But rather than making farmers reduce the pollution, the government requires water utilities to clean it up and pass the cost on to their customers. In the first part of our series, the GLRC’s Lester Graham reports on efforts some communities have made to stop the pollution at the source:

fields contaminates the lakes that many cities use for drinking water. But rather than making
farmers reduce the pollution, the government requires water utilities to clean it up and pass the
cost on to their customers. In the first part of our series, the GLRC’s Lester Graham reports on
efforts some communities have made to stop the pollution at the source:


To a great extent, nitrogen fertilizer determines how big a corn crop will be. But often, farmers
use more nitrogen than they really need. It’s a bit of a wager. If conditions are just right, that
extra nitrogen can sometimes pay off in more bushels of corn. But just as often the extra nitrogen
ends up being washed away by rain.


That nitrogen can get into lakes that are used for public drinking supplies. If nitrate levels get too
high the nitrogen can displace oxygen in the blood of children under six months old. It’s called
‘blue baby syndrome.’ In extreme cases it can cause death.


Keith Alexander is the Director of Water Management for the city of Decatur, Illinois. He recalls
that the Illinois Environmental Protection Agency required his city to give families with babies
bottled water because nitrogen levels exceeded the federal limits.


“For approximately six years, while we went through the motions of determining what was best
for our community, we did issue bottled water on an infrequent basis when the nitrate levels did
indeed elevate.”


The City of Decatur had to get nitrate levels down. So, they piggy-backed on federal and state
incentives offered to farmers to use better management practices. The city gave farmers money
to build terraces to reduce soil erosion. It gave money on top of federal and state tax dollars to
farmers to put in grass waterways to slow water rushing off the fields. The city gave farmers
money on top of federal and state incentives to use conservation tillage methods. They offered to
pay to install artificial wetlands so plants would take up the nitrogen before it got into the public
water supplies. It gave farmers money to use a chemical that help stabilize nitrogen in the soil.


With all that city and state and federal money offered to farmers, was it enough to reduce nitrogen
to safe levels?


“Unfortunately, no.”


Keith Alexander says some farmers did take advantage of the incentives. But not enough of
them.


“We’ve done quite a bit on a voluntary basis with a lot of great cooperation from the agricultural
community, but in spite of all that, we would still at times have elevated nitrate levels in Lake
Decatur.”


The city had to build the largest nitrate reduction facility in North America, at a cost of 7.5 million dollars to ensure its drinking water did not exceed the federal standards for
nitrates.


The people who tried to persuade farmers to sign up for the nitrogen reduction programs say
many of the farmers were skeptical that they were the cause of the problem. Some didn’t care.
And some were just skeptical of government programs and the red tape involved.


Steven John is the Executive Director of the Agricultural Watershed Institute. He’s still working
with farmers to reduce nitrogen runoff in the region. Today, the reason is not Decatur’s lake but a problem farther downstream.


“To a fairly large extent, the driver for addressing nitrogen issues now is loading to the Gulf of
Mexico. And, in one sense, because we’ve been at this for some time here and developed a little
bit of a history of city-farm cooperation– also developed good monitoring data, you know, to be
able to look at trends over time– we’re in good position to use our watershed as something of a
laboratory to test ideas that might be applied elsewhere in the corn belt.”


Nitrogen from the Decatur lake watershed eventually flows into the Mississippi River. Illinois,
just like all or parts of 37 other states drain into the Mississippi and finally to the Gulf of Mexico.
There researchers believe the nitrogen fertilizes algae growth, so much so that when the algae
dies and sinks to the bottom of the gulf, the decomposing vegetation robs the water of oxygen
and causes a dead zone that can be as large as the state of New Jersey some years.


But getting farmers to change their farming practices when it was causing problems for the city
next to them was difficult. Getting them to change for a problem hundreds of miles away is even
tougher.


