Interview: Carl Pope Criticizes Bush Administration

As the political campaigns get into full swing this presidential election year, the environmental record of George W. Bush is being scrutinized. The big environmental groups are very critical of the Bush administration. In the first of two interviews about the Bush White House approach to environmental protection, the Great Lakes Radio Consortium’s Lester Graham talks with the Executive Director of the Sierra Club, Carl Pope. As the political campaigns get into full swing this presidential election year, the
environmental record of George W. Bush is being scrutinized. The big environmental
groups are very critical of the Bush administration. In the first of two interviews about
the Bush White House approach to environmental protection, the Great Lakes Radio
Consortium’s Lester Graham talks with the Executive Director of the Sierra Club, Carl Pope.
Pope and the Sierra Club are critical of the Bush administration’s record on environmental
protection:


POPE: “The biggest environmental problem this country faces right now is the policies of this
administration. It’s kind of stunning too, when you add it all up, just how much damage they
have quietly managed to set in motion in only three years.”


LG: “Now, we’ve listened to folks in the Bush administration who indicate that what they’re
really doing is bringing some balance to dealing with the economic issues the nation faces and
how it relates to the environmental issues that we face.”


POPE: “Well, let’s look at three trends. In 1980, when Ronald Reagan was President, we began
cleaning up toxic wastes dumps in this country with the Superfund. In 2003, for the first time
because the Bush administration both allowed the Superfund to run out of money and allowed
companies to start dumping new kinds of toxins on the landscape, the American landscape
became more polluted. We started going backwards after 20 years of progress.


1972, under Richard Nixon, another Republican, we made a national commitment under the
Clean Water Act to clean up our rivers and lakes. In 2003, because the Bush administration cut
funding for clean water clean-up and because they exempted large factory feedlots from clean
water regulation, EPA had to report for the first time in 30 years America’s waterways had gotten
dirtier.


And finally, in 1902, Theodore Roosevelt, a third Republican, created Grand Canyon National
Monument. And every president since Theodore Roosevelt left us with more of the American
landscape protected than he found it. And in only three years uniquely, singularly and in the
violation of the entire trend of the entire 20th century, this President Bush has stripped
environmental protection from 235 million acres. It’s an area as big as Texas and Oklahoma that
is now open to development which was protected when George Bush became President. I don’t
think that’s balance.”


LG: “I assume that you’re not all that chummy with everyone in the White House these days….


POPE: “That’s a safe assumption.”


LG: …but I’m trying to get an insight into what you think the thinking might be behind some of
the decisions that the Bush administration makes.”


POPE: “Well, in 1970 we made a national compact in this country. It was a national
environmental compact which was: we were environmental optimists and we believed that as a
nation that we could clean up every waterway, we could modernize every power plant and we
could remedy every toxic waste dump. We said as a nation ‘You know, everybody in this country
is going to have water that’s safe to drink. Everybody is going to live in a community where the
air doesn’t give their kids asthma. And we’re going to take time to do it. The federal government
is going to help everybody. And we’re all going to do it as a community.’ I think the fundamental
problem with that compact from the point of view of this administration is the ‘everyone’ part of
it. They really don’t believe that the community should do very much. They believe individuals
should take care of themselves. If you want to have safe drinking water, get yourself your own
supply; buy bottled water. If you want to breathe clean air, move somewhere where the air is
cleaner. They really don’t believe in the idea that every American ought to enjoy certain basic
environmental amenities simply as a consequence of being an American.


And, I think what motivates them is their concern that if it’s the federal government that
is cleaning up our toxic waste sites, then people will have faith in the federal government. And
they don’t have faith in the federal government. In fact, one of their chief advisors says he wants
to shrink the federal government down to a size where he can drown it in a bathtub. And I think
it’s the fact that the environmental compact in this country was based on the idea of an
environmental safety net for everyone that they find antithetical to their view that we all ought to
be tough, we all ought to be competitive, we all ought to be self-reliant and on our own. And
they don’t like the fact that the environmental compact says wait a minute, we’re all in this
together and we’re going to solve it together.”

