scraps of habitat.


“We have some of the rarest ecosystems on the globe – tall grass prairie
remnants, oak savanna, some of our wetland communities are extraordinarily
rare, rarer than the tropical rainforest, and yet they’re here in our forest
preserves and our parks, and in some cases, unprotected.”


The city recently unveiled a new plan to protect these little places in the
city. The Nature and Wildlife Plan highlights one hundred sites, adding up
to almost 5,000 acres. Most of the sites are already part of city
parks or forest lands, but until recently, they didn’t have special
protection.


Kathy Dickhut is with Chicago’s planning department. She says before
Chicago’s recent zoning reform, these sites the city wanted to protect were
zoned as residential or commercial areas. Now they’re zoned as natural
areas.


“Buildings aren’t allowed, parking lots aren’t allowed. This area is not
going to be zoned for any other active use whereas other parts of the parks
we have field houses, zoos, ball fields, but in these areas we’re not going
to have structures.”


Dickhut says even though land’s at a premium in the city, the planning
department hasn’t run into a lot of opposition with the new habitat plan.
She says she just got a lot of blank looks. Local officials were surprised
the city wanted these small pockets of land.


And that actually worked in the city’s favor.
The city’s been able to acquire new lands for habitat that no one else wanted.


“As a rule we don’t like to take the throwaways for parks and habitat. But
in some cases, habitat lands work well where other things won’t work well.
If you’ve got a road and a river and a very skinny piece of land that won’t fit
anything else, that’s good for habitat, because anywhere where land meets water is
good for habitat.”


The city’s also turning an old parking lot back into sand dunes and
elevated train embankments into strips of green space. And though some of this land
isn’t exactly prime real estate, the city does get donations with a little
more charisma.


In Chicago’s industrial southeast side, the U.S. Fish and Wildlife Service
discovered bald eagles nesting in the area for the first time in a century.
The birds were nesting on a 16 acre plot owned by Mittal Steel USA. The
city got the company to donate the land.


Lou Schorsch is a CEO of the steel company:


“Of course, you always would like to keep the option, it’s close to the
facility, if the facility expands, you could put a warehouse there, but we
had no immediate plans for it and I think when the city approached us, given
this unique circumstance of eagles returning to nest there, frankly it was a
relatively easy decision for us.”

Surplus land and a symbolic bird helped the city’s cause in this case. But
the city’s Nature and Wildlife Chair Jerry Adelmann hopes this can be the
beginning of a national trend.


Adelmann says preserving remnants of habitat on industrial lands fits into
Mayor Daley’s larger green vision for the city. It’s a vision Jerry Adelmann thinks doesn’t have to
be at odds with the city’s industrial past.


“I’ve had friends come visit and they think of Chicago as this industrial
center, City of Big Shoulders, gangsters and whatever and then they suddenly
see this physical city that’s so beautiful. Our architecture is world-famous but also our public spaces, our natural areas, our parks I think are
becoming world-famous as well.”


But Adelmann admits it’s early yet. It’s too soon to know how well these
remnants of land will function as habitat and what the city might need to
do to make them better. He says while it’s important to provide green
spaces for birds and bugs, these places are even more important for the people
who live in Chicago. Especially people whose only contact with wildlife
might be in the city.

One of the biggest cities in the US has released a plan to protect nearly
5,000 acres of natural habitat within city limits. Rebecca Williams
has more:


Cities are some of the last places you’d expect to find good wildlife
habitat. But Chicago officials have mapped out 100 habitat sites within the
city. These are remnants of prairie, savanna, dunes and wetlands that
either escaped development or have potential to be restored.


Kathy Dickhut is with Chicago’s planning department. She says the city
needed the habitat plan to maintain green spaces for migratory birds and
other wildlife.


“Unless you know that you have all these things you’re kind of hit or
miss-managing things and you can’t really manage to improve the system.”


Dickhut says when the city recently revamped its zoning codes, these habitat
areas were zoned as natural areas. That means they’ll be set aside strictly
as wildlife habitat: no buildings or ball fields can be put on the same
spaces.

