Ten Threats: Canals Past and Present

One of the Ten Threats to the Great Lakes identified by experts across the region is the possible
expansion of canals to allow larger ocean-going ships into the lakes. Some see the expansion of
shipping channels as a threat to the environment; others see it as great economic opportunity.
Just like in the early days of settlement, they see the shipping channels on the Great Lakes as
a way to make trade opportunities better.

In our next report from the series, “Ten Threats to the Great Lakes,”
Lester Graham brings us a look at shipping on the lakes. Some people think
bigger ships could bring more trade to the region:


One of the Ten Threats to the Great Lakes identified by experts across the region is the possible
expansion of canals to allow larger ocean-going ships into the lakes. Some see the expansion of
shipping channels as a threat to the environment; others see it as great economic opportunity.
Just like in the early days of settlement, they see the shipping channels on the Great Lakes as
a way to make trade opportunities better.


Native Americans had canoe trade routes on the Great Lakes long before the Europeans appeared
on the scene. When French fur traders arrived, they copied what they saw. They built birch-bark
canoes to travel the lakes and to haul back fur pelts.

Chuck Hoover is with the Saginaw Voyageurs, a group of re-enactors who re-trace the French
Voyageurs routes. Hoover says the large canoes were great until you ran into rapids on the rivers
connecting the lakes.


“What you had to do was pick up everything, including the boat, and carry it across the dry land to
the next place that you could put in water that was navigable.”


Those portages could be as long as seven miles. Carrying a canoe big enough to haul more than a
dozen men and the heavy bundles of fur pelts was a tough job and it slowed trade. So, some small
canals were dug to make passage easier. As the region developed even more valuable natural
resources were discovered. Bigger canals were needed.


Stanley Jacek is an Area Engineer with the U.S. Army Corps of Engineers at the canal and locks
at Sault Ste. Marie, Michigan. He says by the middle of the 1800s mining around Lake Superior
had become big business.


“Back in those days they discovered iron ore and copper in the upper end of the lakes here. So,
they had to get all that commerce down to the heartland of the country, so locks had to be
built.”


With a canal and locks to help ships negotiate the drop from one lake level to the next, the ore
could be transported to the big steel mills in industrial cities such as Cleveland and Gary, Indiana.


Christopher Gilchrist is with the Great Lakes Historical Society. He says you can’t underestimate
the value of those canals.


“The water-borne transportation was critical for the creation of the industrial age in U.S. history.
There’s a reason why the steel mills are located right on the banks of these Great Lakes. All the major
steel mills were located right by the water so that they could get their raw materials cost
effectively.”


At the other end of the Great Lakes the St. Lawrence Seaway opened in the 1950s to make it
possible for ships on the Atlantic Ocean to enter the lakes, and another big canal and set of
several locks overcame another obstacle to shipping on the Great Lakes – The Niagara Falls.


The Welland canal allows ships to go around Niagara. Since it first opened in the 19th century the
Welland canal and its locks have been enlarged four times. Each time the Welland canal locks
and the St. Lawrence Seaway have been made wider and deeper, the shipping industry builds
bigger and bigger ships to the point that they literally just squeak through…

…Often rubbing up against the timbers that act as bumpers on the locks’ concrete walls.


Throughout the history of the canals, there’s been pressure to make them bigger and bigger.
Many feel the amount of shipping through the canals is tied directly to the economic well being
of the nation. The more the canals can handle the better the economy.

Back at Sault Ste. Marie, the locks open to allow another big ship through.


Stanley Jacek, the engineer at the Soo Locks connecting Lakes Superior and Huron says the
economic impact is pretty easy to track.


“What we do here in the way of passing of commerce mimics what’s happening in the country. You
can actually see spikes in the economy by looking at our traffic here.”


But some say the canals could do more than just reflect the health of the economy. They could
spur the economy if even bigger ships could come into the lakes. The ships, the kind carrying
containers ready to be pulled by trucks or loaded on rail cars, could go directly to Great Lakes
ports instead of ports on the East or West coasts. More direct shipping might improve the
region’s economy.


But environmentalists are worried. They say bigger ships from all over the world might mean
more alien invasive species damaging the Great Lakes. The wider, deeper channels might
damage the environment along scenic rivers connecting the lakes, and some believe expanding
the channels will let too much water flow out of the lakes that could worsen the problem of lower
lake levels seen in recent years.


The plans for bigger ships are on hold for right now. But, given the history of the canals, many
believe expansion is only a matter of time.