Automakers Divided Over Lead Wheel Weights

For years, the government and environmentalists have been working to reduce lead exposure in the environment. Lead can cause developmental damage to children and cause other health problems. The government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels. And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie Halpert has the story about the move to a less hazardous alternative:

environment. Lead can cause developmental damage to children and cause other health problems. The
government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead
sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels.
And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie
Halpert has the story about the move to a less hazardous alternative:


When you buy a new car or get your tires replaced, manufacturers use lead weights, which clip onto the wheel
rim to make sure it’s evenly balanced. They use lead, because it’s heavy, dense. So a small amount by
volume is used.


Still, a few ounces of lead can be used on each wheel. And nearly every car and truck on the road has lead
weights. They’re the second largest use of lead in cars, next to lead acid batteries.


As long as the weights stay on the tires, they’re not a huge problem. But environmentalists are worried that
they come off too often. Many fall off when a car hits a pothole or collides with a curb. Then they’re run
over, ground down and get into the environment.


Each year, roughly 30-million pounds of lead are used to make wheel weights. A recent study estimates that
more than 300 tons of lead fall off vehicles each year in the Midwest alone. Jeff Gearhart is with the Ecology
Center which conducted that study.


“Many people don’t realize there’s a lot of lead in vehicles for this particular use and this is actually a fairly
small percentage of that lead actually falls off. But when you look at it as quantity, it’s pretty significant.”


The weights don’t just pose a problem on the road. Gearhart says there’s also danger when they’re not
properly recycled when new tires are put on and the weights are replaced. Another problem is when a car is
scrapped and then later when the parts are melted down, the lead can be released into the environment.

“Lead wheel weights are not managed very well as vehicles are scrapped and the difficulty in correcting the
management of these at the end of a life in a salvage yard or in a vehicle crusher or a shredder is very
challenging.”


He says the solution is to make sure lead is not used in the first place. Concerned about lead’s potential
health effects, Europe has already decided to ban lead wheel weights starting next year. And Gearhart is
pushing manufacturers who design for the U.S. market to do the same. He says substitute materials, such as
zinc, iron and tin, are readily available and work just as well as lead.


And with funding from the Environmental Protection Agency, the Ecology Center is making lead-free weights
available to those who service vehicle fleets.

At the city of Ann Arbor, Michigan’s garage, a technician is banging zinc weights onto wheels. Tom
Gibbons helps manage this fleet of 400 city vehicles. Ann Arbor is the first city to switch to lead-free
weights.


“We realize lead is a problem in the environment and in the city, we’re really concerned about the
environment. We’re committed to doing as much as we can to protect it, so if we can take lead out of the
system, why not do it.”


Gibbons says the substitutes work just as well as lead weights. He says once the Ecology Center’s free
supply of weights runs out, the city will began buying non-lead weights, even though they’ll cost slightly
more.


But not everyone agrees with the idea of using other materials for wheel weights. Daimler/Chrysler doesn’t
plan to switch to lead-free weights for its U.S. models. The company is concerned the substitutes are costlier
and more difficult to install on wheels.


Other automakers are looking at eliminating the use of lead weights. Terry Cullum is with General Motors.
He agrees they’re currently an issue, but says the Ecology Center’s estimate of the number of weights that fall
off cars seems high to him. And, he says there’s no imminent danger to the public.

“I think if you look at this from a risk-based situation, we don’t view lead being used in wheel weights
applications as a risk, well, as a large risk, let’s put it that way.”


Even so, General Motors is considering moving to lead free weights. Cullum says that everywhere the
automaker uses lead is a concern. And since the company will have to stop using lead weights on the cars and
trucks it sell in Europe, he says it might be easier just to take them out of all GM vehicles. Still, Cullum says
the substitutes present a big engineering challenge: because they’re not as dense. It takes bigger pieces of
metal to make the same weight. So, they take up more space on the wheel than lead weights.


