Government Aims to Remedy Gulf ‘Dead Zone’

The government is looking at programs to reduce the amount of fertilizer runoff from farms that ends up in streams and rivers. It’s necessary because 41 percent of the continental U.S. drains into the Mississippi River and all that runoff is dumped into the Gulf of Mexico. There, it’s causing a ‘dead zone’ where fish and other aquatic life can’t live. The Great Lakes Radio Consortium’s Lester Graham reports:

The government is looking at programs to reduce the amount of fertilizer runoff from farms that
ends up in streams and rivers. It’s necessary because 41-percent of the continental U.S. drains
into the Mississippi River and all that runoff is dumped into the Gulf of Mexico. There it’s
causing a ‘dead zone’ where fish and other aquatic life can’t live. The Great Lakes Radio
Consortium’s Lester Graham reports:


Each year about one-and-a-half million metric tons of nitrogen is dumped into the Gulf of
Mexico. Plants feed on nitrogen, so there are huge algae blooms, far more than the tiny aquatic
animals that feed on algae can eat. The algae eventually dies and begins to decompose. That process
depletes oxygen from the water. Fish and other marine life need oxygen to live. So they leave
the oxygen-depleted area or die. It’s called a ‘dead zone.’ In recent years that ‘dead zone’ in the
Gulf of Mexico has been as large as the state of New Jersey.


Don Scavia is Chief Scientist with the National Oceanic and Atmospheric Administration’s
National Ocean Service. He says it looks as though much of that nitrogen comes from farms in
the Mississippi basin.


“The most significant change in the nitrogen load into the basin is actually coming from
agricultural application of fertilizer. That application rate has more than tripled since the 1950’s,
corresponding to almost a tripling of nitrogen loss from that system into the Gulf.”


Farms that are hundreds of miles from the Mississippi River drain into the Mississippi River
basin. The basin stretches from Montana to the southwest tip of New York. It includes all or
parts of 31 states.


Nitrogen exists naturally in the environment. But growing corn and some other crops on the
same land year after year depletes nitrogen. So farmers fertilize the land to bolster nitrogen
levels. Sometimes they use animal manure, but often they use man-made fertilizers such as
anhydrous ammonia.


David Salmonsen is with the American Farm Bureau.


“Well, for several crops, especially out into the upper parts of the Mississippi River basin, the
Illinois, Indiana, Iowa, southern Minnesota, the great Corn Belt, you need nitrogen as a basic
additive and basic element to grow, to grow these crops.”


But often farmers use more nitrogen than they really need to use. It’s called an “insurance”
application. Farmers gamble that using an extra 10 to 20 pounds of nitrogen fertilizer per acre
will pay off in better crop yields – more corn. A lot of times, that gamble doesn’t pay off because
rain washes the extra nitrogen off the field. Salmonsen says slowly farmers are moving toward
more precise nitrogen application.


“Try and get away from what, you know, for years has been a practice among some people, they
say ‘Well, we’ll do what they call insurance fertilization. We got to have the crop. It may be a
little more than what we need, but we’ll know we have enough,’ because they just didn’t have the
management tools there to get this so precisely refined down to have just the right amount of
fertilizer.”


Salmonsen says with global satellite positioning tools, computers, and better monitoring farmers
will soon just be using the nitrogen they need. But, it’s not clear that farmers will give up the
insurance applications of nitrogen even with better measurements.


The government is getting involved in the nitrogen-loading problem. A task force has been
meeting to determine ways to reduce the amount of nitrogen that reaches the Gulf of Mexico.
Among the strategies being considered are applying nitrogen fertilizer at lower rates, getting
farmers to switch from row crops to perennial crops so they don’t have to fertilize every year,
planting cover crops during fall and winter to absorb nitrogen, establishing artificial wetlands in drainage areas to absorb nitrogen and getting
farmers to plant buffer strips of grass between farm fields and nearby waterways to filter out nitrogen.


Tom Christiansen is with the U.S. Department of Agriculture. He says while the government task
force is considering recommending some specific basin-wide reductions in nitrogen use the
USDA is only looking at the problem farm-by-farm.


“We get good conservation on the land, good water quality in the local streams and that will
benefit the Gulf. So, we’re working on a site-specific basis. We haven’t established any kind of
nation-wide goal for nutrient reduction.”


