The Dioxin Debate

A group of one-hundred organizations is calling on the government to
release a twenty-year-old report on a toxic group of chemicals called
dioxins. Kyle Norris reports:

release a twenty-year-old report on a toxic group of chemicals called
dioxins. Kyle Norris reports:

Dioxins are everywhere – they’re created through manufacturing, burning
garbage, even burning gasoline.

The US Environmental Protection Agency did this big assessment of
dioxins, 20 years ago. But the report’s release has been stalled all that time
by industry lobbyists.

Michael Schade is with the Center for Health, Environment, and Justice. He
says not releasing this report is a health-risk to all of us.

“Every time you go to the grocery store and you buy milk or cheese or you eat beef or
pork or fish, you’re being exposed to this chemical in the food that you eat. And until the
EPA releases this report we’ll continue to be exposed to potentially dangerous levels of
this chemical which has been linked to cancer and endometriosis and other serious health
problems.”

The one-hundred groups have sent a letter to President Obama saying the
government has a responsibility to tell us exactly how dangerous dioxins are.

The Peanut Butter Panic

We know the products include cookies, crackers, snack bars, cakes, candies,
ice cream—even pet foods are affected. And there’s a chance that
potentially-contaminated food is still sitting on store shelves. And maybe in
your pantry.

Matthew Boulton is an associate professor of epidemiology. He’s at the
University of Michigan School of Public Health. He says the testing of the
Georgia facility that made these peanut-butter products shows there are
flaws in the food safety system.

“I think one of the big problems is this divide we have between the folks who do the
regulation and the folks responsible for human health. Sometimes you don’t have good
communication between those two groups and it’s really critical if you’re going to get a
handle on insuring a safe food supply.”

Boulton says this peanut-butter scare could go on for a few weeks. Or a few
months.

Tony Hanson has been hunting wild game all of his life. And over the years, he’s
grown pretty attached to what he considers the most cost effective, most efficient
bullet around – a lead bullet.

“It matters a lot to a hunter. You are counting on the range of that bullet. You know
what the bullet can do and you know what the gun will do. You’re out there to take
an animals life, and that’s not something we take lightly.”

The typical bullet used by most hunters is made up of about 65% lead. The bullet is
capped off with a copper jacket. These bullets are designed to handle high speeds and
to kill an animal quickly without breaking apart and sending tiny lead fragments
throughout the meat. Hanson works with the country’s largest conservation group –
Michigan United Conservation Clubs. He says he’s not concerned about possible
lead poisoning.

“Generally speaking, if you make the shot you are supposed to make you’re not
getting any edible meat. It’s not something that really weighs into my thought too
much. ”

Like Hansen, most hunters don’t give lead bullets a second thought. So why worry?

Well, early last spring, food pantries across North Dakota and Minnesota were
advised not to give out donated ground venison. That’s after lab tests revealed tiny
lead fragments in some of the meat.

It generated enough interest that North Dakota launched a study involving some 700
people. The Centers for Disease Control and Prevention worked with North
Dakota’s Health Department. They found that people who ate a lot of wild game
tended to have higher lead levels in their blood than those who ate very little or no
wild game.

The results validated similar research involving California Condors. The Condors
almost went extinct in large part because of lead poisoning. You see, the birds would
feed on gut piles and carcasses left by hunters, and, if those hunters used lead bullets,
the condors would get sick.

That old problem still exists. Lead poisoning remains the number one obstacle
standing in the way of restoring the California Condors.

Rick Watson is the vice president of the Peregrine Fund in Boise, Idaho. He says
they’ve tracked the birds through satellites to see what they feed on. They’ve also
shot deer in the same way a hunter would, using typical lead bullets. The animals
were then x-rayed.

“And we were astounded by the results. Typically out of the 30 or so deer all of them
had fragmented lead bullets in them. And we were also amazed about the actual
extent the lead fragments are sprayed throughout the meat.”

