They’re backing the right of local governments to regulate genetically engineered crops themselves. The Great Lakes Radio Consortium’s Sarah Hulett reports:

The nation’s agricultural seed companies are fighting local restrictions on
their genetically engineered products. They say it’s the federal
government’s job to regulate food safety, but critics say federal agencies
aren’t doing a good job of testing genetically modified food for safety.
They’re backing the right of local governments to regulate genetically
engineered crops themselves. The Great Lakes Radio Consortium’s
Sarah Hulett reports:


Genetically engineered crops are created when genes from other plants,
animals or bacteria are used to alter their DNA.


Critics call them “Franken-foods,” and two years ago, three California
counties banned farmers from growing genetically altered crops. That
alarmed the agribusiness industry, and now it’s fighting to keep that from
happening elsewhere.


So far, the industry successfully lobbied 14 states to pass laws preventing
their local governments from putting restrictions on engineered crops.
Four other states are considering similar measures.


Jim Byrum is with the Michigan Agri-Business Association.


“Frankly, it’s pretty frustrating for us to look at some of the rumors that
are floating around about what happens with new technology. It’s
reduced pesticide use; it’s reduced producer expense in production. It’s
done all sorts of things.”


Genetically engineered seeds are created in the laboratories of big seed
companies like Monsanto and DuPont. The modified plants can produce
higher-yield crops that make their own insecticides, or tolerate crop-
killing problems such as drought or viruses.


Proponents of the technology say genetically altered crops have the
potential to feed the world more efficiently, and they say it’s better for
the environment. That’s because the crops can be grown with fewer
polluting pesticides, but critics say not enough is known yet about
engineered crops’ long-term ecological impact, or on the health of
people who eat them.

Michelle Lutz is among the skeptics. She and her husband run an 80-
acre organic farm north of Detroit. She’s watching about a dozen head of
the beef cattle she’s raising. They’re feeding on cobs of organic corn
grown several yards away.


“I’m surrounded by conventional farmers. The farmers right over here to
my east – they’re good people, and I don’t think they would intentionally
do anything to jeopardize me, but they are growing genetically modified
corn.”


Lutz worries that pollen from genetically modified corn from those
nearby fields could make its way to her corn plants – and contaminate
her crop by cross-breeding with it. Lutz says people buy produce from
her farm because they trust that it’s free from pesticides, because it’s
locally grown, and because it has not been genetically altered. She says
she shares her customers’ concerns about the safety of engineered foods.


Lutz says letting local governments create zones that don’t allow
genetically engineered crops would protect organic crops from
contamination.


But Jim Byrum of the Michigan Agri-Business Association says no
township or county should be allowed to stop farmers from growing
genetically modified crops. He says every engineered seed variety that’s
on the market is extensively tested by federal agencies.


“Frankly, that evaluation system exists at the federal level. There’s
nothing like that at the state level, and there’s certainly nothing like that
at the local level. We want to have decisions on new technology, new
seed, based on science as opposed to emotion.”


Critics say the federal government’s evaluation of genetically modified
crops is not much more than a rubber stamp. The FDA does not approve
the safety of these crops. That’s just wrong.


Doug Gurian-Sherman is a former advisor on food biotechnology for the
Food and Drug Administration.


“It’s a very cursory process. At the end of it, FDA says we recognize that
you, the company, has assured us that this crop is safe, and remind you
that it’s your responsibility to make sure that’s the case, and the data is
massaged – highly massaged – by the company. They decide what tests
to do, they decide how to do the tests. It’s not a rigorous process.”


Gurian-Sherman says local governments obviously don’t have the
resources to do their own safety testing of engineered foods, but he says
state lawmakers should not allow the future of food to be dictated by
powerful seed companies. He says local governments should be able to
protect their growers and food buyers from the inadequacies of federal
oversight.

