As people move to homes and businesses in the suburbs they often abandon beautiful buildings. Some inner cities are now filled with boarded up store fronts and dilapidated high-rises. A group of architects hopes that people will be less likely to do this if they value good architecture and design. The Great Lakes Radio Consortium’s Tamar Charney has this story:

Flint, Michigan could be the poster child for a city left behind. Parts of the city have crumbled since Flint’s
auto industry moved away. But like
many older cities, there are dozens
of architectural gems here… (sound up)
like the Mott Building. It’s the city’s
tallest building and the exterior, the
interior, and every detail right down
to the doors on the elevators (sound
of elevator) are designed and
decorated in the Art Deco style.
Albert Ashley is a security contractor
at the Mott Building. He says a week
doesn’t go by without someone
asking about it.

“It’s quite regular, quite regular we
get comments about it and the
architectural design and so forth…
well they can tell that it was pretty
old building and well kept, you know,
and the design is pretty much the
same throughout the building, so they
notice that and they like it.”

One person who has always liked this
building is Ron Campbell. As a child,
he’d stand here on the corner of
Saginaw Street waiting for the bus.


“I can remember asking my mother,
‘how many stories is that?’ And I
probably pestered her with questions
to the point where she was ‘just be
quiet and wait for the bus.’ But…
‘How high is that compared with the
Empire State Building? How many
buildings do we have like that?'”


With that kind of early interest in
buildings, it’s no surprise Ron
Campbell grew up to become an
architect. And he’s now written a
guide to the architecture in Flint.
It’s a pamphlet with pictures and
blurbs about 34 places in the city.
It’s available at highway rest stops
and at businesses and museums.
Campbell says he’s trying to
teach people about the various styles
of architecture found in the city, but
he’s also hoping the guide can in
some small way combat urban sprawl
by celebrating places that are
beautiful, well thought out, and
designed to last. He thinks that if
more people paid attention to good
architecture in many older cities
they’d be less likely to abandoned
them in favor of new buildings and
developments.


“The Guide is to show, you know,
‘here’s what
can come from good design. It
doesn’t matter if it was built in
1800’s or today. If it’s good design
and it interfaces well, it functions well,
it’s going to be with us, and therefore
we should use it and not think of it
as disposable.”


The Guide to Flint Architecture is one
of many projects local chapters of the
American Institute of Architects are
doing to raise awareness about
architecture and the environments
that we build. Similar guides have
been created for cities ranging from
Duluth, Minnesota to Manhattan.


Celeste Novak is the president of
AIA Michigan. She says the buildings
in a city can tell stories about the
community’s past.


“They are a museum that we are all
participants in, and so it’s important
that people understand that
about the buildings and the communities,
and so that they begin to treasure their
communities and that’s one way we
can all have more livable
communities and really prevent things
like sprawl and the unpleasant places
we all find ourselves at when we’re grocery shopping.”

from the places shown in Ron
Campbell’s guide.

Campbell and I walk across a small
wooden footbridge in the heart of
downtown Flint. We’ve just left a
peaceful riverfront park designed by
a well known architect. On the other
side of the river where we’re going
sits Carriagetown. It’s where the
vehicle industry began in Flint.


“Oh, Carriage Town is rich in history –
this is the birthplace of General Motors
Company with the Durant Dort
Carriage factory.”


After years of neglect, this factory
from the late 1800’s has been
restored as have many homes in this
historic district. Ron Campbell says
he’s glad Carriage Town was never
torn down. It’s part of the city’s
industrial history. And Carriage Town,
like the Art Deco Mott Building and
many other places in the Guide to
Flint Architecture are nostalgic places
for Ron Campbell. They’re reminders
of his past and things he’s done over
the years.


“Those buildings, it re-kindles
childhood memories for me, but then
I look at the future, and what are we
leaving for our children and our
children’s children and hopefully it’s
something just as memorable.”


He says design decisions can
change a community for better or for
worse. He and other architects like
him want to encourage people to
think about the buildings they have
and to pay more attention to
aesthetics. The hope is society can
do a better job protecting historical
structures, preserving natural
resources, and by doing so
controlling sprawl.

Fuel Cells Put to the Test

Later this year, UPS will begin making some of its deliveries with a hydrogen fuel cell-powered vehicle. The road test is a partnership between the federal government and private industry. It’s a fuel-cell powered engine, in this case, a Mercedes A-Class. UPS will use the station
wagon-sized vehicle to deliver express letters and small packages in southeast Michigan.
Outgoing EPA Administrator Christie Whitman calls this a big step for fuel cell technology.


