Even before September 11th, energy policy was being fiercely debated in the U.S. Now, such a policy has taken on even greater importance, and President Bush is again promoting what many environmentalists view as an outdated energy plan. They say his focus on renewable energy is insufficient. And protest against the plan is gathering speed. But some may be surprised at who’s helping to lead the way. Many religious leaders are voicing concern about America’s dependence on fossil fuels. The Great Lakes Radio Consortium’s Rebecca Williams has the story:

They say his focus on renewable energy is insufficient. And protest against the plan is gathering speed. But some may be surprised at who’s helping to lead the way. Many religious leaders are voicing concern about America’s dependence on fossil fuels. The Great Lakes Radio Consortium’s Rebecca Williams has the story:

Twenty minutes before Father Charles Morris will listen to confessions, he’s up on the rectory roof… inspecting his new solar panels and windmill. He’s perched three stories above the ground, so he has a clear view of his neighborhood here in Wyandotte, Michigan. It’s a sunny afternoon. But for as far as he can see, his roof is the only one that’s turning the sunlight into electricity. And he wants to change that.


“Even in a working class, industrial area such as Wyandotte, an inner ring suburb, if it can work here, it can work anywhere. If you would have homes all across the Detroit area, across Michigan, across other communities, that were to adopt this model, I think it would have a profound impact on the stress we’re placing on nonrenewable resources.”


Father Morris’ parish, St. Elizabeth Roman Catholic, is among the first congregations in the U-S to draw energy from the sun and wind. But he’s not alone in his mission to expand the use of clean energy throughout America.


Across the country, religious leaders are writing to Congress, rallying at SUV dealerships, and making their houses of worship more energy efficient.


St. Elizabeth is a winner of the Environmental Protection Agency’s Energy Star award. Four other congregations also won this year’s award, including a Sikh temple in Illinois, and a Lutheran church in Iowa.


This past June, Father Morris was up on his roof, standing above a gathering of 70 people. For those watching, the day held some miracles.


“During the blessing of the solar panels, it was a bright sunny day, no wind, and no wind all morning. But the moment that the prayer had finished for the blessing of the solar panels, and they were switching over to the blessing for the wind generator, and I walked over with the holy water to bless it, this gust of wind comes out of nowhere, and it starts to spin, just as it’s beginning to spin right now (windmill whirs).” “It was incredible, and people were going, ‘ooh, ahh.'”


While using alternative energy sources has immediate benefits at home, leaders such as Father Morris hope that enough people will save energy locally to have a broader impact.
Not only on energy policy but also on energy practices around the globe.


There are 18 Interfaith Global Warming Campaigns in the U.S. Kim Winchell directs the one in Michigan. Her group is concerned that America is ignoring global warming. Electricity generated from fossil fuel releases emissions that add to global warming. So Winchell’s group wants Americans to use less fossil fuel. Muslim, Jewish, and Christian leaders have joined the effort, which Winchell says fits their beliefs.


“All faiths – Christian, Muslim, Jewish – teach that life is sacred, and the created world is given into our keeping by God.”


But should all congregations run on alternative energy?


Critics say that solar and wind energy are not practical for poor or working-class neighborhoods such as the one served by St. Elizabeth because such systems cost thousands of dollars to install. But Father Morris believes in the long-term, the investment is worth it.


“Every dollar you save on energy is a dollar you can feed a hungry person, a dollar you can pay an employee a just wage, a dollar you can do outreach.”


To pay for his hybrid system, Father Morris took a risk – and drew from the parish savings. It may take 12-15 years to see a return on his investment. So he says some churches may hesitate to follow his example.


U-S Representative David Bonior attended the blessing at St. Elizabeth. He thinks the federal government should invest in renewable energy.


“We ought to provide some incentive, not only for churches, but for anybody who institutes energy wise devices. The government has a central role to play in moving us to a more efficient, technologically safer and cleaner environment.”


Some states are already offering incentive programs and grants. But the amount varies, because state energy conservation usually depends on federal funding.


Father Morris just got a grant from the state of Michigan. He used it to put in a solar thermal system to heat water. He’s also inviting schools and churches to tour St. Elizabeth.


“This is the living room; we’ve got the TV on at the moment…” (sounds of football game)


Father Morris lives in the rectory, and his entire first floor runs on solar and wind power. That includes his living room, bedroom, four offices, two computers…and a radio.


“Here’s one of those old fashioned radio/stereos. We’ll have to put the radio on and see what’s on.”

