the story of someone who has dedicated his life to training them.


Will Allen has been farming all his life. But ten years ago, he decided he wanted to do
something different. So he started ‘Growing Power.’


You’ll find Growing Power’s Farm on a busy street on the northside of Milwaukee. It’s in
the middle of a row of houses and for a farm its pretty small.


Most days you’ll also find Will Allen there. Today, Allen’s giving a tour of the place. He
leads the group through Growing Power’s four green houses. There are rows of herbs,
eggplants, compost heaps, and boxes filled with worms.


“And where do you set the worms?”


“The worms, we started out with 35 pounds of worms some five years ago. Now we
have millions of worms.”


“I see.”


There’s a lot to see here.


Allen pulls together a lot of pieces to make his organization work.


Growing Power has been finding people to start urban farms for more than ten years –
something Allen says is actually harder than most people think, because he says farming
is harder than most people think.


“And when I sit down with kids’ groups I tell ’em, I say, ‘ Look at my hands. If you guys
are gonna do this work, your hands are gonna look like mine, if you’re truly gonna do it.’
I’m not talking about going into a class and growing a bean in a cup. I say, ‘You’re
gonna get hot, you’re gonna get sweaty, you’re gonna get dirty, you’re going to get
frustrated sometimes.’ But I say when you grow something, it’s gonna take all that pain
away.”


Allen’s found a lot of people who want to do that type of work.


Farming projects launched by Growing Power are scattered across the Midwest.


About 80 miles southwest of Chicago is the kind of place that Allen builds – it’s called
‘Growing Home.’ Growing Home is a farming project started by Chicago’s Coalition for
the Homeless. The Coalition buses homeless people here to grow corn, beans, and
greens.


Here Milton Marks sweats as he pulls black-eyed pea plants out of the dirt. Marks used
to be an auto mechanic. And he came to the project through a city job program. Marks
says it took a while to get used to working here on a farm.


“You know, at first it put me in mind of that picture, ‘Children of the Corn.’ (laughs)
So uh, I was kinda careful when I went up in the corn field – you know what I’m saying?
Yeah, I was kinda careful. But it was interesting and I liked the concept.”


Marks isn’t working alone, and just a few bean rows over, Ron Carter is stomping a
pitchfork into the ground.


Ron became involved through a homeless shelter in Chicago. He says he’s found a new
niche for himself working here on the farm.


“I love it, I love this type of work. You know, but at first, not in my wildest dreams.
Thought that I would be interested in this type of work. It’s been an overwhelming
feeling. It’s been really, really overwhelming.”


Carter’s spent his whole life in Chicago. He says the people he knows in the city, they
just don’t farm.


But in Chicago’s Southside Woodlawn neighborhood there’s another project actually
bringing farming into the city. Right in the middle of the residential neighborhood is
what looks like a home garden – maybe 50 feet by 60 feet. It’s filled with vegetables.


Carol Hughes started this space. As we walk around the plot of plants, she describes
what she thinks is already making her project a success.


“There’s a certain serenity about being in this space. Can’t you feel it? You know, even
though you’re here and there are cars swishing by on either side of us, and other elements
of the community are out (laughs), it’s just, there’s a serenity here, there’s a quiet here,
there’s the greenery. And I love seeing that light, I love seeing things grow.”


Hughes says right now most of the people working on her project are kids. But she says
the farm is getting lots of interest from all parts of her community.


Will Allen says that’s the kind of excitement that makes a project a success. He also
says it’s something that keeps him going.


“I see it happen, every year, year after year. But to see somebody else’s face . . . ‘ I can’t
believe I grew these peppers, or tomatoes, or corn.’ You know, that’s a beautiful thing.
That’s another one of the things that keeps me doing this.”


Allen says Carol Hughes’ project will be four times bigger next year than it is this year.
He says they’ll work to purify the soil so they can use all their land. All together,
Growing Power will continue working with about 35 projects starting up throughout the
Midwest. And they say they expect five more to be up and running by next season.

Faster Test for Beach Closings

An Indiana University scientist has developed a computer model that can predict E. coli levels near public beaches. The system could help public health officials who’ve been relying on test results that come too late to be of much help. The Great Lakes Radio Consortium’s Tracy Samilton reports:

An Indiana University scientist has developed a computer model that can predict E. coli levels near public beaches. The system could help public health officials who’ve been relying on test results that come too late to be of much help. The Great Lakes Radio Consortium’s Tracy Samilton reports:


E. coli is a bacteria that can reach dangerous levels in the water, usually when big rainstorms flush untreated water into nearby lakes and streams. But traditional tests for E. coli take 24 to 48 hours. Indiana University hydrologist Greg Oliphant says the delay is a serious problem for keeping people safe when they go to the beach.


“Regulators were saying go ahead and go in the water, and E. coli was above safe level, and stay out when water turned out to be perfectly safe for full body contact.”


