restrictions on his state’s 22 coal burning plants. The Great Lakes Radio

Democratic Governor Rod Blagojevich says he first became aware of the
dangers of mercury when his pregnant wife began limiting how much
fish she ate.


Coal-burning plants emit Mercury into the atmosphere. It eventually
ends up in the water supply, contaminating fish.


Blagojevich says current federal standards are inadequate. He wants
plants to contain 90 percent of the mercury pollution they create within 6
years.


“What we’re doing here today is protecting Lake Michigan. Our Lake.
Not just the lake of the city of Chicago, not just the lake of those of us
who live in Illinois, but the Lake that our whole country has come to rely
on and it’s critical for us to protect our natural resources, our lakes and
our rivers and our streams.”


Blagojevich says his proposed standards are among the toughest in the
nation. Critics say the extra financial burden could cause businesses to
move to neighboring states, but Blagojevich says he hopes other Great
Lakes states adopt similar measures.

If you bought a new computer over the holidays, there are plenty of
places to drop off your household’s old computer, but to prevent more
of the old monitors, laptops and other items from winding up in
landfills, some Midwest states are looking to make sure computer
makers get involved in recycling their products. One of the few
manufacturers that already helps re-use old computer parts is
Texas-based Dell, Incorporated. The Great Lakes Radio Consortium’s
Chuck Quirmbach went to a Dell-sponsored recycling center and has this
report:


About a year ago, Dell helped set up and publicize a computer
recycling plant at a Goodwill Industries facility in Dell’s home city
of Austin.

Goodwill employees and volunteers sort through the hundreds of
boxes of computers and computer parts that are dropped off – at no
charge to the consumer – at the site. Newer computers are set aside
for repairs, and hard drive memories are erased. Older computers go
to a bench where workers like Paul take apart (or demanufacture)
them.


“I’m taking apart all the useable parts. Motherboard, power sources,
cards, ports, metal goes into bins, plastic goes into bins for
recycling and what not.”

Goodwill sells the reusable parts at its retail store elsewhere in the
building. Used LCD monitors, for example, go for as low as twenty
dollars.


Manager Christine Banks says some of the equipment is under
a 30-day Goodwill warranty. Other parts can be exchanged if the
customer isn’t satisfied. Banks says Goodwill is happy this computer-
recycling program makes a profit.


“Our operation does. However, there are 7 or 8 other Goodwills
throughout the country that do this that barely break even. We’re just
fortunate we have higher tech donations, a pool of employees with
more technology, it’s very tricky.”


Some states charge high disposal costs for unwanted computer parts,
which can contain potentially harmful chemicals. Those high costs can
make it difficult for a recycling program to get off the ground, but
environmental groups say the fast-growing pile of circuit boards,
monitors, and plastic parts can leach poisons like lead, mercury, and
cadmium into the environment.


They say small-scale projects like the one in Austin have to be part of a
broader effort to keep electronic waste out of the nation’s landfills. That
effort could include government mandates forcing manufacturers to
safely dispose of old products.


Robin Schneider is with the Austin office of the National Computer
Takeback Campaign.


“So, to really deal with the environmental problems of millions of
pounds of toxins, we’re gonna need something bigger than this. This is a
piece of it…and gonna need lot of pieces of it.”


Schneider says she’s encouraged that some Midwest states are
looking into manufacturer takeback programs. She acknowledges that
recycling may drive up the cost of new computers, but she also says
manufacturers may start redesigning computers so that it’s more
profitable for the companies to take them back.

series is Lester Graham. In this report he explains one of the threats is air pollution that
finds its way into the Great Lakes:


It’s called ‘Air Deposition.” Melissa Hulting is a scientist at U.S. Environmental
Protection Agency. We asked her just what that means:


“Air deposition simply is just when materials, in this case pollutants, are transferred from
the air to the water. So, pollutants in particles can fall into the water. Pollutants in rain
can fall into the water, or pollutants in a gas form can be absorbed into the water.”


So, it’s things like pesticides that evaporate from farm fields and end up in the rain over
the Great Lakes. PCBs in soil do the same. Dioxins from backyard burning end up in the
air, and then are carried to the lakes


One of the pollutants that causes a significant problem in the Great Lakes is mercury. It
gets in the water. Then it contaminates the fish. We eat the fish and mercury gets in us.
It can cause babies to be born with smaller heads. It can cause nervous system damage
and lower IQ in small children if women of childbearing age or children eat too much
fish.


One of the notable sources of mercury is from power plants that burn coal.

Railroad cars like this one empty their tons of coal at power plants all across the nation.
More than half of the electricity in the nation is produced at coal-burning power plants,
and with a 250-year supply, coal is going to be the primary fuel for a while.


