Ten Threats: Sewage in the Lakes

Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining
pollution isn’t that easy:

We’re continuing our look at Ten Threats to the Great Lakes. Lester Graham
is our guide through the series. He says the next report is part of coverage
of a threat called point source pollution.


Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining
pollution isn’t that easy:

We’re on the banks of the Maumee River near Toledo, Ohio. Sandy Binh
brought us here to describe what she saw in the river several years ago when
she was out boating with some friends.


“When there was a heavy rain maybe five years or so ago this is where we saw
a sea of raw sewage in this whole area. It was like, I mean it was like chunks
everywhere. It was just disgusting.”


Binh reported it and found that the city couldn’t do anything about it. That’s
because Toledo’s sewage treatment plant is at the end of what’s called a combined
sewer system. These systems carry both storm water from city streets, and raw
sewage from homes and businesses. If too much water comes into the plant, a
switch is flipped, and the sewage goes straight into the river.

Steve Hallett manages engineering at the wastewater treatment plant for the
city of Toledo. He says a rainstorm can bring twice as much water as the
plant can handle.


“And when hydraulically you can only take about 200 million of it – where’s
the other 200 hundred million go?”


“Where does it go?”


“Uh, it’s by-passed. Limited treatment possibly and then it would be
by-passed to the Maumee River”


Toledo is not alone. More than seven hundred cities across the country have
combined sewer systems that often overflow, cities such as Milwaukee,
Detroit, Buffalo, Chicago, and Cleveland. Every year billions of gallons of
raw sewage are dumped into the Lakes from cities with these old combined systems.


The sewage can cause problems for the environment, but the biggest concern
is that people might get sick. Some of the bugs found in sewage can cause
liver problems, heart disease, and can even cause death.


Dr. Joan Rose is a microbiologist with Michigan State University. She’s
been studying sewage in water for more than 20 years. She says sewage
contains viruses and other nasty microorganisms that can hang around in the
environment.


“Up here in the Great Lakes region with the cool temperatures we have –
these organisms can survive for months, and also these organisms
accumulate.”


Rose says what’s unique about the microorganisms in sewage is that it only
takes a few of them to cause diseases in humans, and once contracted they
can be contagious.


The Ohio EPA sued the city of Toledo. It wanted the city to clean up its
act. After a long battle, the city and the state reached a settlement, and
officials agreed to spend more than 450 million dollars to try to do
something about the problem.

Back at the wastewater treatment plant we’re standing on the edge of a deep
pit. Down at the bottom sparks are flying as welders climb over towers of
green rebar. They’re building a new system that’s designed to treat water
quickly when there’s a heavy rainstorm. The water won’t be fully treated,
but the solids will be settled out and the water will be chlorinated before it’s
released into the river. It’s a compromise the city and the state EPA agreed
upon.


Steve Hallett says to fully treat every drop of water that comes to the
treatment plant in a big storm would require a project four times this size.


“You’d need massive amounts of storage to hold every drop here. You know, that’s
extremely costly and I think, uh, is deemed not feasible.”


Toledo’s project will mostly be paid for by a steady hike in water and sewer
rates over the next fifteen years. The increase was approved by voters
three years agom, and officials plan to go after federal grants and loans
to help defray the costs, but federal dollars are getting scarce. Big cuts
have been made to the federal low interest loan program many cities use to
finance these projects.


The demand for financing is likely to increase. The cost of upgrading the
nation’s combined sewer systems will cost hundreds of billions of dollars.
The question is, who will pay to stop one of the biggest sources of water
pollution left in the country?

One of the Ten Threats to the Great Lakes identified by many of the experts we surveyed

The port of Ogdensburg sits on the St. Lawrence River in northern New York State.
When the Seaway was built, local residents were promised an economic boom. Today
what Ogdensburg mostly gets is road salt.

Road salt and a white mineral called Wallastonite – the Dutch use it to make ceramic tile.
Front-loaders push around mountains of the stuff. In all, the port of Ogdensburg
welcomes six freighters a year and employs just six people.


Other Great Lakes ports are much bigger, but the story is similar. They handle low-value
bulk goods – grain, ore, coal – plus higher value steel. But few sexy electronic goods
from Japan come through the Seaway, or the gijillion of knick-knacks from China or
South Korea.


