Cleaning Up U.S. Ports

U.S. ports are among the biggest sources of air pollution in the cities they are in. Some
ports are making progress in cleaning up their emissions. But Lisa Ann Pinkerton
reports, critics say the pace is slow:

The Matson Line cargo ship is laden with hundreds of shipping
containers and looks like a floating building, rather than a ship. It’s in
from a recent trek across the Pacific Ocean and it’s docked here at
the Port of Oakland.

It’s being unloaded one container at a time by a row of cranes
towering over the ship.

“And they’re either loading them on to a truck chassis to go directly out of the port, or
they’re going to store it in the yard, sort it out, put it on a rail car or send it out on the
regional freeways.”

That’s Richard Sincoff. He directs the environmental projects at the
Port of Oakland.

He says it can take crews 24 to 48 hours to fully unload just one ship,
and all that the activity creates a lot of the air pollution surrounding
West Oakland.

The trucks moving containers around the port run on diesel, and
recently, the port banned all pre 1994 trucks from shuttling shipping
containers.

Delphine Prevost, who manages truck programs at the port says goal
is to ensure the thousands trucks serving the port emit low levels of
diesel pollution.

“These are engine models we are talking about, and generally the older, the more
pollution it is. Just like anything else, trucks get cleaner as technology for truck engines
get cleaner.”

Since most of the truck drivers are independent contractors and can’t
always afford a brand new truck, the port has set up a grant program
to help them cover the costs.

Los Angeles has done this, too, and it is the biggest port in the
country. Since last fall, it’s removed forty-five hundred dirty trucks
from its operations.

David Abby says the region’s seen a nearly 35% improvement to the
local air quality and a reduction of 500 tones of nitrous oxide or NOX.

“And to put that into prospective, that 500 tons of NOX is like taking 1300 cars off the
road for a year.”

But truck exhaust represents only about 4% of all diesel emissions in
America’s ports. It’s ships that emit the most. They burn dirty bunker
fuel on their way in to the port. Then they’re docked, they keep
burning it for electricity.

James Cannon is with Energy Futures – an environmental advocacy
group. He says these big ships are just like a power plant on land.
But, because they are in the water, the US Clean Air Act doesn’t
apply.

“Because the power plant is just a few feet off the berth on the ship, it’s totally
unregulated and this has led to emissions that are literally thousands of times higher
than if it were just a few feet away.”

Cannon says ports are exploring ways to cut these emissions, but the
pace is slow. He says the most ideal solution is to allow the ships to
plug into the electrical grid while at berth. A few ships docking in the
Port of Long Beach can do this now.

These California ports are greening their operations, because state
law is pushing them. Cannon says America’s seven other ports have
much farther to go.

He says they should take advantage of the lower shipping activity
during this recession – and spend money to green up their
operations.

“Rather than endlessly expanding their container ports or endlessly expanding volume
they now have a chance to restructure their ports and put them on a cleaner basis.”

US EPA has pledged to regulate air within 230 miles of US Coasts by
2012.

If the agency stays true to its word, all of the nation’s ports will have
to green their operations eventually. Whether it will be as much as
California’s ports have done remains to be seen.

Faster Payback on Hybrids

Hybrid cars like the Nissan Altima and Toyota Prius take around 4 years to pay back their premium. That’s according to the automobile research firm Edmonds.com. The GMC Yukon hybrid has the shortest payback period of the SUVs – almost five years. The hybrid that comes in dead last is the Lexus 600H.

John O’Dell at Edmunds.com says the Lexus could take over 80 years to recoup its premium.

“In that case you have a v8 engine that’s hybridized you’re really using the hybrid for some additional power and performance. You’re not using it – well you are using it for a little bit of gas savings – but we compute those saving to be a mere $192 dollars a year.”

That’s compared to more than a thousand dollars a year in gas savings for the Yukon and the Prius.

bags come from a renewable resource. And since only
1% of all the plastic bags on earth are actually
recycled, Lisa Ann Pinkerton reports some cities and
even one national company are wondering why we need
plastic bags at all:

Americans send around 100 billion plastic bags to landfills every
year, where they’re supposed to be compacted by bulldozers.

That is, unless they catch the wind and transform into mini
parachutes.

Carmine Camillo is a spokesman for the national company Waste Management.

“The tree lines and fence lines can be littered with bags, until we get
a chance to get out there and clean them up.”

This happens so much around the world, it’s picked up the nickname ‘tree condoms’. Besides that,
they clog storm drains, and
eventually end up in waterways and oceans, where fish
mistake them for jellyfish.

The solution, it would seem, is to recycle them.

But shopper Mary Jo Wickliffe says that’s too much of a hassle.

“You unload your groceries and you go home and throw them away. That’s what I do with them.”

Since Wickliffe shops at the organic market Whole Foods she
says she’s been doing less of that. Because the
chain recently bagged the plastic.

