Epa Tightens Rules on Slaughterhouse Waste

It takes a lot of work to turn a cow or chicken into a hamburger or chicken nuggets. And the process creates a lot of waste. Now, the Environmental Protection Agency is aiming to reduce the pollution that’s released into rivers, lakes and streams. The Great Lakes Radio Consortium’s Rebecca Williams has more:

It takes a lot of work to turn a cow or chicken into a hamburger or chicken nuggets. And the
process creates a lot of waste. Now, the Environmental Protection Agency is aiming to reduce
the pollution that’s released into rivers, lakes and streams. The Great Lakes Radio Consortium’s
Rebecca Williams has more:


The EPA estimates meat and poultry processors use 150 billion gallons of water every year.
Most of that water becomes wastewater. That wastewater can contain oil, blood, manure, and
feathers.


If the wastewater isn’t treated, organic wastes and nutrients are released directly into waterways.
Excess nutrients can cause harmful algae blooms, and kill fish.


The new rule targets about 170 meat and poultry processors.


Mary Smith directs a division of the EPA’s Office of Water.


“The meats industry will have to meet tighter limits on the pollutants that it discharges to the
water. And then, of course, for poultry, this is the first time they will be regulated at all, they
didn’t have preexisting regulations, unlike the meats industry. And they will have to meet limits
for ammonia, total nitrogen, and what we call conventional pollutants.”


These regulations are a result of a lawsuit against the EPA, settled 13
years ago.

Government Expands Farm Preservation Program

For almost 20 years, the federal government has paid farmers to convert some of their land to natural habitat for plants and animals. The Conservation Reserve Program is designed to protect the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is expanding the program to take on an additional two million acres, including 132,000 acres in Illinois. The Great Lakes Radio Consortium’s Jonathan Ahl reports:

natural habitat for plants and animals. The Conservation Reserve Program is designed to protect
the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is
expanding the program to take on an additional 2 million acres, including 132,000 acres in
Illinois. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Ted Gilles farms about a thousand acres along the Spoon River in Central Illinois. But the land
closest to the river doesn’t look much like a farm at all. This land was once planted with rows of
corn and soybeans and contained an area for his cattle to graze. Now it has rolling hills with
trees, and an assortment of prairie grasses.


“This here is probably, it’s not in flower now, but this is what they call the grey-headed
coneflower, which is a yellow one. There’s some blooming up there if you see that yellow one
there.”


Gilles is proud to show off the 300 acres of his land that is in the Conservation Reserve
Program. Before it was converted to a natural prairie, the soil, herbicides, and fertilizer from
Gilles’ farm would flow nearly uninhibited into the Spoon River, down to the Illinois, and
eventually to the Mississippi River. Now this land acts as a buffer and a filter. Gilles says he sets
aside time every day to visit his natural preserve.


“Like yesterday morning, I probably saw twenty pheasants in this half a mile, out along the edges,
catching grasshoppers. It’s really nice. It makes you think it’s really worth for it for doing all
this.”


It’s situations like Gilles’ that led to the U.S. Department of Agriculture adding to the
Conservation Reserve Program this year. Paul Gutierrez is the Assistant Deputy Administrator
for Farm Programs at the USDA. He says the CRP is meeting the goals of finding a voluntary
way to get farmers to protect land that is at risk. Guiterrez says the biggest obstacle to getting
farmers to act in a more environmentally friendly manner is finances. He says that’s why CRP
works.


“They still have their mortgage payments out there. They still have operating costs, property
taxes, and if they can look at a way to look at these lands that may not be as well-suited for
farming, and a way to partner up and save the environment, then they are definitely going to look
to help the environment out while still being able to feed their families.”


Environmental groups are generally supportive of the program, but they caution it might not
always be the right way to help rivers and streams. Ken Midkiff is the Director of the Clean
Water Campaign for the Sierra Club. He says while the Sierra Club supports the CRP, they
would like to see something that lasts longer. Midkiff says the program’s biggest weakness is
that farmers only have to protect the land for ten years.