Among the Ten Threats to the Great Lakes is the loss of thousands of square miles of wetlands along the lakes. From Superior to Ontario and on up the St. Lawrence Seaway, we’ve lost some of the most important wildlife habitat along the edges of the lakes. For example, 200 years ago, much of the southern shore of Lake Erie was a huge swamp. Most of those wetlands have been drained and filled since European settlement. Researchers from the Cleveland area park district have been driving hours to get here to this bit of swamp nearly every day since last spring. Biologist Rick Spence and his partner wade through two feet of boot-sucking mud. They’re looking for turtles. Blanding’s turtles, to be exact. With a distinctive bright yellow chin and throat, it’s designated as a ‘species of special concern’ in Ohio…


“The Blanding’s originally were found in this area in the southern portion of Lake Erie, along this basin area. And so there’s a lot of the Blanding’s in here. It doesn’t get any better than this. We have nothing like this really around the Cleveland area that I know of.”


This area is the 150 year-old Winous Point Marsh Conservancy and Duck Hunting Club. It’s the largest privately owned coastal wetland in Ohio. It’s a thin strip of marsh that runs eight and a half miles along the shore.


Roy Kroll has been Executive Director of the Duck Hunting Club for more than twenty years. He keeps busy balancing the needs of researchers, biology classes, and reporters.


Kroll takes me onto the marsh in a wooden boat. He uses an old-fashioned pole to push us through water that’s only a couple of inches deep. It’s slow and quiet. He stops and uses the pole to slap the water for a call and response with migratory birds. (slap) He can hear who’s hiding in the cattails, arrowhead, and other emergent wetland plants…

“Well, looks like the teal have left and the rail are here.”


Kroll says the 4,500 acre marsh harbors over 100,000 waterfowl, mostly ducks, during November’s peak migration. There aren’t many places like this left on the Lake Erie coastline. More than 90 percent of the region’s wetlands have been drained. Most of that was done in the mid-1800s.


The area was once known as the Great Black Swamp. It stretched from Lake Erie all the way to Indiana. Much of it was under a dense canopy of hardwood trees. Kroll says it was a great system to filter river waters entering the lake. But European settlers and land speculators cut down most of the trees, dug ditches and straightened stream channels to move water quickly off the land. They built roads and transformed the swamp into rich, productive farm fields.


“You have to put yourself in the time period. Rightfully so, that was considered progress. And now we have to look back and say, well, yeah, it was progress and now it looks like it’s not progress. And if we’re not going to eliminate all these wetlands, we’re going to have to take some proactive measures to do it.”


Even at Winous Point, some of the wetlands are in poor condition. Standing on a man-made dike we look one way and see all kinds of plants: cattails, duckweed, and lily pads. But look to the side that’s not protected by the dike, and there’s no vegetation. Hand-drawn maps from the 1800s show a diversity of plants here, but now it looks like an open bay…


“What we’re looking at now is an open water wetland. And again, with no plants, we don’t have the structure for fish, invertebrates, and even plankton and algae to colonize on plant stems. It’s nowhere near as productive.”


Kroll says it’s not nearly as productive as the protected area. He says high lake levels, invasive carp, and pollution running off the land and into the rivers that drain into the lake have all made it tough for marsh vegetation to survive. Without plants, Kroll says the wetland can’t clean water running off the land…into the lake. He says it’s unrealistic to expect a short band of remnant wetlands to do the job of a hundreds of square miles of swamp forest.


“The key is to start at the upstream far upstream head of the watershed and begin restoring wetlands from there down to here.”


There are some efforts to re-store small parts of the Great Black Swamp. But Kroll says it’s also important to protect the little bit of the original coastal wetlands that are still left.

We’ve been bringing you stories about Ten Threats to the Great Lakes. On today’s report, the
Great Lakes Radio Consortium’s Lester Graham introduces us to a story about how farmers are
getting involved in restoring some of the natural landscape:


One of the Ten Threats is the loss of wetlands. A lot of the wetlands of the Great Lakes were
turned into cropland – farmland. But before farmers could work the fields in the nation’s bread
basket, they first had to drain them. So thousands of miles of ditches and trenches were dug to
move water off the land. Losing millions of acres of wetlands meant losing nature’s water filter
for the lakes. Reporter Mark Brush reports… these days some farmers are restoring those wet
places:


We’re standing in the middle of a newly-harvested corn field in northwest Ohio. This area used
to be wet. It was part of the old Black Swamp – one of the biggest wetland areas in the country.
The Swamp stretched 120 miles across northwest Ohio and into Indiana. It filtered a lot of water
that eventually made its way into Lake Erie. And it provided habitat for all kinds of wildlife.


