Renewing the Nuclear Past (Part 2)

Power companies hope to extend the working life of old nuclear reactors because it’s cheaper to run them than it is to build new reactors.
But old reactors require federal approval to renew their licenses.
For the past decade, power companies have been on a winning streak.
They’d gotten reactor licenses renewed every time they asked.
Shawn Allee reports one of the industry’s most recent bets went wrong:

Shawn Allee reports one of the industry’s most recent bets went wrong:

Vermont’s only nuclear reactor, Vermont Yankee, is likely to shut down in 2012.
The story of how that happened is unique in the nuclear biz.

Vermont Yankee’s license was set to expire in 2012 but eight years ago, a company called Entergy bought it anyway.

Entergy gambled the federal government would renew that license so Vermont Yankee could run another twenty years.

It seemed a safe bet, since the federal government never rejected a renewal application.

But Entergy also asked to expand Vermont Yankee, to produce more power.

That’s when Vermont’s state legislature stepped in.

The legislature said, if you want to expand, we want some say in whether you operate past 2012, regardless of what the federal government says.

No other state legislature has given itself this kind of authority.
This was an opening for anti-nuclear activists.

This video’s from a protest back in January.

Activists took it during their week long winter-time March to Vermont’s statehouse.

The protesters stopped for potlucks, speeches, and church songs.

Protester say they felt they were winning some support, but then they got an unexpected boost.

Here’s protester Bob Bady:

“We got a call that there was migrating plume of tritium under the plant and it was going to hit the press the next day.”

Bady says tritium is a kind of hydrogen that makes water radioactive.

In other words, Vermont Yankee was leaking radioactive water.

Protesters asked themselves, didn’t Entergy say these kinds of underground leaks couldn’t happen?

“The plant owner, Entergy, has incredibly low credibility particularly because they went before the legislature and vehemently denied there were even pipes underground, so that created a problem for them.”

The details are fuzzy, at least according to Entergy.

Here’s PR-guy Rob Williams.

“Clearly there was some kind of a miscommunication and then, uh, once we have a handle on it, we want to set the record straight.”

Entergy says its own investigation found employees did not lie about piping that could cause tritium leaks.

Vermont’s Attorney General is still determining that.

Regardless, some state senators said they felt they were lied to. Or Entergy did not know the plant could leak tritium. Either would be bad, so the state senate voted to shut the plant.

And that’s all Vermont law requires, so now Vermont Yankee’s slated to close in 2012.

But what happened with the tritium leaks?

PR-guy Rob Williams gives me a tour of Vermont Yankee.

From Entergy’s point of view, the system worked. It detected tritium in underground water.

“Right. Now, this is three wells we installed to specifically look for tritium. It gives you a good early warning that you’ve got a leak back in the piping.”

State health officials say tritium probably leaked near the center of the plant.

The state hasn’t found contaminated wells or other drinking water supplies.
Tritium is likely to move into the nearby Connecticut River, where it’ll be diluted.

As for the federal government, it’s unfazed.

The U-S Nuclear Regulatory Commission says Vermont Yankee leaked tritium before – several times.

At least 26 other reactors leaked tritium, too, but the NRC says the public’s safe.

In fact, the NRC has approved applications for license renewal at plants that had leaks just like Vermont Yankee’s.

The NRC is still reviewing that plant’s license renewal application … regardless of what the State of Vermont has to say about it.

President Barack Obama has been stumping for nuclear power lately.
He announced loan guarantees to kick-start construction of the first new reactor in 30 years. Those guarantees might lead to just a handful of new reactors in the next decade. Shawn Allee reports the real action in the nuclear industry is in old reactors we already have:

Shawn Allee reports the real action in the nuclear industry is in old reactors we already have:

To run a reactor, you have to have the federal government’s permissison, but that permission lasts 40 years.
If a company wants more time, it’s got to renew that license – for twenty years at a pop.
Companies are flooding the government with renewal applications.

To understand why, I talk with Don Kreis. He teaches environmental law at the Vermont Law School.

“Think about an automobile that you owned for a really long time, but it’s still working fine.”

OK. You’ve got two choices …. you can bet your car repair costs will be low … or you fork over a hefty wad of cash for a new car.

