Great Lakes Record Lows

The Great Lakes are hitting new record low water levels. The water is so low that
big 1000-foot cargo ships are running aground. There’s debate about
whether this is just part of the historic ups and downs of the Great Lakes, or if it’s the
effects of global warming. Lester Graham reports from Lake Michigan’s Muskegon
River, a trouble spot for some of the big ships:

The Great Lakes are hitting new record low water levels. The water is so low that
big 1000-foot cargo ships are running aground. There’s debate about
whether this is just part of the historic ups and downs of the Great Lakes, or if it’s the
effects of global warming. Lester Graham reports from Lake Michigan’s Muskegon
River, a trouble spot for some of the big ships:


Here at the end of the pier next to the lighthouse, it’s cold, it’s icy and it’s windy. And
it’s hard to imagine a ship navigating its way into this channel, but ships do on a
regular basis to bring coal to a power plant. This year, however, some of the ships
have ended up aground here simply because of lower lake levels and more sediment
in the channel:


“There’s been three this summer here in Muskegon. They go hard up on the sand.”


Dennis Donahue is the marine superintendent for the National Oceanic and
Atmospheric Administration’s Lake Michigan field station at Muskegon, Michigan. He
says this year’s groundings of cargo ships just hasn’t happened that often in the
past:


“Well, we haven’t had a grounding here, certainly in the last 15 years due to water
levels.”


Lester Graham: “So what’s happening here? What’s going on?”


Donahue: “Well, there’s a couple of things, we’ve got the water levels dropping and
then we’ve got some weather patterns that are carrying sediment to the mouth of the
Muskegon River. So, those two compound and create shoal areas.”


So lower water and a rising bottom mean channels are more shallow. That means
ships have to carry less cargo, and that costs the shippers reportedly a million
dollars per ship per year.


Scientists have been monitoring the dropping lake levels for close to a decade now.
At NOAA’s Great Lakes Environmental Research Lab, Deputy Director Cynthia
Sellinger says she’s been seeing a trend in the weather that’s causing the problem:


“We’re having a lot less precipitation and a lot more evaporation. And that’s
impacting the water levels on the lake.”


Less snow pack and rain mean less water filling the lakes, and with warmer winters
Sellinger says there’s less ice cover to protect the lakes from massive evaporation.
Historically, about 50% of the lakes’ surfaces have been covered by ice. These
days, it’s more like ten to 20%. Cold air hits the warmer water and
carries it away. For Lake Superior alone, a one-inch drop is more than 500 billion
gallons. During the past decade, Superior has lost nearly 13 trillion gallons.


“The upper lakes, Superior, Michigan and Huron, are very close to their record low.
So, it’s approaching an extreme. Superior reached its record low in 1926 and just
this year it broke the record low for September. So, 2007 now is a new record low
for Lake Superior. Lakes Michigan and Huron are approaching their record low.”


Sellinger and her colleagues are not ready to say global warming is causing the
lower lake levels. It might just be a part of a long cycle of ups and downs of the lakes.
But the lower water levels do fit some of the computer model predictions about
global warming.


Lower lake levels causing problems for big cargo ships and marinas catering to
recreational boaters are problems enough. But, some environmentalists say if lower
water levels are caused by global warming, the pressures on the water in the Great
Lakes likely are going to get a lot worse. Andy Buchsbaum heads up the National
Wildlife Federation’s Great Lakes office:


“The hidden threat of global warming is that not only does it affect Great Lakes water
levels simply because of increased evaporation or increased temperatures changes
precipitation, but the threat it makes to Great Lakes water levels is even greater.
Because global warming, global climate change, is having massive effects already
and is likely to have even greater effects on water supplies in the Southwest, the
Southeast and all over the country. And as those pressures increase, the pressure
to divert Great Lakes water will increase exponentially.”


We don’t know whether new diversions to dry areas of the country could cause as
much of a problem as less precipitation and more evaporation of the Great Lakes
already do. But, it would certainly aggravate the problem. The effects of water
levels dropping further mean more economic hardship for shipping and tourism. And
environmentalists say ecological damage to coastal habitat that fish and other
wildlife need to survive could be on a scale that’s not been seen on the Great Lakes
in recorded history.

