Some scientists have projected that more global warming will mean less
rain and snow falling into the Great Lakes and the continuation
of low water levels.


Researcher Brian Shuter is with the Ontario Ministry of Natural
Resources. He says if the projection comes true, there will be
more stress on the millions of Great Lakes fish:


“I mean the space for fish to live in is just gonna shrink and the less
space there is, the less fish there will be.”


Shuter also anticipates higher summertime water temperatures and less
ice cover in the lakes. That’s a change that could lead to more warm
water fish like bass and fewer of the cold water fish like salmon
and trout that people like to eat.


Shuter says the change could also promote the growth of invasive
species that favor warmer water temperatures. So, he encourages tighter
controls on invasives and more water conservation programs.

For decades, people in the Pacific Northwest have relied on hydropower
for most of their electricity. But dams hurt salmon runs and river
ecosystems. That’s sent Washington utilities on a quest for new, cleaner
sources of power. As Ann Dornfeld reports, some are looking for new ways
to harness the power of flowing water:

ecosystems. That’s sent Washington utilities on a quest for new, cleaner
sources of power. As Ann Dornfeld reports, some are looking for new ways
to harness the power of flowing water:


It’s a brilliant day outside. Craig Collar is perched on a rocky outcropping
overlooking rushing green water swirling and eddying below. Collar says
the water is moving so quickly because this is one of only two spots where
the Pacific Ocean flows into Puget Sound:


“As the tide comes in, it comes into this constrained passageway at
Deception Pass. Y’know, all that energy gets channeled, focused
through this very narrow area. So that’s what results in these rapid
tidal currents that we’re seeing right here.”


Collar researches new power sources for Snohomish County Public Utility
District. His goal is to use a sort of underwater windmill to convert some of
this water’s energy to electricity and funnel it onto the power grid. It’s called
“tidal power.”


Collar says there are dozens of underwater turbine designs to choose
from. Some look like a standard wind turbine with three big blades; others
look like a metal donut or a fish tail.


The Utility District is considering putting underwater turbine farms at half a
dozen locations around Puget Sound. It estimates tidal energy could power
at least 60,000 homes. Collar says the technology has a lot going for
it. It doesn’t emit carbon dioxide or other pollutants. He says underwater
turbines can be much smaller than wind turbines because they’re so
efficient:


“And that’s just as a result of the higher density of water. Water’s
roughly 800 times denser than air, so it contains a lot more energy.”


Unlike the wind, tides aren’t really affected by the season. You know the
saying: “predictable as the tides.” Collar says lunar phases let you forecast
the tides for decades into the future:


“Where with wind, you’re doing good if you can forecast hours or
even a little bit ahead. That really helps utilities like us integrate that
power into the power grid.”


Collar acknowledges there are a lot of questions about the impact of tidal
turbines on marine ecology.


These questions worry nearby Native American tribes. The Tulalip
reservation is close to Deception Pass, and they fish throughout Puget
Sound. Darryl Williams is the tribes’ environmental liaison:


“Five species of salmon, orca, grey whales, eagles, hawks, falcons…
y’know, we have numerous species of fish and marine mammals and
migratory birds that use the areas that are being proposed for these
turbines, and the studies really haven’t been done yet to show what
the impacts may or may not be.”


Along with the marine environment, Williams says the tribes are worried
that tidal turbines could scare away fish or get tangled in fishing nets.


“For the tribes, the fisheries aren’t only an economic source but
they’re also part of the tribes’ culture. Most of our cultural activities
are centered around salmon, and if we can’t catch the salmon, then
that part of our culture really goes away.”


A research team at the University of Washington is looking for ways to
make tidal power work without harming sea life. Brian Polagye is a
mechanical engineering graduate student whose focus is renewable
energy. His team is working with the oceanography department to look at
the ecological risks of tidal power. But Polagye says there are a lot of
misconceptions about what those risks are.


“The most obvious one is the question of ‘Oh! So you’re going to put
these rotors in the water and you’re gonna make sushi in addition to
electrical power.’ People view these turbines kind of as almost a
propeller that’s moving through the water so rapidly that if anything
gets near it it’s gonna get chopped to pieces. In practice, you can’t
actually run the rotors that fast. The maximum speed that the tip of
the rotor can turn at is about 25 miles an hour. Which is actually
relatively slow.”


Polagye says one of the biggest risks is that removing some of the energy
from the tidal currents will change the ecology downstream. He’s studying
how much power can be extracted from an estuary before it has a
noticeable effect on the ecosystem.


