Sea of Controversy for Hawaii’s Superferry

For decades, people who wanted to get from
one Hawaiian island to another have had one main
option: flying. So when plans were unveiled for
a high-speed ferry between the islands, Hawaiians
and tourists were initially thrilled. But growing
concern about the Superferry’s potential environmental
impact has turned the issue into one of the state’s
biggest legal battles in years. Ann Dornfeld reports:

one Hawaiian island to another have had one main
option: flying. So when plans were unveiled for
a high-speed ferry between the islands, Hawaiians
and tourists were initially thrilled. But growing
concern about the Superferry’s potential environmental
impact has turned the issue into one of the state’s
biggest legal battles in years. Ann Dornfeld reports:

David Dinner is board president of the environmental group 1000 Friends
of Kaua’i. He lives near this small beach on the island’s north shore.
Dinner says when endangered humpback whales come to Hawaii in the
winter to give birth, you can whale-watch right from this beach. Even
when he lived far from the ocean, he once witnessed a huge migration
from his window.

“I could see that the ocean was filled with whales. And I later found out that there were 6,000 whales around Kaua’i at that
time. So it was like wall-to-wall whales out there.”

When Dinner first heard about plans for a high-speed inter-island
catamaran, he was excited. But the more he and others learned about the
Hawaii Superferry, the more they worried about its effect on those whales.

Mother whales spend a lot of time just below the surface, pushing their
calves up for air. The concern is that the ferry’s twin hulls would strike the
whales at a speed of up to 45 miles per hour. That’s a lot faster than other
boats like cruise ships and tankers.

“The other boats that travel in this area generally go in the area of 13 to 15
miles an hour. So the Superferry is way beyond the speed of the other boats.”

Another big worry was that the car ferry could bring invasive species from
one island to another. For instance, mongooses decimated the Big
Island’s bird population. But Kaua’i doesn’t have mongooses yet.

Rich Hoeppner is founder of the Superferry Impact Group.

“We have an incredible selection of birds here. We have shearwaters,
albatross, the state bird – the Nene, is a land-dweller and endangered
species. So one pregnant mongoose gets on our island, our bird
population will be history.”

When activists learned that the state government had given Hawaii
Superferry the green light without an environmental impact statement,
they filed suit. Last August, the state Supreme Court ruled that the state
should have required an environmental impact statement.

Despite that, just two days later, Superferry made its maiden voyage to
Kaua’i.

Rich Hoeppner says two dozen surfers and kayakers blocked the
boat’s path to Nawiliwili Harbor for hours.

The next night, protesters crowded the harbor, and dozens more people
took to the water – some in traditional Hawaiian canoes. Protesters
filmed the action.

“After 3 hours, the ferry, which was at the mouth of the harbor, turned
around and went back to Oahu. It didn’t get to its dock. And it hasn’t been
back since!”

Hawaii Superferry says it takes the environment seriously.

Terry O’Halloran is Director of Business Development. He points to the
company’s efforts to keep invasive species from hitching
a ride on vehicles.

“We look under the hood, we look in the trunk, we look in the wheel wells,
we look inside the vehicles, and then a certain number of vehicles that go
through our security screening get a much more thorough screening and
inspection.”

O’Halloran says vehicles with muddy tires aren’t allowed on board in case
bugs or seeds are in the dirt. There are boot scrubbers for passengers,
too. On-board videos warn travelers about the dangers of invasive
species.

O’Halloran says Superferry also has a Whale Avoidance Policy that
includes avoiding the main calving areas during whale season, and
slowing down in whale zones.

“We have been able to spot and avoid the whales. We also have two dedicated
whale lookouts and their only job is to help the captain spot whales.”

Superferry is still making its Oahu-to-Maui trips. In a special session,
Hawaii legislators passed a law allowing the Superferry to keep
running while the state conducts an Environmental Impact Statement.

Protestors say that’s a terrible idea – and illegal. They’re pursuing
lawsuits in the state Supreme Court to dock the ferry until it’s clear the
boat is safe.

your youth darting between the roots of mangroves.
Those saltwater plants guard young fish from predators.
Mangroves also protect shorelines from erosion and
hurricanes. But now it’s the mangroves that need
protection. Ann Dornfeld reports:

It’s a brilliantly sunny, gusty day on St. Thomas in the US Virgin Islands. Stanley
Berry has backed his motorboat into an opening in this quiet mangrove bay. He’s
one of the island’s traditional French fishermen. He’s lean, bronzed and bare-
chested.

