Seneca Children Learn to Preserve Culture

Almost forty years ago, the U.S. Army Corps of Engineers built a dam in northwestern Pennsylvania. Hundreds of Seneca Indians lost their land, homes and traditions to the dam’s reservoir. Now a new generation of Senecas is trying to preserve a way of life that many believe was nearly inundated by this federal project. The Great Lakes Radio Consortium’s Ann Murray has this story:

reservoir. Now a new generation of Senecas is trying to preserve a way of life that many believe
was nearly inundated by this federal project. The Great Lakes Radio Consortium’s Ann Murray

It’s a sunny day in Salamanca, New York. Young Seneca students lurch and lunge in a game of
keep away.

Although they look like any group of kids
at recess, they share a big responsibility.

“My Indian name is Gayanose. My English name is Brooke Crouse- Kennedy. I’m here because
I’m trying to be one of the ones to preserve our culture and just learn.”


Brooke and 12 other students are here at the Faithkeepers School to learn the Seneca language
and the teachings of the Longhouse religion. The health of these cultural benchmarks declined
after the Kinzua Reservoir flooded one-third of the Alleghany Reservation and scattered tribal
families. The cedar wood school now rests on the upper reaches of the reservation – a narrow strip
of land that follows the Allegheny River from Pennsylvania to New York.

“What kinds of things do you need that’s growing on earth?”


“Food.”


This morning, longtime teacher Sandy Dowdy, works with very young students. In 1998, she and
her husband Dar rallied the community and started the school. They’re two of only 200 Senecas
who can still speak their language.


“Now do you see why Yoedzade is so important? Everything we need is on Yoedzade.”


Thanking Yoedzade, the earth, and its creator for the bounty of nature is the building block for
learning the Seneca language and ceremonies. Today, this handful of students learns a shorter
version of the thanksgiving speech. The speech stresses the interconnection between the natural
world and the well being of individual people.

“We cover just the ceremonial part and the giving thanks part in the morning and then in the
afternoon, we study things. We look into erosion and pollution and all of those things
that we can do to protect those things we just gave thanks for.”


These lessons have a real life application in the school’s small gardens. The early Senecas
depended on gardens to survive. Fruits and vegetables were so important to the tribe’s existence
that they appear in many of their stories and ceremonies. Senecas continued to farm until their
fertile bottom land was flooded by the Kinzua reservoir.


Following the traditional cycles of their
ancestors, Landon Sequoyah and the other kids now help with planting and harvesting.


“The corn’s right there. A long time ago they used to have big things of corn and beans and squash. That’s the Three
Sisters. That’s the Three Sisters. Guindioth and the Three Sisters. He was going back
up to the Skyworld and they grabbed onto his legs and they told him not to go or
they could go with them but he was like,’No, you have to stay down
here to feed our people.'”


Murray: “If you hadn’t been in school would you ever had a garden?”


“I don’t think so cause I was going to a public school and I didn’t know hardly anything about our
culture.”


Many Senecas on the Alleghany Reservation believe their culture was nearly lost when the
Kinzua Dam was built. The Senecas and others strongly protested this project. But their
arguments were turned down in the courts and the U.S. Congress. Tyler Heron is an elder and
Seneca historian. He says that the Canandaigua Treaty of 1794 guaranteed that Seneca land
would remain untouched by the United States government.


“But the politics change over 200 years. We weren’t the threat. We weren’t the political power
any more. The threat, I guess, was the river itself to Pittsburgh …the flooding. It was the
threat to the economy.”


Major floods along the lower Allegheny prompted the federal government to act. To make way
for the dam, 600 Senecas were moved from their homes along the riverbanks. In 1964,
contractors burned and bulldozed Seneca houses, trees and public buildings. Churches and
cemeteries were moved. Heron, who was 17 at the time, says life as he knew it has changed.


“Even the ecology of the river itself has changed. My wife, for instance, used to make her extra
money as a teenager by catching soft-shelled crabs and selling them to the bait companies
but I don’t think there’s a soft-shelled crab in the river anymore.”


Aquatic plants were lost as well. The reservoir also inundated hardwoods used for carving
ceremonial masks and many medicinal plants. Heron, whose grandchildren attend the
Faithkeepers School, says these children are learning to identify the remaining plants. They’re
learning to speak the language and lead the ceremonies and carry on for a community that lost its
ancestral home along the Allegheny.


“Our existence is dependent on us …dependent on us only. And we have to keep our identifiers.
How do we keep our identity? Well,language. It starts right here.”

