Citizen Lawsuit Targets Foreign Ships

For decades foreign ships have brought tiny stowaways – called invasive
species – into the United States. And once they get loose, they upend
ecosystems and cause billions of dollars in damage. The shipping
industry has yet to seriously address the problem, and now conservation
and environmental groups are suing the companies they say are most at
fault. Mark Brush has more:

industry has yet to seriously address the problem, and now conservation
and environmental groups are suing the companies they say are most at
fault. Mark Brush has more:


In 1988, the now infamous zebra mussel slipped out of a ship’s ballast
tank near Detroit. It didn’t take long for it to spread, first
throughout the Great Lakes, then through the Ohio and Mississpi rivers,
then on to Alabama and Oklahoma, and now it’s as far west as Nevada.


The mussels clog up intake pipes at water and power plants and mess up
the food chain. In some places in the Great Lakes, they’ve severely
damaged the sport fishing industry.


And that’s the damage just one foreign pest can do. More than a
hundred have gotten in and more are on the way. The government has
done little to stop the spread of these pests from foreign ships. In
2005, a federal court in California ordered the EPA to set up a system.
The EPA appealed that ruling.


Andy Buchsbaum is the Director of the National Wildlife Federation’s
Great Lakes office. He says ballast water from foreign ships should be
regulated:


“The law is very clear. The Clean Water Act says you cannot discharge
pollution into navigable waters, like the Great Lakes, without first
obtaining a permit. Period. Any discharge without a permit
is illegal.”


So, instead of waiting for the EPA to act, several environmental and
conservation groups, including Buchsbaum’s group, say they are planning
to sue several shipping companies that operate ocean-going boats on the
Great Lakes. They’re targeting nine boats they feel are the biggest
violators.


Industry representatives have said that ballast water regulations would
hurt international shipping, but in the Great Lakes, it’s estimated
that ocean-going ships make up only 6% of the overall tonnage.


Joel Brammeier is with the Alliance for the Great Lakes, one of the
groups that intends to sue the ship owners. He says a few ocean-going
boats have caused a lot of damage:


“The cost savings that we’re seeing from allowing unregulated ocean
shipping on the Lakes pales compared to the economic burden that
invasive species are placing on the Lakes. That’s stunning. The
ocean-going shipping industry is actually bringing in less than the
region is losing because of the things that ocean going ships
unintentionally bring in.”


The environmental and conservation groups who intend to sue say there
are ballast water cleaning technologies available now. The National
Wildlife Federation’s Andy Buchsbaum says they’re willing to back off
their lawsuit if the ship owners promise to clean up their ballast
water:


“This legal action is not designed to shut down the shipping industry
in the Great Lakes. That is not our intention. Our intention is to
get these guys to comply with the Clean Water Act. And that means
putting on treatment technology and getting permits.”


The shipping industry says it needs more time. Steve Fisher is with
the American Great Lakes Ports Association. He concedes there are some
technologies to clean up ballast water:


“I’ll be very frank with you. There’s technologies out there that will
do something.”


(Brush:) “So, why not use those?”


“Because a ship owner needs to know how high the bar is before he jumps
over it.”


In other words the ship owners won’t clean up their ballast water until
the federal government tells them how clean is clean, and so far, the
federal government hasn’t done that.


The EPA and the shipping industry say they’re working on the decades
old problem, but the groups that intend to sue say they’re not moving
fast enough. More invasive species are getting in. They’re hoping the threat of a
lawsuit will help force more action sooner.

Marketing a By-Product of Ethanol

The federal government has called for more renewable fuels for cars and trucks over the next few years. Ethanol from corn is expected to meet much of that demand. As ethanol production increases, the distillers are looking for ways to make money on some of the by-products of the process. The GLRC’s Lester Graham reports on how the ethanol distillers might market what’s left over after turning corn into ethanol:

to meet much of that demand. As ethanol production increases, the
distillers are looking for ways to make money on some of the by-
products of the process. The GLRC’s Lester Graham reports on
how the ethanol distillers might market what’s left over after
turning corn into ethanol:

New ethanol plants are being built every year. 97 plants are in
operation today and the Renewable Fuels Association indicates 34 new or
expanded plants are under construction. The ethanol refinery
industry is gearing up for the expansion that the government wants.