Ted Shambaugh is a farmer who has changed. He says the reasons farmers don’t take the
nitrogen problem more seriously is complicated, but as far as he’s concerned, it’s part of how
farming has changed in the last few decades:


“This is going to fly against a lot of common thought, I suppose, about the farmer, and it does get
me in trouble sometimes, but the farmer has become inherently lazy in his management
techniques. They’ve even gone to the fact that even though they’ve got a 150,000 or 200,000
dollar tractor sitting there, they hire their nitrogen put on. Why do they do that? Well, a lot of it
is because they then have somebody to blame. That, if it didn’t go on right, ‘Well, I didn’t do
that.’ Well, we kind of think that’s what we get paid for, is management.”


Most people in cities like Decatur won’t say things like that about the farmers in the countryside
about them. The economic well-being of many of the cities in the corn belt are highly dependent
on agriculture. Criticizing farmers is just not done, even when many of those farmers won’t lift
a finger to clean up the water that their city neighbors have to drink.

Groundwater Study Finds Low Voc’s

Federal researchers have detected Volatile Organic Compounds, or VOC’s, in many of the nation’s underground drinking water supplies. But the samples showed lower concentrations of the cancer-causing chemicals than some suspected. The GLRC’s Erin Toner reports:

VOC’s, in many of the nation’s underground drinking water supplies. But
the samples showed lower concentrations of the cancer-causing
chemicals than some suspected. The GLRC’s Erin Toner reports:


Volatile Organic Compounds are by-products of industrial and
commercial applications. They come from plastics, paints, dry-cleaning
products and gasoline.


Over the past few decades, researchers have detected many places in the
country where soil and groundwater is highly contaminated by VOCs.
This latest study by the U.S Geological Survey took a broader look at
VOC concentrations in the nation’s groundwater.


John Zogorski led the project.


“In most of the wells that we sampled, and we’re sampling before any
treatment by the water utilities, we didn’t find any of these 55
compounds using even our most sensitive analytical methodology.”


Zogorski says VOC’s were found in some drinking water wells, but he
says the good news is that where the VOC’s were found, they were
mostly below federal drinking water standards.

Teflon Chemical Lawsuit Finalized

The makers of Teflon could have to pay out more than 440 million dollars as the result of a
recently settled water contamination lawsuit. The Great Lakes Radio Consortium’s Fred Kight
has the story:


The DuPont company was sued in a class action lawsuit filed on behalf of 80-thousand residents
whose drinking water contains trace amounts of a chemical known as C8. The chemical is used
to make Teflon… and manufactured at a plant near Parkersburg, West Virginia.


DuPont officials say C8 does not pose any health risk but Joe Kiger isn’t so sure. Kiger was the
lead plaintiff in the case. He says the most important part of the settlement is an independent
medical study that will be done to determine if C8 can make people sick…


“I’m concerned about my health as well as my familiy’s health, my wife’s and the people in the
community because this is a major thing.”


DuPont will have to pay 107 million dollars for the study, new treatment equipment for local
water utilities and legal fees and expenses for the residents who sued. It could have to pay
another 235 million for environmental clean up and health monitoring if C8 is found to be toxic.

In the wake of the September 11th terrorist attacks, Americans are getting mixed signals from officials about just how safe their drinking water is. The federal government is trying to calm fears that terrorists might poison public water supplies. But at the same time the government and water utilities are asking the public to help keep an eye on reservoirs and storage tanks. The Great Lakes Radio Consortium’s Lester Graham reports:

In the wake of the September 11th terrorist attacks, Americans are getting mixed signals from officials about just how safe their drinking water is. The federal government is trying to calm fears that terrorists might poison public water supplies. But, at the same time the government and water utilities are asking the public to help keep an eye on reservoirs and storage tanks. The Great Lakes Radio Consortium’s Lester Graham reports.


Since the attacks, the head of the Environmental Protection Agency, Christie Whitman, has been traveling the country, assuring groups that water supplies are safe from terrorism. Speaking recently to a group of journalists, Whitman explained that security at water utilities has been increased and that water is now tested more frequently. And she said that given the size of most reservoirs, it would take a very large amount of any chemical or biological contaminant before any such attack would have an effect.