Watson says about 5% of a bullet does break apart and some of it gets into the meat.
He’s now working on another study to see the impact of lead bullets on people.
That’s involved shooting more deer, sending the meat to random processors, and
then running that meat through an x-ray machine. The findings, he says support
what North Dakota discovered late last fall.

“And again what we found that 30% of the packages of meat that came back had at
least one fragment of lead in them.”

Not enough to make a person sick, but enough to raise a red flag. Watson says the
solution is simple. Hunters need to use non-toxic lead bullets. But most hunters
aren’t convinced. So-called green bullets are about twice the cost of lead bullets and
hunters don’t believe they are as efficient.

Hunters say they want independent research done before anybody starts making the
switch to non toxic bullets.

In early 2004 the FDA suggested pregnant women or women planning to become
pregnant should avoid fish with higher levels of mercury such as swordfish or shark.
And limit all other fish to a couple of meals a week.

Now, a proposed FDA recommendation indicates fish is too healthful to worry about
the mercury, and suggests instead of avoiding fish altogether, pregnant women
should eat more.

Sonya Lunder is with the advocacy organization, The Environmental Working Group.
She says the recommendation won’t hold up to scrutiny.

“And all the flaws in it will come to light. My concern is that the headlines that come
out that there’s a debate about the toxicity of fish or what pregnant women should
eat cause a lot of confusion.”

The FDA’s proposal comes after years of lobbying by the seafood industry.

parents worry about traffic, abduction,
or gangs so much, they stuff their kids
in the car instead. Shawn Allee met some
groups who want parents to overcome that
fear and let kids burn more calories:

“I’m going to walk you through what Safe Routes To School is and we’ll talk about
how it works in a place like Chicago.”

This is Melody Geraci.

She’s with the Active Transportation Alliance, a Chicago group that promotes walking and
biking.

For Geraci, there’s plain-jane walking to school where you toss your kid a lunch bucket and
wave goodbye – and there’s organized walking.

In some parts of Chicago and other big cities – parents don’t trust the plain-jane kind.

“When we ask parents, why does your child not walk or bike to school, a lot of
parents will say ‘distance’ – it’s too far. That’s not the case in Chicago. Most kids
live close enough to their neighborhood school to get there by foot, right? But then
they say traffic. People are driving crazy. The streets are hard to cross, not enough
crossing guards, all that stuff.”

Geraci says organized school walking is a remedy: put kids together, and put adults in the
mix.

“There’s this phenomenon called safety in numbers. So if you have fifteen people at
an intersection at a light, they’re much easier to see than just one person trying to
navigate it all by themselves and nobody’s seen what happened.”

Geraci says this safety in numbers idea goes a long way in fighting traffic problems.

It can also work on fear over gangs or abduction.

“When fewer people are outside, walking places, biking places, just being out in
their environment, what happens? Things happen. Crime. There are fewer people
watching.”

Geraci’s message resonates with Carmen Scott-Boria.

Scott-Boria recommends walking to school as a solution to childhood obesity.

But she hesitated at first, because of her experience as a kid.

“The same time that I walked to school, that was also a prime gang-recruiting time
after school, so I definitely was intrigued by the gangs and got involved with gangs
because I walked to school.”

Scott-Boria says she’s not trying to scare parents – she just wants them to know what
they’re up against – and how organized they need to be.

To get an idea of what organized school walking can look like, I head to one of Chicago’s
elementary schools.

Victoria Arredondo and Remedios Salinas are near the school’s back entrance.

They run a walking school bus.

Every day, Arredondo and Salinas walk kids on a fixed route between school and home.

It’s like a bus, with no wheels – and no air pollution.

Arredondo says she gets plenty out of it.

“When I’m walking, I feel famous. People greet me, the neighbors, the businesses,
because they see us with the children and they greet us.”

Arredondo appreciates the recognition – because, every once in a while, it’s clear how
important her volunteer work is.

“We have a problem with gangs. A young lady got caught in the crossfire last year.
Since then the violence has settled down. It’s sad because after the loss, people want
to help.”