The bald eagle came close to extinction
before strong measures were taken to help pull
it back. The eagle was protected by the Endangered
Species Act for 40 years. And the government banned
toxic compounds such as DDT that caused damage to the
eagles’ eggs. Bob Allen caught up with researchers
who are monitoring the health of the birds. They’re
finding the birds are still being exposed to toxic
chemicals:

eagles’ eggs. Bob Allen caught up with researchers
who are monitoring the health of the birds. They’re
finding the birds are still being exposed to toxic
chemicals:


We’re on a steep, heavily wooded hillside about a mile above a
barrier dam on the Muskegon River in Michigan. The land is part of a private
church camp. So, human intrusion on the site is low. And the
pond behind the dam provides plenty of food for eagles rearing
their young.


Once every five years researchers are permitted to come here and
take young birds from the nest.


“Usually we try to keep people about a quarter mile away from the
nest. And that way we don’t have human disturbance that
would cause them to fail.”


Bill Bowerman is a wildlife toxicologist from Clemson
University. He first became part of this eagle survey as a grad
student at Michigan State more than 20 years ago, about the time
researchers began taking blood and feather samples.


Wildlife veterinarian Jim Sikarskie says eagles sit atop
the aquatic food chain, so any contaminants in the ecosystem
eventually show up in them:


“The contaminants that are in the plasma from the blood and
from the feathers then help us evaluate the quality of the water in
the area around the nest. So we do birds from different watersheds
every 5 years as part of the water quality surveillance plan.”


The nest is a tangled mass of twigs in an aspen tree swaying in a
strong breeze about 60 feet off the ground. As the research team
approaches, the female lifts off and begins to circle and squawk
just above the tree-tops.


They lay out syringes and test tubes on the ground. Walter
Nessen gets ready to climb the tree. He’s worked with
Bowerman monitoring sea eagles in his native South Africa.


Walter buckles into his harness and straps a pair of climbing
spikes to his boots. He has the kind of wiry strength and agility
that makes for a good climber. He prefers not to use gloves to
handle the eaglets because he relies on a sense of feel between
his hands and their legs:


“Immature birds, nestlings, are quite delicate because their
feathers are not hard-pinned. In other words, there’s still
blood circulating inside the feathers as it’s growing. One has
to be careful not to bend them or break them because they
will not develop further. That’s the most important thing.
The other thing is you need to take care the birds have big
claws. It’s one of the first things developing on the birds so
they can attack you and claw you and scratch you and that
kind of thing.”


Walter wraps his climbing rope, really a polyester-covered steel
cable, around the trunk of the tree, locks it into his harness and up
he goes.


First he checks nestlings to be sure they’re old enough and in
good condition before lowering them down in a special padded
“eagle bag.”


With young eagles on the ground, everyone becomes hushed and
businesslike. Bowerman writes down the eaglet’s weight and
other measurements. They’re four to five pounds with some
down-like feathers still clinging to them. Most prominent are
their dark beaks and yellow-orange claws.


Sikarskie carefully drops a cloth hat over an eaglet’s head to keep
the bird calm. Then, he talks a young grad student through
taking her first blood sample from the underside of a delicate
wing.


The two nestlings are examined for parasites. Then, they’re leg
banded, tucked gently back in the bags and hoisted aloft. They’re
out of the nest for maybe fifteen minutes.


Places like this, far upriver from the Great Lakes, were refuges
for eagles back in the DDT era. Eagles survived here because
fish couldn’t pass above barrier dams on the rivers and carry their
toxic burden with them, and Bowerman says the difference is still
noticeable today:


“If you live along the Great Lakes you still have higher levels
of PCBs. You still find DDE, which is the egg shell thinning
compound that caused the eagle’s decline in the first place. If
you’re in an area like this which is upstream of the Great
Lakes, there’s much less level in these inland birds.”


Eagle research in Michigan extends back 47 years.
Bowerman calls it the oldest continuous wildlife survey in the
world. It’s a record that documents the recovery of a species in
trouble, but sometimes the information has a more immediate
impact.


Bowerman says some years ago, tests on baby eagle’s blood
from Michigan showed a spike of an unknown chemical. Lab
tests found it to be from a product called Scotch Guard, a stain
repellent for fabric produced by the 3M Company.


When told about it, 3M hired Bowerman’s professor, John Geise,
to find out how widespread the compound was:


“John’s lab went all across the world collecting tissues of
different wildlife species. And they found it world-wide. And
that’s why 3M took scotch guard off the market.”


Bowerman worries that monitoring efforts will slack off when
bald eagles are off the Endangered Species list, and that new
contaminants will be missed. But he can’t help being inspired
by the birds’ recovery:


“Does it make you any more alive to watch that beautiful
eagle soaring around? And it’s really neat to see how many
there are now. So this is just spectacular.”

