Along many Great Lakes cities, long concrete or stone seawalls protect property against
wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In our series ‘Ten Threats to the Great Lakes,’ we’ve been looking at how humans make
changes that affect the health of the lakes. Lester Graham is our guide through the series.
He says the next report shows how far we’ll go to try to manage nature:

wind and wave erosion. It’s a hardening of the shoreline that some people say is
necessary to protect expensive real estate. But some scientists and environmentalists say
it’s part of one of the ‘Ten Threats to the Great Lakes. They’re worried those concrete
seawalls are not only hurting the environment… in the long run, they’re hurting the
economy. Lynette Kalsnes has this report:

In the middle of a miles-long concrete shoreline, there’s a tiny beach. Steve Forman points
toward a small bluff at the base of a tree. The professor of earth and environmental sciences at
the University of Illinois at Chicago says the sand, grass and dunes help soften the impact of
waves and rain.


“This kind of relief is what you’d see in many natural coastlines, a coastline like this can
accommodate change better than one that’s been concreted up.”


Just feet away, the concrete picks back up, like a stark white runway that bisects the land and the
lake. Concrete revetments like these in Chicago are a familiar sight in urban areas across the
Great Lakes.


Roy Deda is with the U.S. Army Corps of Engineers. The Corps manages much of the
construction on public shorelines. Deda says hardening the shore is one way of protecting against
erosion.


“Where hardening of the shoreline is important and used, is where you have an existing
community in an urban area like Chicago. You have a lot of development in place already, and
basically you’re protecting what’s been built over a long history.”


Deda says it protects property. But scientist Steve Forman says using concrete walls comes at a
cost: the destruction of natural systems that are often helpful.


Forman says wetlands and stream valleys normally act like a sponge to absorb high lake levels.
They also release some of the water back when lake levels are low. Forman says concrete can’t
buffer those fluctuations.


“It makes the extremes potentially even more extreme in terms of lake level variations.”


So, when there’s a rainstorm, Forman says the water runs off the concrete quickly… instead of
being absorbed across sand or wetlands slowly.


He says the same thing is true for the water flowing into the lakes from rivers.


Discharge into rivers can go up by 50 times the amount it would if natural areas buffered the
rivers.


“Any time we change the landscape from its natural components, we also change the plumbing of
the Great Lakes. We change the way water is routed in and around and through the Great Lakes
as well.”


It’s not only rushing rivers and lake levels that cause problems.


When the shoreline is hardened… the wildlife and organisms that once lived there disappear.


Cameron Davis is with the Alliance for the Great Lakes. He says many rare species live in that
narrow ribbon where the land meets the water.


“When we harden the shorelines, we basically sterilize them in a lot of ways, because we’ve not
providing the kinds of habitat and cover that we need for many of them.”


And beyond the effect on wildlife… hardening the shoreline can also be a bad economic decision.


Steve Forman says permanent structures built near the shores are not as stable as they might seem
when lake levels are high and winter storms cause big waves that erode the land underneath them.


“When the lake levels go up, the erosion rates are just phenomenal…what you see are hanging
stairs everywhere, instead of stairs that take you down to the beach, they’re hanging over the lake,
basically.”


That’s why scientists and planners are taking action. The Alliance for the Great Lakes’ Cameron
Davis is calling on planners to balance protecting the shoreline … with preserving ecology.


“Frankly I don’t think shoreline planning across the region is that great. There really is no single
unifying policy we’re all using to guide what our shorelines ought to look like.”


He’s hoping that some cities will experiment with restoring natural areas along their shorelines…
He says we need to see if in the long run, nature can do a better job of protecting the shores.

Fairmount prides itself as an environmentally responsible company. Now they’re going beyond what’s required to restore land for wildlife. The Great Lakes Radio Consortium’s Bob Allen reports:


“Okay, we’ll go all the way to the east side of the property…”


Craig Rautiola comes from a family of Finnish rock miners in Michigan’s Upper Peninsula. He looks like he could have played linebacker on his high school football team. Now he manages four sand mines for Fairmount Minerals near the Lake Michigan shore.


“You can see a front-end loader on your right, it’s just doing a little cleanup work right now…”


Rautiola’s red Ford pick-up bounces over a rough track past a network of conveyor belts, pipelines, and silos, and 100-foot-high pile of sand. The 350-acre site is called Wexford Sand.

Previous owners dug into the gently rolling hills to remove the sand, then left the land exposed, but Rautiola says his company has a different approach.


