Co2 “Upstream” Battle

There’s a lot of talk these days in Washington about creating new laws
to cut greenhouse gas emissions. One major question right now is how
the government will handle carbon dioxide emissions from vehicles. Any
new regulation is expected to have some financial impact on automakers.
And, as Dustin Dwyer reports, the carmakers are looking to share the
burden:

There’s a lot of talk these days in Washington about creating new laws
to cut greenhouse gas emissions. One major question right now is how
the government will handle carbon dioxide emissions from vehicles. Any
new regulation is expected to have some financial impact on automakers.
And, as Dustin Dwyer reports, the carmakers are looking to share the
burden:


Back in March, the House Energy and Commerce Committee held a hearing
on how the auto industry could help fight global warming. All the
bigwigs in the U.S. auto industry were there: the heads of Ford,
General Motors and Chrysler, the North American president of Toyota and
the head of the United Auto Workers.


At the hearing, all of them agreed they would support a cap on CO2
emissions from vehicles, but they had a sort of caveat:


“We believe that there’s a lot of merit to it. And we believe if it’s
upstream…”


“For Cap and Trade, I think the further upstream you go, the more
efficient you’re going to be.”


“I’d just echo the upstream part.”


“The upstream as I stated earlier and the rest is absolutely critical.”


That was Ron Gettlefinger of the UAW, Jim Press of Toyota, Alan Mulally
of Ford, and Tom Lasorda of Chrysler.


So what do they mean by “upstream”? Here’s Ford spokesman Mike Moran:


“Lower carbon fuels, so that it’s just not what comes out of the
tailpipe, but you’re moving upstream and including the fuels that would
be included in the equation in the transportation sector.”


Basically the idea is, if you have less carbon in the fuel, you’ll pump
less carbon dioxide into the air.


But car companies really can’t take the carbon out of fuel. That’s
really more of a job for the oil industry. So are auto executives just
passing the buck?


David Friedman of the Union of Concerned Scientists says yeah, they’re
dodging the issue:


“The auto companies are basically finding more creative ways to say,
‘No,’ they won’t do anything to improve their products.”


Auto executives would say they’re already working to improve their
products, with millions of ethanol-capable vehicles on the road, and a
growing number of gas-electric hybrids. And many in the auto industry feel that they’ve been singled out for
regulation in the past.


The carmakers main lobbying group, the Alliance of Automobile
Manufacturers says that for the past 30 years, the auto industry has
been the only industry subject to carbon dioxide regulations. Though
most people try to avoid saying so in public, there is clearly some
tension between the auto industry and the oil industry.


Louis Burke is with Conoco Phillips. He says his company is willing to
do more to cut greenhouse gas emissions. In fact, the oil company just
came out in favor of setting up mandatory federal rules. Those include a
possible system that caps carbon dioxide emissions, and allows
companies to trade carbon credits as if they were commodities:


“You can cap and trade at some point down within the value chain,
whether it’s all the way upstream, or whether it’s pretty far downstream. You
can also apply a carbon tax throughout the whole value chain. The whole
idea is it’s gotta be transparent, it can’t penalize any one group.”


So upstream, downstream, the point is something needs to be done.


David Friedman of the Union of Concerned Scientists says everyone can
do a little more:


“Everyone has to do their part. That means car companies have to
produce vehicles to get more miles to the gallon. Oil companies need to
have lower carbon fuels and yes, even consumers need to find ways to
drive less.”


It’s still not clear what exactly what approach Congress will take
toward cutting auto emissions, but while leaders in Washington try to
settle on a plan, local and state officials across the country are
coming up with their own plans.


California and 10 other states have their own plans to regulate
tailpipe emissions. Those plans are being challenged in court by the
auto industry. And California has also gone forward with the nation’s first low carbon
standard for fuels.


That “upstream” plan has the support of both auto and oil companies.

attraction to nature. Car companies use our love of the great outdoors
to sell some of the most gas-guzzling and polluting vehicles around.
Kyle Norris takes a look at how car ads work:


Have you ever noticed that car commercials have a lot of nature in
them? The car that’s being sold is always climbing up a boulder or
ripping through the mud. Like this commercial:


(Commerical:) “The new Jeep Liberty Renegade…”


A Native-American looking man drives over some rugged terrain when he comes
across a seal stranded on the ice.


(Commercial:) “It gives you the power to conquer nature…”


As he approached the seal and raised a harpoon over his head, you
thought he was going to hurt the seal.


(Commercial:) “…as well as the ability to protect it.” (chirping and hooting)


Instead, he plunges a hole in the ice and another seal pops out its
head to be reunited with the first. Then the commercial ends with
the sound of chirping crickets and the hoot of an owl.