Cleveland Store Manager Chery Wiseman says to stop offering plastic bags is a decision that goes against busines school 101.

“It costs us more money to buy our paper recyclable bags, but we
feel that’s worth it to keep the plastics out.”

Whole Foods’ paper bags are made from 100% recycled content and
shopper Bruce Kane says it’s about time plastic went out of
style.

“I notice that China has fines for stores that use plastics. I think it’s a
positive trend and I’m glad to see it coming to Whole Foods and coming to the
United States.”

The trendsetter in this country is San Francisco. It’s the only city to successfully ban plastic bags.

New York City, Annapolis, Maryland, New Haven,
Connecticut, Santa Monica, and Portland, are looking to shun plastic too. But the bruising the city of Oakland took might make them think twice.

A plastics industry group, called the Coalition to Support Plastic
Bag Recycling sued Oakland over its ban and won. It
claimed the city didn’t do its homework on alternatives such as compost-
able plastic bags or a recycling program.

Sharon Kanise is a spokeswoman for the plastics industry at the
American Chemistry Council.

“We certainly hope that the city of Oakland will work with the state of
California on recycling, because it
doesn’t belong in the roadways, it belongs in the recycling bin.”

Plastic bags are made from petroleum and natural gas, but
Kanise says their manufacture and transport uses 70% less
energy and produces half the carbon dioxide that making paper
bags does.

But for some, choosing between paper and plastic isn’t enough. A few people are starting to shop with reusable cloth bags. Some
stores sell them for about a dollar and Wal-Mart recently gave
away 1 million free to its customers.

But the concept of bringing
their own bags to the store is still foreign to some Wal-Mart
shoppers.

Customer 1: “It really doesn’t matter to me, but I’m going to need a
bigger bag than this.”

Customer 2: “It’s easier just to throw these out and come back to
the store with nothing in our hands.“

Customer 3: “Well, it’s just becoming popular, so I’ll start to.”

Whether it’s paper, plastic, or cloth, each can be environmentally-friendly, if
consumers go to the extra effort. But if people keep throwing them away, local governments might attempt to
reduce plastic bag use. A move the plastics industry will certainly
contest.

Experts call energy efficiency the invisible powerhouse. They say people and policy
makers don’t notice efficiency as an energy solution, because its impacts aren’t
tracked. Plus, it’s an option that’s built into things like energy efficient windows and
appliances.

“Energy efficiency is imbedded in all of the products that we use every day that we don’t
generally see it.”

That’s Karon Ehrhart-Martinez, co-author of a new report from the American
Council for an Energy Efficient Economy.

She compiled data from 2004, the most recent available, and found 300 billion
dollars of investment saved the same amount of energy that 40 power plants could
generate in a year. Ehrhart-Martinez says that’s just a fraction of the energy we
could save, if we chose more energy efficient options when we buy.

The auto industry says, sales of new SUVs and light trucks have basically stalled and the
market is flooded with used models. That’s got used car dealerships across the country
offering owners about 20% less than their vehicles are worth.

Art Spinella, president of the auto research firm, CNW, says even at a steep discount,
Sport Utility Vehicles and light trucks are taking about a month longer to sell than they did a
year ago.

“If you need a sport utility for some reason, now is probably the best time to buy one. But
if you’re trying to sell a sport utility you may be better off just parking it and keeping it
until the market either turns around or the over supply that exists right now kind of dwindles down.”

Research shows a lot of SUV owners are deciding to not to drive them.

Developers are designing a new type of

Robbie Dryden is walking her golden retriever Casey past a large apple
orchard in her neighborhood.

“The orchard’s great! Because when the apples start coming off the trees, my kids and I
walk down here and we just pick apples.”

But Dryden doesn’t live in the country. In fact, her subdivision is near a major
intersection, just south of Philadelphia.

“We’re off the street, so a lot of people don’t even really know we’re back here. I tell people where we live, that live in this area, and they’re like ‘where is that?’ It’s
where the orchards are. Because all the houses are kinda tucked back, so it’s private.”

Dryden’s neighborhood is known as a Conservation Subdivision. Its design
preserves the orchard and surrounding meadows forever. A land conservation
easement protects 70% of the subdivision from ever being developed.

Across the country, a few zoning boards have begun to mandate such
preservation in new residential developments.

One of these is going up just a few miles east of Dryden’s neighborhood. This
subdivision is called ‘Weatherstone’. Out of its 300 acres, 180 of them are reserved as
open space, the form of small parks, a working farm and surrounding fields.
Weatherstone is being built by the Hankin Group and Vice President Jim
Fuller. He says his company preserves open space in all of its projects,
whether it’s required or not.

“It’s certainly more challenging to try to get this kind of project approved, and more challenging to build it as well,
but it’s definitely more rewarding.”

