Although zebra mussels have been affecting the ecology of the Great Lakes since they were first found in 1988, researchers are continuously surprised at how much damage they’ve caused. Now, biologists are wondering if zebra mussels and the more recently arrived quagga mussels are to blame for a collapse of the fishery in one of North America’s largest lakes. Lester Graham reports the researchers are also wondering if this collapse is a preview of what will happen to all of the Great Lakes:

Although zebra mussels have been affecting the ecology of the Great Lakes since they were first found in 1988, researchers are continuously surprised at how much damage they’ve caused. Now, biologists are wondering if zebra mussels and the more recently arrived quagga mussels are to blame for a collapse of the fishery in one of North America’s largest lakes. Lester Graham reports the researchers are also wondering if this collapse is a preview of what will happen to all of the Great Lakes:


It’s off-season for charter boat fishing and Captain Wayne Banicky asked if we could meet at a local watering hole called the Boat Bar. Captain Banicky takes people out fishing on Lake Huron. Well, he used to. The past few years he’s been charter boat fishing in Lake Michigan. He says fish started to become more scarce on Lake Huron, and he was forced to make the move.


“Economics, pure and simple. Dollars and cents. Once you start seeing a decline and being on the water every day and you see those declines in your numbers, it’s just a matter of time before financially you can’t afford to stay there. Those dock fees aren’t given up free. That’s an expensive tab to pay every year.”


Fishing for most species in Lake Huron is not good. But the story is not just a matter of not stocking enough fish or just a bad year, it’s a matter of a collapse of the bottom of the food chain. It’s not just the fish sport fishers like to catch that are down, it’s their prey: the smaller fish those big game fish eat. Prey fish stocks have collapsed, and supplies of the food those small prey fish eat, the plankton, have also collapsed.


Jim Johnson is with the Michigan Department of Natural Resources Alpena Fisheries Research Station.


“There was a huge decline in the amount of nutrients available to zooplankton and phytoplankton in the middle of Lake Huron. These are the basic nutrient bits that fish eat. And it appears now to most of us in the scientific community that a large portion of the nutrients that used enter Lake Huron are now being trapped by zebra and quagga mussels and not finding their way to alewives and other prey fish.”


Scientists from different government agencies and universities in the U.S. and Canada had been noticing changes, but things have gone seriously wrong very quickly in Lake Huron, and it might go wrong other places.


Tom Nalepa is with the National Oceanic and Atmospheric Administration’s Great Lakes Environmental Research Lab. He says tiny aquatic food sources for fish, such as a shrimp-like organism called diporeia, are declining dramatically in other Great Lakes.


“All the players are in place for it to happen in these other lakes too, you know, the loss of diporeia, the expansion of quagga mussels. And maybe Lake Huron is the first to show a collapse in the prey fish. What does it mean? Well basically, you know, there’s not going to be many fish out there for the sport fisherman to catch anymore.”


And sport fishing is multi-billion dollar industry in the Great Lakes. Back at the Boat Bar, charter fishing boat captain Wayne Banicky says fishing is still good in Lake Michigan, but he worries when he thinks about what happened in Lake Huron.


“I think that the fishery as a whole in the Great Lakes is in serious jeopardy right now. Something’s got to be done.”


But the question is what? What can be done when invasive species are changing an entire ecosystem to the point the fishery collapses?


“I don’t know to be honest with you. I don’t think any one of us knows. It’s scary, that much I will admit to you. It is scary right now.”


And guys like Captain Banicky aren’t the only ones worried.


Jim Johnson at Alpena Fisheries Research Station says you can’t undo the damage that’s already done. It’s just a matter of waiting to see how nature responds to the invasive zebra and quagga mussels and other invaders. Johnson says the key is to prevent more invasive species from being introduced to the lakes.


“The best we can do right now, I think the single most effective thing we as managers can do, is to make it understood by the decision makers just how disruptive the invasive species are and try to put a stop to those.”


