But rather than making farmers reduce the pollution, the government requires water utilities to clean it up and pass the cost on to their customers. In the first part of our series, the GLRC’s Lester Graham reports on efforts some communities have made to stop the pollution at the source:

Today, we begin a week-long series on pollution in the heartland. Storm water runoff from farm
fields contaminates the lakes that many cities use for drinking water. But rather than making
farmers reduce the pollution, the government requires water utilities to clean it up and pass the
cost on to their customers. In the first part of our series, the GLRC’s Lester Graham reports on
efforts some communities have made to stop the pollution at the source:


To a great extent, nitrogen fertilizer determines how big a corn crop will be. But often, farmers
use more nitrogen than they really need. It’s a bit of a wager. If conditions are just right, that
extra nitrogen can sometimes pay off in more bushels of corn. But just as often the extra nitrogen
ends up being washed away by rain.


That nitrogen can get into lakes that are used for public drinking supplies. If nitrate levels get too
high the nitrogen can displace oxygen in the blood of children under six months old. It’s called
‘blue baby syndrome.’ In extreme cases it can cause death.


Keith Alexander is the Director of Water Management for the city of Decatur, Illinois. He recalls
that the Illinois Environmental Protection Agency required his city to give families with babies
bottled water because nitrogen levels exceeded the federal limits.


“For approximately six years, while we went through the motions of determining what was best
for our community, we did issue bottled water on an infrequent basis when the nitrate levels did
indeed elevate.”


The City of Decatur had to get nitrate levels down. So, they piggy-backed on federal and state
incentives offered to farmers to use better management practices. The city gave farmers money
to build terraces to reduce soil erosion. It gave money on top of federal and state tax dollars to
farmers to put in grass waterways to slow water rushing off the fields. The city gave farmers
money on top of federal and state incentives to use conservation tillage methods. They offered to
pay to install artificial wetlands so plants would take up the nitrogen before it got into the public
water supplies. It gave farmers money to use a chemical that help stabilize nitrogen in the soil.


With all that city and state and federal money offered to farmers, was it enough to reduce nitrogen
to safe levels?


“Unfortunately, no.”


Keith Alexander says some farmers did take advantage of the incentives. But not enough of
them.


“We’ve done quite a bit on a voluntary basis with a lot of great cooperation from the agricultural
community, but in spite of all that, we would still at times have elevated nitrate levels in Lake
Decatur.”


The city had to build the largest nitrate reduction facility in North America, at a cost of 7.5 million dollars to ensure its drinking water did not exceed the federal standards for
nitrates.


The people who tried to persuade farmers to sign up for the nitrogen reduction programs say
many of the farmers were skeptical that they were the cause of the problem. Some didn’t care.
And some were just skeptical of government programs and the red tape involved.


Steven John is the Executive Director of the Agricultural Watershed Institute. He’s still working
with farmers to reduce nitrogen runoff in the region. Today, the reason is not Decatur’s lake but a problem farther downstream.


“To a fairly large extent, the driver for addressing nitrogen issues now is loading to the Gulf of
Mexico. And, in one sense, because we’ve been at this for some time here and developed a little
bit of a history of city-farm cooperation– also developed good monitoring data, you know, to be
able to look at trends over time– we’re in good position to use our watershed as something of a
laboratory to test ideas that might be applied elsewhere in the corn belt.”


Nitrogen from the Decatur lake watershed eventually flows into the Mississippi River. Illinois,
just like all or parts of 37 other states drain into the Mississippi and finally to the Gulf of Mexico.
There researchers believe the nitrogen fertilizes algae growth, so much so that when the algae
dies and sinks to the bottom of the gulf, the decomposing vegetation robs the water of oxygen
and causes a dead zone that can be as large as the state of New Jersey some years.


But getting farmers to change their farming practices when it was causing problems for the city
next to them was difficult. Getting them to change for a problem hundreds of miles away is even
tougher.


Ted Shambaugh is a farmer who has changed. He says the reasons farmers don’t take the
nitrogen problem more seriously is complicated, but as far as he’s concerned, it’s part of how
farming has changed in the last few decades:


“This is going to fly against a lot of common thought, I suppose, about the farmer, and it does get
me in trouble sometimes, but the farmer has become inherently lazy in his management
techniques. They’ve even gone to the fact that even though they’ve got a 150,000 or 200,000
dollar tractor sitting there, they hire their nitrogen put on. Why do they do that? Well, a lot of it
is because they then have somebody to blame. That, if it didn’t go on right, ‘Well, I didn’t do
that.’ Well, we kind of think that’s what we get paid for, is management.”