“I don’t know what that stuff is.”

“You see, this is being powered by solar right now and so the quality of life is the same, there’s no change.”


President Bush’s new energy plan is now being considered by Congress. But whatever the government does, Father Morris says the role for people of faith is clear: to be witnesses for the nation, one windmill at a time.

Chicago is the first major city in the U.S. to commit to a carbon emissions trading system. The Great Lakes Radio Consortium’s Lester Graham reports.


Chicago Mayor Richard Daley has announced that the municipality would join two-dozen private companies that have signed on with the Chicago Climate Exchange. The exchange will create a market in carbon dioxide emissions futures. To reduce greenhouse gas emissions, Daley is recommending the city take a new approach to energy; replacing the bulbs in traffic signals with new longer-lasting, brighter, but more energy efficient bulbs. He also wants the city to put in more energy efficient boilers, and increase the use of cleaner-burning alternative fuels in the city’s fleet of cars and equipment. The city will be able to trade any savings in carbon emissions for shares in carbon futures, supplementing city coffers. The mayor admonished business leaders to find creative solutions to energy and environmental problems, such as the Chicago Climate Exchange. Although the city government buildings and cars make up only a small fraction of the city’s pollution sources, the mayor’s initiative is expected to be an example for the private sector. College campuses were once thought to be hotbeds for environmental activism. Now rather than activism, many people see universities as the primary location for both research and courses on the environment, as well as projects that show how a large institution can be environmentally sensitive. But a new report is giving mixed reviews of U.S. college’s environmental efforts. In the first of a two-part series, The Great Lakes Radio Consortium’s Jonathan Ahl explores the issues of greening a college campus:

College campuses were once thought to be hotbeds for environmental activism. Now rather than activism, many people see Universities as the primary location for both research and courses on the environment, as well as projects to show how a large institution can be environmentally sensitive. But a new report is giving mixed reviews of U-S college’s environmental efforts. The Great Lakes Radio Consortium’s Jonathan Ahl reports.

This coal-fired power plant is the primary source of power at Ball State University in Munice, Indiana. Like many college campuses, Ball State relies on this less than clean source of energy to power dozens of buildings for thousands of students and faculty. But unlike many other schools, Ball State has a team of people working on ways to clean up this plant. Team members are also working on other environmental problems the school faces. John Vann is Ball State’s Green Initiatives Coordinator. That’s a new position at the school this year. He says his title has already made things easier for those in the campus community who are looking to improve the environment.


“If I were just another faculty member that said, ya know you should really program your computer to shut down the monitor, it doesn’t carry the same weight if I am dealing with a Dean or with someone else that having this position does. So that really helps to facilitate my implementation of the initiatives.”


Vann’s position is not common among colleges and universities. A new report by the National Wildlife Federation shows that less than ten percent of campuses have a position similar to his. That’s one finding in the wide-ranging survey that looked at about a thousand campuses across the country. The Federation developed a report card to assess how well schools are doing in several areas. The NWF is giving schools a C minus for Transportation issues, largely because schools tend to buy large gas guzzling cars for faculty to use on road trips, and inefficient trucks for campus work fleets. The report card also includes a B minus for landscaping efforts. The report says most campuses are still using massive amount of pesticides and fertilizers to create those flowerbeds of school colors found around campus. Few are using native plants that require less water and fewer chemicals. Kathy Cacciola is the Campus Ecology Coordinator for NWF. She says things are not completely bleak. Schools are receiving A’s in some important areas.


“Energy conservation measures and efficiency upgrades are a key area where there has been improved environmental performance, with 81 percent of colleges and universities instituting lighting efficiency upgrades and 20 percent having plans to do more. That really demonstrates that higher education institutions have taken the lead on really making advances toward a sustainable future.”


But Cacciola points out that cost savings are likely the motivating factor for those areas of improvement. With high-energy prices, a campus wide program to purchase more efficient lighting, for instance, is often more about money than about the environment. She says in other areas where the financial benefit may not be so great, campuses did not do as well.
The National Wildlife Federation hopes the study will encourage colleges to take a closer look at their environmental practices. Tom Lowe agrees. He’s a Dean and assistant Provost at Ball State. He says there is many things colleges should be doing to improve their sustainability. He says one example would be to use more of the multi-million dollar budgets of colleges to buy recycled and environmentally sensitive items.