Ethanol plants are basically giant corn alcohol stills. They produce
huge batches of – well – moonshine, but like moonshiner stills,
there’s a corn mash left over. It’s called distillers grain, and with
all the new plants coming online, there’s going to be a lot more of the
by-product in the future. Distillers grain can be used as livestock feed.
So, the agricultural industry is trying to get more cattle farmers and
others to buy it.


Tracy Jones is a farmer in northern Illinois. He says the agriculture
industry and the ethanol plants that want to get rid of the distillers
grain cheaply, have been encouraging farmers to expand their
livestock operations.


“And I know some producers that are maybe expanding. It’s a
good deal, but it’s not that good of a deal, and there’s a lot of other
issues that go into the cattle feeding business besides just getting
cheap feed.”


Jones has been feeding wet distillers grain from Wisconsin to his
cattle for about a year. Jones says the distillers grain makes sense
as long as the price doesn’t get too high.


“We need to buy it cheaply. We’re basically using it as a corn
replacer. So, when we have cheap corn, you still need to buy the
by-products cheaply also.”


Jones says his cattle are gaining weight at about five-cents a pound
cheaper using distillers grain as part of the mix of feed. Part of the
reason is the price is lower, but distillers grain has another
advantage… it’s higher in protein than plain corn. It’s got about the
same protein content as soybean meal.


That makes Jason Anderson think this stuff might be good to
export overseas as a food for people. Anderson is the Economic
Development Director for the city of Rochelle, Illinois. An ethanol
plant is being built in his city. With a couple of major railways and
a cargo container transfer station in his town, exporting dried distillers
grain would be easy. Because of the nation’s trade deficit, about
half the cargo containers go back to their original country empty.
Anderson says the by-product could be dried to a sort of high-
protein corn meal and shipped.


“Dried distillers grain could be put into intermodal containers,
which are sealed containers, put on a train and sent to the west
coast. They could also be shipped over the Pacific Ocean to starving
countries on the other side of the world.”


Corn tofu, anyone?


Exporting dried distillers grain as human food overseas hasn’t been
discussed much, but shipping it to cattle feedlots in Texas and
other cattle country has been discussed. Agriculture experts think
the ethanol plants located in the corn-belt won’t find enough
livestock in the immediate area to buy the product.


“At this point, where the livestock are and where the plants are
there’ll be a lot of them that has to be shipped.”


Jim Hilker is an agriculture marketing expert at Michigan State
University. He says he’s not sure the ethanol plants will make
much money on distillers grain, especially if they have to ship it to
cattle feedlots out west. That’s because they’ll have to dry the
product… and that adds to the cost.


“The first ones, I think, are making some money before we get
saturated on this, and I think if we put a system for handling it and
stuff in place, they’ll probably. But, if they can more than cover
the cost – remember, otherwise there’s disposal fees too. So, a
break-even here is a pretty good deal.”


So if the distillers just recover the drying and shipping costs, it
would be better than paying to dump the distillers grain in a
landfill.


But farmer Tracy Jones says he thinks the ethanol manufacturers
have already figured out the by-product will be abundant… and
they’re still counting on making some money on it.


“When they do their financials for their ethanol plant, they don’t
plan on giving this product away. So, they need to get something
for it.”


Jones says he’s noticed the ethanol producers don’t call distillers
grain a by-product of the process. They call it a co-product. He
thinks that’s a little marketing ploy that indicates the ethanol
plants definitely plan to demand a good price for the livestock feed,
regardless of the glut on the market.