Today, the Black Swamp is gone… It was drained and turned into farmland.


“Is it o.k. to go?”


“Yeah, go.”

Lynn Davis and his crew are cutting a trench into the earth. The trench is about a half a mile
long and five feet deep. Workers trail behind the machine feeding black, plastic pipe into the
trench.


The underground pipe will drain excess water to a nearby ditch.


Davis says these drains help the farmer grow more crops. It’s a common practice that’s been
going on for more than a hundred years. Farmers can get their machines onto the field sooner,
which makes for a longer growing season. And crops grow better when their roots aren’t wet.


Years ago, wetlands were considered a bad thing – places that stood in the way of farmland
development – and places where diseases spread.


The federal government actually paid people to drain them. And by the end of the 20th century
more than 170,000 square miles of wetlands were drained.


Lynn Davis’s family has been in this business for close to a hundred years. Davis admits that his
family helped drain the Black Swamp. But he says much of what’s been done can be reversed:


“You know, there is no question that this was of course one of the largest natural wetlands in the
country. And what we’re doing here was responsible for eliminating that wetland. Now what
we’ve done is relatively simple to reverse. If for some reason it was decided that we don’t want to
farm and live in this area any more, why we can put it back to a swamp real quick.”


And some of that is happening today.


Instead of paying people to drain wetlands, the federal government pays people to restore them.

We’ve driven about fifty miles north to where Bill Daub lives. He was hired by the U.S. Fish and
Wildlife service to find suitable land for restoration. And he’s restored well over 500 wetland
areas in the fifteen years he’s been doing it.


Daub says nature bounces back. He says every time he’s broken an old drainage pipe, dormant
seeds of wetland plants stored in the soil popped open:


“What’s amazing with the wetlands is that you see all these cattails, and wetland plants growing
in here – that stuff was in a seed bank, even though they were growing corn here, there was a seed
bank of wetlands species, waiting for water.”


The federal government will pay a farmer to take marginal cropland out of production under the
Wetlands Reserve Program. And Daub says it’s worth the money:


“Every one of these wetlands is a purification system. The water that finally leaves this wetland
has been purified through the living organisms in the wetland.”

Janet Kaufman lives just down the road from Bill Daub, and eight years ago, she had a crew dig
up an old drainage pipe on her farm. These days, on the back end of her property there’s a pond
with a tall willow tree draping over the water:


“So this wasn’t here before?”


“Not at all, not at all! I mean it’s just shocking. And when the backhoe hit that it was like a
geyser, the water just poured out it just flew up in the air. They had to crunch it shut. I mean the
quantity of water that flows underground is unbelievable unless by chance you see it like that.”


Kaufman says a lot of her neighbors have been signing up to restore wetlands on their property.
The wetter areas aren’t that good for crops… and with the government offering money to let
nature take its course… it makes financial sense for the farmers.


But because a lot of the old Black Swamp area is good for farming, it’s not likely that we’ll see
huge swaths returned to wetlands.


But even the restoration of a fraction of the wetlands will help improve the health of the Great
Lakes.

The Emerald Ash Borer is being found in new places. The Great Lakes Radio Consortium’s Jeff Bossert reports officials are emphasizing a different way to stop the small metallic-green bug:


The emerald ash borer is killing ash trees throughout much of Michigan, and it’s spreading. It’s been discovered in parts of Ohio, Indiana, and Ontario.


Michigan State University entomologist David Smitley suggests homeowners work to stop the spread of the insect by treating the ash tree while they’re still healthy.


“That’s really critical. You need to start with a healthy tree, and that’s why we’re trying to get the word out.”


Smitley says homeowners in Michigan should consider applying insecticides
this fall and every subsequent spring, but University of Illinois
entomologist James Appleby says that’s not enough. That’s because too many don’t know about the emerald ash borer, and will fall back on spraying when it’s too late.


“I hate to get that kind of publicity out. I think the main thing
here is that we just be aware that we not bring any firewood from Michigan
into Illinois or Indiana or any other state.”


Appleby says a recent survey in Michigan revealed fifty percent of those
questioned had never heard of the emerald ash borer.

For years, biologists worried Asian Carp could enter Lake Michigan through a canal near Chicago. The Army Corps of Engineers is building an electric barrier at the canal to block the carp’s progress.


