Automakers Divided Over Lead Wheel Weights

For years, the government and environmentalists have been working to reduce lead exposure in the environment. Lead can cause developmental damage to children and cause other health problems. The government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels. And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie Halpert has the story about the move to a less hazardous alternative:

For years, the government and environmentalists have been working to reduce lead exposure in the
environment. Lead can cause developmental damage to children and cause other health problems. The
government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead
sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels.
And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie
Halpert has the story about the move to a less hazardous alternative:


When you buy a new car or get your tires replaced, manufacturers use lead weights, which clip onto the wheel
rim to make sure it’s evenly balanced. They use lead, because it’s heavy, dense. So a small amount by
volume is used.


Still, a few ounces of lead can be used on each wheel. And nearly every car and truck on the road has lead
weights. They’re the second largest use of lead in cars, next to lead acid batteries.


As long as the weights stay on the tires, they’re not a huge problem. But environmentalists are worried that
they come off too often. Many fall off when a car hits a pothole or collides with a curb. Then they’re run
over, ground down and get into the environment.


Each year, roughly 30-million pounds of lead are used to make wheel weights. A recent study estimates that
more than 300 tons of lead fall off vehicles each year in the Midwest alone. Jeff Gearhart is with the Ecology
Center which conducted that study.


“Many people don’t realize there’s a lot of lead in vehicles for this particular use and this is actually a fairly
small percentage of that lead actually falls off. But when you look at it as quantity, it’s pretty significant.”


The weights don’t just pose a problem on the road. Gearhart says there’s also danger when they’re not
properly recycled when new tires are put on and the weights are replaced. Another problem is when a car is
scrapped and then later when the parts are melted down, the lead can be released into the environment.

“Lead wheel weights are not managed very well as vehicles are scrapped and the difficulty in correcting the
management of these at the end of a life in a salvage yard or in a vehicle crusher or a shredder is very
challenging.”


He says the solution is to make sure lead is not used in the first place. Concerned about lead’s potential
health effects, Europe has already decided to ban lead wheel weights starting next year. And Gearhart is
pushing manufacturers who design for the U.S. market to do the same. He says substitute materials, such as
zinc, iron and tin, are readily available and work just as well as lead.


And with funding from the Environmental Protection Agency, the Ecology Center is making lead-free weights
available to those who service vehicle fleets.

At the city of Ann Arbor, Michigan’s garage, a technician is banging zinc weights onto wheels. Tom
Gibbons helps manage this fleet of 400 city vehicles. Ann Arbor is the first city to switch to lead-free
weights.


“We realize lead is a problem in the environment and in the city, we’re really concerned about the
environment. We’re committed to doing as much as we can to protect it, so if we can take lead out of the
system, why not do it.”


Gibbons says the substitutes work just as well as lead weights. He says once the Ecology Center’s free
supply of weights runs out, the city will began buying non-lead weights, even though they’ll cost slightly
more.


But not everyone agrees with the idea of using other materials for wheel weights. Daimler/Chrysler doesn’t
plan to switch to lead-free weights for its U.S. models. The company is concerned the substitutes are costlier
and more difficult to install on wheels.


Other automakers are looking at eliminating the use of lead weights. Terry Cullum is with General Motors.
He agrees they’re currently an issue, but says the Ecology Center’s estimate of the number of weights that fall
off cars seems high to him. And, he says there’s no imminent danger to the public.

“I think if you look at this from a risk-based situation, we don’t view lead being used in wheel weights
applications as a risk, well, as a large risk, let’s put it that way.”


Even so, General Motors is considering moving to lead free weights. Cullum says that everywhere the
automaker uses lead is a concern. And since the company will have to stop using lead weights on the cars and
trucks it sell in Europe, he says it might be easier just to take them out of all GM vehicles. Still, Cullum says
the substitutes present a big engineering challenge: because they’re not as dense. It takes bigger pieces of
metal to make the same weight. So, they take up more space on the wheel than lead weights.


