Study: Canadian Gas Emissions Rise

Canada is a signatory of the Kyoto Protocol – an international agreement aimed at curbing heat trapping gas emissions. Now, a new study shows that these gas emissions have risen sharply in Canada over the past ten years. The release of the study comes just days after the prime minister criticized Washington for its climate change policies. The Great Lakes Radio Consortium’s Dan Karpenchuk reports:

that these gas emissions have risen sharply in Canada over the past ten
years. The release of the study comes just days after the Prime Minister
criticized Washington for its climate change policies. The Great Lakes
Radio Consortium’s Dan Karpenchuk reports:


The study was prepared by the Environment, Health and Statistics
departments of the Canadian government. It shows as of a couple of
years ago emissions of greenhouse gases were 32 percent above the
targets laid out in the Kyoto Protocol.


Alberta and Ontario had the worst emissions of all the provinces.


The study found that the most of the greenhouse gas emissions came
from energy production and consumption. Vehicular traffic accounted
for about twenty percent, an increase reflected in the shift from
automobiles to vans, SUV’s and trucks. Those heavier vehicles emit
about 40 percent more greenhouse gasses on average.


Climate change has become a touchy issue between Ottawa and
Washington. Recently, Prime minister Paul Martin said the White House
had failed to yield to a global conscience in its refusal to sign the Kyoto
Protocol. Washington warned him to tone down his anti-US rhetoric,
describing it as cheap electioneering.

In our next report in the series Ten Threats to the Great Lakes we hear about native
species that are in trouble. Our guide in the series is Lester Graham. He says some fish
and organisms are disappearing.


Pollution and invasive species are killing off or crowding out native plants and animals,
but for some species, it’s not just one problem, but many problems that are hurting them.
Few species illustrate the dangers of the multiple threats to the Great Lakes as the American
eel. Only fifty years ago, the snake-like fish accounted for half of the biomass in Lake
Ontario. Today, it has all but disappeared. David Sommerstein has that story:


Before you say, who cares about a slimy critter like an eel, eels are amazing. They spawn
in the Sargasso Sea, the Bermuda Triangle, but no one’s ever caught them in the act.


After they’re born, they’re like tiny glassy leaves. They float thousands of miles north
and west on ocean currents. Then, they wiggle up the St. Lawrence River and into the
Great Lakes. They live up to 20 years in fresh water before they start the long journey to
the Sargasso to spawn.


The problem is their offspring are not coming back. People are worried about the eel, and
those who relied on it for a living feel like they’re disappearing too.

Just ask fisherman John Rorabeck. He grew up here by the lighthouse on Point Traverse,
a peninsula that juts out into northeastern Lake Ontario.


Rorabeck’s been fishing these waters for more than 30 years. Eels were his prime catch.
He points past the lighthouse.


“I remember when I started fishing there were nights on that south shore, the most fish
that would be eels at certain times and there was literally tons of them on that south
shore. Now, you could go back there and you’ll find nothing.”


Rorabeck stopped fishing eels several years ago because it just wasn’t worth it. Now he
dedicates his fishing time to science. He catches specimens for leading eel expert John
Casselman, who examines them in his lab.


“It is truly a crisis. A crisis of concern.”


Casselman’s a scientist at Queens University in Kingston, Ontario. In 1980, at a point on
the St. Lawrence River in mid-summer, he counted more than 25,000 eels a day. Now
there are as few as 20 a day.


Casselman ticks off a list of causes. It sounds like a who’s who of environmental threats
to the Great Lakes – over fishing, dammed up rivers, erosion, pollution, invasive species,
climate change. If scientists could sift out how all the factors relate, they could take a big
step in better understanding the Great Lakes delicate ecosystem.


The problem is, Casselman says, there’s no time to wait. In 2003, eel experts from 18
countries made an unusual statement. In what they called the Quebec Declaration of
Concern, they urged more action, not more science.


“I’m a research scientist, and of course I love data. At this point, you don’t want me.
Don’t ask me to explain what’s going on here because by the time I get it figured out, it
may be too late.”


People are starting to do something about it, Casselman says. Several U.S. agencies are
considering giving the eel “rare and endangered” status. More money is going toward
research for fish ladders over dams.


