Russ Alger directs the Institute of Snow Research at Michigan Technological University. He’s come up with an aggregate that can absorb road salt. The aggregate is glued to the road surface with a tough epoxy. Alger says the aggregate can hold onto road salt for an entire season. That means when it gets cold, the salt will prevent ice from forming.


“And so in essence what we’ve done is we’ve lowered the freezing point of the pavement itself, and what that means is, twenty degrees pavement temperature now, ice won’t form at the surface of it.”


It also means road crews can use less salt, and make fewer trips to trouble spots. The new coating was installed on a bridge in Northern Wisconsin. Alger says accidents there have been reduced dramatically. It’s also being tried out on some runways at Chicago’s O’Hare airport.

in trouble. And it says habitat loss is to blame. The Great Lakes Radio
Consortium’s Rebecca Williams has more:


National Audubon Society researchers analyzed data on more than 650 bird
species. They found that since 1966, certain bird populations have been
declining in all habitats.


Birds that thrive in grasslands are especially at risk. The study found 70
percent of grassland bird species are declining significantly.


Greg Butcher is the study’s lead author. He says today’s farming practices
have reduced available bird habitat.


“In the 50’s, field sizes were small, there was a lot of variety of crops
being planted, there were a lot of hedgerows and field edges that were good
for bird populations. Most farming is done road to road now. And so, in the
1950’s, agricultural landscapes were very favorable for bird populations,
and today, they’re just not.”


Butcher says creating grass buffers around farm fields can help some
grassland species. But he says other species need larger areas of land to
succeed.

When you go to get new tires, or to have them rebalanced, the mechanic often
attaches lead weights to the wheel rims. The weights help ensure a smooth
ride and make sure tires wear evenly.


But two recent studies found some of these wheel weights fall off. The
researchers say that adds up to 275 tons of lead dropped onto roads in the
region every year. One of the studies found the soft metal gets ground up
and deposited near curbs.


Jeff Gearhart is with the Ecology Center. His group is concerned the lead
dust could be tracked into homes and washed into water supplies. So the
group is working with tire retailers to switch to non-lead wheel weights.


“Lead, in commerce, being used in a way where there’s exposure, is something
we should move away from. The European Union has banned the use of these
weights and we think that that is going to be needed in the U.S. as well.


Gearhart says the Ecology Center will help retailers cover the cost of
switching to non-lead weights.

When it comes to bicycles, many of us are weekend warriors. The thought of riding a bike to work is intimidating – especially given the chance it might break down. Now, some cycling advocates are helping ordinary people become amateur bike mechanics. The Great Lakes Radio Consortium’s Karen Kelly visited a community-run repair shop and has this report:

When it comes to bicycles, many of us are weekend warriors. The thought of riding a
bike to work is intimidating – especially given the chance it might break down. Now,
some cycling advocates are helping ordinary people become amateur bike mechanics.
The Great Lakes Radio Consortium’s Karen Kelly visited a community-run repair
shop and has this report:

It’s the perfect day to work on your bike.
Rainy and cold. But the forecast says warmer weather is ahead.


And that’s why people and bikes are packed into a so-called
bicycle cooperative based in Ottawa, Canada. It’s called Recycles.
And it’s a bike repair shop that’s open to everyone.


Its walls are lined with cookie tins filled with greasy bicycle
parts. Fenders and inner tubes hang from the ceiling.


For just a few bucks an hour, you can get a bike stand, access to
tools and advice from mechanics.


The shop is run by ten volunteers who keep it open two nights a
week and on Sundays.


Mark Rehder is the coop’s director. He’s a firm believer that anyone can fix a bike.


“If they’re a complete novice, we’ll start. We’ll sort of,
‘here.’ We’ll do it or show them and hand them the screwdriver or
the wrench and say ‘you keep doing that and when you get that part
off, let me know.’ And then so the head mechanic will move on to
someone else and the person, ‘okay, I’ve got the thingamajig off’
and we’re ‘okay, now you have to clean that out’ and just step by
step…guide them through the thing.”


The coop was started seven years ago by a group of dedicated
cyclists. Lloyd Deane is one of the coop’s founders. He says their
mission is simple – to get people out of their cars.