“There’s nothing that prevents a farmer from resigning. But basically the Conservation Reserve
Program is for a set period of time. These are marginal lands, lands that aren’t very productive
for typical corn and soybeans. So we would like to see those set aside for longer periods of time.”


Midkiff says in terms of protecting bodies of water, ten years is barely enough time to undo the
damage that can happen in just one or two years. He also worries that if crop prices go up,
farmers will be quick to pull up native prairie grasses and replant crops.

Ted Gilles says low crop prices did get him into the program, and may be why he stays. He is
also a fan of seeing more acres brought into the CRP.


“I think that’s great. I really think that’s the way it should be. I think we have an abundance of
grain and the prices is low. So why not helping everybody by doing it this way, you know?”


Gilles also says he has come to love this portion of his farm, and crop prices would have to be
very high for him to give up on his flowers and pheasants.

The Conservation Reserve Program is designed to protect rivers and streams by paying farmers to
create buffers between farm fields and the bodies of water. The U.S. Department of Agriculture
is adding two million acres to the project this year.

Fred Guttierez is with the USDA. He says the program works because it’s voluntary.


“We look at it as a way to partner up with the private land owners to take those marginal lands
out of production and to really benefit the environment by doing that.”


Environmental groups are generally supportive of the program, but say it doesn’t go far enough.
Farmers can convert conservation areas back to farming after ten years in the program.

Report: Shipping Expansion Won’t Help Economy

and Great Lakes United paid for the report because they fear deepening the
channels and allowing ocean-going vessels on the Great Lakes would harm the
ecosystem. The Great Lakes Radio Consortium’s Peter Payette reports:


Researchers at the Pennsylvania Transportation Institute critiqued a study done by
the U.S. Army Corps of Engineers. The critique focused on the idea of making the
locks and canals big enough to handle container ships. These boats now dock on
the East Coast and their cargo comes into the Midwest by rail or truck. The new
report says there’s no evidence that it would be more efficient for container ships to
unload at Great Lakes ports.


Lead Author Evelyn Tomchick says moving containers into the Midwest by water
would be slower.


Also the longer transit times are usually associated with greater unreliability. That
is, there’s variation in the time of arrival, the actual time of arrival.”


Tomchick says unreliability has costs that weren’t calculated.


A spokesman for the Army Corps agrees further study is needed to know the costs
and benefits of any expansion. The Corps of Engineers is currently studying what
it will cost to maintain the locks and channels the way they are.

States Tackle Wetlands Protection

That leaves it up to the states to decide whether or not to protect them. The Great Lakes Radio Consortium’s Corie Wright has more:


Environmentalists say small, isolated wetlands are crucial to local ecosystems. They filter soil
pollutants, prevent erosion, and provide a habitat for fish and wildlife. But the Bush
administration’s plan to redefine wetlands protection could leave twenty percent of the nation’s
wetlands unguarded.


Critics say the move would benefit homebuilders and other developers, who have long
complained that federal agencies have over-extended the Clean Water Act.


Julie Sibbing is a wetlands policy specialist with the National Wildlife Federation. She says if
states try to protect these wetlands themselves, they’ll meet opposition from the same interests
that lobbied to limit federal wetlands protection.


“Even if state wetlands were protected all along for the last 30 years under the Clean Water Act, it’s still
very politically difficult for states to change their own laws – that will bring a lot of opponents of
regulation out of the woodwork.”


Despite those difficulties, legislators in Illinois, Indiana, Wisconsin, Ohio, and Minnesota have all
pushed for tighter wetlands protection. So far, Wisconsin is the only Great Lakes state to pass a
bill protecting areas no longer covered by the Clean Water Act.


Michigan is one Great Lakes state in the process of trying to preserve wetlands that fall through
the regulatory gap. Under Michigan law, isolated wetlands smaller than five acres don’t qualify for state
protection.


State Senator Paul Condino is championing a bill to preserve those areas. He says it’s
up to the state to protect Michigan’s public wetlands.