One coal producing state is acknowledging that mercury is a problem. Doug Scott is the
Director of the Illinois Environmental Protection Agency. He says coal is important to
the energy mix, but we need to reduce pollutants such as mercury as much as possible.


“The policy of the state has been to try to work with the power plants to try to burn
Illinois coal as cleanly as you can. Now, that means a lot more equipment and a lot more
things that they have to do to be able to make that work, but we’re committed to trying to
do both those things.”


And, Scott says the federal government’s mercury reduction program does not go far
enough soon enough, but the electric utility industry disagrees.


Dan Riedinger is spokesman for the Edison Electric Institute, a power industry trade
organization. Riedinger says, really reducing mercury emissions at power plants just
won’t make that much difference.


“Power plants contribute relatively little to the deposition of mercury in any one area of
the country, including the Great Lakes, and no matter how much we reduce mercury
emissions from power plants in the Great Lakes Region, it’s really not going to have a
discernable impact in terms of improving the levels of mercury in the fish people want to eat.”


“Relatively little? Now, that flies in the face of everything I’ve read so far. Everything
I’ve read, indicates coal-fired power plants are a significant contributor to the mercury
issue in the Great Lakes and other places.”


“It’s really not quite that simple. Power plants are a significant source of mercury
emissions here in the United States, but most of the mercury that lands in the Great
Lakes, particularly in the western Great Lakes is going to come from sources outside of
the United States.”


Well, it’s not quite that simple either. The U.S. EPA’s Melissa Hulting agrees some of
the mercury in the Great Lakes comes from foreign sources, but recent studies show
some mercury settles out fairly close to the smokestacks. She says you can blame both
for the mercury in your fish.


“You blame the sources that are close by and you blame the sources that are far away.
The bottom line with mercury is that we’re all in this together and it’s going to take
everybody reducing their sources to take care of the problem.”


Taking care of the problem is going to take some money, and that will mean we’ll all pay in
higher utility bills. The Illinois EPA’s Doug Scott says it’ll be worth it if we can reduce
mercury exposure to people.


“We know what the issue is. It’s not a matter of us not understanding the connection
between mercury and what happens in fish, and then what happens in humans as a result
of that. We understand that. We know it, and we also know to a great degree what we
can do to try to correct the problem, and so, it’s a matter of just going out and doing it,
and so I’d like to think it’s something that can be done sooner rather than later.”


And since Great Lakes fish have elevated levels of mercury, sooner would be good.
It’ll take a while for the mercury already there to work its way out of the ecosystem and
return to more normal levels.

There’s no disputing that fish is healthful food, but too much of certain
kinds of fish can be dangerous, especially if you’re a woman planning to
have children. That’s because some fish contain elevated levels of
mercury. Mercury is a toxic contaminant that can cause neurological
damage. Julie Halpert filed this report about the harms mercury can
cause:


Three years ago, when she was 18, Ayla Brown was healthy, but
suddenly, she started getting sick all the time. She was always tired, she
became anemic and had sore throats. Her tonsils had deteriorated so
much that they had to be removed. Her doctor couldn’t figure out why,
so he decided to test her for heavy metals poisoning.


The result? Ayla’s mercury levels were off the charts. They were five
times higher than the normal level. Her entire family was tested and
their levels also were above normal.


“The only conclusion we could come to is that in the past year or so since
we had moved to Ann Arbor, we had started eating a lot of fish and a lot
of fish that we now know is very known to be high in mercury, such as
swordfish and tuna and stuff like that.”


The Browns ate several meals of fish every week. Some of it was
ocean fish. Some of it was Great Lakes fish. After the diagnosis, they
cut fish out of their diet altogether. Within a year, the mercury levels
returned to normal.


“You are trying so hard to eat healthy and my family always was very
health conscious and so it’s so frustrating when you’ve done something
that you thought was good for you and realize that it was completely the
wrong thing.”


Fish are generally considered part of a healthy diet, but not all fish are
entirely safe. That’s because of mercury. Mercury exists naturally in the
environment at low levels, but higher amounts are getting into the food
chain.


Coal-burning power plants emit mercury, which eventually settles into
the Great Lakes. Then, aquatic microorganisms convert the substance
into methyl mercury, which is more toxic.


Those microorganisms form the base of the food chain. Small fish eat
microorganisms. Then, larger fish eat the smaller ones. As that happens,
the mercury concentrations escalate, making big large mouth fish like
trout, salmon and some walleye especially contaminated.


When people eat the fish, the mercury is passed on to them. Women of
childbearing age and their fetuses are most at risk.


Michael Carvan is with the University of Wisconsin-Milwaukee’s Great
Lakes Water Institute. He says the exposure isn’t just from the fish that
women eat while they’re pregnant. A woman can pass her entire lifetime
load of mercury to her baby. He says that 15% of all women of
childbearing age have high enough levels so that their fetuses will
contain mercury of one part per million or higher.


