dioxide from coal-burning power plants and inject it deep into the earth. The Great Lakes Radio
Consortium’s Annie Macdowell explains:


It’s called carbon sequestration. The idea is to use a chemical process to remove carbon dioxide
from power plant emissions and pressurize it into a liquid form. The liquid would then be injected
into saline aquifers up to ten thousand feet below the ground.


The government wants to create 4 to 10 regional partnerships to study the possibility of carbon
sequestration. One of the potential sites is in the Illinois Basin. The basin extends throughout three
quarters of Illinois, into Western Indiana and Western Kentucky.


Robert Finley is the director of the Center for Energy and Earth Resources at the Illinois State
Geological Survey. He says carbon sequestration could be a good transition for the country as it
moves away from using fossil fuels.


“It would allow us to use coal in a more environmentally responsible way while we look toward the
future with additional use of renewables and ultimately, perhaps, going to a hydrogen economy.”


Finley says at this point, sequestration doesn’t work with other pollutants found in power plant
emissions, such as sulfur dioxide, nitrogen oxide, and mercury.

The EPA credits the improvement in the health of lakes to a 1990 law that reduced sulphur
dioxide emissions, mainly from coal-burning power plants. Cutting SO2 pollution means several
things, including less disruption to the Lakes’ food chain. Now the EPA agrees with President
Bush’s call for Congress to pass his so-called Clear Skies Initiative. That plan aims for more
reductions in sulphur dioxide, as well as cuts in emissions of nitrogen oxides and mercury. But
several state air pollution regulators say the plan doesn’t go far enough. Lloyd Eagan is with the
Wisconsin Department of Natural Resources.


“Basically my feeling is that the levels in the Clear Skies Initiative really offer too little reduction
and it comes too late.”


But the EPA calls the Clear Skies Initiative a market-based, workable approach to pollution
control.

While research on biomass is in its infancy… one particular crop has caught the eye of researchers who say it would be perfect for Midwest power plants. with their usual rotation. Some are turning to plants grown specifically for what’s called
“biomass.” Biomass crops can be used as fuel. While research on biomass is in its infancy… one
particular crop has caught the eye of researchers who say it would be perfect for Midwest power
plants. The Great Lakes Radio Consortium Shawn Johnson reports:


In a farm field not too far from the University of Illinois stands a small plot of miscanthus. The
wavy, 12-foot tall grass topped with fluffy, seedless flowers is native to some places in Europe,
where it’s catching on as a crop to burn. Researcher john clifton-brown of Trinity College in
Dublin, Ireland has grown miscanthus on his father’s farm for 12 years now. He says it’s a
natural fit for Illinois.


“You seem to have in Illinois superb soil. You seem to have very low corn prices. You have
rainfall. And these factors combined look like a golden opportunity for the development of
renewable energy from biomass crops like miscanthus.”


Miscanthus is giant grass that can be planted in the same fields that normally grow corn and
soybeans. The similarities pretty well stop there. Where most Midwest farmers are used to
growing crops that produce food, miscanthus is grown specifically to be chopped off, bailed, and
burned, usually with coal in coal-fired power plants.


John Caveny owns the land where this miscanthus plot is growing. He stops short of calling this
a new way of farming:


“Well, in way it is, in a way it isn’t. What all farmers do, when you get right down to it, is
advance the value of sunlight energy. That’s what you do, whether you grow tomatoes, whether
you grow flowers, whether you grow grass, whether you grow corn.”


In the case of growing miscanthus, the process is much different than that of most Midwest crops.
Farmers use multi-row planters pulled behind tractors to plant corn and soybeans. To grow
miscanthus, a producer needs to dig holes and plant sprigs of the grass one at a time to be
successful. The crop will grow back on its own year after year for up to 30 years, but it’s not big
enough to be harvested the first few years its in the ground. Even with all these complications,
University of Illinois researcher Steve Long says a farmer who’s willing to make an investment in
miscanthus can reap great rewards in the long run.

“You do need labor to put this into the ground, but then after that, this is considerably less labor
than corn or soybeans, and on current figures, it is more profitable.”