30 YEARS – REMEMBERING THE EDMUND FITZGERALD

Thirty years ago this month (November 10th), the iron ore carrier the Edmund Fitzgerald sank in Lake Superior. 29 men died. The lake carrier was caught in one of the worst storms recorded on the Great Lakes. In the years since the Edmund Fitzgerald went down, the Great Lakes Radio Consortium’s Mike Simonson has talked with those connected with the ship:

Thirty years ago this month (November 10th), the iron ore carrier, the Edmund Fitzgerald, sank in
Lake Superior. 29 men died. The lake carrier was caught in one of the worst storms recorded on
the Great Lakes. In the years since the Edmund Fitzgerald went down, the Great Lakes Radio
Consortium’s Mike Simonson has talked with those connected with the ship:


Like the folk song relates, the November gales came early on Lake Superior in 1975. A storm
more fierce than even the most experienced lake carrier crews had ever seen hit the eastern side
of the lake. That night, Captain Dudley Paquette was shipmaster of the lake carrier Wilfred
Sykes…


“We were really out right in the middle of the lake. Just huge seas, 30-35 foot seas. I was
completely awash and I was on a super ship. I was registering 70, 75 knots steady with gusts to
100. Huge seas, I was completely awash. Water was flying over the top of my bridge.”


Like the carrier Wilfred Sykes, the Edmund Fitzgerald was a big ship, but early in the night the
captain saw ominous signs of trouble. The topside fence rails had snapped. The vents were torn
off. The radar was out. And the Edmund Fitzgerald’s Captain, Ernest McSorley had all the bilge
pumps on, trying to keep the ship from swamping.


Thom Holden is the curator of the Army Corps of Engineers Marine Museum. He says Captain
McSorley was in radio contact with Captain Jesse Cooper of the nearest ship, the Arthur
Anderson.


“The topside damage was an earlier report. After suffering this damage that Captain McSorley
did contact Cooper and ask him to shadow him down the lake. It was really several hours later
that what could be the last transmission from the Fitzgerald was received. Essentially Captain
Cooper or the mate asked McSorley how he was doing, how the vessel was riding. He said
‘We’re holding our own, going along like an old shoe.'”


In an interview from his retirement home in Florida, Arthur Anderson Captain Jesse Cooper said
the memory of that night still haunts him. He says Captain McSorley didn’t let on that his ship
and crew were in danger.


“I think he knew he was in trouble but he couldn’t spread the word because it would panic the
crew. (Simonson): How do you think he knew he was in trouble? (Cooper) What the hell would
you think if you had a hole in your bottom and were taking in more water than you could pump
out?”


At 7:10 that evening, the Fitzgerald disappeared from radar as it sailed into a snow squall only a
few miles from the safety of Whitefish Bay.


“My gut feeling was I knew she was gone when I couldn’t see her on the scope. Turning around,
I hated the thought of going back out in that sea.”


Radio communication from that night was recorded by the Coast Guard at Sault St. Marie
Michigan. The Coast Guard was asking captains to turn back into the storm and search for the
Fitzgerald. You’ll hear a distressed Captain Cooper answer the call.


“(Coast Guard:) Think there’s any possibility that you could turn around do any searching, over?’
(Cooper) ‘Oh God, I don’t know. That sea out there is tremendously large. If you want me to, I
can but I’m not going to be making any time. I’ll be lucky to do two or three miles per hour going
back out that way, over.’ (Coast Guard:) It looks like with the information we have that it is fairly
certain that the Fitzgerald went down. We’re talking now a matter of life and death and looking
for survivors that might be in life rafts or in the water. We can only ask the masters to do their
best without hazarding their vessels.'”


The U.S. Coast Guard rescue vessel Woodrush had left the Duluth port but it took 21 hours to
arrive on scene. Captain Jimmy Hobaugh says a life ring from the Fitzgerald popped up as they
arrived.


