In Connecticut and Rhode Island , the Environmental Protection Agency caught a bus company called First Student breaking anti-idling laws. In some cases, they found bus drivers idling their engines for up to two and a half hours.

The government just reached a settlement with First Student. Tim Conway is an enforcement lawyer for the EPA.

“First Student really stepped up to the plate once we’d identified the violations. And they helped us look for solutions that would protect children’s health and protect the health of people around the diesel vehicle.”

First Student is now retraining their drivers and cleaning up their emissions. The company operates buses in 40 states.

There are still a lot of states that don’t have any restrictions on diesel idling. So, on any given school day, you can find long lines of buses polluting the air in front of schools, waiting for the kids to come out.

Hydrogen: A Pollution Shell Game?

Lots of people in the automotive industry expect hydrogen to be a major
fuel source in the future. Cars that run on hydrogen don’t emit
greenhouse gases from the tailpipe. In fact, they don’t emit anything
except water. It might sound like magic, but there are some costs to
fueling the future on hydrogen. Julie Grant reports:

except water. It might sound like magic, but there are some costs to
fueling the future on hydrogen. Julie Grant reports:


There are a lot of young guys checking out the hybrid cars on display at
this exhibit. Sales associate Chris Beckham is putting on his tie as
he walks over to the sleek, futuristic cars Honda hopes to lease to
consumers as soon as next year:


“It’s a fuel cell-powered vehicle. It runs on hydrogen. The only
emissions it has is water. So, it’s a really great vehicle for the
environment.”


Beckham hopes he gets a chance to lease one:


“What do you think, are you ready to drive one of these?”


“Absolutely. I can’t wait to get my hands on one of these. If you ever get thirsty,
just stand behind the car with a cup.”


Most cars available today, even those that run on alternative fuels,
still emit at least one kind of pollution: carbon dioxide.


David Robillard and his two sons are looking at cars at this exhibit.
He’s worked at Ford Motor Company for 36 years. He thinks hydrogen
will be the long-term energy solution because it doesn’t emit any pollution
from the tailpipe:


“All leaders in market going to try to be first in that segment, and I think
it’s going to be huge. I think 10-15 years from now, it’s going to be a
revolutionary mass transportation system that we have.”


That’s music to Steve Ellis’s ears. He’s Honda’s manager of fuel cell
marketing and says there’s a need to transition from an oil-based
transportation system to hydrogen. Ellis says hydrogen will be a
cleaner alternative:


“Only hydrogen offers the opportunity to have zero carbon emissions from
the vehicle – zero CO2 emisssions AND zero CO2 emissions from the
fuel.”


Ellis sees research and development of hydrogen cars as a noble goal.
But not everyone thinks hydrogen is going to be the climate change savior:


“From one standpoint, I think it’s great. From another standpoint, I
think we also need to check other options as well.”


Paul Erickson is a leader of hydrogen research at the University of
California at Davis. He’s director of the school’s Hydrogen Production
and Utilization lab
. Erickson remembers curling up on the couch as a kid, his lungs burning from all
the ozone pollution in southern California, and he wanted to clean up the
air. But he doesn’t think hydrogen is the best solution that’s
currently available:


“There may be other options that are not as say, politically saavy, but
are options that from a technological standpoint make a lot more
sense.”


It takes energy to create the hydrogen used to run a car. With today’s
technology, that energy is almost always natural gas, but it could be
any fossil fuel. Erickson says those cars don’t reduce energy use or
pollution:

“You’re taking, let’s say some fuel – that could be coal, that could be
any type of energy source – and you convert that energy into hydrogen
and you ship that to the user… it gives you a nice warm fuzzy feeling
saying I’m not part of the problem. But you know what? All you’re doing is
shifting that pollution upstream.”


Some engineers say that’s not necessarily a bad thing – that it would
be easier to control pollution coming from a few power plants than
from the millions of cars emitting greenhouse gases today. But Honda’s
Steve Ellis says hydrogen cars don’t create as much pollution as gas-powered vehicles. Even though nearly all of them need fossil fuels to
produce the hydrogen:


“Even with that method of doing it, we have over 50% reduction when you
factor in in wheel-to-well emissions compared with today’s gasoline cars.”


(Grant:) “50% cleaner?”


“50% CO2 reduction.”


Ellis says hydrogen can be made using renewable fuel sources such as
solar, ethanol, and methanol, but so far it’s not cost-effective. In
the meantime, Honda and other companies expect to start producing some
consumer model hydrogen cars that use fossil fuels in the next few
years.

parts of the country. That means smog levels are high and the air can be
unhealthy to breathe. But the Environmental Protection Agency says it’s
making progress on cleaning up the pollutants that lead to ground-level
ozone. The GLRC’s Rebecca Williams reports:


Smog forms when pollutants mix with hot, stagnant air and sunshine. The
pollutants come mostly from cars and trucks, and power plants. Ground level
ozone can make asthma worse and can even cause permanent lung damage.


Chet Wayland is with the EPA. He says ozone concentrations are dropping as
regulations on smokestacks and tailpipes kick in.


“Ozone concentrations have decreased about 20 percent since 1980 and since 1990
they’ve actually decreased about 8 percent. I think that’s one of the things we’re seeing
even this summer, as hot as it is, we’re not seeing the levels we would’ve
seen several years ago.”


But ozone is still a major health problem. A recent EPA-funded study found
that ozone levels the agency considers acceptable can cause lung damage and
lead to premature death.

When a diesel school bus accelerates, it often leaves behind a black puff of
smoke. Health experts say that pollution can cause or aggravate respiratory
problems in young children. The EPA has given a couple of Michigan school
districts money to install devices on 160 buses, to reduce carbon monoxide and
small particle emissions. EPA Administrator Mike Leavitt says the government
wants to retrofit or replace all of the country’s 400,000 diesel school
buses by 2010. The agency is also working to develop cleaner-burning fuel
for all diesel vehicles.


“That black puff of diesel smoke that we’ve been accustomed to seeing
coming out of the tailpipe of not just school buses but big trucks and
construction equipment is going to be a thing of the past.”


The Union of Concerned Scientists says the government will have to spend billions
of dollars to meet its goal. Congress has allocated five million dollars for this
fiscal year’s round of grants.

More and more cities and states in the Great Lakes region are testing for auto emissions in a new way: they’re asking the cars themselves. The Great Lakes Radio Consortium’s Nora Flaherty reports:


In the past, emissions testing mostly involved looking at cars’ tailpipe exhaust. But experts say that testing using newer cars’ on-board diagnostic systems can be much more useful. That’s because these systems are always testing the car in all driving conditions. They monitor more systems in the car. And they can even alert drivers to a problem before testing, lighting up the “check engine” light on the dashboard. John Mooney is with the Environmental Protection Agency. He says that on-board diagnostic testing is becoming common throughout the country:


“At this point 11 states have programs up and running. We’re expecting nine more states to come online this year, and 13 more states to follow within the next couple of years. So we’re gonna see a lot more of these programs in the future.”


The cities of Chicago and Milwaukee already require onboard diagnostic testing. Wisconsin, Indiana, Illinois, New York and Ohio are scheduled to start statewide programs in the next two years.