“It becomes an issue, in terms of where do you put it on the wheel, how do you do it in such a way that it
doesn’t actually interfere with the actual operation of the wheel or the brake systems. That is an issue that is
going through research and engineering right now.”


But Cullum’s optimistic that the issue can be addressed. And other auto makers, such as Honda, are forging
ahead with lead-free weights on at least one of their model.


Still there’s resistance from U.S. tire retailers. The Tire Industry Association says the weights don’t fall off
wheels. And the tire retailers say the lead weights are properly recycled. The group has no plans to stop
using lead weights if they’re not legally required to.


Jeff Gearhart with the Ecology Center says that denial of the problem is a big mistake. He says if
manufacturers and tire retailers cooperated, they could get a substantial amount of lead out of the
environment within a few years.


“There is the potential to make a really significant impact here. We’re talking hundreds of tons of lead
released into the U.S. to the environment that can be eliminated. So we think this is a high priority project,
not just for us, but we think it will be for states and for EPA to look at how to facilitate this transition to
cleaner wheel balancing.”

The Environmental Protection Agency is starting to look at the issue. It plans to conduct a study within the
next year to get a better understanding of the problem and see how lead weights are handled. Then, they’ll
issue guidelines for consumers and tire recyclers late next year. That means the public will be more aware of
the use of lead wheel weights and the potential for toxic exposure. Usually, that means public pressure for
change, whether some automakers and tire retailers like it or not.

Army to Burn Pcb-Laden Buildings?

environmental groups in the region say what happens to a former plant in Wisconsin could set a
national precedent for dealing with sites heavily contaminated with PCBs. The Great Lakes

The army wants to burn at least one of the abandoned buildings at the former Badger
Ammunition plant near Baraboo, Wisconsin. But paint on some pipes in the building is so
contaminated with PCB’s that the army needs special permission from the EPA to start the fire.
Many environmental groups and citizens are urging the EPA to reject the army’s plan.


Laura Olah is a local community activist. She says the case is important beyond Wisconsin.


“Because the military has a presence in almost every state in the country, this is a serious
dangerous precedent.”


Olah says officials at an ammunition plant in Ohio are particularly interested in what happens in
Wisconsin.


The Army says it’s safer for demolition workers to burn the old building from a distance, as
opposed to cutting apart pipes contaminated with explosive residue.


The EPA says it’s reviewing the case and will respond soon.

Instead of creating new chemicals to clean up contaminated areas, researchers are trying to use what Mother Nature already provides. The Great Lakes Radio Consortium’s Victoria Fenner has more:

Often our first impulse to clean up a problem is to reach for a chemical cleaner. It’s the same kind
of approach in environmental clean-ups. Often the experts first turn to chemicals to clean up
badly polluted areas. A new approach to cleaning up pollution has been evolving in recent years.
Instead of creating new chemicals to clean up contaminated areas, researchers are trying to use
what Mother Nature already provides. The Great Lakes Radio Consortium’s Victoria Fenner has
more:


Nathalie Ross is standing in front of a big water tank divided into three sections. She’s a scientist
at Canada’s National Water Research Institute. She’s working on a different kind of approach
towards environmental cleanup. She explains she’s letting Mother Nature clean up different
aspects of pollution in each section of the tank.


“The first one is what we call natural attenuation, which is based on the natural process to
degrade contaminants, so that’s what we can call our control.”


In the second section, nutrients are added to the water to feed the existing bacteria to see if they
can be stimulated to clean up the water that’s polluted with chlorinated products.


“The third tank, in addition to the nutrients, we add bacteria. And those bacteria were shown to
degrade the chlorinated products, so we are hoping that it would speed up and also complete the
process to the end where we are hoping to see no contaminant at all.”