Those figures are more theory than reality at this point, because a market for miscanthus has yet
to emerge. Dynegy is the only power company that buys miscanthus in this part of Illinois. And
even dynegy won’t be ready to harvest biomass crops on a large scale for another five years. But
the energy company projects it could eventually pay 40 dollars per ton of dried… harvested
miscanthus. That’s pretty good money for the farmers. The reason dynegy will pay that much?
While it doesn’t burn as efficiently as coal… miscanthus emits far fewer pollutants. And while it
emits greenhouse gases such as CO-2 while it’s burning, it will recapture those gases when it
grows. As energy companies are forced to meet more and more environmental requirements,
Dynegy’s Chris Williams says miscanthus becomes appealing:


“It’s getting closer and closer to the cost of coal generation. And you look at that with the
environmental benefits of the biomass, it really makes sense to do the research now to get it into
production as soon as we can.”


Dynegy is looking for farmers to grow miscanthus within a 50-mile radius of one of its central
Illinois power plants. But the company doesn’t know how many farmers it will be able to find.
Even if enough farmers are interested, dynegy is still working out the specifics of harvesting,
shipping, and burning grass effectively.


Miscanthus and biomass crops such as corn for ethanol and soybeans for soy diesel are just part
of a growing renewable energy market. And they face plenty of competition. Hans Detweiller is
with the environmental law and policy center, which advocates renewable energy in the Midwest.
Detweiller says wind and solar power generation are simply more established than biomass right
now:


“Biomass energy has more questions I think in the minds of the public than some of the other
energy sources, but we would like to see more of it. Especially where you can get parallel
benefits such as increased water quality, increased wildlife habitat, things like that.”


Detweiller says miscanthus could fit that billing, but other biomass crops might be more suitable.
Depending upon who you talk to, fields of young aspen or willow trees could even be the biomass
crops of the future. And Detweiller says a native plant like switchgrass is an attractive option
because it does not grow nearly as thick as miscanthus allowing wildlife to forage more freely.


But it’s that thickness that researcher John Clifton brown says makes miscanthus so appealing
and potentially so profitable to a farmer. As he stands next to a wall of miscanthus, Clifton-
Brown says the crop he’s grown in Ireland for a dozen years will only perform better in America.

“So try it. Suck it and see as we say in Europe.”


Clifton-Brown’s miscanthus is harvested only once a year. Others biomass crops are chopped off
a few times. They each have slightly different growing seasons, but all have at least one thing in
common. They represent a future where the energy we mine today could eventually be mowed.

Companies Pledge to Curb Cell Phone Waste

Cell phones were a popular holiday gift this year. That means old phones will wind up in the garbage. A cell phone company from the Midwest is one of several firms that are pledging to reduce the number of old wireless phones that wind up in landfills. one of several firms that are pledging to reduce the number of old wireless phones that wind up in
landfills. Chuck Quirmbach reports:


By some estimates, U.S. consumers discard more than 100-million cell phones a year. The
phones are small, but usually contain toxic chemicals like lead and cadmium that can leak in
landfills. Illinois-based Motorola and nine other cell phone manufacturers have pledged to the
United Nations to address the environmental issues linked to cell phone disposal. Motorola
official Craig Liska says the companies wanted to keep some control over the process:


“We wanted to make sure there wasn’t a global regulation that came out that kind of limited the
solutions because we wanted to have the flexibility to have the proper solutions in place in the
proper place of the world.”


If you want to get rid of an old cell phone now, you may be able to take it to a dealer for
reprogramming or perhaps have the toxic metals removed before dumping. The cell phone
makers are pledging to work on more options. They say they’ll also try to design phones that are
more eco-friendly.

The Commission for Environmental Cooperation found little evidence overall of what
environmentalists’ most feared from NAFTA – more pollution and lower environmental
standards. The study finds trade-related advances in technology have, in some cases,
helped the environment. But it attributes to NAFTA more air pollution from trucks at
border crossings. And businesses seeking out lax regulations can create pollution
hotspots. The report points to a 400% rise in hazardous waste shipments to Canada as an
example.


Chantal Line Carpentier is a spokesperson for the CEC. She says all three countries need
strong laws to make NAFTA environment-friendly.


“It’s not only an agreement on trade and goods, it’s also on investment, so that you need
to have the policy in place and also the flexibility to put policy in place as soon as there’s
some sort of hotspot that develops.”


Still, environmental groups remain concerned that competition for investment will trump
environmental policy when it comes free trade.

African American Health Problems Tied to Air Pollution

The study shows blacks are hospitalized for asthma attacks at more than three times the rate of whites, and their death rate from asthma is twice that of whites.


