A Look Into Coal Country

When the Senate picks up debate
on the climate change bill, it
will be – in part – deciding the
future of coal as an energy source
in the U.S. About half the nation’s
electricity currently comes from
coal. And a lot of it comes from
the Appalachian region. A new
documentary film sets out to show
how mining for coal affects the people
who live in Coal Country. Julie Grant
spoke with the film’s producers:

Mari-Lynn Evans and Phylis Geller set out to make the movie Coal Country
because they wanted to show how different people are affected by coal
mining.

They found lots of activists, and regular citizens, who would talk with
them. Plenty of people were willing to show the thick black water in their
toilet tanks. They wanted to show the black soot covering their cars.
They wanted to talk about the health problems they live with. And they all
blamed the coal industry.

Evans also wrote to coal supporters – to get their side of the story on
camera. The answer?

“No. That was their response. I sent out requests to the coal industry,
to coal companies and to suppliers of the coal industry.”

Evans brother is a coal miner. He supports mountain top removal.

As we see in the movie, that’s when coal companies blow off the entire
top of a mountain to get to the coal. Many people consider it the most
polluting and environmentally devastating type of mining.

But Evans says not even her own brother would do an interview about it.

“And when I said, ‘why won’t you talk on camera? You feel so
passionately that coal is wonderful and mountaintop removal is actually for
the environment as well as the economy.’ And his response to me always
was, ‘oh I would never speak on camera without getting permission from
the company I work for.’”

The filmmakers heard that a lot. And no coal miners ever did get
permission to talk on camera.

In the movie, we do hear from Don Blankenship, head of Massey Energy. He
spoke at a public hearing about the need to ease environmental restrictions
on coal mining.

“We had nearly 800 employees up ‘til Friday. We had to lay 8 off. I
think that might be just the tip of the iceberg if we don’t our rules
changed how we mine in the state.”

Anti-coal activists at the public hearing explain how the coal companies
use that kind of intimidation to control miners.

“I think people are scared that they will lose their jobs and be flipping
burgers. You look out and that’s all you see. You see mining and
flipping burgers. And, I argue, that the coal companies want it that way.
They want that to be the only option. That’s the only way they could get
support for how they treat their workers and how they treat this land.
This would never happen in a place that wasn’t poor. Never.”

In the movie, some coal miners stand up at the public meeting to defend the
companies they work for. One explains the coal industry has provided him a
good salary.

Miner One: “For the last 14 years, the coal industry has supported myself
and my wife and my 3 children.”

Miner Two: “When the last one of you so-called environmentalists leave
the state, when the rest of us leave for North Carolina, turn out the
lights. Oh, wait a minute, there won’t be no lights. No coal, no
lights.”

The filmmakers want more Americans to understand that when we flick on a
light switch – it is not a meaningless act. It takes electricity. And
that takes coal.

And, as anti-coal activist Judy Bonds says in the movie, coal is tearing
apart West Virginia.

“It is a civil war; it’s families against families. It’s brother
against brother.”

Or – in the case of filmmaker Mari Lynn-Evans – brother against
sister.

Prisons probably aren’t the first
place you’d expect to find organic
gardens or beekeeping. But in some
prisons in western Washington, inmates
are being taught new skills and getting
involved in conservation work. As Sadie
Babits found out, inmates say they’re
restoring their own lives by helping save
native prairies and growing veggies:

Stafford Creek Prison would feel like a college campus if it weren’t for the series of
heavy metal gates and the barbed wire.

2,000 prisoners are held at this medium security facility. A select group of them
who’ve been cleared on good behavior get to work in what’s called the Hub. It
doesn’t sound too exciting – until you spot the greenhouses.

Inside the largest greenhouse, there are hundreds of yellow plastic tubes. Three
inmates are filling these tubes with dirt. They are planting seeds to help restore
native grasses.

Toby Erheart is one of these prisoners.

“I don’t know if what we’re doing will make a huge impact on the world, but I know
it’s making a huge impact on this project. It will change the face of the prairies in
western Washington.”