Urban Blight Gets a Paint Job

Football fans are gearing up for the bright lights and glitz of this year’s Superbowl in Detroit.
One event that won’t make the halftime show is a tour of the city’s dilapidated and abandoned
buildings. They’re everywhere. The Great Lakes Radio Consortium’s Jennifer Guerra reports on
a group of artists sneaking around late at night hoping to draw attention to the urban decay:


When you drive around Detroit, you can’t help but notice the abandoned buildings. Houses with
caved in roofs and charred out insides line the streets. I met up with Christian, an artist who’s
been living in Detroit for the past 15 years. He says when people from the suburbs drive into
Detroit… they don’t see a city so much as a burnt out chasm, and that’s not the kind of symbol
he wants associated with his hometown.


“I just think that the symbol of a burnt out abandoned house is a horrible symbol to grow up
around for the kids in the city. Some people have to look at beaches and mountains, these people
have to live with this sort of symbol of defeat. You almost feel like a social responsibility to do
something about it, you know.”


So Christian, along with his friends Jacques, Greg and Mike grabbed some smocks, a bunch
of rollers, and gallons of orange paint, but not just any orange paint… this is the shockingly
bright, stop-you-in-your-tracks kind of orange paint that you can’t help but notice… it’s called
Tiggerific Orange. And with that, the artists headed out in the middle of the night to paint their
first abandoned house. It should be noted here that what the guys are doing – trespassing and
vandalizing property – is illegal. So they’ve asked that their last names not be used…


Around 3 a.m. – while painting their first house – Christian noticed that they had some
company… the police:


“Well I was outside and they came by and he said ‘what are you doing?’ And I said we’re painting
the house. And he said ‘why?’ And I said because it needs a paint job, and he said ‘Have at it
bro!’… and he drove away… and it was like all right, cool!”


From there the guys went on to paint eight more houses around the area. They’re very choosy
about which houses to paint. The structures have to be residential and clearly abandoned. Also,
they have to be in a high traffic area.

Mike – one of the painters – took me to a side street above two freeways. There, the artists had
recently slathered Tiggerific Orange paint on six abandoned houses clustered together.


“You wanna go closer? Just watch your step…”


From pretty much every angle along the freeways you can see all six houses. Each has fallen
victim to arson. Tires, wood planks and garbage cover what was once somebody’s front yard.
Even some of the debris is splashed with orange paint.


“There’s part of the floor that is fallen and is now perpendicular to the ground…so we painted
the underside of that floor…”


Through the windows you can see dirty, old-looking stuffed animals litter the floor. Mike says he
sees that kind of stuff left behind all the time.


“Families used to live in these buildings and now the buildings are not worth enough to tear it
down, the property’s not worth enough to bulldoze, and that’s not a judgment on the city or anything. I wish
it was worth someone’s time to bulldoze. If I had the resources to do that I guess I would, but all
I can do is spend a couple hundred bucks on paint.”


Mike would need a lot more than a couple hundred bucks to bulldoze those houses. Amru Meah
– the Director of Detroit’s Building and Safety Engineering Department – estimates the average
demolition cost for a residential building to be somewhere around 5500 dollars.


“No city could actually effectively demolish every building that became an eyesore or in bad
shape because you could actually have a situation where you gotta whole bunch of buildings… so
you’d run around and try to demolish two, three, four thousand buildings a year. That’s not
realistic.”


But the Tiggerific Orange paint is working. Of the nine houses painted so far, two have been torn
down, and according to Jacques – one of the guys with the orange paint – putting pressure on
city officials and creating awareness are huge motivators.


“People will drive by the houses on the highways and they’ll kind of catch a glimpse of it, but
they’re on the highway so they just drive right by. So the next time they go down the highway
they might remember, ‘oh my god, I want to look for that orange house!’ And so as they’re
looking for the orange house, they’re looking for all the other houses in turn. What that does is
that that raises sort of an awareness of what’s going on, and as we’ve already seen as two houses
have been destroyed: awareness brings action.”


But, as Jacques points out, four guys can only paint so many houses on their own:


“One of the beautiful things about the project is that it’s such a simple move. All we’re doing is
taking a roller, taking a paintbrush and painting the façade of a house orange, and it’s already
had so many ramifications. So, you know actually we would encourage anyone out there who feels the desire
to do it to just go pick up a roller and paint a house.”