But researchers at Illinois-Indiana Sea Grant are devising a back-up plan. Researcher Mark Pegg says new devices could shoo fish away with bubbles and sound.


“The bubbles themselves are causing a lot of turbulence in the water that the fish don’t like. On top of that, they’re emitting a really loud noise, at least to the fish anyway, so that’s sort of a one-two punch.”


Pegg says the combination of bubbles and sound works in another way too. Bubbles actually amplify underwater noise, so sound travels further. The Sea Grant team will continue testing the devices. In the meantime though, even if it works, the project might hit a roadblock: the existing barrier program has no extra money for the system.

Undercover Agents Catch Wildlife Violators

A Columbus man has been sentenced to a year in federal prison for illegally buying and selling fifty-three Blandings turtles, protected by federal law. Over the past three years, fifty-seven other dealers in the region have been convicted for illegal trading in turtles, snakes, and lizards.


Jim McCormack of the Ohio Natural Resources Department says Ohio’s population of Blandings turtles has been decimated by wetlands destruction along Lake Erie. He says the thousand or so that survive must be protected so they don’t go extinct and prompt a domino effect on other animals and plants.


“We don’t want to see anything, whether it’s as obscure as some rare lichen or moss to something as showy and obvious and noteworthy as that turtle, to disappear.”


Wisconsin, Minnesota, and Illinois classify the Blandings turtle as “threatened,” and Indiana classifies it as “endangered.”

Not as many people are planting vegetable gardens these days… but the few who do are really passionate about it. And it’s not just because they swear their own vegetables taste better than anything you can get at a store. The Great Lakes Radio Consortium’s Rebecca Williams explores the obsessions of vegetable gardeners:

Not as many people are planting vegetable gardens these days… but the few who do
are really passionate about it, and it’s not just because they swear their own
vegetables taste better than anything you can get at a store. The Great Lakes
Radio Consortium’s Rebecca Williams explores the obsessions of vegetable
gardeners:


In Connie Bank’s former life, she recruited attorneys and engineers. She’d be
on the phone until ten every night. She’d spend entire weekends with clients.
She calls herself a true Type A – working at full speed, making a lot of money,
until she just had enough of it all.


Now vegetable gardening is her whole life.


“You’re controlling a tiny little nourishing world of your own, where the rest
of our world is sort of crazy, politics are crazy, the world is going nuts… it’s
America, it’s fast fast fast fast fast. This vegetable gardening thing is a way to take a
deep breath, slow yourself down, and just watch the garden grow.”


But Bank admits she’s still intense. She throws herself into gardening. She
says if the little plastic labels say to plant things twelve inches apart, she gets
impatient and packs them in six inches apart.


People like Connie Bank are sort of rare. A survey by the National Gardening
Association found that not a lot of people are into vegetable gardening these
days. Compared to five years ago, seven million fewer households are growing
vegetables. You have to weed and water every day and fend off the squirrels.
Most Americans would rather plant flowers or just not bother with any of it.


So these days, instead of recruiting professionals, Connie Bank’s trying to
recruit as many new gardeners as she can. She teaches classes to people on
their lunch breaks. Today, she’s going after daycare kids.

BANK: “Who here likes vegetables? What kind do you like?”


KIDS: “Watermelon! Oranges! Strawberries!”


BANK: “Okay, that’s good you guys, except those are fruits.”


KIDS: “Corn on the cob is good!”


A lot of serious vegetable gardeners got their first taste of it as kids.

Earl Shaffer farmed as a kid in Indiana, and when he left at 17 he swore he’d
never grow anything again. But Earl says twenty years later, his wife Marie
tempted him back into the garden. Today, they’re tending to their lettuce,
tomatoes and zucchini. He says their house is too big for just the two of them
now, but he can’t move and leave his garden behind.


“As you get older, I think some of the things that were a part of your youth
kind of return in importance in some way. I was very fond of my grandparents,
especially my grandmother, and gardening was part of her life, I think that also made it
important to me to return to it.”


Shaffer says farming did give him a feel for growing things, but like everyone
else, he still has to read the plant labels. He says we’re losing the
knowledge of how to live off the land.


For gardeners, growing even just a couple tomato plants can feel like
reconnecting to our farming roots. Ashley Miller curated an exhibit on
vegetable garden history at Cornell University. She says the motives for these
gardens have changed a lot over the last three centuries. Sometimes people have
gardened to make money, sometimes they’ve grown food to support a war effort,
and sometimes people have just done it as a challenging hobby, but there’s one
major thread.