“Of course we searched for the three full days and it was rougher than you can imagine. No
matter how I turned the ship, we were taking green water over the top. If there had been someone
there, I’m positive that my crew was good enough that we would’ve got ’em.”


None of the men’s bodies were recovered.


Among the crew of 29 was Third Mate Michael Armagost of Iron River, Wisconsin. His widow
Janice says the families of the 29 men who went down with the Edmund Fitzgerald struggle with
their loss…


“Nobody realizes that there are survivors. I mean, my kids’ father is on that ship and my
husband’s on that ship. And people just think of it as a shipwreck that happened so long ago, and
it’s not.”


The families of the crew of the ship now say all they want is the final resting place of their loved
ones to remain undisturbed by divers. Only the bell of the wreck of the Edmund Fitzgerald was
recovered and placed in the Great Lakes Shipwreck Museum at Whitefish Point, Michigan ten
years ago.

Today we’ll hear more about Ten Threats to the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham has the next report in the series:


In this “Ten Threats to the Great Lakes” series, we found experts across the region point to alien invasive species as the number one challenge facing the Lakes. The Great Lakes have changed dramatically because of non-indigenous species that compete for food and space with native fish and organisms. More than 160 foreign aquatic species have been introduced since the Lakes were opened to shipping from overseas. It’s believed that many of the invasive species hitched a ride in the ballast tanks of ocean-going cargo ships.


Foreign ships entering the Great Lakes are boarded and inspected in Montreal, long before the ships enter U.S. Waters. Sheridan McClellan is a marine science technician with the U.S. Coast Guard. He says inspectors take samples of the ballast water and test it onboard ship. He demonstrates the equipment at the Coast Guard lab in Massena, New York.


MCCLELLAN: “And when you look through this refractometer, if you look on the right hand side, you will see the salinity… If you’d like to look through it…”


GRAHAM: “Oh, yeah. I see.”


MCCLELLAN: “You see a line?”


GRAHAM: “Right.”


The inspectors want to see salt in the water. That means the ship exchanged ballast water from a freshwater port with ocean water that kills most freshwater organisms hiding out in the ballasts.


“Once we check all the ballast tanks and they’re all good to go, we tell the captain that he’s allowed to discharge his ballast in the Great Lakes if he so desires.”


And that’s it; if the ship’s ballast contains ocean water and the log shows the water came from deep ocean, it’s good to go. Lieutenant Commander James Bartlett commands the Massena station. He says that’s all the Coast Guard can do.


“We’ve been asked if we are actually checking for the organisms and doing, you know, a species count. Right now, that technology’s not available to us nor, really, do we have that capability in our regulations. It’s essentially, it’s a log check, an administrative, and then also a physical salinity check.”


But a ship can also be allowed into the Great Lakes if its ballast tanks are empty. Ships fill their ballasts tanks to keep the vessel stable in the water. When a ship is fully loaded with cargo, it sits deep enough in the water that it doesn’t need ballast water for stability. It’s declared as “No Ballast on Board,” or NOBOB.


But “No Ballast On Board” does not mean empty; there’s always a little residual water and sediment.

Deep inside the S.S. William A Irvin, an out-of-service iron ore ship that’s permanently docked in Duluth, Minnesota, Captain Ray Skelton points out the rusty structure of the ballast tanks.


“You can see by all the webs, scantlings, cross members, frames, just the interior supports for the cargo hold itself, and the complexity of this configuration, that it wouldn’t be possible to completely pump all of the tank.”


And a recent study of NOBOB ships found there’s a lot more than just water and sediment sloshing around in the bottom of the tanks. David Reid headed up the study. He says there are live organisms in both the water and the sediment.


“If you multiply it out, you see that there are millions of organisms even though you have a very small amount of either water or sediment.”


And when ships load or unload they discharge or take on ballast water, that stirs up the water and sediment in the bottom of the ballast tanks along with the organisms they’re carrying from half way around the world, and they end up in the Great Lakes.