“I don’t think President Bush and the folks in office on the federal level have any sense that
they’re going to go out to create further safeguards. Michigan has lost an estimated 5.5 million acres
of wetlands, or almost 50% of its original wetland heritage. That’s significant.”


But the National Wildlife Federation’s Julie Sibbing says it will be an uphill battle for any state to
pass regulation.


“They’re being left with pretty large gaping holes in their own state water quality statutes, and at
a time that couldn’t be worse. Many state governments are really reeling from budget deficits, so
right now is just a really hard time for them to step into that breach.”


Sibbing says her group is pushing for a congressional bill that would slightly modify the Clean
Water Act so the EPA can once again protect smaller isolated waterways.


But she says the bill is certain to meet stiff opposition from House Republicans. Sibbing says if
the bill doesn’t pass, it’s unlikely states can shoulder wetlands protection on their own.


And that means that small, isolated wetlands could be left out to dry.

U.S. Army Corps Seeks Neighbor’s Support

The St. Lawrence Seaway is a major economic engine for the communities of the Great Lakes. Shippers and ports say a deeper channel for bigger freighters will add billions of dollars in trade and create new jobs. Environmentalists say replumbing the Seaway would devastate the region’s ecology. The U.S. Army Corps of Engineers wants to move ahead on a 20 million dollar study of Seaway expansion. But it’s waiting for support and money from Canada. The Great Lakes Radio Consortium’s David Sommerstein reports:

The St. Lawrence Seaway is a major economic engine for the communities of the Great Lakes.
Shippers and ports say a deeper channel for bigger freighters will add billions of dollars in trade and
create new jobs. Environmentalists say replumbing the Seaway would devastate the region’s
ecology. The U.S. Army Corps of Engineers wants to move ahead on a 20 million dollar study of
Seaway expansion. But it’s waiting for support and money from Canada. The Great Lakes Radio
Consortium’s David Sommerstein reports:


The Army Corps of Engineers’ study will set the Seaway’s agenda for years to come. That’s why
ports on both sides of the border say it’s important to update a system that’s almost fifty years old.
Keith Robson is president and CEO of the port of Hamilton, Ontario.


“You know, when it was first built, it was probably the right size and now the world has moved
on, so we need to take a look at what we need to do for the future.”


The world of shipping has moved on to so-called “Panamax” size. That’s the term used for huge
freighters that carry cargo containers to coastal ports and through the Panama Canal. A preliminary
study says if those Panamax ships could squeeze into the Seaway, a billion and a half dollars more a
year could float into ports such as Hamilton, Duluth, Toledo, Chicago, and Detroit.


But while bigger may be better in the Corps’ projections, shippers first want to make sure the old
locks keep working as is. Reg Lanteigne of the Canadian Shipowners Association says Canadian
shippers rely on the Seaway to handle 70 million tons of cargo a year.


“None of our economy could sustain a catastrophic failure of that waterway. The only issue here
is not how deep, how wide, how long the ditch should be, but the most important issue is how
long the current ditch can last.”


For the 20 million dollar study to proceed at all, Canada must fund half of it. Canada owns 13 of
the Seaway’s 15 locks. And the shipping channel is partially in Canadian waters. But even though
a decision was expected months ago, Canada has yet to sign on. Critics believe that’s because
Canada sees problems in the Corps’ approach.


Dozens of environmental groups across the Great Lakes have slammed the study. They say it’s
cooked in the shipping industry’s favor. They say it’s predestined to support expansion with dire
environmental consequences.


Expansion foes gathered recently at a meeting organized by the New York-based group ‘Save The
River.’ Their ears perked up when Mary Muter took the floor. She’s vice-president of the
Georgian Bay Association, an Ontario-based environmental group. She says Canada is wary of
expansion. The first time the Seaway was dug, water levels dropped more than a foot. With even
lower levels today, Muter says places like Lake Huron’s Georgian Bay can’t afford to lose more
water.


