Interview: Secretary of Interior Ken Salazar

Lester Graham: Interior is a huge department, with many services and bureaus. Some of those departments deal with oil and gas exploration on public lands and places such as Alaska, Utah, and offshore. During the Bush Administration, the Department of the Interior was criticized for being too cozy with the oil and gas industry. And it culminated with a scandal involving oil company execs, government workers, and wild parties – complete with cocaine and sex. Secretary Salazar stressed to me, those days of partying and sweetheart deals with oil and gas companies are over.

Ken Salazar: It is unfortunate that the department was blemished in the Bush era because of the transgressions which occurred here and the paradigm which unfolded – which we are seeing the results of today – is that there was a bending of the rules and a flaunting of the law. There is a lot of cleaning up that has to be done.

Graham: Recently you came to a memorandum, I’m understanding, with FERC about offshore wind turbines. How soon might we see wind turbines off the coasts of the US?

Salazar: I expect that it will happen during the first term of the Obama Administration. I think that there is a huge potential for wind energy, especially off the shores of the Atlantic, because of the shallowness of those waters.

Graham: Will we ever see a point where we have windmills near coast, and drilling rigs out farther, along the Atlantic Coast?

Salazar: I do believe that we will see the wind potential develop. I think it will be similar to what we already see in the United Kingdom and Denmark and Norway. In respect to oil and gas off the Atlantic, I think that is still a question that needs to be looked at. And it’s part of what we’re doing in looking at a new 5-year plan for the Outer Continental Shelf. And we are not making a decision at this point, or pre-judging where we will end up after we complete the comment process which ends in September.

Graham: Secretary Salazar says domestic oil and gas will play a role in American energy. He talked about the Department of Interior’s role in the nation’s energy independence, and noted the departments 15,000 scientists will be helping deal with the big issues such as global warming and climate change. Ken Salazar says that since the National Park Service, the Bureau of Land Management, and other nature-related agencies make up Interior, one of its top priorities is a program called ‘Treasured Landscapes.’

Salazar: I am hopeful that we will be able to, in this Administration, create the kind of legacy that was created by Teddy Roosevelt. President Obama has a vision for the landscapes of America, which is one that I believe we can deliver on. Restoration of major landscapes, such as the Chesapeake Bay and the Great Lakes and the Everglades and so many others, will be a part of that agenda.

Lester Graham: Mr. Tillery, what’s this lawsuit about, if the level is less than the 3-parts-per-billion the government says is safe?

Steve Tillery: Well, actually, at different times of the year, Atrazine does in fact exceed the federal standard. The federal government refers to MCL – maximum contaminant level – and that’s the maximum, they say, a chemical should exist in the water supply to be consumed by people in the community. The maximum contaminant level for Atrazine is 3-parts-per-billion. Many times, throughout the Spring, throughout Illinois and other Mid-Western cities, the levels grossly exceed 3-parts-per-billion. So what happens is that the cities, the water districts, are required to pay large amounts of money to filter the water so it is below that level. In addition, some have gone to the expense of completely cleaning it out of their water supplies. So that it doesn’t exist at all. And they should, in our view, be entitled to reimbursement for the expenses that they have incurred for completely cleaning it out of their water supplies.

Graham: Scientists that worked, then, for the National Oceanic and Atmospheric Association told me that during the application season, during the Spring, that they measured levels of Atrazine exceeding the safe drinking water levels in the rain on the East Coast from all of the application in the Midwest. Rather than just cleaning it up, is this not a problem of too much Atrazine – maybe we limit the amount?

Tillery: Well, the issue is whether or not it should be banned completely. The European Union has done exactly that. For all of the reasons that people look at – scientists look at – this chemical and point to the adverse health affects, changes to the environment, all of those reasons, the Europeans banned it some years ago.

Graham: The defense in most cases like this is: this is a regulated product, the label is the law, if it isn’t applied correctly, it’s the applicator – the farmer’s – fault; and if it is applied according to the label, the government says it’s safe.