Researchers Help Develop Co2 Trading Market

One of the gases that figures prominently in the global climate debate is carbon dioxide. Scientists believe CO2 emissions can be reduced if carbon in the atmosphere is “stored.” Economists want to incorporate carbon storage into a market-driven solution to regulate emissions. The Great Lakes Radio Consortium’s Ann Murray has this story about climate change, forests, and the emergence of a carbon trading market:

Economists want to incorporate carbon storage into a market driven solution to
regulate
emissions. The Great Lakes
Radio Consortium’s Ann Murray has this story about climate change, forests, and the
emergence of a
carbon trading market:


Climate experts say the earth’s temperature started to change about 150 years ago.
That’s when
people began to burn coal and gas and oil to run factories and generate electricity.
These fossil
fuels release carbon dioxide into the air. CO2, a “greenhouse gas,” traps the
sun’s heat.
Climatologists warn that unless carbon dioxide emissions are curbed, the planet will
continue to
heat up. Scientists are now looking to nature to counteract this human influx of
carbon.


Coeli Hoover with the U.S. Forest Service is among these scientists.


“There’s a plot over there.”


For the past three summers, Hoover and technicians from the Forestry Sciences Lab in
Warren
County, Pennsylvania have traveled to hardwood forests in the northeastern United
States.


“What we’re doing is trying to get a basic handle on how much carbon is stored in
these different
forests and how management might change that.”


Today, Hoover is in the Monongahela National Forest in West Virginia. She and her
team gather
their equipment from their van. As they head to a stand of cherry, maple and beech
trees, Hoover
explains some basic biology about carbon storage and trees.


“They pull carbon dioxide out of the air to make sugars, carbohydrates for trees to
live on. And in
the process that carbon gets stored as wood. And carbon also get stored in the soil.”


Hoover’s study is the first to examine carbon stored in forest floors and soils.
The regional study
looks at uncut forests and those that have been thinned. Hoover wants to see if
different forest
management practices affect the amount and type of stored carbon.

This morning, Hoover and a technician use a knife and template to cut small sections
of the forest
floor, the layer of organic material above the soil. After the forest floor samples
are labeled and
bagged, the crew takes samples of the soil.

They dig 12 holes per plot with a slide hammer core. That’s a metal cylinder with a
cutting tip on
the edge and brass core sleeves inside.


“This method allows us to get these really nice depths without having any doubt of
what we’re
getting.”


Hoover says the whole point of her study is to eliminate the carbon guessing game.
Because
there’s little information about belowground carbon, it’s been hard to establish
how much carbon
is stored in forests. Scientists call this a “carbon budget.” The big picture,
says Hoover, is
important because of the emergence of a domestic carbon trading market. A market
where
foresters can grow trees, store carbon and make money.


“Right now carbon dioxide isn’t regulated as a pollutant. There are people who
think that it
probably will be. There’s voluntary reporting where companies can report their C02
emissions
and their uptake for different projects. So there’s a lot of experimental work
going on.”


An experimental program in Chicago is working to give industry a reason to reduce
carbon
dioxide output. The Chicago Climate Exchange will begin trading carbon credits. If
a company
reduces its CO2 output by installing new technologies, that difference can be sold
on the
exchange. Companies will buy credits that represent storage of carbon in either
trees or soil. Dr.
Richard Sandor is the founder of the Climate Exchange.


“We are going to have projects which would have to be monitored and verified and
approved by
our offset and forestry committees where people would agree to reforest. If a
particular project
that absorbs 100,000 tons of carbon in the aboveground biomass can be measured, then
people
sell those on the exchange.


Sandor says this isn’t the first time that pollution credits have been traded in the
United States.
He points to the success of the sulfur dioxide market. Sulfur dioxide is the main
component in
acid rain. The U.S. EPA estimates that this market driven program has cut sulfur
dioxide output in
half and saved $50 billion a year in health and environmental costs.


Not everyone sees such a sunny future for carbon trading. Some critics believe that
CO2
emissions must be regulated by the government or through the international
greenhouse gas
agreement called the Kyoto Protocol.


Others worry that foresters or landowners will resort to single age, single species
tree plantations
to quickly fulfill contracts.

Back in the Monongahela National
Forest, Coeli
Hoover says biodiversity need not suffer.


“I don’t think that you have to manage for carbon or sustainable timber production.
I think you
can do both and manage for wildlife. I don’t think there are a lot of tradeoffs
there.”


We probably won’t know the success of carbon trading in the United States for
another five or ten
years. The Bush administration has refused federal regulation of carbon dioxide and
for now, has
left the solution to the markets.