“Which of those two things are you going to do? Well, you’re goiing to run your old machine … and run it for as long as something can possibly run. Nuclear power plants run exactly the same way. ”

This is an understatement; it’s MUCH cheaper to run an existing nuclear reactor than to build a new one.
In Kreis’ home state of Vermont, a company bought an old reactor in 2002.
It paid 180 million dollars.
To build the same-sized plant new would cost 2.4 billion dollars today.

That’s the industry’s motivation for license renewal, but only the Nuclear Regulatory Commission can give the final O-K.

In the past decade, the NRC’s approved renewal at 59 reactors … more than half the nuclear fleet.

This is too fast for critics.

“We haven’t been happy with the process and I think there are issues with license renewal and the NRC needs to address those.”

That’s Edwin Lyman.
He’s a physicist with the Union of Concerned Scientists, an environmental group.

Lyman worries the NRC downplays risk from old reactors.

Take the case of the Crystal River reactor in Florida.

Last year, workers tried to replace old steam turbines.

“To do that you have to cut a hole in the containment building, when they did that, they found there was a huge gap that had developed in the containment building that you couldn’t see or detect from the outside and they only saw it when they cut through it. and so, the question is, was this an age-related issue that people didn’t know about.”

The containment building keeps the public safe from radiation during accidents.
The power company caught the problem after it submitted an application for renewal.
Lyman also worries about corroding pipes and reactor vessels.

“So, there are uncertainties and these will probably only grow as the fleet of power plants gets older.”

The Nuclear Regulatory Commission says critics like Lyman shouldn’t worry about aging reactors.
Samson Lee oversees renewal applications at the NRC.
He says old reactors meet the same safety standards new ones do, plus, companies have to show they’ll manage aging parts.

“So if they continue to meet the requirement to ensure the plants are safe, and if they continue to meet that, then you know, we can issue a renewal license.”

But as for the charge the renewal process is too quick or easy?

Lee says the NRC can say “no.”

“NRC has returned one application for license renewal.”

“What was that for?”

“That was because of poor quality of application. It was how they put together the application.”

“Did that reflect on the plant or the application process?”

“It’s the application process. This is how they chose to prepare the application.”

So, for now … the biggest problem the NRC has seen during license renewal has been in the paperwork.

Right now, the federal government’s handing out renewal licenses, allowing nuclear power plants to run up to 60 years.

But there’s more to come.

The government’s prepared to evaluate renewals to let plants run up to 80 years.

One of the country’s oldest nuclear power plants is setting its operating life shorter than expected. Shawn Allee reports:

One of the country’s oldest nuclear power plants might have its operating life cut shorter than expected.

Shawn Allee reports:

The federal government has been leaning toward letting the Vermont Yankee reactor renew its license in 2012 for another 20 years.

But Vermont’s state legislature says has voted to shut it down – no matter what the federal government says.

One reason is the plant’s been leaking radioactive water.

State senator Peter Shumlin says plant owners said that couldn’t happen.

SHUMLIN: What’s worse? A company that won’t tell you the truth or a company that’s operating their aging nuclear power plant next to the Connecticut River and doesn’t know they have pipes with radioactive water running through them that are leaking and they don’t know because they didn’t know the pipes existed … neither is very comforting.

The federal government says the leaks have not been a health threat.

The closure of Vermont Yankee would be a setback for the nuclear power industry.

It’s trying to extend the operating life of reactors across the country, since its far cheaper to run old reactors than to build new ones.

New Houses Get a Little Smaller

The American dream of home ownership has become a trend of bigger and bigger houses. The square footage of new, detached houses crept upwards for decades even though families shrank. Recent economic troubles have stopped the big house trend. Shawn Allee reports:

You might not know it but the American dream of home ownership has translated into bigger and bigger houses.

Housing stats kinda say it all.

Just after World War II, brand new single-family detached homes were about 1100 square feet.
By 2007, they were twice as big.
One builder, Andrew Konovodoff, says 2007 was the peak.

Konovodoff: My analogy is, you go to McDonalds, you can up-charge or supersize your meal and get a couple hundred extra french fries.

Alee: People did that with homes?