“I going yellowtail snapper tonight. I’m doin’ night fishing. See if I can catch
something tonight, God spare life.”

Berry says the red mangroves that ring this bay serve as a sort of daycare for the
young fish he’ll eventually catch.

“If you have to snorkel around and check it out, you’ll notice that all these little
fishes are different type of grouper, snapper, you name it all comes and all the
baby ones come and hang around in there so the big fish don’t eat ’em. It protects
’em. It’s real good for the fish to come and spawn in here and stuff.”

Mangroves’ dry branches are home to birds and lizards. Their roots prevent sediment
from the land from seeping into the water. And mangroves provide a buffer zone that
protects inland areas from storms moving in from the ocean.

As important as they are, these mangroves are at risk. David Olsen is director of the
US Virgin Islands Division of Fish and Wildlife. He says island natives understand
the value of the mangroves. But he says developers aren’t as appreciative. One
company wants to rip out the red mangroves on this bay for new construction.

“They would basically line the entire area with condominiums, have docks
basically filling the entire bay, eliminate all the traditional use, and plant a little
fringe of black mangroves.”

Olsen says developers have to leave some mangroves in their plans, because the
islands have a no-net-loss policy for wetlands. But the black mangroves they want to
plant don’t grow in the water. That means they wouldn’t serve as fish nurseries.

This is hardly an isolated incident.

“We have lost, in the Virgin Islands, probably 50 percent of our mangrove areas
over the last half a century.”

Rafe Boulon is Chief of Resource Management for the Virgin Islands National Park.
He says mangroves are often filled with dirt for new construction.

“Anytime people fill land, typically they’re filling mangroves because they’re
selecting nice calm bays and that’s where the mangroves are.”

Boulon says mangroves are in much better shape here on St. John, a 30-minute ferry
from St. Thomas. That’s because most of this island is a national park.

If you want to see firsthand why mangroves are so important, all you need is a mask
and snorkel. The water is kind of murky and golden from fallen leaves. But it’s rich
with sealife.

“Okay, so we just got out of the water, and we saw probably a dozen different
species of juvenile varieties of the fish you see when you snorkel or dive out in the
deep water. And they’re darting among the mangroves and chasing each other –
really, really playful.”

Boulon says for people new to the islands, mangroves can seem like a swamp. They
release methane as leaf litter decomposes. And the roots collect trash that floats in
from sea.

“So hence, if they’re dirty and smelly there’s no really good purpose for them –
however, they’re very, very important ecosystem here.”

The trick is to convince the scores of people who are building new homes on the
Virgin Islands of the value of mangroves, including a new wave of retiring baby
boomers.

Some cities are looking at taking away parking

It’s a way to reduce the polluted runoff that flows
into lakes, rivers and the ocean. As Ann Dornfeld
reports, not everyone is thrilled with the idea:

reports, not everyone is thrilled with the idea:

We’re walking down a winding lane lined with maple trees, tall, dry grasses and
evergreens. Bright white snowberries dot the dark branches. It feels like a walk
in the country. But we’re actually admiring a big-city sewer system.

This little valley – a sort of shallow ditch – is called a “bioswale.” Its plants filter
out pollutants that run off the street. And special, thirsty soil helps the water
absorb into the earth. Sections of the street are narrowed to make room for the
bioswales, so some parking along the street is lost. But houses without
driveways get two parking spaces between the swales.

The bioswales have thick layers of native grasses, shrubs and other plants. It’s
kind of a wild, natural look. Debbie Anderson lives on a nearby street. As she
walks by the bioswale she says to her it just looks messy.

“We think it looked nice when it was first built, but it hasn’t continued to
look good, I don’t think. We moved out here because there was no
sidewalks and the streets were wide open and we like that. Lots of parking,
we can have lots of company. This way you can have, what, two people
that can come? That’s it! No. I don’t want it.”

That’s a pretty familiar argument to Bob Spencer. He’s with the City of Seattle’s
Public Utilities office.

“The big thing is the lack of parking. People really get into using these
street right-of-way shoulders as their personal parking spots.”