“There is an alternative out there and it’s quiet, it’s
healthy, it’s cheap, it’s uncomplicated and you can actually fix
it yourself and we’re a living testament that people with no
mechanical skills whatsoever can come in here and fix their own
transportation.”

Volunteer mechanic Rob Galdins focuses intently on the bicycle
wheel spinning in front of him. He works on one side of the bike
as a client tightens nuts on the other.


“We’re putting on some new brake pads and we’re just sort of
centering the brakes so that they hit the rim squarely…
And yeah, tighten that nut. There’s already a nut there. Okay….”


Nearby, volunteer Jennifer Niece is making the wheel true on her
own bike. She says this experience has changed the way she uses
her bicycle.


“I do a lot of touring and I wasn’t really able to do that by
myself until I started volunteering here because if I got a flat
tire or if my brakes busted or something out on the road, I
wouldn’t have been able to fix it. So it’s really valuable for me
to learn that.”


When the volunteers aren’t helping other people, they’re refurbishing
used bikes. They sell them to keep the operation going. But the
group also receives some outside support.


Most of their tools and parts are supplied by the Mountain
Equipment Co-op, a Canadian nonprofit that sells outdoor gear.
Mark Vancoy is the social and environmental coordinator at the
Ottawa store. He says they support Recycles because it fills a void in the
community.


“If you were to go to a bike shop, a lot of times … the
shop rate is, for most people, sort of out of range for them. So this
really empowers people to be able to one, afford to have a bike
and two, to keep them up in working order.”


The bicycle co-op is probably one of the smallest volunteer
organizations in Ottawa. It has a tiny budget, no rules, and virtually no
hierarchy. But the leader of this band of volunteers, Mark Rehder, is
convinced it’s an ideal way to change society.


“It’s great to go up on parliament hill and wave the signs,
‘down with Bush’ or whatever, but at a local level is where change
is most effective. It’s just little groups like us, doing little
things and connecting with the other little groups and maybe every
now and then sort of pulling out a pillar that was propping up
something society didn’t need anyways.”

Rehder says sometimes they’ll talk about politics. Mostly, they’re focused on
flat tires and broken chains. But many of them share the same dream –
they look forward to a day when cyclists will have the roads to themselves.

The experts say it would be a market-based solution. If you want to avoid heavy traffic,
you can pull your car into a voluntary toll lane and pay for the privilege of going faster.
Rob Atkinson is with Progressive Policy Institute, and is one of the experts who testified
before a congressional committee about the idea.


“You would expand those highways and add a couple lanes in each direction, but those
lanes would be tolled. So if you don’t want to pay the toll, you can just stay in the regular
lanes and actually you’d be a lot better off because there’d be people who would move from
those lanes – the free lanes – over to the tolled lanes. So it’s sort of one of those win-win
situations.”


Atkinson says gasoline taxes and other fees don’t pay the full cost of roads, so an alternative
such as voluntary toll lanes would help get closer to paying the actual cost of commuting.

That traditionally means spreading salt, but salt is damaging to the environment, so there is a growing movement toward using less corrosive and polluting means to make streets safe. The Great Lakes Radio Consortium’s Jonathan Ahl reports:

With winter officially arriving, many towns and cities in the Great Lakes Region are preparing to fight the snow and ice that can make roads slippery and dangerous. That traditionally means spreading salt. But salt is damaging to the environment. So there is a growing movement toward using less corrosive and polluting means to make streets safe. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Rock salt and calcium chloride have been the workhorses of snow removal for many years. Together, they help lower the freezing temperature of snow and slush, making it easier for the snow to be plowed away or worn down by cars before it turns into ice. But along with the good has come a great deal of bad. Besides keeping our streets clear, both chemicals can also pollute nearby waterways. They release chlorides and heavy metals into the environment and their corrosiveness can damage roadways, causing cracking and even potholes. So governments have been trying to find alternatives that can help remove the snow, and do less damage. Among those alternatives are snow and ice melters made of corn by-products. Ari Adler is a spokesperson for the Michigan Department of Transportation. He says the department is in the second year of testing those alternatives:


“In Michigan, what we’re doing is we’re actually applying this material by itself, preferably before a snowstorm hits. So it sort of puts like a Teflon coating on and what it does is not allow the snow and ice to bond with the pavement. So its certainly easier to clear away just from people driving over it or if we send a plow, it’s going to clear up quicker than if we had to send a team of plows out after we get snow pack out there.”