“Those vehicles are going to be carrying more than just a package for an individual. They are
going to be carrying the future. The future of a new technology that holds enormous promise for
cleaner, healthier air for this nation.”


UPS hopes to expand the test next year, when it puts fuel cell-powered Dodge vans on the road.
Tom Weidemeyer is the Chief Operating Officer of UPS. He says the vehicles will be rolling
laboratories as the company looks for ways to be both competitive and environmentally-friendly.


“In our viewpoint, this is not a test. This is just part of our ongoing commitment to working with our
communities and improving the environment in which we operate.”


Hydrogen fuel cells use hydrogen gas and oxygen to create electricity to power a vehicle. The
only emission from these engines is water vapor. But, right now, a fuel-cell engine costs about
ten times more to build than a conventional engine. Daimler-Chrysler head Dieter Zetsche says
this and other tests of fuel-cell vehicles will help researchers find cheaper ways to make the
engines.


“And you can only solve those by starting to do it, by really putting the technology in the field and by
starting to get some manufacturing experience and driving the cost out of the system. You can’t do that in the lab or at a desk.”


The fuel-cell vehicles will be limited to southeast Michigan because they will have to refuel at a
hydrogen station to be built at the EPA in Ann Arbor. The test will also help researchers find
ways to safely and efficiently run the network of refueling stations that will be needed before
hydrogen fuel cells are widely available.

The JD Power and Associates 2003 Initial Quality Study found that one of the top complaints of
drivers was fuel consumption. Perhaps not surprisingly, it was the number one complaint about
the massive military-modeled Hummer H2. But it was also a complaint about the hybrid models
such as the Toyota Prius, one of the most fuel efficient cars on the road. A JD Power and
Associates spokesperson didn’t want to be recorded, but in a statement indicated that drivers were
probably more aware of fuel consumption because of higher gasoline prices this past year. He
suggested the complaints about the hybrid and other compact cars likely came because drivers
found the cars didn’t always get the kind of mileage suggested by the Environmental Protection
Agency window sticker. That’s been the case in past years, but this year more drivers noticed the
difference.

Climate Change Programs Hit the Streets

The ‘Walk to Work Challenge’ in Calgary is one of 21 new programs sponsored by the federal
government. Many will educate Canadians about the link between driving and greenhouse gas
emissions. Other programs plan to reduce vehicle idling and increase car pooling.


In Calgary, city officials are offering prizes and discounts for people who start walking to work.


Transportation specialist Ron Shaver says that if you provide incentives, people will change their
behavior.


“If people find an activity that’s not a challenge for them to participate in, if they’re pursuing it
over an extended period of time, it will become the new norm.”


Shaver says Calgary tried a similar program four years ago, when a major bridge was closed
down. He says many people who adopted commuting alternatives then are still using them.

Biodiesel Enthusiast Brews Own Fuel

The new models will reduce smog and other emissions and reduce our dependence on foreign oil. But a cleaner domestic fuel already exists for diesel cars and trucks, and you can find it at most restaurants. The Great Lakes Radio Consortium’s David Sommerstein profiles a man who brews his own biodiesel from used vegetable oil:

cleaner domestic fuel already exists for diesel cars and trucks, and you can find it at most
restaurants. The Great Lakes Radio Consortium’s David Sommerstein profiles a man who brews
his own biodiesel from used vegetable oil:


Joe Rappa’s VolkSwagen Quantum looks like any older car. It’s a maroon station wagon with
180,000 miles on it. It’s got a diesel engine with the tell-tale diesel rattle.

But even though we’re inside an enclosed garage in an auto lab, there’s no black exhaust, no acrid
diesel smell. Instead, it smells like a kitchen.


“Some people say it smells like French Fries, some say it smells more like hamburgers on the
grill than anything else. But everyone smells something different with biodiesel.”


Rappa teaches automotive courses here at the State University of New York in Canton. He lives
120 miles away. Several times a week he commutes in this car powered by biodiesel – a fuel
made from used vegetable oil he collects from local restaurants. He says anyone with a diesel car
can do it themselves.


“It might be a bit unnerving at first because we’re so conditioned to put the same fuel in our car,
that y’know that you go make something in your garage and then go pour it in the tank of your
car goes against everything you’ve been ever taught for the last 20 years that you’ve been
driving.”


Joe Rappa has a mischievous smile when he talks about brewing his own fuel, especially with
most people worrying about the price of gas, the places our oil comes from, and what it does to
politics and the environment. But Rappa insists he’s not an environmentalist.