The source of many of these invasive species is the ballast tanks of foreign ships entering the Great Lakes. Some regulations have reduced the chance that more invasive species will hitchhike to the Great Lakes, but more are still getting in. In the meantime, agencies such as the US Environmental Protection Agency and the US Coast Guard say Congress hasn’t given them the authority to regulate foreign ships strictly enough to stop new invasive species from entering.


So, fishery managers can only watch the other Great Lakes for more signs of a collapse of the fisheries as they’ve only been able to stand by and watch happen in Lake Huron.

Elections Boost Environmental Agenda

The political landscape in the U.S. changed overnight last week. The Democratic takeover will mean a big shift in policy-making efforts in Washington. Mark Brush has more on how environmental issues played out in the election, and what this new Congress might do on the environmental front:

Environmentalists say some of their biggest enemies were defeated in the midterm election. And top on their list of the worst environmental offenders was California Congressman Richard Pombo.


(The “Pombo Mambo” plays: a catchy ad jingle whose lyrics expose Richard Pombo’s environmental record, produced and run by the League of Conservation Voters.)


Environmentalists spent millions of dollars on radio and television ads to defeat Pombo, and they say it was money well spent. They came to really despise Pombo because of his work to weaken the Endangered Species Act.


Tiernan Sittenfeld is the legislative director for the League of Conservation Voters. She says many Republican committee chairs, such as Richard Pombo, simply obstructed environmental legislation. She says now that will change.


“It’s not that even that Congress has even voted to pass particular pro-environment legislation; it’s that the house leadership and the committee chairs haven’t even allowed such legislation to come to the floor. They haven’t even wanted a debate on it. So I think having different leadership, having different committee chairs who care about protecting the environment, who care about clean air, clean water, and open space is going to be a whole world of difference.”


So now that the Republican leadership is out who is taking their place? One legislator who is expected to gain a lot of power is Democrat John Dingell of Michigan. He will chair the House Energy and Commerce Committee.


Dingell says he, and other Democratic committee chairs will first use their power to make sure that existing environmental laws are being enforced by the Bush Administration.


“This administration has been totally unsupervised by the Congress, and checks and balances which are so important to the Founding Fathers, and legislative oversight, have simply not taken place since the Bush Administration came in.”


Dingell will be joined by many other legislators who are likely to have strong environmental agendas. People like Barbara Boxer, Harry Reid, and Henry Waxman. They have several issues in mind that they feel have been mishandled by the Bush Administration. Top on their list is energy policy and global warming.


On energy, environmental lobbyists say high gas prices have made the issue one that resonates with voters.


Karen Wayland is the legislative director for the Natural Resources Defense Council. She says the new Congress will revisit the tax breaks and other financial incentives given to oil companies in the last energy bill.


“I think what something the House will do at least will be to look at the royalty relief that Congress has given to the oil companies and sort of try to roll back some of the royalty relief; make the oil companies pay full price for extracting oil from our public lands and then use that money to invest in clean energy.”


Democrats are also expected to make a push for national renewable energy standards, and higher fuel economy standards for cars and trucks.


As for global warming, the Democrats say the Bush White House and the Republicans in Congress have completely ignored the issue. The Democrats are expected to introduce several global warming bills in the next session.


But while the Democrats gained a lot of power, they still will have to work around the threat of a presidential veto. And in the Senate, the republicans still hold more than enough seats to block legislation.


Darren Samuelsohn is a senior reporter with Greenwire, a Washington DC based news service covering energy and environmental policy. Samuelsohn says while the Republicans still hold a lot of power, it’s interesting to see how much of it was eroded overnight.


“As you start to talk about it and think about it, it’s across the board: it’s judges, it’s legislation, it’s oversight. And then the thing that really nobody outside of Washington ever really kind of knows what’s going on about, but the whole huge appropriation – the whole federal budget process. That will now be Democrat controlled and we’re talking about hundreds of billions of dollars that get spent every year.”