“It would be extremely difficult for someone to perform this kind of act, taking a truckload –and that’s what it would be, a tanker truckload– up to a reservoir and dumping it in, given the heightened security we have today. And that’s a security that’s not just being provided by the water companies, which it is, but it’s also citizen heightened security, believe me. People are calling in all the time when they see things that they think they shouldn’t be seeing near water supply systems.”


But, Whitman’s view is not shared by a number of experts in the field of terrorism prevention. Jim Snyder is a professor at the University of Michigan. He was a member of a team of experts that worked with the Defense Department to determine possible threats against public water supplies.


“There are a number of contaminants, several bio-toxins and a large number of chemicals that are more or less readily available that could be put into, let’s say, a ten-million gallon reservoir which could in amounts something between a backpack and a pickup truck could achieve a lethal dose of 50-percent. That is, 50-percent of the people who drank one cup would die.”


And Snyder adds, water contamination wouldn’t have to be lethal, just contaminated enough that it caused panic and made the water unusable. Snyder also points out that the tests that production chemists run on water would not detect the kind of contaminants terrorists would use. The first clue something was wrong would be sick or dead people.


EPA Administrator Whitman concedes that there are some contaminants that would not be filtered out or killed by disinfectants used in water treatment. but she says water systems across the U-S are prepared for most kinds of attacks.


“The vast majority of contaminants about which we’re worried, we know how to treat. We know what steps to take. And those where we’re not sure of what we need to do, we’re working with the CDC to develop a protocol to respond. And we’re sharing that information as we get it with the water companies to make sure even those small ones know what to look for and how to treat it if they find it.”


Besides the Center for Disease Control, the EPA is working with the FBI and the water utilities to prepare for the worst, while telling the public that there’s little to worry about. The EPA could have helped those water systems prepare earlier. The terrorism prevention team Jim Snyder sat on drafted a manual for water system operators, outlining security measures that could be taken. The EPA buried that manual in part because the agency didn’t want to unnecessarily alarm the public.


The water utility industry is working with the EPA to try to calm any fears the consumers might have. The American Water Works Association has held joint news conferences with Administrator Whitman, echoing the statement that poisons would be diluted or that it would take a tanker of contaminants to cause a problem. Pam Krider is a spokesperson for the American Water Works Association.


“When you get into a specific discussion about types of chemicals or quantities of chemicals, whether it’s a backpack or whether it’s a tanker, I mean, those are not as useful as discussing what are the processes that a utility has in place for monitoring what is and is not in its water, ensuring that they can provide safe, clean drinking water to the consumers within their city.”


So, the American Water Works Association is encouraging water utilities to step up testing water and quietly meet with emergency planners to prepare for the worst..


“What we have been discussing is the need for every utility to work very closely with local officials, to have a crisis preparedness and response plan in place, to have back-up systems in place, and most important, to engage their local community in keeping an eye out on the different reservoirs, storage tanks and treatment facilities and reporting any kind of suspicious activity that they might see both to the utility as well as to the police department.”


Water terrorism prevention expert Jim Snyder says simple things such as locking gates and posting security guards go a long way to discourage would-be terrorists from attacking a water treatment plant, storage tanks, wells or a reservoir. However, he notes. there’s little that can be done to stop a determined terrorist from contaminating a public water supply. And it seems that’s a message the EPA and the water utilities don’t want to talk about because it might worry the public.

Lake Levels Scrape Bottom

Much of the industry in the nation’s mid-section relies on
shipments of raw materials on the Great Lakes. Great Lakes ports in the
U-S and Canada handle more than 200-million tons of material annually.
The Lakes are also a source of water and recreation for nearly a third
of
the nation’s population. But, during the last two years, water levels
have
been falling at a record breaking pace. The Great Lakes Radio
