areas create pollution. In
some cases it can dramatically
suffocate marine life. It
can also cause flooding. One
small town in Maryland is on
the receiving end of its region’s
runoff. As Sabri Ben-Achour reports,
it’s trying to set a national
example with its approach to
solving the problem:

Anytime it rains, the ground in Edmonston, Maryland quickly becomes waterlogged. Here’s Brigitte Pooley and her mother Maggie.

“When the river gets flooded with rainwater, for example, if it continued raining like this, it literally comes up all over, and then all the debris that comes from upstream, municipalities upstream, as the water recedes it just leaves milk cartons and trash, tires everywhere.”

Adam Ortiz is the mayor of this low income, low-lying town of 1400. He says his town is a trap for stormwater runoff from all the paved surfaces in the area.

“At least 30 to 56 homes would be under water at least once a year because of flooding from parking lots, highways, shopping centers and streets.”

So every year, dozens of homes are flooded. That’s in part because 28% of the entire watershed in this region around Washington DC is paved over. But flooding isn’t the whole story.

“If a watershed is more than 10% paved you’re going to have impaired water quality.”

Jim Connolly is Executive Director of the Anacostia Watershed Society. He says stormwater smothers or poisons aquatic life, and causes erosion.

“It’s all the oil or grease that comes out of cars, the trash we throw in the streets, the pesticides we use in our lives. Stormwater is the base cause of all the problems in our urban rivers.”

So the town of Edmonston decided to do something about it. A new pumping station is keeping floods down, but the town wants to be a model for how to prevent stormwater runoff in the first place. So with federal Recovery Act money, the town is rebuilding its main street from top to bottom. Mayor Ortiz sidesteps a bulldozer to show off what’s now a construction site on the roadside.

“This is a bio-retention treebox, so instead of the water going directly into the drains and into the river, it will go directly into this bed.”

In that bed will go native trees grown in gravel and compost – to absorb and filter water. The street itself is going to be repaved with permeable concrete to let some water pass right through.

“The water’s going to filter naturally into the water table, so everything will be taken care of onsite as it was a few hundred years ago.”

85-90% of run off will be trapped by this system. But what about cost? Dominique Lueckenhoff directs the Office of State and Watershed Partnerships for this region at the Environmental Protection Agency.

“It is not more costly with regards to the refurbishing and additional greening of this street.”

But this wouldn’t have happened had this community not organized to fight for it. Allen Hance is with the Chesapeake Bay Trust. He says that to have a major impact, many more communities will have to follow Edmonston’s example.

“We want this to become a matter of course in how people build streets, and how they design streets.”

Edmonston will be putting all of its designs, and experiences online for other communities to use as a blueprint.

Researchers say they’ve created a special
material that could be used to clean up oil spills
someday. Rebecca Williams has more:

The researchers say it’s sort of a magic paper towel. It looks and feels like
paper. But it’s actually a membrane made out of really tiny wires woven
together.

It repels water completely but soaks up oil.

Francesco Stellacci is a professor at the Massachusetts Institute of Technology.
He says the thin membrane can soak up to 20 times its weight in oil.

“We put it on top of a solution that contains both oil and water and the oil gets
absorbed quite readily.”

Stellacci says the material has the potential to help clean up oil spills. But he
says real world conditions are more complicated, so they’ll still need to run
tests outside the lab.

Nfl Putting Down Roots for Next Superbowl

Officials from the National Football League plan to plant acres of trees in Detroit. They’re hoping to offset extra greenhouse gases that will be emitted into the local atmosphere during the upcoming Super Bowl. The Great Lakes Radio Consortium’s Celeste Headlee reports:


The U.S. Department of Energy estimated an extra 260 tons of carbon dioxide were released into the atmosphere during the last Super Bowl in Jacksonville, Florida. A team of scientists from Princeton University determined three and a half to four acres of trees were required to absorb the extra greenhouse gases. Similar computations are now being done to determine how many trees to plant in Detroit.


Deborah Gangloff is the executive director of American Forests, a group that helps companies design what are called carbon neutral programs.


“We can address a great deal of the excess carbon dioxide issue with trees. Trees are going to sequester lots of carbon dioxide. What matters most is not the type of tree you plant, but whether that tree is well suited to the site, whether it s a healthy tree and whether it’s in its growing climate.”


She says these programs can t solve the problem of excess greenhouse gases unless they re paired with conservation and reduced consumption.

New Road Surface Could Mean Fewer Salt Trucks

Russ Alger directs the Institute of Snow Research at Michigan Technological University. He’s come up with an aggregate that can absorb road salt. The aggregate is glued to the road surface with a tough epoxy. Alger says the aggregate can hold onto road salt for an entire season. That means when it gets cold, the salt will prevent ice from forming.