Unlike other industries, the government is reluctant to mandate pollution reduction. Instead of
regulations and fines used to enforce pollutions restrictions with manufacturing, agriculture is
most often encouraged to volunteer to clean up and offered financial incentives to do that. But in
the past farmers have complained that there wasn’t enough money in the programs. Christiansen
says the new farm bill has more money for conservation efforts and that should make it more
appealing for farmers to reduce nitrogen pollution.


“It falls back to good conservation planning, using the correct programs and then providing the
right kind of incentives and benefits to producers because they are taking land out of production
in many cases.”


The government is assuming the voluntary programs will be enough to reduce the nitrogen flow
into the Gulf of Mexico. No one expects the ‘dead zone’ will be eliminated. The best that
they’re hoping for is that it will be significantly reduced.

The task force is looking at ways to stop excess nitrogen from getting into waterways. It hopes to
persuade farmers to reduce the amount of nitrogen they use or plant grassy buffer strips or
artificial wetlands to take up the nitrogen. The idea is to stop so much nitrogen getting into the
Gulf of Mexico. Once there it causes an algae bloom that then dies and depletes the water of
oxygen, causing a ‘dead zone.’

Service. He says offering farmers money to sign up for conservation programs is likely the best
route.


“The idea is to try to make the social benefit of reducing the nitrogen load work in favor of the
farmers.”


Right now, many row crop farmers pay the cost of applying more nitrogen than needed in hopes
of getting a better crop. Experts say it’s a gamble that rarely pays off and ultimately adds to the
problem in the Gulf.

Mexico. Scientists say once in the Gulf, it triggers a process that causes a so-called ‘Dead Zone.’
The Great Lakes Radio Consortium’s Lester Graham reports:


To get better crop production farmers use anhydrous ammonia to increase nitrogen levels in the
soil. To get greener lawns, homeowners use fertilizers that also can increase nitrogen and other
nutrient levels. But excess nitrogen gets carried away by rainstorms. For all or parts of 31 states,
that nitrogen is washed into ditches and creeks and rivers that are all part of the Mississippi River
basin. All of that land drains into the Mississippi and the Mississippi drains into the Gulf of
Mexico.


Tracy Mehan was the U.S. Environmental Protection Agency’s Assistant Administrator for
Water. Mehan points out that’s a lot of runoff that ends up in one place…


“It affects most of the inland drainage of the United States from Minnesota, from Ohio, from
Nebraska, Missouri, Iowa, Illinois all the way down to the Gulf of Mexico. So, we’re dealing
with a tremendously broad system here and with tremendous challenges to protect the Gulf of
Mexico.”


Challenges because the nitrogen and other nutrients cause a problem.


Nancy Rabalais is a professor with the Louisiana Universities Marine Consortium. She says the
nitrogen causes a huge bloom of algae…


“Well, the nutrients stimulate the growth of plants just like fertilizers stimulate the growth of a
corn plant. But the plants in the Gulf are microscopic algae.”


Some of the algae is eaten by tiny aquatic animals and fish. But, with a huge algal bloom… some
of it just dies and sinks to the bottom. Those algae cells are consumed by bacteria that also
consume oxygen. Rabalais says that depletes the oxygen in the surrounding water…


“So what basically happens is that the production of algae is just too much for the system to
handle.”


This oxygen starvation is called hypoxia. Marine life can’t live in a hypoxic area. Fish avoid it if
they can by swimming away. Other life that can’t move that fast dies. The size of the hypoxic
zone varies from year to year. Weather across the nation affects the amount of runoff that ends
up in the Gulf, but the trend has been a dead zone that’s gotten bigger over the past twenty
years… and according to Rabalais’ research it has doubled in size since the 1950’s when nitrogen
started being used extensively in agriculture.

In Louisiana, the commercial fishers and shrimpers are concerned about the ‘dead zone.’ Some of
the smaller operations find it difficult to travel the longer distances to find fish outside the ‘dead
zone.’


Nelwyin McInnis is with the environmental organization, the Nature Conservancy. Walking in a
marsh area in Louisiana, she talked how important it was to that region that farmers and
homeowners in the Midwest do something to try to cut back on the amount of fertilizer that ends
up in the Gulf of Mexico.


“Certainly any ways that you can reduce the fertilizer runoff would certainly be of value. And I
know each farmer can’t imagine their impact hundreds of miles away in the Gulf of Mexico, but
each one adds up and has an effect.”