James Oberstar is a Congressman from Duluth. He says there’s a reason why. A
dastardly coincidence doomed the Seaway.


“Just as the Seaway was under construction, Malcolm McLean, a shipping genius, hit on
the idea of moving goods in containers.”


Containers that fit right on trains and trucks. The problem was the ships that carry those
containers were already too big for the Seaway’s locks and channels.


“That idea of container shipping gave a huge boost of energy to the East Coast, Gulf
Coast, and West Coast ports, and to the railroads.”


Leaving Great Lakes ports behind ever since the regional shipping industry has wanted to
make the Seaway bigger.


The latest effort came in 2002, when the U.S. Army Corps of Engineers studied the
economic benefits of expansion. The study said squeezing container ships through the
Seaway would bring a billion and a half dollars a year to ports like Chicago, Toledo, and
Duluth. But if you build it, would they come?


“Highly doubtful that container ships would come in. Highly doubtful.”


John Taylor is a transportation expert at Grand Valley State University in Michigan.
He’s studied Seaway traffic patterns extensively. He says there would have to be “a sea
change” in global commerce.


“Rail is too competitive, too strong moving containers from the coast in and out say from
Montreal and Halifax and into Chicago and Detroit and so on, too cost-effective for it to
make sense for a ship to bring those same containers all the way to Chicago.”


The expansion study sparked a flurry of opposition across the Great Lakes. It failed to
mention the cost of replumbing the Seaway — an estimated 10 to 15 billion dollars. It
didn’t factor in invasive species that show up in foreign ships’ ballasts. Invasives already
cost the economy 5 billion dollars a year, and environmentalists said it glossed over the
ecological devastation of dredging and blasting a deeper channel.


Even the shipping industry has begun to distance itself from expansion. Steve Fisher
directs the American Great Lakes Ports Association.


“There was quite a bit of opposition expressed through the region, and in light of that
opposition we took stock of just how much and how strongly we felt on the issue and
quite frankly there just wasn’t a strong enough interest.”


Most experts now believe expansion won’t happen for at least another generation.
Environmentalists and other critics hope it won’t happen at all.


So instead, the Seaway is changing its tactics. Richard Corfe runs Canada’s side of the
waterway. He says the vast majority of Seaway traffic is actually between Great Lakes
ports, not overseas. So, the Seaway’s focus now is to lure more North American shippers
to use the locks and channels.


“Our efforts have to be towards maximizing the use of what we have now for the benefit
of both countries, the economic, environmental, and social benefit.”


Today, trucks and trains haul most goods from coastal ports to Great Lakes cities.
Shippers want to steal some of that cargo, take it off the roads and rails, and put it on
seaway ships headed for Great Lakes ports.

wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In our series ‘Ten Threats to the Great Lakes,’ we’ve been looking at how humans make
changes that affect the health of the lakes. Lester Graham is our guide through the series.
He says the next report shows how far we’ll go to try to manage nature:


Along many Great Lakes cities, long concrete or stone seawalls protect property against
wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In the middle of a miles-long concrete shoreline, there’s a tiny beach. Steve Forman points
toward a small bluff at the base of a tree. The professor of earth and environmental sciences at
the University of Illinois at Chicago says the sand, grass and dunes help soften the impact of
waves and rain.


“This kind of relief is what you’d see in many natural coastlines, a coastline like this can
accommodate change better than one that’s been concreted up.”


Just feet away, the concrete picks back up, like a stark white runway that bisects the land and the
lake. Concrete revetments like these in Chicago are a familiar sight in urban areas across the
Great Lakes.


Roy Deda is with the U.S. Army Corps of Engineers. The Corps manages much of the
construction on public shorelines. Deda says hardening the shore is one way of protecting against
erosion.


“Where hardening of the shoreline is important and used, is where you have an existing
community in an urban area like Chicago. You have a lot of development in place already, and
basically you’re protecting what’s been built over a long history.”


Deda says it protects property. But scientist Steve Forman says using concrete walls comes at a
cost: the destruction of natural systems that are often helpful.