This is the project’s first year. The goal is to grow 200,000 plants for the prairies.

It’s getting hot and muggy inside the greenhouse. So Inmate Jeff Harrigan heads
outside. He leans against the greenhouse as he talks about what it’s like to grow
these plants.

“It’s been a learning experience for me cause I’ve never done nothing like this on the
streets.”

Harrigan has been in and out of prison six different times.

“I’ve just learned doing other things than stealing and doing drugs makes you feel
better about yourself. I feel like I’m putting something back, something that is
saving something, ‘cause it’s saving the butterflies from what they told us.”

Harrigan says he’s never planted anything before until coming to Stafford Creek.

“And actually, it’s kind of cool cause since coming here I asked my girlfriend
something I never asked her before, what her favorite flowers were, just cause I had
started planting flowers. (laughs)”

Turns out marigolds and hens and chicks are her favorites. Two plants, Harrigan
says, that can be found around the prison. When he’s not planting native grasses,
Harrigan works in the prison’s vegetable garden.

“Right here, this is stuff that we’ve planted. There’s onions, radishes, beans.”

So far, he’s helped harvest peas, garlic and 200 pounds of zucchini. The kitchen staff
took that squash and turned into zucchini bread for the inmates.

Harrigan talks about how hard it was for him keep a job when he was outside
prison. Drugs always got in the way. Now he says he feels like he’s doing something
that matters and he hopes this experience in prison will help him when he gets out.

“Actually, it’s teaching me better work ethics too, cause I’ve never really had them
out there. I never really kept a job probably because I didn’t like it, you know.”

Harrigan says he does like gardening. He says he now knows how to germinate
seeds and how to get plants to take off – skills he says could help him get a job once
he’s back in society.

“For a person like me, who still wants to feel human and still got good parts in me,
this stuff brings you back to reality.”

He’s got another year and half to go before he’s free. Harrigan says he’s already told
his girlfriend, when he does get out, they have to plant a garden – something he
hopes will keep him from coming back to Stafford Creek.

Jason Chandler has already spent four years behind bars for a crime he won’t talk
about. He recently was hired to work here in this organic garden at Stafford Creek
Prison. Before this, Chandler says, he was working here as a janitor.

Babits: “What are you doing?”

Chandler: “Cutting the onions off to prepare for the kitchen. Just cutting the roots
and the stock off. Least the winds going my eyes ain’t watering.”

The Stafford Creek prison in western Washington has this garden, a recycling center,
greenhouses, and a beekeeping operation. Chandler says working these jobs beats
mopping floors and cleaning toilets.

“I had to ask my counselor to put me on the list. There are quite a few people on a
waiting list to get positions like this and they got by an application basis and, if
you’re willing to work, it’s a good job to have.”

It’s a job made possible through the Sustainable Prisons Project – a partnership
between Evergreen State College and the Washington Department of Corrections.
The grant-funded project has been running formally for more than a year. While it’s
clear prisoners like these jobs, officials say it’s too early to tell whether beekeeping
or growing vegetables will reduce recidivism rates.

But prison officials say that wasn’t the project’s main goal.

“My early motivation was money, surely money.”

Dan Pocholke is the Deputy Director of Prisons. It costs more than $30,000 a year to
house just one prisoner in Washington state. The Department of Corrections was
ordered several years ago to save money by doing things like conserving water and
energy.

To do this, Polcholke says they got help from Evergreen State College to “green”
Cedar Creek – a minimum security facility in Washington. He says they got prisoners
involved in cutting back their water use.

“And we started studying our use rates and our consumption rates and, low and
behold, a year later we had brought our water use rates down by an astonishing
level.”

Pocholke says the partnership with the college has another benefit. Prisoners are
learning new skills. And Evergreen State College says one of their goals is being
fulfilled too – to spread environmental science to unlikely places – like prisons.

Some inmates in this program get to do research on everything from raising frogs to
growing native prairie grasses. There’s already been a few success stories. One
inmate has gone on to co-author a scientific paper and is now working on a
doctorate degree.