“Growing vegetables is as close as we can get to a seasonal ritual.
There is something primal about putting a seed in the soil and tending it, and
harvesting it and eating it.”


A lot of gardeners agree that growing vegetables is a sensual experience. They
talk about the way the scent of tomato plants fills the whole yard, or the
blue-green color of baby broccoli. Gardener Lee Criss says she can’t wait to
get into her yard in the spring and get her bare hands in the dirt.


“I don’t garden with gloves because I need to feel what the soil feels like, the
texture. You use senses in gardening that you don’t in most everything else
that you do. You feel things, you smell. It’s a different way of sensing the
world around you, I think.”


It’s hard to walk away from these people’s backyards and shake off their
enthusiasm. Every single gardener I talked to told me to call them when I
started my own garden. And if they think you’re considering gardening at all,
watch out: they’ll fill your head with visions of their juiciest cherry
tomatoes, they’ll try to fill your car with seedlings, anything to get you
hooked.

Water use in six Great Lakes states is likely to go up. That’s according to
a news study by researchers at Southern Illinois University. They say, by
the year 2025, demand could outstrip supply in some areas. The Great Lakes
Radio Consortium’s Shawn Allee has more:


The report predicts that in twenty years, the region will use roughly seven
percent more water than it does today. That’s not enough to endanger the Great Lakes or most groundwater sources, but it is enough to strain water resources in some parts of the region.


Water use will grow fastest in Illinois and Ohio, mostly because they are
likely to see the most economic growth. Researcher Ben Dziegielewski says there’s a connection
between wealth and water.


“People with higher income tend to use more water, because they tend to have
swimming pools, and sprinklers for flower beds, and maybe even green lawns.”


The report predicts that states with slower economic growth, like Indiana
and Michigan, will use less water in the next two decades. Wisconsin and Minnesota are expected to use about the same amount of water.

All the different agencies and people are working on the draft of the Great

When the former Environmental Protection Agency Administrator, Mike Leavitt
first started talking about the regional plan last summer, he outlined it as
a way to spend tax dollars better.


“We have 140 different programs right now and I’m interested to make certain
we know how those dollars are being spent and that using to them to the maximum
efficiency, then we’ll have a plan, I hope, regionally, as to how to move
forward.”


But, in the meantime, major funding for some projects has been put on hold. Rahm Emanuel is, to say the least, skeptical of the process. Emanuel is a Member of Congress, a Democrat, from Chicago. He wonders what good this task force ordered by the President will do.


“Well, look. At least there’s an acknowledgement that the Great Lakes, Lake
Michigan and the other Great Lakes, need a focus and a strategy. But, we
know today everything that has to be done and it’s going to require
resources.”


But President Bush says he wants to coordinate the efforts of the federal
agencies so there’s less duplication and conflict between agencies, the
states, the cities and the tribes. Congressman Emanuel says that’s fine,
but there have already been lots of meetings, lots of studies and strategies
mapped out.


“My flashing yellow light here is I don’t want to waste more time on more
studies, more time on more talk when Michigan knows what it needs to do,
Wisconsin knows what it needs to do its part, and Illinois and Indiana know
what they got to do.”


Emanuel says everybody pretty much knows the job at hand. The problem is
money. And that’s where he thinks the Bush Administration is playing games.


“Are we doing this to stall, and not as a way of avoiding the hard, hard job
of putting resources toward proven strategies?”


Environmentalists are gearing up to make sure than the strategy to protect
and restore the Lakes isn’t just another piece of paper. They want the
federal, state, and local governments to draft a real plan, then
follow through, including finding the money that can actually make
something happen in the Great Lakes.

“gateway areas” in their fight to stop the spread of the Emerald Ash Borer.

Emerald Ash Borer beetles have killed or are killing more than 15
million ash trees in Michigan, surrounding states and one Canadian province.
Deb McCullough is an entomologist at Michigan State University. She
says right now, infested or dead ash trees are being chopped down and
destroyed. But she says there’s not nearly enough government funding to
target all of the infested areas.


“So a decision has been made at a national level to focus what
federal funding is available on what we’re calling the gateways, the areas
that would let Emerald Ash Borer move into the rest of the country or into
the rest of the North America.”


McCullough says federal resources are being spent to stop Emerald
Ash Borer from spreading to Michigan’s Upper Peninsula, and from spreading
deeper into Ohio, Indiana and Ontario.