Adler says the tests so far have been very encouraging, and his agency plans to increase the use of such products in the future. Manufacturers of corn and soybean based de-icers say there is a growing trend to look to these more natural products. Craig Phelps is with Natural Solutions, a company that makes a product called Ice Ban. It’s made from parts of a cornstalk that are not used for food. The result is a liquid that melts ice and snow even at very low temperatures. Phelps says the product can be used alone, or in combination with salt. He says when used in combination, the product reduces the amount of salt required to keep roads clear:


“The way to decrease the effective use of chlorides is to somehow increase their performance or increase their range of activity. Using a liquid in combination with a granular, dry salt can help. Most highway departments have found they use less salt, so that does decrease the amount of accumulated chlorides in the environment.”


Phelps says the biggest obstacle in getting cities and states to use corn based de icers is the added cost. But he says in addition to the environmental benefits, corn based de-icers will reduce wear and tear on streets, bridges, and cars because it does not have the corrosive effect of salt. Phelps says if those costs are taken into consideration, the corn based products are actually cheaper than salt. But not everyone believes that is true. Dave McKinney is the Operations Director for the City of Peoria, Illinois’ Public Works Department. He says using salt is not a major cause for street repairs in midwestern cities:


“The problem we are having with streets isn’t so much the salt as it is the wear and tear of the freeze-thaw. So yes, there are these benefits, but I don’t think it can offset the cost. Certainly not in my budget.”


McKinney says he has tested the corn-based products, and is satisfied that they work well. But he says Peoria will only use them if the price comes down. And there may be evidence that will happen. The market for corn and soybean based de-icing products has increased by a thousand percent over the past seven years, largely because producers are finding cheaper ways to make the products. And as demand continues to increase, manufacturers say the price will keep dropping. For the Great Lakes Radio Consortium, I’m Jonathan Ahl.

Canada’s environment minister is recommending that road salt be classified as a toxic substance. The Great Lakes Radio Consortium’s Karen Kelly reports.


Approximately 5 million tons of road salt are used in Canada each winter.
And much of those salts eventually find their way into bodies of water.
The Canadian government recently completed a 5-year study of the environmental effects of road salts.


The scientists found water near some major highways contained as much salt as ocean water. And they concluded freshwater plants; fish and other organisms are being harmed. Canadian environment minister David Anderson has recommended road salt be added to Canada’s list of toxic substances.


But the government is not proposing a ban on salt. Officials are studying ways to reduce its use and improve snow removal techniques to minimize the amount of salt escaping into waterways. The public has 60 days to comment on the plan. For the Great Lakes Radio Consortium, I’m Karen Kelly.

Reducing Road Noise

Efforts to reduce road noise pollution are making progress in
Indiana. Last year, Purdue University opened the Institute for Safe,
Quiet, and Durable Highways. The Great Lakes Radio Consortium’s
David Naylor reports:

In the past, measuring road noise meant measuring the sound of a
car’s mechanical systems, primarily engine and muffler noise. Now,
with the development of more efficient engines, researchers have
identified the tires and road surface as the newest problem.


So, Purdue researchers are looking for the quietest combination of
tire treads and pavement. They say the most promising surface so far is
one developed in Europe: a thick layer of asphalt, with pits one and a
half to two inches deep.
It reduces road noise by about 50% and does well in the
freeze-and-thaw cycle. But the major problem is keeping oil and dirt
out of the deep pits.
Lab director Bob Bernhard hopes a double layer of pavement will
help.


“One which has the properties that they think are optimal for acoustics, and then put a second

layer below it, which has bigger spacing. In that way, they can flush the dirt and the things that

are plugging, out of the top layer, where the acoustics are affected, in the bottom layer, and

then flush it out.”


Research on the porous pavement continues in Europe and the U.S.
There are no plans yet for commercial production.