Brian Urbaszewski with the American Lung Association says there’s a direct link between air pollution and asthma, especially within the black community.


“African Americans just tend to have a higher rate of asthma, so you have the people who are more likely to be sick in an area where the air is more likely to trigger an asthma attack.”


In one Great Lakes state, 90 percent of blacks live in counties with air pollution levels that exceed federal health standards.


African-American babies are in greater danger of sudden infant death syndrome and respiratory mortality because they live in more polluted areas.


The groups that put out the study want stricter laws to reduce emissions from coal-burning power plants.

EXTRACTING MERCURY FROM THE DENTIST’S OFFICE

Health officials warn pregnant women and children to avoid eating certain kinds of fish. Mercury built up in the fish can damage the nervous system and impair children’s mental development. The National Academy of Sciences says at least 60,000 American children are born at risk for impaired development every year because their mothers were exposed to mercury. Mercury has been eliminated from paint, batteries, and other products. Now, some dentists are doing their part to reduce the mercury going into the environment. The Great Lakes Radio Consortium’s Stephanie Hemphill reports:

Mercury built up in the fish can damage the nervous system and impair children’s mental
development. The National Academy of Sciences says at least 60,000 American children

to mercury. Mercury has been eliminated from paint, batteries, and other products. Now,
some dentists are doing their part to reduce the mercury going into the environment. The

Mercury is an essential part of dental amalgam, the silver stuff used to fill cavities. The
mercury keeps the amalgam soft until it’s pressed into the cavity, then it bonds to form a
very stable, durable filling. The problem is the small bits of amalgam that are left over
after the cavity is filled. The suction hose that cleans them out of your mouth generally
dumps them down the drain. So they can easily end up in a lake or river, where they can
be eaten by fish.


The average dental office creates about a half pound of waste mercury every year. Just a
tiny portion of that would be enough to warrant fish advisories.


“The amount that’s sewered from dental offices is probably the largest input to the sewer
system.”


Tim Tuominen is a pollution prevention specialist with the Western Lake Superior
Sanitary District in Duluth. He’s been working with dentists in the city for nearly ten
years to reduce the mercury they wash down the drain.


He started with the vacuum systems nearly all dentists already have. When the suction
hose whisks amalgam out of your mouth, the pieces are held in a container to keep them
from damaging the vacuum pump. Tuominen showed the dentists how to empty the
container and bring the contents to the district’s recycling program.


In the first two years, the amount of mercury coming into Duluth’s wastewater treatment
plant was cut in half, and it’s been reduced even further since then.


To cut down on mercury even more, Tuominen got a grant to buy more expensive
equipment that captures up to 99% of the amalgam. He offered the equipment free to any
dentist who would agree to use it.


“I’ll go in and install them, train the assistants and the dentists how they operate, that only
takes about half an hour, then after six months I show them how to manage the solids
particles that collect in them over that time period. So it’s really pretty simple.”


Most of the dental offices in Duluth have installed the systems, and Tuominen expects the
rest to follow suit.


Lorraine Kellerman operates the system in one dental office. Once a week she empties
the chair-side traps and puts the chunks of amalgam into a container for recycling. Then
she goes down to the basement where a tank, like an aquarium, collects the finer particles.
The heavy amalgam settles to the bottom of the tank.


“We just put the hose in the drain, turn the lever, and you just wait ’til the fluid runs out
and then you can come back down, it doesn’t take long, it only takes a few minutes
basically.”


Once a year the amalgam that collects at the bottom is cleaned out and recycled.


Kellerman’s boss is dentist Jim Westman.


“The beauty of this technology is in its simplicity. Gravity works, it’s simple, it’s very
inexpensive.”


Westman says the dentists in Duluth are happy to use the equipment. It costs about
$500, and the recycling charge is about $50 a year.


Westman is chair of the Minnesota Dental Association’s environmental committee. It’s
been working on a plan to help dentists around the state of Minnesota reduce their output
of mercury. Westman says they want to make it easy for dentists.


“No matter where someone has question in regards to what’s going to work in my
equipment, there’s so many variations from one office to the next, who are my resources
to call or handling, transport, process materials, it’s that who you going to call side of the
question that’s going to make a difference as we build a bigger program. ”


If the voluntary program catches on in Minnesota, it could spread to other states. Michael
Bender is director of the Mercury Policy Project, a national organization working to
reduce mercury in the environment. He says dentists around the country are beginning to
feel they should do their part.


