Learning to Live With Less Water

Droughts are nothing new for the Western US.
But lately, even some parts of the country
surrounded by water have gotten a taste of
droughts. Rebecca Williams reports as our
population grows, some experts say we’re going
to have to learn to live with less water:

Even in swampy, muggy Florida, people have been running out of water.

“This is the first time the well has ever gone dry.”

Ellen Peterson remembers water gushing out of her artesian well when she’d hook up the hose. These days she’s stuck with rusty water from her shallow well.

“Now if I let that sit it would settle out orange.”

We visited Peterson at the tail end of this year’s dry season. In the weeks since then, Florida’s been pummeled by major thunderstorms. But Florida water managers say it’s too early to know how much the rain will help.

This was the driest dry season Florida’s felt in more than 75 years. And it’s the third year in a row of serious drought. That’s meant some changes for people who live here.

Many cities put rules in place that limit watering lawns to one or two days a week. One woman actually ended up with a warrant out for her arrest after she watered her lawn on the wrong day and didn’t pay the fine.

Some cities in Florida are talking about adding a drought surcharge to bills for people using the most water.

Ellen Peterson says local water managers have even been capping wells in her area. Peterson may be 85 years old, but that didn’t stop her from telling her local official to back off.

“They told me they were going to cap my well and I threatened the guy with his life if he ever came back. (laughs) It hasn’t happened yet.”

So it’s not such an easy sell to get people to cut back on water.

But that’s Gary Ritter’s job. He’s a water manager in the Lake Okeechobee area. It’s a giant lake – 35 miles wide – and it’s nicknamed the liquid heart of the Everglades. The lake level is 2.5 feet below average.

“For water to get to the Everglades it has to come from Lake Okeechobee. Now we have a juggling act as to how we manage this water in the system you know for multiple users for the water supply and for the ecosystem.”

The lake’s the center of a huge tug of war. Farmers and cities need the water, and the lake’s also a big tourist draw. And the Everglades are in major trouble – mostly because the water flow to this fragile area has been cut off by people.

Some experts say these kinds of conflicts are just going to get worse.

Peter Gleick is president of the Pacific Institute. It’s a nonpartisan group that studies water issues.

“Places we didn’t think were vulnerable to water shortages in the past are now increasingly vulnerable. As our population continues to grow and our water supply doesn’t. As more and more people try to share that fixed resource there’s going to be growing competition for water and more natural and manmade drought.”

And he says we just don’t know what’s in store for us as the climate changes because of global warming. We could get a one-two punch.

First, from weird new weather patterns. And second, from more and more people moving into dry areas.

People have expected these kinds of problems for cities in the desert Southwest. But nobody really saw this coming in the Southeast.

Peter Gleick says even if you live in a place surrounded by water now, you shouldn’t expect to always have plenty of it.

From a one-lane road way above the Yadkin River, the trees are so thick you can just see
the water. It looks so tranquil that the Narrows Dam is a bit of a shock when you turn the
bend.

Rose: “Whoa, this thing’s huge.”
Ellis: “Yeah.” (chuckles)

I’m with Gene Ellis, who’s the head of Alcoa Power Generating.

For nearly 100 years, the aluminum company has owned and operated four dams on one
of North Carolina’s largest rivers. Now Alcoa is trying to renew that hydropower license
for 50 more years. But the Governor of North Carolina wants Alcoa’s dams for herself –
or rather for the people of North Carolina.

The federal law that governs America’s rivers does allow for a takeover, but it’s never
been done. And Alcoa’s Gene Ellis says it’s something he’d expect of a dictator.

“Alcoa’s only experience with the socialization or the nationalization of a plant was
in Venezuela during the leadership of Hugo Chavez.”

Ellis says the takeover attempt violates Alcoa’s property rights. Trouble is that while
Alcoa owns the dams, the people of North Carolina own the river. Alcoa’s basically a
tenant.

And North Carolina Governor Bev Perdue says it’s time to end the lease.

“We need to be sure that the water sources that we are allowing to be controlled – if
you will – by a private industry, produces something for North Carolina.”

