President Obama’s recent announcement is a clear sign that tougher fuel efficiency standards will come sooner rather than later.

Mark Gillies is the executive editor of Car and Driver Magazine. He says, if stricter standards are passed, automakers will have to make big changes to their entire fleets of cars and trucks.

“It’s like a super tanker. Trying to turn the super tanker around is not easy. Trying to get cars to the point where they’re 25% more fuel efficient in 6 years is not the work of the moment. You’re going to see some car makers manage to do it and some car makers won’t be able to do it.”

Gillies says if these new standards pass, you’ll see automakers scrambling to make more electric and hybrid cars. He says it could also curb development of sportier cars.

That’s because car companies might have to spend their resources developing the greener cars of the future.

Some fish is raised in huge net-pens in the ocean. Farmed
fish, such as salmon, eat a lot of wild fish that happen to
swim into their pens. And that means they could be eating
over-fished species.

New recommendations by the National Organic Standards
Board would go ahead and allow farmed fish to eat up to
25% wild food – as long as it’s not from endangered species.

George Leonard is director of aqua-culture with the Ocean
Conservancy. He says these standards would weaken the
organic label.

“You don’t change the organic standard to be consistent with
current practices, you hold the organic standard steady and
you allow or you incentive the industry to change their
practices to reach that standard.”

The new “organic fish” recommendations still need final
approval from the USDA.

for a car company’s entire fleet to average 35 miles per gallon

by 2020. But Mark Brush reports – there’s a problem with these

standards:

CAFÉ standards are based on fuel economy tests from the 1970s.

But the way people drive has changed a lot since then.

Engines are more powerful, people drive faster, and more cars use air conditioning.

That means these old tests don’t reflect the gas mileage we get today.

Experts say car companies are really averaging anywhere from 20 to 30% less than the
standards called for.

Jim Kliesch is with the Union of Concerned Scientists. He says the system should
change.

“If your representative is standing on Capitol Hill and telling you that they’ve raised
standards to 35 miles per gallon, you’d like to go out and buy a vehicle that can average
35 miles per gallon. Not one that averages 26, 27, 28 miles per gallon.”

There is a more accurate test available today.

Kliesch says it could be used to set CAFÉ standards if members of Congress require it.

The standards call for a fleet-wide average of close to 32 miles per gallon by the year 2015.
Environmentalists say the first three years of the five year plan calls for an increase of
one and a half miles per gallon each year. But the last two years only require about a
half a mile improvement each year.

Jim Kliesch is with the Union of Concerned Scientists

“The fact that those numbers
trail off very quickly is a canary in the coal mine that something is amiss in their cost-
benefit analysis.”

The government’s cost-benefit analysis weighs whether more expensive technology –
such as a hybrid drive train – is worth the effort: will it save that money in gasoline.

But
the government’s cost benefit analysis predicted gas prices by 2015 would be about
$2.25 – more than a dollar a gallon less than we’re already paying. Using those prices,
the analysis short-changes the advantages of fuel saving technology.

Critics claim the system of using special gasoline blends to reduce air
pollution has led to sizable price hikes when production problems reduce
supplies of the so-called boutique fuels.


The energy legislation would allow the temporary lifting of cleaner fuel mandates during supply disruptions. The EPA would also limit the number of boutique fuels and look for ways to
make the blends more widely available.


Wisconsin Republican House Member Paul Ryan says the new plan will bring stability.


“So we can standardize our gasoline blends, maintain our clean air standards, but stabilize the supply of gasoline.”


Ryan admits it may take several years for motorists to see any savings. Democrats worried about air pollution and oil companies concerned about additional regulations have traditionally blocked changes in the fuel supply system, but with gas prices around two fifty a gallon, the federal
government is taking action.

suggests nine out of ten Americans want to reduce the nation’s dependence on

The Yale University survey suggests that anxieties in Washington over America’s reliance on foreign oil match people’s concerns at the dining room table and around the water cooler.


Dependence on imported oil was ranked highest on people’s list of concerns – above jobs and the economy, high gasoline prices, and pollution.


Dan Esty is the director of the Yale Center for Environmental Law and Policy. He says the survey also suggests that Americans don’t want to develop more domestic fossil fuels.


“They don’t want to drill in Alaska National Wildlife Refuge. They don’t want to have more coal-based power, even though that might come from domestic sources. They really want to see a big new push for some alternative energies, and for some new technologies.”


Nine out of ten people surveyed also cited higher fuel economy standards as a good way to reduce foreign oil dependence. But lawmakers have so far rejected efforts to impose new efficiency mandates.

Report: Renewable Energy Can Kickstart Job Growth

The report by the Union of Concerned Scientists urges Congress to adopt a policy
requiring 20 percent of the nation’s energy to be produced using renewable sources
by the year 2020. Those sources could be wind, solar, or geothermal energy. The report
says such a policy could create thousands of new jobs in manufacturing, construction and
maintenance.


Jeff Deyette is an energy analyst with the Union of Concerned Scientists. He says
rural communities – especially farmers – could be the biggest winners under the proposal.


“Farmers that were chosen to have wind power facilities sited on their land could get up
to as much as $4,000 per turbine to lease on their property.”


Deyette says a national renewable energy standard could save consumers nearly 50 billion
dollars by 2020. He says that’s because increased competition from renewables would help
lower the demand and the price of natural gas.