Samuelsohn says the Democrats will now face the challenge of finding more money for their favorite environmental programs, while at the same time making good on campaign promises to cut the huge federal budget deficit.

Great Lakes scientists say there’s been some progress made against traditional chemical threats. But researchers say other chemical contaminants are emerging in the lakes. Chuck Quirmbach reports:


Scientists report overall declines in PCB’s, dioxin, and certain pesticides, partly because some of those substances are banned. But one chemical compound apparently on its way up is polybrominated diphenyl ethers, or PBDE’s. They’re used as fire retardants.


Carri Lohse-Hanson is with the Minnesota Pollution Control Agency. She says even though scientists are still trying to learn more about PBDE’s, there should be controls on the chemical.


“I think the preventative approach would be preferable than waiting until we had all the information to figure out if we had to do some kind of reduction.”


Lohse-Hanson says there have been some changes in the use of flame retardants and the phasing out of certain forms of PBDE’s.


The EPA says it still needs to determine the effects of the compound at the levels it’s being found in the environment.

Biologists in Canada are taking extreme measures to prevent the disappearance of a mysterious fish. For the first time ever, they’ve stocked one of the Great Lakes with American eels. David Sommerstein reports:


Eels spawn in the Sargasso Sea. They swim thousands of miles up the Atlantic Coast, up the St. Lawrence River, and into Lake Ontario.


Once the most populous fish in the lake, eel numbers have been plummeting since the 1980s. In a desperate move, the province of Ontario captured 144,000 baby eels from the Atlantic, nursed them, and then released them into Lake Ontario to see if they’ll live.


“It’s a grand experiment. What we need to do urgently is get eels back into the system.”


Rob McGregor is with Ontario’s Ministry of Natural Resources. He says Lake Ontario eels are among the biggest and most productive of the species in North America.


“Losing them is a big concern.”


McGregor says it’ll take a decade or more before he knows if the eels reproduce and the experiment can be declared a success.

Promoting a New Biofuel Crop

Scott Singer is on a mission to promote switchgrass as an alternative to fossil fuels. Singer’s a wildlife biologist with the US Department of Agriculture. He says the tall grass grows in most parts of the US, even in harsh conditions such as when there’s a drought.


Most importantly, Singer says switchgrass can easily be converted to fuel that’s cleaner to burn than coal. He says it’s a good crop to grow, because it takes less time to plant and harvest.


“You also reduce energy use for farmers out there, saving them money and basically saving energy which is generally fossil fuel driven in the field.”


Singer’s working on a pilot project to demonstrate the technology. He says fuel pellets made from switchgrass can be used in stoves that usually burn wood or power plants that usually burn coal.

Regulators are worried about a fish disease found in the lakes that could spread to other areas. Federal officials are trying to figure out the next step after banning certain shipments of fish in the Great Lakes Region. Dustin Dwyer has more:


The disease is called viral hemorrhagic septicemia. It can cause fish to bleed internally and die.


The disease is harmless to humans, but federal regulators say it could lead to massive die-offs for up to 37 different species of fish, so they’ve stopped fisheries in the eight Great Lakes states, and two Canadian provinces from shipping those species over state lines. The ban only affects live fish.


Jim Rogers is a spokesman with the US Department of Agriculture. He says the ban is meant to stop the spread of the disease while officials figure out what to do next.


“Now eventually that federal ban is going to lift, and we are going to be allowing movement. But right now we just can’t do it with the threat of this disease hanging over us.”


The fishing industry in the Great Lakes has been valued at more than $4 billion a year.