Back at Deception Pass, Craig Collar with the utility district says even if
there is a small ecological impact, it’s key to look at the overall picture:


“At the end of the day the thing that’s compelling about tidal energy
for us is there just aren’t very many opportunities for clean,
renewable, emission-free energy that’s both predictable and close to
the loads. And all those things are true for tidal energy in the Puget
Sound region, and there simply is no other renewable for which all
those things are true.”


The utility is working with the University of Washington to figure out
whether tidal power is viable in Puget Sound. If so, it could help reinvent
hydropower on the Pacific Coast for the next generation.

“You want to make the frosting for the carrot cake? Okay, Jasmine,
bring up your chair so you can wash your hands.”

Margo Lowenstein says she’s just a little extra careful about germs.
She never borrows somebody else’s ink pen during flu season. She opens
public bathroom doors with a paper towel on her way out. But her
friends call her a germ-phobe.


“You know, you go to a birthday party and some kid blows out a cake, and
you just see the spit flying on the top of the cake, that just kinda
grosses me out. So I usually take the cake but I won’t eat that top
layer of frosting. (laughs)”


Lowenstein is a soap marketer’s dream customer. Market researchers say
Americans have been getting more worried about germs. And as a result
we’ve been buying more soap and hand sanitizer and antibacterial
products.


Antibacterial soaps have been around since the late 1940s. But the
market research firm Euromonitor International says in recent years,
germ-phobia has given manufacturers a reason to ramp up the
antibacterial products in their lines.


There are some studies that estimate that about 70% of liquid soaps on
store shelves have antibacterial ingredients in them. Ingredients such
as a chemical called triclosan.


Allison Aiello teaches epidemiology at the University of Michigan
School of Public Health. Aiello is lead author of a paper in the
journal Clinical Infectious Diseases. She examined more than two dozen
studies on antibacterial soaps containing triclosan. She says
triclosan kills bacteria by going after the bacterium’s cell wall:


“The cell wall cannot be kept intact anymore; it’s not able to
survive.”


But Aiello says there’s a growing body of evidence that even though
antibacterial soap kills bacteria, it’s no better than regular soap
at preventing illness. Regular soap doesn’t kill bacteria, but Aiello
says it works just as well at getting that harmful bacteria off your
hands.


“Regular soap, is basically, it has a surfactant in it and what it does is it allows
bacteria to be dislodged from hands and then the motion that you’re using
under water helps dislodge it and make it go down the drain,
basically.”


Aiello says it’s important to note that the soap studies were done with
basically healthy people. She says more research needs to be done to
find out if antibacterial soaps could be more effective for elderly
people or people with compromised immune systems.


But Aiello says generally, for healthy people, antibacterial soaps are
no better than plain soaps at keeping you healthy.


And she says there could be risks to antibacterial products. She says
there’s evidence from lab studies that antibacterial soaps might be
adding to the emergence of super-bugs: bacteria that are resistant to
antibiotics.


“In the laboratory setting, it is clear that there are mechanisms that
can lead to antibiotic resistance when bacteria are exposed to
triclosan.”


Aiello says they haven’t seen this play out for antibacterial soaps in
the real world yet. But she says researchers need to keep an eye on it
because antibiotic resistance might take some time to develop.


The soap industry dismisses the idea that antibacterial soaps might
have something to do with antibiotic resistance.


Brian Sansoni is with the Soap and Detergent Association.


“The last thing we want to see is people discouraged from using
beneficial products. Antibacterial soaps have proven benefits, they’re
used safely and effectively by millions of people every day. Consumers
should continue to use these products with confidence.”


The Food and Drug Administration has the final word on antibacterial
soaps. But they’re still trying to figure out what to say about them.

The FDA has been trying to come up with rules for the products for more
than 30 years. Right now there are no formal rules about the levels of
antibacterial chemicals in soaps. And there aren’t any rules about how
the products can be marketed or labeled.


There’s one thing both the soap industry and doctors agree on –
Americans don’t lather up often enough with any kind of soap. A new
study found one out of every three men walk out of the bathroom without
washing their hands. Women did better than the guys, but still, about
one of every ten women didn’t wash their hands either.


Experts say the best way to avoid getting sick is to wash your hands with soap and water for 20 seconds. That’s as long as it takes to sing the happy birthday song twice.