Something like jobs, says Perdue, which is why Alcoa built the dams in the first place.
They used to power an aluminum smelter that was the main employer in the region.

In 2002, Alcoa closed the smelter, but still makes millions off the dams. It sells the
hydropower wholesale. Alcoa continues to pay taxes – and still offers free swimming
and fishing on the lakes – but the Governor says that’s not enough to deserve 50 more
years of control on the river.

Officials from at least seven counties agree. As do many residents, like Roger Dick.

“The state needs to be in control. We do not need to be, as citizens, having to go ask
a global company for how we will use our water.”

Ironically, Alcoa’s biggest support comes from towns on the four lakes it manages.
Especially Badin – where you can see the huge, empty smelter from the steps of the
mayor’s office.

Rose: “Did you work there?”

Harrison “Yes. 30 some years. That was our only industry and we’ve lost our heart
when we lost Alcoa.”

And yet, Badin Mayor Jim Harrison says-

“I would rather trust who I know than who I don’t know. Does the state not run our
highways? Do you really think they have done the best with our highways that can
be done? So, I’m mean, if they do the same job with our dams, what’s that gonna
end up being?”

Not even Governor Perdue can answer that yet. Nor is it clear how the transfer would
work or what the state might have to pay for it. Those decisions are up to the Federal
Energy Regulatory Commission, which oversees thousands of hydropower licenses, but
has yet to take one over.

Talking to Mark Robinson – the commission’s director of energy projects – you can
practically hear him scratching his head through the phone line.

“We really can’t figure out what the idea was there. But I’m sure with the help of a
number of very smart lawyers we would all figure it out.”

Since Alcoa expected a decision on its license this summer, lawyers on both sides are
already working overtime.

People across the country are watching closely, because the outcome will set an
important precedent at a time when water is no longer the endless resource many once
thought.

Fall is in full swing, and in the
northern states, what better way to appreciate
the time of year than to go apple picking?
It’s the fall thing to do, right? Well, not
for everyone. Lulu Miller reports:

“Ooh that’s perfect! Perfect fall day. Little Chill in the air.”

That’s orchard owner Nick Cowles and we’re here with him at his orchard.

“Beautiful apple!”

Shelburne Orchards. Near Burlington Vermont.

“Looks out over Lake Champlain.”

And to hear him to tell it, an afternoon spent apple picking is pretty much as
good as it gets.

“Yeah. There’s something about gathering food with your family that’s primal
almost. I see people show up in their cars. The dad, the face is a little pinched. He
had to get the kids in the car. They didn’t really wanna come. His whole life is
stress. And then by the time, the difference in the face when he’s leavin’, it’s just
a whole different face.”

Everyone’s dream weekend, right?

Well. Not exactly. There is one group of people who just aren’t all that thrilled
about fall leaves and apple picking.

“Well yeah. The demographics of Vermont are a little scary right now. We have
the least number of folks in there 20s in the country.”

That’s Bruce Hyde, Commissioner of Tourism for the state of Vermont. He says
the 20-somethings are missing.

“I can understand after going to one of the great colleges we have in a rural state,
that a lot of folks wanna go and experience the big cities and sow their oats.”

And so, as the guy in charge of tourism, Bruce has a mission.

“We’re really trying to attract more young people to the state of Vermont.”

And here’s what he’s up against.

Lulu Miller: “Just wondering if you guys have any plans to go apple picking this
season?”

Student: “Not really. I’m not really into apples.”

Miller: “No?”

Student: “My age? It’s kind of about the debauchery. Sleeping in on Saturdays.
Not going apple picking with the folks. You know?”

I’m talking to college students in a park near New York University.

Student: “It’s not something that I would hear my friends being like, ‘can’t hang
out on Saturday! Going apple picking!’ I just can’t imagine that coming out of
their mouths.”

So what’s a commissioner of tourism to do?

“We were trying to figure out, what’s a way to get more young people into the
orchards? So we came up with an idea. A cute little idea.”

If apples just weren’t enticing enough to lure people to Vermont, Comissioner
Hyde thought, maybe there’s something else they’d prefer to find in the trees.
Like…

“An iPod!”

That’s right in the apple trees of Vermont.