And, while some prisoners are learning new skills, the goal of saving money is also
being met. Stafford Creek prison has cut the amount of garbage they send to
landfills by more than half by recycling.

Inmate Kevin Madigan says he’d like to keep even more out of the landfill.

“The more self sustaining you can become, the less burden you are on the people out
there. And that in itself is a good thing.”

Madigan rips open a clear plastic bag and dumps the garbage onto this conveyer
belt. He gets paid 42-cents an hour to work here, but for him it goes beyond just a
job.

Madigan says it’s one way for him to make amends for all the trouble he caused
outside these prison walls.

My husband and I recently bought an older house that could no doubt use
some weatherizing. So, I called up Reuven Walder at EcoBeco.

He’s a home energy auditor. He identifies ways to make a home more
efficient.

“I joke around, I consider myself an energy efficiency social worker.”

And he’s been getting a lot of calls lately from people like me – looking
to take advantage of the tax credits.

“Let’s look around the house and you can point out some things that are
of concern to you.”

Walder has all these cool tools, like an infrared camera that can see where
the insulation isn’t doing its job. He finds plenty of trouble spots,
including one in the attic.

“And if you put your hand in this little pocket here you can feel nice
cool air.”

That’s not supposed to happen.

“I’ll be honest with you. When I find these kinds of things, it makes my
day, because we get to fix them.”

Well, not all the time. Walder says only about a third of the homeowners he
works with actually follow through on his recommendations.

“I have talked to numerous homeowners and their primary reason for not
doing it is money.”

He says the tax credits are a great shot in the arm, but, for many people,
it’s just not enough. Part of the problem is, for simple weatherizing –
insulation, weather stripping, windows – the tax credits apply to 30% of
the cost of materials, not the labor. And labor is actually the most
expensive part.

“Our economy is just so slow right now that people are just hesitant to
spend any amount of money because, regardless of the incentive, they’re
still going to have to spend a lot of money to make the improvement. It’s
not going to cover a significant portion of the cost.”

At this point, federal officials don’t know how many people have been
inspired by the stimulus package to do work on their homes. They won’t know
until everyone files their taxes in April.

“It’s definitely driving additional business.”

Matt Golden is president of Efficiency First – the national association for
the home performance retrofitting industry. But he isn’t totally sold on
the way the stimulus package is distributing the tax credits.

“The biggest incentives are for the most expensive fanciest equipment and
as you move towards the most cost effective stuff, you get much smaller,
incremental incentives.”

So, there’s big money for solar panels and geothermal heating systems. And
if you want to put in a tank-less hot water heater or a super efficient
furnace, here labor costs can be counted towards tax credits. Golden says
the smallest credits go to insulation and other simple steps.

“It’s actually kind of an impediment to the type of retrofitting projects
that have the biggest return on investment, bang for the buck and create
the most jobs.”

In my house, Walder estimates we need almost $6,000 worth of work. But,
because not all of it qualifies, I’ll only get $600 of it back from the
government – but we won’t see the money until tax season.

I’ll admit – it’s a lot more money with a lot less of a tax benefit than I
was expecting, and that’s probably what’s giving some homeowners pause.

The price of solar panels took a huge drop this year.

Experts say one of the main reasons solar is cheaper is because of Spain.

The country is a big buyer of solar panels, or what are called PV modules, largely because Spain offers generous incentives for people who buy them.

Galen Barbose is with a federal research lab in Berkley, California. He says, because of the economic crisis, Spain had to slash those incentives.

“And so demand in Spain dropped fairly significantly. And so what we’ve seen over the past year is a glut in the global supply of PV modules. And that has led to a fairly significant drop of the wholesale price of PV modules.”

The cost of solar still isn’t on par with conventional energy, but Barbose says things are headed in that direction.

Green Crime: Stealing Solar Panels

Solar panels are expensive and they’re increasingly in demand throughout the
world, so it sands to reason solar panels have become an attractive target for
criminals.

Recently, 30 panels were stolen from one of the “greenest” buildings in Colorado.
Ninety solar panels valued at $135,000 were swiped off a waste water treatment
plant outside San Francisco.