Saving Historic City Parks

At one time, cities were little more than stone and brick. But in the mid-1800’s
Frederick Law Olmsted began changing all that. The landscape architect
designed some of the most important park systems in the country. But decades
of neglect and nature’s wrath are threatening Olmsted’s largest park system.
Joyce Kryszak has the story of plans to restore it:

At one time, cities were little more than stone and brick. But in the mid-1800’s

of neglect and nature’s wrath are threatening Olmsted’s largest park system.
Joyce Kryszak has the story of plans to restore it:


You’ve no doubt heard of, and maybe even taken a stroll through New York’s
Central Park. It was Olmsted who created that 800 plus acres of sprawling urban
backyard. But Olmsted didn’t just carve out a magnificent green space. He also
carved out a reputation for himself, and a demand for his designs for parks all
over the country. Olmsted’s green thumb-print can be found all the way from
Boston’s Emerald Necklace to Yosemite National Park. Brian Dold is a
landscape architect from Buffalo, New York. He says even his profession is an Olmsted
creation.


“[He] came up with the term landscape architecture and really brought it to a
scale where he could do these major projects. So, he sort of grew
from getting work and the profession sort of took off from there.”


And Dold has plenty of work to do in Buffalo, New York. There, he is
maintaining Olmsted’s first, and one of his largest, integrated park systems.


Last October, a surprise snow storm dumped two feet of heavy snow on the still
leaf-covered boughs of Olmsted’s majestic trees. Many of them splintered under the
weight, leaving an amputated landscape. Ninety percent of the trees were
damaged and hundreds were lost. But devoted park lovers are volunteering to help
the non-profit conservancy plant new trees throughout the six parks and
parkway.


“Woo, that’s a lot of work. All right, you got it.”


John Penfold even climbs up on top of the shoulders of other volunteers to unlash the
branches of a newly planted maple. Penfold says they’re willing to do whatever it
takes to save the parks.


“When the storm hit, kind of saw all the trees fall, so, I think it brought the
community together to realize, we have these trees and we need ’em.”


Before the storm hit, the park system was already in crisis. American Elm
disease swept through, killing the stately trees. Then the city cut money for
maintenance. But now, the non-profit conservancy has come up with a twenty-
year master plan to restore the Olmsted park system. Executive Director
Johnathon Holifield says they have their work cut out for them:


“This system, at one time, was home to about 40,000 trees – 40,000. We’re
down to about 12,000,” said Holifield. “So, we have a long way to go to
truly recapture the Olmstedian glory.”


The sense of urgency is helping the conservancy raise the money and muscle
needs to fully restore Olmsted’s vision. The vision part is where landscape
architect Brian Dold comes in. Dold poured over Olmsted’s plans and he consulted
with other conservancies. It’s his job to make sure that the system returns to the
naturalistic setting Olmsted intended.


“He really tried to make it look like it had naturally occurred. He used like
large open meadows, and dense woodland and pathways through there,
sort of meandering through, sort of creating that Olmstedian landscape
that looks like it could have been there from the beginning of time.”


But Olmsted’s plan will get tweaked a bit. Dold says had some experiments that
didn’t work out so well. Over time, the Norway maples and the Common Buckthorn
trees pretty much took over. Dold says they won’t repeat the mistake:


“We’re not planting any of those trees that aren’t zone hardy and trees that
are put on invasive species lists. Those are pretty much eliminated from
anything we would ever do in these parks. And we are actually
physically removing many of them.”


Instead, Dold says they’ll plant native species. Lots of sugar and red maples,
service berries, eastern redbud and others. 28,000 trees over the next 20 years.
Executive Director Johnathan Holifield believes the new plan would meet
Olmsted’s approval:


“He would be pretty happy and particularly when you look out there and
you see the diversity of use in the park, the volunteer element that we
have. That’s what Olmsted was about – democratic,
egalitarian use and that certainly is represented today.”


So, if you happen to be in a Buffalo Olmsted park this summer, be sure to bring a
picnic basket and blanket, or maybe a shovel and some tree stakes.

Mega-Churches Clash With Local Governments

Religious groups are suing local governments across the country for denying permits to build religious buildings. Part of the reason is that many churches are building bigger buildings that take up acres of land. And many of the disputes are between rural neighborhoods, and so-called mega-churches, with buildings over 50 thousand square feet. A federal law limits the power of local governments to say “no” to buildings designed for religious use. The GLRC’s Linda Stephan reports:

build religious buildings. Part of the reason is that many churches are building bigger
buildings that take up acres of land. And many of the disputes are between rural
neighborhoods, and so-called mega-churches, with buildings over 50 thousand square feet.
A federal law limits the power of local governments to say “no” to buildings designed for
religious use. The GLRC’s Linda Stephan reports:


Bay Pointe Community Church prides itself on a contemporary worship style.