What Ross is demonstrating is “Green Chemistry.” Also known as Green Technology, the
concept is simple – instead of creating brand new chemicals, it’s becoming increasingly possible
to use the chemicals and processes already available in nature. The thought is that naturally
occurring compounds will be less harmful than the ones that we invent in the lab.


There are two streams of green chemistry – one is using environmentally conscious principles in
the production of new products and processes – water based paints and fuel produced from corn
are a couple of examples. Nathalie Ross is demonstrating the other stream – using naturally
occurring substances and biological agents such as bacteria to clean up the pollution we’ve already
created.


Jim Nicell is doing similar work. He’s an associate professor in the Department of Civil
Engineering at McGill University in Montreal. He’s working with enzymes that will clean up
toxic waste. He’s found a surprisingly ordinary source of the enzymes – a piece of horseradish
root.


“You can take your horseradish, put it in a blender, get the horseradish sauce if you want and
have it for supper. But before you do that, squeeze out the juice which is pretty awful, raw,
smelly stuff, which actually has a high concentration of this enzyme. I literally took that juice
and added some hydrogen peroxide and into a solution that contained some pretty toxic materials
and they just precipitate out. And so with a very small quantity of this enzyme we can actually
have a major impact on reducing the toxicity of that waste.”


The simplicity of Green Chemistry has been gradually attracting the attention of scientists and industry over
the past fifteen years. In terms of scientific developments, it’s still pretty young. But it’s a
concept that makes a lot of sense to Nicell.


“Nature is a whole lot smarter than we are. It’s had a lot more time than we’ve had to optimize
the way things are carried out. Now, we have a whole bunch of industrial catalysts that we have
made in the past but we don’t have nearly the time or, I guess, the capability, the experimental
setup that nature has had to produce the optimal catalysts.”


It might seem like an ideal solution, but critics say we need to be careful. One of the concerns
which has been raised is ecological balance – whenever large quantities of any substance are
released, even natural ones, there is often a risk that we’ll change the environment in ways we
don’t want to.


Brian McCarry is a scientist with the Department of Chemistry at McMaster University in
Hamilton, Ontario. He says, despite that concern, we shouldn’t be overly worried.


“They’re natural organisms, they’re not pathogenic. I don’t think they’re going to disrupt the
balance of nature. They’re not like putting in some really vigorous organism that takes over.
These are also not mutant, genetically engineered organisms so I don’t think anybody should be
terribly worried about having all sorts of strange genetic material floating around that are now
going to get into the ecosystem and run amok.”


There’s one other big concern about Green Chemistry: the cost. Both Nathalie Ross’s water
project and Jim Nicell’s horseradish experiments are still in the early stages. It’s not clear yet
whether it will be cost effective for large-scale industrial applications. But given the benefits of
green chemistry, advocates hope that the value of using the simple answers nature offers will also
be considered, not just the cost.

They say their study vindicates a decision by the Environmental Protection Agency to phase out the chemicals based only on preliminary research on animals. Chlorpyrifos and diazinon were once found in over-the-counter products for
in-home pest control. The EPA started to phase out the chemicals four
years ago, after preliminary research showed the chemicals could be
harmful. The new study tracked a group of pregnant women in New York
before, during and after the ban. It found that women with the highest
concentration of the pesticides in their blood had smaller and shorter
babies than those with less exposure. Robin Whyatt is with Columbia’s
Mailman School of Public Health. She led the study. She says there’s no
question the research vindicates the EPA’s decision.


“It certainly supports that that was a good regulatory decision and this also shows that regulation
works.”


While Whyatt says the ban was good policy, she says more studies should be
done to confirm her results. Chlorpyrifos and diazinon are still widely
used in agriculture. Some environmental groups say the chemicals should
also be phased out there.