But powerful agricultural interests say the ‘dead zone’ in the Gulf of Mexico is not caused by
nitrogen fertilizers in the farm belt. The American Farm Bureau has kept up a steady campaign
of denial of responsibility. Reports and essays published by the Farm Bureau question researcher
Nancy Rabalais’ findings. Rabalais says the Farm Bureau can question her all it wants. Her
published work has been reviewed by other scientists in close to a dozen major scientific journals.


“We don’t believe in collecting data and putting it on a shelf. We get it to the scientific public and
we also try to translate it so that the public, including the agricultural community can understand
what it’s saying.”


Whether the agriculture community wants to hear what those data are saying is another question.
However, the government is taking it seriously and is looking at ways to reduce the amount of
nutrients being washed into the Gulf of Mexico.

The ‘dead zone’ in the Gulf of Mexico varies in size from year to year, sometimes getting larger
than the state of New Jersey. Scientists say excess nitrogen and other nutrients used to grow
crops and lawns in the Midwest are drained from the Mississippi, Missouri, and Ohio river basins
and into the Gulf. Nancy Rabalais is a researcher with the Louisiana Universities Marine

Too Much of a Good Insect?

It’s no secret that the Great Lakes are cleaner than they were 25 years ago. But some of the wildlife that’s rebounded because of the cleaner water is causing some problems for people who live near the lakes. The Great Lakes Radio Consortium’s Paul Cox explains:

It’s no secret that the Great Lakes are cleaner than they were 25
years ago. But some of the wildlife that’s rebounded because of the
cleaner water is causing some problems for people who live near the
lakes. The Great Lakes Radio Consortium’s Paul Cox explains:

It won’t be long before a sleeping multitude awakes in the Great Lakes.
Millions of mayfly larvae have been burrowed in the muddy bottom of the
lakes. Soon, they will rise, take wing and fly off in search of a mate.


Often, they end up on shore. There they get on everything.


Breck Coombs has seen them invade the car dealership he manages in
Port Clinton, Ohio on Lake Erie.


“I have bugs all over the whole building. It’s almost like you’ve got to
have a second set of clothes when you come into work a lot of times.
You sit down and they make a big mess on your clothing. It’s pretty bad.”


During mayfly season his workers have to wash every car in the lot every
day so the bugs and their droppings don’t mar the paint.


The mayor in Port Clinton is Tom Brown. He says since the mayfly has
been increasing in population the insect has caused some bizarre
events. The way he describes it, it sounds as though it’s like living in an
Alfred Hitchcock thriller. He remembers once getting hit by the bugs
while he was at a drum and bugle corps competition.


“We were watching the show and all of a sudden I looked to the sky
and I saw a black cloud. The mayflies came onto the field, they began to
swarm. I was covered with mayflies from head to toe.”


Aside from the mess they make, the mayflies are – for the most part –
harmless. Fred Snyder is an aquatic biologist with the Ohio State
University Extension Service. He says the mayfly is a bug with no bite.


“Mayflies do not have working mouths. This is a mouthless insect. It has no stinger.”


But Snyder says the mayfly is still something of a nuisance because they
don’t smell very good.


“One evening just coming back into town I noticed a very,
very disagreeable smell. The place stunk. Sort of like dead fish, but
different. But very strong.”


And… the sheer numbers of the mayflies are a problem because the
insects not only fly by the millions, they die by the millions.


Mayor Brown says when that happens… the dead bugs can be a bit of a
hazard.


“When they were heavy we had signs on the streets: ‘Slippery, mayfly hatch.’
And there were a couple of accidents from people sliding around on those mayflies.”


As you might imagine… millions of smelly, messy and dead mayflies are
bad news for any town… but especially so in a tourist town such as Port
Clinton.


But biologist Fred Snyder say the mayflies are also good news. The huge
mayfly population means the lake is environmentally healthier.


“Mayflies have a high need for oxygen. So when you find
good numbers it tells you that the oxygen level in the water is very
good.”


It’s not always been that way. Pollution in the lake took its toll. Oxygen
levels dropped. And the mayflies almost disappeared by the 1950’s.


Dr. Carl Richards, with the Minnesota Sea Grant program, says the
presence of organisms such as the mayfly can be a better indicator of
the lake’s health than testing for polluting chemicals.