Konovodoff: Yeah. Money was available. People bought more home than they needed. Now, I think people have trended back the other way.

Konovodoff’s right.
The U-S Census bureau says brand-new homes shrank for two years straight, and home builders say they’re going to build smaller for at least another year.

That hasn’t happened in decades, and builders like Konovodoff are adjusting

In the smaller square footages you won’t see a formal dining room … you’ll have an eat-in kitchen. We’ve pushed out the formal dining room.

Konovodoff says he’s considering even smaller designs.
He says it’ll be trickier to make a good living, so he’s not exactly happy with the trend.
But there are people who are glad houses are getting smaller.

One of them’s Alex Wilson.
He edits a magazine called Environmental Building News.

Wilson: In building a house, we need lumber, new windows and a whole range of building materials. It’s just common sense that a smaller house will use less materials. Even with any material, a so-called green material made from recycled content, there’re still impacts from manufacturing that product and shipping it to the job site. So, when we use less, we reduce environmental impact.

Wilson says the size of new homes has dropped just a bit … maybe the equivalent of a big closet or a tiny, tiny dining room.

He’d like homes to see homes get even smaller, but that won’t happen until our heating and cooling bills jump higher.

Wilson: I think if we were paying five dollars a gallon for gasoline and equivalent prices for natural gas and heating oil, then we would see a much more dramatic drop in house size.

Wilson says most of us won’t demand or build small houses until we truly fear a life-time of high utility bills.

Biodiesel Gets Lost in the Shuffle

Biodiesel’s made from soybean oil.
It usually gets a one-dollar per gallon federal tax credit, but that expired in December.
Since then, biodiesel makers have been laying off workers.
Alan Yoder manages Iowa Renewable Energy.
Yoder says he’s puzzled Congress has not renewed the biodiesel tax credit especially since other alternative energy sources still get help:

“A lot of alternative fuel projects they’re talking about are really still in the research stage. Biodiesel is on main street. It’s working and there’s production, there’s people using it, people employed. This is big stuff.”

A biodiesel trade group claims the industry’s laid off 22,000 workers.

Congressional aides say there’s support for renewing the biodiesel tax credit, but it got lost in the shuffle during debates on health care and new stimulus spending.

A Canadian chemical manufacturer shipped rail cars of toxic chlorine away from Vancouver and is storing them in rural Washington State.

The company says it’s part of a long-planned renovation of the chemical plant. Environmental groups suspect the rail shipments were timed to move tanks away from the Olympics.

Fred Millar is watching this development for Friends of the Earth. Millar says terrorists have shown interest in rail cars filled with chlorine gas.

“And that’s what people are mostly worried about because just one chlorine tank car could put out a cloud over any city at a lethal level that’s 15 miles long by 4 miles wide.”

US rail companies make 100,000 shipments of chlorine and similar toxic chemicals per year. Their safety record has largely been good, but accidents have released deadly chlorine gas.

One derailment in South Carolina killed nine people.

One Midwest farmer who grows biomass crops is John Caveny of Illinois. Caveny shows me some gigantic grass called miscanthus.

Caveny: ”You can get an idea of how big it is. It’d be eleven or twelve feet tall right now. and it’s still not done growing.”

Allee: ”It’s pretty sturdy stuff.”

Caveny: ”That’s the thing about it.”

(rustle)

Caveny says you can burn miscanthus and other energy grasses to make electricity. The idea’s to replace coal, which spews carbon dioxide, a greenhouse gas.

”Unlike wind energy or solar that just dispalce fossil carbon use, these plants here, displace fossil carbon use, but in addition they take CO2 out of the air and store it in the soils.”

Energy experts say that’s true, at least for a while. But they say to do much good, lots of utilities need to burn energy grasses. Caveny would love that, but there’s a problem.

Caveny: ”There’s this whole concept of the valley of death.”

Allee: ”I haven’t heard this term. Valley of death?”

Caveny: ”Valley of death is you’ve got a user here and a producer here and you gotta get ’em to match up.”

This valley is a gap between supply and demand for energy grass. It exists because utilities won’t invest in biomass electrical equipment until farmers prove they can grow enough grass. Caveny says farmers will start small.

”You might want to heat a shopping mall or a small strip mall or something like that.”

