Now, formerly industrial cities are looking to redevelop old neighborhoods and attract new people. The Great Lakes Radio Consortium’s Lisa Ann Pinkerton looks at how one old neighborhood is using sustainable ideas to attract new residents:

The morning sun is peaking through an overcast sky along a street lined with simple Victorian style homes. In this Cleveland neighborhood, two of these homes are brand new. Unlike their century old neighbors, they’re green buildings… built with the environment in mind.


One, is the home of David and Jen Hovus. It was built to actively conserve resources and to have a low impact on the environment. For example, all of the lights are on timers.


“I had to go out of my way to find timers that would control compact fluorescent lights, so that I wasn’t wasting too much electricity.”


Even the fan venting moist air from the bathroom… is on a timer. The furnace too, is a high-efficiency unit.

Hovus’s environmentally friendly surroundings don’t stop at the backyard gate. He lives in a special neighborhood called the Cleveland EcoVillage. And on his way to work, he sees green building principles and sustainable practices all along the way. Like the community garden, where even the tool shed is made of recycled material.


“There was a 120-year-old maple tree that was cut down. Folks brought a portable saw mill and they sawed it into lumber and that’s what they used for the framing. It’s actually a strawbale construction as well.”


The idea to revive a struggling neighborhood with sustainable solutions, started with the city’s environmental planning organization, EcoCity Cleveland. Back in 1997, they investigated dozens of the cities neighborhoods. And choose the west side neighborhood where Hovus lives, because it was close to transit, had a strong Community Development organization and had support of the local councilman.


David Beach is EcoCity Cleveland’s Executive Director. He says besides environmentally sound buildings, the neighborhood gives the option of a car-free life.


“Where everything you need is with in walking distance. So you’re living space, your work place, and some of your shopping can be right in that one neighborhood. And then you hop on that rapid transit and in five minutes your downtown or you’re at the airport.”


Everything within a half-mile radius of the transit station is in the EcoVillage.
Resident David Hovus stands at the entrance, with fierce wind coming off of Lake Erie.


“This used to be… there was literally a set of stairs leading down to the platform. There was essentially a bus shelter on the platform and that was it. And if you didn’t actually know where the entrances were, you’d never know there was a train station here.”


So EcoCity Cleveland and the neighborhood convinced Cleveland’s Transit Authority to spend nearly $4 and a half million dollars on a new station, based on environmentally sound principles. It’s the only Green Transit Station in Ohio.


“And now we’d got a nice warm building that uses passive solar heating and a lot of green building features.”


Mandy Metcalf is the EcoVillage Project Director. She continues our tour of the neighborhood down a walking path.
Four blocks later, twenty new green-built town homes come into view. In the same simple Victorian style of the neighborhood, they blend right in. They’re also very energy efficient.


“One resident said that his January bill was only forty dollars for gas, which is pretty impressive.”


But, the majority of the homes in the EcoVillage are more than a century old and very energy inefficient. While they’re considered “affordable housing,” a mortgage payment on top of a heating bill of more than $300 dollars makes them difficult to afford. So Metcalf’s organization helped homeowners discover where their energy was being wasted.


“What the best things, the most cost effective things that they could do to retrofit their houses. And now we’re going to match them up with loan programs and encourage them to go through with it.”


While older homes are being updated, the Ecovillage is making plans to improve the green space surrounding the local rec center. And within two years, they hope to entice a green building grocery store to the area.

The Dark Side of Bright Lights

Many of us say we want to be good environmentalists. But we often make choices based on other desires. One of those choices is lighting. Most of us use lights that are very inefficient… and the trend in home lighting is moving toward using more energy… not less. As part of the series, “Your Choice; Your Planet,” the Great Lakes Radio Consortium’s Lester Graham takes a look at light bulbs… and starts at the beginning:

Many of us say we want to be good environmentalists. But we often make choices based on other desires. One of those choices is lighting. Most of us use lights that are very inefficient, and the trend in home lighting is moving toward using more energy, not less. The Great Lakes Radio Consortium’s Lester Graham takes a look at light bulbs and starts at the beginning:


We’re getting a behind the scenes look at a pretty significant historical artifact. Marc Gruether is pulling back a plastic tarpaulin that covers a row of file cabinets.


Gruether: “We are in one of the storage areas in the Henry Ford Museum. And drawer eleven has this light bulb in it which I will very carefully remove. It’s certainly one of the oldest Edison light bulbs that’s in existence. This is one of the lamps that was used in the December 1879 demonstration at Menlo Park.”


Graham: “Now, looking at it, I can see that it’s got that kind of bulbous shape, I can see the filament, I mean, I would recognize this easily as a light bulb.”


Gruether: ““Absolutely. It’s a recognizable light bulb. You’re exactly right. That all looks forward to the kind of lamp forms that became common and that we’d recognize today.”