Her partner Salinas says that doesn’t last long.

“Sometimes people sign up but they don’t continue after a month, they stop doing
it.”

Salinas and Arredondo say their walking school bus makes everyone feel safer and fewer
cars clog up the street near school.

That translates into cleaner air and more exercise for kids.

That’s a community asset they’re glad to protect – they wish more parents would get on
board.

New Pcb Chemical Found in the Air

Keri Hornbuckle says not much is known about PCB-11.

That’s because no one really expected to stumble on it.

“This finding is important, and I think it’s alarming. We should find out what the
health effects are for this chemical.”

Hornbuckle is a University of Iowa professor.

She looked at air samples from all over Chicago, and found the chemical in about 90% of
the samples.

She says the source is a mystery, though it might come from paints breaking down.

“Now, it could be that in all those places where we would expect to see the other
PCBs, we’d also see this one. But it’s a surprise, because no one thought it would be
produced.”

Hornbuckle says she found PCB-11 using a new, detailed way of analyzing air samples.

Other PCBs have been linked to cancer and neurological problems.

the controversy centers on a chemical that’s found
in some drinking water supplies:

Perchlorate is a chemical in rocket fuel. It’s been linked to thyroid problems in
pregnant women and babies. It’s been found in milk, and lettuce and water
supplies from coast to coast.

But the Environmental Protection Agency has not set a safety standard for the
chemical in drinking water. Recently, a draft document obtained by the press
stated that EPA does not intend to set that standard.

The Washington Post reported that White House officials edited the EPA
document. And took out references to some studies that linked perchlorate to
thyroid problems.

Senator Barbara Boxer is a Democrat from California. She says she’s troubled
by this news.

“To me it’s just an immoral decision that EPA has made not to set forth a
standard for perchlorate. Perchlorate interferes with production of hormones
that are needed for development of the brain and the nervous system. This is
really a dangerous, dangerous chemical.”

Boxer endorsed a bill that would force EPA to set a standard.

The EPA says, ‘whoa, hang on a minute, this is just a draft.’

In a statement sent to The Environment Report, EPA assistant administrator
Benjamin Grumbles says quote.

“We know perchlorate in drinking water presents some degree of risk and
we’re committed to working with states and scientists to ensure public health is
protected.”

Grumbles says the agency will release its draft decision soon. That version will
be open to public comment.

But some critics say politics is shaping this entire decision.

Perchlorate has been used for decades by the defense industry. The chemical’s
used for making and firing rockets and missiles.

John Stephenson is with the Government Accountability Office. It’s the federal
agency that acts as a watchdog.

“Setting a standard is important because, in the Department of Defense’s case,
they don’t clean up anything for which there is no standard.”

Stephenson says his watchdog agency is bothered by some recent changes at
the EPA. This spring, the EPA changed its chemical review process. It’s used
to decide how dangerous a given chemical might be.

Stephenson says now, the Department of Defense and the White House can
keep their comments private.

“And EPA can receive comments behind closed doors in what amounts to a
black box. So let’s say the Department of Defense offers up some new
research on perchlorate that they think is compelling reason why the standards
should be set or shouldn’t be set at a certain level but nobody else in the
scientific community can see what this is until the end of the process.”

Stephenson says he’s lost confidence in the EPA to change this.

The GAO is urging Congress to step in and bring more light to the process
that’s supposed to keep the public safe.

Tim Bent is the Environmental Affairs Director at Firestone Tires. He says you ought to
check your tire pressure.

“Many people don’t maintain their tires well enough. They don’t check their tire
pressure frequently enough. And that does result, not only in lower gas mileage, but
premature tire wear which could be a safety issue as well.”

Bent says you should check tire pressure once a month. How much of a difference can
it make?

“A couple p.s.i could result in a few percentage points in fuel mileage.”

And at today’s prices, that can add up at the pump.

this little problem of global warming. The coal power

industry is a major offender because burning coal

gives off carbon dioxide, the main greenhouse gas.