A Look at the Western Whooping Crane Flock

Some of the three dozen whooping cranes that winter in Florida have begun their spring migration to the Great Lakes region. More cranes are expected to fly north within the next few weeks. Wildlife officials put together that experimental migrating flock for the Eastern U.S., in case something happens to the only other migrating flock of whoopers, which winters in Texas and spends summers in western Canada. Scientists say there are several potential threats to the western birds. The Great Lakes Radio Consortium’s Chuck Quirmbach reports from the Texas Gulf Coast:

migration to the Great Lakes region. More cranes are expected to fly north within the next few
weeks. Wildlife officials put together that experimental migrating flock for the Eastern U.S. in
case something happens to the only other migrating flock of whoopers, which winters in Texas
and spends summers in western Canada. Scientists say there are several potential threats to the

Gulf Coast:

The sight of a five foot tall adult whooping crane is awe-inspiring to many people. A Minnesota
man named Gary, who lives in Texas during the winter, says he loves to see the brilliantly white
whoopers and their amazing wing span.

“They’re pretty – huge and beautiful, pretty bird. Something we don’t have in Minnesota.”

The birds winter here at the Aransas National Wildlife Refuge. It’s a fifteen mile long by seven
mile wide peninsula north of the city of Corpus Christi. Aransas was the wintertime home for the
whoopers when the population of the endangered cranes dwindled to just 15 birds in the 1940s.
Today there are 194 whooping cranes in the Western flock.

“There’s a family out there.”

Crane Researcher Colleen Satyshur crouches down in a remote area of the refuge. she points at
three cranes.

“They’re just on the other side of the waterway that runs on the far side of the levy there. Two
parents on the outside and one baby in the middle”

The birds come to within about 100 yards.

It seems like a perfect place for the cranes. But because there is such a small number of birds, the
flock is at risk.

U.S. Fish and Wildlife Service whooping crane Coordinator Tom Stehn says 194 whoopers in one
site is just not that many.

“That’s just not much genetics in the population and there’s big threats to the population whenever
there’s concentrated in such low numbers.”

And a small gene pool is just the beginning of problems for the western flock of whoopers.

A few miles south of the Aransas refuge an earth mover loads dirt and rock into dump trucks.
Development along the Gulf of Mexico is taking up land. The human population here is expected
to double within forty years. Tom Stehn says that’ll increase demand for freshwater. He says
Texas is looking at diverting river water that currently flows into the Aransas refuge, where it
sustains crabs, a major food source for the whooping cranes.

“The crabs need the fresh water coming down the rivers, so if we dam up those rivers, prevent those inflows, the cranes
are gonna suffer.”

The refuge managers also worry about maritime accidents.

Boats like this one that travel the Gulf Intracoastal Waterway on the border of the Aransas refuge
sometimes carry toxic chemicals that could wipe out the birds with one spill.

Stehn says the list of potential risks to cranes is extensive – it includes things such as flying into
power lines along the cranes 2,400 mile migration route. He says there are new concerns, such as
global warming and West Nile virus.

Barring any disasters from those threats, Stehn says he’s pretty confident that generations of
whooping cranes will continue to winter in Texas for another 50 to 100 years. But Stehn says
even the crane’s longevity is in some ways a weakness.

“It’s a long lived bird with slow reproductive potential, so it’s gonna struggle to adjust if change
happens too rapidly.”

Stehn says the wildlife agencies can’t protect the birds from everything. But researchers can learn
more about the whooping cranes’ habits and hopefully that will help figure out the best ways
to aid the birds.

Help may come by tracking the cranes. This winter, Colleen
Satyshur recorded some of the birds’ calls. Some scientists believe
every crane has its own unique voiceprint that can be measured
through soundwaves run through a computer. Satyshur says they
think they might be able to use the voiceprinting as a way to
see which cranes are doing what.

“Which pairs are bringing down chicks, how many years, might tell us something new we can use to help us conserve the birds.”

Many people see the whoopers comeback as an inspiring symbol of wildlife preservation.
Keeping an eye on the birds is not just about the safety of the whooping cranes. Even with the
eastern flock becoming established and flying between Florida and the Great Lakes. Losing the
western flock of whooping cranes for any reason would be a blow to the entire wildlife
preservation movement.