Members believe it’s their job to reach out to the world, and to the local community.
(Sound of singing, “to Asia and Austrailia, to South America and to the United States.
And to Michigan and Traverse City”)


But some people in the community think the church would be a bad neighbor. Right now,
the church in northern Michigan meets in a high school auditorium. But members have big plans for a
building of their own. It’ll be 58-thousand square-feet. That’s plenty of room for
Sunday school classes, a gym/auditorium, and even space enough to rent out to a
charter school on weekdays.


A year ago local township officials shot down those plans. They said the building’s
“too big,” that it would clash with the area, and that it would cause too much traffic.
Then the church sued, claiming religious discrimination.


The church has some unhappy neighbors in the rural area where it plans to build.
At a public hearing, resident Brian Vos told local officials NOT to back down,
regardless of the lawsuit.


“This isn’t about a church, this is about future development. Heck, Wal-Mart
could come in on East Long Lake. And if they had church on Sunday, you’d have to approve it.”


But, rather than spend hundreds of thousands of dollars defending itself in federal
court, the township settled out-of-court. It agreed to let the church build its building,
and even to let it expand to more than 100 thousand square feet within a few years.


Many residents are NOT happy with the deal and they’ve threatened to recall
the entire township board.


There are similar cases across the country. A recent federal law limits the ability of
zoning boards to say “no” to churches and other religious groups who want to build,
or to expand. Jared Leland represents the Washington-based Becket Fund for Religious Liberty.
The group is bankrolling lawsuits on behalf of churches across the nation. Leland says
the law was created because zoning boards have used bogus arguments to deny permits
to religious groups they don’t like:


“For instance, a Buddhist meditation center was being restricted from existing in a
particular district because they would generate too much ‘noise.’ They
were silent meditation Buddhists. There would absolutely be no noise coming from such.”


Leland says because of the law, today, a municipality needs a
“compelling government interest” to deny a religious building project.
That’s a serious issue that has to do with health, safety, or security.
He says municipalities are usually worried about how a building will look,
or about parking. And he says that’s not enough:


“For instance, if they say, well, something this large is gonna generate too
much traffic, it’s gonna cause parking concerns in the residential district,
those are not compelling government interests.”


But some say putting a mega-church in an area where the community
wants to preserve farmland or keep sprawl away from greenspace should be enough.


“The question is: What is valuable to Americans?”


Marci Hamilton is an expert on church-state law at Cardozo Law School in New York City.
She argues that residential neighborhoods should have some say about what’s being built
next door, through their local government.


Hamilton says the law that Congress passed, RLUIPA, the Religious Land Use and
Institutionalized Persons Act of 2000, is an unprecedented Congressional power grab
from local governments. She says people expect local officials to protect their
neighborhoods from problems like traffic, and noise.


Hamilton says since just the threat of a federal court case is often
enough to force a settlement, there’s an incentive for churches to sue
local governments. Even where the case has no merit under RLUIPA:


“What we’re seeing is almost anything appearing on the mega-church campuses.
We have one in Texas that has a McDonald’s on campus. We have a mega-church in
Pennsylvania that has an automobile repair. I think it’s hard to argue that
those largely commercial activities appropriately fall under RLUIPA.”


Hamilton says she believes the Supreme Court will eventually rule
that the law violates state’s rights. But the High Court has yet to hear a
land use case under this law.

One state is having better luck, and some of its birds are being moved to help revive other prairie chicken populations. The GLRC’s Dan Gunderson reports:

where remnants of prairie survive; and with them a
prairie icon: the greater prairie chicken. But prairie
chickens need a lot of habitat, and in places such as
Illinois, Wisconsin and other states, only a few
hundred birds survive. One state is having better
luck, and some of its birds are being moved to help
revive other prairie chicken populations. The GLRC’s
Dan Gunderson reports:


The prairie chickens are ghostly shapes in the grey
predawn light of this spring morning.

The cocks cackle as they fight off other males. They
inflate the orange sacks on their necks and make a
mournful echoing sound. Tail feathers erect they strut
about trying to impress the hens, who sit quietly
watching.


This 5,000 acre chunk of native prairie in Minnesota
has never been plowed. The prairie chickens have
always lived here. Today it’s owned by the Nature
Conservancy and known as the Bluestem Prairie.
Brian Winter manages the land. This morning he’s in a
small plywood blind counting prairie chickens on their
booming ground. About 40 males are strutting their
stuff.