Marc Gaden is spokesman for the Great Lakes Fishery Commission.


“We’re committing ourselves, our resources to working to make the recovery of the
species a reality.”


The province of Ontario has closed the eel fishery in its waters for the foreseeable future.

Fisherman John Rorabeck supports that plan. He stares out across the waters he’s
trawled for decades. He says he’s behind anything to bring the eel back for future
generations.


“And hopefully we can, but I don’t expect to see it in my time. When I…[crying]…when I
think of all the times that we’ve had out in the lake and my forefathers and see what’s
happening here, it breaks you down.”


Rorabeck says when he thinks of the eel nearing extinction, he feels like he and his way
of life are becoming extinct too.

Most people think the days of industry polluting rivers and lakes are past, but that’s
just not the case. There’s a lot less pollution spewing out of factory pipes, but there
are still some real problem areas. Rick Pluta reports on how one of those areas is not
in the U.S., it’s in Canada, but the pollution ends up in the Great Lakes:


North of Detroit, just across the border from Michigan is Canada’s Chemical Valley. It’s a
complex of dozens of petro-chemical factories that employ thousands of people near Sarnia,
Ontario. Chemical Valley is the center of the economy here, but it also has a major
environmental effect on the Great Lakes.


That’s because Chemical Valley sits on the Saint Clair River, one of the rivers that connects
Lake Huron to Lake Erie. What happens on the Saint Clair River affects thousands of people who
downstream from the plants. Chemical spills from Sarnia have polluted the shorelines of both
countries.


Jim Brophy is the director of a health clinic for people who work in the sprawling complex of
factories on the Canadian side of the Saint Clair River. Brophy says he’s seen people suffering
and lives shortened by cancer, respiratory failure, and neurological disorders.


“It’s an unbelievable tragedy because these diseases are all completely preventable, but arose
both because of government and industry negligence over the course of 30 or 40 years, or even
longer.”


Brophy says many of those health problems are also being exported downstream to other
communities.


The Aamjiwnaang tribe makes its home right next to the Chemical Valley complex. A recent
study of Aamjiwnaang birth records found that, in the last decade, instead of births being about
half girls and half boys, only one-third of the babies born on the reservation were boys. Shifts in
reproduction patterns often serve as a signal of an environmental imbalance.


Jim Brophy says that suggests the impact of Sarnia’s chemical industry on the environment and
people deserves more attention.


“We cannot put a particular exposure from a particular place and link that at this point, but what
we are putting together are pieces of a puzzle, and I think that’s becoming a major concern not
just for our community and not just for the American community on the other side of the river,
but I think for people all along the Great Lakes.”


Environmental regulators agree. The province of Ontario recently ordered 11 facilities to clean up
their operations so there are fewer spills and emissions. Although the provincial government has
little power to enforce those orders, officials say it’s a step in the right direction.


Dennis Schornack is the U.S. chair of the International Joint Commission. The IJC looks to
resolve disputes and solve problems in the Great Lakes international waters. He says that, since
World War II, Chemical Valley has changed the character of the Saint Clair River.


“We really have to watch this for drinking water – that’s the main thing. Canada does not draw its
drinking water from the river and the U.S. does.”


So communities on the U.S. side have to deal with chemical spills and other pollution in their
drinking water, but they have no control over the polluters on the other side of the border.


Peter Cobb is a plant manager who sits on the board of the Sarnia-Lambton Environmental
Association. That’s a consortium of Sarnia petro-chemical operations. He says the problem is
spills into the Saint Clair River peaked in the 1980s, when there were roughly 100 spills a year.
He says now that’s down to five to 10 spills a year.


“We have made significant progress. Having said that, our target remains zero spills per year,
and industry is well aware that our current performance does not meet our own target as well as
the expectations of the public.”


Cobb also acknowledges there have been some major setbacks in the last couple of years. Some
big spills have forced downstream communities to once again stop taking their drinking water
from the Saint Clair River. Cobb says Chemical Valley will try to do better.