Monique Hannis is a spokesperson for the Solar Energy Industries Association.
She says, over the last year, solar theft has become a greater concern.

“It’s really just emerged as an issue we need to be watching, really, in the last
year. And the reason is, as solar becomes more prevalent and people
understand the value of the solar panels, it’s just like any other target for theft.”

Currently the group doesn’t track the crimes, but since more panels are
disappearing Hannis says they’ll likely start.

This type of “green crime” is nothing new in developing countries. Lori Stone is
international program manager for Solar Energy International. It’s a Colorado-
based nonprofit that trains students world-wide for careers in the solar industry.
Stone says in some cases the solar panels are gone just days after they’re
installed.

“If somebody really wants to steal solar panels, it’s pretty hard to keep them from
doing it. You know, there’s some new things that are coming out now with ways
to lock them and stuff, but they’re costly and so a lot of these developing country
systems, solar home systems, are pretty easy to take.”

In Kenya, last September, thieves unsuccessfully tried to swipe solar panels on
the house belonging to President Obama’s 86 year-old step-grandmother.

As the solar industry becomes more established, security is gearing up. It’s
becoming part of installing a solar array.

The Solar Industry’s Hannis says manufactures are making things harder for
thieves by adding tracking numbers as part of a recycling program.

“This same system could be used to at least track the location of panels, the
rightful owner of panels going forward, similar to a VIN number of a car.”

Hannis says consumers should be wary of purchasing panels from online sites
such as eBay or Craigslist because they could be buying stolen panels.

To ward off thefts, some go so far as to post night watchmen. Other larger arrays
are equipped with cameras and fences. But there’re also more affordable
options.

Bryce Campbell is president of Bryce Fastener Company, an Arizona based
business that specializes in a unique type of security bolt that acts like a key. The
bolts cost about two dollars per panel.

“The solar industry is starting to say, ‘Hey, what do we do?’ Ha ha. Are we going
to up security systems up here, cameras? Not really effective in places where
most of these solar arrays are laid out.”

Campbell says solar companies began contacting him about a year and a half
ago. Now he gets orders daily.

For Campbell, it makes sense considering people are parking thousands of
dollars on roof-tops and in fields.

for electronics. To get the Water Sense
program’s endorsement, toilets must use less
water. But, people have been complaining
about the old style low-flow toilets since they
were first required in the mid-1990s. Lester
Graham reports on what’s changed since then:

program’s endorsement, toilets must use less
water. But, people have been complaining
about the old style low-flow toilets since they
were first required in the mid-1990s. Lester
Graham reports on what’s changed since then:

The problem with those old low-flow toilets is the companies didn’t really re-design them – they just made the tank smaller. Some of them just didn’t do the job.

Hugh Maquire has one in his home. He’s had a bad experience with his.

Maquire: “I had to flush my low-flow toilet six or seven times. What is that saving you?”

Graham: “ Doesn’t save you much water that way does it?”

Maquire Doesn’t save you much water at all. Plus it’s annoying. It’s embarrassing, ‘cause everybody’s hearing you flush the toilet six or seven times, wondering what the heck’s going on in there.”

So, we asked Matt Grocoff with Greenovation TV to set up a demonstration for us. Behind the Bgreen Retail Store in Ann Arbor, Michigan three different models of these new Water Sense low flow toilets are set up on five-gallon buckets so we can see what gets flushed… and what comes out.

Grocoff: “I always joke there were three things that set back the environmental movement: there was the original low-flow shower head, the original low-flush toilet and Jimmy Carter’s sweater. ‘Cause what that said to everybody was ‘You’re going to pay more for it; it was going to be less comfortable and you were going to have to sacrifice and it wasn’t going to perform as well.’ And with these new generations of redesigned toilets, you’re getting a higher quality product than even the existing one-point-six gallon or even a three gallon per flush toilet”

Graham: “Let’s see it.”

These toilets all have dual flush capabilities. A full flush is 1.28 gallons. A half flush – just 0.8. To prove how well they work, he’s just using the point-eight gallon flush. Matt’s got tennis balls, potatoes, and little rubber duckies.