“It’s often very expensive and difficult to measure chemicals.
And the ultimate reason we’re interested in chemicals is because of
the organisms. It’s the fish, the birds and the plants we’re concerned
about. So the idea is if the fish and the birds and the plants are
healthy, then the environment must be healthy.”


And a recent federal grant will help scientists look further into the
connection between the health of organisms such as mayflies and the
environmental state of the Great Lakes.


Lake Erie near Port Clinton is not the only example of rebound in the
mayfly population. There’s also been a sharp mayfly population increase
in the waters immediately near Erie, Pennsylvania.


It’s not only good news for the mayflies. It’s good news for fish too.
Some fish feed on the mayfly larvae. So, with more mayflies, there’s
more food for fish.


But, people still have to deal with the annual mayfly onslaught. In
places such as Port Clinton, that means trying to find ways to reduce the
invasion. One thing the city does is turn off streetlights and ask
residents to turn off as many exterior lights as possible in hopes of
attracting fewer bugs during the peak season.


The mayflies that do make it ashore and die are picked up with street
sweepers and composted. In fact, the city got a grant to build the only
licensed landfill in the U.S. for mayflies. There, they compost the
carcasses. Biologist Fred Snyder cooked up the recipe.


“It’s basically sawdust that is mixed about two to one with the
mayflies that are picked up by the street sweepers and brought to
the composting site.”


After several months the mayfly compost is used for gardens and lawns
all over town.

Now, Mayor Brown is trying to convince the townspeople to look beyond
the nuisance factor and embrace the mayfly as the standard-bearer for a
cleaner lake.


“We even came up with a theme: Come to Port Clinton where
your dreams may fly.”


It might not offer much comfort to those afflicted by the annual mayfly
invasion… but hey, it’s catchy.

A Drive Toward Fuel Efficiency

Despite the recent defeat in Congress of a measure that would have raised fuel efficiency standards, carmakers are still feeling pressure to design and produce less polluting vehicles. Some companies are betting on new technologies to make those dramatic pollution reductions, and a debate’s emerging over how best to get there. Some observers say what’s at stake is nothing less than the future of the automobile. The Great Lakes Radio Consortium’s Julie Halpert filed this report:

Some companies are betting on new technologies to make those dramatic pollution reductions. And a debate’s emerging over how best to get there. Some observers say what’s at stake is nothing less than the future of the automobile. The
Great Lakes Radio Consortium’s Julie Halpert filed this report:

It’s a clear battle between emerging technologies: what’s available now: hybrid engines, versus fuel cells, which aren’t due for at least ten years. Hybrids use current technology, a gasoline engine, and add an electric engine for additional boost. A hybrid car typically gets double the mileage of a non-hybrid.

Toyota and Honda have both opted for the quicker path. They’ve been offering hybrid cars now for the past few years. Toyota’s Prius is a sedan. Honda opted for a sporty, two-seater, the Insight. But whether sporty or practical, Honda’s Andy Boyd says consumers embraced the new engine.

“We had a great reaction to Insight – people really excited by the technology, very accepting of it. It’s very transparent technology, easy to use and we think it’s ready for prime time.”

Prime time for Honda means putting the hybrid engine on a more practical vehicle, which they’re doing. The Honda Civic is a company best seller. The hybrid Civic goes on sale in April. Priced around $20,000 the Civic will get 50 miles per gallon. And Boyd thinks it will result in even broader acceptance of hybrid technology.

A domestic automaker is also jumping on the hybrid bandwagon, hoping to broaden the hybrid’s appeal. Ford Motor Company will launch the hybrid Escape sport utility vehicle later next year. Ford’s Jon Harmon says that’s an even better vehicle choice than the Japanese offerings.

“Most of those vehicles have limitations because they’re such small vehicles and we think that by giving a vehicle with more functionality that customers are looking for, like the Escape HEV, that we’re really going to open up that market.”

The hybrid Escape will get 40 miles to the gallon in the city, twice the mileage of its gasoline engine counterpart.

But while hybrids make big dents in reducing pollution, they’re not considered the final answer to the environmental problem. The more promising contender is fuel cells.

“In a minute we’ll introduce a revolutionary concept, so revolutionary that we believe it’s no stretch to say it could literally reinvent the automobile.”

General Motors President and CEO Rick Wagoner unveiled his company’s first fuel cell car prototype, the Autonomy, at the North American International Auto Show earlier this year. Fuel cells run on a mixture of hydrogen and oxygen. They emit only water vapor and heat, so they’re essentially pollution free. They’re also extremely fuel-efficient. But even the GM fuel cell car won’t be available for at least ten years. That’s because the technology still faces many financial and engineering hurdles.