“It becomes an issue, in terms of where do you put it on the wheel, how do you do it in such a way that it
doesn’t actually interfere with the actual operation of the wheel or the brake systems. That is an issue that is
going through research and engineering right now.”


But Cullum’s optimistic that the issue can be addressed. And other auto makers, such as Honda, are forging
ahead with lead-free weights on at least one of their model.


Still there’s resistance from U.S. tire retailers. The Tire Industry Association says the weights don’t fall off
wheels. And the tire retailers say the lead weights are properly recycled. The group has no plans to stop
using lead weights if they’re not legally required to.


Jeff Gearhart with the Ecology Center says that denial of the problem is a big mistake. He says if
manufacturers and tire retailers cooperated, they could get a substantial amount of lead out of the
environment within a few years.


“There is the potential to make a really significant impact here. We’re talking hundreds of tons of lead
released into the U.S. to the environment that can be eliminated. So we think this is a high priority project,
not just for us, but we think it will be for states and for EPA to look at how to facilitate this transition to
cleaner wheel balancing.”

The Environmental Protection Agency is starting to look at the issue. It plans to conduct a study within the
next year to get a better understanding of the problem and see how lead weights are handled. Then, they’ll
issue guidelines for consumers and tire recyclers late next year. That means the public will be more aware of
the use of lead wheel weights and the potential for toxic exposure. Usually, that means public pressure for
change, whether some automakers and tire retailers like it or not.

States around the region are taking measures to protect against terrorism against agriculture. The Great Lakes Radio Consortium’s Maria Hickey reports on a pilot program that will begin tracking the food supply:


States record the number of livestock and the amount of grain grown in each county. But it’s not clear which farms are raising the meat and produce. As a food security measure some states want to keep track of animal and produce movement. In Illinois, Department of Agriculture Director Chuck Hartke says a satellite tracking system will allow the state to pinpoint food producers, grain elevators, food processing facilities and distributors as well.


“Right now we don’t know exactly where things are going, and how much, so this tracking
system is a first step in identifying our resources in a given county and then we can do it
statewide.”


A computer program will allow the state to develop disaster plans. That will help the state deal with terrorism, diseases such as mad cow and natural disasters. If the one-county pilot program works, the project will be extended statewide in Illinois. Other Great Lakes states are looking at similar programs and trading notes on what works.

The Conservation Reserve Program is designed to protect the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is expanding the program to take on an additional two million acres, including 132,000 acres in Illinois. For almost 20 years, the Federal Government has paid farmers to convert some of their land to
natural habitat for plants and animals. The Conservation Reserve Program is designed to protect
the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is
expanding the program to take on an additional 2 million acres, including 132,000 acres in
Illinois. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Ted Gilles farms about a thousand acres along the Spoon River in Central Illinois. But the land
closest to the river doesn’t look much like a farm at all. This land was once planted with rows of
corn and soybeans and contained an area for his cattle to graze. Now it has rolling hills with
trees, and an assortment of prairie grasses.


“This here is probably, it’s not in flower now, but this is what they call the grey-headed
coneflower, which is a yellow one. There’s some blooming up there if you see that yellow one
there.”


Gilles is proud to show off the 300 acres of his land that is in the Conservation Reserve
Program. Before it was converted to a natural prairie, the soil, herbicides, and fertilizer from
Gilles’ farm would flow nearly uninhibited into the Spoon River, down to the Illinois, and
eventually to the Mississippi River. Now this land acts as a buffer and a filter. Gilles says he sets
aside time every day to visit his natural preserve.


“Like yesterday morning, I probably saw twenty pheasants in this half a mile, out along the edges,
catching grasshoppers. It’s really nice. It makes you think it’s really worth for it for doing all
this.”