White Buffalo Brings Legend to Life

Small crowds are gathering at a buffalo ranch in Wisconsin. They’re hoping to catch a glimpse of a rare white buffalo. This is the second white buffalo to draw crowds from around the world to the ranch, and as Brian Bull reports, the white buffalo holds special significance to some Native Americans:

Small crowds are gathering at a buffalo ranch in Wisconsin. They’re hoping to catch a glimpse of a rare white buffalo. This is the second white buffalo to draw crowds from around the world to the ranch, and as Brian Bull reports, the white buffalo holds special significance to some Native Americans:


Nearly twenty people huddle behind a metal fence, standing tip-toed and pointing cameras towards a hilltop. Rancher Dave Heider drives his Bobcat tractor nearby, dumping hay into pens, as his buffalo herd comes down to eat. Among the lumbering shaggy brown bodies, is a speck of white that excites the crowd.


“There he is, here he is, he’s coming.”


The petite, snow-white calf stays close to his mother. Heider shuts the pen, fielding questions from onlookers, some of them remembering the first white buffalo known as Miracle.


“Is this the same family as Miracle? ‘No Relation.’ What’s the new one’s name? ‘Miracle’s Second Chance.'”


“Miracle’s Second Chance” is luring visitors from as far away as Mexico, Canada, and South America, as well as the immediate region. A biker even sports a white buffalo tattoo on his enormous bicep.


Carrie Singer is an Ojibwe Indian living in Milwaukee. Like others, she’s waited several hours in the rainy weather to glimpse the white buffalo calf.


“I believe it signifies peace and renewal, new beginnings for all our people. These are hard times, times of war, and this is something to have people gravitate towards, that new life, that new beginning.”


Buffalo are traditionally important animals to the Plains and upper Midwestern tribes. They were a vital source for food, tools, and clothing. And Lakota legend speaks of White Buffalo Calf Woman. They say she appeared with the first sacred pipe, to bring spirituality and prosperity to Indian nations.


That spiritual association is what drew Jimmy Kewakundo of Ontario, Canada, to the Heider’s ranch. Kewakundo is of Ojibwe, Potawotami, and Odawa descent. He and several other native people came to sing and honor the calf.


“I’ve brought my bundle and sacred pipe to do a ceremony with my brothers here. It teaches us how to live and to remember the old ways, and the importance of white buffalo calf woman.”


That Miracle’s Second Chance is a different gender than that of the legendary Lakota icon doesn’t phase Kewakundo and friends. And the Heiders say crowds and publicity are good, but nowhere near the levels seen for Miracle when she was born in 1994. Inside their bison-meat gift-shop, Valerie Heider stands near Miracle, who is now stuffed and on display. Heider says she has no guesses yet as to what it means to have several white buffalos born on their ranch.


“The Natives are telling us how blessed we are, and they’re also telling us we are in balance now because we have a male and a female.”


For many, the sheer novelty of a white buffalo is enough to stir people’s interest.


Dave Carter is executive director of the National Bison Association. He says the odds of a white buffalo being born are at least one in two-hundred thousand, though some estimates are as high as one in six-billion. Either way, Carter says it’s an incredible event.


“Particularly with a ranch where it had a fairly closed herd and these are non-related animals. Of course for the Native American folks, this is something that gets into a spiritual level, and so it has some additional significance when it gets to the Native American community.”


Back at the ranch, Indian spiritual leader Jimmy Kewakundo greets Dave Heider and shakes his hand.


“My name’s Jimmy, I come from Ontario, Canada. I want to say thank you for what you’ve done so far, working with Miracle, on behalf of the Ojibwe nation I want to say thank you for everything that you’ve done.”


Heider says more than 500,000 people came by back when Miracle was alive. He adds at times, it’s hard putting up with all the crowds and traffic, but moments like this put it all in perspective.


“It makes you feel good that you’re making some people happy. Valerie and I looked at it when Miracle was born, everybody said ‘why don’t you sell her?’ The money was there, we had many offers. We both felt as though we were giving something back that was given to us. By law and ownership Miracle belonged to us, but she belonged to everybody.”