But not everybody thinks parking spots are more important than doing something
to reduce water pollution. Spencer says the neighbors on this street actually
competed with other blocks to get these bioswales. It’s free landscaping – and
the city even worked with each homeowner to choose plants that would blend
with their existing garden.

Spencer says the city’s traditional method of dealing with stormwater has washed
contaminants into a nearby creek.

“Well, in the surrounding streets around here, we have what’s called ‘gutter
and ditch’ drainage. And what happens is the water runs off the property
and the impervious streets and rooftops. And it enters a ditch and then
goes pell-mell screaming down to our local salmon-bearing creek, Piper’s
Creek.”

It’s not just Seattle’s creeks that are flooded with runoff. Untreated rainwater
flows straight into lakes and the ocean, polluting them. Cities across the country
are looking for ways to deal with toxic runoff like that.

Spencer says Seattle is pioneering
large-scale natural drainage. In other words, the rain is allowed to drain like it
does in the wilderness. The plant roots slow the water so it can absorb into the
earth. That helps prevent flooding. Pollutants like heavy metals, pesticides
and fertilizers are trapped in the soil, and some of them are broken down in these bioswales.

“So we’ve got a little bit more like a forested system in that we have a duff
layer that acts as a sponge.”

Spencer says the city hasn’t tested the water quality of the runoff that eventually
enters the creek. But he says the runoff has been slowed to a trickle.

“It infiltrates and holds and keeps here 99% of that runoff. So that’s a
pretty large flush of water that’s not entering the creek with this system.”

Officials in Seattle’s city government like the green look of the bioswales. And
they help the city meet federal pollution guidelines. City Council President
Richard Conlin says over the course of three bioswale projects, the city has been
able to lower the cost to about the same as conventional stormwater treatment.

Seattle’s newest bioswale system will be at the foot of Capitol Hill. That’s where
seemingly half of the city’s young people live, in blocks full of apartments,
nightclubs and parking lots.

“It’s actually the densest urban neighborhood west of Minneapolis and
north of San Francisco. So it has a lot of impervious surface.”

Stormwater from Capitol Hill rushes off the hard surfaces and down to a lake. So
the city is taking advantage of new development at the bottom of the hill. It’s
planning to filter the runoff through bioswales before it pollutes the lake.

“And once we’ve done that, I think we’re pretty much ready to say this is
the standard from now on.”

Conlin says the city will likely install bioswales in all new developments, and on
streets where the most runoff enters waterways.

He says cities around the country are contacting Seattle to find out how to install
bioswales of their own.

The people who make everyday items – from cars to chairs to cell phones – attractive and functional are called industrial designers. Now a new generation of industrial designers is learning how to create products that are environmentally friendly as well. That makes their jobs a bit more challenging. Ann Dornfeld reports:

The people who make everyday items – from cars to chairs to cell phones – attractive and functional are called industrial designers. Now a new generation of industrial designers is learning how to create products that are environmentally friendly as well. That makes their jobs a bit more challenging. Ann Dornfeld reports:


A lot of the things you buy have a pretty limited life cycle. Think about it. Before you buy a product, it uses up raw materials, then you use it for a while, then it ends up in a garbage dump. But that doesn’t have to be its fate.


A group of industrial design students at Western Washington University was given this challenge: create attractive, useful products that are also completely recyclable, reusable or biodegradable. On top of that, they had to use waste that would have ended up in the dump.


Rachel Bjarnasson explains what’s known as “closed-loop” design:


“Instead of a product life cycle and a designer’s job ending with that product when the product is at the end of its useful life, that that is just a new material that can be reused and turned into a new product.”


This sustainable design principle has caught on in Europe. There, household appliance manufacturers are required to take back old dishwashers and clothes dryers to reuse their components. U.S. factories are adopting closed-loop systems, too, as a way to save money on raw materials and benefit the environment.


One of the first lessons the students learned was that in closed-loop design, it’s not enough to use recyclable materials. You have to think about how you attach one material to another.


“If you have a recyclable material like an aluminum bonded to a plastic that’s non-recyclable, suddenly the recyclable component is no longer recyclable.”


Bjarnasson says they had to avoid using strong glues for that reason. And also because the adhesives can release toxic fumes.


The students also had to figure out where to get their raw materials.


Seth Tucker wanted to make bracelets out of disposable chopsticks.


“I found that between Japan and China, one billion pairs of chopsticks are thrown away every year. They’re taking down whole forests just for chopsticks!”