Even so, GM spokesman Bill Nowak says that investing in fuel cell technology is smarter than putting money in less effective, near-term hybrids.

“It has a fair amount of potential to improve your efficiency but you’re adding another power plant. A hybrid combines an internal combustion engine with an electric motor so there’s some cost factors involved in that. That’s why we think the best technology by far is the pure fuel cell.”

Still, many experts and other automakers don’t expect to see fuel cells on the road very soon. David Hermantz is with Toyota’s Technical Center. He says it could take 20 or 30 years. And he’s concerned that by pushing for fuel cells; GM’s trying to postpone any near-term actions to reduce auto pollution.

“GM’s interim image appears to be that ‘leave us alone for now and we’ll get to fuel cells in the future’ and we think we need some kind of progressive path to get to the future.”

That path for Toyota is a commitment to offer 300,000 hybrid vehicles a year worldwide beginning 2005. Honda also will continue promoting hybrids. Again, Honda’s Andy Boyd.

“In the long-term, fuel cells are probably going to be the answer, but again, if we’re looking out about 30 to 40 years, do we want to wait that long to try and do something about fuel efficiency and reducing emissions? Reducing fuel consumption is the greatest thing we can do to cut emissions, so we’re trying to do that.”

Still, the federal government currently prefers the long-term option. The Energy Department recently scrapped an existing hybrid research program and instead decided to fund an effort to develop a fuel cell powered vehicle.

That concerns Mike Flynn. Flynn runs the University of Michigan’s office for the study of automotive transportation in Ann Arbor, Michigan. He says the government’s decision, which comes amidst a slump in the auto industry, will take pressure off automakers to pursue hybrids.

“They have tremendous demand on their resources right now, so why would I do other than what the government is telling me I should be doing, which is this longer term bet on fuel cells which I may be able to defer a little bit in the first few years and use my resources elsewhere.”

Flynn’s also worried about focusing only on fuel cells. He says that if another technology wins out, the domestic auto industry could be left behind.

But GM’s Bill Nowak says that’s unlikely. And he’s convinced that ultimately, the company’s bet on fuel cells will pay off.

The first, a Canadian study, examines the relationship between breastfeeding and the risk of developing childhood asthma. The second study out of southern California indicates a connection between smog and childhood asthma rates. I’ll never forget the day that the pediatrician marched into our infant daughter’s hospital room and demanded that I stop breastfeeding her. Sarah had been in intensive care for several weeks in an attempt to control her asthma – without success. Her doctor turned to the only remaining variable he could identify – breast milk. My husband and I were convinced that the immunological benefits of breastfeeding offered Sarah the best chance for survival. We put up such a stink that within 24 hours Sarah was allowed to resume breastfeeding. Months later, a specialist at Toronto’s Hospital for Sick Children not only commended our decision – he felt that breastfeeding had probably saved Sarah’s life.

Eight years later a new study out of the same Toronto hospital confirms our parental intuition. According to the report, breastfeeding actually protects children against asthma. The longer they breastfeed, the more protection they’re offered. The study found that when infants were breastfed for nine months or longer, the risk of asthma and wheezing was reduced by 50%.

The results of the study are no surprise to me. It has been eight years since Sarah first left the oxygen tent that was her home as an infant. Today, her once life-threatening condition has been replaced by a mild asthma. It’s only triggered when she has a bad cold or if she’s exposed to high levels of air pollution.

Which leads me to a second study out of Southern California. Researchers there have spent eight years studying the effects of ground level ozone on childhood asthma. They’ve concluded that ozone not only triggers asthmatic attacks, it can actually cause it.

What both these studies confirm is that environmental factors – both positive and negative – can have a dramatic effect on the incidence and severity of asthma. As the parents of a severely asthmatic child, these are common sense lessons that we learned by carefully observing our daughter. For us, they simply confirm what we already knew.

The big lesson here is that parental observation and intuition provide us with valuable tools for protecting our children’s health – often years before the scientific community reaches the same conclusions. Unfortunately, this anecdotal evidence is too often dismissed as being unscientific -as if that were the watermark that everything should be measured by. In light of these recent studies, maybe its time we considered the importance of good ol’ common sense.
