public pressure to reduce pollution anyway. The Great Lakes Radio Consortium’s Ann Alquist
reports:


Elizabeth Dickinson didn’t get any kind of warning about air quality in her neighborhood. She
really didn’t need one. She says couldn’t avoid noticing the pollution in the air.


“A couple years ago, there was almost a week where the air quality in my neighborhood was so
bad that you literally couldn’t sleep. There was a burning back in my throat.”


Dickinson lives in Saint Paul, Minnesota, not too far from one of the oldest coal burning plants
operated by Minnesota’s leading supplier of electricity, Xcel Energy.


She and many other people have been actively working to pressure the company to address the air
quality problems they believe are caused by Xcel’s older plants.


And in a rare move among power companies, Xcel Energy is doing something. In May 2002, the
company put forth a voluntary proposal to convert its two oldest coal burning plants to natural
gas. The oldest plant, Riverside, lies in northeast Minneapolis.

Since it opened in 1911, the Riverside plant has changed very little when it comes to emitting
pollutants. It was grandfathered in under the Clean Air Act of 1970 – which means the plant isn’t
subject to federal environmental mandates.


It didn’t have to install modern pollution control devices unless it upgraded the plant. And now,
under the Bush administration’s new rules, even upgrading it might not trigger the threshold that
would require it to reduce emissions.


“For a little bit over two years, one of the first things I was charged with was to look at all the
emissions in and around southeast Minneapolis and Riverside plant came back as a sore thumb
because of the glaring emissions.”


Justin Eibenholtz is the environmental coordinator for a Minneapolis neighborhood improvement
group. He says that’s why Excel’s decision to convert Riverside to natural gas is such a big deal.
Once it’s converted, the old plant will cut air pollutants by 99 percent. Mercury emissions will be
completely eliminated.


Neighborhood groups such as Eibenhotz’s and big environmental groups alike are praising
Excel’s decision. The Great Lakes Program Coordinator for the Sierra Club, Emily Green, says
the reduction in emissions will mean a better quality of life for residents who live in the Great
Lakes region. That’s because the mercury and other pollutants that were emitted from the plant
often ended up in the Great Lakes through a process called air deposition. That meant pollutants
got into the food chain and contaminated fish.


“The Great Lakes are like a giant bathtub with a very, very slow drain, so that what we put into
the Great Lakes stays there.”


Green says the pollutants don’t go away. They just end up contaminating the air and the water.


“We swim in them, we drink them, you know, the fish swim around in them, and so it’s very,
very important that we recognize, despite their size, how fragile the Great Lakes are.”


Besides polluting the lakes, the air pollution drifted for hundreds of miles, causing health
problems. The effects are already apparent. An independent report commissioned from the
Environmental Protection Agency says pollution from the oldest and dirtiest power plants kills
more than thirty thousand Americans each year – almost twice the number of people killed by
drunk driving and homicide combined.


While the natural gas conversion won’t reduce the level of mercury in the Great Lakes
immediately, it will mean it won’t add to the problem. It also means a more efficient use of a
fossil fuel.


Ron Ellsner is the project manager for Xcel’s proposal.


“The new combined cycles that we’re going to install are on the order of 30 percent more
efficient than what our current coal cycle is. They do that much better a job converting that
energy into fuel into electricity.”


It comes at a cost, though. Xcel estimates converting its Minneapolis and Saint Paul plants will
amount to one billion dollars. By Xcel’s estimate, it’ll be the most expensive power plant
conversion in the history of the United States, and the cost of the conversion will be passed on to
its customers.


That’s fine by Elizabeth Dickinson. She says she, and her neighbors, were paying for it in other
ways already, such as additional healthcare costs. Dickinson says the estimated extra 15 cents a
day for her power bill will be worth it.


“You know, these are the hidden costs of coal burning and they’re huge, and you know, they’re
usually left out of these equations and we’re saying they can’t be left out any longer, they just
can’t be, because it’s too high a cost for us as a society.”


Government regulators still have to approve the plan. Minnesota’s utilities commission is
holding a final round of public hearings before voting for or against Xcel’s proposal to convert to
natural gas.


If the conversion is approved, it will likely put pressure on other power companies in the Great
Lakes region to do the same.

Minnesota’s largest supplier of electricity, Xcel Energy, has submitted a voluntary
proposal to convert its two oldest, and dirtiest, coal burning plants to natural gas. The
cost of the conversion – one billion dollars – will be passed on to Xcel’s customers.

It will mean a 99 percent reduction in emissions – and mercury emissions will be
eliminated. The plant itself will undergo some changes, with some of the taller structures
no longer marring the skyline.

“Cleaning up some of the older equipment that will be abandoned, we hope it has a
positive impact on the landscape for our city and for our neighbors.”

Despite the 1970 Clean Air Act, some factory owners have kept polluting at the same rate for
more than 30 years. That’s because plants only were required to add pollution controls when
making significant updates. Environmentalists say a new rule put in place by the Bush
administration makes that loophole even bigger.


Eric Schaeffer is a former EPA official who quit, protesting the weakening of environmental
rules.


“What this rule says is if you’re sitting on an old plant that’s pretty dirty, that’s uncontrolled, that
isn’t meeting the Clean Air Act standards, you can go in and piece by piece, you can continue to
rebuild these plants and keep them alive and keep them going without putting on pollution
controls.”


The new rule comes in the wake of a General Accounting Office report that found the Bush
White House made the decision based almost entirely upon anecdotes from factory owners rather
than from hard data collected by the EPA.