He asked local Asian restaurants whether he could install chopsticks recycling bins to collect enough for his project.


“Some restaurants, it was kinda funny, they gave me this kinda look like ‘you’re crazy, I would never give you used chopsticks.’ But it was really cool, ’cause other places were like, ‘oh yeah, totally, we’re definitely cool with the idea.'”


Tucker sanitized the chopsticks he’d collected, cut them into pieces and sandblasted them into what look like little driftwood beads. He strung them into bracelets along with natural turquoise and antique African trade beads.


One student turned newsprint into biodegradable flower pots.


Another made used-up retail gift cards into colorful luggage tags.


Rachel Bjarnasson challenged herself to use fabric scraps that she usually throws away in her job as a seamstress. She stitched strips of silk into baby booties, and lined them with scraps of fleece she got from a local glove manufacturer. Then she cushioned the soles with leftover carpet padding from a flooring company.


“And so all of this was materials that would’ve been thrown out, and I turned them into little striped baby booties.”


Several stores agreed to carry the products. One of them was Goods for the Planet in Seattle. Suzanne O’Shea is the co-owner.


“We were thrilled to do it because one of our goals is to find products as close to home as possible and support the local economy.”


The students’ products were a hit with her customers. O’Shea says some even sold out right away – like the chopsticks bracelets.


And sushi rollers made from stainless steel bicycle spokes flew off the shelves.


“And a lot of chefs that have come in and people that make sushi at home have really been impressed by this design because it has more weight than the standard bamboo sushi rollers.”


And that’s the idea. Student Rachel Bjarnasson says they learned the ideal sustainable product is at least as attractive and useful as the competition.


“You still need to make a product that looks beautiful and has good tactile sensation and is something that people ultimately want to buy. Even if it has the best of intentions in saving the environment, it won’t do its job if it’s not something that people want or need.”


The students say they’ll try to integrate the closed-loop design principles they’ve learned into all of their future products. They don’t want anything they design to ever end up in the trash.

Anyone who’s been in the same room as an open bottle of nail polish remover
knows how strong it smells. Now imagine working in those fumes all day, every
day. That’s what it’s like to work in a nail salon. There’s growing concern that nail
salon workers are being exposed to such high levels of these fumes that their
health is at risk. Ann Dornfeld reports on a project in Seattle to teach nail
technicians how to keep themselves safe at work:

salon workers are being exposed to such high levels of these fumes that their

Connie Fields is at Northbend Nails today to get her nails touched up with liquid
acrylic. It’s been her ritual every two or three weeks for the past twenty years.


“Y’know, I work a lot with my hands and when my nails are done it makes
me feel good. It helps complete my dress, so I like nails. (Laughs)”


Still, Fields has her misgivings about the safety of nail products:


“I’ve had concern! Because years ago, whatever the chemical they were
using at the time, some girls had an infection.”


It’s not just the costumers who are at risk. The people who work with these chemicals day in and day out are the most exposed. Often, they’re Vietnamese immigrants. It doesn’t take long to get trained to
do nails, and you don’t need to speak much English. But language barriers can
keep Vietnamese nail salon workers from learning how to protect themselves
from workplace chemicals.


You’ve probably noticed this sounds less like a spa, and more like an auto body
shop. That’s how it smells, too. Salon owner Helen Hoang is combining
chemicals to create liquid acrylic for Connie Fields’ nails:


(Translated from Vietnamese:) “I use two products for this. One product is mixed with powder to make the
powder supple so I can paint it on. And the other one is a polymer to finish
it off.”


The odor is industrial-strength. And Kevin Burrell says that’s no exaggeration:


“The chemistry that’s used in the salon for doing nail finishes are very
similar to the chemicals that are used in auto manufacturing.”


Burrell is the head of the Environmental Coalition of South Seattle. He says most
nail technicians don’t realize that they’re doing a small-scale version of auto
painting, with the same kinds of chemicals and technique: a primer, a base coat
and a top coat.


Common chemicals in nail polish include formaldehyde and toluene. At high
doses, those can cause respiratory problems including asthma, headaches, and
even organ damage. Burrell says acrylic nails might be even more dangerous:


“They’re made of two chemicals, one of which has been banned at full-
strength in our state. You can’t use methyl methacrylate in Washington
State at 100% strength.”