The Heiders say they’ll eventually put the new white bison with some of Miracle’s daughters and granddaughters, to form a new herd. For now, they’ll weather the crowds with the same reverence, patience, and wit as they have before.

Proposals for offshore wind farms, from the coasts of Texas to New England have the potential to generate more electricity than land turbines do. Lisa Ann Pinkerton reports these projects face various hurdles to becoming reality, but they’re not completely insurmountable:

Over the past few months, whenever the weather is favorable, Aaron Godwin of Green Energy Ohio rides a power boat several miles out into Lake Erie. Out on the on the city of Cleveland’s century old water intake structure he’s built a tall wind monitoring tower.


“The upper part of the tower is about 168 feet above the water, so we’re measuring at about 30, 40 and 50 meters, and dual instrumentation at each level, anemometers that measure wind speed and vanes that measure direction.”


Godwin’s got almost a year of wind data and today he’s installing a small wind turbine to confirm what he’s discovered: that the lake’s wind is roughly twice as strong as wind on land. So to Godwin offshore wind farms are inevitable, especially since 75 percent of the nation’s energy use is near coastal cities.


However, proposed projects everywhere face a number of hurdles. One of them is bird and bat migration. Some land turbines have killed creatures that flew too close. But in Denmark, where offshore wind is 15 years old, extensive water foul surveys show little change in bird behavior. Charlotte Boesen is an environmental planner for Dong Energy in Denmark.


“These birds, they do fly around the wind farm. They do not like flying over land you can say and maybe they in some sort they perceive the turbines or wind farm as a similar object.”


Even so, no wind project in the US will ever get off the ground without a full assessment of potential wildlife impacts. That’s why 60% of Lake Erie has already been ruled out by a preliminary study conducted by the wind consulting firm AWS True Wind. Its Executive Director Bruce Bailey says that leaves most of eastern Lake Erie still available, with the best wind about 15 miles northwest of Cleveland.


“That’s where the strongest winds would be found. With water depths still being under say 70 feet.”


Bailey adds the shallow depth of Lake Erie combined with its solid lake bottom and fresh water makes it more friendly to offshore wind generation than oceans.


“You wouldn’t have to deal with the corrosion or the extra cost to safeguard your hardware from corrosion if you’re sighted in a fresh water lake.”


Bailey adds designing against hurricanes makes ocean projects more expensive. On the flip side, Lake Erie’s been known to freeze.


“There are ways to deflect the ice from actually pushing too strongly against or lifting out a turbine foundation. Some of them have already been deployed already in offshore projects in Northern Europe, and some of them are located in locations where you might even get icebergs.”


Another concern is whether these turbines will ruin the natural beauty of America’s Coastlines, even though on the horizon a turbine might only look a big as a thumbnail. Walt Musel of the US Department of Energy says this worry is unfounded.


“It’s worth noting there are no projects in the United States, so most people who object to offshore wind have never seen one.”


Fifteen years ago, projects in Denmark faced the same prejudice. Today tourists rent boats to go see them.


Above all, perhaps the largest impediment to offshore wind power is its high cost. Installation in water is expected to be double the cost of on land construction. However, once farms are producing power, electricity companies are open to buying it.


Out on Lake Erie, Aaron Godwin is packing up his tools for the day. He says there is an up side to those high capital costs. He says in the future, turbines will be so large it’ll make more sense to manufacture the parts locally, giving America’s manufacturing industry a ray of hope.


“Energy is a guaranteed growth market. Wind power is the fastest growing energy sector in the entire world. Why would you not want to get involved in that guaranteed growth market? It just does not make sense.”


Godwin says if the US can clear these hurdles of public perception, engineering, and environmental impacts, he thinks the US economy might find a pleasant surprise: consistent, green energy, built and harnessed off the blue coasts of America.

Overseas manufacturers of wind generating systems are shipping them here as fast as they can. Now, several companies are building wind generator factories in the US.


Siemens is building a plant in Iowa. Suzlon is about to start production in Minnesota. Plants in Texas produce blades and towers.