“It’s part of the cost of doing business. It’s not going to break any dentist’s back
financially to cover the cost of doing whatever it takes to be a good business, responsible
to the community, responsible to the environment.”


In December, the Environmental Protection Agency is convening a meeting on dental
mercury. The agency will publish information on ways state and local governments can
keep dental mercury out of the environment.

But Great Lakes Radio Consortium commentator, Julia King, thinks politicians should stop running from the “Tax-and-Spend” label and instead defend taxes – and the many vital services they fund:

As far back as the Boston Tea Party, taxes have stirred passions. In campaign season the
word “tax” is tossed around like a grenade, often prompting politicians to duck and hide.
But Great Lakes Radio Consortium commentator, Julia King, thinks politicians should
stop running from the “Tax-and-Spend” label and instead defend taxes – and the many
vital services they fund.


Despite a shaky economy, a looming war, despite rising numbers of uninsured
Americans, somehow there are still politicians who peddle tax cuts as cure alls.


It’s about time we clear something up: When a candidate says, “I’ll lower your taxes,”
he’s put forth only half of an idea. The other half of that idea involves cutting programs
that could be important to many of us.


I recently stood on a Northern Indiana lakeshore and admired a crisp, autumn scene. But
instead of inspiring me the quiet water and the changing landscape filled me with a dull,
nagging worry. I imagined a future without such places – or at least without public
access to them.


Like countless other venues around the country, the Indiana Department of Natural
Resources recently suffered the loss of 8.2 million dollars in permanent budget cuts, cuts
that forced the elimination of arts and cultural programs in state parks, the closing of
some parks, and the “downsizing” of many that stayed open. Still others were turned
over to private operators who increased fees to cover actual costs, making visits now
unaffordable for some people.


Few politicians seem willing to admit that slashing taxes means shrinking public service
and even public safety. Yet this is the time to connect the dots, to thread together rhetoric
and reality. It’s a long list of things that make a society — our society — livable. A
thriving park system is just one piece of the delicate mosaic we call civilization.


Is there ever mismanagement of public funds? Sure, and it deserves attention. But,
seriously, when’s the last time you saw a park naturalist in an Armani suit or behind the
wheel of a Rolls Royce? For the most part, government employees are not whooping it
up on your tax dollars. And never mind Enron – in Indiana the salaries of just 10 of our
highest paid executives could support the entire Indiana Department of Natural
Resources’ general fund. That’s a story that plays out in nearly every state across the
nation.


Right now — in the midst of campaign season — is the time to sort through national and
local priorities. Whether anyone acknowledges it or not, cutting taxes means cutting
away at the fabric of society.


Surely if our nation can find the money and the will to fully fund war and death, we can’t
claim poverty when we’re challenged to enhance life.

Officials at the FDA say they take all possible food contamination seriously. As a result,
they say they never stopped testing for mercury in fish. Michael Bender of the Mercury
Policy Project believes that’s partially true. He says the FDA has continually done what’s
known as a “market basket survey”. That’s a small sampling of the most popular kinds
of fish. But he says the agency did scale back on more comprehensive testing four years
ago.


“They still continue with their market basket survey, so you can’t say they didn’t do any
testing. But, you know, in order to get an adequate sampling size, you’ve got to do
hundreds of samples.”


The FDA did issue an advisory last year about the dangers of eating too much of certain
kinds of predatory fish, like shark. But Bender says the agency used old data and old
standards to support the advisory. He says more comprehensive testing over the last few
years might have lead to warnings about other kinds of fish as well.

Water quality experts have a lot of anecdotal evidence that lakes, streams, and rivers in the U.S.
aren’t as polluted as they were in 1972, when Congress passed the Clean Water Act. Robbi
Savage is President of America’s Clean Water Foundation.


“People are swimming where, thirty years ago, they never would have considered putting a toe
into the water. People are catching bass and other fish in areas where they never thought that that
fish would ever comeback to the waterways.”


Savage says the problem is that nobody really has definitive proof. That’s because a baseline of
national data wasn’t established thirty years ago. So the Clean Water Foundation and other
groups are using the October 18th date to ask citizens to test their local water and then submit the
results to a national database.