Forman says wetlands and stream valleys normally act like a sponge to absorb high lake levels.
They also release some of the water back when lake levels are low. Forman says concrete can’t
buffer those fluctuations.


“It makes the extremes potentially even more extreme in terms of lake level variations.”


So, when there’s a rainstorm, Forman says the water runs off the concrete quickly… instead of
being absorbed across sand or wetlands slowly.


He says the same thing is true for the water flowing into the lakes from rivers.


Discharge into rivers can go up by 50 times the amount it would if natural areas buffered the
rivers.


“Any time we change the landscape from its natural components, we also change the plumbing of
the Great Lakes. We change the way water is routed in and around and through the Great Lakes
as well.”


It’s not only rushing rivers and lake levels that cause problems.


When the shoreline is hardened… the wildlife and organisms that once lived there disappear.


Cameron Davis is with the Alliance for the Great Lakes. He says many rare species live in that
narrow ribbon where the land meets the water.


“When we harden the shorelines, we basically sterilize them in a lot of ways, because we’ve not
providing the kinds of habitat and cover that we need for many of them.”


And beyond the effect on wildlife… hardening the shoreline can also be a bad economic decision.


Steve Forman says permanent structures built near the shores are not as stable as they might seem
when lake levels are high and winter storms cause big waves that erode the land underneath them.


“When the lake levels go up, the erosion rates are just phenomenal…what you see are hanging
stairs everywhere, instead of stairs that take you down to the beach, they’re hanging over the lake,
basically.”


That’s why scientists and planners are taking action. The Alliance for the Great Lakes’ Cameron
Davis is calling on planners to balance protecting the shoreline … with preserving ecology.


“Frankly I don’t think shoreline planning across the region is that great. There really is no single
unifying policy we’re all using to guide what our shorelines ought to look like.”


He’s hoping that some cities will experiment with restoring natural areas along their shorelines…
He says we need to see if in the long run, nature can do a better job of protecting the shores.

Midwest officials say they hope the new administrator of
the U.S. Environmental Protection Agency will continue to push for better coordination of Great
Lakes clean up.
The Great Lakes Radio Consortium’s Chuck Quirmbach reports:


President Bush has nominated longtime EPA scientist Steve
Johnson to take over the Environmental Protection Agency. Todd Ambs
is a natural resources official in Wisconsin, who’s active with
the Great Lakes Commission and Council of Great Lakes Governors.


Ambs says despite the change in EPA leadership he expects an
interagency task force to keep working on prioritizing Great Lakes
protection and clean up. Ambs says committees are drafting a list
that will eventually be sent to Congress.


“Identifying what are the top two or three most important things that
we really need to have happen right now and be able and go as a
unified voice.”


Ambs says
some of the topics that could move to the top of the list are cleaning
up toxic hot spots around the Lakes, controlling invasive species and
dealing with chemicals that build up in fish and wildlife. A draft plan is
due to be released this summer.

Tree Farmer Makes Season Merrier

It’s that time of year again – parking lots across the country are filled with Christmas trees. Just about one out of every three people who celebrate Christmas buys a live tree. The Great Lakes Radio Consortium’s Mark Brush spent some time with one tree grower in the height of tree selling season:

It’s that time of year again – parking lots across the country are filled with Christmas trees. Just about one
out of every three people who celebrate Christmas buys a live tree. The Great Lakes Radio Consortium’s
Mark Brush spent some time with one tree grower in the height of tree selling season:

It’s a crisp afternoon at this Christmas tree lot in Ann Arbor, Michigan. That generator you hear is
powering the electric saws. They trim up the base of the tree so it’ll fit your tree stand. The guys’ hands
are blackened with sap and dirt from handling the hundreds of trees that came off of flat-bed trucks. They
take the bundled trees – open them up, and stick them onto stands. They’ve created a makeshift forest in
the middle of this strip mall parking lot. Customers wander through the forest searching for the perfect
tree.


Duke Wagatha runs the tree lot. He appears each year from north Michigan to sell his trees:


“We get here the weekend before Thanksgiving. Takes us probably about a week, or
five days to get set up, with the idea of opening the day after Thanksgiving. We like to let folks get one
holiday out of the way and then we start on the next.”