Caveny says those kinds of projects will make utilities confident in the grass market – and then they’d cross that valley of death. They’ll invest, they’ll buy energy grass and they’ll power suburbs and cities with biomass. That’s his prediction, though.

At a Midwestern farm expo, I find people who say this valley of death is too wide.

Bryan Reggie is showing off equipment that squishes energy grass into briquettes.

Reggie: ”It’s roughly the size of a golf ball, but a cylinder in shape.”

Allee: ”Like a hockey puck almost.”

Reggie: ”Yeah.”

Reggie makes biomass equipment for farmers who want cheap heat, and these grass hockey pucks work.

Allee: ”What, you burn these?”

Reggie: ”Yeah, you burn these in biomass boilers.”

Allee: ”You’d want to heat a farm house or something?”

Reggie: ”Yeah, maybe a green house or larger space.”

Reggie says energy grass could be great for farms, but big-city electric utilities will not cross that “financial valley of death” Caveny talked about. They’d need too much biomass.

”When you get bigger scale, you have to start trucking in all your fuel from long distance. Biomass transportation costs are high, so you want to transport as little as possible. That’s a good reason to keep it small and keep everything local.”

After Reggie’s equipment demonstration, I bump into Steve Flick. He’s with Show Me Energy, a Missouri co-op. Flick is a kind of biomass celebrity because he actually got a coal-fired power plant to test-burn his energy grass. That test worked, but so far no utility has volunteered to give up coal. Flick predicts groups of Midwestern farmers will build tiny power plants.

Flick: ”We think these models would be every fifty to sixty miles apart and the producers that owned those organizations would benefit.”

Allee: ”You wouldn’t necessarily be lighting up St. Louis or lighting up Chicago, right?”

Flick: ”Presently, we’re not trying to settle all the world’s problems, just our little piece of it right now.”

Flick says forget that financial valley of death idea – only energy pundits dream of powering a metropolis with biomass, at least while coal is so cheap.

He says biomass can power a good chunk of rural America, and for now that’s good enough.

Squeezing More Oil Out of Soybeans

Tom Clemente is a kind of true-believer in biodiesel. He studies plant biology at the University of Nebraska. Clemente says the problem is, we use pricey soy-bean oil to make biodiesel.

“The downside is there’s just not enough of the oil to really make a dent on petroleum.”

Clemente figures scientists can manipulate genes inside soy beans to boost oil content, but no one knew exactly where the genes are. Recently, though, scientists completed a big-picture map of soy’s basic genetic make-up. Clemente hopes that’ll speed up development of oily soy beans – just for biodiesel.

“Really getting a bio-based sustainable fuel from some sort of cropping system, the production’s going to have be really up there.”

Clemente hopes we get enough biodiesel to clean up the nation’s dirtiest vehicles, such as construction equipment and city buses.

President Obama mentioned the future of nuclear power in his State of the Union Address.

“But to create more of these clean energy jobs, we need more production, more efficiency, more incentives. That means building a new generation of safe, clean nuclear power plants in this country.“

At the same time, Obama’s dealing with an old nuclear problem: what to do with the hazardous radioactive waste building up at reactors in thirty one states. Obama gave up on an old plan to bury spent fuel inside Nevada’s Yucca Mountain. That project dragged on for decades and cost nine billion dollars.

Recently, the President set up a panel that recommend what to do with all this waste. That panel’s supposed to report to the President in less than two years.

Meanwhile, spent nuclear fuel is stored at nuclear power plants.

California regulators want car fuels to come from sources that create fewer greenhouse gas emissions. That means corn-based ethanol will soon get a kind of penalty in California’s fuel market.

Environmental groups like the Natural Resources Defense Council say ethanol should be at a disadvantage. The NRDC’s Roland Hwang says when we grow corn for fuel, farmers overseas plant more corn.

“Someone’s going to cut down a rain forest or convert pasture land or grass land to grow more food. Unfortunately, converting that land will lead to very dramatic increases in global warming pollution.”

Hwang wants the ethanol industry to stop using food crops for fuel.

Ethanol makers are not taking California’s rules sitting down, though; they’ve gone to court. They argue more lenient federal rules on ethanol should trump California’s.