Tillery: Yeah, we’re not safe. For two reasons. First of all, it’s not a problem with farmers. Farmers are doing exactly what is on the label. They are applying it precisely the way the manufacturer says it should be applied. So they’re not the issue. The problem is the manufacturer. To the extent that we rely on federal regulators to do the right thing, we are misdirected in this instance. For many years, the relationship between Syngenta – the principle manufacturer of this chemical – and the EPA has been under close scrutiny. And I’m hopeful that it’s reevaluated and examined under this new administration. Big corporations, in this case from Switzerland, who come here and sell this and make enormous profits in this country selling this chemical – 77 million pounds a year, average. When they make that money, and they cause taxpayers to incur $400 million a year in expense throughout the US to clean up their mess, they should be the ones that come back and reimburse them. We aren’t asking for anything else besides that. We are asking for compensation to these cities who’ve incurred this expense. The people who create the mess should pay for its cleanup. People should not be drinking water with Atrazine in it, at any level.

Graham: Steve Tillery is an attorney seeking class-action status trying to make the manufacturers of Atrazine pay to clean up the water their product contaminates. Thanks for your time.

Lester Graham talked with the author of a new book about why the government has done so little to stop these aquatic invaders that are damaging the environment:

Lester Graham: “Maybe you’ve heard about Zebra Mussels. The thumbnail-sized mussels have invaded freshwater lakes, rivers, clogged water intake pipes, and damaged the environment across a good portion of the US – and they’re still spreading. The Zebra Mussel is just one of dozens and dozens of invasive species brought into the US by foreign cargo ships entering the Great Lakes though the St. Lawrence Seaway, which connects the Atlantic Ocean to the Great Lakes. What happens is ships in Europe or Africa or Asia take on ballast water, sucking up millions of gallons of water from a foreign port. Aquatic life is sucked up with it. Then, as the ships take on cargo in the Great Lakes, the ballast water is discharged, and with it things like Zebra Mussels and other foreign pests. Many of those species have spread from the Great Lakes into the Mississippi River system, and then transported by recreational boating in every direction from there. Jeff Alexander has written a book that chronicles not only those invasions, but the utter failure of the government to do anything effective to stop these introductions. Jeff, you make the argument that these invasive species, biological pollution if you will, amount to a more serious environmental disaster than the Exxon-Valdez oil spill in Alaska. How’s that?”

Jeff Alexander: “Well the Valdez, there’s no discounting the severity of the Valdez oil spill. But oil spills, over time, can be cleaned up to a certain extent, and the ecosystem can recover. In the Great Lakes, ocean freighters have brought in 57 species, they’ve caused billions of dollars in damage, and they’ve transformed the entire ecosystem.”

Graham: “There are eight states that border the Great Lakes, and members of Congress are aware of this problem, why haven’t they taken action to ensure this problem is dealt with once and for all?”

Alexander: “The shipping lobby has been very effective at keeping regulations at bay, the Coast Guard, which is the lead agency in the US, has just totally dropped the ball on this issue. They’re the ones who’re supposed to be the guardians of the Great Lakes when it comes to ships, and the Coast Guard is very close to the shipping industry. They have social events together every year. A lot of people blame the shipping industry for this problem, but I tend not to. They certainly have fought the regulations but, in the end, the reason that we have regulatory agencies is to protect public health and the environment. And our regulatory agencies haven’t done the job, and our politicians haven’t done the job – no one seems to have the backbone to stand up to the shipping industry and deal with this problem.”

Graham: “Are the foreign ships that bring in this cargo and take away grain or the other things from the Midwest so economically valuable that it is worth this economic and environmental cost?”

Alexander: “There is some debate on that, but the best economic study estimated if we kept these ocean freighters out of the Great Lakes, made them offload their cargo in Montreal and put it on trains and trucks, it would cost us an extra $55 million a year to move that cargo. That’s compared to the estimate of $200 million a year that foreign species are costing us in terms of economic and environmental damage. It’s not a stretch to make the case that the environmental and economic costs have far exceeded the economic benefits.”

But the majority is owned by individuals and families. The American Forest Foundation represents those private landowners. Until last week, Larry Wiseman was CEO of the group. Lester Graham talked with Wiseman just before he left the organization. Wiseman says privately owned forests are at risk.

Larry Wiseman: “One of the great paradoxes that most folks don’t quite get is that the largest part of the productive forest land in the United States is owned by families and individuals. Some 5 million folks who own more than 10 acres of land, some of them as long as 300 or 400 years – land has been in their family since before the United States was actually created.”