Olyphant has developed a computer model that uses wind, rain, and temperature readings to predict when E. coli levels will be high. The system has been tested in Chicago and Milwaukee and they found it to be about 80% effective. For the Great Lakes Radio Consortium, I’m Tracy Samilton.

Assigning Blame for Beach Closings

Some Illinois Congress people have asked the EPA to stop Milwaukee from dumping sewage into Lake Michigan. The politicians say a major sewage tunnel installed in Milwaukee a decade ago still allows too much untreated material into the water. They argue that city sewage is to blame for a sizable increase in Illinois beach closings over the last few years. But Val Klump of the Great Lakes Water Institute at the University of Wisconsin-Milwaukee says the local sewer tunnel has greatly reduced the number of sewer overflows.


“Now that’s not to say we’re content with allowing any kind of untreated material getting into our waterways. That’s not our goal.”


But Klump says given other factors like dilution and other bacterial sources like gull droppings and pet waste, it’s less likely that Milwaukee wastewater is fouling beaches fifty miles south.

backyard. But a proposed bulk transmission line in Wisconsin is
generating more than the usual amount of controversy. The Great Lakes

But a proposed bulk transmission line in Wisconsin is generating more than
the usual amount of controversy. The Great Lakes Radio Consortium’s

Steve Olson will never forget the night of June 25, 1998. He was working
the overnight shift at Minnesota power’s control center when something went
very wrong.


“I really didn’t know exactly what was going on at the time but I knew it was
serious. I knew it was something bigger than Minnesota power. It’s within
a matter of a minute or two we had half a dozen lines opening.”


The open lines meant the electric grid was breaking apart. The grid
connects Minnesota power to eight states and three Canadian provinces.
lightning strikes in Wisconsin – 200 miles away – caused the breakup. Over
40,000 people lost power.


John Heino is a spokesman for Minnesota power. He says that kind of
situation is one step away from a regional blackout.


“Normally this system is designed to work together so neighboring states and
systems can support each other, but in that situation, it just breaks up
into pieces and there’s no guarantee the power plants in that area are
enough to supply the load that’s left.”


The near miss convinced Minnesota power to do something to shore up the weak
link in the regional electric grid.


The Duluth-based company joined with Wisconsin Public Service to propose a
345-kilovolt transmission line from Duluth Minnesota to Wausau Wisconsin.
It would tap into cheap coal and hydro power from western Minnesota and
Manitoba. Heino says the new link would lighten the load on existing lines
and make service more reliable.


“With all these sources to the north and the west, and you have the Twin
Cities, Milwaukee and Chicago, to the south and the east, so there’s this
general day in and day out tendency for the power to flow to the south and
the east.”


The plan has attracted a lot of opposition along the proposed route. Eight
counties and over fifty local governments have gone on record against it.

Opponents worry about property values, loss of farmland, and health issues.

At a recent meeting in superior Wisconsin, nearly 200 angry people showed up
to confront Minnesota power officials.


Person 1: “Both of these proposed routes would go through our property. We sunk our
life savings into it and we thought we could protect it. Lo and behold,
what did we know?”


Person 2: “As far as I’m concerned, this is a dinosaur. We’re looking at smaller
leading edge technologies that are more adapted to local generation.


Person 3: “I have a very nice neighbor and the power line is going across his land

and
he said to me, if it comes across my land, I’ll shoot’em.


Some Wisconsin farmers oppose the line because of problems they’re having
with other electric lines. Debbie Beyrl says ground currents have made her
cows sick. That’s reduced milk production and made it harder to keep the
business going. She’s also worried about her family’s health.


“I worry about my kids because they’re in the barn helping us. And I think
it’ll put us out of business, not that we’d want to quit but I think it
would finish us off, yeah.”


Power company officials say ground currents are caused by improper wiring or
local distribution lines, not large transmission lines.


But environmentalists question the need for the line. Chris Laforge sells
wind and solar electric generating systems. He says utilities could avoid
building expensive power lines by using alternative systems.


“It’s a perfect match. Distributed photovoltaic generation on rooftops of
large buildings can meet peak air conditioning demand because electricity
gets made right when you need it.”


Power companies say there’s great potential in alternative technologies, but
the current need is acute. Jim Loock is the chief electrical engineer
at the Wisconsin Public Service Commission. That agency has the authority
to approve the line.


“Our electrical system is growing at 2-3% a year, so we need 200-300
megawatts of additional supply every year. That’s why we say part of the
equation is energy conservation and demand side management, we feel strongly
that the consumer needs to conserve energy and use it as wisely as possible.”


Hearings are scheduled this month in Minnesota and this summer in Wisconsin.
if approved, construction could start in September 2001.

in Milwaukee’s water supply in 1993 are pressing ahead with a lawsuit