But Burrell says products with 99.9% percent methyl methacrylate are still on the
market. That chemical has been limited or banned by at least 30 states. Studies
on animals suggest inhaling too much of it may cause respiratory and organ
damage. A recent University of Toronto study showed that a group of nail salon
workers’ children had signs of learning disabilities linked to solvent exposure.
And some studies show a chemical in nail polish called dibutylpthalate may stunt
the fetal growth of male testes.


Burrell says to limit exposure, nail salon workers need to use safe chemical
handling practices. So his organization is working on an education
campaign called Toxic Beauty. It’s funded by the Environmental Protection
Agency. The campaign sends a Vietnamese-speaking educator into salons to
show owners and workers how to protect themselves.


At Northbend Nails, owner Helen Hoang welcomed the advice. She already had
a ventilation system and air conditioning:


(Translated from Vietnamese:) “There’s probably just a few places that have ventilation systems because
they’re costly. It takes money to buy them and to run them. I don’t know for
sure, but my customers say the air is much better here than other salons.”


She says the educator showed her some other ways to limit chemical exposure:


(Translated from Vietnamese:) “Before, I threw everything away in just the trash can. They told me to put
everything in trash bags and tie them before I throw them away. Another
thing they recommended was to install vacuums in the manicure tables to
suck up the dust and fumes. I’m planning to do that.”


Ultimately, environmental justice activists want to nail salon
workers and customers to demand safer nail products. Pthalates, formaldehyde
and toluene have all been banned by the European Union in nail products. So far
only one major company, O.P.I., has agreed to change its US formulations, too.


The demand has to come from the ground up. That’s because the US government doesn’t regulate cosmetics for safety.

Big City Recycles Rain Water

rainwater into their indoor plumbing. Ann Dornfeld reports:


For years, the rain that fell upon Seattle’s city hall vanished almost as soon
as it hit the roof. It gushed down to the street and washed away oil and
heavy metals left by passing cars. In minutes, the rain became toxic waste
that flowed into the city’s waterways.


These days, Seattle’s new city hall doesn’t let rainwater slip away. This city
hall puts rainwater to work.

City Councilmember Richard Conlin demonstrates one of the building’s
rainwater-filled toilets. It looks perfectly normal. Conlin says that’s not
always the case:


“It actually does get discolored, particularly during the leaf season, or
when the rains first start in the fall. And so for a while we had notices
in the bathroom saying ‘don’t pay attention to the fact that this water
is discolored. It’s because it’s recycled rainwater.’ But I think people
have really gotten used to it now.”


Rain that doesn’t get absorbed into City Hall’s green roof is channeled to a
million-gallon tank in the basement. It goes through a series of filters, then into the pipes. It’s called a rainwater catchment system.


“Right now we’re using it for pretty much all of the non-potable
functions that we have in City Hall. It’s probably good enough quality
to use for potable functions, but we aren’t going to go there because
we have great water that we get in the city and we’d have to do some
treatment in order to meet legal standards.”


Conlin says the city installed the rainwater system as a way to
practice the conservation that city leaders preach.


Bob Scheulen is a member of the choir. When he and his wife built their
house several years ago, they built a hollow concrete patio that stores
7,000 gallons of rainwater.


Scheulen says despite Seattle’s rainy reputation, droughts are common in
the summer:


“Basically there’s two choices if people want to continue to
use water as the population grows: the city can either build a lot more
reservoirs and drown more land or people can conserve water or be
their own utility for those summer months.”


Scheulen lifts a metal hatch on the patio floor and sticks his head inside:


“I bet we can see how full it is right now. Oh, it’s gettin’ pretty full. It’s
probably 60% full. A couple more
rainstorms and it’ll be probably completely full.”


The family’s washing machine uses rainwater, and they flush their toilets
with it. But Scheulen says what uses the most water is the garden:


“This year we did not run out of water but last year I got a little
overzealous in watering my flowers and I did run out. (Laughs)”


Mike Broili says that kind of awareness is exactly what most Americans are
missing. He runs Living Systems Design, and he installed Bob Scheulen’s
filtration system. Broili says he learned how much water he uses when he
lived in a cabin in Alaska. He hauled his own water for 15 years:


“And when you have to carry your water, you become really
sensitized to how much you’re using and how you use it and where
you use it.”