Lester Graham: “There’s a lot of concern these days because as the demand for things like newsprint, the demand for lumber is down because of the economy, there’s some concern that some pretty large tracts of land might be sold for things like development, just simply because they’re not making as much money off of this land. Is there a real risk of that?”

Wiseman: “Absolutely. The risk of conversion of forest land to development has accelerated over the past decade, to the point that we’re losing a little bit over one million acres a year. To put that in perspective, that’s about the size of the Everglades National Park every year. One of the primary pressures on forest owners, whether they own 1,000 acres or 100, is that they can’t do the kind of conservation work they want to do unless they have some cash. You know, cash is really the cornerstone of conservation when you’re talking about private property. People have to pay taxes, people have to buy liability insurance, people have to invest in the future of their forests, and if there’s no cash flow at the end, then it becomes very hard for them to say ‘no’ when a developer comes calling. This isn’t to say that all of these 4 or 5 million folks are growing timber for profit – very few of them actually do. But, by the same token, most of them have to develop cash flow, or, over time, it becomes very hard for them to keep their land as forests.”

Graham: “There has been suggestion that carbon offsets by planting more forest land, or that forest land owners should get some sort of compensation for the service that a forest would do – but there’s a lot of debate about the net-gain of a forest sequestering carbon dioxide. I’m wondering what your members feel about that issue?”

Wiseman: “There’s no doubt that on a net-net basis the forests in the United States currently absorb about 10% of the carbon dioxide upload as a nation.”

Graham: “Should your members be compensated for that?”

Wiseman: “Well, let me get to that in a minute. I believe they should be compensated. But our organization takes the position that healthy growing forests that are being managed for a suite of values – including carbon sequestration, water quality, wildlife habitat – provide a wide range of services to the public that the public doesn’t understand that it’s getting. These folks are volunteers; they’re providing clean water, cleaner air, wildlife habitat, outdoor recreation, and green space – for free! And, the great paradox is that the public doesn’t understand that they have a stake in the future of these forests, just as the owners do. Accordingly, that’s why our organization has long stressed the need to create streams of income that reward people for the stewardship investments they make that benefit the public as a whole.”

Some businesses leaders predict these changes will be disastrous for the economy killing jobs and making energy expensive. Lester Graham discussed some of those concerns with Tom Lyon, the Director of the Erb Institute for Global Sustainable Enterprise.

Congress is considering a carbon cap-and-trade program that would make fossil fuels more expensive and give renewable energy an advantage. The U.S. is in the middle of a huge transition in where we get energy and how we use it. Some businesses leaders predict these changes will be disastrous for the economy killing jobs and making energy expensive. Lester Graham discussed some of those concerns with Tom Lyon, the Director of the Erb Institute for Global Sustainable Enterprise:

“I think it’s important to think about who you’re hearing these things from. Because there are certain industries who are really opposed and scared and they’re making a lot of noise. And it’s essentially the fossil fuel people; it’s the coal industry and then after that, the oil industry. And they have a very special-interest stake in this. So you gotta take what they say with a big grain of salt. Probably electricity prices will increase: not by a lot, not by fifty percent. They’ll go up slightly—depends what kind of region of the country you are in. If you’re in an area dominated by coal-fired power, your costs will go up some because coal is dirty, coal’s been getting a free ride for a long time. The price of coal should go up. If you’re in an area that’s already shifted towards renewables, you’re costs won’t go up much.”

And you mean wind turbines and…

“Wind turbines, hydroelectric power, biomass, solar.”

And what about jobs? Are we going to see this being a job killer?

“It’s going to be a transition device; it’s going to allow us to move towards a 21st century economy. So it’s going to allow us to put people on the ground building wind turbines, installing and maintaining wind turbines, putting in solar cells, and I think there are going to be a lot of jobs in the energy efficiency sector. It’s going to transition our automobile sector towards plug-in electric vehicles and things that might sell in a future economy that’s going to be climate constrained and that’s going to face higher energy prices.”

So it sounds like coal miners should be thinking about job training or retraining.