Trash Proposal Worries Canadians

Every day, hundreds of trucks loaded with trash from Ontario
stream across the U.S. border. The possibility of Congress passing a
bill that would allow states to close their borders to out-of-state trash
has some Canadian officials worried. It would mean Ontario would
have to find a new place to put the 3.5 million tons of garbage it sends
to the state of Michigan each year. The Great Lakes Radio Consortium’s
Dan Karpenchuk has more:

Garbage is a politically charged issue in Ontario. And so far most politicians, appear to have
ignored it. If the border closes, Toronto can store garbage for only two days.


The Toronto region has started the process of finding an alternative landfill, or another
technology to deal with the problem… but getting a new plan in place could take years.


Anne Mitchell is with the Canadian Institute for Environmental Law and Policy. She says the
provincial government and residents must make the issue a priority.


“And it’s going to take a lot of increasing awareness so that people in fact are managing their own
garbage better. Because I know right now we’re not.”


The province could allow, or even force, other large Ontario landfills to take Toronto’s garbage,
But that would almost certainly lead to fierce local opposition.

Among the Ten Threats to the Great Lakes is the loss of thousands of square miles of wetlands along the lakes. From Superior to Ontario and on up the St. Lawrence Seaway, we’ve lost some of the most important wildlife habitat along the edges of the lakes. Researchers from the Cleveland area park district have been driving hours to get here to this bit of swamp nearly every day since last spring. Biologist Rick Spence and his partner wade through two feet of boot-sucking mud. They’re looking for turtles. Blanding’s turtles, to be exact. With a distinctive bright yellow chin and throat, it’s designated as a ‘species of special concern’ in Ohio…


“The Blanding’s originally were found in this area in the southern portion of Lake Erie, along this basin area. And so there’s a lot of the Blanding’s in here. It doesn’t get any better than this. We have nothing like this really around the Cleveland area that I know of.”


This area is the 150 year-old Winous Point Marsh Conservancy and Duck Hunting Club. It’s the largest privately owned coastal wetland in Ohio. It’s a thin strip of marsh that runs eight and a half miles along the shore.


Roy Kroll has been Executive Director of the Duck Hunting Club for more than twenty years. He keeps busy balancing the needs of researchers, biology classes, and reporters.


Kroll takes me onto the marsh in a wooden boat. He uses an old-fashioned pole to push us through water that’s only a couple of inches deep. It’s slow and quiet. He stops and uses the pole to slap the water for a call and response with migratory birds. (slap) He can hear who’s hiding in the cattails, arrowhead, and other emergent wetland plants…

“Well, looks like the teal have left and the rail are here.”


Kroll says the 4,500 acre marsh harbors over 100,000 waterfowl, mostly ducks, during November’s peak migration. There aren’t many places like this left on the Lake Erie coastline. More than 90 percent of the region’s wetlands have been drained. Most of that was done in the mid-1800s.


The area was once known as the Great Black Swamp. It stretched from Lake Erie all the way to Indiana. Much of it was under a dense canopy of hardwood trees. Kroll says it was a great system to filter river waters entering the lake. But European settlers and land speculators cut down most of the trees, dug ditches and straightened stream channels to move water quickly off the land. They built roads and transformed the swamp into rich, productive farm fields.


“You have to put yourself in the time period. Rightfully so, that was considered progress. And now we have to look back and say, well, yeah, it was progress and now it looks like it’s not progress. And if we’re not going to eliminate all these wetlands, we’re going to have to take some proactive measures to do it.”


Even at Winous Point, some of the wetlands are in poor condition. Standing on a man-made dike we look one way and see all kinds of plants: cattails, duckweed, and lily pads. But look to the side that’s not protected by the dike, and there’s no vegetation. Hand-drawn maps from the 1800s show a diversity of plants here, but now it looks like an open bay…


“What we’re looking at now is an open water wetland. And again, with no plants, we don’t have the structure for fish, invertebrates, and even plankton and algae to colonize on plant stems. It’s nowhere near as productive.”


Kroll says it’s not nearly as productive as the protected area. He says high lake levels, invasive carp, and pollution running off the land and into the rivers that drain into the lake have all made it tough for marsh vegetation to survive. Without plants, Kroll says the wetland can’t clean water running off the land…into the lake. He says it’s unrealistic to expect a short band of remnant wetlands to do the job of a hundreds of square miles of swamp forest.