“We have a vision of the future that we can run a responsible operation and make a reasonable profit and provide a good product to society, but we can do so in a way that we can restore land to better than original. And we really believe that. I know that sounds like some marketing statement but we really believe that we can do a better job with this piece of land than versus the way we accepted it in the beginning.”


But to get at the sand operators still have to clear about five acres of woods a year. They used to put back the topsoil, grade the land, plant some grass and call it good. Now Rautiola says they’re getting more creative.


“We’re getting a lot more sophisticated in how we define restoration. Restoration today means getting creative with our topography trying to create water features, trying to get diverse with plant species, diverse with insect life.”


The restoration includes a series of ponds kept aerated to support fish and amphibians year around.
There’s an irrigated nursery where three thousand seedlings are under cultivation to see which ones will thrive.


Rautiola used to count success by watching deer and wild turkey return, but now he sees songbirds and shorebirds as indicators of restoration that’s working. That’s because birds require diverse habitat.


“This mature forest might be great for a scarlet tanager, but an indigo bunting would rather be over in the blackberry bushes. Over to the north we had over a hundred bank swallows just a month ago. We’re trying to attract other threatened species like osprey.”


Rautiola brought in experts to show him how to get more diversity on the site. One of them is Kay Charter. She started Saving Birds Through Habitat. The group runs a small wildlife education center in northern Michigan.


Charter says native species of grasses, plants, and trees produce the most diversity. They attract a variety of insects preferred by birds and other small critters.


“You’re going to have Yellow Warblers in here, you’ll have Common Yellowthroats in here, you’ll have Willow Flycatchers in here, you’ll have all kinds of things in there… Catbirds.”


Charter has documented forty species of songbirds and shorebirds nesting at Wexford Sand. She says that’s pretty amazing for an industrial site, but she insists the effort is necessary to lessen the impact on wildlife. She notes some worldwide populations of songbirds have declined fifty percent in the last forty years.


“I think it’s important for the future of our planet. We all have to be involved in conservation or we’re in greater trouble than we’re in today because mining does take something out of the land. But if you can put it back in a way that is used by many species then you don’t leave the footprint that you might otherwise have left.”


Fairmount Minerals has given Craig Rautiola free reign to restore the site at Wexford Sand, and he’s going all out with the effort because he believes it’s the right thing to do.
Kay Charter of Saving Birds Through Habitat hopes the company’s commitment catches on with the whole industry.


“I think it can give all of us hope that business and corporations and companies in this country aren’t all filled with greedy people at the top.”


On a ridge perched eighty feet above the floor of the sand mine is a stand of one-hundred-year-old sugar maples. Underneath the trees is a million dollars worth of sand in today’s market. And they say it’ll stay there. What they call “Maple Island” will be the centerpiece of their restoration.

For several years now, a strain of botulism has been killing shorebirds along parts of Lake Erie, Lake Ontario and Lake Huron. Tens of thousands of birds have died on Lake Erie in the last several years. But, there’s one place where some sick birds are taken to be nursed back to health. The Great Lakes Radio Consortium’s Lester Graham reports:

We’re crawling along sand dunes in a three-wheeled cart. Ray Bierbower is taking me to Gull Point. It’s an area on a spit of land called Presque Isle that juts out into Lake Erie at Erie, Pennsylvania. This area is part of a state park that gets four million visitors every year. But here, except for birds, it’s deserted.


“A lot of the shorebirds come through here, migrating, and they want to leave it alone. It’s shut off to the public. Basically, there’s just a select few that are allowed out in this area and we’re one of the groups that are allowed.”


We’re here to pick up some dead birds. A couple of years ago you might have found dozens of dead birds at a time. Today, only five seagulls. Well, parts of them: two heads and some rotting carcasses.


“We haven’t been out here for two weeks. So, this is not too bad considering before.”


If these birds are like hundreds of others tested, they died from botulism poisoning. Researchers are figuring out how the botulism got into the food chain. The theory is that massive beds of zebra mussels and quagga mussels – both invasive species brought into the Great Lakes in the ballast water of ocean going ships – are causing conditions that rob oxygen on the bottom of the Lakes.


That encourages botulism bacteria to flourish and give off toxins. The mussels aren’t hurt by them, but round gobies, another invasive species, eat the mussels. When they get sick, they become easy pickings for the birds. Then, the birds get sick.


