Paying for Ponds to Stem Farm Runoff

Since the dust bowl days of the 1930s Depression, the government has been working with farmers to reduce erosion. Today, soil conservation is better. But fields still lose a lot of topsoil because not all farmers use the best conservation methods. Dirt is washed away by rain. That silt clogs up streams, rivers and lakes. But one region is trying to intercept the silt before it gets to the river system. The GLRC’s Lester Graham reports:

Since the dust bowl days of the 1930s Depression, the government has been working with
farmers to reduce erosion. Today, soil conservation is better. But fields still lose a lot of
topsoil because not all farmers use the best conservation methods. Dirt is washed away
by rain. That silt clogs up streams, rivers and lakes. But one region is trying to intercept
the silt before it gets to the river system. The GLRC’s Lester Graham reports:


Farm fields in all or part of 38 states drain into the Mississippi River. Some of the
tributaries of the Mississippi are so silted that dredges have to operate around the clock to keep river
shipping lanes open.


The Sangamon River in central Illinois is not big enough for shipping cargo, but it does
run into the man-made Decatur Lake. The city of Decatur gets its water from that lake
and often has to dredge it to keep the water inlets from clogging up.


Keith Alexander is the Director of Water Management for the city of Decatur, Illinois.
He says a little soil erosion on enough farms adds up:


“And the drainage area that runs into the lake is 925 square miles of some of the world’s
best topsoil. We have literally a half-a-million acres of corn and soybean fields that flow
into our lake that we use for drinking water purposes.”


Not only does the silt clog the lake, it also carries fertilizers and pesticides with it,
polluting the lake. The city has offered farmers financial incentives to reduce soil
erosion. But it hasn’t gotten enough participation from farmers to solve the problem. So,
the City of Decatur decided to try another approach. They would offer money to landowners to build ponds. Those ponds would be located in key drainage areas next
to farm fields.


Shannon Allen is a watershed specialist with the Macon County Soil and Water
Conservation District. He says it turned out to be a pretty popular program:


“The landowners wanted it for recreational purposes, obviously fish, maybe swimming
or whatever. We’re putting them in so we can collect sediment from the farm fields
above them so they don’t go into the river system.”


Shannon Allen says the ponds work a lot better at keeping silt out of creeks and rivers and lakes
than other methods to reduce erosion.


“Basically ponds collect 90% of the silt. And, so anytime you can put up a pond, you’re
doing better than a grassed waterway or a terrace that don’t reduce sediment loads by that
much.”


The city offers up to 5,000 dollars to landowners, but that’s well short of the actual cost. A typical pond
can cost 20 to 25,000 dollars to build. But landowners have been taking the city’s offer.


Alan Roberson owns a few acres at the bottom of a sloping corn field. About 42 acres
drains onto his property and then into a creek. He says when he moved there, there was
just a big ditch where stormwater from the neighboring farm fields washed a bigger and
bigger gully, carrying sediment to the creek:


“There was places eight, ten feet deep. We’ve lived here almost 20 years and it just kept
getting deeper as it went along. I hated to even come down here and look at it because it
was getting so bad. So, I’m glad that program came along to take care of it. As you can
see, it’s not doing that anymore.”


Roberson took advantage of the city’s pond program. Where the gully used to be, a carpet
of green lawn now borders a picturesque little pond.


Alan Roberson says the pond has a pipe in the bottom of it, kind of like a bathtub plug. It
was part of the design required to get the matching funds from the city. When the pond
fills up with silt, Roberson will be able to drain it and dig out the soil:

“See this valve down here? You can actually pull that up. It could very well be 20 years
from now they’ll get enough silt in here where a person will have to bring it down. But
like I said, it’s designed to do that.”


That silt is some of the richest dirt in the corn belt and could be sold back to farmers or
used for gardens or flower beds. The landowner will have to pay the cost of digging it
out, but it’s that much more silt that won’t have to be dredged from the lakes or the rivers
that feed them, where people get their public water supply.

At the urging of some scientists, the US government is looking at tightening lead
exposure limits. The GLRC’s Chuck Quirmbach reports:


More medical researchers are reporting evidence that lead is harmful
to people at much lower levels than the current health standard. In fact,
some say, there’s no level at which lead is harmless. Cliff Davidson is a professor of
engineering at Carnegie Mellon University. He’s helping advise the EPA on whether
to recommend changes in the airborne lead standard. Davidson says some
of the lead is in topsoil and came from leaded gasoline which was banned long ago:


“…And every time there’s a strong wind, that soil becomes
airborne and a certain amount of that which contains lead is inhaled
by people.”


Davidson says children playing in playgrounds near highways may also take the lead in
through their mouth. The new EPA recommendations may not come until at least next
year.

Sand Mine Company Restoring Dunes

Fairmount prides itself as an environmentally responsible company. Now they’re going beyond what’s required to restore land for wildlife. The Great Lakes Radio Consortium’s Bob Allen reports:


“Okay, we’ll go all the way to the east side of the property…”


Craig Rautiola comes from a family of Finnish rock miners in Michigan’s Upper Peninsula. He looks like he could have played linebacker on his high school football team. Now he manages four sand mines for Fairmount Minerals near the Lake Michigan shore.


“You can see a front-end loader on your right, it’s just doing a little cleanup work right now…”


Rautiola’s red Ford pick-up bounces over a rough track past a network of conveyor belts, pipelines, and silos, and 100-foot-high pile of sand. The 350-acre site is called Wexford Sand.

Previous owners dug into the gently rolling hills to remove the sand, then left the land exposed, but Rautiola says his company has a different approach.