The shipping industry says for the past few years, the security regulations since 9/11 have been more important to the industry than dealing with ballast water. Helen Brohl is Executive Director of the U.S. Great Lakes Shipping Association. She says the shipping industry hasn’t forgotten; it is paying close attention to concerns about ballast water.


“From my perspective, in ten years, ballast water is not an issue, because in ten years there’ll be treatment technology on most ships. We’re moving right along. Ballast, in some respects, is kind of beating a dead horse.”


But environmentalists and others say ten years to get most of the ships fitted with ballast water treatment equipment is too long. New non-indigenous species are being introduced to the Lakes every few months.


The invasive species that are already in the Great Lakes are costing the economy and taxpayers about five billion dollars a year. The environmentalists insist Congress needs to implement new ballast regulations for the Coast Guard soon.


They also say the Environmental Protection Agency should start treating ballast water like pollution before more invasive species catch a ride in the ballast tanks of the foreign freighters and further damage the Lakes.

Steering Away From Seaway Expansion

For decades, international shippers have wanted bigger locks and channels in the St. Lawrence Seaway. Earlier this month, the Seaway’s chief in Canada said expansion is off the table, at least for a generation. The Great Lakes Radio Consortium’s David Sommerstein reports:


Only a third of the world’s shipping fleet can fit in the Seaway. Industry has long said digging deeper drafts would bring much needed commerce to Great Lakes ports.


But Dick Corfe told shippers at a conference in Toronto there’d be no changes for fifteen to twenty years. Corfe is CEO of the St. Lawrence Seaway Management Corporation, which runs Canada’s half of the waterway.


“We have to work with what we have. We have the physical constraints of the locks. The ships can’t be any bigger than the locks, and we have an obligation to try and maximize the use of the system around the current infrastructure.”


Corfe said the way to do that is to move goods between East Coast and Great Lakes ports by ship instead of truck or train.


Corfe’s remarks come after the Army Corps of Engineers backed off a study last year that recommended expansion. Environmentalists said dredging and blasting a bigger channel would devastate Great Lakes ecology.

Zebra mussels are probably the most infamous, but there are more than 160 aquatic species that have invaded the Lakes and changed them, almost always for the worse. So why can’t we keep them out?

Well, let’s say I import widgets.

I’ve been getting widgets from somewhere in Asia, but I found out I could get widgets from an eastern European company for a dollar-a-widget cheaper. The factory there can ship them directly to my warehouse in Great Lakes City, USA by ship across the Atlantic and into the Great Lakes.


Pretty good deal. I get good widgets, the shipping costs are cheaper, my profits go up, and it means cheaper widgets at the retail level. Everybody wins, right?


Well, the ship that brought the widgets also brought an alien invasive species that stowed away in the ship’s ballast. A critter that’s native to eastern European waters is now wreaking havoc on the Great Lakes ecosystem.


Aquatic alien invasive species that have invaded the Great Lakes now cost the economy an estimated five billion dollars a year. Five billion dollars of what’s considered biological pollution.


So, who’s paying the price?


Cameron Davis is with the environmental group Alliance for the Great Lakes.


“Unfortunately, in most instances, who pays for those hiddens costs are you and me. We pay for our water agencies to have to clean zebra mussels out of their pipes, we pay our agencies through taxes to have to keep Asian Carp out of the Chicago River, we pay through our taxes in any number of ways to try to fight these invaders.”


So right now, taxpayers and utility ratepayers – even those who never bought a widget and never will – are paying the price. Davis says that’s just not right.


“One of the things we need to do is make sure that those ships are paying full cost for everything that they bring, not just the widgets, but the stowaways like the zebra mussels, things like that that they have on board.”


So, why target the ships?


Dennis Schornack chairs the U.S. Sector of the International Joint Commission. The IJC is a bi-national agency that monitors a water quality agreement between the U.S. and Canada. Schornack says that’s the way it usually works: the polluters pay.