“Macintosh. Courtlans. Red delicious.”

You can find iPods.

“Nano’s. A couple of touch’s. And the just the classic iPod.”

Now they’re not actually dangling from the trees.

“What we did is we made up wooden apples. They have the state seal on them.”

And if you find that, you can turn it and get an ipod.

“Yeah. And it really has brought a lot of people into the orchards. We haven’t
done any kinda survey. But the response I’ve heard from orchards is they’ve
never seen so few apples left on the trees.”

Orchard owner Nick Cowles agrees.

“Lotta people know about it, have heard about it. ‘Come on mom, lets go look
for the iPod!’ It’s a great program. It does what it set out to do. It really helps the
orchards. They’ve been very smart to do this.”

So what do the college students think?

Student: (laughs) “They’res gonna be iPods with apples!? No way!”

Miller: “Would that make you go? Would it up the ante at all?”

Student: “It absolutely does. I would definitely go apple picking if there was a
chance I could stumble across an iPod.”

But not all of them feel that way, in fact many of them pointed out that luring
people with iPods sounds so wrong. Kinda grinds against the notion of getting
people out into nature.

“Does that feel wrong? No.”

Orchard owner Nick Cowles.

“In my estimation, anything that brings families together, outside, doing
something like that – it doesn’t get any better than that. They’re out in the
orchard, runnin’ around, picking apples – that’s healthy. They’re doin’ it as a
family.”

Apples. iPods. Whatever it takes.

A new survey shows that at least

The mammal survey took five years, and 1,700 experts in
130 countries to complete. Their results are just being
published in the journal Science.

Jan Schipper of Conservation International is a lead author.
He says the assessment paints a bleak picture.

“It was in fact surprising to find out that 25% of all mammals,
to which we currently have sufficient information, are
threatened with extinction, meaning they are either critically
endangered, endangered, or vulnerable.”

Schipper says hotbeds for extinctions are in Southeast Asia,
Africa and Central and South America – and it is largely
driven by consumers.

For example, if we demand bananas in the middle of winter,
it drives growers to cut down native forests for banana
plantations – but without those native forests, many
mammals are left without a place to live.

Amtrak’s Popularity Climbing With Gas Prices

More people are riding the nation’s
passenger train service, Amtrak. It’s to the
point that Amtrak doesn’t have enough train
cars in some areas and the trains are sold out.
Lester Graham reports Amtrak has some other

Amtrak is seeing more passengers. Amtrak spokesman Marc Magliari says on some of
its busier routes, ridership is up double-digits.

“We’re seeing increases of 20% with no additional capacity. Those are just people who
are taking the train who hadn’t taken it before or who had changed their travel plans to on
a day when the train isn’t sold out, because we have a lot of days now where the train is
selling out.”

That’s because the train is handy – especially on those shorter trips, such as New York
to Washington, Los Angeles to San Diego, or Detroit to Chicago.

Last year Amtrak had more than 26-million passengers. This year it looks like it’ll get
about 27-million. Now, to put that into perspective, 761 million people flew on an
airplane in the U.S. last year.

But, Magliari says most of Amtrak’s competition isn’t the airlines.

“Most of our competition is the automobile and we believe the largest single reason for
some of the increases we’ve had this year is people trying to avoid the higher cost of
driving their own cars and trucks.”

And Amtrak would love to buy some more trains to serve those passengers. But the
railways are already crowded. The same reason Amtrak is getting more passengers –
higher fuel prices – is also the reason a lot of freight is being switched from trucks to
trains.

Jonathan Levine is an Urban and Regional Planning expert at the University of
Michigan. He says, for much of the nation, more freight train traffic is causing Amtrak
some problems.

“The scheduled service is really quite good if and when the trains follow the schedules.
But, those of us who’ve taken those trips know that the probability of having a delay is
rather significant. And it happens because of congestion on the rail lines.”

Amtrak is supposed to get top priority on the railroad. But the freight railroads own a lot
of the tracks. The dispatchers work them. They control the switches. And in this day
of just-in-time deliveries, it’s hard for those railroads to side-track a freight train for
Amtrak to speed by.

Mark Magliari with Amtrak says they’re working on that problem.