Program Works Toward Greener Golf Courses

Golf courses are among the biggest water users in the country,
and they use a lot of pesticides and fertilizers that could end up in waterways. The potential for pollution is growing as golf becomes more popular around the world. But thousands of golf courses are working to become certified as environmentally-friendly. The GLRC’s Erin Toner reports on a program that helps golf courses comply with environmental laws, save money, and become more natural:

Golf courses are among the biggest water users in the country, and they use a lot of
pesticides, herbicides and fertilizers that could end up in waterways. The potential for
pollution is growing as golf becomes more popular around the world. But thousands of
golf courses are working to become certified as environmentally-friendly. The GLRC’s
Erin Toner reports on a program that helps golf courses comply with environmental laws,
save money, and become more natural:


I’m at Centennial Acres Golf Course in Sunfield, Michigan and it’s a perfect summer day:
the sky is a deep blue, the air is warm and it smells like grilled hot dogs. The hot dogs
are for military veterans here for a golf outing. The outing hasn’t started yet, but already
most of the day’s work on the course is finished. The fairways and the greens have been
sprayed and mowed, and a couple of high school kids are washing the mowers and
parking them in a big garage.

Debbie Swartz is the director of the Michigan Turfgrass Environmental Stewardship
Program at Michigan State University. It certifies golf courses that have completed a list
of environmental improvements. Today, Swartz is doing a follow-up visit at Centennial
Acres to check on the course’s progress. She’s watching how the staff is cleaning the lawn
mowers:


“The problem is that you need to get rid of the water and you need to get rid of the
clippings. And years ago, a very easy solution would be to take this operation and put it
as close to a river as possible. And we’ve learned over the years that that’s not
appropriate. You’re loading a waterway with nutrients and so we needed to come up with
solutions on how we could clean equipment in an environmentally-sound way.”


Swartz says Centennial Acres is doing it the right way. The mowers are being cleaned on
a cement pad to reduce runoff. Clippings are first blown off the machines with air
sprayers so fewer pesticides end up in the water. Then, the clippings and the water are
applied to the golf course. This is one of many changes the course has made after
enrolling in the Environmental Stewardship Program. It also installed cement pads and
walls around its fuel tanks and it built barriers around wellheads to guard against
groundwater pollution. Josh Mattice is the golf course superintendent. He says he was
surprised at all the things he needed to work on:


“Absolutely, there was a lot of stuff that that’s the way it’s been for years and you really
don’t pay much attention to it and when somebody else brings it up it kind of turns a light
bulb on and says oh, geez, you know, that’s a good idea, or that’s something that we need
to look into.”


Mattice says the biggest change was protecting ponds and creeks on the course from
chemicals. To do that, he stopped mowing right up to the water’s edge and let those areas
grow naturally, weeds and all. The vegetation serves as a buffer, trapping chemicals
before they get into the water. Mattice says these overgrown areas were kind of tough at
first for the golfers because perfectly manicured courses have been the gold standard in
golf:


“It was rough at first, ha, ha, that’s for sure. But now that they’ve gotten used to it and
understand the reasoning behind it, they’re all for it. They’ve learned to appreciate the
natural beauty.”


Now, 15 acres on the golf course never get mowed, saving gas and money. Similar
buffers zones are being created at nearly all the golf courses in the stewardship program.

Paul McCoy is teeing off at Centennial Acres. He’s been a member here for 15 years, and
he golfs every single day. McCoy says he doesn’t mind the natural buffers because they’re
mostly out-of-play areas anyway. And he likes the wildlife they attract:


“When I’m out on the course every day and I see turkeys all over the place, like I did
today, eight turkeys. Yesterday I saw two bucks out there with the velvet steel on the
horns. And I’ve seen the hawks nest out there with two hawks, a mother hawk and I see
that everyday I think it’s a great place to be right here on this golf course.”


About a quarter of Michigan’s 900 golf courses are enrolled in the Environmental
Stewardship Program. Audubon International has a similar certification program, with
more than 2 thousand golf courses enrolled worldwide.


It costs a couple hundred dollars a year for courses to be involved in these programs. But
the cost is pretty low compared to potential fines for violating environmental rules. The
program’s also helping to bring in business for some courses. Already this summer, a
handful of groups have booked Centennial Acres for their golf outings specifically
because the course has been certified as a friend of the environment.

The Army Corps of Engineers is tackling a dam removal project that could affect how the Corps approaches future dam removals. In the next decade, communities will be deciding whether to keep operating tens of thousands of hydroelectric dams on rivers across the country. This project is significant because it involves several dams being taken out of production along the same stretch of river. The GLRC’s Bob Allen reports:

The Boardman River is beautiful. It winds and turns and tumbles
through forested hillsides and passes along northern cedar swamps.
Sections of the upper river qualify as a blue ribbon trout stream, but a
series of dams along the lower half of the river changed some of the best
river water.