And that’s not all that’s the same. Just like the first light bulbs, the incandescent bulbs most of us use in our homes today, waste energy. 95% of the energy used is expended in heat. Only five-percent actually makes light. That means everytime you switch on the light – if it’s an incadescent bulb – you’re wasting 95% of the electricity your paying for. In our homes, not much has changed in the last hundred years or so. But in commercial buildings, things have changed a lot.


Commercial builders and industrial architects learned a long time ago that energy efficiency is important. Most of the new office building and factories built today use passive sunlight and high-efficiency lighting that not only saves energy but uses the right spectrum of light to get the best output from their employees.


Moji Navvab teaches about light in architecture at the University of Michigan. He says you can learn a lot about good energy efficient light too. He says with the wide variety of fluorescent, LED, and spot lighting, you can get the right kind of light for whatever you’re doing and use a lot less electricity compared to a house lit only by traditional incandescent bulbs. It’s about using the right light for the right place. Navvab says, really, it’s pretty simple and you can get a lot of information about proper lighting on the Internet.


“If you really are focusing on healthy lighting or you want to save energy, if you go search on the web right away, you can get the information and then you can go to your local stores and they can match it for you.”


But at the local store, most of the time buyers are not very well-informed at all.


Beverly Slack is a salesperson at Kendall Lighting in Okemos, Michigan. She says unless they ask, she doesn’t push energy efficient lighting. And when she does mention fluorescent lighting, which uses about one-fourth the energy that incadescent bulbs use, customers grimace.


“Right. But, they don’t realize the difference in the fluorescent lamps, how they’ve changed, how the different colors have changed in the fluorescents. They’re still thinking of the old standard cool white so, people don’t want them because of that fact.”


Slack says what customers really want is dramatic lighting, and lots of it. They want trendy, recessed lights and track lights that often use extremely hot burning bulbs in a way that’s interesting, but not often very useful.


“They want decorative, decorative, decorative. I mean, it’s amazing. Because I can just see their light bills going sky high.”


Slack says the trend in home lighting in recent years has been just the opposite of commercial lighting. At home, people are using more light, more fixtures, and less energy efficient bulbs. With the trend in new houses being larger, requiring more lights, and homeowners wanting decorative lighting to show off their big new houses, conservation at home is often just being ignored.


It’s no longer about turning off the light when you leave the room, it’s about lighting up the showplace. And as long as the power bill is lower than the mortgage, it’ll probably stay that way.

Winter is here, and homeowners are preparing for another
round of expensive home heating bills. The U.S. Energy Department
says depending on the fuel you use, home heating costs will rise between
nine percent and 30 percent this winter over last. The high cost of energy
has prompted at least one family to go deeper into debt to save on energy
costs in the future. The Great Lakes Radio Consortium’s Erin Toner has

The government and government-chartered companies such as Fannie Mae offer Energy
Efficient Mortgages. But relatively few homeowners take advantage of them. Under the
program, new or existing homes are inspected and rated for energy efficiency. The
homeowners decide which energy-efficient improvements to do, and then roll the cost of
them into their mortgage.


Joel Wiese is a loan officer. He recently closed one of the few non-governmental
energy
efficient mortgages in the Great Lakes region.


“When you start looking at the total housing expense, utilities on top of the rest
of what
you’re doing, you’re basically going to spend less money than you normally would.
Because you’re reducing your utilities. Even though you’re increasing your mortgage
slightly, you’re reducing your utilities significantly. It’s a win-win.”


Wiese says there haven’t been more energy efficient mortgages in the region because
few
realtors, loan officers and lenders know how to use the program.

and trucks. Motorists might not know it, but they’ve been burning
low-sulfur fuel as part of a requirement under the federal Clean Air
Act. The requirement was put in place during the Clinton Administration.

A quiet revolution of cleaner air began this year for cars and trucks. Motorists might
not know it, but they’ve been burning low-sulfur fuel as part of requirement under the
federal Clean Air Act. The requirement was put in place during the Clinton Administration.
The Great Lakes Radio Consortium’s Mike Simonson reports:


Low-sulfur fuel is sometimes referred to as “green gas.” The gas isn’t really colored green.
But if it was, people might have noticed that they’re pumping different gas. For two years,
refineries in the United States have been investing millions of dollars to produce the new gas.
Dave Podratz is the manager of the Murphy Oil refinery in Superior, Wisconsin. He says his
refinery spent 26 million dollars to begin making the gas since October.


“It’s not the kind of thing you would notice, the average consumer going to the pump probably
wouldn’t even notice it watching tail pipe emissions, but the sufur dioxide emissions are
definitely going down.”


Podratz says the new fuel cut the amount of sulfur by 90 percent. And other tail pipe
emissions are going down as well. That’s because low sulfur fuel improves the efficiency
of your car’s catalytic converter, Which, in turn, reduces the amount of pollutants like
nitrogen oxide and carbon monoxide.