It’s enough to make you think – should we burn coal at all?

Shawn Allee reports some scientists hope to prove

we can put coal emissions out of sight, out of mind:

One of the cheapest, easiest ways to make electricity in America is to burn coal. But there’s this little problem of global warming. The coal power industry is a major offender… because burning coal gives off carbon dioxide – the main greenhouse gas. It’s enough to make you think – should we burn coal at all? Shawn Allee reports some scientists hope to prove we can put coal emissions out of sight, out of mind:


A big part of our global warming problem starts right in coal country. Recently, I recorded this coal train leaving a coal mine, destined for some power plants.

It was a long train … and across the country, hundreds like it run constantly. The coal power industry generates half our electricity. And that’s responsible for nearly forty percent of the carbon dioxide, or CO2, we chuck into the atmosphere.


Well, wouldn’t it be great if we could reverse some of this? So, when we pull coal out of the Earth and then burn it … we could just send some of the carbon dioxide gas underground?


That’s getting tested by scientists.


I found one.


ALLEE: “What’s your name, sir?”


FINLEY: “Robert Finley. I’m the director for the center for energy and earth resources at Illinois State Geologic Survey.”


Finley wants to take carbon dioxide and bury it deep under the town of Decatur, Illinois.


He says the rock has to be just right.


One layer needs to absorb the carbon dioxide, while other rock has to keep it put.


“In order for the CO2 to remain in the subsurface, to not leak back in the atmosphere, we have to have an excellent seal.”


Finley calls this geological carbon sequestration, and he says it’s worked … in small tests. His experiment and six others across the country are much larger. Finley says the technology is promising, but needs testing.


“Decatur involves two years of characterizing the site and drilling wells before we even inject CO2. Three years of CO2 injection, then two more years of study of the site. So, that in total is a seven year effort.”


Again, he’s gotta make sure the carbon dioxide stays underground … and that it won’t hurt water or other underground resources. But while Finley experiments, coal plants continue to dump CO2 into the atmosphere. That’s got some environmental groups a little impatient.


“The best way to avoid emissions from burning coal is to not burn it in the first place.”


This is Ron Burke, the Midwest Director for The Union of Concerned Scientists.


“We can meet most of our energy needs by substantially increasing the use of energy efficiency and renewable energy.”


Allee: “But when you listen to Mr. Obama and Mr. McCain, it seems that both of these candidates seem to want to make it work, when Mr. Finley and others doing work on the ground say I won’t even have my data until 2014.”


Burke: “It’s clear that a lot of elected officials share this aspirational goal to commercially develop so-called clean-coal technology. But right now we can’t depend on it. We shouldn’t be developing plans to mitigate greenhouse gases assuming that technology’s going to be available.”


Geologist Robert Finley says we cannot rely on carbon sequestration exclusively.


Even if CO2 can stay underground forever, there’s no guarantee we can afford to send it there.


“One could argue we should have been doing this five years ago or earlier, but we can’t go forward and simply drill a well next year and move forward without these kinds of studies, because that would be reckless in my view.”


Finley doesn’t apologize for the pace of science.


He says he’s confident it can answer questions about carbon sequestration…. he just hopes it’s in time to make a difference for the global warming problem.

Two government agencies are issuing very different messages about the safety of a plastic used to package food. Lester Graham reports:


The Food and Drug Administration recently declared there’s “an adequate margin of safety” for a plastic called bisphenol A or BPA. But right after that the National Toxicology Program found BPA is of “some concern.”

Sarah Burkhalter is with the online environmental news service Grist-dot-org. She has found there are 115 studies on BPA… and the FDA is chiefly relying on plastic industry studies.


“104 of those were done by government scientists and university labs. 90 percent of them found BPA could harm human health. All eleven of the industry studies found that BPA was safe. So it makes sense that relying on those industry-funded studies that the FDA would find it to be safe.”


BPA is used in all sorts of things, including the linings of cans of food and baby bottles.