Broili says you don’t need to live in a rainy climate to run your home on
rainwater:


“There’s enough water that lands on the roofs even in the Southwest
to supply their needs.”


Broili admits the rainwater catchment systems he builds are pricey: 1500 to
15,000 dollars. But he says his clients recognize the value of water:


“Of all of the water on the planet, and this is a water planet, 7/1000ths
of it is actually available for human consumption. That’s a tiny, tiny,
tiny portion.”


Broili says as the population grows, pretty soon the only affordable way to
get water will be from the sky.

It’s a brilliant day outside. Craig Collar is perched on a rocky outcropping
overlooking rushing green water swirling and eddying below. Collar says
the water is moving so quickly because this is one of only two spots where
the Pacific Ocean flows into Puget Sound:


“As the tide comes in, it comes into this constrained passageway at
Deception Pass. Y’know, all that energy gets channeled, focused
through this very narrow area. So that’s what results in these rapid
tidal currents that we’re seeing right here.”


Collar researches new power sources for Snohomish County Public Utility
District. His goal is to use a sort of underwater windmill to convert some of
this water’s energy to electricity and funnel it onto the power grid. It’s called
“tidal power.”


Collar says there are dozens of underwater turbine designs to choose
from. Some look like a standard wind turbine with three big blades; others
look like a metal donut or a fish tail.


The Utility District is considering putting underwater turbine farms at half a
dozen locations around Puget Sound. It estimates tidal energy could power
at least 60,000 homes. Collar says the technology has a lot going for
it. It doesn’t emit carbon dioxide or other pollutants. He says underwater
turbines can be much smaller than wind turbines because they’re so
efficient:


“And that’s just as a result of the higher density of water. Water’s
roughly 800 times denser than air, so it contains a lot more energy.”


Unlike the wind, tides aren’t really affected by the season. You know the
saying: “predictable as the tides.” Collar says lunar phases let you forecast
the tides for decades into the future:


“Where with wind, you’re doing good if you can forecast hours or
even a little bit ahead. That really helps utilities like us integrate that
power into the power grid.”


Collar acknowledges there are a lot of questions about the impact of tidal
turbines on marine ecology.


These questions worry nearby Native American tribes. The Tulalip
reservation is close to Deception Pass, and they fish throughout Puget
Sound. Darryl Williams is the tribes’ environmental liaison:


“Five species of salmon, orca, grey whales, eagles, hawks, falcons…
y’know, we have numerous species of fish and marine mammals and
migratory birds that use the areas that are being proposed for these
turbines, and the studies really haven’t been done yet to show what
the impacts may or may not be.”


Along with the marine environment, Williams says the tribes are worried
that tidal turbines could scare away fish or get tangled in fishing nets.


“For the tribes, the fisheries aren’t only an economic source but
they’re also part of the tribes’ culture. Most of our cultural activities
are centered around salmon, and if we can’t catch the salmon, then
that part of our culture really goes away.”


A research team at the University of Washington is looking for ways to
make tidal power work without harming sea life. Brian Polagye is a
mechanical engineering graduate student whose focus is renewable
energy. His team is working with the oceanography department to look at
the ecological risks of tidal power. But Polagye says there are a lot of
misconceptions about what those risks are.


“The most obvious one is the question of ‘Oh! So you’re going to put
these rotors in the water and you’re gonna make sushi in addition to
electrical power.’ People view these turbines kind of as almost a
propeller that’s moving through the water so rapidly that if anything
gets near it it’s gonna get chopped to pieces. In practice, you can’t
actually run the rotors that fast. The maximum speed that the tip of
the rotor can turn at is about 25 miles an hour. Which is actually
relatively slow.”


Polagye says one of the biggest risks is that removing some of the energy
from the tidal currents will change the ecology downstream. He’s studying
how much power can be extracted from an estuary before it has a
noticeable effect on the ecosystem.


Back at Deception Pass, Craig Collar with the utility district says even if
there is a small ecological impact, it’s key to look at the overall picture:


“At the end of the day the thing that’s compelling about tidal energy
for us is there just aren’t very many opportunities for clean,
renewable, emission-free energy that’s both predictable and close to
the loads. And all those things are true for tidal energy in the Puget
Sound region, and there simply is no other renewable for which all
those things are true.”