Most people in cities like Decatur won’t say things like that about the farmers in the countryside
about them. The economic well-being of many of the cities in the corn belt are highly dependent
on agriculture. Criticizing farmers is just not done, even when many of those farmers won’t lift
a finger to clean up the water that their city neighbors have to drink.

Many farmers and other landowners use phosphorus-rich fertilizers on their property, but when the chemical runs off into lakes and streams, it can lead to algae blooms, depletion of oxygen, and fish
kills.


New research says it can take decades or hundreds of years for phosphorus to cycle out of a watershed. University of Wisconsin – Madison Professor Stephen Carpenter did the study. He says the effects won’t be as long-lasting if more phosphorus controls are put in place.


“For example we could develop more buffer strips, restore more wetlands, move point sources away from streams and lakes and maybe even innovate new technologies for keeping phosphorus on the
land.”


Farm groups say many of their members are trying to reduce soil erosion and chemical runoff. Carpenter says that’s true, but he says in some watersheds, much stronger action is needed.

and lakes around the Great Lakes region. It can harm plants and aquatic wildlife in the
waterways. The sediment can also fill the channels and harbors, blocking ship traffic.
But a pilot program in one Great Lakes state is using the sediment in a new way. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


The Illinois River used to be an average of more than twenty feet deep. These days, the
river averages a depth of about two feet. The river stretches nearly from Chicago across
the state of Illinois and joins the Mississippi near St. Louis. The entire length of the
Illinois River is clogged with sediment that’s eroded mostly from farmland. Besides
blocking navigation, the sediment buries aquatic plants, destroying a food source for fish
and waterfowl.

A giant dredger is taking deep bites into the muck beneath the water’s surface that’s
clogging up the bottom of the river near Peoria. The bright orange clamshell bucket is
filling up barges that will take 100,000 tons of sediment to Chicago. There, it will be
used to cover up the remains of an old steel plant and create 17 acres of parkland.


Bob Foster is a project manager with the Chicago Park District. He says the steel mill
site is useless without the sediment from the Illinois River:


“What’s left there now is several foundations and forty feet of slag. It’s pretty hard to
plant trees in forty feet of slag. This project would not be happening unless we were
receiving this soil, this dredged material, because soil is our number one cost in park
development now.”


State and federal officials say this idea helps both the Illinois River by clearing out
sediment… and the city of Chicago by providing topsoil for a park. The program also has
the support of environmentalists, although they do sound a word of caution.


Marc Miller is an environmentalist who serves on the Illinois River Coordinating
Council, a group of public and private organizations trying to help the river. He supports
the dredging program, but says it would be better if the government, farmers and
developers would do more to stop soil erosion.


“That’s why the Illinois Coordinating Council has many irons in the fire in addressing
these issues. It’s going to take prevention in order to stop the kind of problems that have
been going on for decades.”


This kind of program won’t work everywhere. John Marlin is with the Illinois
Department of Natural Resources. He’s done a lot of studies on the possible uses for
dredged material. But, because some sediment is contaminated with pesticides or old
factory pollution, you have to test the muck and know where it’s going to be used.


“There are definitely places where the soil in the lakes and the Illinois River is too
polluted to use. But there are other places where it is clean, and one of our jobs is going
to be to find out where it is clean and safe to use and make judgments accordingly. There
will be a lot more questions as time goes on.”


But public officials behind this project are concentrating solely on the positives of the
project. Lieutenant Governor Pat Quinn told supporters at a rally on the banks of the
Illinois River that the dredging program will be the beginning of a much larger program
that will benefit several states.


“This is a model, we want to replicate it, we want to do it elsewhere. We are open for
business. If you need topsoil somewhere, we got it. (laughter) And by digging up the
sediment and making the river a little deeper, we can help our fish, our wildlife, our
waterfowl, we can help our boating, our recreation.”


To have any significant impact on the Illinois River, this kind of dredging program will
have to be expanded exponentially. This first project will remove 100,000 tons of
sediment. Each year more than 14 million tons of sediment is washed into the Illinois
River basin.