The U.S. Fish and Wildlife Service is in the process of approving three new types of non-toxic
shot for waterfowl hunting. Shotgun shell pellets used to be made of lead. But years of lead
pellets dropping into the wetlands found foraging waterfowl eating the lead and dying. So, lead
shot was banned in 1991. Since then, manufacturers have been looking for new shot formulations
that work well for hunters, but are non-toxic.


Nicholas Throckmorton is with the Fish and Wildlife Service and he says new kinds of shot give
hunters some options.


“Hopefully, late spring, early summer the three companies will be allowed to sell their new shot
formulations.”


While lead shot is banned, the government isn’t doing anything about lead bullets. Rifles still
use lead slugs. Game that is shot, but gets away is usually eaten by predators or scavengers.
Some of the animals, such as the endangered condor, have died from lead poisoning.

When you go to get new tires, or to have them rebalanced, the mechanic often
attaches lead weights to the wheel rims. The weights help ensure a smooth
ride and make sure tires wear evenly.


But two recent studies found some of these wheel weights fall off. The
researchers say that adds up to 275 tons of lead dropped onto roads in the
region every year. One of the studies found the soft metal gets ground up
and deposited near curbs.


Jeff Gearhart is with the Ecology Center. His group is concerned the lead
dust could be tracked into homes and washed into water supplies. So the
group is working with tire retailers to switch to non-lead wheel weights.


“Lead, in commerce, being used in a way where there’s exposure, is something
we should move away from. The European Union has banned the use of these

Gearhart says the Ecology Center will help retailers cover the cost of

As electronic devices are becoming faster, smaller and cheaper, many consumers are opting to
scrap their old, outdated computers and televisions for the latest technologies. But as a recent
report shows, as people throw out these products, a new legacy of waste is piling up. The Great
Lakes Radio Consortium’s Erika Johnson reports:


Electronic waste – or e-waste – is what ends up in landfills when people throw away electronic
devices such as computer monitors and television sets. The report by the Silicon Valley Toxics
Coalition tracked the amount of e-waste that ends up in landfills. Researchers found there’s more
e-waste than waste from beverage containers and disposable diapers. Electronic products can
threaten human health because they contain toxic heavy metals.


Sheila Davis headed up the Coalition’s report:


“People are starting to sit up and take notice and especially when you start having large volumes
of the material. So many states are taking notice. For example, California, Massachusetts,
Minnesota and Maine have all banned these products from landfills, e-waste from landfills.”


Yet Davis says many people in other states end up pitching their used electronics because many
recycling programs are often inconvenient and expensive.


But for now, Davis suggests people contact their local governments for more information on
where to take their used electronics.

Cleanup of Toxic Sites in Limbo

Monsanto has agreed to clean up one contaminated site of hundreds that need to be cleaned up. The toxic site cleanups have been in limbo because of a recent bankruptcy. The Great Lakes Radio Consortium’s Tom Weber explains:

Monsanto has agreed to clean up one contaminated site of hundreds that need to be cleaned up.
The toxic site cleanups have been in limbo because of a recent bankruptcy. The Great Lakes
Radio Consortium’s Tom Weber reports:


Monsanto contaminated this one site in southern Illinois with dioxins, PCB’s and other toxic
chemicals for 40 years.


Legal questions arose because Monsanto created a company called Solutia in 1997. Solutia took
responsibility for Monsanto’s chemical clean ups. But Solutia went bankrupt last year. And it
refused to clean any of the 300 sites across the country while in bankruptcy.


Glenn Ruskin is a Solutia spokesman. He says Solutia can’t clean up the site, but Monsanto’s
decision to do so offers hope for people who live at the other sites.


“It just indicates that there are parties out there who are still in existence that are willing and able
to do that clean up.”


The matter is even more complex because much of Monsanto was bought by Pharmacia. Pfizer
then bought Pharmacia.


A bankruptcy judge will ultimately decide who has to clean which sites.