Steve Largent has worked on repairing damaged banks along the
Boardman for the last fifteen years. He says removing the dams will
restore faster flowing sections of the river, and clearing out the sand and
silt built up behind the dams will be good for trout and other critters.


“The sediment that is building up in the back of Brown Bridge pond
continues to move upstream as it fills in the upper end of the pond it’s
aggregrating upstream. It’s moving upstream further and further destroying
habitat further upstream.”


So a free running river will help wash away that sediment, but these days
it’s not just anglers who are interested in the Boardman River. Recently
river engineers have been drawn to the Boardman like trout to a fly
fisherman’s lure. They’re interested in landing the job of studying the
Boardman River and its dams. The million dollar study will look at
whether to keep or tear down three hydroelectric dams along a 17 mile stretch of river in northern Michigan just before it flows into Lake
Michigan.


Craig Fischenich is a research engineer with the Army Corps of
Engineers. He says the potential to remove three dams along the same
stretch of river is not something you’re going to find anywhere else.


“Whereas in many parts of the country they’re removing individual dams, they’re on systems that have other dams on them, and so this is an
opportunity here to actually try to restore an entire watershed.”


Fischenich says taking out the dams would mean improvements for
native fish. But there are risks too. If the dams go, invasive species
such as the parasitic sea lamprey could get upriver, and introduced
species such as steelhead and salmon could swim into the river and
compete with the native fish.


That prospect doesn’t exactly thrill John Wyrus, who lives on the
Boardman. He’d rather see some kind of obstacle down near the mouth
of the river to prevent introduced species from entering.


“So that these steelhead and salmon can’t get up the river. I would just
like to see it a brown trout and brook trout fishery.”


That’s the kind of scenario the study of the Boardman River would
consider.

Recently a lot of the engineers vying to do the study gathered at a
conference put together by the Corps of Engineers.


Gordon Ferguson works for ENSER Corporation. His company
is one of a dozen that submitted bids to land the study.


“This is a particularly interesting project because it involves a lot of
complex issues both from an engineering standpoint and also local
community issues. Property rights issues of homeowners along the
watershed.”


What they learn from the Boardman could be important to communities
near rivers across the nation.


Many of the tens of thousands of dams across the country are aging, and
in coming years, just like on the Boardman River, those with hydroelectric generating stations will need to be upgraded to keep their operating license.


The local utility says the dams on the Boardman don’t generate
enough power to make it worth fixing them. So they’re giving up the
licenses to generate electricity. Ownership of the dams reverts to the
local governments, and local officials are asking the Army Corps of
Engineers to pay for the study of the Boardman. The federal agency is
eager to be involved in this project.


The Boardman River study offers a chance for researchers to figure out
how to count less tangible values. Like how removing dams will affect
other wildlife such as eagles and osprey along the river.


Jock Coyngham is an ecologist for the Army Corps of Engineers.
Typically, he says, wildlife and recreation get discounted in this kind of
study because it’s easier to quantify things like hydropower, but it’s
important to figure out what value they have.


“If you make all your resource decisions as a state and as a country over
a long period of time pretty soon there won’t be any substantial fish
populations, any wild reproduction. Just because traditional cost-benefit
analysis tends to underestimate those ecosystem services and values, let
alone aesthetics.”


The Army Corps is waiting final approval for funding. Once given the
OK, the study of the Boardman River and its dams… could very well lay
the groundwork for other dam removals around the country.

Cargo ‘Sweepings’ Called Into Question

shipping lanes. The practice is called “cargo sweeping” and it’s allowed
in spite of U.S. laws and an international treaty banning dumping in the
lakes. The GLRC’s Charity Nebbe has more:


The dumping occurs when cargo ships pump water over the deck and
through loading tubes to wash away any refuse that has collected from
the loading and unloading process. Industry insiders say the practice is
necessary to protect the safety of the crew and the integrity of the cargo.


James Weakley is President of the Lake Carriers’ Association.


“I’m very confident that what we’re putting over the side are naturally
occurring substances… and we’ve been doing this practice for hundreds
of years and as yet we haven’t seen an environmental harm.”