It’s situations like Gilles’ that led to the U.S. Department of Agriculture adding to the
Conservation Reserve Program this year. Paul Gutierrez is the Assistant Deputy Administrator
for Farm Programs at the USDA. He says the CRP is meeting the goals of finding a voluntary
way to get farmers to protect land that is at risk. Guiterrez says the biggest obstacle to getting
farmers to act in a more environmentally friendly manner is finances. He says that’s why CRP
works.


“They still have their mortgage payments out there. They still have operating costs, property
taxes, and if they can look at a way to look at these lands that may not be as well-suited for
farming, and a way to partner up and save the environment, then they are definitely going to look
to help the environment out while still being able to feed their families.”


Environmental groups are generally supportive of the program, but they caution it might not
always be the right way to help rivers and streams. Ken Midkiff is the Director of the Clean
Water Campaign for the Sierra Club. He says while the Sierra Club supports the CRP, they
would like to see something that lasts longer. Midkiff says the program’s biggest weakness is
that farmers only have to protect the land for ten years.


“There’s nothing that prevents a farmer from resigning. But basically the Conservation Reserve
Program is for a set period of time. These are marginal lands, lands that aren’t very productive
for typical corn and soybeans. So we would like to see those set aside for longer periods of time.”


Midkiff says in terms of protecting bodies of water, ten years is barely enough time to undo the
damage that can happen in just one or two years. He also worries that if crop prices go up,
farmers will be quick to pull up native prairie grasses and replant crops.

Ted Gilles says low crop prices did get him into the program, and may be why he stays. He is
also a fan of seeing more acres brought into the CRP.


“I think that’s great. I really think that’s the way it should be. I think we have an abundance of
grain and the prices is low. So why not helping everybody by doing it this way, you know?”


Gilles also says he has come to love this portion of his farm, and crop prices would have to be
very high for him to give up on his flowers and pheasants.

The Conservation Reserve Program is designed to protect rivers and streams by paying farmers to
create buffers between farm fields and the bodies of water. The U.S. Department of Agriculture
is adding two million acres to the project this year.

Fred Guttierez is with the USDA. He says the program works because it’s voluntary.


“We look at it as a way to partner up with the private land owners to take those marginal lands
out of production and to really benefit the environment by doing that.”


Environmental groups are generally supportive of the program, but say it doesn’t go far enough.
Farmers can convert conservation areas back to farming after ten years in the program.

A new report shows Ethanol is worse for the environment
than gasoline that doesn’t contain the corn-based fuel.

The study from the University of California at Berkley
concludes ethanol does more harm than good for the
environment when all factors are taken into account. The
report considers the amount of energy it takes to produce
the fuel, and the environmental cost of the soil and
water use needed to grow the corn to make the fuel.

The study also says ethanol does not produce less
pollution. The researchers say ethanol spills can
contaminate groundwater, and fertilizers and pesticides
used to grow the corn create additional strain on the
environment. The report’s author says when all factors
are included, ethanol is 65 percent less efficient to
produce and use than regular gasoline.


Ethanol advocates say the fuel reduces emissions and
is a safer additive than any other currently available.
They also say the production of ethanol is constantly

Capturing Heat From Vegetable Scraps

An Ontario company has developed a way for farmers to turn their vegetable waste into heating fuel. The Great Lakes Radio Consortium’s Karen Kelly reports.


Southern Ontario is home to some of the largest greenhouses in North America. And they produce several tons of vegetable scraps every week. Most of it ends up in landfills, where it decomposes and produces heat that escapes into the atmosphere.
But engineers at Acrolab in Windsor, Ontario say they’ve found a way to capture that heat without using other energy sources. Acrolab makes copper heating pipes that are filled with fluid. When one part of the pipe is heated, the fluid instantly transfers the heat throughout the whole thing. Engineers placed these pipes in compost piles and then extended them into a test greenhouse. The pipes heated the greenhouse for five months. The company is now starting pilot projects in three different sized farm buildings.
They say it’s too early to estimate the cost. But they expect farmers will reduce their energy bills by 40 to 60 percent. For the Great Lakes Radio Consortium, I’m Karen Kelly.