“About 70% of our operations—that’s about everything outside the East Coast—is on
somebody else’s railroad. And we’ve seen progress in a lot of these relationships with
the host railroads, making improvements in how they handle us.”

And judging from the increase in ridership, train passengers don’t see it as any different
than an airplane being delayed. And at least it’s a comfortable seat with plenty of room
to walk around, unlike a crowded plane sitting on the tarmac.

Mark Westerfield uses Amtrak. He also works for one of those freight train companies.
We caught up with him at Union Station in Chicago. He thinks the problems can be
worked out for Amtrak, they need to be worked out.

“It needs to be expanded. It needs to be increased. And, I think, I’m very optimistic
about the fate of Amtrak with the price of fuel, the price of gasoline, the congestion at
airports, the security at airports, the fact that a lot of the traveling public is getting older,
as I am, and less willing to be cramped into MD-80s and aging 737’s. I think it’s got a
great future. I really do. It’s gonna require a lot of capital investment.”

Getting that capital investment means getting more support from Congress and state
legislatures. Some members of Congress make a lot of noise about funding Amtrak.
They make is sound as though it’s the only government supported transportation
system out there. The fact is, airports get tons of money from the government. With
rising fuel prices and more ridership on Amtrak, government money for the train might
get a little better traction with Congress in the future.

Pedaling While Reclining

Bicycles are about as green as you can
get. They’re economical and provide great
exercise. But a lot of people draw the line
at hunching over those skinny, hard seats.
There are bikes that offer more ways to ride,
whatever your age or size. Lucy Martin reports:

“This pump gets used a lot, so sometimes it doesn’t want to stay on.”

The air pump beats the gas pump every time. Bikes are pretty simple to use. No gas, no bus fare.
Check the tires and you’re good to go.

A lot of people who don’t bike now wish they could too. And that’s where recumbent bikes can help.

(sound of entry bell chimes, door opens and closes)

“A recumbent is a bike where you sit down with your feet out in front of you and it’s comfortable like
your office chair. It’s comfortable like the chair you watch TV in. It puts you in a seated position like
the car you drive.”

That’s Peter Stull. Nearly 30 years ago he took a one-room school house and turned it into a business
called The Bicycle Man. The small store in Western New York has become a magnet for shoppers
interested in bikes that feel good.

Employee: “Where you guys coming from?”

Customer: “Ottawa, Canada.”

Employee: “Yeah? Locals.”

People regularly travel long distances to check out the extra-large selection.

“We have a couple kinds of customers. And one is the customer who is a serious road-bike geek for
decades and he just got a report, from the doctor, saying ‘you can’t’ because of wrist, neck, prostate –
something – you can’t ride anymore. Or, maybe runner, can’t run anymore. And they really want to
stay active. They come to us.”

Stull sees plenty of brand-new bikers too. They come in every age and shape. His motto is ‘Ride before
you decide’, because there are so many variables to consider.

“You know, if you look at a racing bike, you give up everything for speed. But did you want speed? Or
comfort? Or Durability? Or foldability? Or – would you like me to show you the compromises on our
design?”

Stull spends a lot of time testing and tinkering in the shop out back. He’s on a quest to build even better
bikes. No single style can do everything for everyone. But Stull says recumbents can solve a number
of common problems.

“If you’re uncomfortable–like have a pain issue on a traditional bicycle? This will probably eliminate
it. If it’s a hip or a knee issue, maybe it won’t help. If it’s a balance issue, then maybe a trike recumbent,
with three wheels.”

I had to try the cool trike bikes. I wasn’t sure what to expect. They were amazing. Really low and super
fast. But they need a lot of room to turn. Stull says trike bikes give some of his physically challenged
customers the bike freedom the rest of us take for granted.

Saturdays get busy. I asked John and Deb Wegman why they bothered to drive 90 minutes from
Rochester.

John Wegman: “My wife. (laughter) Yeah. That’s it! Exactly!”

Deb Wegman: “Be honest.”

John Wegman: “Well, we wanted to try them because they’re supposed to be very comfortable and a
different kind of ride. And this is the place to come, because you can’t find them anywhere else. All
the other bike shops have maybe one. And you can test drive it in the parking lot for a hundred yards,
maybe.”