“Wetlands have literally dried up, converted into grass meadows in some locations. Another
concern is access for shoreline property owners to get to their cottages that are on islands.”


There are also concerns of invasive species depleting fisheries and channel dredging stirring up toxic
sediment.


But Muter says Canada is also wary of the U.S. Army Corps of Engineers, which has developed a
reputation of skewing studies to justify more work. Muter says Canada’s Transport Minister has
assured her one thing. He’s not interested in an expansion study that leaves environmental issues as
an afterthought.


“If the U.S. transport department wants to involve the Army Corps, that’s fine. But Canada is not
giving money directly to the U.S. Army Corps to replumb the Great Lakes.”


Both transportation departments have remained tight-lipped through months of negotiations, leaving
interest groups on both sides of the debate to speculate.


Stephanie Weiss directs Save The River. She says Canada’s delay may mean a chance to broaden
the scope of the study beyond shipping.


“Y’know, is this an opportunity to change the shape of the study into something that more interest
groups and more citizens around the Great Lakes can buy into?”


Reg Lanteigne of the Canadian Shipowners Association says the delay is just a bureaucratic one.


“The mandate has been agreed, the scope and governance has all been agreed. All we’re looking
for now is a suitable location and time and date to sign this off.”


On the U.S. side of the border, Congress has allocated 1.5 million dollars for the first year of the
study. That’s less than the Corps had asked for. And the legislation includes a special warning. It
directs the Corps to pay more attention to the environmental and recreational impacts of building a
bigger Seaway channel.

has been the near disappearance of islands that once provided habitat for fish, plants, and
birds. Some groups are trying to rebuild those islands. But the concept of a manmade
island is not universally accepted. The Great Lakes Radio Consortium’s Jonathan Ahl
reports:


Jim Baldwin is driving his small boat along an island in the Illinois River, the body of
water that connects the Great Lakes to the Mississippi River. He is an environmentalist
that has been watching this portion of the river for years, and likes what he sees. He’s retired now,
and spends most of his time either at his cabin on the riverfront just north of Peoria, Illinois
or working with environmental groups looking to preserve rivers and streams. These
islands are not natural. The Army Corps of Engineers made them ten years ago. Baldwin
says since then, it’s not uncommon for him to take his boat out and see fifty to a hundred
pelicans.


“Everybody tells me that until this island was built, they never even stopped here. Now
some of them stay year round.”


The Corps built the islands by dredging silt and sediment that had been clogging nearby
portions of the river. The theory is the manmade islands would provide a buffer from the
river flow, and create an area of deep water that could provide habitat for sport fish. It
would also provide a feeding area for migrating birds.


John Marlin is a researcher with the Illinois Department of Natural Resources. He says the
program has been a success.


“The islands stop the large waves that come across the lake and there is a calm area behind
the islands the waterfowl seem to appreciate. Also, the birds such as pelicans and alot of the wading birds are using
the islands as resting areas.”


Marlin says the islands are growing thick vegetation, and the soil dredged from the river
has proven to be free of any pollutants that are present in some river sediments.


But not all environmentalists sing the praises of manmade islands. Some believe these
new islands will suffer the same fate of the natural islands that are now gone.


Tom Edwards is the head of River Rescue, an environmental group focusing on rivers. He
says the man made islands are only a temporary fix:


“The islands are an illusion. All of the wonderful that they say are going to result from the islands are not going to result. We have 113 islands in the river right now, and it hasn’t
resulted from a single one of them. So let’s learn from what’s here right now. So they are
going to dig the water deeper around these islands and hope that’s going create deep water.
It will be very temporary. Deep water amounts to a silt trap.”


Edwards says it is just a matter of time until the sediment fills up the deep water areas created by the manmade islands. He says until there are significant changes in land-use policy that keep sediment from entering rivers, manmade islands will only be a quick fix.


But river activist Jim Baldwin says many states and local governments are starting to adopt
land use policies that will keep sediment out of the Midwest Rivers and streams. He also
says using dredged materials to create the islands will help alleviate the problem. He says most importantly, the manmade islands are getting the job done.