Land Where Water Runs Free

Summers in the Midwest mean corn, county fairs and lots of heat and humidity, but while some seasonal traditions remain intact, Great Lakes Radio Consortium commentator Julia King recently discovered that at least one significant summer custom is slipping away:

methane-generated power. But as energy prices dropped, methane producers found their profits

Frank Lavadera stands proudly next to a small, green pipe sticking out of the ground. It’s

attached to a fan, which is sucking methane gas out of this landfill in Saratoga Springs, New

York.


“It pulls the gas from the landfill to this particular point and pushes it across the street to

where the engine system is, to where it’s used.”

Where it’s used in the town’s skating rink. The landfill produces enough methane to provide

eighty-five percent of the rink’s electricity. The methane is pumped into a generator. That

produces the power that freezes the ice, keeps the rink lit, and heats the water for the showers.

Lavadera designed the project. He’s an engineer at Cluf, Harbor and Associates in nearby Albany.

He was originally hired to close the city’s landfill, which is filled with horse manure from the

nearby racetrack.


“One of the things we found was that this particular landfill had a tremendous amount of methane

gas, above and beyond what would normally be expected. And as a result, we needed to collect this

methane as opposed to just passively venting gas into the atmosphere. But simultaneously, the city

constructed this ice skating rink, and it was very natural connection that we’d match the two up

together to utilize the gas.”


The city is now saving fifty-thousand dollars a year in utility costs. At one time, they probably

would have sold the electricity to a power company and made a profit. Utilities are required to

buy methane-generated electricity from landfills at the same price it costs the utility to make

it. The problem is, the overall price of producing electricity has dropped drastically. In New

York State, it’s gone from six cents per kilowatt-hour in the 1980’s to about two cents today.


Shelley Cohen is head of the EPA’s methane outreach program.


“Utility prices in many states are still very cheap and they’re not able to offer prices for the

landfill gas that make it economical to develop a project. That being said, the landfill and the

landfill developer generally look for other options for developing gas projects.”


Cohen knows about eighty landfills in the U.S. that have found other ways to recycle their

methane. Many simply use it themselves to heat their buildings and run generators. Others sell it

to neighbors. There are asphalt and paper companies that use methane to run their boilers. And in

Canada, the methane from one landfill heats four greenhouses. Cohen says these projects are making

good use of one of the most potent greenhouse gases.


“The environmental benefits are tremendous. Because you’re capturing the methane from the

landfill. You’re reducing those emissions from the landfill and then you’re somehow utilizing it,

which means you’re also offsetting the need to use other forms of polluting energy, such as coal.

So it has this double environmental benefit.”


But Frank Lavadera says landfills still shy away from these projects. For one, they have to build

a system to convert the methane to electricity. In Saratoga Springs, that cost more than a million

dollars. And two, the farther the methane has to travel, the more expensive it’ll be. So, they

need to have a willing neighbor.


“That’s what made this project work very well, is we had the ice skating rink directly across the

street from the landfill. That probably is what will drive methane gas projects in the future as

time goes on, is matching up landfills with high users that might be close by so they could

effectively utilize the electricity.”


There’s another possibility on the horizon. Environmental groups are pushing for a federal tax

credit to make it easier for landfills to produce electricity. John Skinner is president of the

Solid Waste Association of North America.


“Our proposal is for a federal tax credit for landfills that use the methane gas as a fuel and

that will adjust the economics so that it’s economically feasible to do so. There’s probably

another 250 to 300 that would come on-line that won’t come on-line otherwise.”


Skinner says a previous tax credit helped create more than two-hundred new projects. But it

expired two years ago. The current proposal is expected to come to a vote in the House sometime

next year.

Meanwhile, the more creative landfill owners are forging ahead. They have to find a way to get rid

of their methane. But rather than seeing it as a waste product, they view it as a resource. Now,

they just have to find someone who’s willing to use it.