“And if we could just direct a small portion of those purchases toward sound environmental items, we could stimulate a market in those items, plus we could enable small businesses what are starting up producing those items to make a profit.”


Lowe says colleges have a responsibility to lead the way for other large institutions such as corporations and medical facilities. He says campuses can be showcases for how to be environmentally friendly in an economically practical way. The report card from the National Wildlife Federation gives A’s to schools for their work on energy efficiency and water conservation. But the schools receive B’s and C’s for poor landscaping practices and transportation issues. Tom Lowe is a Dean at Ball State University in Muncie, Indiana. He says campuses must be models for environmental improvements, especially those that can save money in the long run.


“For a corporation, the idea that you could make money by greater environmental stewardship is sort of counter to what they traditionally think. So we have to be the model for that to demonstrate that it is possible.”


The report also shows schools are doing a good job at recycling, but a poor job in making sure they buy recycled products. For the Great Lakes Radio Consortium, I’m Jonathan Ahl.

Counterpoint: Drilling Not Worth Risk

As the debate on a national energy policy intensifies, the hunt for more places to drill and dig for new energy is escalating. States are now turning their attention to prospecting in one place that hits close to home: the Great Lakes. As Great Lakes Radio Consortium commentator Cameron Davis of the Lake Michigan Federation explains, drilling under the continent’s largest body of fresh surface water is not something to be taken lightly:

As the debate on a national energy policy intensifies, the hunt for more places to drill and dig for new energy is escalating. States are now focusing their attention on prospecting for one place that hits close to home: the Great Lakes. As commentator Cameron Davis of the Lake Michigan Federation explains, drilling under the continent’s largest body of fresh surface water is not something to be taken lightly.


No matter which estimate you believe – that there’s only enough oil and gas to power a Great Lakes state for 2 minutes or 8 weeks – opening the Great Lakes to new oil and gas drilling is simply not worth the risk. Hydrogen sulfide, known to exist in lakebed oil and gas reserves, can escape during drilling causing far-reaching human health problems. Wellhead and pipeline leaks can contaminate groundwater and surface water in streams, often without adequate cleanups by the state agency responsible for drilling oversight. And, drilling can damage some of the most fragile fish and wildlife habitat known, habitat that exists along Great Lakes coasts.


The argument that drilling means more royalties to states doesn’t even hold up. One state Auditor General recently found that oversight of leasing and royalty payments from drilling operations continues to be lax. What does this mean? It means that taxpayers aren’t getting the financial benefits from drilling that they’re supposed to get.


Last, it’s not unusual for the same state agency to serve as subjective promoter of drilling while at the same time supposing to be the objective regulator. States such as Michigan, which is leading the charge for new drilling, can’t have it both ways and maintain their credibility. If they try to have it both ways, it’s inevitable that Congress will step in – as it did this summer with its own legislation.


President Bush, legislative leaders from both sides of the aisle, and a majority of citizens have all said that Great Lakes oil and gas drilling isn’t worth the risk. So why does a bad idea keep moving forward?

A new study suggests wind power is cheaper to produce than coal or natural gas. The Great Lakes Radio Consortium’s Jonathan Ahl reports.


The report from Stanford University shows creating electricity using wind power costs about three and a half cents per kilowatt-hour. That compares to coal and natural gas costs of almost four cents per kilowatt-hour. Mark Jacobson is an engineering professor at Stanford, and the author of the study. He says the government needs to pursue using more wind power over coal and natural gas.


“ …and also, wind energy is more efficient than solar, or other renewable energy sources. So all of the renewable energy sources, you would want to exploit wind first.”


Jacobson says wind power is even a better deal when the environmental costs of pollutants from coal and gas plants are taken into consideration. But there is a downside. To convert two thirds of the nation’s coal generated electricity to wind power would take an up front investment of more then 330-billion dollars. A Michigan Department of Natural Resources proposal to lease Great Lakes bottomlands for oil and gas development has prompted a lot of discussion regarding the risks and benefits of drilling near the Great Lakes. As commentator Michael Barratt reveals, those resources can be developed now in an environmentally safe manner.

People around the Great Lakes have seen quantum jumps in the price of energy within the last few months. Gasoline prices in Michigan for example are approaching $2.00/ gallon, natural gas prices have increased 40-60%, and propane prices have increased markedly.


Since Michigan only produces 4% of its crude oil demand and 30% of its natural gas demand, we need to find ways to both conserve and maintain our energy supply.