But keep in mind… just because the police let the orange painters off the hook the first time…
doesn’t mean they’ll be so lucky in the future.

Ten Threats: Sewage in the Lakes

Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining
pollution isn’t that easy:

We’re continuing our look at Ten Threats to the Great Lakes. Lester Graham
is our guide through the series. He says the next report is part of coverage
of a threat called point source pollution.


Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since
the passage of the Clean Water Act more than 30 years ago, most of that kind
of pollution has been cleaned up, but today, there are still some pipes dumping
pollution into lakes and rivers, but Mark Brush reports stopping that remaining

We’re on the banks of the Maumee River near Toledo, Ohio. Sandy Binh
brought us here to describe what she saw in the river several years ago when
she was out boating with some friends.


“When there was a heavy rain maybe five years or so ago this is where we saw
a sea of raw sewage in this whole area. It was like, I mean it was like chunks
everywhere. It was just disgusting.”


Binh reported it and found that the city couldn’t do anything about it. That’s
because Toledo’s sewage treatment plant is at the end of what’s called a combined
sewer system. These systems carry both storm water from city streets, and raw
sewage from homes and businesses. If too much water comes into the plant, a
switch is flipped, and the sewage goes straight into the river.

Steve Hallett manages engineering at the wastewater treatment plant for the
city of Toledo. He says a rainstorm can bring twice as much water as the
plant can handle.


“And when hydraulically you can only take about 200 million of it – where’s
the other 200 hundred million go?”


“Where does it go?”


“Uh, it’s by-passed. Limited treatment possibly and then it would be
by-passed to the Maumee River”


Toledo is not alone. More than seven hundred cities across the country have
combined sewer systems that often overflow, cities such as Milwaukee,
Detroit, Buffalo, Chicago, and Cleveland. Every year billions of gallons of
raw sewage are dumped into the Lakes from cities with these old combined systems.


The sewage can cause problems for the environment, but the biggest concern
is that people might get sick. Some of the bugs found in sewage can cause
liver problems, heart disease, and can even cause death.


Dr. Joan Rose is a microbiologist with Michigan State University. She’s
been studying sewage in water for more than 20 years. She says sewage
contains viruses and other nasty microorganisms that can hang around in the
environment.


“Up here in the Great Lakes region with the cool temperatures we have –
these organisms can survive for months, and also these organisms
accumulate.”


Rose says what’s unique about the microorganisms in sewage is that it only
takes a few of them to cause diseases in humans, and once contracted they
can be contagious.


The Ohio EPA sued the city of Toledo. It wanted the city to clean up its
act. After a long battle, the city and the state reached a settlement, and
officials agreed to spend more than 450 million dollars to try to do
something about the problem.

Back at the wastewater treatment plant we’re standing on the edge of a deep
pit. Down at the bottom sparks are flying as welders climb over towers of
green rebar. They’re building a new system that’s designed to treat water
quickly when there’s a heavy rainstorm. The water won’t be fully treated,
but the solids will be settled out and the water will be chlorinated before it’s
released into the river. It’s a compromise the city and the state EPA agreed
upon.


Steve Hallett says to fully treat every drop of water that comes to the
treatment plant in a big storm would require a project four times this size.


“You’d need massive amounts of storage to hold every drop here. You know, that’s
extremely costly and I think, uh, is deemed not feasible.”


Toledo’s project will mostly be paid for by a steady hike in water and sewer
rates over the next fifteen years. The increase was approved by voters
three years agom, and officials plan to go after federal grants and loans
to help defray the costs, but federal dollars are getting scarce. Big cuts
have been made to the federal low interest loan program many cities use to
finance these projects.


The demand for financing is likely to increase. The cost of upgrading the
nation’s combined sewer systems will cost hundreds of billions of dollars.
The question is, who will pay to stop one of the biggest sources of water
pollution left in the country?

Ten Threats: Chemical Valley Spills

just not the case. There’s a lot less pollution spewing out of factory pipes, but there
are still some real problem areas. Rick Pluta reports on how one of those areas is not
in the U.S., it’s in Canada, but the pollution ends up in the Great Lakes:

Here’s the next report in our series Ten Threats to the Great Lakes. The series
guide is Lester Graham. He says our next piece reveals we still have a long way to
eliminate pollution in the lakes.