But listen to that announcer one more time:


(Commercial:) “It gives you the power to conquer nature as well as the
ability to protect it.”


Over the next decade, Generation Y will be elbowing out the Baby
Boomers in the marketplace. So you’ll be seeing fewer commercials about
conquering nature and more about protecting it.


Here’s why that’s happening: according to researchers, Generation Y
cares strongly for the environment and they’re willing put their money
where their mouth is. Whereas Boomers theoretically care they’re a lot less
willing to financially back that concern.


But for everyone, nature speaks to something inside us. And advertisers
know this. Art Spinelli is the president of CNW Research:


“Well, for the most part, most consumers have an enormous response to
natural settings, whether it’s the agrarian part of just human nature
or human beings.”


He calls this response a hot button. Spinelli says advertisers use it
to sell everything from beer to cars.


“…And it plays off of a really instinctive basic attitude that a lot
of consumers have. Kind of like going on vacation to somewhere and
looking around and going, gee, I could really live here. This would be
terrific but the reality is that I have a job and it happens to be in
an urban or suburban environment and I can’t leave that to live in the
desert.”


Car salespeople will also tell you we have this nature hot button. They
say it’s all about knowing you could drive in the rugged
wilderness if you needed to. Here’s a car salesman who goes
simply by the name of Mike:


“They want to be able to know they can do it um, but it doesn’t
happen. They never do it. I think I had an Explorer once myself,
and the most off-roading – it was in the wintertime – and I think
I went on the sidewalk or something. That was the most off-roading I ever did.”


So what are people actually doing with their vehicles? Is it anything
like the commercials? Well, it’s not just about conquering mountain tops:


(Consumer 1:) “I’m driving a Toyota 4-Runner. I need something to tow my boat and I was
looking for a quality car.”


(Consumer 2:) “Part of the reason I brought a little SUV is I like to sit up high and the SUV
can really offer the height.”


(Consumer 3:) “I don’t actually go off-roading with it. I can get away for weekends and
pack a load of gear. I can tow a light trailer. It’s just a good all-around sport utility vehicle.”


(Consumer 4:) “I’ve helped friends move before and all the seats, the entire back folds down and
I can fit a whole full mattress in the back.”


So, turns out most people aren’t mud bogging on a regular basis, but it’s
important to them to have the option to mud bog. And advertisers are
hip to this desire. Car buyers can keep this fantasy alive as long as
they’re willing to fork over some serious cash for the price of the
vehicle and the cost of gas.


Car salesmen say the number one thing buyers ask them about is money, as in
how much will I have to spend. They say potential buyers never
ask them about off-roading or driving through nature, but they know that inkling is there.

Natural Food Stores Mix

If you buy groceries at the big natural food stores, your options just
got a little slimmer. Whole Foods Market plans to buy its smaller
rival, Wild Oats. Julie Grant reports:

If you buy groceries at the big natural food stores, your options just
got a little slimmer. Whole Foods Market plans to buy its smaller
rival, Wild Oats. Julie Grant reports:


Whole Foods and Wild Oats are the nation’s best-known names in organic
grocers. Many a mom and pop health food store has fallen over the
past decade as those big-players have moved into towns across the
country.


Between them, they’ve opened about 300 stores, providing one-stop
shopping for all the health-conscious consumers’ needs,
everything from fresh produce and seafood to ready-made meals to
cleaning supplies.


But as more people want to buy natural and organic foods, more
mainstream stores, from Safeway to Wal-Mart Super Centers, want some of the
action. Economists say natural foods stores have been losing market
share to those national grocery chains.


Whole Foods says buying Wild Oats will boost its presence in
Florida, the Rockies, and the Pacific Northwest.

Plunging Into Low-Flow Toilets

Low-flow toilets left some people flushed with anger when the products
debuted in the 1990’s. But the Environmental Protection Agency is
pushing ahead with a voluntary program to create toilets that use even
less water. Chuck Quirmbach reports some toilet manufacturers say they
want to join the new water-saving market and hope consumers are ready
to buy:

Low-flow toilets left some people flushed with anger when the products
debuted in the 1990’s. But the Environmental Protection Agency is
pushing ahead with a voluntary program to create toilets that use even
less water. Chuck Quirmbach reports some toilet manufacturers say they
want to join the new water-saving market and hope consumers are ready
to buy:


Rob Zimmerman admits there are plenty of jokes about toilets, but the
water engineer for the Kohler Corporation takes the bathroom commode
very seriously.