Grocoff: “We got three duckies.” (flush sound)

Graham: “ Well, that seemed to work. No duckies. What’d you think of that, Hugh?”

Maquire: “I felt sorry for that ducky, but it was a great demonstration.”

And, again, that was the half-flush at 0.8 gallons, half of what the old low-flow standard was. Matt upped the ante.

Grocoff: “Two tennis balls and two potatoes. This is going to be the real challenge.” (flush sound)

Then more potatoes.

And more duckies.
(flush)

Now, Matt’s demonstration is hardly scientific, but of the three brands we tested – a Kohler, a Toto and a Coroma – it appeared to me the Coroma worked best, at flushing duckies and potatoes anyway.

Rudy Wilfong is a dealer for Coroma. The toilet is made in Australia. He says Australia has had one-gallon-per-flush restrictions for 30 years, so they’ve designed them to work.

Wilfong: “And they don’t plug. They flush better than the 1.6 gallon toilets with half the water.”

And compared to the old low-flow toilets, you can expect to save about 1,000 gallons, per person, per year. They do cost more, but the pay back compared to a regular low-flow is about 2 to 2.5 years. If you’ve got one of those three-gallon-per-flush models, or even an old 6 gallon model, your payback will be a lot faster.

Graham: “Alright, Matt, I’m going to give you one more chance to impress me. What have you got here?”

Grocoff: “Alright. So, here we’ve got a full t-shirt. (flush) Very nice.”

Maquire: “Hey, Matt. I had a black t-shirt. Do you see it anywhere?” (laugh)

Graham: “Well, this was pretty impressive. Where can I get some more information about this?”

Grocoff: “Of course, you can go to Greenovation-dot-TV and you can see a video and some photographs of some of these toilets.”

Company Trash, Classroom Treasures

Furniture stores and architectural
firms get a lot of samples – of fabric,
tiles, and carpet. Those samples can
pile up. Usually, they get thrown in
the trash. But, in some cities, they
are starting to make unused design
samples available to artists and art
teachers. Julie Grant has more:

Anita Gardner is rummaging through boxes of old tile samples. They’re still attached to those three-fold sample books you’d see at a design store. But she’s imagining what else the kids at her community center might make with them.

“You have to see it first, sometimes. Sometimes it doesn’t come. It comes later and then you go, ‘we can do this and we can do that.’”

Gardner is at a special event called ZeroLandfill. Furniture stores, architects and design centers can drop off unwanted materials, and people like Gardner can take whatever they want – for free.

“This has been a godsend to us, because we really don’t have a lot of money to spend on arts and crafts.”

Last year, she found a lot of unused fabric – so she taught the kids at her center to sew quilts.

“And a lot of children in our community have never even threaded a needle. Now they’re learning to use sewing machines. They’re learning to piece all types of fabric together. They’re learning patterns and designs. They have no idea, they’re actually learning math.”

And in inner city neighborhoods, where kids can go to bed cold in the winter, Gardner is especially pleased that she’s started a quilt-making trend. It also warms the hearts of the folks who organize ZeroLandfill.

David Fox helps to run these events in Cleveland.

“A lot of samples end up just being discontinued and then, where does this all go? And it ends up being thrown out a lot of time. Or – they just have so much stuff they just keep hoarding and hoarding and hoarding.”

About five years ago, some folks at architecture and design firms around Cleveland, as well as a carpet company, all started talking about what to do with their unwanted material. They were spending a lot of money to send it to the landfill. So they held a one-day drop-off for companies to recycle it.

Fox says they soon realized their trash might be treasure to artists and art teachers.

“It was a program that started as a one-day thing. Firms were able to come and drop stuff off. But it has turned into a yearly process and now it’s even gone to other cities.”

Fox says they’ve already saved more than 100 tons of material from going to the landfill.

Arts and crafts teacher Anita Gardner says it’s also provided innumerable lessons for kids and teenagers at her community center.