Lucy Martin: “And you’re about to go out on a ride of as long as you want?”

John Wegman: “Right. And we can come back and try another one, and do it again, if we want to.”

Recumbents are hard to find. They can cost a bit more too. But Stull says any good bike that’s cared
for should last for years.

After maybe 20 minutes, John and Deb come back.

John Wegman: “That was a lot of fun – a very comfortable ride.”

Deb Wegman: “It was great! Yeah, I’m actually going to have them change the seat, on that one ’cause
I’m interested in the wider seat.”

Lucy Martin: “Try that bigger seat?”

Deb Wegman: “Yeah.”

The Bicycle Man carries basic recumbents all the way to slick racers. They sell regular bikes too.
Whatever buyers chose, Peter Stull recommends taking enough time to find the right bike for each
body. He says comfortable bikes get ridden. The rest just sit around and rust.

Recumbent bikes are beginning to catch on across the nation. But, active baby-boomers might just
make bicycle shops think about peddling more of them.

West Nile virus is at its peak between mid-July and mid-September.

You can get infected from a single mosquito bite.

Most people who get infected won’t get a serious case of it. But people
over 50 have a higher risk of getting really sick. The virus can cause
high fever, paralysis and even death.

Dr. Lyle Petersen is with the Centers for Disease Control. He says West
Nile Virus is here to stay. And he says even if your area hasn’t had an
outbreak recently, that doesn’t mean it won’t happen.

“We really can’t predict exactly when and where these outbreaks are
going to occur so everybody needs to take precautions.”

He says you should use insect repellants, repair window screens, and
drain standing water around your house.

Nancy Cain: “Well, what we’re hearing from a lot of folks is that they’re still going to travel, but
they’re going to travel differently than they’ve done in the past. They’re much more economically
minded. They’re going to be looking for travel bargains, they’re going to be trying to camp out,
they’re going to travel in groups. They’re going to do anything they can to have an enjoyable
vacation while saving money at the same time.”

Lester Graham: “What about those big vacations that require a flight? Are fuel prices stopping
people from going places, far away places?”

Cain: “Triple-A is projecting that about 25 million Americans are going to travel over-seas this
summer. But they’re also going to try to be as economical as they can. Because, as you know,
the American dollar is pretty much at an all-time low. So people will still travel. We think the skies
will be fairly crowded this summer. But definitely much more of people’s discretionary income is
going towards these trips. They’ll have less for other things. And they’re less likely to buy
souvenirs once they get to their destinations. And they’re looking at, you know, perhaps
downgrading a room to a less expensive room, having a bigger meal at lunch versus at dinner
when dinner prices are more expensive. So any way they can, they’re going to be cutting costs.”

Graham: “Are people starting to look at other types of transportation, such as the train, you know,
Amtrak, to avoid the driving?”

Cain: “We think that Amtrak, certainly Triple-A, our surveys, have shown that people are showing
more of a willingness to take either Greyhound Bus, Amtrak, carpool with somebody else. You
know, the glory days of people taking a two-week vacation in July and heading out for two-weeks
to the beach, those days are pretty much gone.”

Graham: “I’m wondering, the hotel industry is a pretty mercenary industry, they’re really going after
travelers. I’m wondering what they’re doing to encourage people to travel, now, with this new
wrinkle in people’s budget.”

Cain: “A lot of the hotels, the big hotels, what they’re doing in many cases is offering, like, discount
cards, they’re offering, you know, gas cards. Everybody’s trying to do what they can to attract
tourists to come back, and go out there and spend. Even though gas prices are at record highs,
tourism is one of the backbones of the economy of this country. So, people want to get out, and,
also, they want to enjoy their vacation.”

Graham: “Trucking companies are starting to slow down to try to save a little fuel. And, I’ve heard
about it – although I haven’t actually seen – that some people are actually slowing down their cars
on the highway. Is that becoming a common trend?”