“I’ve heard people say that the toilet is kind of the foundation of
modern civilization… that modern sanitation allowed for the growth of
cities and allowed for the decline of infectious diseases.”


And now Zimmerman has a handle on a new role for toilets: saving water.
Studies have shown that toilets can account for up to 30% of
a household’s water use. Water prices are going up and in some fast-
growing communities water supplies are growing more scarce.


So, the EPA created a voluntary program it calls Water Sense. It aims
to get toilets to use 20% less water than the newer toilets you’ve
probably seen that were mandated back in the 1990’s. This new
generation of toilets goes from 1.6 gallons per flush to about 1.3
gallons, and still meets performance guidelines for producing a clean
bowl.

Kohler and other toilet makers are trying various ways to get to 1.3
gallons. After looking at a 1.6 gallon model, Rob Zimmerman lifts the
tank lid on a 1.3:


“What you see that’s different here… is remember the other one had
that red flapper? This canister here, that lifts straight up when you flush
it, so all the water can move from all different directions and go down
down the valve. It’s a bigger rush and so the actual time that this
flushes is a little bit shorter than the other one.”


Zimmerman says other higher efficiency models use what’s called a dual-
flush system that sends away one amount of water for liquid waste and
another for solids, with an average of 1.3 gallons.


Another type is the so-called pressure assist, a louder system that
compresses air to force the smaller volume of water out quickly.
Under its new Water Sense Certification program, the EPA has put out
final specifications for the 1.3 models.


Kohler is getting ready to submit six toilet models for certification,
which the EPA compares to its Energy Star program for things like
computers. EPA Water Administrator Benjamin Grumbles says the public
can be confident about a third party certification system the EPA has
created:


“The agency working with the scientific community and with independent
testing organizations want to make sure that consumers, when they see that
Water Sense label, they will be able to have confidence that the
product will perform well, and it will lead to increased savings. Not
just in terms of water, but also reduce the water bill and reduce the
energy bill as well.”


But it may take a while to build that confidence. At a home remodeling
show, bathroom fixtures store owner Rich Libbey said he’s seen low-flow
toilets elsewhere that have not worked properly.


“Some of the Carribean Islands that are desert islands flush on a
European quart of water, but they don’t clean the bowl. So, later on in
the evenings, for example at a bar or resort, the toilet gets kind of
gamey.”


But Libbey says he’s willing to give companies like Kohler the benefit
of the doubt of reliably getting to 1.3 gallons per flush. Like most
high-efficiency energy-saving systems, the up-front costs are a little
higher.


The Kohler Corporation says its new high-efficiency toilets might cost
an extra fifty dollars to buy, but estimates the financial payback of
using less water could come in just a couple years.

Spinach Controversy to Benefit Small Farmers?

based produce company. While this means trouble for large-scale agricultural
producers, Brian Bull reports the outbreak might help smaller,
independent farmers:


Bill Warner owns an organic spinach farm. He sells his crop at local
farmers’ markets and restaurants in Wisconsin and to some restaurants
in Chicago. Warner says he thinks the E. coli incident will steer
consumers toward smaller, organic farms like his.


“We just will tell people that in every step of the way we
do, we’re eating our spinach. We drink the same well water that we
water with. So it may get people more back to, ‘Y’know we don’t want
the big conglomerate foods, let’s go back to buying from who we
know.'”


Warner says many, if not most, organic farmers are extra careful.
They don’t seal their spinach in bags, and don’t use manure in their
fertilizer. Instead, they use a vegetable-based compost and wash
their greens with clean well water. Warner says this helps alleviate
the risk of E. coli bacteria contamination.

Dairy farms are getting bigger. Many keep thousands of cows in buildings the size of several football fields. These big dairy operations can make a lot of milk. That translates into cheaper prices at the grocery store.
But some worry these large farms are polluting the land around them. In the fourth story of our week-long series, the GLRC’s Mark Brush visits a big Midwestern dairy farm:

Many keep thousands of cows in buildings the size of several football fields. These big dairy
operations can make a lot of milk. That translates into cheaper prices at the grocery store. But
some worry these large farms are polluting the land around them. In the fourth story of our week-long series, the GLRC’s Mark Brush visits a big Midwestern dairy farm:

About a thousand cows are in this building, eating, lolling around, and waiting for the next round
of milking.


There’s a sharp smell of manure hanging in the air. Big fans are blowing to keep the cows cool,
and to keep the air circulated.


Stephan Vander Hoff runs this dairy along with his siblings. He says these big farms are good for
consumers:


“We’ve got something here and we’ve been able to do it in such a way that we’re still producing
at the same cost that we were fifteen years ago. It costs more now for a gallon of gas than a
gallon of milk. And so, that’s something to be proud of.”