Most people think the days of industry polluting rivers and lakes are past, but that’s
just not the case. There’s a lot less pollution spewing out of factory pipes, but there
are still some real problem areas. Rick Pluta reports on how one of those areas is not
in the U.S., it’s in Canada, but the pollution ends up in the Great Lakes:


North of Detroit, just across the border from Michigan is Canada’s Chemical Valley. It’s a
complex of dozens of petro-chemical factories that employ thousands of people near Sarnia,
Ontario. Chemical Valley is the center of the economy here, but it also has a major
environmental effect on the Great Lakes.


That’s because Chemical Valley sits on the Saint Clair River, one of the rivers that connects
Lake Huron to Lake Erie. What happens on the Saint Clair River affects thousands of people who
downstream from the plants. Chemical spills from Sarnia have polluted the shorelines of both
countries.


Jim Brophy is the director of a health clinic for people who work in the sprawling complex of
factories on the Canadian side of the Saint Clair River. Brophy says he’s seen people suffering
and lives shortened by cancer, respiratory failure, and neurological disorders.


“It’s an unbelievable tragedy because these diseases are all completely preventable, but arose
both because of government and industry negligence over the course of 30 or 40 years, or even
longer.”


Brophy says many of those health problems are also being exported downstream to other
communities.


The Aamjiwnaang tribe makes its home right next to the Chemical Valley complex. A recent
study of Aamjiwnaang birth records found that, in the last decade, instead of births being about
half girls and half boys, only one-third of the babies born on the reservation were boys. Shifts in
reproduction patterns often serve as a signal of an environmental imbalance.


Jim Brophy says that suggests the impact of Sarnia’s chemical industry on the environment and
people deserves more attention.


“We cannot put a particular exposure from a particular place and link that at this point, but what
we are putting together are pieces of a puzzle, and I think that’s becoming a major concern not
just for our community and not just for the American community on the other side of the river,
but I think for people all along the Great Lakes.”


Environmental regulators agree. The province of Ontario recently ordered 11 facilities to clean up
their operations so there are fewer spills and emissions. Although the provincial government has
little power to enforce those orders, officials say it’s a step in the right direction.


Dennis Schornack is the U.S. chair of the International Joint Commission. The IJC looks to
resolve disputes and solve problems in the Great Lakes international waters. He says that, since
World War II, Chemical Valley has changed the character of the Saint Clair River.


“We really have to watch this for drinking water – that’s the main thing. Canada does not draw its
drinking water from the river and the U.S. does.”


So communities on the U.S. side have to deal with chemical spills and other pollution in their
drinking water, but they have no control over the polluters on the other side of the border.


Peter Cobb is a plant manager who sits on the board of the Sarnia-Lambton Environmental
Association. That’s a consortium of Sarnia petro-chemical operations. He says the problem is
spills into the Saint Clair River peaked in the 1980s, when there were roughly 100 spills a year.
He says now that’s down to five to 10 spills a year.


“We have made significant progress. Having said that, our target remains zero spills per year,
and industry is well aware that our current performance does not meet our own target as well as
the expectations of the public.”


Cobb also acknowledges there have been some major setbacks in the last couple of years. Some
big spills have forced downstream communities to once again stop taking their drinking water
from the Saint Clair River. Cobb says Chemical Valley will try to do better.

Ten Threats: Expanding the Seaway

One of the Ten Threats to the Great Lakes identified by many of the experts we surveyed

That’s because only five percent of the world’s cargo fleet can fit through its locks and

One of the Ten Threats to the Great Lakes identified by many of the experts we surveyed

That’s because only five percent of the world’s cargo fleet can fit through its locks and
channels. For decades, the shipping industry has wanted to make them bigger. David
Sommerstein reports:

The port of Ogdensburg sits on the St. Lawrence River in northern New York State.
When the Seaway was built, local residents were promised an economic boom. Today
what Ogdensburg mostly gets is road salt.