Sometimes, Ray Bierbower and his fellow summer interns find a bird that’s sick, but not beyond saving. The state park doesn’t have the facilities to help the birds, so they take them to a wild bird rehabilitation center in town.


The center, called Wild Wings is looks like some of the other two story houses in this blue-collar neighborhood. But once you’re inside, there’s no doubt that you’re in the right place.

A man is dropping off four tiny wrens from the nest. Their mother stopped coming to feed them and he figures a cat must have killed her.


Wild Wing’s director, Wendy Campbell, takes them in. She’s a whirlwind of activity as she flits from cage to cage. She makes sure birds have water. She gives some of them medicine. And now with the tiny wrens here she makes sure they don’t miss feeding time.


In the basement, chickens, crows, an owl, and some pigeons are separated by chicken wire walls. She checks on a couple of seagulls in one the pens. Campbell is helping them recover from botulism poisoning.


“What you do is provide them with supportive care. You want to keep the birds out of sunlight, because sunlight perpetuates botulism toxin. And by re-fluiding them, because they’re usually dehydrated. And a lot of times, too, we can use Phillips Milk of Magnesia because that binds with botulism toxin and draws it out of their system. And many of the birds recover.”


Campbell says after she’s sure they’re fully recovered, she’ll release these gulls back into the wild.


“There’s no danger of them spreading it, because I’ve asked the Wildlife Health Center to make sure that I could release these birds that have recovered from botulism that they weren’t now going to be carrying it. And he said absolutely not. It’s out of their system.”


Wendy Campbell is quick to add that it doesn’t mean that the gulls can’t contract the botulism toxin again. Campbell says if this were a natural phenomenom, she would let nature take its course. But it’s not; humans brought the zebra mussels and quagga mussels that are causing the problem in the Great Lakes.


“Over ninety percent of the time, it’s as a result of human activities. We don’t believe in interfering with nature. But when they get hurt because they get hit by a car or they get poisoned by lawn care chemicals, that’s not nature. And so, somebody has to help them, and that’s why I do this.”


Campbell says the authorities in her area are doing a good job of cleaning up the bird carcasses along the lake beaches. If they’re not picked up, flies lay eggs, maggots are infected by botulism, and other birds eat the maggots, causing the botulism problem to spread.


Campbell says of the one thousand birds brought into Wild Wings center each year, only a handful of them are sick from botulism. That’s because most of them die from it before they can be helped.

Nesting Season for Piping Plovers

In the last century, the increase in shoreline development has
driven a small and rare bird close to extinction. Each spring, the Piping
Plover nests along the shores of the Great Lakes. The Great
Lakes Radio Consortium’s Tom Kramer gives us an update on the effort

The Great Lakes population of Piping Plovers has been on the endangered
species list since 1986, when the number of nesting pairs dwindled to 17.
These days the number of nesting pairs is up into the 50’s. But biologists
say the bird still needs protection.


Lisa Gamero coordinates the Piping Plover Patrol for the Michigan Department
of Natural Resources. Gamero says nesting sites are becoming scarce as the birds compete with
people for lake frontage.


“Their habitat needs are basically, kind of a wide open beach, with a lot of small pebbles or cobbles, sand, and they usually have to be within a hundred feet of the water, and the nearest vegetation needs to be about a hundred feet away from where they decide to put their nest.”


The plover will remain on the federal endangered species list until its
numbers increase to 150 healthy nesting pairs, for 5 consecutive years.

A shipwreck hunter believes he might have found what’s been described as the Holy Grail of Great Lakes wrecks. His find has triggered a new debate over who can lay claim to historic shipwrecks and what should happen to them. The Great Lakes Radio Consortium’s Sally Eisele reports:


Of the thousands of shipwrecks in the Great Lakes, the wreck of the Griffin is probably the most legendary. For a few reasons. She was built by somebody legendary – French explorer Rene-Robert Cavalier Sieur de La Salle, she was the first European ship to sail the Upper Great Lakes… and she was the first to sink. Actually, she sank on her maiden voyage in 1769, not exactly one of La Salle’s bigger success stories. But the mystery she left behind is pretty big – and it has pretty well flummoxed Great Lakes historians for hundreds of years. Shipwreck scholar Steven Herald is the director of the Manistee County Historical Museum.


“The Griffin loaded its first and only freight cargo downbound at Green Bay, and there has never been a reliable report of anyone who has seen the vessel since. It left Green Bay and disappeared totally.”