“The key is to start at the upstream far upstream head of the watershed and begin restoring wetlands from there down to here.”


There are some efforts to re-store small parts of the Great Black Swamp. But Kroll says it’s also important to protect the little bit of the original coastal wetlands that are still left.

Hurricane Katrina may be able to do what years of squabbling, negotiations, and trade panel rulings have failed to do: lift the duties on imports of Canadian softwood lumber to the U.S. The Great Lakes Radio Consortium’s Dan Karpenchuk explains:


There are concerns in the U.S. that the huge job of rebuilding New Orleans in the wake of the hurricane could lead to spikes in the cost of construction materials.


The U.S. Treasury Department says it will monitor the situation, and if it’s in the best public interest, then it could drop the tariffs on Canadian lumber. Jamie Lim is with the Ontario Forest Industries Association. Lim says it would be the best move for all.


“Katrina was a natural disaster, but the illegal tariffs that have been put on lumber over the last twenty years is a man-made disaster, and it’s U.S. consumers who’ve been paying the price.”


Canada provides up to a third of the softwood lumber used in construction in the U.S., but for the past four years, Canadian producers have been paying more than twenty-five percent in tariffs and punitive duties.


That’s estimated to have increased the average cost of a house by about a thousand dollars.

The Emerald Ash Borer is being found in new places. The Great Lakes Radio Consortium’s Jeff Bossert reports officials are emphasizing a different way to stop the small metallic-green bug:


The emerald ash borer is killing ash trees throughout much of Michigan, and it’s spreading. It’s been discovered in parts of Ohio, Indiana, and Ontario.


Michigan State University entomologist David Smitley suggests homeowners work to stop the spread of the insect by treating the ash tree while they’re still healthy.


“That’s really critical. You need to start with a healthy tree, and that’s why we’re trying to get the word out.”


Smitley says homeowners in Michigan should consider applying insecticides
this fall and every subsequent spring, but University of Illinois
entomologist James Appleby says that’s not enough. That’s because too many don’t know about the emerald ash borer, and will fall back on spraying when it’s too late.


“I hate to get that kind of publicity out. I think the main thing
here is that we just be aware that we not bring any firewood from Michigan
into Illinois or Indiana or any other state.”


Appleby says a recent survey in Michigan revealed fifty percent of those
questioned had never heard of the emerald ash borer.

They look like birdwatchers. They stand with binoculars and notebooks and write down names. Or they travel to good spots for up-close viewing. But it’s not birds they’re looking for. They’re looking for ships. And they’re passionate about the huge boats that pass through the Great Lakes. The Great Lakes Radio Consortium’s Melissa Ingells has a look at the pastime of
ship-watching:

They look like birdwatchers. They stand with binoculars and notebooks and write down names. Or they travel to good spots for up-close viewing. But it’s not birds they’re looking for. They’re looking for ships. And they’re passionate about the huge boats that pass through the Great Lakes. The Great Lakes Radio Consortium’s Melissa Ingells has a look at the pastime of ship-watching:

If you’ve ever been to the shores of the Great Lakes, or to the canals connecting some of the lakes, you’ve probably seen ship watchers. They’re the people with binoculars, trying to spot the name on a freighter’s hull.


It could be the romance of the sea, or a fascination with the storms or shipwrecks; something grabs people about it. Maybe it’s just because some Great Lakes ships are so huge. These kids on the St. Mary’s river near Sault Ste. Marie are trying to get the captain of a Great Lakes freighter to blow his whistle for them.


(Sound of horn, cheering)


Now, that’s big.


Sault Ste Marie isn’t the only seaway people visit to see the ships up close. At the other end of the lakes, in Thorald, Ontario, Ross McGimpsey watches the freighters. He’s come all the way from Northern Ireland to Lock Seven of the Welland Canal. He’s interested in the locks’ engineering, and in the size of the ships.


“I just came to see how they went up and down the locks, and to see how big it is and what it was like. You don’t really see this stuff when you go to Scotland, there sort of really small, just taking up, like little speedboats, but over here it’s full-sized ships, so it’s really different.”