Road salt and a white mineral called Wallastonite – the Dutch use it to make ceramic tile.
Front-loaders push around mountains of the stuff. In all, the port of Ogdensburg
welcomes six freighters a year and employs just six people.


Other Great Lakes ports are much bigger, but the story is similar. They handle low-value
bulk goods – grain, ore, coal – plus higher value steel. But few sexy electronic goods
from Japan come through the Seaway, or the gijillion of knick-knacks from China or
South Korea.


James Oberstar is a Congressman from Duluth. He says there’s a reason why. A
dastardly coincidence doomed the Seaway.


“Just as the Seaway was under construction, Malcolm McLean, a shipping genius, hit on
the idea of moving goods in containers.”


Containers that fit right on trains and trucks. The problem was the ships that carry those
containers were already too big for the Seaway’s locks and channels.


“That idea of container shipping gave a huge boost of energy to the East Coast, Gulf
Coast, and West Coast ports, and to the railroads.”


Leaving Great Lakes ports behind ever since the regional shipping industry has wanted to
make the Seaway bigger.


The latest effort came in 2002, when the U.S. Army Corps of Engineers studied the
economic benefits of expansion. The study said squeezing container ships through the
Seaway would bring a billion and a half dollars a year to ports like Chicago, Toledo, and
Duluth. But if you build it, would they come?


“Highly doubtful that container ships would come in. Highly doubtful.”


John Taylor is a transportation expert at Grand Valley State University in Michigan.
He’s studied Seaway traffic patterns extensively. He says there would have to be “a sea
change” in global commerce.


“Rail is too competitive, too strong moving containers from the coast in and out say from
Montreal and Halifax and into Chicago and Detroit and so on, too cost-effective for it to
make sense for a ship to bring those same containers all the way to Chicago.”


The expansion study sparked a flurry of opposition across the Great Lakes. It failed to
mention the cost of replumbing the Seaway — an estimated 10 to 15 billion dollars. It
didn’t factor in invasive species that show up in foreign ships’ ballasts. Invasives already
cost the economy 5 billion dollars a year, and environmentalists said it glossed over the
ecological devastation of dredging and blasting a deeper channel.


Even the shipping industry has begun to distance itself from expansion. Steve Fisher
directs the American Great Lakes Ports Association.


“There was quite a bit of opposition expressed through the region, and in light of that
opposition we took stock of just how much and how strongly we felt on the issue and
quite frankly there just wasn’t a strong enough interest.”


Most experts now believe expansion won’t happen for at least another generation.
Environmentalists and other critics hope it won’t happen at all.


So instead, the Seaway is changing its tactics. Richard Corfe runs Canada’s side of the
waterway. He says the vast majority of Seaway traffic is actually between Great Lakes
ports, not overseas. So, the Seaway’s focus now is to lure more North American shippers
to use the locks and channels.


“Our efforts have to be towards maximizing the use of what we have now for the benefit
of both countries, the economic, environmental, and social benefit.”


Today, trucks and trains haul most goods from coastal ports to Great Lakes cities.
Shippers want to steal some of that cargo, take it off the roads and rails, and put it on
seaway ships headed for Great Lakes ports.

But some people say that some cities weren’t originally designed to be like that. And people don’t necessarily want them to be. The Great Lakes Radio Consortium’s Nora Flaherty has this report:

Many cities across the nation are looking to re-imagine themselves. They’re
trying to become more like dense, walkable cities like San Francisco or
Boston. But some people say that some cities weren’t originally designed to
be like that, and people don’t necessarily want them to be. The Great Lakes
Radio Consortium’s Nora Flaherty has this report:


Aside from the cicadas and crickets, it’s a quiet afternoon in Victoria
park. There’s no one out on the tree-lined street, or on the large houses’
beautifully groomed front lawns.


Jerry Herron is an American Studies professor at Wayne State University. He says that this gated community has everything that people associate with suburbia.


“An artificially wind-y street, some kind of neoclassical details on the houses, a cul de sac at each end, plenty of cars in the garages, basketball hoops, all of the things that people would associate with characterstic life in suburbia. Except it’s in the middle of one of the oldest downtown industrial parts of the city of Detroit.”