Cain: “You know, at Triple-A, we’re seeing that more and more. And this is advice we’ve been
giving for years. You know, slowing down on the highway, and even city driving, just five miles an
hour can really improve your fuel economy. And, we’ve said this for years, but now that gas prices
are looking at $4 a gallon, people are starting to follow this advice. Trying to ease up on the gas
pedal, avoiding those jack-rabbit starts and stops. And you can see, people are trying to be a little
more conservative, and thinking conservation when they’re driving.”

Graham: “So, Nancy, I want to ask you a personal question. What have you been doing differently
because of these higher gas prices?”

Cain: “You know, truly what I do, and I have been doing this, I have made a point of it – when I am
in line, like at the bank, I turn my engine off. It’s just those little things – turning your engine off.
And I do try to think conservatively. You know, plan your trips – so you can go around, and not go
out one place in the morning and somewhere else in the afternoon. And I really do make an effort
to do that, because you can reduce your gas costs. And also what I’ve been thinking about doing,
some of my colleagues have also thought this, you know, maybe we should start carpooling, even
one day a week. That would save some money.”

A new report says smog can contribute to
premature death. Rebecca Williams reports:

Ozone is a main ingredient in smog – it comes from cars and smokestacks and
other sources.

The National Academies of Science report says ozone can send people to the
hospital, and even lead to earlier death. That’s because ozone can damage
your lungs and make it harder to breathe. It can be especially bad for
kids, older people, and people with lung diseases.

Dan Greenbaum is the president of the Health Effects Institute. He worked
on the report.

“It just reinforces the risks of exposure to ozone are there, they’re
significant and people really should be paying attention to alerts when
there are high ozone days.”

Ozone alerts mean even healthy people should avoid working or exercising
outdoors during the day.

The EPA recently tightened the ozone standards. But the agency’s scientific
advisory committee said the standards should be tightened even more.

sources, you probably don’t include people on your
list. But Ann Murray reports that scientists are
tapping into bionic people power:

Today, we really do have bionic technology.

(Opening of the “Six Million Dollar Man”) “Gentleman, we can rebuild him. We have the technology.”

Okay, maybe not to turn you into
the Six Million Dollar Man. But how about a mobile power plant?

Let’s start with the back story.

About 15 years ago, a couple of young
scientists, Doug Weber and Max Donelan, worked together. Donelan wrote
his grad school dissertation on the energy people create when they walk.
He asked Weber, now a biomedical engineer at the University of
Pittsburgh, to run with his idea.

“He approached me with the idea of building a wearable device that could actually harvest
that energy. And not only generate electricity but potentially make it easier
to walk.”

Weber and Donelan put together a rough prototype in his garage. A lab
tested version of their early demo was just published in the journal Science.
The bionic gizmo looks pretty much like a knee brace with a power pack
attached. Weber calls up a video on YouTube to show me how it works. On
the screen, a guy with a brace on each leg is walking on a treadmill.

“With each step he takes on the treadmill power is generated when the
knee is swinging in extension. It’s during that extension phase that we turn
on the generator and as the traces below the video show, generate large
peaks in power.”

Those peaks in power show up as the hamstring muscle “brakes” to keep
the leg from going too far forward. That’s when the bionic brace kicks in. It
grabs that potentially wasted energy and turns it into electricity.

The brace can crank up to 20 watts with each step. That means ten
minutes of walking can power a laptop for a half hour. No other lightweight
people-powered generator can top that.

Yad Garcha’s betting that people
will be intrigued. He’s the CEO of Bionic Power, a company formed to
market the brace. With some product tweaking, he envisions a world of
alternative energy possibilities. Especially for people who have to depend
on batteries or don’t have much access to electricity. His list includes
millions of people in developing countries, amputees, and soldiers.

“It is a green product primarily for the military because of the number of
batteries that they throw away.”

Garcha says, for example, Canadian soldiers carry up to 20 pounds of
disposable batteries.

“And these throw-away batteries cost a lot of money for them to get them into the
theatre or wherever they’re doing their fighting.”

Garcha’s already been talking to Canadian military reps about field tests.
But the brace probably won’t be ready for another year or two. The
prototype still needs to be quieter, lighter, and more efficient before it makes
its way into the hands – or rather, the legs – of consumers. Better move over
Steve Austin!