Vander Hoff’s dairy produces enough milk to fill seven tanker trucks everyday. They also
produce a lot of waste. The cows in this building are penned in by metal gates. They can’t go
outside. So the manure and urine that would normally pile up is washed away by water.


Tens of thousands of gallons of wastewater are sent to big lagoons outside. Eventually, the
liquefied manure is spread onto nearby farm fields. It’s a challenge for these farmers to deal with
these large pools of liquid manure. The farther they have to haul it, the more expensive it is for
them. Almost all of them put the manure onto farm fields.


It’s good for the crops if it’s done right, but if too much manure is put on the land, it can wash into streams and creeks. In fact, this
dairy has been cited by the state of Michigan for letting their manure get into nearby waterways.

Lynn Henning keeps a close eye on Vander Hoff’s dairy.

She steps from her car with a digital camera, and a device that measures water quality.


(sound of crickets and walking through the brush)


She weaves her way down to the edge of this creek.


“This is the area where we got E. coli at 7.5 million.”


High E. coli levels mean the water might be polluted with dangerous pathogens. Lynn Henning is
testing the creek today because she saw farmers spreading liquid manure on the fields yesterday.
Henning is a farmer turned environmental activist. She works for the Sierra Club and drives all
over the state taking water samples and pictures near big livestock farms.


Henning says she got involved because more of these large animal farms expanded into her
community. She says when the farmers spread the liquid manure, it can make life in the country
pretty difficult:


“The odor is horrendous when they’re applying –we have fly infestations–we have hydrogen
sulfide in the air that nobody knows is there because you can’t always smell it. We have to live
in fear that every glass of water that we drink is going to be contaminated at some point.”


Water contamination from manure is a big concern. The liquid manure can contain nasty
pathogens and bacteria.


Joan Rose is a microbiologist at Michigan State University.


“If animal wastes are not treated properly and we have large concentrations of animal waste
going onto land and then via rainfall or other runoff events entering into our water – there can
be outbreaks associated with this practice.”


Rose tested water in this area and found high levels of cryptosporidium that likely came from
cattle. Cryptosporidium is the same bug that killed people in Milwaukee back in 1993. Rose
says livestock farmers need to think more about keeping these pathogens out of the water. But
she says they don’t get much support from the state and researchers on how best to do that.


For now, the farmers have to come up with their own solutions.

Three years ago, the state of Michigan sued Stephen Vander Hoff’s dairy for multiple waste
violations. The Vander Hoff’s settled the case with the state and agreed to build a one million
dollar treatment system. But Vander Hoff isn’t convinced that his dairy was at fault, and thinks
that people’s concerns over his dairy are overblown:


“If we had an issue or had done something wrong the first people that want to correct it is us. We
live in this area. So why would we do anything to harm it?”


Vander Hoff is upbeat about the new treatment system. He says it will save the dairy money in
the long run.


The Sierra Club’s Lynn Henning says she’s skeptical of the new treatment plant. She’ll continue
to take water samples and put pressure on these farms to handle their manure better. In the end,
she doesn’t think these big farms have a place in agriculture. She’d rather see farms go back to
the old style of dairying, where the cows are allowed to graze, and the number of animals isn’t
so concentrated.


But farm researchers say because consumers demand cheap prices, these large farms are here to
stay and there will be more of them. Because of this, the experts say we can expect more
conflicts in rural America.

Epa Report: Fuel Economy Remains Stalled

Today’s cars and trucks are the heaviest, fastest and most powerful vehicles on the road in a generation, but according to a new report from the Environmental Protection Agency, these vehicles have stalled when it comes to fuel economy. The GLRC’s Dustin Dwyer has the story:

Today’s cars and trucks are the heaviest, fastest and most powerful vehicles on the road in
a generation, but according to a new report from the Environmental Protection Agency,
these vehicles have stalled when it comes to fuel economy. The GLRC’s Dustin Dwyer
has the story:


The EPA report says carmakers made big progress on fuel economy from the mid-70s to
mid-80s. But since then, average fuel economy numbers have actually gotten worse.
That’s mostly because cars and trucks are getting bigger. By 2005, the EPA says SUVs
alone made up a quarter of all vehicle sales in the U.S.


Daniel Becker of the Sierra Club says auto companies are to blame:


“Americans are being fed this diet of these vehicles with TV ads, but then they end up
paying at the gas pump, and they end up paying with more global warming, pollution and
more oil addiction.”


Auto companies say they’ve only made bigger cars because that’s what consumers
wanted to buy, but for now, high gas prices seem to have put a halt on demand.