“In Minnesota it’s a success story and we hope it gets
to be an even more successful success story than what it is
right now.”


Genetic diversity is one of the keys to a species
survival. In many states, prairie chickens are so
isolated the gene pool becomes weak. In Minnesota
there are flocks of prairie chickens along the western
edge of the state. Brian Winter says those flocks are
close enough to keep the gene pool from getting
stagnant.


“So there’s interbreeding as birds disperse in the fall.”

“Nice fight just took place right there. The research that’s been done looking at the genetics shows the
Minnesota population is one of the best in terms of
genetic diversity.”


Brian Winter says 20 years ago there were an
estimated 2,000 prairie chickens in Minnesota.
Today the population is approaching 10,000. The
prairie chicken is stable enough in Minnesota that
there’s been a limited hunting season the past two
years. In the past few years, several hundred
Minnesota chickens have helped rebuild populations
in North Dakota, Illinois and Wisconsin. Later this
summer, Minnesota prairie chickens will be captured
and moved by the Wisconsin Prairie Chicken Society,
in an effort to save a population declining in size and
genetic diversity.


Dave Sample with the Wisconsin DNR says the state
hopes to set aside 15,000 acres of grassland for
prairie chicken habitat in the next ten years. But he
says the birds won’t survive without a genetic infusion.


“In order to increase genetics in a compromised
population you do need to bring an infusion in from
outside. You pretty much have to go where genetics
are good and bring those birds in to mix with ours.”


Sample says there’s no guarantee the Wisconsin
prairie chicken population will survive, but he thinks
expanding the genetic pool will be a big step in the
right direction.


Earl Johnson is Regional Wildlife Manager for the
Minnesota Department of Natural Resources. He
says the prairie chicken success reflects a
conservation success. Johnson says the federal
Conservation Reserve Program has turned thousands
of acres of marginal farmland back into grassland.
That makes good prairie chicken habitat. Johnson
says Minnesota is very fortunate to have a healthy
prairie chicken population.


“What’s the long term future for the prairie chicken? I’d hate to guess, but we are happy to help any states
that want our assistance by transplanting birds.”


Johnson calls the prairie chicken the prairie poster
child. Hundreds of people come from across the
country every spring to sit in blinds and watch the
mating dance. Johnson says interest is growing every
year. At the Bluestem Prairie, the Nature
Conservancy blinds are full almost every day during
the spring. Brian Winter says people from every state
have traveled here to see the spring spectacle unique
to the prairie grassland.


Despite its success, the prairie chicken population is
only as stable as its habitat. Winter says the prairie
chicken may be the most visible prairie resident, but
what’s good for the prairie chicken is good for many
other species as well.


“It’s going to be meadowlarks and bobolinks and
mallard ducks and a whole variety of grassland birds
that just require grassland habitat to survive, and
without it they’re just not going to be there.”


And that’s going to require larger grassland areas.
Too much of the prairie has disappeared in many
states to support healthy numbers of prairie chickens.
That means if the prairie chicken is to survive more of
the marginal farmland, the poorer quality farmland,
needs to be returned to prairie.

Poachers Snared by ‘Robo-Deer’

Deer hunting season is coming to an end across the region. But some people keep shooting deer despite the laws telling them not to. As the Great Lakes Radio Consortium’s Erin Syth reports, these poachers might want to pay close attention to what they’re shooting at:

Deer hunting season is coming to an end across the region, but some
people keep shooting deer despite the laws telling them not to. As the
Great Lakes Radio Consortium’s Erin Syth reports, these poachers might
want to pay close attention to what they’re shooting at:


Wildlife officials throughout the region are using robotic deer to catch
poachers. The deer’s head and tail move by remote control. When a
hunter attempts to shoot the deer, wildlife officials move in.


Robo-deer are made from polyurethane foam and real hide. The latest
version is known as the “Stomper.” It retails for 17-hundred dollars, and
comes standard with a stomping front leg.


Brian Wolslegel is owner of Custom Robotic Wildlife, Incorporated. He
says these deer definitely work.


“Some guy was telling me about a guy that shot a decoy. They took his
gun, fined him – I think it was $2,000 and moved their operation a mile down
the road, and two hours later the same guy came back and shot at it again with
a different gun.”


Conservation officials in Wisconsin report that one robo-deer can rack up
to 30-thousand dollars in collected fines for the state.