The utility is working with the University of Washington to figure out
whether tidal power is viable in Puget Sound. If so, it could help reinvent
hydropower on the Pacific Coast for the next generation.

long commutes. It’s not the most eco-friendly arrangement. Jan
Spencer lives in the suburbs and he wants to change their reputation. His
version of home improvement is making his quarter-acre property as
energy-independent as possible. As Ann
Dornfeld reports, Spencer calls the process “suburban renewal:”

Spencer lives in the suburbs and he wants to change their reputation. His
version of home improvement is making his quarter-acre property as
energy-independent as possible. As Ann
Dornfeld reports, Spencer calls the process “suburban renewal:”


When you get to Benjamin Street, you don’t need to look at house
numbers to find Jan Spencer’s place. His is the one with a jungle of berry
vines instead of a yard. Oh, and if you drove here, you’ll need to park on
the street:


“I removed my driveway early on when I moved here because I didn’t
need space to park five cars. So I took my driveway out and I kept a lot of
my driveway to make landscaping features!”


Spencer stacked pieces of the broken driveway to line two ponds. He
collects rainwater in a huge tank out back and fills the ponds with it:


“But that’s a habitat! There’s pollywogs in there, there’s fish in there, there’s
little water skimmers.”


This is more than just funky, utopian landscaping. It’s permaculture. That’s
the practice of using natural resources found on-site to fulfill as many
needs as possible. Permaculture takes the trend of “buying local” up a
notch. You don’t just eat organic asparagus grown 20 miles away, or heat
your home with wind energy from across the state. You produce those
things yourself, at home.


Even in a vinyl-sided tract house in the suburbs, Spencer says, there are still
plenty of natural resources available:


“Soil… sunshine… and rainwater.”


And, he says, multi-purposing can make the most of the space available.
For instance, Spencer converted his carport into living quarters for
roommates. That creates a higher-density living arrangement. Next, he
plans to grow watermelon or squash on the roof.


“When you really start looking around a location with a set of
permaculture eyes, ‘How can I use this space most effectively?’ even
familiar places take on a really different kind of an appearance.”


Spencer knows not many people are willing to tear out their driveways to
have more room for raspberries, but he says there are plenty of simple
ways to harness a suburban home’s energy potential. Solar panels on his
roof heat his water for the warm half the year. Low-tech systems work, too,
like composting and watering the garden with a can instead of soaking it
with a hose or sprinkler.


To see which of Spencer’s suburban renewal methods might work for the
average family, we go next door to visit the Finneys. Dan is a firefighter.
Eden stays home with their young daughters, Peyton and Madison. The
girls like to raid Spencer’s berry patch. But the Finneys are pretty fond of
their grass lawn. Their minivan and RV are parked in the intact driveway.


Eden says the couple does want to make their home more energy-
efficient, but for different reasons.


“For him, definitely it’s cost. But for me, the environment plays a big part in
it.”


The Finneys already grow fruits, vegetables and herbs in raised beds out
back. And they installed energy-efficient windows:


“It knocked our bill down considerably this last winter. That was a good
thing to do for us.”


Spencer and I wander out to the Finneys’ covered back porch. Spencer
says the Finneys could close it in with removable clear panels to lower
their heating bill even further:


“The solar orientation here is perfect. So part of the year it’d be totally
open like this, and part of the year this place could actually be helping to
heat the house.”


“Huh. Didn’t even think about that!”


Spencer says the trick is to look at under-utilized spaces, like the
boundaries of the Finneys’ property:


“And having some kind of grapes, kiwi fruit, some type of edible vine
growing along the front of that fence.”


“We talked about doin’ that and we will do that. We’re gonna build a trellis
there. I just haven’t got around to it. As you can see, this is the project
house. And we do want to grow some kiwi. And they can grow really fast.”


Spencer’s ideas are going over pretty well, so he decides to go out on a
limb.


“Okay, I’ll just suggest something. What would you think of the idea of
having a 1600-gallon water tank up on blocks there to help water your
garden?”


“No.”


“No.”


“Maybe one behind the shop, and do the same kinda thing back there
where it wouldn’t be in the middle of our yard.”


“Ah, okay, so it’s the idea of where something like that would be.”


“Probably. Yes.”


“Yeah!”


Spencer needs this kind of feedback as he gets ready to take his
suburban renewal philosophy on a speaking tour. He’ll be talking to
longtime permaculture activists as well as more mainstream suburban
residents who just want to make a dent in their utility bills.