“The cost of the impact of these unwanted creatures is something that’s not baked into the price charged for the widgets. So, somewhere that external cost needs to be captured back into the price. The ship owners themselves are the likely target to pay for this through a permitting fee which, of course, they will pass on to their customers, the people who made the widgets.”


So all of us who buy widgets end up paying a little more, but paying permits and fees could cost shippers more than they can afford. George Kuper is with the Council of Great Lakes Industries. Kuper says he understands the first impulse is to make the shippers pay.


“The problem with that, of course, is the shippers were already close to non-economic as a method of transportation, which puts us right up against an environmental challenge because shipping is by far the most environmentally un-intrusive method of moving large amounts of materials.”


Kuper says using other methods of transportation such as trains or trucks to move that cargo from East Coast ports might burn more fuel and cause more pollution.


But of all the shipping on the Great Lakes, only six percent of the tonnage is carried on ocean-going vessels. The rest is transported on Great Lakes carriers that never leave the lakes and don’t bring in new invasives. So, the question is this: is that six percent of cargo worth the damage that aquatic invasive species cost each year.


Many experts say there is a fairly simple answer to all of this. Technology is available for cargo ships to eliminate invasives from their ballast tanks. Requiring those ships to use that technology would likely add some to the cost of every widget, but supporters of the idea say it would greatly reduce the environmental cost to the Lakes.

Jim Barta is a charter boat captain just above Lake Erie on the Detroit River. He says over the last decade, zebra mussels and other foreign species have altered the habitat of the walleye he fishes for.


Water that once had a brownish hue is now clear. That’s because Zebra mussels have eaten the algae and plankton that used to cloud the water, and that means Barta’s boat is no longer invisible to the fish he aims to hook.


“You could catch the fish a little closer to the boat because they weren’t as spooked by the boat. They weren’t as afraid of what was taking place.”


So Barta had to rethink his tactics. He now casts his lines out further, and he’s changed lures to continue catching walleye.


But there are other problems the zebra mussel is causing. Eating all the plankton means it’s stealing food at the bottom of the food chain. And, that affects how many fish survive and how much the surviving fish are able to grow.


Anthony Ricciardi is trying to help Barta, and other people who rely on a stable Great Lakes ecosystem. He’s an “invasion biologist” at McGill University in Montreal.


Ricciardi looks for evidence that can predict the next non-native species that might make it’s way into the Great Lakes. He says species that have spread throughout waterways in Europe and Asia are prime candidates to become Great Lakes invaders.


“If the organism has shown itself to be invasive elsewhere, it has the ability to adapt to new habitats, to rapidly increase in small numbers, to dominate ecosystems, or to change them in certain ways that change the rules of exsistence for everything else, and thus can cause a disruption.”


Ricciardi says most aquatic invasive species are transported to North America in the ballast tanks of ocean freighters. Freighters use ballast water to help balance their loads. Some of the foreign species hitchhike in the ballast water or in the sediment in the bottom of the ballasts.


Ships coming from overseas release those foreign species unintentionally when they pump out ballast water in Great Lakes ports. Ricciardi says one of the potential invaders that might pose the next big threat to the Great Lakes is the “killer shrimp.” Like the Zebra Mussel, it’s a native of the Black Sea.


“And it’s earned the name killer shrimp because it attacks invertebrates, all kinds of invertebrates, including some that are bigger than it is. And it takes bites out of them and kills them, but doesn’t necessarily eat them. So, it’s not immediately satiated. It actually feeds in a buffet style: it’ll sample invertebrates, and so it can leave a lot of carcasses around it.”


Ballasts on cargo ships aren’t the only way foreign species can get into the Lakes. Right now, scientists are watching as a giant Asian Carp makes its way toward Lake Michigan. It’s a voracious eater and it grows to a hundred pounds or more.


This non-native fish was introduced into the Mississippi River, when flooding allowed the carp to escape from fish farms in the South. A manmade canal near Chicago connects the Mississippi River system to the Great Lakes.