The start of the plant’s construction has given birth to concerns about whether groundwater in Great Lakes states should be considered part of the Great Lakes water basin. And if it is, some question whether it should be for sale. The Great Lakes Radio Consortium’s Matt Shafer Powell reports:

Is Great Lakes water for sale? That’s the issue on the table in Michigan right now, where the Perrier Group of America has begun construction on a 100 million dollar water bottling operation. The start of the plant’s construction has given birth to concerns about whether groundwater in Great Lakes states should be considered part of the Great Lakes water basin. And if it is, some question whether it should be for sale. The Great Lakes Radio Consortium’s Matt Shafer Powell reports.


Eight Mile Road in rural Mecosta County, Michigan is one of the area’s busier roads, one of the few ways to get to the interstate. It’s surrounded by thousands of acres of farmland. And at its peak, you can see the Little Muskegon River Valley as it stretches for miles across this point where Michigan becomes Northern Michigan.

When Perrier Group Project Manager Brendan O’Rourke saw this stretch of Eight Mile Road, he knew that it would be the perfect place for Perrier’s new Ice Mountain spring water bottling operation.


“Clearly, it’s a beautiful place to live and work, it has abundant natural spring water, the highway system allows for easy access to the marketplace, there’s an available work force and there’s high quality spring water.”


But local resident Terry Swier rarely uses Eight Mile Road anymore. She says it upsets her too much to see the walls of the Perrier plant rising out of what was once a cornfield. Swier is president of the group Michigan Citizens for Water Conservation, a group that formed out of citizen opposition to the plant. Since December, Swier says her group has attracted more than 12-hundred local residents. Most of them are concerned about how local streams, rivers and lakes will be affected by an operation that plans to pump more than 700-thousand gallons of water a day from the ground. But despite her efforts to stop the plant’s construction, work has continued and the plant should be ready to begin operation next Spring.


“It’s just very frustrating how they have the arrogance to say that ‘we can proceed.’ It’s like not even paying attention to the people who are here in the area.”


Perrier officials insist the company has made every effort to listen to local residents and address their concerns. They say they’ve done studies that show the environmental impact will be minimal. And they say the extra 600-thousand dollars a year in tax revenue the plant will generate will go a long way in Mecosta County. Local government officials agree. But Mecosta Township Supervisor John Boyd says he’s more excited by the possibility that Perrier may bring up to 200 new jobs to the area.


“I’ve been to meetings and they say ‘Well, what’s the tax base, what’d you gain on the tax base?’ and I say ‘Hell, I ain’t even looked at it’, because basically, we’re looking for good jobs that sustain people, that will let our kids stay here, stay in the community, and last, we’re looking for a business that will be here tomorrow when we’re gone.”


But construction of the plant and local opposition to it are only the starting points for an issue that has reached far beyond the farmlands of Mecosta County. That’s because the natural springs that lie beneath the ground there feed into the Little Muskegon River, which in turn, feeds into Lake Michigan. Of primary concern to critics is a federal law that requires the approval of all eight Great Lakes governors for any water diversion from the Great Lakes basin. In September, Michigan’s attorney general concluded that the groundwater in Mecosta County should indeed be considered Great Lakes water, and its sale should be approved by the governors. Michigan’s Governor John Engler, though, disagrees on both points and has even offered Perrier nearly ten million dollars in tax breaks. That’s something that frustrates Keith Schneider, of the Michigan Land Use Institute.


“If states are approving diversions of Great Lakes water, they need to consult each other. And the reason they need to consult each other is because we sit on the largest source of fresh water on the planet and this resource is getting ever more valuable. I mean we’re essentially the Saudi Arabia of water here.”


If it’s proven nothing else, the controversy over the Perrier plant has exposed the lack of solid, enforceable groundwater policy throughout the Great Lakes. But in Michigan, that may be changing. In the state capitol of Lansing, various legislative and environmental groups have already begun to unveil their own water control packages—they include everything from the abolishment of tax breaks for companies that bottle water to mandatory assurances that local water quality won’t be sacrificed by those companies. And some groups are calling for a law that would require companies that sell water to pay royalties in the same way that oil and gas companies do now. If it’s ever passed, such a royalty would put a definitive value on water as a natural resource. For the Great Lakes Radio Consortium, I’m Matt Shafer Powell in Mecosta County, Michigan.