“Coal miners should definitely be thinking about retraining! You know, that’s just, it’s just an inevitable thing—where the economy is going, retraining is an important thing but this puts us on the right path toward the future.”

Now the President, and some environmentalists, and some leading businesses say, “We’ll be more energy independent, we’ll have clean wind and solar power, we’ll be much more energy efficient because of retrofitting these buildings, we’ll lead the world in renewable, clean energy. How’s that benefit me, at home?

“I think the first thing is, it benefits you because you’re helping to move the planet in the right direction. You’re making the planet a better place for your kids, for your grandkids, and you’re averting the risk that we go over the climate cliff. Because that’s very much a real risk.”

So global warming really is going to be as disastrous as we hear some of the alarmists say.

“It could be. We don’t know for certain. There’s a whole lot of uncertainty around this. However, I think most people who’ve thought about this agree we need to move in the direction of solving the climate problem because the news is always bad. Every new report that comes out of modern science shows the planet’s warming faster than we thought, sea level is rising faster than we thought; the whole thing is moving much more quickly than people thought even five years ago. So there’s no news that’s pointing in the other direction. The urgency just keeps increasing.”

There’s likely to be a huge fight in Washington and Congress is going to be terribly divided on carbon cap-and-trade: what do you think the likely outcome is?

“I think we’re gonna pass something. The Obama folks are very committed; they’ve staffed up with very smart people who understand the issue, who’ve been working on it for years. There’s a lot of political commitment within the congress already and Obama has taken this on as a signature issue.”

Tapping Into Tax Savings for Your Home

Tax credits have been extended and expanded for people who want to make their homes more energy efficient. Lester Graham spoke with Ronnie Kweller about that. She’s with the Alliance to Save Energy:

Tax credits have been extended and expanded for people who want to make their homes more energy efficient. Lester Graham spoke with Ronnie Kweller about that. She’s with the Alliance to Save Energy:

Lester Graham: Ronnie, this stimulus package offers people a chance to save some money if they decide to insulate their home, or replace their heating or cooling system. How much is available?

Ronnie Kweller: Right now, up to $1500 – which is three times the amount that was available under earlier legislation. They also expand the percentage of the cost that can be covered, from 10% in the case of some of the items under the old law to 30%. The other good thing is that the tax credits have been extended through 2010. Originally, they were only for this calendar year. So I think that gives folks some opportunity to save and budget for some of these higher-ticket items, and get them in place between now and 2010, and still get that $1500 off their taxes.

Graham: Now, let’s say I want to replace my old water heater. How much could I get back in tax credit next year?

Kweller: 30%, up to $1500 – that’s if the water heater cost $5000, which probably it’s not that expensive.

Graham: This is a tax credit, not a tax deduction. What’s the difference?

Kweller: That is correct. A tax deduction means you take the amount off your taxable income and then you’re taxed on a lower amount of income. A tax credit is worth more, because once you have calculated the tax that you owe, it’s a dollar for dollar reduction in that tax bill.

Graham: What kind of energy efficiencies make the most sense for a home? If I’m looking at my house, where should I start making changes first?

Kweller: The thing that we usually recommend as the first step is to seal and tighten up the house with sufficient insulation for your climate region. And then sealing leaks and cracks around doors and windows with sealing product, such as caulking, weather-stripping, and foam sealants. And the good news is that all those types of products are now eligible for these tax credits. Again, assuming that they meet the standards that are in the law.

Graham: We tend to think of the Environmental Protection Agency’s Energy Star program as an assurance we’re buying an energy efficient product, but I understand not all Energy Star labeled products qualify for these tax credits.

Kweller: That’s correct. The one change that makes life a little bit more complicated for consumers is that under the old law, all energy star windows qualified for a tax credit. Now, there are certain additional requirements for the windows, as well as for the heating and cooling equipment. So, you can’t just go buy the Energy Star label, you really have to look at the very specific energy efficiency levels that these products must meet.

Graham: So, if I need details on that kind of requirement, where’s the best place to find them?

Kweller: One of the best places would be the Alliance Energy’s website at ase.org/taxcredits. We’ve made a great effort to have a user-friendly website that spells out the criteria in very clear language. The Energy Star website at energystar.gov is always very helpful in general on energy efficiency, as is the Department of Energy’s Energy Saver’s Booklet, which is at energysavers.gov.