Truck sales for the entire auto industry were down nearly 20 percent this June compared
to a year ago.

If you bought a new computer over the holidays, there are plenty of places to drop off your household’s old computer. But to prevent more of the old monitors, laptops and other items from winding up in landfills, some Midwest states are looking to make sure computer makers get involved in recycling their products. One of the few manufacturers that already helps re-use old computer parts is Texas-based Dell, Incorporated. The Great Lakes Radio Consortium’s Chuck Quirmbach went to a Dell-sponsored recycling center and has this
report:

If you bought a new computer over the holidays, there are plenty of
places to drop off your household’s old computer, but to prevent more
of the old monitors, laptops and other items from winding up in
landfills, some Midwest states are looking to make sure computer
makers get involved in recycling their products. One of the few
manufacturers that already helps re-use old computer parts is
Texas-based Dell, Incorporated. The Great Lakes Radio Consortium’s
Chuck Quirmbach went to a Dell-sponsored recycling center and has this
report:


About a year ago, Dell helped set up and publicize a computer
recycling plant at a Goodwill Industries facility in Dell’s home city
of Austin.

Goodwill employees and volunteers sort through the hundreds of
boxes of computers and computer parts that are dropped off – at no
charge to the consumer – at the site. Newer computers are set aside
for repairs, and hard drive memories are erased. Older computers go
to a bench where workers like Paul take apart (or demanufacture)
them.


“I’m taking apart all the useable parts. Motherboard, power sources,
cards, ports, metal goes into bins, plastic goes into bins for
recycling and what not.”

Goodwill sells the reusable parts at its retail store elsewhere in the
building. Used LCD monitors, for example, go for as low as twenty
dollars.


Manager Christine Banks says some of the equipment is under
a 30-day Goodwill warranty. Other parts can be exchanged if the
customer isn’t satisfied. Banks says Goodwill is happy this computer-
recycling program makes a profit.


“Our operation does. However, there are 7 or 8 other Goodwills
throughout the country that do this that barely break even. We’re just
fortunate we have higher tech donations, a pool of employees with
more technology, it’s very tricky.”


Some states charge high disposal costs for unwanted computer parts,
which can contain potentially harmful chemicals. Those high costs can
make it difficult for a recycling program to get off the ground, but
environmental groups say the fast-growing pile of circuit boards,
monitors, and plastic parts can leach poisons like lead, mercury, and
cadmium into the environment.


They say small-scale projects like the one in Austin have to be part of a
broader effort to keep electronic waste out of the nation’s landfills. That
effort could include government mandates forcing manufacturers to
safely dispose of old products.


Robin Schneider is with the Austin office of the National Computer
Takeback Campaign.


“So, to really deal with the environmental problems of millions of
pounds of toxins, we’re gonna need something bigger than this. This is a
piece of it…and gonna need lot of pieces of it.”


Schneider says she’s encouraged that some Midwest states are
looking into manufacturer takeback programs. She acknowledges that
recycling may drive up the cost of new computers, but she also says
manufacturers may start redesigning computers so that it’s more
profitable for the companies to take them back.

The United States and Canada are updating a 30 year-old regional water quality
agreement. The governments are launching 14 public hearings in both countries to
gather ideas. We have more from the Great Lakes Radio Consortium’s Rick Pluta:


The Great Lakes Water Quality Agreement was initially designed to rid the Great Lakes
of chemicals. In the 1970’s, it resulted in the ban of phosphorus in detergents and other
consumer products. The ban is widely credited with starting to clean up the lakes.


Dennis Schornack is the U.S. chair of the International Joint Commission. He says a lot
of new problems have emerged since the agreement was last updated in 1987.


“Looking to the future, the threats that we have today have changed, one especially
important threat is invasive species. Foreign species have disrupted the food chain in the
Great Lakes.”


Schornack says other issues that need to be addressed include water runoff from streets
and farms that contain pesticides and other chemicals, and lakefront development.


The U.S. and Canada hope to complete an update of the Great Lakes protection
agreement in 2006.

In all, fifteen states and the city of New York have filed suit,
claiming the Department of Energy is years behind schedule writing
updated energy efficiency standards for twenty-two common appliances. The
states say if the federal government would get up to speed, consumers would benefit.


But the Association of Home Appliance Manufacturers says there are
good reasons the government is behind schedule. General Counsel
Chuck Samuels says the energy department faces a lot of complex
rule-making.


“It is impossible for any agency to do all these rule-makings. What DOE has been forced to do is to prioritize and pursue those standards
that which will have the most benefit.”


Samuels says refrigerators and clothes washers have become much