“Even at really low levels, around one part per million, you’re talking
about some subtle coordination difficulties, you’re talking about
problems with memory and problems with neuro-processing and IQ
deficits.”


Because of these concerns, the Environmental Protection Agency and
the Food and Drug Administration issued an advisory for women of
childbearing age and children, suggesting they eat fish and shellfish only
twice a week.


But one expert is concerned by all this talk about how mercury harms
people. John Dellinger was on a task force, which provided guidance on
fish consumption advisories. Dellinger studied people who lived on
Lake Superior who he thought would eat a lot of fish, but he found
something else.


“We basically discovered that from an epidemiologic point of view, these
populations have other things that are adversely affecting their health,
that in fact will probably overshadow anything we’re going to see from
the contaminants in their fish.”


Dellinger said the people were so concerned about contaminants in
fish, that they started relying on store-bought, processed food instead.
Those foods were higher in fat and sugar and contained other, less
healthful, ingredients. So, obesity and diabetes caused health problems,
not mercury poisoning, and Dellinger says that ended up being a worse
situation.


He says the key is to choose wisely, avoiding fish such as swordfish,
tuna steaks and the larger predator Great Lakes fish that are high in
mercury. That’s the only measure you can take right now, but that doesn’t
solve the problem. The real challenge will be to get rid of the mercury
that ends up contaminating the fish.

Epa Completes Toxic Sediment Cleanup

The Environmental Protection Agency says it has completed
toxic sediment cleanup at one of the most polluted sites along the Great
Lakes. There are 31 such sites in the U.S. known as “Areas of Concern.”
Officials say this site is one step closer to being cleaned up. The Great Lakes Radio Consortium’s Michael Leland reports:

31 such sites in the U.S. known as “Areas of Concern.” Officials say this
site is one step closer to being cleaned up. The Great Lakes Radio
Consortium’s Michael Leland reports:


The Black Lagoon along the Detroit River in Trenton, Michigan, got its name
because years of industrial contamination had discolored the water. Months of
dredging has changed that.


Dennis Schornack is the U.S. chairman of the International Joint Commission.
It monitors the water quality treaty between the U.S. and Canada.


“Over 115-thousand cubic yards of muck, heavily contaminated with
PCB’s, oil, grease, mercury and other toxic metals, have been removed from
the Detroit River, and disposed of and secured in a facility that will be operated
by the Detroit district of the United States Army Corps of Engineers.”


Three years ago, the Great Lakes Legacy Act authorized 270-million dollars
over five years to clean up the pollution hot-spots. It’s never been
fully funded, and is currently paying for cleanup work at only two other
sites along the Lakes.

The National Oceanic and Atmospheric Administration examined where mercury pollution in Lake Michigan is coming from. The data haven’t been publicly released yet, but sources say Midwestern power plants are the biggest culprits.


If true, that could undercut the EPA’s new mercury trading program. That lets dirty power plants buy the right to pollute from cleaner ones. Howard Learner’s with the Environmental Law and Policy Center. He says the program’s wrong because it treats all mercury pollution equally.


“When it comes to mercury pollution, a trading regime essentially doesn’t work very well, because you have concentrated localized hot spots in which the pollution is highly toxic to the people who live in those communities.”


Several state governments are fighting the EPA’s trading program in federal court. They’d like NOAA’s data, but the states and public will have to wait until the EPA reviews it.

The Mercury Policy Project tested fresh and frozen swordfish from stores in
twenty-two states. The average amount of mercury in the swordfish was one-point-one parts
per million.


That’s higher than the amount the FDA considers safe for
pregnant and nursing women. Michael Bender is with the Mercury Policy
Project, which organized the study. He says the FDA isn’t doing enough to
protect people.


“Why aren’t they removing the swordfish from the marketplace? Over fifty percent of samples are over one part per million, the FDA’s action level, where they can take action… why doesn’t the FDA take action?”


Bender says the FDA should also require warnings posted where the fish is
sold. An FDA official who asked not to be named says the agency is
educating the public about the risks of eating swordfish. She says states
can take additional action such as posting notices if they wish.

The newest court case takes aim on the EPA’s plan to allow coal-burning power plants to buy and sell pollution credits for mercury – much they way they do for sulphur dioxide. Tom Dawson is an Assistant State Attorney General in Wisconsin. He says the so-called cap and trade system would create mercury hot spots.


“The trouble with allowing for the trading of pollution credits allows certain emitters of mercury to go on emitting their current or slightly reduced levels of mercury thus resulting in hot spots that are immediately downwind of the sources.”


The EPA and White House say they will vigorously defend the mercury rules, arguing that now is the time to move against mercury emissions.