“They see now that anything can be art. Anything can be a craft. And it doesn’t have to cost a lot to be beautiful.”

ZeroLandfill has been training architecture and design firms how to organize these events regularly. They’re now held annually in cities around Ohio – and new ZeroLandfills are being held in Minneapolis, Louisville and Boston this year.

they’re turning to citizens who do

It’s the kind of cloudy, wet day that most people spend indoors. But the cold and wet doesn’t matter as much when you’re planning to spend your day at the bottom of a Puget Sound fjord.

About 75 miles from Seattle, these scuba divers are conducting volunteer surveys for REEF, an organization that monitors fish populations around the world. The data help researchers understand where fish live, and in what kind of numbers. It’s the kind of information governments need to understand how fishing and pollution are affecting waterways.

Back on the boat, surveyor Janna Nichols has just emerged from the 48-degree water. She pulls out her survey and goes down the list marking off what she’s just seen.

“Sunflower stars, definitely, many of those – saw a lot of those around. No sand dollars, no sea urchins. Ah! Ooh! Ah! Here’s an exciting one! I saw a giant nudibranch! A very small giant nudibranch. But those are very cool to see – a treat!”

Identifying fish can be tricky, because the same species can have different coloration depending on its age, gender, or even time of the year.

“Black-eyed gobies were everywhere. I would say under a hundred of them. And – they were mating! Because I don’t know if you noticed, they had black pelvic fins. And they kind of hover around and say “Hey, baby baby, look at me!”

As much fun as these “citizen scientists” have, professional scientists take the data these divers collect seriously. Last summer volunteer surveyor David Jennings went diving in Washington’s Olympic National Park Marine Sanctuary. He was excited to see the colorful tiger and china rockfish he’d heard were abundant at the park. But when he got there, he only saw a couple. So he looked at the past six years of REEF survey data to see how the rockfish populations had changed.

“One of the best sources was someone that wrote up a diving experience he had in 2002 where he saw dozens of tigers and many chinas. Whereas I in a week of diving saw two tigers and just three chinas. so it was a very big contrast to what people saw in the past.”

Jennings took the data to the Washington State Department of Fish and Wildlife. That’s the agency that decides fishing limits. Greg Bargmann is a department fisheries biologist who’s working on next year’s catch limits for rockfish. He says even though the REEF divers aren’t as highly-trained as the state biologists, the data they collect are more current and cover a wider area.

“The REEF survey shows a very dramatic decrease in abundance over the last five years. Our state surveys don’t show that, but we have a lot of imprecision in our surveys so we’re relying on the REEF surveys to look for changes in population.”

That’s because the state can’t afford to send its biologists out as often or to as many sites as the volunteers dive.

“We really appreciate the interest of our citizens to spend time going out there and using their own transportation costs and their own equipment to go out and collect data, and to listen to us and collect things that are not easy to do sometimes.”

You don’t have to dive to be a citizen scientist. In Ohio, citizens track everything from salamanders to spiders. In California, tighter budgets mean more poaching – and not enough game wardens. So states are training volunteers to do more work. And across the country, the Environmental Protection Agency relies on citizens to monitor water quality in lakes and streams.

Bargmann says while governments rely on citizen scientists more during budget crunches, he sees programs like these becoming increasingly important for keeping track of the health of the environment.

Industry does not pollute like it did in the 1960s or 70s. Today, regulators monitor most of those big factories.

Tom Lyon is the Director of the Erb Institute for Global Sustainable Enterprise at the University of Michigan.

“Big smokestack industries we have a fairly good eye on, but there are a lot of areas that we still don’t have a good handle on.”

Like small businesses which collectively can release a lot of toxins, and farms that use pesticides and fertilizers on millions acres.

Jennifer Sass is a Scientist with the Natural Resources Defense Council. She says, under the Bush Administration, pollution monitoring of big industry was cut back. Sass says that monitoring needs to be restored and expanded to smaller sources.

“If we quit our monitoring programs, then we don’t really know. It’s a lot like putting our head in the sand.”

But many state agencies say they don’t have the resources to keep track of all those sources of pollution.