Herron says that most urban planners wouldn’t expect to see a suburban-style
cul de sac right in the middle of the city.


“I think because it doesn’t look like one of those pre-arranged ideas of the city, cities aren’t supposed to look like suburban McMansions houses. Well, it turns out that that’s where people want to live, and if you build it in the city, they’ll come and buy the houses and be happy.”


That kind of thinking runs counter to what many urban planning experts might say. In fact, the success of Victoria Park might seem to be an oddity in planning circles, because most planners believe that it’s a specifically urban lifestyle that attracts people to cities, one that involves chic apartments, condos and busy streets, not lawn care and attached garages.


But Jerry Herron says that more suburban-style development is in keeping
with this city’s history.


“One of the important things about Detroit is that seventy-five percent of the people who live here – I believe that’s an accurate figure – virtually since the beginning of the city’s history, have lived in private houses, so that there’s really a dedication to this idea of private property, that they have something good, it has to be mine, it has to belong to me, which makes it very difficult then to imagine as desirable living in something I don’t own, that I have to share with other people, that I may just be renting.”


Regardless of whether they choose to live in private houses or high rise buildings, people who choose to live in the city like being able to spend less time in their cars than they would if they lived in the suburbs.


And they like the cultural attractions and diversity of the cities. And even if it might seem suburban compared to life in other cities, life in this city is still very different from life in the suburbs. Olga Savich grew up in Troy, Michigan a north-west suburb of Detroit. She now lives in a high rise building near downtown.


“I moved to the city because I just needed to get out of the suburbs, I lived
there my whole life, there’s nothing there but the mall, I didn’t
necessarily want to structure my whole life around shopping. So I moved to
the city because it seemed like it was exciting, like a new start.”


Although Savich likes the more traditionally urban aspects of the city, she
also likes the fact that there’s big open spaces, including Belle Isle park,
right in the middle of it.


“I used to walk down on a Saturday afternoon with a book and just sit on the rocks by Shane Park and you can put your feet in the water, you know, it’s really pretty. Going to belle isle, it’s almost like having your own Metropark, you know, right in your own back yard, it’s like a five-minute bike ride.”


And while a lot of people see Detroit’s big, empty urban spaces and abandoned and decaying buildings as the city’s big problem, other people are attracted to exactly those things. Jerry Herron lives in the same building as Olga Savich.


“There’s a lot of room in the middle of a city that’s 300 years old, a lot of green space in the city. And I think that people that are attracted to that kind of revitalization and the presence of significant decay find this a really exhilarating and exciting place. That abandonment attracts people, the way ruins attract people. And people who like it think it’s really unusual and unique and only Detroit looks like that really.”


Like a lot of big cities with decaying centers, Detroit is working hard to bring people in. Experts are thinking hard about what kind of cities people are looking to move to. And Herron says that anyone who’s trying to make a city like Detroit appealing to outsiders would do well to work with what the city already has, rather than trying to make it like other cities with different histories.

The U.S. Environmental Protection Agency has joined up with Natural
Resources Canada. The two agencies are forming an initiative to help truckers save fuel.
The Great Lakes Radio Consortium’s Jerome Vaughn has more:


Officials from both sides of the border gathered near the Ambassador
Bridge in Detroit to sign a memorandum of understanding.


The new partnership brings together fuel-saving technologies developed in the EPA’s Smart Way Transport Program with driver education and training programs from Natural Resources Canada.


EPA officials say the voluntary program could save up to 440 million gallons of fuel each year in addition to eliminating 5 million tons of carbon dioxide. Suzanne Rudzinski is with the EPA.


“What we’re really trying to do is something that I think is a
win-win for both business and the environment. By adopting the
programs, we’re trying to reduce fuel usage. Idling alone can
save a billion gallons a year in diesel, just from idling trucks.”