Small Water Plants Step Up Security

It’s been almost a year since terrorists attacked the United States. But the repercussions of that morning continue to ripple across the country. The Great Lakes Radio Consortium’s Ann Murray looks at how security concerns are impacting the country’s 50,000 small drinking water systems. These utilities now find themselves scrambling for money, security training and equipment to keep their facilities and water supplies safe:

It’s been almost a year since terrorists attacked the United States. But the repercussions of that morning continue to ripple across the country. The Great Lakes Radio Consortium’s Ann Murray looks at how security concerns are impacting the country’s 50,000 small drinking water systems. These utilities now find themselves scrambling
for money, security training and equipment to keep their facilities and
water supplies safe:


The federal government started thinking seriously about domestic
security well before last September. Four years ago, the Clinton
administration examined the country’s infrastructure. And the results were
sobering. Water and wastewater systems were found to be vulnerable to
physical damage, computer hacking, chemical spills and radiological
contamination.


Recent CIA reports place large metropolitan water systems on alert as
potential targets for terrorist attacks. But some small system operators
think their plants are vulnerable, too.

“I feel that they could make an example out of a small system that says,
‘Look here, we could do that to a small one. We could do it to a larger
one.'”


Barry Clemmer has run public water systems in western Pennsylvania for the
past 25 years. Before September 11th, he says his main concern was
vandalism – still the most likely scenario for a security breach. He walks
the fenced perimeter of his facility and points out new security devices.


“We have a camera on the side of one of our buildings that focuses
on the entrance gate. We monitor 24 hours a day. It’s hard to keep someone
out but it’s a deterrent and might slow them down from getting in.”

Although the front of the plant is now more secure, Clemmer continues
to worry about the intake system. That’s where raw river water is piped
into the treatment plant.


Clemmer: “Excuse me, I’ll open the gate.”


The river flows about 30 feet below the gated back of the facility. Clemmer walks down a wooden stairway to the unguarded riverbank. He shakes his head and says that terrorists could attack his plant from here.


“They could come up the river on a boat and hop out and go right
there and drop something in. It’d only take five minutes and our water
could be contaminated.”


Plans are in the works to secure the area where raw water is
taken into the plant. But Clemmer says that he still needs a security camera to
keep a close eye on the river. That will require additional grant dollars
because there isn’t money in the budget for security equipment and the
local community says it can’t afford the extra expense.


John Mori is director of the National Environmental Services Center, a federally funded technical assistance group. He says budget constraints are nothing new to small communities. It’s just that financial limitations have taken on an added dimension in this past year.


“Small systems historically have never gotten a share… an appropriate
share of federal dollars under the various loan programs. The point is there
are hundreds of thousands of Americans in small communities, medium size
communities and they need equal assurance that their water is safe and protected.”


Unlike metropolitan areas, Mori says smaller communities just don’t
have a big pool of qualified water personnel. So already overburdened
operators must now take on the responsibility of keeping their facilities
safe from terrorism.


“These are hardworking men and women who may have two or three or four
jobs in a community trying to do everything at once and make sure their
customers get good, safe water. So I think they’re determined about this. I
just think they need some help.”


Since September 11th, most help – in the form of new federal dollars
and security training – has gone to large water utilities. Metropolitan
water plants serve about 80 percent of the U.S. population. But Andy
Bielanski, with EPA’s newly formed Water Protection Task Force, says that the
U.S. Environmental Protection Agency is moving slowly but deliberately to also
help small water systems.


“What we’re doing is taking input and feedback from states, other
technical assistance organizations and agencies, on how best to approach
this problem. And we’ve been taking this all into consideration in trying
to provide security assistance to small systems.”


EPA and other agencies now face the daunting task of reaching more than
50,000 small water utilities. These utilities vary in size, customer base
and technical sophistication.


This past May, Congress mandated water utilities with more than 3,300
customers to conduct vulnerability assessments. Operators must then create
emergency response plans to address not only terrorism but vandalism or
natural disasters. Before September 11th, many small systems didn’t have
workable emergency plans in place.

At a pilot seminar for small system security, Tom Sherman with Michigan’s
Rural Community Assistance Program says Michigan’s systems are just like
many other small water utilities: they’re beginning from scratch.


“It’s kind of like ground zero. We’re just starting out. It’s something we knew we
had to address and you just need the input to know you’re going in the right direction.”


To make sure that small water operations are heading in the right direction, the federal government is trying to improve its outreach to small and medium size communities. Some funds have already been distributed to help these communities evaluate the safety of their water systems and upgrade their security. More than $70 million additional dollars await the approval of Congress and the President.