If it gets past an electric barrier in the canal, it could invade. Many scientists believe it’s just a matter of time. Another invasive, the sea lamprey, also got into the Great Lakes through a manmade canal.


But, researchers don’t usually know when or where an invader will show up. David Reid is a researcher for the Great Lakes Environmental Research Laboratory in Ann Arbor. He says they can’t predict the effect an invader will have when it arrives in its new ecosystem.


“That’s the problem. We don’t know when the next zebra mussel’s going to come in. We don’t know when the next sea lamprey type of organism is going to come in. Generally, if you look at the invasion history of the Great Lakes, you’re seeing about one new organism being reported probably about once every eight months.”


Knowing what the next invader might be could help biologists, fisheries experts, and fishermen know what to do to limit its spread. Invasional biologists hope that their work will help develop the most effective measures to limit harm to the Great Lakes.

Advocates say locally-grown fruits and vegetables are fresher. They say the food tastes better. And they’re finding kids sometimes ask for apples and tomatoes instead of candy and chips. In this cafeteria, there are displays on the wall asking, “What is local food?” and answering, “Foods grown and raised where you are.” Well, that makes sense, but there’s more.


“Then when you get into the lines…”


Sociology professor Howard Sacks is director of Kenyon College.


“We have these menus that talk about all the things that are being served here and it tells exactly where they come from. So the pasta alfredo with tomato and basil features noodles produced by Mrs. Miller’s noodles in Fredericksburg, Ohio, and the cream is by the Broughton Dairy in Marietta, Ohio. As you can see this is about thirty lines long and it shows about thirty different local producers.”


As recently as the late 1990’s, only a handful of colleges and universities had programs to buy locally-produced foods for their cafeterias. Today, more than two hundred are looking for local farmers for their produce, dairy, and meat products. Most of those schools, such as Kenyon, Yale University, and the University of Wisconsin among the nation’s most expensive and elite.


But even some struggling public school districts are making it a priority to buy local foods. Ray Denniston is Food Services director of the Johnson City School District in the Catskills region of New York. He says a few years ago they served produce that had been shipped from California or Mexico, or they just opened cans.


“So your fruits and vegetables, kids weren’t taking them; it wasn’t a quality item. I’m not going to say we didn’t worry about it, but it got less attention then the other items on the trays. And now that’s changed. So, instead of getting a canned green bean, which I might as well put sawdust out there as far as nutrients, instead of that, now we would have fresh broccoli.”


Denniston used to sit in his office and look at price quotes from food distributors. Now he visits farms and negotiates the best prices for local products he can find in season. He says the change started with a few tomatoes.


“When I first met with Frank, the farmer, he stopped down and dropped off just some tomatoes. And the staff had some, we had some in the cooler and we brought some out and we cut them and there was a taste thing, and they said, ‘Don’t ever get any others but his.’ I mean, they were just so much sweeter, juicier, wonderful tomatoes and then it just kept going.”


Then came the rich green colored broccoli. It was a big change from what they offered their kids before.


Other schools say students love the taste of milk from local farms that don’t give their cows antibiotics. Johnson says cafeteria workers are excited by the fresher vegetables and meats. They like talking with the students about the food, and they like cooking again. Many schools don’t even have kitchens anymore; they only have heating trays for pre-packaged foods.


Deb Bruns is with the California Department of Education. She says those heated meals often don’t taste very good and she says they send the wrong message to kids.


“…that lunch is a time to grab something processed and hurry through it and get out to recess, and it doesn’t matter what we tell them in the classroom about nutrition if we’re not modeling that in their dining experience then we’re just missing such an opportunity to really teach them where their food comes from.”


Many schools start these programs because of nutrition and obesity concerns. By serving fresh, local food, the nutrition lessons continue when the kids line up in the cafeteria. Some schools say prices from local farms are actually lower then national distributors, but they often end up spending more money on fruits and vegetables. That’s because – believe it or not – kids are eating more broccoli, apples, and tomatoes.