These institutes would take a big picture view of the change and help researchers and businesses avoid pitfalls and false starts along the way. Lester Graham spoke with a supporter of the idea, Gary Was. He’s the Director the Phoenix Energy Institute at the University of Michigan:

Gary Was: Energy is a very complex topic. It’s a social issue as much as it is a
technological issue. In addition to the technological challenges of coming up with
new energy sources and proving energy efficiency, we also have a lot of social issues
involved as well. The business sector is heavily involved. Economics is a big issue.
Social behavior and social preferences are big factors in our energy use patterns and
our habits.

Lester Graham: Give me an example of that.

Was: Well, one example is plug-in hybrid electrics. There’s a lot of questions to
how these plug-in hybrids are going to function, and whether they’ll be successful. A
lot of that depends upon people’s preferences. The idea of plugging in, when you
can plug in, how long you have to plug in, how complicated or how difficult it is –
can make a big difference. We’ve seen examples of that with diesel. In Europe, half
the cars are diesel powered. We have the same technology here. There are no diesel
powered cars here. It’s a social issue, not a technological issue.

Graham: Steven Chu, the new Energy Secretary, has spent a good deal of his career
in research. What do you expect his reaction will be to your suggestion of tying
together this energy research?

Was: I think it will be quite positive. Dr. Chu has a background both in the
academic setting as well as in the National Laboratories, and I think he appreciates
well the capabilities of each institution. The meat of this whole proposal, and of this
whole concept, is that the National Laboratories alone, or universities alone, or
industry alone – the three principal research institutions in the US – really aren’t
prepared to handle a challenge of this breadth, and depth, and complexity. And that
we need a new paradigm. We need a new way to be able to take basic science,
accelerate it into development, and push it through technology, transfer it to the
private sector. None of these institutions alone can do that really highly successfully.

Graham: What is this going to do require? Is this government money to get this
launched? Is this going to be another scientific layer of bureaucracy when we get
finished? How do you handle this to make sure it’s effective?

Was: One of the problems we have with energy in the country is that, overall,
regardless of these institutes, this institute concept, its terribly underfunded – in terms
of its comparison to the impact on the economy. The energy business is a 1.5 trillion
dollar business in the US. It’s comparable to healthcare. In healthcare, there is
approximately ten times the amount of federal funds going into research than there is
in energy. So in comparison to the impacts on our lives, it’s underfunded by almost
a factor of ten.

Graham: If we’re to invest in these kinds of institutes, and invest in more research
into energy and how we use it, what kind of return might we see on our tax dollars
that we shovel over to you guys?

Was: Well, that’s a very good question. These discovery institutes, these will be
regionally situated, and each one might be on the order of 200 million dollars a year
funding, and so the entire price tag would be maybe 5 billion dollars. So what do
you get for 5 billion dollars? We expect that the transformation will be much more
rapid, it will be with fewer false starts, and left turns, or dead ends, and it will be
much more efficient than we’re able to do right now. Right now, the system is such
that technology advancements tend to sort of diffuse through society in an uncharted
and undirected way. The objective here is to sharpen that diffusion so that we can
pull these technologies out, translate them into useful products much more quickly.

A canal was dug connecting the Mississippi River system – including the Missouri, the Ohio and all their tributaries – to all of the Great Lakes at a point on Lake Michigan. It opened up commercial shipping to the interior of the nation.
But it also opened up both bodies of waters to aquatic life you don’t want traveling back and forth. Invasive species such as the zebra mussel have traveled from one to the other. Asian Carp have already caused havoc in the Mississippi. Some biologists worry the Asian Carp will destroy the four-billion dollar fishing industry in the Great Lakes if it gets in. There’s an electric barrier in place, but some people don’t think that’s enough.
Joel Brammeier is with the environmental group Alliance for the Great Lakes. His group is proposing a barrier that will separate the Mississippi system from the Great Lakes completely, to stop those invasive species. He talked with Lester Graham about the barrier:

Joel Brammeier: Well, ecological separation means no species moving between
the Mississippi River and the Great Lakes. When you consider the problem of
invasive species, unlike chemical pollution, which you can reduce to a certain
safe level, there is no safe level of invasive species. Once two get in, they can
reproduce, and the damage is done, and there’s no going back. So, an
ecological separation means stopping fish, and eggs, and other critters from
moving back and forth between the two systems.