The EPA estimates there are thirteen million truck border crossings between
the U.S. and Canada each year.

neighborhoods. That means a lot of people do their shopping at convenience
and liquor stores, where there’s rarely fresh produce. The Great Lakes
Radio Consortium’s Sarah Hulett reports on one group’s efforts to get around
the grocery store problem – and help revitalize a neighborhood:

Finding a big supermarket is next to impossible in many inner-city neighborhoods. That means a lot of people do their shopping at convenience and liquor stores, where there’s rarely fresh produce. The Great Lakes Radio Consortium’s Sarah Hulett reports on one group’s efforts to get around the grocery store problem and help revitalize a neighborhood:

Up and down this street as far as the eye can see are crumbling and burned-out buildings. This used to be a thriving business district. It’s where Vlasic Pickle, White Owl Cigar, and Lay’s Potato Chips grew into national brands. Today, the most evident sign of commerce is the prostitutes walking the street. Smack in the middle of this is Peacemaker’s International. It’s a storefront church where Ralph King is a member.


“Now if you look at it you see that there’s no commercial activity, no grocery stores within a mile of here. And our concern was that people had to eat.”


There are about seven liquor stores for every grocery store here on the east side of Detroit. Some people can drive to the well-stocked supermarkets in the suburbs, but many families don’t have cars, and King says the city busses are spotty.


“So they’re buying food at convenience stores or gas stations. And quite frankly, it just doesn’t seem a good fit that a community has to live off gas station food.”


That means processed, high-starch, high-fat diets that lead to illnesses like heart disease, diabetes, and high blood pressure. Those are all problems that disproportionately hit African Americans, and public health researchers say those higher rates of illnesses are linked to the food availability problems in poor black communities.


Amy Schulz is with the University of Michigan, and she’s studied the lack of grocery stores in high-poverty neighborhoods.


“What we found, in addition to the economic dimension was that Detroit, neighborhoods like the east side that are disproportionately African American are doubly disadvantaged in a sense. Residents in those communities have to drive longer, farther distances to access a grocery store than residents of a comparable economic community with a more diverse racial composition.”


In other words, if you’re poor and white, you have a better chance of living near a grocery store than if you’re poor and black. Ralph King and the folks in this neighborhood want to get around that problem. So about three years ago, they decided to try and reopen a nearby farmer’s market. They turned to Michigan State University Extension for help. Mike Score is an extension agent.


“I thought it would just be the process of organizing some people, helping them buy some produce wholesale, setting up in the neighborhood, selling the food, and generating a net income that could be reinvested. And I was really wrong.”


The farmer’s market was a flop. Score says produce vendors set up in the neighborhood, but the fruits and vegetables sat all day, unsold. He says the problem was they were using the wrong currency. Most people in this neighborhood have very little cash on hand, and they need to use their food stamp cards to shop for groceries.


So, Score helped develop a plan for a neighborhood buyers’ club that can negotiate low prices by ordering in bulk. His business plan also calls for job training for people in the neighborhood.


“It’s going to give people who are chronically unemployed but who have some entrepreneurial skills access to food at a lower cost, and that enables them to think about starting restaurant businesses or smaller retail businesses. So that’s an important part of this project: in addition to getting people groceries, it also creates some job opportunities.”


It’s been a struggle to get the program off the ground. It took a long time to get approval from the U.S. Department of Agriculture for a machine to read peoples’ food stamp cards. People have stolen some of the project’s meager resources, but Mike Score and Ralph King say they’ll stick with it until families in this neighborhood can put decent food on their tables. And they say they hope it can be a model that other low-income communities around the country can use.

Canadian Air Pollution Has U.S. Sources

The study found that more than half of Ontario’s air
pollution originates in the U.S. The study’s authors say air
pollution flows across the border in both directions, but the
predominant flow is from the U.S. into Canada.


Arthur
Chamberlain is spokesperson for the Ontario Environment
Ministry. He says southern Ontario feels the greatest impact.


“There’s a fairly wide regional impact. Obviously, it’s a
greater issue particularly in the Windsor area because it’s
closer to Detroit. In Toronto, being a larger city, probably
only about half of the pollution that we would have on a bad
pollution day would be transboundary pollution.”


Ontario Premier Dalton McGuinty recently hosted a conference
in Toronto promoting transnational efforts to improve Great
Lakes air quality.