“We have a vision of the future that we can run a responsible operation and make a reasonable profit and provide a good product to society, but we can do so in a way that we can restore land to better than original. And we really believe that. I know that sounds like some marketing statement but we really believe that we can do a better job with this piece of land than versus the way we accepted it in the beginning.”


But to get at the sand operators still have to clear about five acres of woods a year. They used to put back the topsoil, grade the land, plant some grass and call it good. Now Rautiola says they’re getting more creative.


“We’re getting a lot more sophisticated in how we define restoration. Restoration today means getting creative with our topography trying to create water features, trying to get diverse with plant species, diverse with insect life.”


The restoration includes a series of ponds kept aerated to support fish and amphibians year around.
There’s an irrigated nursery where three thousand seedlings are under cultivation to see which ones will thrive.


Rautiola used to count success by watching deer and wild turkey return, but now he sees songbirds and shorebirds as indicators of restoration that’s working. That’s because birds require diverse habitat.


“This mature forest might be great for a scarlet tanager, but an indigo bunting would rather be over in the blackberry bushes. Over to the north we had over a hundred bank swallows just a month ago. We’re trying to attract other threatened species like osprey.”


Rautiola brought in experts to show him how to get more diversity on the site. One of them is Kay Charter. She started Saving Birds Through Habitat. The group runs a small wildlife education center in northern Michigan.


Charter says native species of grasses, plants, and trees produce the most diversity. They attract a variety of insects preferred by birds and other small critters.


“You’re going to have Yellow Warblers in here, you’ll have Common Yellowthroats in here, you’ll have Willow Flycatchers in here, you’ll have all kinds of things in there… Catbirds.”


Charter has documented forty species of songbirds and shorebirds nesting at Wexford Sand. She says that’s pretty amazing for an industrial site, but she insists the effort is necessary to lessen the impact on wildlife. She notes some worldwide populations of songbirds have declined fifty percent in the last forty years.


“I think it’s important for the future of our planet. We all have to be involved in conservation or we’re in greater trouble than we’re in today because mining does take something out of the land. But if you can put it back in a way that is used by many species then you don’t leave the footprint that you might otherwise have left.”


Fairmount Minerals has given Craig Rautiola free reign to restore the site at Wexford Sand, and he’s going all out with the effort because he believes it’s the right thing to do.
Kay Charter of Saving Birds Through Habitat hopes the company’s commitment catches on with the whole industry.


“I think it can give all of us hope that business and corporations and companies in this country aren’t all filled with greedy people at the top.”


On a ridge perched eighty feet above the floor of the sand mine is a stand of one-hundred-year-old sugar maples. Underneath the trees is a million dollars worth of sand in today’s market. And they say it’ll stay there. What they call “Maple Island” will be the centerpiece of their restoration.

and lakes around the Great Lakes region. It can harm plants and aquatic wildlife in the
waterways. The sediment can also fill the channels and harbors, blocking ship traffic.
But a pilot program in one Great Lakes state is using the sediment in a new way. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


The Illinois River used to be an average of more than twenty feet deep. These days, the
river averages a depth of about two feet. The river stretches nearly from Chicago across
the state of Illinois and joins the Mississippi near St. Louis. The entire length of the
Illinois River is clogged with sediment that’s eroded mostly from farmland. Besides
blocking navigation, the sediment buries aquatic plants, destroying a food source for fish
and waterfowl.

A giant dredger is taking deep bites into the muck beneath the water’s surface that’s
clogging up the bottom of the river near Peoria. The bright orange clamshell bucket is
filling up barges that will take 100,000 tons of sediment to Chicago. There, it will be
used to cover up the remains of an old steel plant and create 17 acres of parkland.


Bob Foster is a project manager with the Chicago Park District. He says the steel mill
site is useless without the sediment from the Illinois River:


“What’s left there now is several foundations and forty feet of slag. It’s pretty hard to
plant trees in forty feet of slag. This project would not be happening unless we were
receiving this soil, this dredged material, because soil is our number one cost in park
development now.”


State and federal officials say this idea helps both the Illinois River by clearing out
sediment… and the city of Chicago by providing topsoil for a park. The program also has
the support of environmentalists, although they do sound a word of caution.


Marc Miller is an environmentalist who serves on the Illinois River Coordinating
Council, a group of public and private organizations trying to help the river. He supports
the dredging program, but says it would be better if the government, farmers and
developers would do more to stop soil erosion.


“That’s why the Illinois Coordinating Council has many irons in the fire in addressing
these issues. It’s going to take prevention in order to stop the kind of problems that have
been going on for decades.”


This kind of program won’t work everywhere. John Marlin is with the Illinois
Department of Natural Resources. He’s done a lot of studies on the possible uses for
dredged material. But, because some sediment is contaminated with pesticides or old
factory pollution, you have to test the muck and know where it’s going to be used.


“There are definitely places where the soil in the lakes and the Illinois River is too
polluted to use. But there are other places where it is clean, and one of our jobs is going
to be to find out where it is clean and safe to use and make judgments accordingly. There
will be a lot more questions as time goes on.”


But public officials behind this project are concentrating solely on the positives of the
project. Lieutenant Governor Pat Quinn told supporters at a rally on the banks of the
Illinois River that the dredging program will be the beginning of a much larger program
that will benefit several states.


“This is a model, we want to replicate it, we want to do it elsewhere. We are open for
business. If you need topsoil somewhere, we got it. (laughter) And by digging up the
sediment and making the river a little deeper, we can help our fish, our wildlife, our
waterfowl, we can help our boating, our recreation.”


To have any significant impact on the Illinois River, this kind of dredging program will
have to be expanded exponentially. This first project will remove 100,000 tons of
sediment. Each year more than 14 million tons of sediment is washed into the Illinois
River basin.