“I don’t consider myself a big polluter, either. I’m a tinkerer. I always have to fool around with
something. It’s funny, my dad always used to kid me from the time I was a little kid, ‘You’re not
happy unless you’re screwing around with something.’ My bicycle worked fine, I’d take it apart.”


As an adult, he bought a diesel car. One day, he started reading about biodiesel on the Internet.


“And the more I looked at it, the more I thought, that’s kind of silly, but I bet I could do that, and
got a hold of the chemicals and started fooling around and making mini-batches, and once I was
confident the mini-batches were actually biodiesel and something I can burn in an engine, I
started making bigger batches and putting the stuff in my car.”


Today Rappa spends Sundays in his garage brewing up to 120 gallons of it at a time. He’s
considered a leading expert on biodiesel bulletin boards on the Internet.


Most of the enthusiasts he e-mails with are environmentalists. They see biodiesel as a way to
reduce our reliance on foreign oil and clean up the choking exhaust cars and trucks belch out their
tailpipes. Rappa says biodiesel creates less than half the smog-causing emissions of regular
diesel.


“The particle emissions out of the tailpipe, 70% less simply by switching fuel, 70-80% less
hydrocarbon, 70-80% less carbon monoxide, those are some serious numbers.”


Nitrous oxide levels are a little higher, though. Those also contribute to smog. But for Rappa,
the big number is price. It costs him 54-cents a gallon to brew the stuff.


Rappa snaps on rubber gloves to show me how it’s done. Basically you mix methanol and lye to
make methoxide. Then you add the methoxide to the oil. The ratio depends on the amount of
animal fat in the vegetable oil, which you figure out through what’s called a titration, and the
amount of biodiesel you want to brew.


“Now we just add the methoxide to the vegetable oil.”


Rappa uses old Pepsi bottles for this demonstration and a wine carafe to hold the oil.


“Put our lid on there. Give it a shake. Immediately it turns to a milkshake consistency. And the
reaction only takes a couple seconds to take place. You mix it thoroughly and it’ll start to get
dark as my biodiesel starts to form.”


The result is honey-colored biodiesel. Glycerine – basically soap – settles on the bottom as a by-
product. Rappa cautions this takes practice. You have to boil the vegetable oil to remove any
water in it. You need to make sure you separate the biodiesel from the glycerine.


In fact, most people who use biodiesel in their cars buy it commercially. Their number is
growing. The National Biodiesel Board predicts biodiesel production will increase by 20 million
gallons this year. Most it is made from soybeans. Some producers use other vegetable oils. But
a U.S. Energy Department-funded study says there’s enough used vegetable oil and other waste
grease to produce 500 million gallons of biodiesel each year.

That’s plenty to keep Joe Rappa’s car on the road and encourage others to join him.


“I still chuckle every time I pour in fuel I made in my garage in the tank of my car.”

The EPA’s new rules would cut the soot and pollution that’s belched by off-road diesel vehicles
such as bulldozers and farm tractors. Frank O’Donnell is with the environmental group Clean Air
Trust.


“Currently there are very minimal controls on big diesel heavy equipment and the fuel itself is
extremely dirty. It’s virtually unregulated. And this EPA proposal will go a long way, over time,
making a significant reduction in the diesel pollution coming from heavy equipment.”


The EPA projects the new rules will prevent almost ten-thousand premature deaths each year
once the standards are fully phased in. But, that’ll take a while with the last of the dirty vehicles
probably taken out of service around the year 2030.

affect the federal fuel economy standards. The Great Lakes Radio Consortium’s Lester Graham

Fuel economy standards for light trucks are less restrictive than they are for cars. The auto
industry takes advantage of the rules regarding the definitions to make vehicles you might think
of as a car fall under the less restrictive light truck fuel economy standards. For example, the
popular Chrysler P-T Cruiser qualifies as a light truck. The New York Times published a report
indicating the Bush administration is looking to further change the definitions. Environmentalists
are concerned.


Daniel Becker is with the Sierra Club.


“You can redesign to either save more gas or guzzle more gas. Our fear is that the Bush
administration, responding to their friends in the auto industry and the oil industry, will instead
decide that we need to guzzle more gas.”


The Bush administration is reported to be considering the changes to achieve greater fuel
economy, but some environmental groups remain skeptical.