Lester Graham: How do you do that when there’s so much commercial traffic
and recreational boating, and just the water flowing through?

Brammeier: Well, in our research, we found that tech fixes – electrical barriers,
sound barriers, blowing bubbles through the water to try and deter fish from
moving – those things can reduce the risk. But for invasive species, risk
reduction really isn’t enough – you need 100% protection. And to do that, we’re
probably looking at some physical barrier that prevents water and live organisms
from moving between those two great watersheds.

Graham: I can imagine the commercial shippers are not thrilled about that.

Brammeier: Well, I think it remains to be seen. Nobody’s quite sure where the
best place is to put a barrier. We discussed about half a dozen different
scenarios under which you could implement that kind of separation. The
Chicago waterway system does support about 25 million tons, give or take, a
year of commercial commodity traffic – and that’s a significant amount. The
reality is that most of that cargo is internal to the Chicago waterways. So, there
isn’t a huge exchange of cargo between the Chicago waterway and the Great
Lakes. And that’s a good thing. That means we have opportunities to actually
split the system back to the way it historically was, and at the same time, solve
our invasive species problem.

Graham: Now, we can see how that would benefit the environment, but how
would it affect the economy?

Brammeier: Well, again, going back to this issue of commercial navigation. If we
create a separation in this system that has a minimal impact on most of the cargo
in the Chicago waterway, we’re really talking about potentially a very small
impact. And, frankly, there’s an opportunity here to create a benefit for
commodity movements as well. A lot of the cargo transfer facilities on the south
side of Chicago are outmoded, outdated, and not competitive. And, any
investment in this kind of project that changed that and also allowed cargo to
move more efficiently and created new port facilities, could have that kind of
benefit, besides protecting the Great Lakes from invasive species.

Insecticide Chemical Is a Powerful Greenhouse Gas

The federal government is going to take some significant steps to reduce global warming gases. Carbon dioxide is the main target, but there are other types of greenhouse gases. Lester Graham spoke with one researcher who found a potent greenhouse gas lingers in the atmosphere much longer than previously thought:

We hear a lot about carbon dioxide as a greenhouse gas. But there are other chemicals that trap heat and contribute to global warming. One of them is an insecticide used to fumigate termite-infested buildings. It’s called Sulfuryl fluoride. That insecticide is four-thousand times better at trapping heat than carbon dioxide. It’s been estimated that Sulfuryl flouride hangs around in the atmosphere for five years or so… but new research shows that it lasts a lot longer than that:

Mads Sulbaek Anderson is working with other researchers at the University of California-Irvine published a study in the journal Environmental Science and Technology.

He’s with us now… first, how is this termite insecticide used?

“Well, it’s used in a number of applications. What the fumigators do is, they basically cover the house in a giant tent. And then you fill up the house with this compound, and over the span of a few days, one or two days, this compound acts like a pesticide- it kills all of these bugs. After that time span, you remove the tent, and make sure that all of this compound evaporates and dissipates.”

What did you discover about how long this insecticide actually stays in the atmosphere?

“The usual routes by which pollution is removed from the atmosphere has to do with reactions, and there’s something called an OH radical, a hydroxyl radical in the atmosphere. That’s the usual cleaner of the atmosphere. In this case, this radical didn’t react at all with the compound – we couldn’t detect anything.”

Is this a significant contributor to global warming, or greenhouse gases?

“It’s still a question of how much is actually present in the atmosphere right now. But, we know how much is used every year of this compound. And so this compound, right, it’s 4,000 times more efficient in trapping the heat compared to carbon dioxide. But of course, there’s not much of it out in the atmosphere yet. But it’s more a precautionary tale, because other compounds are being phased out for other reasons and so sulfuryl fluoride could take over for those applications, if we don’t think twice about this. And it stays around for at least a few decades. So, it’s not an enormous problem by itself- we have to focus on the real problem, which of course is due to emissions from burning fossil fuels. But this compound too contributes to the warming of the atmosphere, or could potentially do it.”