Fuller says conservation design builds the same number of homes as a traditional
subdivision. But instead of spreading the homes out, conservation lots are smaller
and closer together. That makes them cheaper to build compared to traditional
houses. That’s because the smaller lot sizes mean shorter roads and sewage
lines are needed. On top of that, since the houses are surrounded by open
space, builders can charge 10% to 20% more for the homes.

The downside, Fuller says, is smaller lot sizes can make local planning boards
nervous, especially if they’re not familiar with the idea. Building houses closer
together is known as higher density, and it’s associated with cheaper housing.

“Density is something that people are afraid of. They think that if the lots are smaller
than the values are lower, and will change the values of the adjoining houses. I think it’s been proven many times over that the opposite is
the case.”

“As a concept its fine. But it doesn’t work everywhere, that’s the problem with it.”

That’s Isobel Olcott, who serves on the local and county planning boards in
her area of Harding, New Jersey. Her board recently rejected a conservation
design that would have preserved 91 acres.

She says some townships cherish rural character. Township officials think
they can better preserve that by restricting developments to large lots.

“If they don’t want to live in clusters, it doesn’t matter how much opens space surrounds
them, they will always opt for low-density zoning.”

But across the country open space is being marketed as an amenity and
people will pay for it – even in a bad housing market.

Shyam Cannon is with the real estate research firm Robert Charles Lesser. He
says demand for these types of developments is out-pacing supply 2 to 1.

“There’s a fundamental need for water, for air, for access open space and I think the
traditional development paradigm simply doesn’t satisfy those desires anymore.”

Cannon and others say today’s generation of homebuyers don’t want a typical
suburban neighborhood. Often they want a neighborhood that simulates a
rural experience – and they’re willing to pay for it.

Researchers from the National Science Foundation say they’re using switchgrass
and agricultural waste, such as corn stalks, to make liquids very similar to gasoline and
jet fuel.

Spokesman John Regalbuto says, unlike ethanol, these new systems
don’t result in a 30% drop in mileage and the fuels can be distributed by today’s system.

“So you can use them in your car right now with no alteration of the engines. You
can ship them in pipelines, you
can use them in existing petroleum refineries.”

It might be 5 to 10 years before green gasoline or jet fuel make it to mass
production, but Regalbuto says the research published in this month’s Journal of
Chemistry & Sustainability shows that it can be done.

Costs of Building in Danger Zones

During the past 20 years, we’ve been building
homes closer to nature. Whether it’s near coastal areas
or in the wilderness, homebuyers want to live in more
natural settings. But… Lisa Ann Pinkerton reports
often that means putting people and property in the path

2007 was the second worst in history for wildfires in the U.S. Nine-million acres were
scorched and Southern California bore the brunt of it. Most of the property damage was
in San Diego where wildfires in wilderness areas spread to suburban neighborhoods. Half a
million people were evacuated and Shannon Denton was among them. She says her
neighborhood was cleared out at 4 in the morning.

“We were scared. ‘Cause we didn’t – luckily we had all our pictures organized, so we just took most of our pictures and our video stuff, grabbed our kids at the last minute and left within a half-hour. It was scary, very
scary.”

These days, Denton’s subdivision is busy. There are bulldozers demolishing the burned
out remains of old houses. And construction crews are building new ones on every single
street.

Denton’s thankful her house was spared. But she says even if it had burned down, she’d
take the risk of it happening again, because she likes living here.

“It’s pretty close to nature. There’s a lot of walking and hiking, a lot of mountains that you can take trails and different things.”

Despite the risk of fire, people like Denton don’t want to leave. Some of the 18-
thousand homes lost in San Diego last fall were built in places where wildfires had
burned only four years earlier.

That’s not unusual. The US Fire Administration says nearly 40% of new home
development across the country is in places where residential homes and wilderness meet,
and thus, are more prone to fire.

“They have a right to build that single family home.”

That’s Jeff Murphy of San Diego County’s Department of Planning.

“As a jurisdiction its our responsibility to have codes and ordinances that are
in place to make sure that there’s minimal structural damage as the result of wildfire and minimize
the risk of loss of life.”

Murphy says people are going to live where they want to, all government can do is
require smart development. And San Diego’s building codes are the most restrictive in
the California. They were reevaluated after the 2003 wildfires, when seven percent of the
homes were destroyed.

In the 2007 wildfires, Murphy says the new codes reduced that loss to one-percent.

“Even though we had a lot of structure loss during these fires, what these
numbers are showing us is that our codes are working.”

And Americans aren’t just building in areas at risk of fire. We build in flood zones, too.
FEMA estimates around 10 million people in the US are at risk of flooding. And
according to the United Nations, we saw the most floods of any country last year.