‘ODOR PATROL’ SNIFFS OUT POLLUTION

The world’s largest automaker is doing something it’s never done before. General Motors is recruiting people who live near its assembly plants to help the company find ways to pollute less. But as the Great Lakes Radio Consortium’s Erin Toner reports, some environmentalists say GM’s efforts are missing the point:

The world’s largest automaker is doing something it’s never done before. General Motors is
recruiting people who live near its assembly plants to help the company find ways to pollute less.
But as the Great Lakes Radio Consortium’s Erin Toner reports, some environmentalists say GM’s
efforts are missing the point.


The city of Lansing, Michigan is the car Capital of North America, producing nearly a
half-a-million Pontiacs, Oldsmobiles, Chevrolets and Cadillacs every year. Later this year,
General Motors adds another car to its Lansing lineup – a brand-new Chevy roadster. But it
almost didn’t happen.


Environmentalists threatened legal action to block production because they weren’t satisfied with
the factory’s air pollution controls.


Steve Tomaszewski is General Motors’ Lansing environmental manager.


“People were concerned, everyone was concerned. There was a breakdown of communications,
on all parties.”


The disagreement was over air pollution from one of GM’s plants. Those emissions were due to
nearly double under a new state air quality permit.


Some Lansing residents and two state environmental groups threatened to appeal that new permit
if GM didn’t agree to use better pollution controls. The two sides made their cases in the local
papers and eventually struck a deal.


Again, GM’s Steve Tomaszewski.


“We’ve come a long way, a long way, from where we started in the process. You know, we sit
down and we know more about people’s families other than just concentrating, on you know, the
industrial odor issues, which is great.”


General Motors agreed to join a new Air Quality Task Force. It’s made up of GM engineers,
environmental officials and people who live near the plants. GM also brought in an odor expert to
train the group to sniff out emissions from the plants’ paint shops. This “odor patrol” then files
reports to a new Web site.


Marci Alling is part of the group.


“They kind of calibrated our noses, that’s about the best way to describe it to kind of get us all
where we are more or less reporting the same levels of odor.”


Alling and her husband have lived near GM factories for 10 years. Often, whether they spend
time in their backyard depends on which way the wind blows. In certain weather conditions,
typically on hot, sticky days, a paint-like smell from the plants drifts through their neighborhood.
They’ve wondered whether the odors are making them sick.


State officials say the odors might be annoying, but recent studies found people who live near the
plants are not at a greater risk of cancer or other illnesses.


GM’s Steve Tomaszewski says the odor patrol will help the automaker better monitor emissions.


“We know we can’t be completely odor free. We strive to do our best. But this information, what
we’ll do is be able to go back and it’s more real time. You’re able to link it to the day and the time,
and we’re able to go back into the process to see what’s happening.”


But environmental groups say General Motors should be doing more to reduce pollution in the
first place, instead of tracking emissions after they become a problem.


James Clift of the Michigan Environmental Council says technology is available to make the
painting process cleaner. But he claims GM isn’t using it.


“If what you need is pollution control equipment and it’s not there, the odors may continue. We
might know better what they are, but if the permit doesn’t require them, it doesn’t matter. Now,
the department always has the ability to bring what they call an odor violation against General
Motors. In my mind, they’ve received lots of complaints over the years, but the DEQ has never
acted and actually issued a violation on odors.”


But the Michigan Department of Environmental Quality says it has issued odor violations against
General Motors. GM was ordered to raise its smokestacks in Lansing a couple of years ago
because of a violation. And GM says it recently spent 4-million-dollars on new painting
technology that greatly cuts down on pollution.


Now, General Motors is counting on its neighbors and their noses to help the company improve
air quality near its factories. GM says the project could lead to better pollution controls at plants
throughout the country, including more than 40 in the Great Lakes region.

Cities around the world are taking part in a special celebration this
Month, promoting the idea of life without automobiles. The Great Lakes
Radio Consortium’s Jerome Vaughn has more on what’s known as World
Car-Free Days:


Alternative transportation advocates environmentalists and bicycle
enthusiasts are pulling together over the next couple of weeks to get
more people thinking about the benefits of life without cars.


Events celebrating the idea will be held throughout North America this
week. Some cities, like Chicago, are expected to have critical mass
bike rides where hundreds of bicyclists will purposely slow car traffic
on major streets by riding in unison. About a thousand riders took
part in Chicago’s last such event in late August. Other events in the
Great Lakes region are scheduled to take place in Madison, Wisconsin
and Hamilton, Ontario.


This week also marks the 10th anniversary of the first ever critical
mass ride…held in San Francisco in 1992.


Street parties, public gift exchanges and theatre performances are also
planned for locations around the United States and the rest of the
world.