State Falls Short on Federal Cleanup Money

Most of the Great Lakes states are taking advantage of a federal program to get money to help
make creeks, rivers, and lakes cleaner. But one state has not found a way to get the federal
dollars. The Great Lakes Radio Consortium’s Lester Graham reports:


The U.S. Department of Agriculture’s Conservation Reserve Enhancement Program is making
hundreds of millions of federal dollars available to states if they come up with matching funds of
about 20-percent. The money would go to private landowners to take measures to reduce soil
erosion and pesticide and fertilizer runoff. Seven of the eight Great Lakes states have signed
agreements with the federal government, each earmarking tens of millions of dollars to leverage
much more from the federal government. The state of Indiana has a proposal before the USDA,
but instead of tens of millions of dollars set aside as the other states have done, according to a
report in the Star Press newspaper, Indiana so far only has set aside 120-thousand dollars.
Conservationists in that state are calling on the legislature to tax bottled water and bagged ice as a
way to come up with the matching funds to leverage the federal money.

Traditional pastoral herding practices, based on the summertime abundance of self-renewing grasses, has mostly disappeared. It’s been replaced by year-round production based on dried feeds grown from intensively worked soils. However, if you were to visit Pleasant Ridge Farm in Dodgeville, Wisconsin or a small number of other farms around the Great Lakes region, you would find a successful and quite modern, revival of pasture-based agriculture. You would also find an incredibly tasty cheese. The Great Lakes Radio Consortium’s Ed Janus reports:

Although they own a dairy farm and milk 200 cows, Mike Gingrich and Dan Patenaude really don’t farm at all like their neighbors. They’re grass farmers and herders. Their cows feed themselves on well-managed, systematically rotated pastures of flavorful summer grass – on farmland that does not know the plow, or soil erosion. So fresh is their grass that their cows convert it into milk that is unusually rich in essential dairy flavors. As Mike explains:


“This rotational grazing was a way that we preferred to run a dairy. It’s easier on the soil, it’s easier on the animals, and easier on the farmer, I think, too. All of our land is pastureland. We graze our cows all summer long. That is unusual. So they’re eating a live plant. Pasture produced milk is sort of like going back in time. You know, a hundred years ago and earlier, all milk was pasture produced.”


As traditional dairy farmers, Mike and Dan’s labors had been both anonymous and poorly compensated. Their milk was combined with that
of hundreds of other farmers and processed into a standardized,
personality-free product. But, on the way to proving that herding could be economically viable, they learned that this method of farming also made a real difference in the richness and flavor of their milk.


“I had always heard from old-time cheese makers that the best milk for making cheese was the June milk when the cows were on that new pasture. And that’s the ideal stage… for both nutrition for the cow and the flavor development of these cheeses coincidentally. That’s why, for instance, dairy products from New Zealand will have a stronger dairy flavor because their national milk supply is grass-based. Whereas in the United States, our national milk supply is stored feeds predominantly, and they’re much milder, they don’t have these dairy flavors.”


Because of their system of rotational grazing that allows them to move the cows from pasture to pasture, their cows are regularly introduced to new and flavorful grass. That means that they have that strong tasting June-like milk from late spring through October. Finding a way to get that milk with its unique qualities directly into the mouths of consumers was the next step for Mike and Dan. They decided that making their own cheese was the answer. So, Mike got his state cheese maker’s license, apprenticed in a small road-side cheese factory and became a farmstead cheese maker.


“A farmstead cheese comes from the milk from a single farm.
It has the potential of having unique and different and interesting flavors that are not available in production cheeses. And that’s because the cheese maker is the same person that milks the animals. Because we use only our milk, and we manage our cows so differently than a
typical farm, we really get a substantially different milk, and then of
course the cheese that we make is only from that milk.”


To make a cheese worthy of their milk, Mike chose a French alpine cheese called Beauford as his model because it too is made from the milk of grass-fed cows that gives it a pronounced but subtle, earthy
flavor and color. Pleasant Ridge Reserve cheese, like its French cousin, is cave-aged and turned by hand at least fifty times. And like its French cousin it has something lacking in mass-produced cheeses. It has “terroir” – the flavor of a particular place and the character of the people who make it.


Apparently there is a place for “terroir” in America. Last year Pleasant Ridge Reserve was awarded the Best in Show by the American Cheese Society. This year Mike and Dan will sell 2,000 ten-pound wheels of their cheese to top-scale restaurants, gourmet cheese retailers and on their Web site, at prices many times what they would get if they just waved goodbye to their milk at their farm gate. And, happily for cheese lovers, Mike and Dan, like a handful of other Great Lakes states farmstead cheese makers have found a way to package some of the splendor from their grass.