“It does two things. Number one is it provides the deep water that we need for fisheries.
The island itself will grow trees and habitats for all kinds of birds. It will do that. That’s what it’s all based on is those two things.”


While the debate over man made islands continues, the Army Corps of Engineers is proposing to build two more islands on the Illinois River in the coming years.

Rushing to Save Native Mussels

In recent years, a great deal of attention has been focused on zebra mussels. They’re not native to the Great Lakes region and they’re pushing native mussels out of local lakes and streams. As the Great Lakes Radio Consortium’s Celeste Headlee reports, one scientist at a Detroit Aquarium has taken on the daunting task of trying to save a small, rare native mussel from disappearing in the state:

In recent years, a great deal of attention has been focused on
zebra mussels. They’re not native to the Great Lakes region
and they’re pushing native mussels out of local lakes and streams.
As the Great Lakes Radio Consortium’s Celeste
Headlee reports, one scientist at a Detroit Aquarium has taken
on the daunting task of trying to save a small, rare native
mussel from disappearing in the state:

At a small pond near a highway, biologist Doug Sweet and his team put on waders and wet suits
and prepare to enter the sluggish brown water of Dawson’s Millpond Outlet in Pontiac. All
summer long, Sweet has made the trip from the Belle Isle Aquarium to this small pond looking
for a creature called the Purple Lilliput. These mussels, native to the Great Lakes area, have been
struggling to survive in Michigan, especially since the arrival of Zebra Mussels. Sweet’s made it
his mission to find out if there are any of these Lilliputs in Michigan still alive.


“I was very skeptical and didn’t know if we would find any live ones left because previous
surveyors were beginning to predict that they were gone. No one has found them for several
years.”


Zebra Mussels have been in the Clinton River for six or seven years. Zebras are very competitive
feeders. They strip the food out of the water before the native species can get it. Their presence
in domestic waters has had a catastrophic effect on many species. In fact, because of Zebra
Mussels and other factors like pollution, almost a third of North America’s freshwater mussels are
considered endangered or threatened with extinction.


Doug Sweet says Dawson’s Millpond Outlet is the last place to find Purple Lilliput mussels in
Michigan, and he’s afraid they will die out here, too.


“Looks like mostly all dead Purple Lilliputs. Yup.”


So far, Sweet and his team have found nine live Lilliputs. And that means there are probably
between 100 and 150 of them in that location. Though no one knows how long Purple Lilliputs
live, Sweet says other kinds of lilliput mussels live only about eight years.


“If the Purple Lilliputs are anything similar to that, then we’re running out of time because the
zebra mussels have been here for about six years now. And if they’re not reproducing, if there’s
too much competition, then we might be seeing the very last of the adult live Purple Lilliputs.”


When Sweet moved to the area, zebra mussels were starting to move into the Great Lakes region.
He’s a fish biologist, but he became so concerned about the plight of native mussels, he decided to
find out how they were faring. He contacted other biologists to ask what studies had been done.


Just a few years earlier, Oakland University Biology Professor Doug Hunter started looking for
the Purple Lilliput mussel in several lakes and streams around southeastern Michigan. During his
first few surveys, Hunter found more than 20 Lilliputs, but eventually he gave up hope and
assumed that the small creature was destined to die out in the state.


“Every year we went back after those first couple of fairly successful years, we got fewer and
fewer. The last time I went out there I think I got one or two. And I thought, “Well, this doesn’t
look good at all.” I wrote a report to the Wildlife Division in which I said, “I think this is an
imperiled population that may be on its way to local extinction.”


Doug Sweet picked up the research where Hunter left off and is now focusing his efforts on
trying to save the Purple Lilliput. Sweet says the number of lakes and streams in Michigan where
Zebra Mussels have taken hold is almost doubling every year. He says people should realize that
what they do with their boats affects an entire ecosystem.