McGuinty says the province is currently
taking aggressive steps to combat air pollution, but stresses
action on the U.S. side is vital as well.

Controlling Feral Cat Colonies

Cats are the nation’s most popular household pets. But despite this, millions of cats are abandoned each year. These free-roaming cats grow up without much human contact. They live in cat colonies near apartment buildings, strip malls, or anyplace else where food scraps get tossed into dumpsters or trash cans. And they have an impact on the environment as they compete with other wildlife for food and shelter. The Great Lakes Radio Consortium’s Rick Pluta has this report:

They live in cat colonies near apartment buildings, strip malls, or anyplace else where food scraps get tossed into dumpsters or trash cans. And they have an impact on the environment as they compete with other wildlife for food and shelter. The Great Lakes Radio Consortium’s Rick Pluta has this report:


It’s late at night and Donna Dunn and a couple of friends are sitting in a parked car in a suburban Detroit cemetery.


They’re smoking, eating fast food, and waiting for cats.


“There’s the pregnant female, right there under the truck…”


They’re hoping the cats wander into one of the dozens of live traps they’ve set up. The prize catch is a pregnant female.


“What’d you get? Is it a girl? Yeah, it’s a girl… a pregnant female. Yes! Alright!….”


Donna Dunn is a veterinary technician, who learned about feral cats through her job. She hooked up with a sprawling network of thousands of feline lovers who take care of feral cats living in cat colonies.


Dunn figures there are about 75 wild or abandoned cats wandering the grounds of this cemetery. Some of the cats live in tunnels burrowed in the dirt, or in buildings on the cemetery grounds. Wild cats can also live in vacant buildings or abandoned vehicles. And, Dunn figures, there would soon be a lot more cats if something wasn’t done about it.


“One female will have a minimum of two litters a summer, average litter is five kittens per litter. So you’re looking at 10 kittens average per female in here. The first nine females we took out of here, eight were pregnant. That would’ve produced 40 kittens.”

The trapped cats will spend the night in cages stacked side-by-side in a volunteer’s garage. They’ll go the vet’s in the morning, before they are returned to their feral cat colony. Donna Dunn says the neutered cats are more content, and less likely to fight with other cats and wild animals.


She says “trap, neuter, and release” is a humane alternative to turning strays over to a shelter, where most of the cats would be killed.


But “trap, neuter, and release” is also controversial idea. Critics say it doesn’t really address the problem of feral cats roaming the streets. They say it’s simply not possible to sterilize millions of these cats.


Eileen Liska is with the Michigan Humane Society. She says wild cats have a profound effect on the environment. They can upset the ecological balance of a field or a neighborhood by killing off birds and other wildlife. They can also carry feline leukemia and other diseases. Liska says euthanizing un-adoptable felines is the most compassionate approach.


“Cats living out in the streets equals suffering. I mean, they are suffering. They don’t have proper food sources. They’re exposed to the weather and they’ve got the danger of being attacked, injured or killed by other wildlife, especially when they’re fighting for the same ecological niches. The cats absolutely are in competition with possums, skunks, and raccoons, and raccoons can grow quite large and be quite aggressive and we know that they kill cats that come, that get in their way.”


But Liska also says the growing number of wild cats shows the current approach isn’t working. She wants to raise more money to fund new animal control programs. But she’s not finding a lot of support for a tax to do that among Michigan’s politicians.


Michigan, like most states, requires dogs to be on a leash or fenced in when they’re outside. Farmers demanded the laws at the beginning of the twentieth Century because wild canines were attacking livestock.


There’s no similar cry yet to do something about feral cats, and no one seems to think that licensing cats would begin to get at the problem. Wisconsin proposed allowing hunters to shoot strays. That idea was tabled after animal rights groups protested.


“Right there. See it? Right out here. That’s a little one. Judy, is there food in there? Should I check it?”


Donna Dunn and her friends would like to see every state to adopt trap-neuter-and-release for dealing with stray cats. Until then, she says, her cohorts will try and deal with the problem one cat colony at a time.