According to a new report by an environmental advocacy group, some of the
nation’s “dirtiest” power plants can be found right here in the Great Lakes region. The Great Lakes Radio Consortium’s Steve
Carmody has more:


Using EPA data from 2004, the Environmental Integrity Project has compiled
its list of the “50 Dirtiest Power Plants” in the U.S. Plants in the region rank high on the list, which compares the plants’ toxic emissions to their electricity output.


The Environmental Integrity Project’s Elain Levine says the result is
unhealthy amounts of mercury in fish and poor air quality in the region.


“All these harms coming out of these power plants are avoidable. Modern pollution controls are available and affordable and are being used today at many plants to significantly reduce these emissions.”


But Dan Reedinger of the Edison Electric Institute, an industry group, says
the EIP report is misleading… insisting plant operators are already
installing scrubbers to reduce toxic emissions at the power plants cited in
the report.

Environmentalists are concerned about two new coal-burning power plants to be built on the shores of one of the Great Lakes. Among their concerns are increased air pollution and that the view of the lakeshore will be ruined. The power company says it needs the plants to meet the increasing demand for electricity. Environmentalists are concerned about two new coal-burning
power plants to be built on the shores of one of the Great Lakes.
Among their concerns are increased air pollution and that the view
of the lakeshore will be ruined. The power company says it needs
the plants to meet the increasing demand for electricity. The Great
Lakes Radio Consortium’s Ann-Elise Henzl reports:


Wisconsin Electric power company has more than one million customers in Wisconsin and Michigan’s upper penninsula. The company says soon, it won’t be able to provide power for all of them with its current plants, and the transmission lines that allow Wisconsin Electric to buy power from other states are over taxed. So the company wants to expand a coal-fired power plant twenty miles south of Milwaukee. That would add two coal-burning units and double the plant’s size and output. Paul Shorter is the manager for site coordination.


“From the infrastructure standpoint, if the state wants to grow and attract business, I think that’s one reason. The other reason is to meet that growing demand of about two percent a year, which is related to telephones, TV’s, VCR’s, computers. We’re always asking for more, and companies are producing it, and they have to be supported by energy.”


On a windy spring morning, Shorter is standing on the roof of the existing plant. As waves crash on the Lake Michigan shoreline, Shorter looks north, pointing out the site for the expansion.


“Now this whole area over here is going to be excavated, for placement of the new facilities, there’s going to be about five million cubic yards of dirt that we’re going to move around on the property. Part of it is to cut down that bluff, to get everything down to the level of this current facility.”


Shorter sees power and progress. But a nearby resident, Ann Brodek, sees something else.


“As you look at the plant now, as it sits on the shore, to me, it looks kind of like a looming, prehistoric monster on the edge of the shore. It just is dirty and huge and on a shoreline of a beautiful lake. This is not where that should be.”


Brodek lives just ten miles south of the plant, near the shore of Lake Michigan. She’s among area residents and environmentalists who’ve been fighting the plant. Ever since Wisconsin Electric started trying to get state approval. Bruce Nilles is a senior Midwest representative for the Sierra Club. He says the expansion would destroy a half-mile of shoreline, that’s home to birds and wildlife. And he says the Great Lakes region doesn’t need more coal-burning plants.


“The proposal is using technology that we created, basically, back in the nineteenth century: grinding up the coal and burning it. We know that releases mercury into the environment in very large amounts. All the new studies are showing that we already have far too much mercury in our environment. And once it’s in the environment, it doesn’t go away. Every lake, river, and stream in the state of Wisconsin has a fish consumption advisory, including Lake Michigan, because there’s too much mercury in the fish.”


Wisconsin Electric defends its plan to build coal-burning units. The company says the units would use new, cleaner technology, and meet the requirements of the Clean Air Act. It also says improvements at the existing plant would cut pollution in half. Wisconsin regulators agreed with the company and approved the plan. Opponents sued. They say the state failed to require a complete application for the plant. They also say regulators didn’t look at alternatives, like a natural gas-fired plant. Last fall, a circuit judge agreed with the opponents of the plant. The regulators and Wisconsin Electric appealed to the Wisconsin Supreme Court, which is where the case is now. The court could give the go-ahead for the plant expansion, or it could throw out all or part of the proposal.


Meanwhile, opponents like resident Ann Brodek are glad their argument is still alive.


“I would think that every bordering state, including Canada, would be speaking out against this thing. This is going to affect everybody, and we’re not going to give up and there’ll be suits. There’ll be lawsuits. We’ll do everything we can.”


The state Supreme Court is expected to annouce its decision by this summer. Wisconsin Electric hopes an answer comes by then. It wants to have the new coal-fired units operating by the summer of 2009, and it’ll take about four years to build them.