“People are responsible for spreading the Zebra mussels all over the place. Everybody who has
Waverunners, boats, fishermen with bait buckets… they have to be conscientious that if they’re
fishing in one lake, you’ve got to clean your boat well before you transfer it to another lake or
stream.”


But even so, it may be too late for the Purple Lilliput. Sweet and his team snorkel through the
murky water, use glass bottom buckets, or dig their fingers into the black sediment, looking for
surviving buried mussels. Eventually, though, the hard work does pay off.


“A live one? Ooh, we think we have another live Purple Lilliput…
There we have it, another live one, ten, so this revises our population estimate right there, because
we found this in a quadrat excavation… This is excellent; it’s exciting. You know, who could say
that you’d get excited over a little critter like that.”


Later the same day, the team finds another live Purple Lilliput, a male, bringing the grand total up
to 11. Sweet hopes he can find a safe haven for the Lilliputs somewhere in southeastern
Michigan where the tiny population can slowly begin to recover. Doug Sweet is now finishing up
his fieldwork, and will soon begin studying his results for a report to the state.

New Bubble Barrier to Repel Asian Carp?

The Asian carp is threatening to invade the Great Lakes. Right now there’s an electric barrier in the Chicago canal to stop the fish from getting into Lake Michigan, but a new study shows it’s not 100-percent effective. As the Great Lakes Radio Consortium’s Annie Macdowell reports, scientists are working on a second line of defense…bubbles:

The Asian carp is threatening to invade the Great Lakes. Right now there’s an
electric barrier in the Chicago canal to stop the fish from getting into Lake
Michigan, but a new study shows it’s not 100% effective. As the Great Lakes
Radio Consortium’s Annie Macdowell reports, scientists are working on a second
line of defense – bubbles.


In a recent experiment by the Illinois Natural History Survey, a startled Asian
carp swam straight through an electric field like the one in the Chicago Canal.


The International Joint Commission is bringing specialists from Britain to build
an experimental acoustic bubble barrier and test it on the Asian carp. It works
like this: a pump filled with air and sound expels bubbles with sound trapped
inside.


Bill Moy of the Wisconsin Sea Grant says the process creates a nearly seamless
barrier.


“If you just project sound into the water, it’s not like a wall of sound. But by
entraining the sound in this bubble, you can actually create a wall of sound in
the water that’s much more uniform.”

Moy says the infrasound inside the bubbles is like an idling truck – you can feel it
more than you hear it.


The fish can’t find a break in the sound, so they turn around.


The International Joint Commission says if they decide to install the bubble

Asian Traditions May Spread Invasive Carp

Biologists say the invasive Asian carp is knocking on the door of the Great Lakes as populations of the imported fish make their way up the Mississippi River system. And while officials are seeking funding to construct and maintain an electric barrier to keep the fish out, the Great Lakes Radio Consortium’s Mark Brush reports that the fish has another way of getting into the lakes:

Biologists say the invasive Asian carp is knocking on the door of the Great Lakes as populations of the imported fish make their way up the Mississippi River system. And while officials are seeking funding to construct and maintain an electric barrier to keep the fish out, the Great Lakes Radio Consortium’s Mark Brush reports that the fish has another way of getting into the Lakes:


Two years ago an Asian carp was netted in Lake Erie. And another was found
in a fountain in downtown Toronto. These fish were more than likely released
by humans. And while biologists have not yet found evidence of an
established population of Asian carp… they fear more releases like these
could lead to the spread of this harmful fish.


Dennis Schornack is the U.S. Chair of the International Joint Commission, a
governmental body which monitors the waters between Canada and the U.S. He
says that certain traditions of Asian immigrants may be unknowingly contributing to the problem:


“We are advised that there are certain customs in the Asian community which
involve not only eating the fish, but giving the fish back to the source, so
that it’s sort of, ‘buy two, eat one, return one.'”


Schornack says that the governments of Canada and the U.S. should educate
those who buy Asian carp for food about the threat the fish pose to the