McGimpsey’s one of the many people who travel for good ship-watching. Around the lakes, a cottage tourism industry has sprung up to serve the watchers. Terry Dow sees a lot of the tourists that come to the Welland Canal. She works at the locks viewing area in Thorald. Dow loves to talk to visitors about the ships.


“I love the ships. My office window is just, looks out here at lock 7, and you know, you can be typing away and there’s nothing in the lock and within ten minutes you have this huge ship in front of your window and I really enjoy them. My favorite is the John B. Aird from Algoma, she’s a great ship and I love watching her come through the locks, she’s also one of the largest ships that can come through, the biggest can come through is 740 feet, and I just like watching her come through. I love it here.”


Dow is a lucky ship-watcher; she works close to her hobby. She says some folks have actually moved to the area just to watch the ships. They call themselves the “boat nerds.”


“We have a lot of people here that live in Thorald that have retired from other areas, Toronto for instance, and they come because they love the ships so much, they buy a house along the canal and they are proud to be the “boat nerds” and they volunteer for me every day here in Thorald at the locks viewing complex.”


So, where do people like Dow and the boat nerds get their passion for the ships? Part of it is that people are just plain fascinated by the size of the vessels.


Lou Ann Kozma thinks many people first get interested in ship-watching because they hear some of the popular songs and stories about Great Lakes ships. Kozma organizes festivals in mid-Michigan that celebrate Great Lakes lore.


She brings in people who sing songs of life on the Lakes, tell stories of shipwrecks, and even make wooden models of the big boats people like to watch. Kozma says once a good ship story gets a person’s interest, they usually want to know the real facts behind the tales.


“In general, things like popular culture does romanticize it quite a bit like the Edmund Fitzgerald song, and perhaps shipwrecks, in particular hold that mystique, because ,there’s such a dramatic story, usually, behind each one, and then there’s the lure of just finding out about what happened, and people can discover that in so many different ways.”


Kozma says people find that ship-watching is another way to feel the adventure and romance of the lakes. Back at the Welland Canal, Terry Dow says even though she sees the ships every day, she and people like her never get tired of watching them.


“There’s a lot of people who love these ships. They love the magnitude of them. I’ve named them the “Quiet Giants of the Waterway,” because you can’t even hear them coming into the lock, and they’re so big that you just can’t believe that something of that magnitude you can hardly hear coming into the locks. So, there’s a lot of people, yes, who truly enjoy these ships.”


It seems like the romance of the Lakes and the marvel of engineering are what draw “boat nerds” to the water. And the number of ship watchers might be growing. Earlier in the day, Terry Dow spent time with a whole busload of folks who scheduled their stop just in time to see one of her Quiet Giants glide by right in front of them.

No Commercial Dives Allowed on Fitzgerald

Twenty-nine men were lost in hurricane-force winds November 10th, 1975 in Lake Superior. For years,

families of the crew have asked that the ship be left alone. None of the bodies were recovered and

are believed to be in or around the ship.


Ministry Spokesman Guy LePage doubts they’ll grant any more permits for expeditions to anyone.


“Given that the tragedy didn’t happen all that long ago and there are living next of kin, we’ve not

supported diving on the wreck.”


Even though this is the 30th anniversary of the loss of the Edmund Fitzgerald, LePage says no one

has applied for an expedition permit.

The study found that more than half of Ontario’s air
pollution originates in the U.S. The study’s authors say air
pollution flows across the border in both directions, but the
predominant flow is from the U.S. into Canada.


Arthur
Chamberlain is spokesperson for the Ontario Environment
Ministry. He says southern Ontario feels the greatest impact.


“There’s a fairly wide regional impact. Obviously, it’s a
greater issue particularly in the Windsor area because it’s
closer to Detroit. In Toronto, being a larger city, probably
only about half of the pollution that we would have on a bad

Ontario Premier Dalton McGuinty recently hosted a conference
in Toronto promoting transnational efforts to improve Great
Lakes air quality.


McGuinty says the province is currently
taking aggressive steps to combat air pollution, but stresses
action on the U.S. side is vital as well.