The Michigan Department of Natural Resources has proposed to lease land under the Great Lakes for the purpose of drilling wells from onshore locations. The proposed procedures require new wells to be located at least 1,500′ from the shoreline. They also require that sites be screened, and no drilling is to be permitted in dune areas, floodplains, or environmentally sensitive areas.


Additional wells drilled under Great Lakes waters may encounter significant reserves to help Michigan have a secure energy supply. Using a safe and proven technology known as directional drilling, it is possible to reach and produce these reserves with little to no effect on the surrounding areas. There have been 13 wells drilled under Great Lakes waters from onshore locations since 1979. Seven of those wells, which are still producing, have produced 439,000 barrels of oil and more than 17 billion cubic feet of gas. There have been no spills, accidents, or incidents associated with the wells since they have been drilled.


New wells drilled under Great Lakes waters, if drilling is allowed , could produce an additional 90 billion cubic feet of gas, and 2 million barrels of oil; enough to heat more than 1 million homes and fuel 157,500 cars for a year. We now have a window of opportunity to use existing infrastructure associated with the currently producing wells to develop some of the additional reserves under the Great Lakes. Drilling pads, roads, pipelines, and production facilities are in place that can be used to drill new wells under the Great Lakes.


Besides energy security, the people of Michigan benefit from royalties paid to the State of Michigan. That money is put into the Michigan Natural Resources Trust Fund to develop and extend parks, and to purchase wetlands and other environmentally sensitive areas. The seven wells currently producing have contributed more than $16,000,000 to the Fund. Additional wells drilled under the Great Lakes could contribute another $85,000,000-$100,000,000


Let’s develop the State’s Bottomland resources now in a safe and environmentally friendly way to ensure that Great Lakes waters and shorelines can be enjoyed by future generations and also to make sure we have the energy supplies here to maintain our quality of life.

Upstate New York will soon be the home of a clean energy business park. It’ll be one of the first business parks in the U.S. specifically designed for companies that develop clean energy technology. The Great Lakes Consortium’s Mark Brodie reports.


The Saratoga Technology Energy Park, or step, will be housed on land owned by the New York state energy research and development authority.


Nyserda President, William Flynn, says the agency had been looking for a way to use the 280 acres for several years.


“Maybe this is a little pie in the sky, but I hope to envision something along the lines of what happened out in the Northwest and out in California in Silicon Valley. I think NYS has a great opportunity to cluster these new clean energy technology businesses in one location so they can all feed off of each other.”


Flynn expects both the energy technology sector, and the market for clean energy technology to grow in the near future.


He says the state is courting companies that develop and promote the use of alternative forms of energy…including solar and wind power. For the Great Lakes Consortium, I’m Mark Brodie.

Three U.S. Environmental Protection Agency Research Facilities in Cincinnati will start using green energy power this October. The Bush Administration recently urged government offices to be the first to conserve power. The EPA began changing power sources two years ago. The Great Lakes Radio Consortium’s Natalie Walston has details.


A mix of wind and landfill gas energies will power the southern Ohio facilities.
The EPA has contracted with companies in Pennsylvania and Illinois to provide energy. EPA spokesman Chris Paulitz says green energy costs six percent more than conventional power. Bus he says it’s a chance for the agency to “practice what it preaches.” The EPA began changing energy sources at some of its buildings in 1999. Paulitz says that when its Richmond, California Plant started using power generated by methane gas. By early next year, U.S EPA plans to have facilities in Ohio, California, Massachusetts, Colorado, and Washington State powered solely by green energy. The Department of Agriculture is expanding its use of alternative fuels generated by farms. The Great Lakes Radio Consortium’s Lester Graham reports.


The USDA is increasing the use of bio-diesel and ethanol. Bio-diesel is a fuel that can be made by refining natural oils such as animal fat, spent cooking oil or soy bean oil. Ethanol is a blend of gasoline and alcohol, usually derived from corn. USDA agencies such as the Forest Service will increase the use of the fuels in fleet vehicles, including cars, tractors, and even boats at agency offices across the nation. Donald Comis is a spokesperson for the Department of Ag.


“It’s a deliberate strategy of the whole federal government to have demonstration areas all over the country so that you won’t have to travel far to see a vehicle or operation like your own.”


While the USDA is promoting bio-diesel and ethanol, some environmental groups say the taxpayer subsidized fuels use too much energy to produce and only survive because of politics. For the Great Lakes Radio Consortium, this is Lester Graham.