“And so in essence what we’ve done is we’ve lowered the freezing point of the pavement itself, and what that means is, twenty degrees pavement temperature now, ice won’t form at the surface of it.”


It also means road crews can use less salt, and make fewer trips to trouble spots. The new coating was installed on a bridge in Northern Wisconsin. Alger says accidents there have been reduced dramatically. It’s also being tried out on some runways at Chicago’s O’Hare airport.

Radioactive Dump Site Close to the Great Lakes?

In Canada, just across Lake Huron from Michigan, a small town is offering to be the home of Canada’s first permanent dump site for radioactive material. The proposed site is a mile from Lake Huron. The Great Lakes Radio Consortium’s Mary Ann Colihan reports on the town’s work to get the site and the concerns about putting it close to one of the Great Lakes:


Right now, Canada has nowhere to permanently store its low-level and intermediate-level nuclear waste. This waste is not spent nuclear fuel from power plants. It’s contaminated material that’s been exposed to radioactive substances. It could be anything from the protective clothing workers wear at nuclear power plants to parts from reactors, anything that’s been exposed to radioactivity.


The Ontario town of Kincardine – located about 250 miles north of Detroit – has proposed that it be the site of a nuclear waste dump.


So why would a beach town want a nuclear dump?


Kincardine is also a company town. It’s home to the Bruce Nuclear Power Plant. Eighty-percent of the folks who live there work in the nuclear industry. Larry Kraemer is the former mayor. He explains why the permanent dump is essential for the local economy.


“The Bruce nuclear power plant, which is the biggest nuclear power development in North America as well as the largest local employer and one of the largest Canadian investment in any industry that there is.”


Because Kincardine knows the nuclear industry, the residents aren’t afraid to take on these jobs.


But no one ever asked the question if burying nuclear waste a mile from Lake Huron was the best location in Ontario to put the waste site. Frank King is the Director of Nuclear Waste Management and Engineering Technology for Ontario Power Generation, also known as OPG. He says Kincardine does not have to be the best site for the dump.


“It’s not an issue of whether it’s the best. Nobody has to say it’s best. It just has to be shown that it’s safe; that it’s a good site. There is no requirement to show that it’s the best site.”


OPG already stores low and intermediate-level waste from all twenty Ontario reactors at the Bruce Power plant in Kincardine. But above ground storage is getting tight. OPG began looking at its options and with Kincardine’s “bring it on” attitude it seemed like a good place to start.


OPG paid for members of the Kincardine city council to visit nuclear waste storage sites around the world. Councillors came back especially impressed with how the Swedes do it. They bury their nuclear waste in solid granite.


But the stone below Kincardine is not granite. It’s limestone – and no place in the world uses limestone to contain nuclear waste. William Fyfe is Professor Emeritus of Earth Sciences at the University of Western Ontario. He has spent decades studying geology and nuclear waste around the globe.


“Limestone can be much more porous than granite. It has no ability to absorb nasty elements, like you get with some clay minerals and things, to absorb all the dirty chemical species like uranium, for example.”


He does not like the idea of a man-made cavern full of nuclear waste near the Great Lakes.


“Just because you made the waste doesn’t mean you should put it in your backyard. There may be a better place.”


Local environmentalists agree. Given OPG’s record, they don’t trust that the waste dump will be safe. Jennifer Heisz is a founder of the public interest group, Woman’s Legacy, which is focused on the impact of the Bruce nuclear plant on Lake Huron. She says when she requested environmental records from Ontario, she found evidence that the regulators haven’t done a good job of stopping pollution at the plant.


“I received approximately 10 or 15 reports regarding leaking waste sites and the levels coming from the plant were very high – sometimes at 45 times the provincial level for chromium. Vanadium was also one of the chemicals that was contaminating the groundwater and it’s found to be mutagenic to animals.”


Heisz says if OPG is polluting at its existing dump sites, what’s to keep the agency from doing a poor job of storing nuclear waste underground? Ontario regulators say they plan to conduct an environmental assessment. Heisz and her environmental group are raising money for an independent review of deep nuclear storage. The geologist, Professor Fyfe, thinks Kincardine should hold an open house to get the opinions of experts.


“Before we start putting stuff away, let’s invite the bosses of the Swedish group to come and take a look. They are using hundreds of scientists, technicians, and engineers which we are not doing in Canada.”


Few outside the Kincardine area are aware of their nuclear waste dump plans… and fewer still know the site is planned for so close to Lake Huron.