It’s all happening in spite of inconsistent federal support. A production tax credit is in place, but it expires every two years.


Ron Johnson is with the port of Duluth, which handles windmill imports. He says the on-again, off-again support makes it hard for companies to plan and grow.


“Well, the deadline’s coming at the end of next year, and people are planning their projects, so we’re all anxious to see what Congress does.”


The American Wind Energy Association says producers are installing enough wind power this year to power the entire state of Rhode Island.

At the Duluth Port Terminal, the BBC India is tied up to the dock. Two giant cranes slowly lower a silvery propeller onto a waiting truck. The blade is half as long as a football field. The extended bed of the eighteen-wheeler isn’t long enough to hold the entire length. A padded steel structure cradles the narrow end above the ground. There are 66 blades on the ship, three blades for each of twenty-two towers.


“The three blades will bolt into a hub, and then the hub attaches to the nacelle, the generator package, that’s the actual turbine, and the nacelle sits on top of the tower.”


Andrew Holdrup is the port captain for the shipping company. He was here in Duluth a year and a half ago, when the port handled its first ever shipment of windmills.


Holdrup says the demand for windmills is huge in the U.S.


“We have four ships; all they do is run from Denmark to Houston with Siemens windmills. We discharge them in Houston, the ship sails back empty to go pick up the next lot. Multiply that by all the other ports, and all the other windmill manufacturers, and it’s a huge business.”


It’s great business for Duluth’s port. Unloading the windmills requires iron workers to cut the steel where the pieces have been welded to the ship, and crane operators, and longshoremen. And truckers are staying in town waiting to pick up their loads. They’ll haul the windmills to wind farms being built in Mower County, Minnesota, and Oliver County, North Dakota. The port has also handled equipment for wind farms in Manitoba.


The boom in wind was primed in the early 1990s, when Congress set up a production tax credit for wind power. It allows a 1.9 cent-per-kilowatt-hour tax credit over ten years, for electricity produced by wind.


But the tax credit only runs for two years at a time. Ron Johnson is in charge of marketing for the Duluth Port Authority. He says that on-again, off-again approach has made it hard for businesses involved in wind energy to plan and grow.


“It’s kind of start up again, stop, start up again, stop. If you’re a trucking company with these specialized trailers, you don’t want to go out and buy fifty more of them if there’s a chance your whole fleet’s going to sit until Congress decides what to do.”


Johnson says there’s a lot of support in Congress for the tax credits, and he expects them to be renewed.


Steve Stengel works for FPL Energy, the company building the wind farms where these windmills are headed.


“It is part of the business, we understand that. And it does cause kind of starts & stops, if you will.”


But he says it’s possible to work around the periodic breaks in the tax credit because it takes a long time to plan a wind project anyway.


“Permitting issues, land lease issues, transmission issues. We have to plan as if the tax credit is going to be there.”


In fact, wind is growing dramatically in spite of the iffy nature of federal support. Several states now require utilities to invest in renewable energy, or offer incentives for wind power development. And as the cost of fossil fuels goes up, the relative cost of wind goes down.


It all adds up to a lot of demand, and recently, tight supplies.


The American Wind Energy Association’s Susan Sloan says orders are already in place for 2008 and beyond.


“Because of this boom and bust cycle but also because of this new acceptance of wind, we are seeing a tighter supply, and we need to have the manufacturing capabilities catch up.”


And that’s what’s happening.


It took two weeks for the Siemens windmills to sail from Denmark to Duluth. Now the company is building a factory in Fort Madison, Iowa. Siemens says it will employ 250 people, and start producing in the first half of 2007.


And in Pipestone, Minnesota, Suzlon, a company based in India, is about to start producing three blades a day, and the nosecones to go with them. The company plans to manufacture the electronic controls, and eventually employ up to 300 people. Suzlon says it has orders for the next two to three years.