Some experts think farmers could do a lot better for themselves if they changed what they’re growing. The Great Lakes Radio Consortium’s Julie Grant reports on efforts to change that:


It can be hard to find locally-grown broccoli, milk, or beef in most grocery stores, even in the middle of farm country. In some states, ninety percent of the land is farmed, but ninety-eight percent of food people eat is shipped in from other parts of the nation or other countries.


The local farmers are growing commodities: corn and soybeans harvested for cattle-feed or processed foods, not stuff that winds up in the produce aisle. But ag economist Ken Meter wants to see that change.


“Farmers have doubled their productivity since 1969, and yet, they’re not making more money, they’re actually losing more money after doubling productivity.”


Meter has studied the economics of farm communities. In one area, he found that nearly all of the farm fields there were used to grow corn and soybeans for the commodities market, but farmers were losing money. At the same time, nearly all of the food people bought there was shipped in from other places.


“The economy we’re in right now is extremely efficient at taking any money that you or I earn in our neighborhood or in our daily lives and basically pulling it into a big global network that very efficiently takes that money and helps other people elsewhere make some value from it.”


It hasn’t always been this way. Richard Pirog is food systems researcher at the Leopold Center for Sustainable Agriculture in Iowa. Eighty years ago, he says, most farms grew a lot of different
products and processed them to be sold locally or within the region.


“Iowa back in the 1920’s had fifty-four canneries. We were the canned sweet corn capital of the world in the mid-1920’s. Fast forward to today, there isn’t a single cannery in Iowa. So that infrastructure is gone.”


Pirog says you could tell similar stories in farm areas across the U.S. Back during World War Two, the federal government encouraged farmers to grow commodities, such as corn and soybeans. The government starting paying them subsidies to grow those crops.


These days, Pirog says a lot of farmers wouldn’t even think about risking those subsidies to grow something besides corn and soybeans. Economist Ken Meter says that might be a mistake. He says many farmers don’t realize there’s a growing market for local ag products.


“All of us get focused on whatever we’re paying attention to, and as a farmer you get focused on producing quite well. I’ve spoken with farmers who’ve told me that they really didn’t have any clue that that their neighbors would be looking for different foods, because they just haven’t heard of the tremendous increase in demand we’ve had for things like organic milk or higher quality meats or fresher produce.”


There has been an organic explosion of local farm markets in recent years, because customers want to buy fruit, vegetables, milk, and meat directly from the farmers who produce them. But government policy and farm subsidies mainly still support the commodity production of corn and soybeans.


Richard Pirog hopes that changes, but it’s unclear if growing produce for the new local markets is always economically viable. No one has studied the phenomenon.


“It has to make economic sense for a community and a region. We believe it will, which is why it’s spread so rapidly. But it’s sort of like, the real numbers, the quantification hasn’t caught up with all the growth and explosion and the interest.”


Pirog says he’d like to push the process along. He says it would make more sense for the government to shift subsidies from corn and soybean production to the farms that produce food for their local communities.

Diversion Debate Focuses on Bottled Water

Michigan just concluded its final public hearing. The state’s grappling with the potential impact of a growing bottled water industry, and the question of whether shipping bottled water should be considered a diversion of Great Lakes water.


Michigan Congressman Bart Stupak’s district touches on three of the Great Lakes. He says the simplest solution would be to simply ban any use that allows significant amounts of water to be moved out of the Great Lakes basin, whether that’s by ship, pipelines, or bottles.


“As we move towards a growing population worldwide, by 2025, water will be the most sought-after commodity in the world. We’d better have our act together, have one standard, and let’s ban the sale or diversion of Great Lakes water.”


But business groups are lobbying for less restrictive rules. They say water bottling has a tiny impact on the Great Lakes, and tight restrictions will hurt business development in the region.