“Hello folks, how may I help you?…” (fade tree lot sound under)


He calls his business ‘Flat-Snoots Trees.’ You couldn’t tell from looking at his face now – but he
calls it ‘Flat-Snoots’ to make light of a broken nose he suffered in high school.


Duke seems to be a hard working free-spirit. His coveralls are all tarnished with pine needles and sap.
And when he moves, you hear ringing from the bells on his hat. He moves between the trees in his
parking lot forest telling his customers jokes and filling their heads with visions of Scotch pine, Fraser
firs, and Blue Spruce.


Margaret Jahnke has been buying trees from Duke for more than six years:


“He just makes it really personable – and there was one year it was really kind of warm and he had his
Hawaiian shirt on and his straw hat, and he was out here partyin’ away! And I’m like, ‘Whoa!’ It’s fun
to come, you know, just to run in, you know, to talk to him. And they’re really helpful!”


While they’re in Ann Arbor, Duke and his crew live in a 1950’s vintage trailer. The trailer’s paint is
faded, but Duke spruces it up for the holidays with wreaths and pine bows. And when you step inside, the
old lamps and rustic furniture make it seem as if you’ve stepped back in time.

“Whooo! It feels better in here doesn’t it?”

The trailer also doubles as his office. Customers pay for their trees in here and on occasion they’ll have a
complimentary nip of what Duke calls his “bad schnapps.” And the kids might be offered coupons for
free hot chocolate.


Duke is from Mesick, a small rural town in northern Michigan. Christmas tree farming is big business
in Michigan. The state is second only to Oregon in the number of acres that are in Christmas tree
production.


Duke, however, calls himself a small-time grower. He’s a carpenter by trade, but his work tends to dry up in the
long winter months:


“It’s not enough to make a living for me and my family year-round, uh, but it’s a good extra source of
income and uh, winters are tough up there, so if you make a little bit of extra money – winters are tough
and expensive – uh, living in the country, you know, like anybody, you got propane bills and all that, and
it’s a little colder up there, so to make a little bit of money going into winter is pretty nice.”


A lot of work went into growing the trees that have now arrived on his lot. Each summer workers plod
through the rows and rows of trees swinging razor sharp machetes. They trim each tree to give them that
classic, symmetrical, Christmas tree shape.


After about ten years, the trees are ready for harvest. They’re cut, they’re run through a baling machine,
and they’re loaded onto trucks and shipped down to the lots.

Even though there’s a jovial atmosphere on the lot, there’s also a sense of urgency. After all, Duke only
has a few weeks to sell trees that in many cases have taken more than ten years to grow.


And while selling the trees is an important part of Duke’s income – he gets something else out of it. He
really likes people. And he enjoys making connections with them – whether it’s getting them to laugh, or
just simply helping them buy a tree:


“Sometimes you get some grumpy folks coming in, and it’s usually just because they’re overwhelmed
with shopping, it’s cold out, they didn’t wear their long underwear, or whatever, but we can usually get
them turned around, you know, we have a little fun with them. Like I say, if we have to bring them to the
trailer and have a shot of bad schnapps with ’em – hey, that’s just fine too.”


It’s closing time at the tree lot. The workers are headed for a warmer space. Right now, Duke’s trailer is
filled with his relatives and friends.

“Come on in! This is Duke’s family. It’s warm in here, huh?”


(more rowdy banter)


Duke will continue to sell his trees right up until Christmas Eve. Then he’ll drive home to spend a few
days with his family before he comes back to tear the lot down:


“It’s kind of like the circus coming to town. You build up your tree lot, you almost build like, well I
wouldn’t say a village, but a little spot where there was nothing – just an asphault parking lot. And when you leave – there’s nothing
left – we sweep up and go – so it’s almost like a mirage. Were those guys really here?” (laughter)


And so, they spring to their trucks and drive out of sight, knowing they helped make the season
merry night after night.

Recycling Faces a Set-Back

This year, the Environmental Protection Agency highlighted Ann Arbor, Michigan as one of the most progressive recycling communities in the country. The city was on the forefront of recycling PVC plastics, however, recently, Ann Arbor discontinued the program and some worry that sets a negative precedent nationwide. The Great Lakes Radio Consortium’s Mary Boyle has more.