As gas prices hover around two dollars a gallon, auto manufacturers are starting to roll out
more environmentally friendly hybrids that appeal to mainstream buyers. Hybrids conserve fuel
by using both electricity and gasoline to power the car. The latest offering comes from
Honda. The Great Lakes Radio Consortium’s Julie Halpert filed this report:


Honda is bringing a hybrid engine to its best-selling car, the Accord. Unlike other
hybrids on the market, like Toyota’s Prius, this one will be roomier and higher performing.
Anthony Pratt, with J.D. Power & Associates, says those features may woo buyers who typically
have nixed the tiny hybrids currently on the market.


“What they’re trying to do is break the conception that if you’re going to drive a hybrid,
you have to sacrifice performance. in this case, you don’t. They use a three liter, V6 that
has 240 horsepower, so it’s just as powerful as the non-hybrid V6 and you get the fuel efficiency
of a Civic.”


The hybrid Accord hits dealer showrooms in December and will cost $30,000. It will join the
ranks of another hybrid adopted in a popular model, the Ford Escape. And next year,
Toyota’s Highlander and the Lexus RX400H.

Water levels on the Great Lakes have come up this summer… thanks to the wet conditions. The
Great Lakes Radio Consortium’s Mike Simonson has more:


Higher water levels have been good for the shipping industry. Lake cargo is up 20 percent this
year. Glenn Neckvasil is with the Lake Carriers Association in Cleveland. He says a wet
summer has brought water levels closer to normal. Because of that, ships are able to carry a lot
more cargo.


“We did a little study here in July. Some of the thousand footers are carrying 2800 tons more per
trip. Some of the smaller ships are carrying as much as 1400 more tons per trip. So obviously,
this is a big boost to the efficiency of the industry.”


Neckvasil says water levels are just a fact of life… a cyclical thing.


Lakes Superior and Erie’s levels are up from last summer and close to the normal historic level.
Lake Ontario is above normal. Lakes Huron and Michigan are up a foot from last year, but still
about a foot below normal levels.

Engineers say they have a new system that will extract more energy out
of coal-fired power plants. And, they say, it has the added benefit of
reducing pollution. The Great Lakes Radio Consortium’s Mark Brush
reports:


Coal-fired power plants convert only one-third of the fuel’s energy
potential into electricity. The rest of that energy is heat that’s
lost out the smokestack. Engineers say they’ve now found a way to
capture that heat, transferring its energy into electricity.


Dan Stinger is president of Wow Energies. He says reducing heat in
smokestacks has an added benefit:


“Not only are we able to generate power from waste heat without
consuming fuel, which is an immediate reduction in pollution. But
we’re also able to knock the temperature out of an exhaust stack or
flue gas, and by doing that we condense out a lot of the pollutants
that normally would be exhausted into the environment up a huge exhaust
stack.”


Stinger says a cooler smokestack means fewer pollutants, such as
mercury and chemicals that cause acid rain and ozone, will be sent up
into the atmosphere. Instead, much of that pollution will be condensed
out and trapped. Stinger says the company plans to install its first
small-scale system by the middle of next year.

A new report on competition in the electric utility industry says
costly times may be ahead for residential ratepayers. The Great Lakes
Radio Consortium’s Chuck Quirmbach has details:


Several states in the Midwest and elsewhere have tried to foster
competition in the utility industry. The National Association of State
Public Interest Research Groups says some business customers have been
able to save money by shopping around, but most residential electric
customers have not seen the same benefits. In fact, study author Tony
Dutzik says in some states with market restructuring, rate caps are
coming off.


“And there has been widespread concern in a number of those places that
when those rate caps do come off, consumers could be facing significant
increases in rates, and indeed has happened in a couple of instances
where rate caps have been lifted already.”


Dutzick says electric competition has also led to a lack of long-term
planning that could trigger more blackouts and other reliability
problems, but utilities in some states say to make the system more
reliable they’re trying to boost the supply of electricity. The
companies say rates in the region are still a relative bargain.

Epa Reviewing Car Fuel Economy Tests

The U.S. Environmental Protection Agency is looking at whether the gas mileage estimates that appear on the window stickers of new cars are over-inflated. The agency responded to a petition from a California environmental group. The Great Lakes Radio Consortium’s Bill Poorman reports:

The U.S. Environmental Protection Agency is looking at whether the gas
mileage estimates that appear on the window stickers of new cars are
over-inflated. The agency responded to a petition from a California
environmental group. The Great Lakes Radio Consortium’s Bill Poorman
reports:


The Bluewater Network says that cars and trucks actually get as much as
twenty percent fewer miles per gallon than EPA window stickers suggest.
Spokesperson Elisa Lynch says that’s because driving patterns have changed
since the current testing system was set up in the mid ’80s.


“There’s been increased urbanization, there are higher speed limits, and more
traffic congestion, and all of these are factors that affect your fuel
economy when you’re out there driving in the real world.”


The EPA is seeking public comment on its testing procedure. EPA
spokesperson John Millet says that part of the process will wrap up in late
July.


“After that period, EPA will go through what we anticipate will be
quite a lot of information, and that’s going to take some time.”


Millet says the EPA might decide its current testing system is just fine.
But if that’s not the case, it could still be up to three years before
another system is in place.