Critics are concerned about toxins that might be carried in the coal, iron
ore, and slag jettisoned by the ships, and they’re concerned about the
habitat that might be buried under the refuse.


This year the U.S. Coast Guard is reviewing the 1993 interim policy that
allows cargo sweeping, but as of yet no scientific study has been
commissioned.

Forest Service Takes Heat on Timber Land Sales

Environmentalists and the U-S Forest Service often fight over the best way to balance between cutting timber for lumber and paper, and preserving wildlife habitat. Lately, the battle is over whether government just looks at each tract of land where it sells timber or whether it looks at the cumulative impacts of logging on National Forests. The GLRC’s Chuck Quirmbach reports:

Environmentalists and the U.S. Forest Service often fight over the best
way to balance between cutting timber for lumber and paper, and
preserving wildlife habitat. Lately, the battle is over whether
government just looks at each tract of land where it sells timber or
whether it looks at the cumulative impacts of logging on National
Forests. The GLRC’s Chuck Quirmbach reports:


When some people look at a stand of trees they see lumber for a house or
wood for paper.


“Let’s go to the yellow birch.”


But when Ricardo Jomarron spots a stand of yellow
birch trees, he sees a valuable home for the pine marten – a member of
the weasel family. The marten is endangered in some states.


“The great thing about yellow birch is that it has a propensity to become
hollow while staying alive. So you have this wonderful den for pine
marten and other species to rear their young that isn’t going to blow over
in a windstorm.”


Jomarron is standing in the Chequamegon-Nicolet National Forest in
northern Wisconsin that’s near the border with Michigan. Last year,
Jomarron’s group, the Habitat Education Center won a federal court case
that has blocked timber sales on about 20-thousand acres in the million
and a half acre Chequamegon- Nicolet.


A judge ruled the Forest Service had violated the National
Environmental Policy Act by not considering the cumulative impact of
logging on other forest species. Logging not in just one place, but many
can have a larger impact on some wildlife that the judge said the Forest
Service didn’t consider.


But it’s not just the act of cutting down the trees that worries the
environmentalists. It’s the loss of shade that some plants need to survive
and new logging roads crossing streams where erosion damages trout
habitat.


The Chicago-based Environmental Law and Policy Center is representing the
Habitat Education Center. Attorney Howard Learner says the case is not
about banning logging in the national forests. He says it is about
restoring a system that he argues has gotten out of whack.


“In part because the Forest Service was looking at one timber sale and what the
impacts of that were, and then they’d look at another one and what the impacts of that were, and
they didn’t look at the overall impact – and what was the forest rather
than the trees.”


The Forest Service eventually decided not to appeal the judge’s rulings to
stop the disputed sales in this one forest. It’s taking another look at the
cumulative impact of the proposed deals, but the Forest Service says it
didn’t approve the timber sales without getting advice from state and
tribal experts on water and wildlife.


Chequemegon-Nicolet forest supervisor Anne Archie says her agency
has done a good job. She says if you really want to study the total effect
of forest management, look back a century when loggers cut everything
in sight.


“70 to 100 years ago there was no national forest. It was shrub land and
burnt over grassland. Now the National Forest is there that provides a
habitat for the species. So cumulatively in 70 to 100 years, we’ve been
growing the habitat for the species that Habitat Education Center…we’ll
we’re all concerned for those species.”


But Habitat Education Center and other environmental groups say the
Forest Service still isn’t doing a thorough job of determining the impact
that logging might have. The environmentalists and conservation groups
say the agency’s follow-up study on the Chequemegon-Nicolet is like
Swiss cheese with many more holes than substance. Depending what
happens at the end of the current comment period, the groups could ask
the judge to keep the lid on the timber sales.


Logging companies that cut and mill the trees from the forest are not
happy about the legal battles.


James Flannery runs the Great Lakes Timber Company. He says if you
want to look at the cumulative impact to the forest, you should look at
the cumulative impact to the economy of the area.


“Part of the money generated from forest sales comes back to
communities. If we have no forest sales and there’s thousands of acres of
forests land that we harvest I’m more worried about the income of these
communities, which will be zero.”


But the environmental groups argue the broad expanse of the forests
need to be protected from multiple timber sales that cumulatively could
cause wider ecological damage. They say ignoring the health of the
forest ignores another important industry of the area: the tourism that
brings a lot of money to the north woods.