Earth First, Greenpeace and the Common Assets Defense Fund are using an internet
petition
drive to try to get Interior undersecretary, Steven Griles, fired. The groups say
Griles close
association with the gas and coal industries demonstrates the Bush administration is
unfriendly to
the environment.


However, Michael Kraft, who tracks environmental policy at the University of
Wisconsin, Green
Bay, says the effort is unlikely to succeed.


“There clearly will be an effort to gain media attention to highlight what
environmentalists
believe to be unacceptable policies in the Interior Department and elsewhere within
the Bush
administration and my guess is the Bush White House will find it very easy to
respond to those
criticisms much as they have for the last three years.”


Kraft says the drive might get more attention if larger environmental groups, such
as the Sierra
club, Audubon Society and Wildlife Federation took part.


But even if they did, he says it likely would not affect Griles standing within the
administration.

President Bush has chosen Utah Governor Mike Leavitt as the new head of the Environmental Protection Agency. If Leavitt is confirmed by the Senate, he will replace Christie Todd Whitman, who
resigned in
May.


Business leaders and Republicans describe Leavitt as a moderate and a consensus
builder.
Environmental groups, though, say Utah’s governor has a history of allowing
corporations to
pollute the state’s forests and waterways.


Scott Groene is the staff attorney for the Southern Utah Wilderness Alliance.


“He’s a smart man and he’ll be very careful not to blunder by telling the public
what he’s doing if
he’s actually rolling back environmental protections. That’s certainly what we’ve
seen here in
Utah, is that he’ll take some fairly extreme actions but then he’ll manage to claim
the middle
ground with his rhetoric.”


Leavitt says he wants to give states a larger role in environmental regulation. His
confirmation
hearings will be scheduled when the Senate returns to Washington in September.

The U.S. military cannot be fined for violating environmental laws, but right now all branches of
the service are required to obey them. Some in the Pentagon want to change that. Deputy
Defense Secretary Paul Wolfowitz is asking top brass to find examples of how environmental
laws hurt military preparedness. It would give President Bush ammunition to invoke exemptions
to many environmental laws. Jeff Ruch (rook) is with the environmental group Public Employees
for Environmental Responsibility.


“This Wolfowitz memo is part of a broader campaign by the Pentagon to free itself from most
environmental laws.”


Last year, a report by the General Accounting Office, the investigative arm of Congress, found
that complying with environmental laws did not hurt military preparedness.

The government is considering redefining what is a truck and what is a car. The difference will
affect the federal fuel economy standards. The Great Lakes Radio Consortium’s Lester Graham

Fuel economy standards for light trucks are less restrictive than they are for cars. The auto
industry takes advantage of the rules regarding the definitions to make vehicles you might think
of as a car fall under the less restrictive light truck fuel economy standards. For example, the
popular Chrysler P-T Cruiser qualifies as a light truck. The New York Times published a report
indicating the Bush administration is looking to further change the definitions. Environmentalists
are concerned.


Daniel Becker is with the Sierra Club.


“You can redesign to either save more gas or guzzle more gas. Our fear is that the Bush
administration, responding to their friends in the auto industry and the oil industry, will instead
decide that we need to guzzle more gas.”


The Bush administration is reported to be considering the changes to achieve greater fuel
economy, but some environmental groups remain skeptical.

The Environmental Protection Agency is requiring construction sites between one and five acres
large to get a National Pollution Discharge Elimination System permit. Highway construction,
home construction, every type of construction project must get the permit, except for the oil and
gas industry.


Sharon Buccino is a senior attorney with the environmental group Natural Resources Defense
Council. She says the Bush administration is giving that industry an exemption.


“And, there really is no basis for giving them an exemption. In fact, construction at oil and gas
sites is likely to be even more problematic than just your, you know, kind of run of the mill
construction activities.”


Now, a measure before Congress would make the exemption law instead of just an administrative
rule, and would also exempt larger oil and gas construction sites from the pollution permit
process.”

requiring the auto industry to make light duty trucks, such as SUV’s, more fuel-efficient.

Many of the big environmental groups said the Bush administration’s plans to increase
the fuel economy standards for SUV’s by a mile-and-a-half a gallon wasn’t enough. The
environmentalists say the proposed standards will do almost nothing to make the nation
less dependent on foreign oil. Chris Struve is a market analyst for Fitch Ratings. He says
if the environmental groups want real results, they should turn their attention from trying
to regulate the auto industry’s behavior and instead try to change public opinion:


“It all comes down to consumer preference and frankly the U.S. consumer has
not demonstrated that they have a concern for fuel economy and until the
environmentalists can demonstrate otherwise, I think, you know, you’ve got to be very
careful what you do.”


Struve says few environmental groups are willing to push the hot button issues that would
change consumers’ behavior, such as higher gasoline taxes to make drivers think before
they buy a gas-guzzling vehicle.

that looks at what states are doing to reduce greenhouse gas

The federal government wants no part of international
treaties aimed at reducing pollution linked to global
warming. But a report by the Pew Center On Global Climate
Change says about one-third of the states have taken significant
steps on their own. The study mentions Minnesota’s effort to
plant trees that may help reduce energy consumption and absorb
carbon. Wisconsin is praised for requiring large polluters to
report their carbon dioxide emissions.


University of Michigan professor Barry Rabe offered the study. He
says the budget deficits faced by many states may stifle additional work.


“And there may be an unfortunate irony here that at the
moment when political interest in doing something to
reduce greenhouse gases is greatest, the fiscal capacity to
fund some of these programs and implement them may be at a very,
very low point.”


The Pew Center says the state efforts are no substitute for a
comprehensive national plan. For the Great Lakes Radio Consortium,