Roger Kennedy is a former director of the National Park Service. He says this kind of
“risky living” costs US taxpayers about two-billion dollars a year in firefighting and
rebuilding costs. The total in property damage hovers around 20 Billion.

Kennedy says people are choosing to build and live on land that’s in danger-prone areas
because they’re not responsible for the true costs. Insurance, guaranteed mortgages, and
federal disaster relief have reduced the personal financial risk.

“People wouldn’t settle in places from which they knew they would not be
rescued and where the taxpayers wouldn’t pick up- or the insurance company which is
essentially the same thing- wouldn’t pick up the tab.”

Kennedy says knowing about a home’s potential risk might reduce the material cost of
fires and floods. And, it might save lives.

But he says, people have to want to know their risks. And even then… they might choose
to ignore it. Because for many, the enjoyment their property brings far outweighs the
occasional “Act of Nature.”

Biofuel Blends Fail Tests

In the US, the market for biodiesel was more

not all biofuels are created equal. Lisa Ann Pinkerton

than 450 million gallons in 2007. But new research shows
not all biofuels are created equal. Lisa Ann Pinkerton
reports:

The American Chemical Society study tested 19 biodiesel samples
from states like California, Massachusetts, and Indiana. It found the
majority, almost 90%, didn’t meet federal requirements for B20 grade
fuel – 20% biodiesel, 80% petroleum. Some samples
contained as little as 2% biodiesel, while others exceeded the
20% limit.

One of the study’s authors is Christopher Reddy. He says biodiesel
above 20% could damage engines, while anything below 20%
reduces the environmental benefits.

“So perhaps the results of my small study will help people take a step back and
reevaluate things and put in some safe guards and such.”

Reddy’s says his study shows the blending inconsistencies found by
the National Renewable Energy Laboratory in 2004, still haven’t been
addressed.

Company Turns Waste Juice Into Energy

Tiny single-celled organisms could become the giants of
energy production in the near future. Scientists are
using bacteria to convert waste into hydrogen energy.
Lisa Ann Pinkerton recently watched a vat of microbes

More than 17 million gallons of grape juice is sitting in what amounts to be a huge
refrigerator. It’s Welch’s grape juice ready to be bottled. About the size of a
gymnasium, the cooler’s covered with tile and the juice is stored in big
stainless steel tanks.


Paul Zorzie is the plant manager. He says they have to regularly clean the
tanks. And first they rinse them with water to clean out the remaining juice:


“Juice would be anywhere from 10 to 20 percent
sugar, so what goes down the drain might be .3.”


Since there’s still a little bit of grape juice and sugar in that wastewater, it can
still be used. Behind the plant, the faint smell of grape juice wafts from a
bubbling tank of wastewater. It looks kinda like a purple jacuzzi. In a nearby
shed, Gannon University Professor Rick Diz has built a pilot system to covert
the sugar in that grape juice wastewater into electricity. With the help of the
Ohio biotechnology firm NanoLogix, he’s coaxing millions of microorganisms
to consume the sugar and produce hydrogen:


“The sort of bacteria that produce hydrogen and
actually other bio fuels of one sort or another just
love sugar. Just like for people, sugar is the easiest
thing to digest for many organisms.”


Diz says if you keep introducing food that sugar from the watered-down grape
juice, the microbe population will double every 24-48 minutes. He’s trying to
keep the conditions just right to encourage hydrogen-producing microbes to
grow, while at the same time discouraging methane producing ones. They feed
on hydrogen, and it can be a careful balancing act.


When the microbes produce enough gas, the pressure trips a switch and the
hydrogen is pumped into a slender, high-pressure holding tank:


“And so far we’re been quite successful. We are in fact
producing hydrogen gas, we have used that gas to run an
engine that generated electricity for us on just a
demonstration purpose.”


You can imagine, there are all sorts of industries that create waste sugar
water, from fruit juices, and sodas to candy makers. So there’s lots of
potential to generate hydrogen and then electricity from residual sugar in
wastewater.


But, Diz says the Welch’s system is the only one in the US to successfully do
this outside a laboratory setting. The Welch’s plant in Erie, Pennsylvania
spends about one-and-a-half million dollars a year for electricity and
wastewater treatment each. It hopes a large-scale project that Diz will build
this spring can put a dent in those bills:


“Welch’s is certainly one of the first companies that we’ve hear of who’s expressed
interest in producing hydrogen from microorganisms.”


That’s Patrick Serfass at the National Hydrogen Association. He says
developing renewable ways to generate hydrogen is ideal for a greener energy
sector. But the methods have to be economically worth it:


“The trick is to make the leap from the laboratory to real world applications, and using the hydrogen to either produce
electricity or meet some other energy need.”


Serfass says if Welch’s makes good on it’s plans to built a large demonstration
bio reactor it’ll be a major step for renewable hydrogen and an example to the
rest of the nation’s over 200 beverage makers and bottlers.