Did she run aground? Sink to the bottom of Lake Michigan? No one knows, But Steven Libert, a long-time shipwreck hunter, thinks he might have found a clue. What he’s excited about appears to be a long, wooden pole sticking out of the sand in about 80 feet of water in northwestern Lake Michigan. It doesn’t look like much. But Rick Robol, the attorney for Libert’s company Great Lakes Exploration, says tests indicate it could date back to the 17th century. And it could be part of a ship.


“Great Lakes Exploration does not know at this point what is there. And it does not know whether in fact it is the Griffin or not. Certainly if it were the Griffin, it would be a very substantial find.”


Great Lakes Exploration has filed suit in federal court seeking salvage rights to the site. But the site is in Michigan waters and the state has filed a motion to have the case dismissed. State archaeologist John Halsey says whatever there is should belong to the public, not a private company.


“They have the money to go out and look, they have the money to go out and find, but what they don’t have is the permission to bring stuff up. That’s where the rubber meets the road.”


The state argues the Federal Abandoned Shipwreck Act of 1987 gives any state title to historic wrecks in its waters. Before its passage, pretty much anybody in a rubber suit could salvage shipwrecks. And they did – the evidence is rusting out in garages across the country. The federal law sought to protect these historic sites – which, in the cold fresh water of the Great Lakes, are often well-preserved time capsules. But Wisconsin shipwreck researcher, Brendon Baillod, says a number of cases have already shown the law is full of technical loopholes if you have the money and time to challenge it.


“We have a lot of wrecks that are open game legally. It really is up to the judge who gets the case before them.”


If Great Lakes Exploration does clear the legal hurdles, the next question will be academic. What should happen to their findings? Attorney Rick Robol says it all depends on what’s there.


“Really, shipwrecks have to be dealt with on a case by case basis. There are some shipwrecks that may best remain in situ, that is, on site, and there are other that should be recovered. It’s impossible to determine what’s best for a particular wreck without first scientifically studying it.”


At this stage, it’s anybody’s guess as to whether the site contains the remains of a ship or just a pile of very old scrapwood. But preservationists such as historian Steven Herald, argue anything of historical value should really just be left there.


“I’m a great one for leaving it where it is and studying it in as much detail as possible. The easiest way to preserve it is to keep it there.”


One thing is certain, any excavation would likely involve many years and millions of dollars. Oh, and there’s another possibility too, if in fact the Griffin is found. Technically, the vessel still belongs to France, which was in charge around here after all at the time of La Salle’s adventures.

Frequent heavy downpours have overwhelmed some lakeside sewer
systems. Some cities have dumped partly treated or untreated sewage
into the Great Lakes, instead of causing sewer backups in local basements.


Jeffery Foran is an aquatic toxicologist and president of the Midwest Center for
Environmental Science and Public Policy. He says the sewage contains pathogens –
bacteria and microorganisms – that can cause disease in humans. He’s worried about the
material spreading along the lakeshore.


“Probably accumulating at the beaches, in the sand, and in the cladophora, this algae that
washes up in the lake and rocks, and other structures that occur along the shoreline.”


The sewerage district in Foran’s home city of Milwaukee has already dumped about two
billion gallons of sewage into Lake Michigan this spring. He says the large volume of
water in the lake will dilute some of the sewage. But Foran is still expecting some beach
closings this summer.

answer. That’s been the case since scientists found e-coli bacteria in
the sand of some Great Lakes beaches. The Great Lakes Radio
Consortium’s Wendy Nelson reports:

Mining Endangers Sand Dunes

The dunes around Lake Michigan draw millions of visitors each year. But
the dunes are more than just a tourist attraction: the sand is a
valuable commodity in manufacturing. And sand dune mining has been
going on since the turn of the century. Today, dunes in Illinois and
Wisconsin are protected since they fall within state park boundaries.
There are some small mining operations in some of Indiana’s dunes, but
by far, most sand dune mining happens in Michigan. The state’s had a
law in place for more than twenty years to regulate the mining… But a
new report alleges that the law isn’t working. And the dunes are slowly
vanishing. The Great Lakes Radio Consortium’s Wendy Nelson reports:

Proposed Cuts May End Harbor Dredging

Maintenance of small recreational harbors on the Great Lakes could
be cut if the Army Corps (CORE) of Engineers has to trim its budget any
further. This month (October, 1998), Congress rejected a Clinton
